Amyloid fibrils are insoluble, non-crystalline protein filaments associated with a number of diseases such as Alzheimer's and Type Il diabetes. They can have a functional role in different organisms and many proteins and peptides have been found to form amyloid fibrils in vitro. We have used magic angle spinning (MAS) NMR spectroscopy to investigate the structure of two amyloid fibril systems - an 11- residue segment from the disease-related protein transthyretin (TTR); and P2- microglobulin (32m), a 99-residue protein associated with dialysis-related amyloidosis. The TTR(105-115) case exemplifies our efforts to characterize the hierarchy of structures present in the fibril form, including the organization of the Pstrands into P-sheets (tertiary structure), the P-sheet interface that defines each protofilament (quaternary structure), and the protofilament-to-protofilament contacts that lead to the formation of the complete fibril. Our efforts were guided by information obtained from other methods such as cryo-electron microscopy and atomic force microscopy, and resulted in the very first atomic resolution structure of a complete amyloid fibril. We have extended the methods used in the TTR(105-115) structure determination procedure to the fibrils formed by 2m, a process complicated not only by the much larger size of the protein involved but also by the high degree of dynamics exhibited in these fibrils. Nevertheless, we were able to characterize the secondary structure of the protein in the fibril form, and the tertiary and quaternary interactions within the fibrils. In addition, we have compared at the molecular level @2m fibrils formed under different conditions, in an effort to characterize the origins of fibril polymorphism for this protein sequence. Our work on amyloid fibrils has also benefited extensively from the development of dynamic nuclear polarization, a method used to enhance the sensitivity of MAS NMR experiments, leading to unprecedented gains in signal-to-noise ratios and acquisition times.

Abstract:
The National Credit Act1 has brought about significant changes to the South African credit market. Amongst these changes are the provisions that introduced concepts such as ?over-indebtedness? and ?reckless credit?, as well as the provisions that implemented a new alternative debt relief measure into our law. Section 86 of the NCA introduced the debt review process in terms whereof an over-indebted consumer can voluntarily apply to a debt counsellor to be placed under debt review with regard to credit agreements that fall within the scope of application of the NCA.2 Upon receipt of a consumer application, a debt counsellor will proceed to conduct an assessment of the consumer?s financial means, prospects and obligations with the aim of ascertaining whether or not the consumer is indeed over-indebted. During this period of assessment, a moratorium becomes operative which restricts the right of credit providers with whom the consumer has a credit agreement, subject to debt review, to proceed with debt enforcement proceedings against the defaulting consumer. Only once the prescribed period of 60 business days has lapsed,3 but before the matter is filed at court, may the credit provider terminate the debt review and consequently proceed with debt enforcement proceedings. Although the NCA affords credit providers the right to terminate a debt review this right is however not absolute, as the NCA also affords consumers with the opportunity to apply for the revival of the terminated debt review. Consequently, it will be up to the court hearing such an application for revival to make a ruling. The legislature, however, failed to include into the NCA detailed procedural rules and guidelines in respect of the debt review process, more specifically in respect of the termination procedure. This oversight of procedural rules and guidelines by the legislature has proven to be very problematic and has resulted in a vast range of conflicting judgments by our courts. This dissertation aims to analyse the procedural issues pertaining to the termination procedure, in its original and amended forms, as well as the reinstatement procedure. These issues will be discussed and inferences will be made. Recommendations will also be provided in the hope of contributing to streamlining the debt review process and in particular the termination and revival procedures.

La séquence d'impulsion habituellement employée pour faire de la RMN quantitative ne permet pas toujours, pour des échantillons dilués, d'obtenir une précision suffisante pour une durée d'expérience raisonnable. Ceci est particulièrement vrai pour les mesures en 13C, où les temps de relaxation longs et l'effet Overhauser dû aux interactions dipolaires 1H-13C nécessitent un allongement considérable du délai de retour à l'équilibre. Cet aspect de la RMN du carbone -13 est d'autant plus important qu'une précision de l'ordre de 0,1 % est indispensable pour caractériser les faibles variations d'abondance isotopique naturelle 13C. L'objectif de ce travail était d'utiliser la séquence DEPT en RMN-13C quantitative. Cette séquence est plus sensible que la détection simple mais elle est aussi beaucoup moins répétable. L'analyse de la variation du signal, en fonction de la longueur des délais d'évolution, nous a montré que l'imperfection des impulsions RF était une source importante d'instabilité des résultats obtenus. . .

