Abstract:
Islamic regulation has a balanced management approach to food management and towards attaining sustainable food security. This approach includes many social, spiritual, resource supply, security, and institutionally-related perspectives. If harmonization between Allah's1 orders and Moslem behavior was maintained, either within or outside an Islamic state, food security would already be happening, succeeding, and sustaining, regardless of time or space. An institutional structure to maintain this harmonization with regard to food security management in an Islamic State was proposed, including three interconnected departments responsible for interrelated administration and duties: a Moslem Treasury Department, Department of Food Reserves, and Department of Social Affairs. The three departments would be governed by a Moslem Council of Consultants. A thorough discussion of the Islamic view of food security and related water policy implications was presented including the leading rules and specifications, the administrative aspects required, procedures used and guiding directions for proper development and planning.

Full text
Abstract:
Recently, after the President's initiative action for "globalization of quality of life" by promulgating the ideal goal for coming 21th century, the Korean Government has established the 'National Welfare Planning Board' which has a historical duty to work out a long & medium-term blueprint for social security system in Korea. The matter of the promotion of national welfare is viewed as a difficult task to deal with, since it is very hard to tackle the matter by only a single government department, Ministry of Health & Welfare. Last year, with renaming the government department by Ministry of Health & Welfare, which was, in the past, named Ministry of Health & Social Affairs, the Government declared that the year of 1995 should be a launching year for advancing national health & welfare, in this respect, it has significant implications that 'National Welfare Planning Board' has been established, not in a sole department level but in the government inter-department level, and that the Board is co-headed by both the minister of Health & Welfare and the president of Korea Development Institute(KDI).

Grover, Chris. "Advertising social security fraud." Benefits: A Journal of Poverty and Social Justice 13, no. 3 (October 2005): 199–205. http://dx.doi.org/10.51952/ncbb7067.

Full text
Abstract:
This article analyses the representation of social security fraud in the UK’s Department for Work and Pensions’ (DWP) television advertising campaign between 2000 and 2004. The article discusses the campaign in the context of New Labour’s concerns with social security fraud and observes that the ostensible aim of the television advertisements was to deter social security fraud. The article then moves on to discuss the difficulties of the advertising campaign in meeting this aim in the context of what is known about the nature of social security fraud. Since the 1970s, the mass media in the UK has been fascinated by social security fraud (Golding and Middleton, 1982; Golding, 1999). However, since the year 2000 there has been a further media representation of social security fraud; the anti-fraud advertisement. Despite recent literature commenting on ‘fraud in the public domain’ (Sainsbury, 2003, pp 290-92) the anti-fraud advertisements have received no analytical attention. This article addresses this issue by focusing on the ‘Targeting fraud’ and the ‘We’re onto you’ television advertisements. These advertisements were part of a campaign that also involved newspaper, poster and radio advertisements, but there is not enough space here to analyse these other types of advertisements. This article outlines the New Labour government’s concerns with social security fraud and locates the television advertising campaign in relation to them. The article goes on to offer a textual analysis of the advertisements, focusing on the theme of deterring social security fraud, before critically engaging with the advertisements by focusing on their representation of social security fraud and the potential of the advertisements to deter fraudulent activity.

Full text
Abstract:
In March 2003 the Lord Chancellor announced that the government had accepted the main thrust of the Leggatt Review and that it had decided to establish a single tribunal service, which would be independent of ‘sponsoring departments’ and accountable to the Lord Chancellor’s Department (now the Department for Constitutional Affairs). This article describes the thinking that informed two of the main proposals in the Leggatt Review, analyses the responses to these proposals of six stakeholders in the field of social security that are on the record and, in the regrettable absence of hard evidence, seeks to identify what the concerns of the Department for Work and Pensions, the Office of the Deputy Prime Minister, and the Department for Education and Skills must have been and to contrast the effectiveness with which these departments managed to pursue them. It compares the government’s piecemeal approach to reform with the comprehensive approach advocated in the Leggatt Review and concludes by discussing the implications of the establishment of the new tribunal service for social security.

