Abstract:
Since the terrorist attacks of September 11, 2001, Americans have been at war against some form of terrorism both at home and abroad. This includes abuses of federal immigration laws and policies that relate to legal and illegal immigration with Mexico. It is easily substantiated that thousands of Americans have died at the hands of illegal immigrants from Mexico through criminal activity in the United States or through illegal drug trafficking. This thesis considers whether the immigration policies of Presidents Bill Clinton and George W. Bush were at fault for not properly securing the border prior to these attacks. Specifically, did the Bush administration effectively secure the border following 9/11? Furthermore, how does the substantial growth of illegal immigrants from 1995 to 2005 correlate to the failed policies passed during this era? This analysis shows that it should not have taken a catastrophic event like the terrorist attacks on 9/11 to realize the urgent need for stronger national security in the homeland. This work concludes with the argument that both administrations should have placed a greater priority on promoting stronger federal immigration laws and policies that would have resulted in better solutions to permanently secure America's southern border with Mexico.

International migration has been a growing phenomenon in the West African community from the late 1960s as the colonial period came to an end and most West African countries gained their independence. During this period this migration trend was essentially from West Africa to Europe facilitated by the relationship that existed between West African states and their former colonial master. In the 1990s Western countries started restricting immigration by applying stricter immigration laws. West Africans who could not make it to the West sought alternative destinations like South Africa where the apartheid regime had just come to an end and the first elected democratic government had been installed in 1994. West Africans in South Africa are mostly economic immigrants and as South Africa's immigration policies changed this group of people faced challenges to acquire the documents required to legalize their stay in the country. This study seeks to analyze why West Africans chose to immigrate to South Africa and specifically Cape Town, their struggle for documentation and the extent to which the possession or non-possession of the correct documents affected their lives in Cape Town. It drew on interviews with Nine West Africans to try and understand this.The study found out that the main reason for West African immigration to South Africa after 1994 was because of the fall of the apartheid regime and the coming to power of the ANC government which re-established diplomatic and economic relations with most West African states. Countries in the West African region were faced with crisis in the 1980s as a result of policies that were implemented in the pursuit to address the ills of colonialism. As the economies of most of these countries declined, most West Africans were faced poverty and became desperate. In their quest for a better live West Africans embarked on immigrating to more developed and affluent countries. Initially they were immigrating to the countries of their colonial masters but with time as more people were immigrating, other destinations in Europe and North America became sought after. Restrictive immigration policies in these countries forced West African to look for new destinations to go to. They found that in South Africa after 1994. Apart from the economic crisis in the West African region, poor governance, corruption, political suppression and tribalism served as push factors in contributing to the immigration of West Africans to South Africa. As pull factors, the reliance on kinship played an important part in most West Africans who immigrated to South Africa. Many of them relied on the friends and family who were resided in South Africa for information, directions and support to make the journey and eventually join them were they are based. The picture and information that the mass media projected about South Africa also had a huge impact on the perception people had about the country. These perceptions contributed to the decision of West Africans to immigrate to South Africa. This study explored the range of visas West Africans sought to enter the country. It found that the visa they chose to apply for was not necessarily the real purpose of their visit but was the most convenient. This allowed them entry into the country and once in they sought other visas and permits to legalise their stay. This study found that it was a long hard journey to convert asylum permits to refugee permits Further the struggle over documentation was mainly because of the logistical short comings of the Department of Home Affairs. This study argues that it is the Department of Home Affairs that renders many of them illegal due to delays in processing the permits. .While they waited for documents, the lives of applicants were full of insecurity and there were difficulties in making a living. The informal sector provided one avenue for some. This thesis argues that applicants were desperate for the correct documents but even though they eventually acquired them these did not necessarily open up opportunities.

