Abstract:
One of the challenges facing government departments is the high loss of scarce-skilled employees. When examining departmental processes and procedures, observations were that the organization concerned was experiencing a leadership transition crisis in the absence of the implementation of succession planning. In order to ameliorate this challenge, it is prudent that research into factors and perception of employees on succession planning be conducted to assist with planning of retaining scarce skills and training of employees. A corresponding research study was performed to determine factors related to succession planning, the perceptions of employees and the way different demographic categories perceived succession planning. The response rate of a questionnaire was 34.72%. The items that loaded high were investigated for common themes and four factors emerged after factor analysis, namely organizational support programs, supervisor support, attraction of talent and a performance management system. The findings also indicated that there was a significant difference between groups in the organizational support program in terms of years of service and supervisor support among employees varying in position at the 5% level of significance. The most important implications for managers resulting from this study are that management development by way of succession planning contributes to employee satisfaction and improves the overall outcomes of the organization. Therefore, it can be recommended that there should be personal involvement by top and senior management in terms of personal accountability and responsibility for growing leaders and linking factors related to succession planning to organizational strategy and human resources strategy. A new Department of Rural and Community Development was established, taking functions from the Department of Arts, Heritage, Regional, Rural and Gaeltacht Affairs (renamed the Department of Culture, Heritage and the Gaeltacht), and from the Department of Housing, Planning, Community and Local Government (renamed the Department of Housing, Planning and Local Government). The employment brief was moved to the Department of Social Protection to create the Department of Employment Affairs and Social Protection. Finally, the Department of Jobs, Enterprise and Innovation was renamed the Department of Business, Enterprise and Innovation.

Semarang City Public Works Department is a state-owned enterprise that works in the area of public services in the city of Semarang. Most of the technological conditions in the Public Works Department are still in manual data management, which is hampering business processes from going well. Therefore this research was conducted to design an Information System at the Semarang City Public Works Department using the Enterprise Architecture Planning (EAP) method which includes a SWOT analysis and Value Chain analysis. The existing framework in the Enterprise Architecture Planning (EAP) method can help align the data architecture and application architecture to get the expected results, which is achieving the business objectives of the City of Semarang Public Works Department so that business functions can run by the desired business processes. This research resulted in several proposals for the development of Information Systems and Information Technology in organizations including the development of several applications in the next 5 years.

The article covers the history of the creation and development of the Department of Urban Planning and Urbanism of the Kharkov National University of Civil Engineering and Architecture. There is a retrospective of the long-term work of the department staff timed to celebrate the 90th anniversary of the university. The interpretation of the formation of the urban planning format of thinking, as a powerful lever for the training of architects and urban planners, is demonstrated in different areas of scientific, educational, methodological and professional work of the department. The main task of the pedagogical work of the department was the preparation of specialists of a new formation for work in many areas related to urban planning and architectural design, this is the training of specialists of educational qualification levels "Bachelor" and "Master" in specialty 191 "Architecture and Urban Planning". Scientific research of the department staff is carried out in the following areas: urban sociology, transport systems, urban ecology, urban systems, streamlining engineering and transport networks of urban systems, urban development management, the introduction of systemic and synergetic approaches in the formation of urban planning systems, rational methods of building and reconstruction of cities and villages in Ukraine. Within the framework of the topic of improving the architectural environment and urban planning space of modern cities, studies are being carried out on the formation of the planning structure and spatial composition of Kharkov during the period of industrial and post-industrial development and the analysis of the implementation of urban planning concepts in the microdistrict development of Kharkov. The development of urban planning thinking, as the formation of a special structure of professional consciousness, is one of the main tasks of the work of the team of the Department of Urban Planning and Urbanism of KNUSA.

BACKGROUND: The challenges in the Faculty of Health Sciences in universities are unique and complex. These dynamic faculties require decisive and strong leadership, smooth systems and business processes, succession plans and development opportunities. These challenges in these faculties are exacerbated by the fact that the roles and responsibilities of the Heads of Departments are multifaceted. Those who are heading them are not acclimatising to the responsibilities because of the lack of support to develop and succeed in their positions. This study therefor seeks to determine challenges faced by the HoDs in the Faculty of Health Sciences, and the succession plans, competences and development programmes that are in place to develop future leadership talent in a university in South Africa. METHODS: A single case study approach was employed whereby qualitative in-depth interviews were conducted with nine HoDs and a faculty dean as well as the observation and document analysis. The grounded theory as an inductive process was used to categorise and code data where themes and trends emerged from the data. RESULTS: Four major themes emerged from the data: The university, faculty and departments within the faculty did not have succession plans while the strategic positions were occupied by post-retirees. The Faculty did not have competent employees who could ascend to academic leadership positions in the faculty. There was limited growth in the Faculty due to the absence of the developmental programmes. There was a plethora of challenges including the shortage of office equipment, absence of the mentoring programmes, structural fragmentation and inefficiencies in the Human Resource Department (HRD). CONCLUSIONS: A pervasive crisis was observed in this particular Faculty of Health Sciences during the turbulent times in universities. It is crucial for the HoDs to receive quality support from the administrative departments such as HRD in order for them to achieve the departmental objectives. The HoDs’ leadership capabilities and effectiveness can be enhanced by mainstreaming the human resources business systems, development, mentoring and coaching, as well as the implementation of well-coordinated succession plans.