Abstract:
UAVs have developed rapidly in the police due to their mobility, concealment, wide field of vision, shocking, and other attributes, especially in emergency response, aerial investigation, security guards, social security management, and emergency rescue And other aspects have played advantage and improved work efficiency. As the application of police drones in various police department departments becomes more and more extensive, some problems are increasingly exposed and highlighted in actual combat applications. It is urgent to standardize and improve the application of police drones to improve the Three-dimensional combat capability effectively. The article analyzes this. The construction of an efficient UAV application system for the security of significant events is the functional requirement of the police in the new era. It is an essential means to improve social security's comprehensive prevention and control capabilities and realize the integration of air and ground for significant events. This paper mainly discusses building a UAV public security prevention and control system from the aspects of construction background, requirements, key protection locations, and critical technologies.

Abstract:
2018 was a pivotal year for the Social Security program. It was the first year since the 1983 amendments that the Old Age, Survivors and Disability Insurance (OASDI) trust funds spent more than they took in. This will continue until they are depleted in 2034. This article examines the operation of the OASDI program with particular attention to its funding. It concludes by questioning the myth that, until 2018, the OASDI trust funds held large amounts of surpluses. There has never been any real money there. It was spent by the Treasury Department as fast as it came in. The OASDI program has always been a pay-as-you-go system. That should be recognized by anyone involved in crafting a solution to the problem.

Abstract:
ABSTRACTThe Government Actuary's Department (GAD) came into being in 1919, originally arising from the perceived importance of applying actuarial skills to the financing of the United Kingdom social security system. Whilst the GAD has changed considerably over the years, and now operates as a publicly owned consulting firm, social security and related policy and regulatory advice remain at the core of the Government Actuary's role. This paper explores the nature of the role of the GAD in the social security area, and provides examples of the scope of GAD reports on the long-term finances of the National Insurance Fund. A brief description is given of some of the other areas of GAD's work.

Abstract:
In the 1997 case of Ruka v Department of Social Welfare, the Court of Appeal altered the test for determining whether a relationship was "in the nature of marriage" for the purposes of the Social Security Act 1964. In this article, the author analyses the impact of the decision on Department of Work and Incomes practice and on the subsequent decisions of the Social Security Appeal Authority. The author questions whether either Department or Appeal Authority has significantly altered their policy in light of the test adopted by the majority in Ruka. In light of its practical application, the author then critically accesses the test in Ruka and concludes that the general approach favoured by previous decisions of the High Court, and apparently continued by the Department subsequent to Ruka, is preferable.

Abstract:
The aim of the study was to determine the clinical characteristics and management of fallopian tube malignancies together with the results there unto that had been diagnosed and treated in our oncology department retrospectively. Twelve cases of fallopian tube malignancies, of a total of 2155 gynecologic malignancies (0.55%), that had been diagnosed in or referred to our hospital between January 1986 and December 2001 were evaluated retrospectively. Eight of 12 cases were diagnosed after surgical intervention in our department. Staging laparotomies were applied to all of the eight cases. Complementary surgeries of other four cases who were referred to our department were done according to the same principles of cytoreductive surgery. Staging of the cases was done according to Federation of International Gynecologists and Obstetricians (FIGO). Adjuvant chemotherapy was applied to all of the cases except two (10 cases, 83.3%). Second-look laparotomy (SLL) was applied to two of the cases. Mean age of the cases was 54.2 (range 35–72) years. Histopathology of the cases was as follows: serous adenocarcinoma in 10 cases (83.3%), endometrioid adenocarcinoma in one case (8.3%), and undifferentiated carcinoma in one case (8.3%). Adjuvant chemotherapy (PAC regimen to eight of the cases and PP regimen to two cases) was applied to 10 of the cases (83.3%). SLL was applied to two cases. Another case had died because of local recurrence at the 27th month of the follow-up. Mean follow-up period of the cases was 37.8 months (range 1–144 months). Fallopian tube malignancies are very rare malignancies. Diagnosis can be made generally peri- or postoperatively. More extensive clinical research must be performed in order to have definite etiologic, diagnostic, management modalities, and prognostic markers.