Most importantly, it would be my responsibility to actively promote and seek media coverage and audiences for all events of the department. Abstract:
There have been numerous studies of the debt crisis from global, Latin American and even Mexican perspectives. However, very few studies have so far addressed the political dimension of the crisis and examined the effects of the crisis on political stability and democratic practice in Mexico. This research focuses on the political dimension of the crisis, in order to make good this important omission in the existing literature. This thesis explores in particular two closely related questions about the practice of politics in Mexico. First, it explores the role which political debates and political pressures have played in shaping the response of the Mexican state to one of the gravest crises faced by the country. Second, it illuminates the common political practice of the Mexican state. This work analyses the political forces involved in the domestic debate surrounding the negotiations between the Mexican state and the IMF during this crisis. It interprets the various economic and political pressures that different Mexican social groups exercised upon the Mexican state. The social actors taken into account in this study are people involved in the political arena such as politicians, bureaucrats and senior members of the state; institutions with socio-economic interests inside civil society such as workers' unions, chambers of private organizations, banks, peasants' organizations, the church, the press and civil associations. The thesis demonstrates how public opinion generated a new political debate through the media. This political debate inside Mexican society was substantially extended and intensified, stimulating the formation of new political alternatives. The awakening of a political consciousness contributed to the generation of an important debate which shaped the contest of the presidential political campaign in 1988. A new political coalition, the FDN, emerged, presenting a serious alternative presidential candidate. In the end, the governing PRI won the presidential elections; nevertheless, many Mexicans gave their support to both the left-wing FDN and the right-wing PAN, instead of to the PRI. Thus, the economic debt crisis culminated in a political electoral crisis during the 1988 presidential elections. To sum up, the thesis proves that the debt crisis as an issue opened up the political debate and led to a political crisis. The earlier process of political reform initiated in Mexico in 1977 opened the space for alternative political parties and views. The debt crisis was taken up as an issue by these alternative groups which encouraged the debate. The debt crisis itself thus reinforced the process of political transformation.

Abstract:
The thesis is a study of a Guaraní community (comunidad) situated in the Department of Santa Cruz in the southeastern lowlands of Bolivia. The thesis uses the concept of ‘comunidad’ as a focus of investigation. While this concept is one that is familiar and firmly embedded in contemporary discourses throughout Bolivia, the meanings which different people and interest groups attach to it and the purposes which they ascribe to it are far from unanimous. Apart from the physical and legal entity, comprising a group of people, the land on which they live, and the legal title for its ownership, a comunidad is a multifaceted and multilayered complex of diverging and sometimes competing ideas, desires and agendas. Questioning the concept of ‘comunidad’ in this way opens up new perspectives on what people are doing and why that could easily be overlooked in continuing to assume that we know what we are talking about when talking about a ‘comunidad indígena’ in Bolivia today. The thesis explores the case of Cañón de Segura by eliciting and bringing together the various claims and perspectives that impact on the lives of its inhabitants (comunarios). Starting with a historical overview to situate the comunidad within Bolivian and Guaraní history, the thesis moves into an ethnographic discussion of the comunarios’ own perceptions and meanings of ‘comunidad’, followed by an exploration of various outsiders’ perspectives on the same topic that impact on the comunarios’ lives in different ways. The aim of the thesis is to illustrate the overlap and entanglements between these different positions in order to show how the different perspectives on the meaning and purpose of a Guaraní ‘comunidad’ all contribute to shape the actual realities of people’s lives ‘on the ground’.

Abstract:
The specific aims of this study were determined on a conceptual appreciation that management of information assets and services in some government agencies was deficient in meeting both existing and developing demands. This appreciation manifested itself in a commitment to investigate the principles and processes intrinsic to existing management methodologies, to relate these processes to the needs of users, and to determine a strategy which could more ably meet the information provision requirements of those users. The achievement of these aims predicated the use of the case study research method, selecting as the first case study the Department of Human Services and Health (DHSH), an agency that had recognised that a problem existed in the provision of information services, and had initiated action to address that problem. As a counter, the Department of Defence, an agency which adrmts to a problem, but which had yet to initiate an active, global program for its resolution, was chosen as the second case study. A theoretical model, which reflects extant international thinking and practice, was initially constructed in order to establish a basis on which to ascertain and evaluate the information management circumstances of the two case study departments. This model specified the objectives considered to be fundamental to effective information management in a public service environment. It included studying the foundation repositories of information services from which information in the portfolio domains of government are sought. These services are the traditional records centres or registries, the library services which provide a repository of published and grey material in printed, image and magnetic formats, and the computerised networks holding electronic records at varying levels of development. An analysis of findings was carried out separately on each case study agency before bringing the data together for cross-case analysis. In order to maximise the veracity and validity of the data collected and its subsequent interpretation by the researcher, the draft analysed case study findings were submitted to the respective agencies for review and critique. All matters of substance received have been incorporated in the final version. The findings from the two case studies and the cross-case analysis confm that, despite significant advances in some specific agencies, the initial hypothesis that government agencies are still deficient in providing optimum services to meet the information needs of users, is demonstrated. The advances that have been made, however, similarly support the other thesis hypotheses that the implementation of an integrated information management strategy in any government agency will provide a foundation for improved information provision and the timely delivery of relevant available information to the user. Finally, a model of optimum processes involved in such a strategy, derived from the theory and practical products of this study, is offered. This could be the subject for future evaluation and testing for realistic and functional application.