Abstract:
This research aims to reveal the influence of working culture, compensation, and leadership on the performance of civil servants in Department of Local Development Planning of Kendari. Data collection methods chosen are questionnaire and literary study while double linear regression is used to analyze the data acquired. The result of data analysis shows that the variable working culture is removed since it is interrelated with variable of compensation which makes the first hypothesis failed to proof, which says that working culture does not influence the performance of the civil servants in Department of Local Development Planning in Kendari. The second hypothesis is proven, in which the result says that leadership contributes significantly to the performance of civil servants in Department of Local Development Planning of Kendari, and the third hypothesis is also proven with the result of the research which states that compensation significantly influences the performance of civil servants in Department of Local Development Planning of Kendari.

Abstract:
In Sweden there is a situation where buildings are constructed at a relatively low rate, while the need for more households is growing relatively quickly. In this thesis the following surveys are conducted; we want to investigate the time required for each process, how the number of building permits for each plan evolve during the process and the number of investigations carried out in connection with the process. The hypothesis is that the developers want to get as many development rights as possible. However, it is the municipality's responsibility to test the suitability of the project in accordance with the law and guidelines which can result in fewer development rights than the builder's preference in the final detailed plan. We have examined 32 plans and concluded that the number of development rights does not drop during the process. Some of the investigations necessary are determined by law, while in some cases by the municipality require various additional studies for a project to be carried through. The survey shows that the number of investigations is approximately 3 per studied plan. The average time spent has been more than 2.5 years for all studied plans. The results of this study indicate that there may be a correlation between the numbers of building permits; the number of investigations and the time required for each process, further studies on this topic are invited.
I Sverige råder en situation där det byggs relativt lite, samtidigt som behovet efter mer bostäder växer relativt snabbt. I detta examensarbete kommer följande undersökningar genomföras; beräkna snittet på tidsåtgången för detaljplaneprocessen, studera utvecklingen av antalet byggrätter i processen från start till laga kraft vunnen plan samt undersöka antalet utredningar som görs i samband med detaljplaneprocessen. Hypotesen är att byggherrarna vill få fram så många byggrätter som möjligt. Det är emellertid kommunens ansvar att pröva projektets lämplighet i enlighet med lagen och de riktlinjer som finns vilket kan resultera i att färre byggrätter än de byggherren önskade vinner laga kraft i den slutgiltiga planen. Vi har enligt ett visst urval granskat 32 detaljplaner och kommit fram till att antalet byggrätter inte sjunker under processens gång. Vissa av utredningar som krävs är lagstadgade, medan det i vissa fall från kommunens sida krävs olika extra utredningar för att ett projekt skall drivas igenom. Snittet för tidsåtgången har blivit dryga 2,5 år för alla studerade planer. Undersökningen visar att antalet utredningar är cirka 3,37 per studerad detaljplan. Resultatet av denna undersökning pekar på att det kan finnas ett samband mellan antalet byggätter, antalet utredningar och tidsåtgången, varför vidare studier i ämnet uppmanas.

The objective of this research and thesis was to develop a program and project in the context of the Historic Art Deco District in Miami Beach. This project intended to analyze the chronological history of the urban development of the Art Deco District, its geographical, political and socio-cultural conditions as well as the evolution and different architectonic typologies of the area. In order to understand the issues involved in design in a historic context, this research addressed and analyzed several architectonic interventions within various historic places. This research concluded with the design of a public facility located at Ocean Drive, Miami Beach, consisting of a Museum of Urban Development and Headquarters for the Planning/Preservation Department of the City of Miami Beach. The project proposal and thesis, addresses architectonic and theoretical issues specific to design in an historic area.

Since implementation nearly 10 years ago there has been limited research into the outcomes of the Massachusetts Department of Housing and Community Development's Moving to Work rental subsidy program. The Congressionally authorized Moving to Work Demonstration program (MtW) deregulated housing agencies in order to provide flexibility to design and test innovative approaches to administering housing assistance programs. In 1999, DHCD began planning and implementation for two MtW pilots, one in Boston, targeting the shelter population, and another in Southern Worcester County, targeting working or "work-ready" households. The current program design provides 183 clients with fixed shallow rental subsidy amounts, support budgets, time limits, and case management to encourage and facilitate self-sufficiency. Preparing to transition its full HCVP portfolio to MtW status, DHCD initiated a process of evaluation and learning focused on the pilots. These lessons, which involve data collection processes and program implementation as well as outcomes, will inform the future of the statewide MtW program. This research is a qualitative and quantitative assessment of both pilot programs. The research used available baseline and current client employment, income and locational data to determine how effective DHCD's MtW model was at facilitating self-sufficiency. Additionally, focus groups with MtW clients and interviews with administrators were conducted to understand the impact and effectiveness of the program from multiple perspectives.