Abstract:
This Thesis is a study of the communication process through which prospective migrants became informed about life in Australia. It is addressed particularly to migration from Italy, where data was obtained during the period 1979 to 1981. The Study focusses upon the communication of information from official sources, namely the government, as represented by the Department of Immigration and Ethnic Affairs. Given the basic premise that appropriate information is an important aid to settlement, the proposal is made that problems can arise in the communication of that information. Various solutions to problems of settlement have been sought and applied since the inception of Australia's post-war immigration program. While the period since 1977 has witnessed an increasing attention to the provision of post-arrival services for migrants, it is suggested that there has been little change in the provision of information overseas which might assist prospective migrants in the critical pre-migration period. The Thesis sets out an historical overview of the problem: a study of the principal participants in the present day context, a report of the research undertaken in Italy to examine both the communication process and the information needs of prospective migrants, and an analysis of the data based upon the application of communication theory. The Study revealed that certain topics, for which prospective migrants had expressed an information need, were not covered in pre-migration counselling sessions. Information on other topics reflected the orientation of the government, as communication source, and the migration officer as transmitter, and were not within the frame of reference of the applicants as receivers of the communication. Lack of mutuality regarding the purposes of information transfer, and the differing attitudes and perceptions of the participants in the communication process, created problems. The Study found that prospective migrants presented at different stages of readiness to receive information, and that assumptions were made regarding the information needs of Italian applicants which failed to take into account the fact that conditions have changed within Italy. Group counselling was initially successful, from a communication point of view, as a two-way process, but its unexpected outcome was decreased efficiency which conflicted with institutional objectives. If the communication of information is accepted as an important aid to settlement, the application of educational principles (which should improve both the communication process and the information conveyed) would lead to improved chances for settlement, with benefit to prospective migrants, the government, and the receiving society.

Anglophone women, working in a new capacity as federal civil servants, exercised a significant influence on Canadian immigration policy in the interwar years. This dissertation focuses on the women's division of the Canadian Department of Immigration and Colonization, an agency charged with recruiting British women for domestic service from 1919 to 1938. The division was a product of the women's wing of the social reform movement and prevailing theories of gender difference and anglo-superiority. Tracing its nearly twenty years of operations shows how the division, initially regarded as a source of imperial strength and a means of English Canada's cultural survival, came to symbolize the disadvantages of Canada's connection to Great Britain and supposed weaknesses inherent in the female character. This institutional study explores the real and imagined connections among gender, imperialism, and the changing socio-economic landscape of interwar Canada.

The introduction of New Public Management reforms to the Australian Public Service in the 1980s and 1990s marked a substantial shift away from the traditional process-based public sector model to a market-driven one. These reforms accelerated with the election of the Howard government in 1996, which moved the public sector to become more like the private sector, but failed to address directly the changes needed in accountability and control of the APS. This study explores the evolution of corporate governance as a means of filling that gap in the APS. The ultimate responsibility for ensuring corporate governance is appropriately applied in departments of state rests jointly with the minister and the secretary, in their roles in administering and managing the organisation, and in particular fostering and modelling appropriate organisation citizenship behaviour. Corporate governance exists In the APS, as in the private sector, as a dichotomy offormal and informal elements, and the informal elements play a paramount role in achieving results for government that are lawful, fair and reasonable; adherence to formal corporate governance processes alone is insufficient to protect an organisation from failure. The example of DIMA was used to demonstrate that even an organisation with a proud international record in assisting the most vulnerable in the world through its refugee and humanitarian programs can fail if its corporate governance mechanisms are not universally and correctly applied throughout the organisation, resulting in outcomes described as "catastrophic" for the individuals concerned.