ENGLISH ABSTRACT: This study focuses on the development of a strategic planning guide for the Department of Correctional Services. It was initiated through the realisation, by the author, that new management philosophies were becoming a necessity for the essential improvements required by the Department of Correctional Services. Problems exist in a number of areas, the most prevalent being poor direction from management, costly wrong decision-making, nepotism and fraud, the inability to fully utilise current technology and poor communication. These factors, combined with the dramatic increase in the crime rate causing severely overcrowded prisons, warrant this study. A dramatic transformation in management practises, communication techniques and strategic direction is proposed. The study suggests a proposal to the management of the Department of Correctional Services that contains a detailed plan for the future. New management philosophies are proposed, which will aid the Department of Correctional Services in its future direction including the concepts of Unit Management, the Asset Procurement and Operating Partnership System and strategic insights. Suggestions are also provided in terms of the overcrowding in prisons and measures to deal with budget deficits and the public. The aspects covered in the study will include a new direction for the Department of Correctional Services, the formulation of broad policies, such as employment, management and infrastructure development. The importance of internal and external environmental assessments as well as the needs of the stakeholders will be closely examined, as well as key strategic issues. A strategic plan will be proposed and the review and adoption thereof followed by implementation procedures and action steps. A ten-step approach is suggested to fulfil these requirements and each step is discussed in detail. The steps are: Step 1: Determine a strategic planning process Step 2: Clarify planning objectives Step 3: Identify and understand stakeholders and develop and refine the mission and values Step 4: Assess the environment to identify strengths, weaknesses, opportunities and threats Step 5: Identify and frame strategic issues Step 6: Formulate strategies to manage the issues Step 7: Review and adopt the strategic plan Step 8: Establish an effective organisational vision for the future Step 9: Develop an effective implementation process Step 10: Reassess strategies as well as the strategic planning process
AFIKAANSE OPSOMMING: Hierdie studie fokus op die ontwikkeling van 'n gids vir strategiese beplanning vir die Departement van Korrektiewe Dienste. Die studie is geinisieer as gevolg van 'n behoefte aan nuwe bestuurspraktyke wat deur die skrywer geidentifiseer is. Nuwe praktyke is absoluut essensieel vir die noodsaaklike verbeterings wat die Departement van Korrektiewe Dienste benodig. 'n Aantal probleme word geidentifiseer in die studie waarvan die mees kritiese die gebrek aan rigtinggewing deur bestuur, die hoë koste van verkeerde besluite, nepotisme en bedrog, die onbevoegdheid om huidige tegnologie te gebruik en swak kommunikasie is. 'n Kombinasie van hierdie faktore en die dramatiese toename in misdaad wat oorvol tronke veroorsaak, maak die studie noodsaaklik. 'n Dramatiese transformasie in bestuurspraktyke, kommunikasie metodes en strategiese koers word voorgestel. Die studie bied 'n gespesifiseerde plan aan die bestuur van die Departement van Korrektiewe Dienste. This thesis deals with the mechanicalcharacterisation of bulk materials, thin films and coatings,gradient materials, and composites using depth-sensingindentation. Finite element method has been resorted to as atool to understand the indentation behaviour of materials.

The piling-up or sinking-in behaviour of materials plays animportant role in the accurate determination of materialsproperties using depth-sensing indentation. Finite elementsimulations show that the piling-up or sinking-in behaviour isdetermined by the material parameters, namelyE/σyratio and strain hardening exponent orexperimental parameterhe/hmaxratio, and the contact friction. Anempirical model has been proposed to relate the contact area ofindentation to theE/σyratio and thehe/hmaxratio and used to predict thepiling-up orsinking-in of materials. The existence of friction is found toenhance the sinking-in tendency of materials. A generalrelationship between the hardness and the indentationrepresentative stress valid for both soft and hard materialshas been obtained. A possible method to estimate the plasticproperties of bulk materials has been suggested.