Using various poverty and self-sufficiency, measures, the research finds that, in general, the program has successfully kept clients out of "deep poverty" but has not moved them out of poverty. Hence, the program has fallen short on facilitating economic self-sufficiency. The paper concludes with a set of recommendations for DHCD's future implementation and expansion efforts.

ENGLISH ABSTRACT: "The national education leadership is unanimous that our system of education and training has major weaknesses and carries deadly baggage from our past. Large parts of our system are seriously dysfunctional. It will not be an exaggeration to say that there is a crisis at each level of the system" (The Natal Mercury, Tuesday 27 July 1999). The above heart-wrenching statement by Professor Kader Asmal, Minister of Education, echoes the sentiments and concerns of all stakeholders within the KwaZulu-Natal schooling fraternity. This study project proposes that the biggest reason for the present crisis in education in KwaZulu-Natal is that there is no formal, structured and focused strategic management process. The objective of the study project is to craft a strategic plan for the KwaZulu- Natal Department of Education and Culture (hereafter referred to as KZNDEC), thereby providing a catalyst to the department in realising the importance of strategic management, while illustrating the application of the strategic management process in the department. The first part of the study project is intended to set the scene. Chapter 2, firstly, provides an overview of strategic management, and, secondly, discusses the application of strategic management in the public sector. It emphasises that public organisations function in an environment where there is a lesser degree of market exposure and a greater degree of reliance on appropriations from authoritative bodies than with private sector organisations. This significant difference has necessitated two minor adaptations to the model, as designed in chapter 3. The model as proposed by Thompson and Strickland (1996: 4) was adapted to suit the needs of the KZNDEC. The second part of the study project is the practical application of the model, designed in chapter 3, to the KZNDEC. Given the seriousness of the situation, the widespread and complicated "cancerous" problems plaguing the department, and the expectations of stakeholders, chapter 7 proposes that the primary means of achieving its vision, and thereby meeting its new demands and challenges, is to reinvent the department by creating a high-performance organisation. The following strategies are proposed: • The recruitment, into key strategic positions in the department, of a team of high powered business-cultured individuals that are fully empowered and supported by the national and provincial Ministers of education; • The design and implementation of management structures, as proposed in Figure 3.3, to cost-effectively support the core activities of the department; • To create a performance driven culture underpinned by good work ethic and a strong value system; • Develop the professional quality of the teaching force by educators being well trained and thoroughly prepared in organisational, administrative, managerial and research skills in order to run schools like successful businesses; • Develop administrative competence that fully supports the core activities through rationalisation of the administrative functions at "centres of excellence" to overcome scarce skills and budgetary constraints; • The building of capacity through focused and intensive training and developmental programmes; • To restrict personnel costs to at most 85% oftotal costs; • Address the inequity in education provision through the implementation of the norms and minimum standards for the funding of public schools; • Fostering public-private partnerships with International Donor Agencies to assist by way of financial aid, skills transfer, and training and development; • Improve the public image of the department; and • A commitment to the concept of Ubuntu with emphasis on caring. The end result of the study project is a clearly defined, thorough and well thought-out strategic plan for the KZNDEC, which could be of immense benefit in assisting the department to compile their own strategy. There are a few thought-provoking strategies that are sensitive and radical, as good strategy should be.

Om personeeluitgawe tot maksimum 85% van totale uitgawe te beperk. • Om die ongelykheid in onderwysvoorsiening te probeer uitskakel deur die instelling van norme en minimum standaarde ten opsigte van die befondsing van openbare skole. • Kweek openbare-private venootskappe met internasionale skenkeragente om ondersteuning te verleen by wyse van finansiele hulp, die oordra van vaardighede en opleiding en ontwikkeling. • Verbeter die openbare beeld van die Departement. • 'n Verbintenis tot die begrip Ubuntu met die klem op omgee. Die eindresultaat van die studieprojek is 'n duidelik uitgestipte, deeglike en weldeurdagte strategiese plan vir die KZNDOK, wat van enorme waarde kan wees om die Departement te ondersteun in die saamstel van sy eie strategie. 'n Paar uitdagende strategieë word voorgehou, wat sensitief en radikaal is, soos goeie strategie behoort te wees.