Abstract:
This paper proposes a performance evaluation method of public administration departments based on the improved DEA algorithm, which solves the quality problem of performance evaluation of public administration departments and lays a foundation for the long-term development and performance improvement of public administration departments. The DEA model is the core to sort out the performance evaluation methods of public administration departments. From the perspective of DEA algorithm, whether DEA is effective is an important content that public administration departments must consider when carrying out performance administration, and public service satisfaction is the core parameter obtained by DEA algorithm. That is to say, by optimizing public services and improving service satisfaction, the public administration department can further improve the quality of performance evaluation. Therefore, we can carry out performance evaluation of public administration departments from the satisfaction of public services. The empirical research conclusion shows that according to the effective judgment theorem of DEA, it can be concluded that among the eight social security departments, there are five departments that can achieve DEA effectiveness, namely department 2, department 3, department 4, department 5, and department 6. There are three non-DEA valid ones, namely, department 1, department 7 and department 8. The public satisfaction and the total service cost will affect the performance quality to a certain extent, and only by balancing various influencing factors can the performance evaluation quality of the public administration department be maximized.

Abstract:
The Next Steps reform is a major reorganization of the British central state which has occurred rapidly since 1988. Existing explanations of the reform largely accept the official interpretation that it was a natural development of the earlier Financial Management Initiative. However. Next Steps is radically different involving passing responsibility for the management of many executive functions to agencies whilst senior officials in departments concentrate on policy work. Next Steps occurred rather than the alternative reform of senior officials becoming hands-on managers of integrated departments carrying out executive functions. The bureau-shaping model uses an institutional rational choice approach and views reorganizations as bureau-shaping strategies by self-interested officials who attempt to achieve desired combinations of core budget and policy work time. The model is applied as an explanation of Next Steps in the Department of Social Security.

Abstract:
In Australia’s heavily targeted social welfare apparatus, couples are assessed jointly for their eligibility for social security payment. Specific guidelines for deciding if a social security recipient is a member of a couple are provided by the ‘couple rule’ in section 4(3) of the Social Security Act 1991 (Cth). A plethora of information is used by the Department to decide if a social security recipient is a member of a couple for social security purposes. Of particular concern is the use of domestic violence police reports as evidence of a couple relationship. This article argues that the current use of police domestic violence reports in ‘couple rule’ decisions is problematic. This is because it effectively entraps women in violent relationships, provides a financial barrier to leaving and is used by perpetrators to further control their victims.

Abstract:
Since the establishment of International Relations as an academic discipline in 1918, it has undergone great transformations. The end of World War-II with devastated nuclear technology brought forth national security perspectives impacting the study of IR and giving birth to strategic and security studies as specialized sub-disciplines. Presently the discipline of IR has very distinct and specialized sub-disciplines such as Strategic Studies, Security Studies, Peace and Conflict Resolution and Area Studies. In Pakistan, the first institute dealing with international affairs was established in 1947 and the first teaching department at Karachi University was formed in 1958. However, it suffered due to general apathy by the governments and public alike. In 1970s, Pakistan’s security matrix compelled to create Area Study Centers and Strategic Studies departments. Later, in early 2000s, electronic media played an important role in popularizing these disciplines. Lately, the HEC has established a Consortium of Social Sciences Universities in Pakistan to elevate the status of Social Sciences and launched various scholarship schemes to meet the challenge of qualified human resource. However, there is a need to establish an Academy of Social Sciences and a National Society of International Relations to promote these disciplines on strong financial and institutional footings.