Measuring the coating-only properties requires theindentation to be done within a critical penetration depthbeyond which substrate effect comes in. The ratio of thecritical penetration depth to the coating thickness determinedby nanoindentation is independent of coating thickness andabout 0.2 for gold / nickel, 0.4 for aluminium / BK7 glass, and0.2 for diamond-like-carbon / M2 steel and alumina / nickel.Finite element simulations show that this ratio is dependent onthe combination of the coating and the substrate and moresensitive to differences in the elastic properties than in theplastic properties of the coating/substrate system. Thedeformation behaviour of coatings, such as, piling-up of thesoft coatings and cracking of the hard coatings, has also beeninvestigated using atomic force microscope.

The constraint factors, 2.24 for WC phase and 2.7 for WC-Cocemented carbides, are determined through nanoindentation andfinite element simulations. A modified hardness model of WC-Cocemented carbides has been proposed, which gives a betterestimation than the Lee and Gurland hardness model. Finiteelement method has also been used to investigate theindentation behaviour of WC-Co gradient coatings.

A systems perspective for regional strategic transportation planning (RSTP) for freight movements involves an understanding of Supply Chain Management (SCM). This thesis argues that private sector freight shippers and carriers do not simply need capacity improvements from the regional transportation system, but also a subtle understanding by public sector planners of their supply chain needs. The private and the public sector have different agendas and planning horizons but at the same time may have common interests in the region that involve economic robustness, environmental health, and social cohesiveness what is known as sustainability. We investigate how the largely public sector RSTP and private-sector SCM relate and suggest architectures for an integrated RSTP/SCM planning process.

Det finansiella systemet är nära sammanlänkat med bolånemarknaden, tillgången till finansiering har blivit större och allt fler hushåll väljer att belåna sig. Det medför fördelar med även nackdelar då det finansiella systemet är ytterst känsligt för störningar på bolånemarknaden. Det är även svårt att konstatera vad som menas med en övervärderad bostadsmarknad då olika definitioner ges av olika aktörer. Prisutvecklingen ligger idag över sin långsiktiga trend vilket har gett upphov till spekulation om en eventuell bostadsbubbla. Enligt aktuella utredningar ser dock bostadspriserna ut att ha anpassat sig till nya tillväxtvillkor i form av sjunkande räntenivåer, lägre bostadsbyggande samt ökade hushållsinkomster och anses därmed i stor utsträckning kunna förklaras av fundamentala faktorer. I syfte att förhindra en osund utveckling på kreditmarknaden infördes ett bolånetak och sedan införandet har belåningsgraden för nya lån sjunkit, utöver det har även andelen bolån med belåningsgrad över 85 procent minskat. Det talas dock om huruvida belåningsgraden är hållbar och om säkerhetsmarginalerna är tillräckliga. Sammanfattningsvis redovisar studien att alltfler unga hushåll får hjälp av familj för att kunna etablera sig på bostadsmarknaden. Dessa unga hushåll har ofta irrationella förväntningar gällande bostadspriserna då de extrapolerar bakåt vid slutsatser om framtiden, samtidigt som merparten anser att priserna är övervärderade. Men till skillnad från den allmänna debatten där bolånetagare ofta framställs som oansvariga, visar studien på det motsatta. Huvudparten amorterar enligt bankens rekommendationer och är medvetna om eventuella ränteförändringar vilket tyder på en sund belåning. Den hårt reglerade hyresmarknaden begränsar dock alternativen för de som egentligen inte vill ta sig in på ägarmarknaden och kan därmed innebära riskfyllda bostadsköp. Således visar studien på en splittrad inställning avseende bostadsköpet då många hellre hade valt att hyra om det fanns ett större utbud av hyresrätter till skäliga priser.
The financial system is closely linked to the mortgage market, the availability of financing has become greater and increasingly more households choose to own and borrow. It brings advantages and disadvantages when the financial system is extremely sensitive to disturbances in the mortgage market. It is difficult to determine the meaning of an overvalued housing market due to the different definitions given by different actors. The price trend is currently above its long-term trend that has given rise to speculation about a possible housing bubble. However according to recent investigations housing prices appear to have adapted to the new growth conditions in the form of falling interest rates, lower housing and increased household incomes and is thus largely explained by fundamental factors. In order to prevent an unhealthy trend in the credit market, a mortgage limit has been introduced and since its introduction the value ratio for new loans has dropped, beyond that, the proportion of mortgages with LTV above 85 percent has also declined. There is a discussion, however, about whether the leverage is sustainable and whether the safety margins are adequate. In conclusion, the study shows that more and more young households receive help from family in order to establish themselves in the housing market. These young households tend to have illogical expectations about prices on the housing market because they extrapolate backward regarding conclusions about the future, while the majority believes that prices are overvalued. But unlike the general debate where mortgage holders are often portrayed as irresponsible, the study shows the opposite. The majority amortizes according to the bank's recommendations and are aware of any changes in interest rates, indicating a healthy leverage. The highly regulated rental market, however, limits the options for those who don’t really want to enter the ownership market and can thus involve risky home purchases. Thus, the study shows a fragmented approach regarding home purchases when many would rather have chosen to rent if there was a greater range of rental units at reasonable prices.