ENGLISH ABSTRACT: The basic principles of the Reconstruction and Development Programme (RDP) include “an integrated and sustainable programme” and “a people-driven process”. Section 2.3 of the RDP identifies the National Public Works Programme (NPWP) as a key implementation strategy of the RDP, with the primary purpose of creating jobs and providing community infrastructure, in a manner that impacts on the socio-economic conditions of the poor (ANC, 1994:1-18). The NPWP was operationalised in late 1995 as a Community Based Public Works Project (CBPWP) to carry out this broad mandate. Government was faced by numerous challenges in the form of poverty, joblessness, a shrinking economy and lack of job-related skills. The expectations were also high that after long years of struggle and suffering, an ANC-led Government would deliver a better life soon. Wittingly or unwittingly, in the face of these challenges and mounting expectations, Government rushed to deliver a better life through school feeding schemes, free health care to children under the age of six and to pregnant women and allocated about R250m to the Department of Public Works to deliver a job creation and poverty relief programme. It was this rush that saw the Government losing sight of important conditions for sustainable delivery of goods and services. The purpose of the study is to show that the Community Based Public Works Programme of the Department of Public Works, which was implemented in Groutville in 1996, failed to bring about visible change. The starting point is to create a contextual framework for the research problem and the suggested answer (Bless & Higson - Smith, 1995:37), which is established through various means in the sections that follow. The first part, the literature review, offers both conceptual and operational definitions (Bless & Higson - Smith, 1995:35-37) of key concepts or variables that form elements of the research problem and the proposed hypothesis. Methodology and research design outlines the process, procedure and instruments used to test the hypothesis. The section on data analysis gives an overview on how data on the general field of interest (Brynard & Hanekom, 1997:48-50), community development (De Beer & Swanepoel, 1998:17-28), is filtered to focus on the National Public Works Programme (NPWP) and the Community Based Public Works Programme (CBPWP) as strategies for community development , using Groutville as a case study. As part of data analysis, using the model of Brynard & Hanekom (1997:54-55) viewpoints of authors on community development are integrated in the context of the results and data obtained. Finally, the study outlines and discusses the results and recommendations. The reliability and generalizability of the findings is based on consistence between the findings of this particular study and the CASE/ILO Report, on the one hand, and the empirical evidence as provided by grassroots structures and as observed by the researcher. The study finds that while the project succeeded in targeting women and youth, employment opportunities could not be sustained. In addition there is no evidence of training and the ability of employees to use skills gained during the life of the project to earn a decent living. Finally, the study also finds that one of the major failures of the CBPWP, in addition to a lack of sustainability, was that it was not co-ordinated and integrated with other local development initiatives such as the Masakhane Campaign, the Clean and Green Campaign and the Local Economic Development Plan. The study concludes by suggesting recommendations, which include: - • The need to redefine sustainability in a way that does not emphasize the quality and life span of infrastructure but prioritizes the beneficiaries’ ability to use the infrastructure and skills gained to engage in productive economic activities; • Recognize local leadership and built capacity before a project is introduced; • Focus, as part of capacity building, on institutional development and organizational development for local communities; • Communicate and seek consensus on the goals and intended objectives of the programme; • Link national programmes with local economic development plans and initiatives and education and training for life-long employment.