Abstract:
Abstrac In the management of hotels that have 2 parts, namely the front of the house and the back of the house. The front of the house is a section that is held directly with hotel guests, for example: front office, housekeeping and food and beverage services. The back of the house is a section that does not interact directly with hotel guests, for example: marketing, kitchen, human resource management and accounting. The assessment of front office and housekeeping employees on work motivation is assessed from 5 dimensions, namely physiology plants (physical and biological needs), safety and security needs (security and safety needs), affiliation or acceptance needs (social needs), esteemor status needs (needs for appreciation or prestige) and self actualization (self-actualization needs). Obtained at the front office department the highest average value of 3.44 is in the dimensions of safety and security needs (the need for a sense of security and safety) and the lowest average value is 2.86 in the dimension of esteemor status needs (the need for award or prestige). This shows that the front office department for safety and security needs (needs of security and safety) has been well fulfilled by the company. Meanwhile, for esteemor status needs (the need for appreciation or prestige) the company or a leader in the department has not been sufficiently capable of giving awards or appreciation to employees who excel when able to complete work well and on time. As with the housekeeping department, it can be seen that the highest average value is 3.57, which is the dimension of self actulization (self actualization needs) and the lowest average value is 3.41, which is the dimension of esteemor status needs (need for appreciation or prestige). This shows that the housekeeping department for self-actulization (hotel self-actualization needs) can meet the self-actualization needs of the department's employees in the form of providing training to employees to improve their abilities and work skills so that employees can develop and get job promotions or promotions. Meanwhile, for esteemor status seed (the need for appreciation or prestige) the company or a leader in the department has not been sufficiently capable of giving awards or appreciation to employees who excel when able to complete work well and on time. Abstract:
Abstract Engineering and technical solutions to ensure fire safety of the building and protection of people by deterministic factors have been installed. The object of research is a building of public social purpose. Constructive and planning solutions for preventing the spread of fire in the building of an object of class K0 for fire danger are diagnosed. The enclosing structures of the room must have a fire resistance index of at least REI 150. Technical solutions for evacuation routes and passageways, equipment that guarantees reliable protection from fires, communication in the building, ensuring procedures that implement the effective functioning of the fire Department to eliminate the source of fire have been formulated. Technical solutions for fire protection and communication systems of the building are justified in detail. Compensating measures are recommended for public buildings with an excess of the standard height and in the presence of six underground floors. It is specifically recommended to increase the fire resistance limits of load-bearing structures, stiffness cores – stair and elevator nodes and fire barriers to R/REI 180 and to provide the building with a type 5 warning system.

Abstract:
The study deals with the administrative and legal principles of the system of health care facilities at the Ministry of Internal Affairs, which are an element of medical care for employees of the National Police of Ukraine. It is noted that medical care for police officers is a component of such a common phenomenon as social security for law enforcement officers. It is noted that in the scientific work of researchers call social security also social protection, but the content of these definitions remains the same. It is emphasized that medical care is not limited to the system of medical measures carried out by the health authorities at the Ministry of Internal Affairs, it also includes the activities of governing bodies and departments of internal affairs, aimed at health or preventive measures among the staff and the elimination of harmful and health factors, and the Department of Health and Rehabilitation is implementing the state policy of the Ministry of Internal Affairs in the field of departmental health care. The definition of medical support of law enforcement agencies as a set of organizational, highly qualified forms and methods of medical care, logistics of treatment and prevention, sanitary and epidemiological and other measures, and social security of police is defined as a set of guarantees and legal norms that regulate the activities of police at the expense of the State in matters of social and material security of police in cases of disability, disability, retirement, detection of diseases related to professional duties or other circumstances, which are provided by special laws. The study provides a system of health care facilities at the Ministry of Internal Affairs according to the List of health care facilities of the Ministry of Internal Affairs of Ukraine approved by the Order of the Ministry of Internal Affairs (treatment and prevention facilities, sanitary prevention facilities, pharmaceutical facilities, medical commissions MIA).

Abstract:
The article analyzes the activities of the social protection system and social services of Ukraine. The concept of «social protection» is defined, the classification of the social protection system according to the models of social policy of other countries (Austria, England, Germany, USA, France, Japan) is given. The only principle of social protection according to the given models is formulated – joint action of a complex of measures which are directed on increase of well-being and quality of life of the population (economic, household, social). The socially-oriented policy of Ukraine, which is aimed at overcoming poverty, introduction of social insurance and targeted assistance, solving problems related to unemployment, is indicated. It was found that the basic state social standard in the field of income is the subsistence level. The social service is defined as a multifunctional state executive body that acts as a guarantor in ensuring the stability of the functioning of the system of social protection and social security of socially vulnerable groups. It is established that social services are an organizational form of social work, because they implement the practice of social security. Ensure orderly communication and interaction of all social work bodies (departments and social services). The organizational structure of the social security system is an orderly connection and interaction of all bodies of social work (departments and social services), which provide general conditions for rational organization and normal functioning of the support system for individuals, groups of communities at risk of social risk. The leading direction in social security is to support a person who finds himself in a difficult life situation at the minimum (not lower) social and household level – the provision of cash benefits, social benefits, benefits, subsidies and more.

