Abstract:
The aim of the article is to analyze the directions of public management of foreign economic activity in Ukraine and to determine the regional features of the organization of foreign economic activity. The research methodology included the use of general scientific methods (analysis, synthesis, specification, classification) and special (system-structural research, economic analysis). The scientific novelty of the obtained results is to establish the need for public management of foreign economic activity in the context of regional features as an important aspect of foreign economic policy of the region. Conclusions. The article clarifies that it is expedient to consider public administration as an organizing and regulating influence of the state on the social life of people in order to organize, preserve or transform it, based on the power that limits effective social control. It is established that the foreign economic relations of any country should be regulated by the state and regulated by the public. It is determined that some regions have certain features of development and specialization, and therefore have different export potential, and the state of foreign economic activity of the region depends on its implementation. The main goals of regional foreign economic activity are: support and development of existing forms and directions of foreign economic policy; development of new forms of foreign economic activity; formation and development of foreign economic infrastructure; attracting both national and foreign investments; development of export potential of regions; increasing the competitiveness of regions as a necessary prerequisite for their international integration. Abstract:
The purpose of the article is to develop practical recommendations for substantiating the sequence of management of foreign economic activity on the basis of the model of accounting policy of export-import operations. It is proposed to define the accounting policy as a set of principles, rules, methods of methods and procedures, the choice of accounting alternatives that ensure the formation and presentation of financial statements and improve the efficiency of export-import operations of trade enterprises. In the order on the accounting policy in terms of coverage of accounting issues of export-import transactions, it is proposed to allocate such sections as general provisions, methods, techniques and organization of accounting. It is proposed to take into account the requirements of the BEPS action plan in Ukraine in the model of accounting policy of foreign economic activity of trade enterprises and to identify objects of accounting policy that will allow choosing an alternative pricing method taking into account the jurisdiction in which the foreign economic activity participant is registered. The organizational sequence of management of foreign economic activity on the basis of the model of accounting policy of export-import operations is developed. It is proved that the choice of an alternative method of pricing taking into account the jurisdiction in which the participant in foreign economic activity is registered or carries out its activities, is a key stage in the management of foreign economic activity of trade. The conditions under which one or another method of transfer pricing is chosen and the peculiarities of application of each of the methods are analyzed. The main characteristics of the method of comparative uncontrolled price, “cost plus”, resale price, net profit and profit distribution are given. It is proposed to create a separate internal regulation “Transfer Pricing Policy” as an Annex to the Order on Accounting Policy. The document proposes to separate the sections: regulations for the exchange of information between members of a group of companies involved in foreign trade operations; product description and competition analysis; availability of certificates of conformity; essential terms of contracts, features of pricing and loyalty programs; tax and customs regimes; characteristics of the counterparty (identification of connection, residence, tax status); conditions for recognizing and monitoring transactions as controlled; choice of transfer pricing method; selection of elements of reporting on controlled transactions.

Abstract:
The establishment of the School of Economic Science at MGIMO was due to the necessity of the world economy research, and the need to prepare highly skilled specialists in international economics. The school is developing a number of areas, which reflect the Faculty structure. - Economic theory is one of the most important research areas, a kind of foundation of the School of Economic Science at MGIMO. Economic theory studies are carried out at the chair of Economic theory. "The course of economic theory" textbook was published in 1991, and later it was reprinted seven times. Over the past few years other textbooks and manuals have been published, including "Economics for Managers" by Professor S.N. Ivashkovskaya, which survived through five editions; "International Economics" - four editions and "History of Economic Thought" - three editions. - International Economic Relations are carried out by the Department of International Economic Relations and Foreign Economic Activity. Its establishment is associated with the prominent economist N.N. Lyubimov. In 1957 he with his colleagues published the first textbook on the subject which went through multiple republications. The editorial team of the textbook subsequently formed the pride of Soviet economic science - S.M. Menshikov, E.P. Pletnev, V.D. Schetinin. Since 2007, the chair of Foreign Economic Activities led by Doctor of Economics, Professor I. Platonova has been investigating the problems of improving the architecture of foreign economic network and the international competitiveness of Russia; - The history of the study of problems of the world economy at MGIMO begins in 1958 at the chair baring the same name. Since 1998, the department has been headed by Professor A. Bulatov; - The study of international monetary relations is based on the chair of International Finance, and is focused on addressing the fundamental scientific and practical problems; - The chair "Banks, monetary circulation and credit" was created in February 2012. It is head by Professor G.S. Panova. The members of the chair are experienced bank employees; - The field of practical application of research results in the field of accounting, statistics and auditing has been expanding in recent years. The research in the field is conducted at the synonymous chair; - An important direction of development of economic studies at MGIMO is a risk management and insurance. Established in 1993, the Department of Risk Management and Insurance is headed by Professor R.T. Yuldashev.