La thèse porte sur un champ spécifique des politiques publiques abordé à travers le filtre des interactions quotidiennes entre les agents d’État et le public. Plus spécifiquement, elle est centrée sur la politique migratoire de la Pologne. Elle consiste à interroger un cas particulier (le Département des étrangers de l’office la Voïvodie de Mazovie) comme lieu où se cristallisent et révèlent les logiques divergentes et souvent contradictoires caractérisant l'ensemble d'un champ de politique étatique. Elle est guidée principalement par la question de savoir ce que les pratiques quotidiennes des fonctionnaires du Département peuvent révéler sur la configuration et les logiques internes du champ des politiques migratoires en Pologne. Inscrit dans une perspective interactionniste, ce travail puise également son inspiration dans les travaux sur les « politiques de guichet » ou encore la « street-level bureaucracy ». Il inclut aussi d'importants éléments de la tradition néo-institutionaliste, notamment par l’usage du concept de champ organisationnel. Le point central de la démarche est l'idée qu'il est possible de mettre en lumière la configuration d'un tel champ et les dynamiques qui le parcourent, à partir d'une analyse focalisée sur un de ses acteurs clés. Ainsi, ce travail, réalisé en co-tutelle et situé à l'intersection de la science politique et de la sociologie, allie une réflexion sur le processus politique d'élaboration des politiques publiques à une étude sociologique à l'échelle micro. The dissertation focuses of Poland's migration policy as seen through the lens of the daily face-to-face interactions between immigrants and civil servants at the Department of Foreigners of the Masovian Voivodeship Office – an institution responsible for the legalization of foreigners' stay in Poland. This specific case is analyzed as a site where different and often divergent logics characteristic of this field of policy come into play and become apparent. Thus, the central question is what can be learned about the configuration and internal dynamics of a field of public policy through an observation of everyday practices of the agents of the Department. While adopting an interactionist perspective, this work draws as well on a literature focused on what can be called « street-level bureaucracy ». It also includes important elements of the neo-institutionalist tradition, notably through the use of the concept of organizational field. An idea central to the approach taken here is that it is possible to throw light on the configuration and the logics characterizing such a field based on an analysis of one of its key actors. Situated between the disciplines of political science and sociology, this work combines a reflection on the process of policy-making with a micro-scale sociological inquiry. Following a qualitative approach, the research consists of a period of participant observation and a series of semi-structured interviews

L’analyse proposée dans le cadre de cette thèse permet de faire un retour sur l’histoire des DOM et de leurs populations. Le processus d’intégration de la population native des DOM en métropole sera observé à travers différentes instances de socialisation telles que la famille, l’école ou le travail. La finalité de cette thèse est de porter un regard sur le processus d’intégration des natifs des DOM résidant en métropole, à partir de concepts sociologiques connexes, et de l’apport de nombreux chercheurs concernés
This work focuses on the study of French people born in the overseas departments (DOM) who have immigrated to France. It is mainly based on statistical data from the population census carried out by the French national institute of statistics, INSEE, in 1990 and 1999, supplemented by the survey « Trajectoires et Origines » and a questionnaire-based field survey. The theoretical framework enables an analysis of the history of the overseas departments and their populations. Ways in which people born in the DOM become integrated in metropolitan France are observed through instances of socialisation such as family, school or the workplace. The aim of the thesis, then, is to employ relevant sociological concepts and existing work in the field to examine processes of integration of DOM-born immigrants

Over the past twenty years and even during the apartheid era, South Africa has undergone significant waves of migration and leadership challenges. Migration into South Africa has been, and still is, a result of many different factors that include economic reasons and seeking political refuge. This migration wave has also taken its toll on the country’s leadership skills and strategies as well as the Immigration Department as regards the issuance of legal documents to migrants to be able to stay legally in the country. Leadership is usually revered in Africa, but this places pressure to perform well on the country’s existing leadership in relation to the control of migration and the maintenance of peace within the borders of the country. The study aimed to identify whether the leadership is performing the way it is supposed to perform. Is the leadership performing with character and competence and are they taking responsibility for their actions when dealing with the public as this matter affects the public sector. Statistics South Africa has an estimate of number of the migrants flowing into the country and the Department of Home Affairs does not have an accurate number of the migration flow, due to the daily rapid movement at the border posts. It is known, however, that the number of migrants into the country has increased and continues to increase, and this poses a challenge for the leadership. One of the recommendations that emerged from the findings of the study is that more programmes and workshops should be undertaken to equip the civil servants in the Department of Home Affairs as they are all leaders in various ways and are also representatives of the Department. Their conduct should therefore be professional as they represent the image of South Africa.