Abstract:
The relationship between the problem of land carrying capacity and food security in Gunungkidul Regency has not been widely studied and has the potential to become an important problem in the field of social agriculture in the coming years. This study determined the level of carrying capacity of rice and corn production land and the food security level in Gunungkidul Regency, Special Region of Yogyakarta Province. Administratively, this research consists of 18 districts. The research data used in the form of secondary data from the Central Statistics Agency, the Department of Agriculture, Bappeda and the Department of Health in the 2020 publication year. Analysis of land carrying capacity profiles and food security by quantitative descriptive. The results showed that the value of the carrying capacity of land based on the production of rice, corn, soybeans, and cassava in Gunungkidul Regency showed that it was in class II where the sub-districts in Gunungkidul Regency were quite optimal in the carrying capacity of the land and were able to meet the demand for the food. The value of food security in each sub-district in Gunungkidul is different based on aspects of food availability, access and use of food. Gunungkidul Regency shows the results of food security in priority category 4. This means that the sub-districts in Gunungkidul Regency are already quite resilient in terms of food security. There is a need for intensification of agricultural land, diversification of food consumption and priority infrastructure as well as strengthening of social support to improve regional food security in Gunungkidul Regency.

Abstract:
Smart city initiatives, which involve the connection and automation of city systems and services through the use of information and communication technology, offer significant opportunities to improve efficiency and address many environmental, economic, and social issues faced by U.S. cities. However, as systems become increasingly connected and automated, these systems and the people whom they serve become more vulnerable to an array of security threats, including cybersecurity attacks and attacks on the physical infrastructure and human lives. This paper focuses on how U.S. cities plan to mitigate and respond to the security risks that may arise from the integration of technology into transportation systems and connecting transportation system databases. After examining the U.S. Department of Transportation's recent competition Beyond Traffic: Smart City Challenge, this paper evaluates 32 of the 77 first-round applications to the Smart City Challenge submitted by midsize American cities. The paper provides a set of criteria to evaluate the resiliency of the applicants’ transportation systems, that is, the ability of the cities to withstand and respond to security threats and changing conditions. These criteria include the responses of cities to a range of security risks, the response to unknown risks, plans to accommodate risks, and whether cities plan to work with private or public partners to develop security mitigation and response strategies. The paper concludes that only 19 of the 32 first-round applications to the Smart City Challenge evaluated in this paper address security concerns related to the development of smart transportation systems, and the majority of cities with security plans focus only on mass cybersecurity risks.

Abstract:
Relatively little scholarly work explores US interior immigration enforcement through a surveillance lens. This article asks how US immigration authorities have designed and deployed surveillance systems to facilitate enforcement practices, specifically regarding the construction of immigrant subjects and interior apprehension and deportation. Drawing upon a qualitative analysis of 291 Department of Homeland Security documents authored between 1995 and 2017, this paper examines the evolution of a primary immigration enforcement information system currently called the Enforcement Integrated Database. The analysis reveals that over the course of 33 years, the US Government has transformed Enforcement Integrated Database from a case management system into a mass surveillance system. Specifically, I argue that immigration authorities have deployed secondary information collection in the Enforcement Integrated Database to expand (1) the volume of people under surveillance, called ensnarement targets and (2) the opportunities to categorize people as criminal or dangerous, called ensnarement opportunities. As a result, Department of Homeland Security amplifies punitive enforcement against broader populations of noncitizens and potentially, citizens as well.

Abstract:
Exploiting the quasi-natural experiment of the social insurance collection system reform implemented in China in 2000, based on data from China’s industrial enterprise database from 1998 to 2006, we use the difference-in-differences method to test the impact of changing the social insurance collection institution on corporate tax evasion. We find that changing the social insurance collection institution from the social security department to the local tax department significantly deters corporate tax evasion. A series of robustness tests also support this conclusion. The reason is changing the social insurance collection institution to the local tax department increases its’ social insurance information of the enterprise, and reduces the information asymmetry between the enterprise and the collection institution. Furthermore, we find that the impact of changing the social insurance collection institution on corporate tax evasion is more evident in the samples of labor-intensive enterprises, low labor cost enterprises, and enterprises under the jurisdiction of the local tax department. These results indicate that government institutional reform is a valid way to reduce the information asymmetry between the government and enterprises, which will finally deter corporate tax evasion.