At the present stage of market relations, competition plays an extremely important role not only as a major factor in the development of individual enterprises, but also entire countries. The rapid processes of globalization make it possible to expand markets, but not every company can compete with other firms in foreign markets. The article examines the concepts of “competition” and “competitiveness of the enterprise” in foreign markets. Since today in the modern world competition is the driving force of any economy, without it the existence and development of the economy in general is impossible. The success of any business depends on the ability to compete in the market of goods or services. In the period of globalization and integration in the international space, the formation of a rational sequence of planning such activities is becoming increasingly important for enterprises engaged in foreign economic activity. This type of management activity contributes to obtaining additional profits through the use of the benefits of international labor and international integration, as well as identifying prospects and possible options for the development of foreign economic activity of organizations. That is why the technology of foreign economic activity planning is becoming especially relevant today. The article considers the factors influencing the planning of foreign economic activity of the enterprise, investigates the theoretical foundations of planning, suggests ways to improve the planning of foreign economic activity of the enterprise to increase competitiveness. The company’s success in the domestic or global market is its competitiveness, and as a result there is stability in the market. Competitiveness is the ability of an enterprise to conduct a fair competition in the chosen market, using all its resources productively, and as a result to make a profit. If the company occupies a leading position in the competitive market, then its product is in demand from consumers and has some advantages over the products of competitors. Managing the competitiveness of the enterprise is partly a function of general management, the purpose of which is to ensure the viability and sustainable operation of the enterprise in the event of any changes in the external environment. International competitiveness is the achievement by an enterprise of competitive advantages in competition on the international market. The study of competitiveness revealed its factors that influence the planning of imports. Internal factors depend on the nature of the enterprise, while external – on the state of the environment. Thus, successful foreign economic activity is determined by the optimal organizational structure of the department of foreign economic activity, coordination of all departments and specialists who provide export-import operations of the enterprise.

Governance and regulation at the national and international level, the management system of the leading companies in the world, forms and methods of management, and marketing, commercial and advertising work form a relatively new subject field in domestic science. These issues have been introduced into the educational process in Russian universities in the second half of the 1980s. At the MGIMO these research areas have been developed for more than 60 years. Scientific School of the Department of Management and Marketing and the Department of Management Foreign Economic Activity is oriented at the international level and focuses on the development of organizational forms and methods of management, marketing strategy, marketing, and commerce in the context of foreign trade and international activities of domestic firms and organizations on the basis of a comprehensive study of advanced management experience of leading foreign countries. In the early stages of its existence, the school was focused on methodological and practical aspects of international commerce and advertising. But gradually its research encompassed the field of management and marketing, and the scientific school in the field of international management and marketing was established on the basis of examination of relevant theories and experiences of leading foreign countries, and especially multinational companies. Originally these studies were conducted by the Department International Economic Relations of the Faculty of International Economic Relations at MGIMO. The disciplines included studies of the foreign trade operations in global markets, management of foreign economic activities in foreign countries, world commodity markets, and others. The textbook "Organization and technology of foreign trade in the capitalist market" by I.N. Gerchikova, Honored Scientist of the Russian Federation, Doctor of Economic Science, Professor, published in 1977 already contained sections on management and marketing, including the organizational structure of firms and their international marketing work, international advertising, etc. PhD. Professor F.G. Piskoppel, Ph.D. Professor S.P. Nikitin systematically analyzed forms and methods of market research, which are an integral part of the marketing activities of companies in global markets.