AFRIKAANSE OPSOMMING: Die basiese beginsels van die Heropbou en Ontwikkelingsprogram (HOP) sluit ‘n geïntegreerde volhoubare program en ‘n gemeenskapsgeïnspireerde proses in. Die Nasionale Openbare Werke Program (NOWP) is as ‘n sleutel implementeringstrategie geïdentifiseer in klousule 2.3 van die HOP met die primêre doel om werkverskaffing en die voorsiening van infrastruktuur aan die gemeenskap te lewer. Die primêre doel is om ‘n impak te lewer op die sosio-ekonomiese toestand van die hulpbehoewende persoon. (ANC, 1994:1-18). Die NOWP is in 1995 as ‘n Gemeenskapsgebaseerde Openbare Werke Program in werking gestel om hierdie breë mandaat uit te voer. Die Staat was gekonfronteer met verskeie uitdagings wat onder andere armoede, werkloosheid, ‘n krimpende ekonomie en die gebrek aan toepaslike werksgeoriënteerde vaardighede ingesluit het. Hoë verwagtinge is van die ANC regering gekoester om na die lang jare van stryd en lyding ‘n beter lewe vir almal te verseker. Wetende of onwetende, in die aangesig van al hierdie uitdagings en verwagtinge, het die Staat beleid bepaal wat daarop gemik was om dienstelewering te versnel ten einde ‘n beter lewe te waarborg. Hierdie beleid het voedingskemas by skole en gratis gesondheidsorg aan kinders onder die ouderdom van ses jaar en verwagtende vroue verskaf. Daar is ook ‘n bedrag van R250 miljoen bewillig aan die Departement van Openbare Werke om ‘n armoedeverligting en werkverskaffingsprogram daar te stel. Dit was as gevolg van hierdie druk waaronder die Staat verkeer het, dat die belangrike vereistes vir volhoubare lewering van goedere en dienste uit die oog verloor is. Die doel van hierdie studie is om te bewys dat die Gemeenskapsgebaseerde Openbare Werke Program, soos onder andere geïmplementeer in Groutville in 1996, nie daarin geslaag het om enige merkbare veranderinge teweeg te bring nie. Die aanvangspunt vir hierdie studie is om ‘n kontekstuele raamwerk vir die navorsingsprobleem daar te stel, met toepaslike moontlike oplossings, (Bless & Higson - Smith, 1995:37), wat geskep is deur verskeie middele te ondersoek in die gedeeltes wat volg. Die laaste afdeling bespreek die bevindinge en maak aanbevelings. Bevindinge in hierdie studie gemaak kan as algemeen betroubaar beskou word. Die stelling word gebaseer op die feit dat ‘n konsekwente ooreenstemming telkemale verkry is tussen die bevindinge van die spesifieke studie soos vervat in die CASE/ILO - verslag, en die empiriese bewyslewering, soos voorsien deur voetsoolvlak gemeenskapstrukture en soos waargeneem deur die navorser. Bevindinge van die studie sluit die volgende in; die Groutville projek het daarin geslaag om vroue en die jeug te betrek, maar dit kon nie daarin slaag om volhoubare werkverskaffing te verskaf nie. Daar kon ook geen bewys gevind word dat opleiding plaasgevind het nie, en die werknemers wat vaardighede aangeleer het gedurende die verloop van die projek, kon nie hul vermoë bewys om hierdie vaardighede sodanig aan te wend om ‘n ordentlike bestaan te voer nie. Ten slotte het die studie bevind dat een van die hoof tekortkominge van die GBOWP was, tesame met die gebrek aan volhoubaarheid van die program, die gebrek aan ko-ordinasie en integrering met ander plaaslike ontwikkelingsinisiatiewe, soos onder andere die Masakhane projek, die “Clean and Green” projek en die plaaslike ekonomiese ontwikkelingsplan. Die laaste gedeelte van die studie stel die volgende aanbevelings voor: • Om volhoubaarheid op plaaslike vlak so te definieër dat die klem nie geplaas word op die lewensverwagting van infrastruktuur nie, maar dat voorkeur eerder verleen word aan die vermoë van die gemeenskap om hierdie infrastruktuur te gebruik, en die vaardighede wat aangeleer is in die proses, om betrokke te raak in produktiewe volhoubare ekonomiese aktiwiteite; • Om plaaslike leierskap te erken, en om toepaslike bekwaamhede op te bou, voordat ‘n projek aangebied en geïmplementeer word; • As deel van die opbou van bekwaamhede, moet klem geplaas word op institusionele en organisatoriese ontwikkeling van plaaslike gemeenskappe; • Eenstemmigheid moet verkry word rakende die doelwitte van die program; • Skakel nasionale programme in by plaaslike ekonomiese ontwikkelingsplanne en inisiatiewe, en verseker opvoeding en opleiding vir lewenslange indiensneming.