The work traces the early history of the Texas State Department of Highways. Beginning with the first efforts to create a department, the study focuses on the period between 1917 and 1923. Much attention goes to the legislative background of the early actions of the department. Subsequently, the work examines various statistical measures of the department's performance. This includes comparisons between Texas and nearby states, and the national highs, lows, and averages. Concluding the study is an examination of the department's immediate goals and long range plans in the years after 1923. The general conclusion of the study is that the department played a useful role in the development of state roads in Texas.

A Ressonância Magnética Nuclear (RMN) e a Cromatografia em fase gasosa acoplada à espectrometria de massas (GC/MS) fornecem informações sobre a estrutura química de substâncias, bem como, sobre a constituição qualitativa e quantitativa de amostras sem a necessidade de padrões de análise ou pré-tratamento de amostras. Uma jovem estudante de 19 anos morreu de forma súbita após inalar um aerossol cujo componente principal, o 1-1-dicloro-1-fluoretano (HCFC-141b), foi identificado por meio de RMN e GC/MS. Nas vísceras e no sangue da vítima não foram detectados venenos, álcool ou outras drogas. Os resultados dos exames necroscópico, toxicológico e microscópico não excluem a hipótese de morte por inalação do HCFC-141b e estabelecem dois mecanismos de morte como viáveis: asfixia e arritmia cardíaca. As análises realizadas e os dados do inquérito policial suportam probabilisticamente a hipótese de morte por arritmia cardíaca fatal que pode ter ocorrido de forma associada com asfixia. Algumas técnicas de RMN como ¹H, ¹³C, Distortionless Enhancement by Polarization Transfer (DEPT), Cross-Polarization and Magic Angle Spinning (CP/MAS) and Dipolar Dephasing (DD) foram usadas para caracterizar amostras de cocaína. Os deslocamentos químicos dos espectros obtidos foram atribuídos por meio de Heteronuclear Correlation (HETCOR) e Heteronuclear Multiple Bond Correlation (HMBC). As amostras foram primariamente caracterizadas por espectrometria de massas cujos espectros foram comparados com dados obtidos na literatura. Os resultados obtidos indicam que ¹H, ¹³C e DEPT são técnicas bastante eficientes para caracterização de amostras ilícitas de cocaína no estado líquido e que por meio de CP/MAS e CP/MAS/DD RMN é possível distinguir o crack do cloridrato de cocaína de uma maneira não destrutiva. Portanto, a RMN é uma excelente ferramenta para caracterização de amostras ilícitas de cocaína

Les rituels d’appel à la pluie, du nettoyage des canaux d’irrigation et du marquage du bétail sont analysés et reconstitués à l’aide d’un modèle qui utilise les sources ethnographiques, ethnohistoriques et archéologiques disponibles. Ce modèle permet une approche interdisciplinaire diachronique et dynamique des pratiques des populations actuelles et anciennes et des modes de pensée qui les sous-tendent. Les artéfacts découverts en fouilles sur le site de Huacosmarca sont confrontés aux chroniques et documents de l’époque coloniale et ceux-ci éclairent les données ethnographiques recueillies lors d’observations participantes des rituels actuels de la même zone géographique: le haut Chillón. Selon le rituel étudié, la porte d’entrée pour l’application du modèle peut varier mais l’analyse et la reconstruction s’effectuent toujours à travers les étapes bien identifiées du même processus. La démarche se veut résolument critique de la vision structuraliste et du postulat de la continuité des pratiques rituelles préhispaniques à travers les siècles. Elle est ancrée

dans la recherche et la mise en évidence des contingences historiques et géographiques locales, celles d'une zone des Andes Centrales.