Abstract:
Received 03.07.2020. This article represents a stage in a comprehensive interdisciplinary study of foreign policy institutions and personalities of the People’s Republic of China since the late 1990s. to November 2019. During this period there was a rapid growth in the economic, technological and cultural development of the country, which both allowed and demanded a greater foreign policy activity of China, which until then was focused on internal, maximum, regional problems. At the same time, people and institutions, that shaped and implemented this new foreign policy also developed and changed. The periods between the congresses of the Chinese Communist Party with the corresponding renewal of political leadership and foreign policy priorities correlate with the prevalence of human resources with certain biographical criteria (place of birth, higher education and practical work) in the Foreign Ministry and the International Department of the CPC Central Committee, those who were born in the East of the country, studied and worked in Europe, and not in the United States and Russia, as one might suppose on the basis of the discourse, for many decades concentrated on the military confrontation between the main nuclear powers. This article examines the biographies of key employees of the CPC International department in connection with the formation of foreign policy in the context of the overall development of China. Based on the results of the study, it can be concluded, firstly, about the strengthening of the technocratic approach to foreign policy specialists, which takes into account, first of all, their expert qualities, even in such a party structure as the CPC Central Committee International department, instead of the ideological approach that dominated in the past. Secondly, personnel dynamics are influenced by the specifics of the work of the International Department, which is currently aimed at maximizing the implementation of opportunities for cooperation, primarily of an economic nature, in the Eurasian direction, while the Foreign Ministry has the main current task of confronting the United States and regional rivals. Third, the revealed correlation and long-term effects of such a personnel policy can also stimulate Russian activity in terms of training the next generations of foreign policy human resources on the Chinese direction.

The article analyzes the impact of the COVID-19 coronavirus pandemic crisis on the foreign policy and diplomacy of states, including economic diplomacy. ED is interpreted as a multi-sided multi-faceted activity, an integral part of foreign policy aimed at protecting the national interests and economic security of the country. Given the interdepartmental nature of the ED, the presence of numerous actors and agents, not only state, but also public and business structures, political and foreign economic coordination on the part of the Foreign Ministries is of great importance, and this role of foreign policy departments is increasing during the pandemic crisis. The activity of the ED of Russia in 2020 was generally successful, among the main results: active participation of diplomats in the anti-epidemic work of the Government of the Russian Federation, including export flights, provision of emergency assistance by compatriots abroad, assistance to foreign countries; measures to promote the Russian vaccine in the world, establish its production abroad, and thus win new world markets for medicines; settlement of the pricing crisis on the world oil market with the leading role of Russia and Saudi Arabia; adjustment of double taxation agreements with a number of foreign countries, taking into account the domestic economic needs of the country; the growing experience of BRICS, this interstate association, which did not know the crisis, including its fight against epidemiological diseases, during the period of Russia’s presidency in the BRICS; further steps to deepen integration within the EAEU; Russia’s success in the eastern direction of foreign policy, in the development of trade exchanges and epidemiological cooperation with the ASEAN and APEC states. The new world crisis has become a catalyst for the convergence of ED methods with scientific and public diplomacy, with other diplomatic cultures that can be combined under the general name of civil diplomacy. Such a separation is required to protect the legacy of professional diplomacy, the popularity and use of which methods is growing significantly. ED, as an integral part of official diplomacy, is presented as a mediator between classical and civil diplomacy. It provides civil society with an example of the more rigorous, pragmatic, resultsoriented work that the current pandemic crisis requires.