After the 9-11 terrorist attacks on America, every country in the world has strengthen the border inspection process in the international port-of-entry and strictly inspected the entry-exit passengers from specific regions to safeguard their national sovereignty and security. And Taiwan is no exception; the Border Affairs Corps, National Immigration Agency implements the business according to the "Immigration Act" and other laws. Nevertheless, the staff of the Border Affairs Corps are confronted by tremendous physical and psychological pressure, because they have to attentively inspect the documents to prevent criminals from using forged passports and passing the border; on the other hand, they are required to proffer swift and convenient passenger clearance. As the work of document inspection inherently related to national security, the relation between job satisfaction and organizational commitment of the staff will directly and indirectly affect the service quality and work efficiency of the Border Affairs Corps. The consequences can damage government image, even undermine national security. Therefore, the research about the current state and the relation between job satisfaction and organizational commitment of the staff of the Border Affairs Corps will be conducive to competent authority’s quality of work management and planning. The research findings can also be used in work adjustments or plans to manifest concern for the staff who have low organizational commitment and low job satisfaction to reduce their negative attitude and to improve the overall work efficiency and image. Positively, the findings can be used to develop incentive policy to enhance the work efficiency of the staff of the Border Affairs Corps.

With continuous advancement of information technology and the increasing popularity of the Internet, e-Government has become a demanding challenge. However, the service our government used to provide was based on the division of labor, which has gradually been unable to meet people’s expectation. What’s more, there are total 319 townships in Taiwan. The relationships among each unit ruled by ministries, councils and commissions are so closely associated and frequently connected as well. For example, crimes by native people are managed by National Police Agency, while foreigners’ behaviors, except crimes, are managed by National Immigration Agency. It is possible that foreigners may become one of us as a public citizen, so it requires business assistances to effectively finish and manage the data about personnel flows (health insurance, taxation, labor insurance and consular bureau). Nowadays, the government should actively develop service integration system and make full use of information technologies, so as to incorporate businesses from various government agencies, to establish promoting mechanisms for the administrative agencies to innovate their services, and to improve overall quality of service, in the hope of meeting the requirements and expectations from every agency and people. Since the establishment of e-Government in 1998, the service model has been gradually changing from the fact that the agency concerned went their separate way in the past, to the integration of service flows among different agencies, which further simplifies the service flows, leading to the phase of e-services. (Research, Development and Evaluation Commission, bimonthly publication, vol. 33, no. 6, 2009.12) While plans mapped out by agencies are mainly citizen-oriented, there are few services aimed for inter-agencies. In recent years, there are more and more foreigners coming to Taiwan for investment, education, employment and sight-seeing. In addition, the number of foreigners getting married and having babies in Taiwan, so-called the new immigrants, is also increasing year by year. Comparatively, the social problems are on the rise as well. Therefore, it requires business assistance from every agency to manage the personnel-flow data effectively. In this study, we target various organizations and agencies, with the use of in-depth interviews to implement qualitative research. The interview questions are designed in terms of four aspects, which are economic, organizational, technical and legal aspects, to interview employees concerned who are in charge of inter-agencies data exchange for their real situations when operating. In this study, we discover that 1) in economic aspect, fees for further maintenance and functional expansion are needed besides those for building system platform; 2) in organizational aspect, it takes agencies concerned, rather than only the desired agency, to operate closely in an effort to integrate their information system.; 3) in technical aspect, the achievement of efficiency requires close coordination among agencies, which will in turn further improve efficiency of services both in quality and quantity, and enhance the country's competence as well as competitiveness through applications; 4) in legal aspect, it demands the care plan of legislation and operation rules for the inter-agencies to exchange data, with which the data exchanged can be secured and the risk can be lowered down.