The rituals related to the appeal for rain, to the cleaning of irrigation channels and to the cattle branding are analyzed and reconstituted with a pattern using the ethnographic, ethnohistorical and archaeological sources available. This pattern allows an interdisciplinary, diachronic and dynamic approach to the current and ancient population’s practices and to the patterns of thought that underlie them. The artefacts found in

excavations on the site of Huacosmarca are confronted with chronicles and documents of the colonial era and these throw light on ethnographic data collected from participant observation of those current rituals from the same geographic area: the high Chillon’s valley.

According to the ritual studied in this research, the gateway to the pattern’s application may vary but the analysis and reconstruction is always done through identified stages of

the same process. This approach criticizes the structuralist vision and the assumption of the continuity of prehispanic ritual practices through the centuries. It takes root in the research into the historical and geographical contingencies of the local area, those of the Central Andes.

In order to evaulate these managerial practices, an empirical research methodology was followed. A questionaire was utilized to obtain empirical data. The questionaire consisted of eighty statements using a Likert-type scale and responses to these statemenst are the basis of the results and recommendations made to conclude the study.

First stage of this thesis is devoted to economic development in the USA before Ronald Reagan era with focusing on 1970's. There are also crucial aspects, which affected economic development within the Ronald Reagan era and his decisions. The goal of main part of the thesis is an analysis of impacts of foreign policy on the federal dept in the USA in 1980's with focusing on the relationship between USA a USSR. The thesis analyzes the impact of military spending and Strategic Defense Initiative on the growing federal dept as a consequence of the relationship between USA and USSR. In this stage of the thesis is descriped Reagan's budget program as well as the reasons why the program was unsuccessful. At the end of the thesis is emphasized the influence of Ronald Reagan on the dissolution of the USSR and summarizes the knowledges about the relationship between the budget and foreign policy in the USA in 1980's.

From its inception, the Oregon State Highway Department and Portland's political leaders repeatedly failed to address the city's automobile traffic problems. However, in 1955 the Highway Department published a comprehensive freeway plan that anticipated new federal funding and initiated an era of unprecedented road construction in the growing city. In the early 1960s, localized opposition to the city's Interstate system failed to halt the completion of three major routes. Yet, politically savvy grassroots activists and a new generation of local leaders used the provisions of the National Environmental Policy Act and the Federal-Aid Highway Act of 1973 to successfully stop the construction of two freeways in the mid 1970s. Though favorable legislation and the efforts of local politicians were instrumental in thwarting the Highway Department's plans, this study will focus on the crucial role played by the citizens who waged an ideological battle against recalcitrant highway engineers for Portland's future.

ENGLISH ABSTRACT: “Restorative Justice Programmes are proliferating internationally and gaining mainstream acceptance as alternative or supplementary justice interventions". Immarigieon & Daly, (1997:13). With the growth of the Restorative Justice approach in the various disciplines, the need to assess the programme - its principal goals, effectiveness and impact on offenders / inmates in Correctional Services Centres / facilities - is imperative. The thesis investigates the socio-religious factors of the Restorative Justice programme and evaluates their impact, whether it is short-term or long-term, on offenders serving a sentence at Voorberg Correctional Centre / Facility, within the Department of Correctional Services of South Africa. The primary objectives of this research are: 1. To determine if the Restorative Justice programme includes socio-religious factors or not? 2. To study the impact of these socio-factors and how the programme participants understand the programme in terms of the following: (1) programme attendance; (2) awareness raising; (3) gaining a better understanding and perception of the programme contents. 3. To study these socio-religious factors and activities of Restorative Justice programme within the framework of Harden’s Faith-Based Programme Theory, and to formulate parameters for an Integrated Faith-Based Programme for Restorative Justice within the context of the Department of Correctional Services. One the one hand the programme of Restorative Justice is rendered by the Spiritual Care Division, as a spiritual / religious programme. On the other hand, it is also rendered as a Correctional programme by Case Intervention Officers within the Department of Correctional Services. One Orientation Manual is used by both divisions. The policy of the Department of Correctional Services focuses on the social aspects in order to pursue and meet its objectives. But the researcher argues that the impact of the programme depends on how it links the socio- and religious characters of Restorative Justice. Building on existing literature on an Integrated Faith-Based Outcome Theory Model of Restorative Justice, the researcher proposes a new programme theory and programme outcomes that include both these factors, namely social and religious, as mechanisms to enhance social and religious acceptance and change. The researcher strongly believes that both socio- and religious factors will assist future programme participants of restorative justice in creating better awareness, knowledge and social acceptance as short term goals of the programme. On the other hand both the socio- and religious factors can contribute in fulfilling the long term goals within the lives of programme participants, such as the reintegration society, and the restoration of their relationships with themselves, victims, families and communities.