With the adoption of the Strategy for the Development of the Customs Service of the Russian Federation until 2030, one of the priorities for customs authorities has become the introduction of new approaches to the organization and conduct of customs control after the release of goods.The purpose of the research paper is to identify problematic aspects of the implementation of customs inspection technology and to substantiate innovative approaches to their implementation. The research methodology is based on the use of methods of analysis, synthesis, generalization, comparison and description, which allowed a comprehensive study of the object.The paper proposes a new approach, which provides for the centralization and concentration of control functions of customs control after the release of goods in authorized departments. This approach will improve not only the efficiency of the customs authorities for the implementation of supervisory functions after the release of goods but also the quality of customs administration in terms of creating a unified network of electronic customs offices, ensure the achievement of balance in the application of customs procedures facilitating and monitoring the implementation of foreign economic activity.The authors define the main directions for improving the technology of customs inspections to ensure the implementation of the new approach. The formed recommendations based on the results of the study can be used in the practical activities of the customs authorities of the Russian Federation.

The aim of the study. The purpose of the article is to improve the methodological provisions for the development of medium-term forecast of exports of raw materials for the manufacture of glue and finished products based on the trend of exports of domestic enterprises, which will help solve problems of adapting statistical analysis methods to real economic activities. Methodology. In the study of the state and trends of foreign trade of Ukraine in raw materials for the manufacture of glue and finished products with all countries used tabular-graphical method and systematic analysis; when developing a medium-term forecast - the method of extrapolation. Results. The application of statistical methods allowed to identify patterns and trends in foreign economic activity (FEA), and to determine the optimal directions for entry into the foreign market Bristol Eco Group Ltd. technological renewal of production, expanding relationships with customers and suppliers, finding new customers, increasing traditional products , and active renewal of their range, expansion of markets through penetration into the markets of the Republic of Moldova, Belarus, Uzbekistan and Azerbaijan. The following directions of development of Bristol Eco Group LLC were identified: according to the optimistic scenario: formation of the strategy of market expansion - penetration into the markets of the Republic of Moldova and Belarus; optimization of the product "portfolio" of the enterprise; development of an effective competitive strategy (diversification); sales promotion (promotion of goods based on the ratio of "price / quality"); according to the pessimistic scenario: either complete reorganization and reorganization of the enterprise, or its sale to the main competitor. Prospects for further research. It is determined that for the effective functioning of the company LLC "Bristol Eco Group", it is advisable to create a department of foreign economic activity, which will contribute to the deepening of trade relations with foreign partners and will provide an opportunity to improve its export potential.

The peculiarities of administrative and legal principles of foreign investment from the point of view of complex analysis have been considered, considering the current stage of historical development of the state system. Taking into account doctrinal research and own scientific achievements, it has been determined that nowadays it is extremely urgent to implement the whole set of practical measures aimed at achieving qualitative changes in the issues of attracting foreign investment and strengthening the control over the quality level of investments in the economy of Ukraine from the standpoint of administrative and legal principles. It has been determined and proved that it is expedient to apply the phased approach of administrative and legal regulation of foreign investment – two-step assessment of the quality of foreign investments. In particular, the investor should be evaluated at the first step. This means that the purpose and goals of his investment activity, as well as his investment, business and economic reputation must be assessed. The second stage begins with the evaluation of the investment project, the priority for the economic development of the territorial community, the level of innovation, environmental compatibility, payback period, value of investments, etc. The basis for this approach should be the system for evaluating the quality of the subjects and objects of the investment process. The result of applying this approach should be the definition of the quality of the investment project and definition of the priority for its implementation in accordance with territorial interests. In this regard, it would be appropriate to make a clear distinction between the functions and responsibilities of the institutions that are going to assess the quality of the investments. According to the author, it would be rational to expand the main directions of activity of the Ukrainian Center for Foreign Investment Promotion and to create a special department that would deal with the quality control over the relevant foreign investments coming to the Ukrainian economy. The same structures should be formed at the local level.