Abstract:
Human migration in the world is an old and on-going phenomenon. Humans move from place to place across local and international boundaries for various reasons. International migration requires documentation such as visas, passports, resident and work permits that are required for one to legally migrate to, and settle in an area. However, there are people who enter countries without documentation, and such people are referred to as undocumented migrants. This research investigates undocumented immigration in Zambia, with reference to Lusaka City. The theoretical framework that underpinned the research comprised four theories of international migration. These were the neoclassical economics theory of migration, new economics of labour migration theory, dual labour market theory of migration, and Kunz’s refugee migration theory. This researcher adopted the intensive research design and used the case study method, where Lusaka City (Zambia) constituted the case study area. The researcher gathered primary data from the Lusaka City Council, the Zambian immigration department headquarters, and from the informal settlements of Chibolya, Mandevu and Matero. Questionnaires were administered to the sampled immigration officers and Lusaka City Council officers, and interviews were conducted with Zambians and undocumented immigrants in the informal settlements. The research findings showed that undocumented immigrant interviewees came from the Common Market for Eastern and Southern Africa (COMESA) region. The undocumented immigrant interviewees entered Zambia due to the peace and economic opportunities found in the country, as well as joining their relatives, spouses and friends who were already in Zambia. Once in Zambia, the undocumented immigrant interviewees migrated to Lusaka City mainly for economic reasons. The major economic activity that undocumented immigrant interviewees were engaged in, was trade. Others were employed in the informal sector. Cooperation and complaints (challenges) characterised the co-existence between the interviewed Zambians and undocumented immigrants. Furthermore, undocumented immigrants in the case study areas brought about socio-economic and cultural benefits to the Zambians. Undocumented immigrants also contributed to socio-economic and environmental challenges in the case study areas. The Zambian government worked towards addressing the challenges of undocumented immigration in Lusaka City and above all, reducing the phenomenon. Much literature and research on undocumented immigration focussed on the phenomenon at the national level, and not the local urban spatial scales. The research therefore aimed at investigating undocumented immigration in Zambia with specific reference to the urban locality of Lusaka City

Today the scientific and technological progress crimes are also changing with each passing day. In addition to the different criminal models, the same police system is different because of the government's decision-making. In addition, cross-departmental coordination is not synchronized with the information source. The above reasons are not easy to grasp. Nowadays, the Immigration Department has set up a fingerprint and face recognition system in the country, and first grasps the identity of the criminals at the front end, so that the back-end alliance units can smoothly cooperate with each other. In recently years, the effectiveness of China’s efforts to combat human trafficking has been internationally recognized. The Immigration Department has also cracked up many cases of major human trafficking groups. In 2018, it was suspected of violating the law on trafficking in persons and trafficking, so it was necessary to search for votes and warrants to monitor, ambush, break through the blockade, etc. Actively, although the process is overwhelming, it can be achieved to prevent human trafficking and protect human rights. It is also a manifestation of the government's determination to combat human trafficking. This study uses the decision-making laboratory analysis method to explore the key factors for the success of the police unit and the Immigration Department in investigating the success of foreigners coming to Taiwan. It shows that the most important thing is to understand the crime pattern of foreigners from the immigration unit and establish through inter-departmental coordination. A good communication window to achieve a cooperation model; at this time, an information department needs to establish a complete information system to achieve the flow of information; and then use domestic alliance units to help deal with foreigners coming to Taiwan to achieve a win-win situation.

The smart car system is a topic that has been widely discussed today. How to increase driving safety while saving gasoline consumption is one of the important challenges in the development of smart cars. In order to achieve increased driving safety, in-vehicle systems must have the ability to sense complex environmental information to detect potential hazards in the lane. Therefore, we have established a multi-sensor data fusion system to handle complex environmental information. Due to the large number of attendance tasks and the large amount of use, the different tasks of the Immigration Department require the use of the person to register with the duty squad leader, and all the official vehicles are used and dispatched as the head of the squadron as the control; The fuel consumption, mileage, etc. after the return of the car need to be manually registered. The main purpose of this study is to explore the priority order of official vehicles, to compare the degree of tasks and cases, and to reduce the additional cost; to study whether the official vehicle can be imported into the smart car system, and related use of official vehicles and The management of official car personnel is the main investigation object, and analyzes and discusses the manpower and related costs spent on task execution, and discusses the impact level by means of expert questionnaires and in-depth interviews. Abstract:
In 1947 the federal government of Canada began a program to move European Displaced Persons (DP) out of the International Refugee Organization (IRO) camps in Germany and Austria. This program, designed to fill chronic labour shortages in Canada’s resource industries and contribute to a solution for Europe’s refugee crisis, occurred in a transitional moment in Canadian society. Canadians emerged from World War Two with a new sense of Canada’s role in the world, but despite a changed international climate, a new discourse of human rights and a potentially robust economy, old perceptions of race, immigration and economic management lingered in the postwar years complicating the work of a new generation of civil servants, politicians and industry operators. This is a history of the transition. It demonstrates the ways that old and new ideas of the nation, citizenship, race and immigration co-existed. It highlights the significance of the beginnings of a debate on the elimination of discrimination based on race in Canada’s immigration policy; shows the link between economic prosperity and popular support for immigration; and demonstrates the importance of individuals within industry, the civil service and in government in national decision-making. This is an international history, spanning the Atlantic and bringing a global perspective to local experience in Canadian industries. Chapters on the federal decision making process are supplemented by evidence from the United Nations Relief and Rehabilitation Administration (UNRRA), the IRO, the Ontario Ministry of Education and forestry, mining and hydro industries. It uses a variety of methodologies including policy history, oral history, public opinion polling, gender, ethnicity and labour studies to investigate the implications of these decisions for Canadian society. It demonstrates that the 1947-1951 movement of DPs was initiated primarily under dual pressure from Canadians who had served abroad and industry leaders who had previously used POW labour to solve on going shortages in the bush. These decisions were strongly informed by both the crisis in Europe and Canadian assumptions about race, labour and citizenship. By examining the expectations Canadians had for the behaviour of its newest arrivals and future citizens this study highlights the foundations of Canadian citizenship in 1947: community participation, contribution to the development of the economy, and political loyalty to the nation.