AbstractWithin the several European analyses of spatial patterns, Belgium and Flanders take a specific position. The average ‘settlement area percentage’ (i.e., all land used beyond agriculture, semi-natural areas, forestry, and water bodies) for Europe is 4%, but 32% of the Flemish area is occupied with artificial land. Belgium has the highest score for urban-sprawl indicators, and within the European context, almost the entire area is considered urban. The aim of the research presented in this paper is to expand on the theme of indicators for spatial patterns by analyzing the Flemish area with detailed data across various scales. The results are collected in a report, the ‘Ruimterapport’— ‘RURA’, published in 2018. RURA is a bundling and compilation of research results from very diverse sources, amongst others studies from the Department of Environment and Spatial Development of Flanders and of Espon studies. This article presents the most important results from RURA and further positions them in international comparative literature. New maps and indicators are developed for the urban/peri-urban/rural dimensions of the human settlement area, urban sprawl, and settlement patterns by differentiating amongst others between urban centers, ribbon development, and scattered buildings. The paper gives a quantitative, methodological, and empirical contribution to the field of urban and regional development processes and contributes to conceptualizations of space. The case of Flanders, with its specific sprawl pattern, illustrates the difficulties spatial planning policy makers currently are facing, dealing with the complexity of space and society.

AbstractRecent economic, demographic, and spatial changes have profoundly modified urban and rural areas and generated new territories, characterized by varying degrees of urbanity. The classification methods traditionally used to identify them are based on the distinction between urban and non-urban areas and are no longer functional to describe the territorial outcomes of these transformations. New methods have therefore been formulated and implemented in recent years to replace them. EUROSTAT has developed and updated periodically its own methods, intended to methodologically support scholars to read territorial diversities and transformations. Being the basis for the production of official statistics and data comparison between regions, these methods have fully replaced all the other methods that singular statistical offices of European countries had previously developed. Several government institutions began adopting specific territorial classifications in their strategic planning documents. These methods differed from those implemented by statistical offices, providing a more accurate and detailed framework for national and regional policies. This also happened in Italy, with ISTAT (Istituto Nazionale di Statistica—National Statistical Office) and many governmental institutions (e.g., National Government Institutions, Department for Economic Development and Cohesion, Ministry for Agricultural Policies, National Rural Network), experimenting with their own urban–rural classification methods to map all or part of the Italian territory. This paper offers an overview of the methods formulated and implemented in Italy over the last 15 years by ISTAT and governmental institutions. During this time, these institutions have developed six different methods to define urban and rural territories and to delimit territories with several degrees of urbanization, such as peri-urban areas. Specifically, ISTAT uses the EUROSTAT method to produce international and national statistics. Governmental institutions adopt methods based on economic and demographic data, which identify various territorial categories in addition to urban/rural ones, in their strategic planning documents. These findings result from desk research based on an analysis of official documents and scientific papers.

Abstract This chapter argues that gender-sensitive lessons from recent land programmes and projects are critical to the planning, design and modification of new and continuing efforts of land programmes, to achieve transformative development outcomes, for both women and men. The researchers propose three important considerations for understanding the opportunities and constraints for gender-senstivity in land programmes: (i) the context of gendered land tenure and livelihood systems; (ii) the increase in private- sector agricultural investments for economic growth and national development in Africa, and (iii) the actors and methods involved in delivering land and development programmes to rural communities. Using three recent cases from Mozambique, this chapter explores how these factors shape the interaction between development organizations and local communities creates tension between land programmes and private investors, and women's empowerment in the context of their households and communities. The chapter draws on two locally specific tenure projects and one wider national programme, all of which received financial and technical support from the UK's former development agency, the Department for International Development (DfID). Each intervention aimed to secure customary land rights as an important condition for achieving transformative outcomes in agricultural and natural resource-based development.

Geographic Information System (GIS) software has evolved to the point where it is extremely valuable to the planning, construction and operation of pipelines across a range of industries. Recently, GIS software of high quality has become freely available for use and modification under open source licensing schemes. This paper evaluates the utility of a geographic information system prepared using open source software for shared departmental use. Analysis includes areas such as functionality of the software, setup time, and total cost of ownership. The departmental focus is at a level concerned with pipeline planning and cost estimating. The full GIS package used for the analysis consists of a database, spatial data management software, and a web server providing web-based access to geomatic data suitable for a pipeline construction department. The utility of application programming interfaces provided through the GIS with open source software development tools is analysed in the form of a what-if economic comparison tool for pipeline route selection. The ability of the GIS to integrate data from other departmental systems is also examined. Final conclusions serve to aid pipeline GIS teams in determining if open source solutions are ready for widespread use.

Systems engineering plays a vital role in project and production development. The complete life cycle of a project incorporates systems engineering throughout. Systems are involved from the beginning, involving the conceptual design and planning processes, to the very end with testing procedures and production finalization. The topic involves subject matter as testing procedures, validating data, verifying the requirements, designing for failure modes, instigating faults into the system, and most importantly developing requirements for the system continuously throughout the life cycle. The Department of Energy and many other large organizations use systems engineering to plan, process, and produce multiple types of products and projects. A lot of companies also follow this process due to the usefulness and productivity improvement. Engineers that learn this process are able to help streamline their area of expertise. General Motors along with Argonne National Laboratory and The Department of Energy have sponsored a competition named EcoCar: The NeXt Challenge. This competition requires a lot of planning by both the organizers and the collegiate students involved. A lot of requirements were developed and then given to the universities for the development of a hybrid vehicle architecture that would be successful after three years. The EcoEagles were required to develop documentation while following the simple guidelines of systems engineering. The paper plans to describe each area of systems engineering the team used along with what was learned and how the team benefitted from using the process. The paper more importantly plans to go into detail how systems engineering practices are vital to project development, safe products, and quality production standards.