Abstract:
The barriers of food enterprises and departments caused information asymmetry, which is the root cause of food safety incidents. Simultaneously, it is challenging to solve the information asymmetry by the existing cloud-based food supply-chain regulation system. Establishing a secure and reliable data sharing environment is an effective solution to the information island. Blockchain can construct a security network based on mathematical algorithms, eliminating the third party’s potential security risk, and realize transparently share data. In this paper, on the principle of metadata remaining in the food enterprises, we propose a blockchain-cloud fusion scheme based on Decentralized Attribute-Based Signature (DABS) to realize secure data sharing between departments. It constructs a decentralized and trusting environment for data owners to share data and achieves social co-governance of food safety based on the smart contract. It can also preserve the existing system architecture and complement the performance disadvantage of blockchain and cloud storage. The result achieved from security analysis shows that our scheme supports unconditional full anonymity and can resist collusion attacks of N-1 out of N corrupted attribute authorities.

Abstract:
ABSTRACTIn 1945, a vast range of US civic organizations and other groups were mobilized into a state-sanctioned campaign on behalf of a new international governance structure: the United Nations. This was a novel collaboration, one that demonstrated the State Department’s acknowledgment of the value of civic activity and organized interests to securing foreign policy goals and that positioned US groups to assert an independent role in shaping the formal institutions of the United Nations. While scholars of American political development (APD) have tentatively embraced the notion that international institutions matter to American politics, past research on mid-twentieth century interests, conventionally focused on domestic business and trade associations, has underappreciated how and why the United Nations marked an important movement for interest development. Of particular significance, US voluntary and civic organizations were instrumental in securing a role for nongovernmental organizations in the UN Economic and Security Council, thereby further linking American and international politics and reshaping state-society relationships. In brief, this article argues that the State Department’s campaign to mobilize public support around the United Nations, as well as the creation of the United Nations, generated new incentives for the maintenance and mobilization of existing groups and subsidized the formation of new groups.

Abstract:
The study aims to identify the reality of retirement salaries for the 1,200,000 insured employees at the social security network in Jordan, out of a total workforce of about 5,926,580, which means that 20% of the total number of employees is included in the social security system. The study aimed to make a comparison between the retirement salaries level and the cost of living level of the Jordanian family, which amounted to (854) JDs per month based on the spending and wages average at the Jordanian General Statistics Department, while the retirement salaries rate paid to the retirees of government and private sectors amounted to (494) JDs per month for the public sector and also (494) JDs per month for the family of private sector. The study viewed the retirement salaries rates according to the various economical activities for the years (2015/2016) and the results showed that average retirement salaries for those eligible social security participants (493) JDs per month, while the average beneficiaries who currently receive retirements salaries is about (576) JDs per month and their number about (193,763) thousand citizens. The study was also shocking as it turns out that retirement salary for the beneficiaries who receive retirement salaries now between (178) and (576) JDs, which means that many of the low beneficiaries segments and after (20) years of continuous service their retirement salaries don't reach the government-set poverty line of (339) JDs per month, and all salaries of participants who haven't reached the retirement age and the beneficiaries, the retirement salaries of 100% of them will not reach the sufficiency line or the average cost of living for the Jordanian family of (854) JDs per month. Study recommends the establishment of a higher wage council made up of economists, jurists, financial people, and representatives from the public and private sector, and the army, military, and security institutions to establish a fair wage system.

Domestic Workers in India face the plight of low wages, insecure employment, exploitation and hostile working conditions. Most of them, being migrant workers, become ineligible to avail benefits of state-specific schemes governed by the labour department. Even otherwise, the social security benefits for domestic workers in India are minimal, both in the public as well as private sector. It becomes necessary to identify the loopholes in existing governance mechanism to direct domestic work towards formalization, similar to the work in construction or transportation sector. Also, standards for minimum wage rate and adequate working conditions must be set for domestic workers to protect them from being at the mercy of the employer.