Abstract:
It has been said that the character of an institution is largely determined by its history and the personalities that shaped it. If this is so, the Frederic Wood Theatre has much to draw on, for it was founded in the spirit of cooperation and promise. This thesis traces the beginning of the university from the original petition for its formation, through its early struggle to be established. Concurrent with this expansion is the growth of theatre at the university, a development which helped to introduce the institution throughout the province. The current Frederic Wood Theatre is the outgrowth of a tradition of theatre at the University of British Columbia. The beginning of this historical retrospective is the original petition for the founding of the university. Subsequent to that initial and failed attempt, the University of British Columbia was created by legislation through the efforts of Henry Esson Young, the "Father of the university", and by organization through the works of Frank Fairchild Wesbrook, its first President. Professor Frederic Wood, a founding member of the faculty in 1915, formed the Players'Club which provided the university its theatrical foundation for the next thirty years. Dorothy Somerset, a Director of the Players'Club and the Vancouver Little Theatre (also co-founded by Prof. Frederic Wood) established accredited theatre courses at the university and founded the Summer School of the Theatre. In 1952, these achievements won her the university's first legitimate theatre: the Frederic Wood. With single-minded purpose, Dorothy Somerset further established the Department of Theatre in 1958, building the present 410 seat Frederic Wood Theatre five years later in 1963. More than a physical building, the Frederic Wood Theatre is a dynamic process responding to the energies and influences of its principals. Seven individuals (out of hundreds) who were fundamental in contributing to the accomplishments of the Frederic Wood Theatre are introduced: Henry Esson Young, ''Father of the University'; Frank Fairchild Wesbrook, first President of the University of British Columbia; Professor Frederic G.C. Wood, founder of the Players' Club; Dorothy Somerset, founder of the Department of Theatre; Jessie Richardson, in whose honour years later, the Jessie Awards were created; Norman Young, stage manager, publicizer and lobbyist, and John Brockington, Head of the Theatre Department for 23 years, the man who guided and developed its academic and degree granting programs. Few people realize how great a role the theatre has played in the establishment of the University of British Columbia.

Abstract:
The objective of this research was to evaluate the district office budgeting process of the Department of Education, Port Elizabeth District, in terms of the Batho Pele principles. The aim of district offices is to satisfy the most basic education needs of people in their respective areas of jurisdiction. Improving service delivery is one of government’s eight priorities as set out in the White Paper on the transformation of the Public Service (South African Government, 1995: 4). The initiative to improve service delivery is called Batho Pele. The main research question to be addressed by this research is: Does the Department of Education experience any problems with its budgeting process to address service delivery? Through a literature survey and empirical study, various conclusions were reached and recommendations made. The bulk of education expenditure takes place within education districts but the controlling, forecasting and budgeting of expenditure takes place at the Provincial Head Office. Most high schools surveyed experience problems with the current funding policy of the Department of Education. The relative poverty of the community around the school impacts negatively on the parent’s ability to support the school. iv The budgeting process of the Department of Education should follow a bottom-up approach to budgeting. Therefore, the district office budget should be informed by the needs of the school and the provincial budget be informed by the district office budget. The management and administrative capacity at the district office need to be developed to ensure effective budgeting.