Abstract O&G industry is facing difficult business climate with many uncertainties and challenges. Companies including National Oil Companies, NOCs have to be more efficient particularly in developing fields. The challenge is to create an environment to allow E&P companies to efficiently optimize their Field Development Plan, FDP processes and align with technology that enables integration & collaboration between different E&P domains. The environment should be agile to allow changing of circumstances while providing in-depth understanding of the risks and uncertainties involved. PETRONAS has a large portfolio of domestic and international oil & gas assets and is one of the leading NOCs in the world. With the ongoing potential of uncertainty of oil price, it is even more important to fast track field development planning while understanding the risk across domains and recognizing value from investments. PETRONAS has embarked on a digital field development pilot project called Live FDP that enriches internal existing FDP processes & tools to provide integration and generate efficiencies across multi-discipline in E&P workflows and systems that leverage on capabilities enabled by a Digital Cloud based solution. The Digital Planning Application methodology starts with Project Orchestration: Building FDPs using multi-disciplinary inputs and sensitivities followed by managing and framing via capturing an opportunity framework and concept decision. The process will then lead to generating multiple scenarios and evaluations for development options via seamless connectivity and integration with other systems in an Open Platform. At this point, process automation via connectivity of technical domain inputs to Value Based Decision Making will take place alongside Data Discovery & Benchmarks, underpinned by insights, Optimization & Advisory. The Data Analytics will then enable powerful business intelligence & analytics reporting capabilities translated into a Digital Dashboard: alignment with the UPMS process and management systems. Such systems allow project maturation to be completed fast and thus future scalability with expansion apart from Development phase to other phases such as Exploration, Drilling, Facility & Business Planning Workflows can be implemented. Based on recent internal evaluation on a pilot project in Peninsular Malaysia, by conducting Live FDP, the process efficiency in FDP evaluation scenarios was improved by up to 50% while simulation runs were shortened from 2 hrs to 20mins. On top of that, Integration & Collaboration involving benchmarking capability and via Data Ecosystem that allow cross domain collaboration between departments. This provides business continuity through data log for auditing purpose, single source of truth that leads to the increase of confidence and less uncertainties with breadth of multiple scenarios that allow techno-commercial evaluations and benchmarking with internal and external data. This paper will open up the mindset on the ways of how FDP can be developed with a new digital application that improves the project efficiency involving online cloud-based technology that allows multiple iterative processes in both technical and commercial aspects of the project. This is the new way of working that suits the difficult business climate that the O&G industry is currently facing.

A pipeline project normally not only covers a large geographic range, but also deals with a variety of data sources, such as geological, geographical, environmental, engineering and socioeconomic data. GIS has proven to be the effective approach to integrating, managing and analyzing these heterogeneous data sources. Due to the nature of pipeline applications, the third dimension of geospatial data is of considerable importance for pipeline planning, construction and maintenance. There is an increasing demand for the development of a 3-D GIS for pipeline applications. With the advent of Internet, distributed computing and computer graphics technologies, development of web-based 3-D GIS becomes technologically possible. The combination of 3-D GIS and web-based computing technologies opens a whole new avenue to the pipeline industry. In this paper, we will address the development of a web-based 3D GIS in terms of benefits and technical challenges. The detailed system architecture as well as the algorithms developed is also discussed. Finally, potential applications for the pipeline industry are introduced and a prototype system, GeoEye 3D, developed by the Department of Geomatics Engineering at the University of Calgary is described.

Under the background of "zero growth" of land use, there are many researches and explorations on the stock renewal of central urban areas in traditional planning. However, in recent years, the rural-led stock land use planning has attracted more and more attention with the development of land space planning. Village area is the basic unit of rural social and economic activities in China. The rational play of land use function in village area has important theoretical and practical significance for the realization of the multi-objective of rural revitalization under ecological civilization. Department of natural resources has issued the work pilot implementation of global land comprehensive improvement notice, rural red line "no increase of the aggregate land for construction purposes, ecological protection not breakthrough", so without any increase in construction land index on the basis of further promote rural land use composite function, is to solve the rural economy development and the important direction of rural land supply contradictions. This paper firstly makes a qualitative theoretical study on the compound mechanism of land use function in villages, and then takes 4 villages in southern Jiangsu province as examples to elaborate the compound mechanism of land use function in the development process. The results show that: (1) land use function changes due to its type and land use mode, and is indirectly influenced by natural resource endowment, social and economic conditions, regional policies, etc., the compound trend of land use function in different types of villages is often different; The land use function of the four villages in the town is as follows: the production function is transformed into the production-ecological composite function, and the living function is transformed into the production-life composite function. (3) summarize the planning of the basic ideas and function of the complex process, refine the agricultural land, unused land and construction land has the implementation of the functional complex strategy.

‘Public memores’ are an imporant aspect in preserving a place’s culture and heritage. Actions of the government and society many times define/redefine identities of places, impacting collective memory of people in perceiving places. Conscious efforts are required to make and keep public memories alive. Insensitive and uninformed Urban Planning can lead to erasing history and heritage not just physically but from public memories as well. This Paper discusses the issues of Fading Urban Memories by taking case studies of two historic towns in the South Indian State of Telangana. Most of the Small & Medium Towns in Telangana, India, developed over the last two centuries from their historic core areas of the Capitals of erstwhile Samsthans/Zamindaris, land revenue admistration units/sub-regional authorities under the British and the Princely States’ Rulesin India till Independence in 1947. These Samsthans/Zamindars/ Jagirdars were ‘Chieftains’ of their own territories and ruled from ‘Palaces’ located in their Capital city/town. The palaces and historic areas of old Samsthan/Zamindari settlements represent local histories whose significance, memory, heritage needs to be preserved for posterity. Gadwa and Wanaparthy were two such towns, which developed mid-17 Century onwards becoming present day Municipalities of different Grades. The Department of Town and Country Planning, Govt. Of Telangana, prepares Master Plans for development of Municipalities. The surviving Fort/Palaces is marked by their present land use in the development plans, unrecognized for thier heritage status, thus posing threat to heritage being erased from collective Urban memory. The case studies presented in this paper are from the ongoing doctoral research work being done by the author at School of Planning and Architecture, Jawaharlal Nehru Architecture and Fine Arts University, Hyderabad, on the topic of ‘Planning for Conservation of Samshtan/Zamindari Palaces of Telangana and Andhra Pradesh’.