After the 2010s, with the rise in wages and operating costs in mainland China, Taiwanese businessmen gradually increased their investment in ASEAN countries, and the Southward policy was once again taken seriously. After the Tsin-English government took office in 2016, it re-launched the southward policy to disperse Taiwan's dependence on China's foreign trade, which is called the "new southward policy." Not only will the system of automatic customs clearance and visa exemption for foreigners come to Taiwan, but the number of people in Southeast Asia will gradually increase. At present, applying for foreigners to come to Taiwan needs to go through the procedures of receiving and initial review of the service station, and it takes about 10 working days to spend manpower. The global tourism industry is booming and prosperous. The Chinese government is vigorously promoting tourism and tourism activities. In recent years, the number of visitors to Taiwan has shown steady growth, and the business of tourism executives who have been inspected at the national gates has also increased. The main purpose of this research is to explore how to improve the current human and system technical problems, the author proposes how to improve the current problems, so that the process and services are more perfect. The key factors for applying for a review mechanism by foreigners are to use the Xinbei Service Station as the main survey object, and analyze the manpower and material resources required to perform the task, and analyze the model by means of expert questionnaires to further explore its impact level. And the way to improve, it is recommended to change the process and system to achieve customer satisfaction and work efficiency. This study uses the hierarchical analysis method to find out the weight of key factors. It is found that the key factors in the application review mechanism of foreigners come to Taiwan from the professional ability, and the first-line service station personnel need to have relevant professional knowledge to accelerate the simplification of the process. The aim of this research is to investigate guidelines for formulating questions to interview applicants of identity documents, for the use of the Department of Home Affairs (DHA) officials during the interviewing of applicants of identity documents. The research further intends to share and introduce a number of important concepts, namely: Interviewing, Crime Investigation, Information, Identity Docu-ment, Immigration Officer, Department, and Case File. The research will explain the objectives of investigation and guidelines for developing proper questions for use by officials of the DHA, to test information on new applicants of identity documents. The object of the investigation is to obtain information to prove the correct techniques on how to interview appli-cants of identity documents. It further explains that criminal investigation can be defined as the process of discovering, collecting, preparing, identifying and presenting evidence, to deter-mine what happened and who is responsible. Interviewing is defined as the process of gathering testimonial evidence through interviewing, and it has a predetermined objective, namely discovering the truth about the matter under investigation. It is also explained that during guidelines for formulating relevant questions to use to enable the official or immigration officer to formulate test questions that are clearly understood better by DHA. The relevant questions should be formulated by DHA officials, so that the questions get to the heart of the issue. This can enable the official to avoid applicants submitting fraudulent documents which could later result in litigation. The research will assist in decreasing the high rate of corruption, and also litigation, as these represent the main problem of the research.