Abstract:
The development of interactive communication technologies, such as email and the Internet, has stimulated much discussion about their potential to assist in the renewal of democracy. Globalisation, intimately connected with technological advance, has likewise led to considerations of 'governance' that transcend the nation state. This thesis poses the general question: Can the efficiencies and economies which drive commercial applications of interactive technology be applied to democratic policy processes? What conditions will facilitate this? The perspective taken here views policy as a communication process between networks of actors who seek to use resources and decisions to promote their value systems (Considine 1994). Democracy is also seen as a communication process, with a set of criteria which ensure equal access to information and agenda setting among participants (Dahl 1989). These definitions and criteria have been chosen for their generality. They apply at all levels of analysis, and thus may be used for comparison across scales. These are aligned with concepts from complexity theory as applied to human nonlinear systems and organisational dynamics, drawing mostly on Kiel(1994) and Stacey (1996). The inherent unpredictability of these systems and their capacity for complex learning and adaptive self-organisation offers an alternative paradigm to linear, hierarchical management models. A combination of literature analysis and case study evidence leads to three extensions of complexity theory as applied to human systems: Firstly, interactive technology is proposed as a technique for the potential re-pluralisation of democratic processes in complex human systems. The possibility of adding many new non-elite voices, and of making these available to all others, relates to both chaotic forms of self-organisation and the benefits of electronic democracy. Secondly, evidence is presented for the existence of fractal, or self-similar patterns in the ways information technology is applied at different levels of governance. It is shown that instrumental approaches which emphasise efficiency dominate technology use at the global, national and organisational levels, and these are interdependent. Alternative patterns which encourage participation also exist at every level. Thirdly, it is argued that the values of the dominant actors are the main determinants of whether interactive technologies will be structured to favour democratic forms of communication at every level. Three theory chapters in Part I develop these arguments by extensive reviews of relevant literatures. On the global level, convergent media, telecommunications and technology conglomerates underpin a global 'nervous system' which discourages government intervention, promotes a global monoculture, inhibits pluralistic debate by minimising access to alternative forms of information, and emphasises individualism and consumption. Within nations, widespread uniformity of public sector reform is sympathetic and responsive to these globalising pressures. Deregulation, privatisation, retreat from public broadcasting, down-sizing and outsourcing have become standard approaches, and are reflected in Australian information technology policy and programs. Several exceptions demonstrate more participatory approaches. At the organisational level, instrumental approaches to management and computerisation also prevail. In each case, a shift towards globalising values corresponds to applications of information technology which dampen the complex interactivity required for democratic policy processes. Part II supplements this analysis with case study evidence. The organisational data were collected primarily during a two year qualitative study of interactive technology use in the Australian Department of Finance and Administration. The researcher found technology use was inseparable from other change processes, and these were found to have strong elements inhibiting participation in internal policy. An instrumental approach to interactive technology use reinforced hierarchical decision processes. Three minor case studies looked at an internal mailing list in a federal agency, a mostly national list on Internet and telecommunications policy, and an experiment in electronic democracy at the local level. These offered additional insights into the ways interactive technologies can contribute to complex but adaptive policy processes, if normative democratic values guide their design. The researcher proposes a set of communication protocols for the use of interactive technologies in democratic policy processes. These would enable the forms of communication necessary to reinvigorate democracy in an information age. It is also argued that these protocols, if applied at the organisational level, and particularly within the public sector, could become part of a reaffirmation of industrial democracy. This is necessary to ensure the integrity and accountability of the public sector, given the progressive intermingling of these institutions with private enterprise. Additional suggestions are made for research into government uses of information technology as an important focus for policy analysts.

Abstract:
The topic of this Master's thesis is "Intercultural 'Landeskunde' in the field of German as a foreign language at Canadian unversities: a documentation of a case study in the Department of German Studies at McGill University, Montreal, Quebec, Canada". In the introduction "Landeskunde" itself will be defined as well as its role in the teaching of a language. The three main approaches to "Landeskunde" will be studied, by which more emphasis will be laid on the intercultural approach, which will then be elucidated through a practical example. In chapters two, three and four the background information leading up to the development and implementation of the new "Landeskunde" course will be explained. In the main chapter of the thesis, chapter five, the structure of the course will be presented and analysed in detail. This chapter will be completed by a documentation of the course materials used, quotes from the students' logbooks as well as a summary of the main ideas and suggestions for improvement. The sixth chapter is a general assessment of the course, demonstrating how it could be used as a model for intercultural learning in Canadian universities and as such offer suggestions for alternative methods in the teaching of German as a foreign language.

Abstract:
This study examined the effect of a visual arts, family-focused school readiness intervention on the parental efficacy and level of family involvement of low-income families. A second, primary focus of the study was to test the potential of academically focused experiences in the visual arts to increase the basic concept development of young children. To increase accessibility, the intervention was conducted in a neighborhood library. The research design for this descriptive study included qualitative and quantitative components. Data collection consisted of a non-randomized one group pre-test/posttest design from students on a standardized instrument and from primary caregivers using self-report questionnaires. Other data collection sources included field notes documenting observations made during implementation collected by the investigator, parent home engagement data in the form of a weekly survey filled out by adult participants and weekly phone calls monitoring any issues or questions regarding the completion of take-home activities. The results of this relatively small sample using the visual arts to build basic concept knowledge indicate that, given a larger sample, this approach may prove to be a promising strategy to use with young children and their families. The average raw score gain on the student basic concept scale was 8 points at the end of the seven-week intervention. The parent surveys indicated that almost all books sent home were read each week and an average of three home learning activities per book were completed between sessions. The majority of parents commented at least once on the At-Home Surveys about increases in positive interaction with their children while engaged in the home learning activities. Enhancing the parent-child relationship begins with the sharing of positive experiences. Comments made by adult participants indicated that parents felt empowered to better support their child's learning by participating in this experience.