As a primary material carrier of Chinese farming civilization, traditional villages have the dual attributes of villages and heritage. The traditional village cannot be regenerated if they were destroyed. Therefore, it is urgent to find a suitable development model and way out in the context of high-speed urbanization. The proper planning of traditional villages mainly covers two aspects of protection and development for a long time. The preparation and management of various types of planning are also intertwined and even contradictory. “Multiple-planning” is an effective way to solve the conflicts between different administrative departments and different types of planning in the current planning process, and also provides a practical planning idea and method for the future of traditional villages. Firstly, the research analyzes the existing planning types of traditional villages and points out that because of the difference of objectives, strategies, and executives, there come three common problems: The protection measures are not easy to implement; The development strategies are unsustainable; The planning and implementation are not connected. These problems directly affected the implementation of planning. They not only hinder the effective conservation of cultural heritage but also restrict the revitalization of the village's economic development. Furthermore, the research discusses the necessity and feasibility of “Multiple-planning” in the conservation and development of traditional villages and proposes a conservation and development planning framework for traditional villages from the perspective of “Multiple-planning.” Finally, the research is taking a traditional village conservation and development planning of Liugou in Yanqing District of Beijing as an example. Accomplished valuable planning in the perspective of “Multiple-planning” through objective and systematic status analyzing, exceptional and feasible conservation planning, scientific and sustainable development planning.

Facing increasing product complexity and pressure to reduce time to market, manufacturing process planning (MPP) engineers must be able to quickly access reliable information in order to make swift and correct decisions. Organizations therefore turn to information management tools, such as PDM (Product Data Management), MPM (Manufacturing Process Management) and ERP (Enterprise Resource Planning), to support their product development processes. These various information management tools compete by offering similar features, while MPP engineers have to manipulate multiple tools to access the information they need. This paper aims to take a fresh look at a fundamental question: what are the specifications of an ideal information management tool that would help MPP engineers efficiently define manufacturing work instructions (process plan) from the product definition? This paper thus presents the approach and the results of a research work conducted within the process planning department of a manufacturing company operating in the aerospace sector. The study was conducted so as to direct the effort toward documenting the MPP process and the MPP engineer’s information needs. The approach that is presented primarily relies on a comprehensive documentation and modeling of the MPP development process. Two processes have been modeled, a reference process of the MWI (Manufacturing Work Instructions) development and a change management process impacting the MWI development. These process models offer a sound basis to conduct an analysis of the MPP engineers’ information needs. This analysis next leads to the specifications of a Dashboard solution aimed at MPP engineers.

As the largest Department of Defense (DoD) land user in Alaska, the U.S. Army oversees over 600,000 hectares of land, including remote areas accessible only by air, water, and winter ice roads. Spatial information related to the energy resources and infrastructure that exist on and adjacent to DoD installations can help inform decision makers when it comes to installation planning. The Energy Atlas−Alaska portal provides a secure value-added resource to support the decision-making process for energy management, investments in installation infrastructure, and improvements to energy resiliency and sustainability. The Energy Atlas–Alaska portal compiles spatial information and provides that information through a secure online portal to access and examine energy and related resource data such as energy resource potential, energy corridors, and environmental information. The information database is hosted on a secure Common Access Card-authenticated portal that is accessible to the DoD and its partners through the Army Geospatial Center’s Enterprise Portal. This Enterprise Portal provides effective visualization and functionality to support analysis and inform DoD decision makers. The Energy Atlas–Alaska portal helps the DoD account for energy in contingency planning, acquisition, and life-cycle requirements and ensures facilities can maintain operations in the face of disruption.

Researchers with the Connecticut Department of Public Health and University of Connecticut Connecticut Institute for Resilience and Climate Adaptation conducted a survey in fall of 2020 on temporary emergency shelters and cooling centers practices in Connecticut. The primary survey objective was to organize and analyze information to inform public health officials and climate resilience planners in the development of best management practices of cooling centers and temporary emergency shelters, as first recommended by the Governor's Council on Climate Change. A lack of statistical significance limited the researchers' ability to make broad state-wide practice observations; however, there were limitations in the amenities offered at shelters and cooling centers, public advertisements were focus on online methods, and health departments were slightly more involved in emergency sheltering over cooling centers, among respondents. Key considerations for future policy and resilience planning are offered.