Abstract:
The direction and pace of efforts to co-ordinate the foreign policy making process within the executive branch of middle-size states may depend on subtle but cumulatively important shiefs in domestic and external environments. The experience of the Canadian government from 1976 to 1978 suggests the effects which four types of environmental change can have. The approach of a federal election was accompanied by a reduced emphasis on the formal procedures of the structured cabinet committee System instituted in the early years of the first Trudeau government. An increased threat to national unity, as registered in the November 1976 election of a Parti Québécois majority provincial government, concentrated decisional activity at the very centre of government, and had only indirect effects on the formal foreign policy planning process. Concern with persistent economic dilemmas, registered most clearly in the imposition of an expenditure restraint programme in August 1978, directly increased the use of the budgetary process and prompted moves toward foreign service integration. And the intensification of a decline in tension in relations with the United States, and the accompanying emergence of new global problems, led, in turn, to a transfer of dynamic, creative co-ordinatively-oriented leadership into the Department of External Affairs, a reorganization of the Department, and a strong stress on re-orienting its role toward that of a modem central policy agency.

A part of international congresses programs are professional visits (trips). Foreign publications pay a special attention to professional trips, which considers them as an instrument of cultural diplomacy. In Russia there are a few examples of organizing professional (or study) trips for students. Publications dedicated to this theme are usually of descriptive character. The experience of St. Petersburg State Institute of Culture, as well as other Russian and non-Russian universities, confirms that educational trips should be regarded as a form of independent study activity. This article attempts to determine how the tasks of study trips for students of library departments correlate with competences of the educational standard. The paper considers the experience of organizing independent student work at the Library and Information Sciences Department of St. Petersburg State Institute of Culture within the framework of educational trips to other countries. It highlights the trips objectives in the context of library and information science education as the following: establishing and developing professional and interpersonal contacts between foreign and Russian educational organizations and libraries; involving students in intercultural communication; getting professional knowledge by visits to institutions, informational conversations, excursions to organizations and institutions of professional interest; exchanging professional knowledge in the field of librarianship and the experience in library practice; meetings with foreign students, scholars and specialists; acquainting with the economic, political and cultural life of foreign countries. By providing information about educational trips «The role of the book in Gutenberg’s homeland (Germany)» and «Baltic libraries as centers of science, culture, and education (Estonia, Latvia, Lithuania)», the author demonstrates how these tasks are correlated with the competencies required by the Russian educational standard of higher education «51.03.06. Library and information activities (bachelor's level)»; outlines the stages of study trips followed by a description of the professional tasks and competencies required by the federal state educational standard of higher education mentioned above. Thus, students develop competencies through independent work. The article sums that study trips as a form of independent activity accomplish professional tasks required by the Russian educational standard of higher education, such as research and methodological work, information and analytical work, management.

Formulation of the problem. Export-import operations significantly determine the specifics of brewing enterprises, the conditions of their operation, as the level of uncertainty, risk, the need to compete with international beer tycoons, enterprises need to be able to adapt to the ever-changing external economic situation, especially in quarantine restrictions. To survive enterprises need to correctly define their strategy and tactics of behavior in foreign markets, to systematically analyze the external environment and timely apply appropriate management measures. The aim of the research is to analyze the export opportunities and organization of brewery export-import operations, to identify the main problems in this process, to develop practical recommendations for improving the management of these operations. The subject of the research is the financial aspects of the management of export-import operations of the brewery. The methods of the research: observation, economic-statistical, logical and comparative analysis, grouping, generalization and classification, system and structural approaches. The statement of basic materials. The article reveals the peculiarities of the organization of export-import operations at PJSC "ABINBEV EFES UKRAINE", evaluates and analyzes the parameters of export-import activities of the brewing enterprise, evaluates the effectiveness of export-import operations at the enterprise, identifies areas for improving export-import management. measures to intensify export activities and internal control over the process of export-import operations of PJSC "ABINBEV EFES UKRAINE". The practical significance of the research lies in the possibility of applying the developed proposals and recommendations in order to improve the financial aspects of the management of export-import operations of the brewery. Conclusions and perspectives of further research. The proposed measures to intensify the export-import activities of the brewery include the introduction of software, the use of the JIT concept, the rationalization of the warehousing process, the intensification of the department of foreign economic relations, etc. Among the measures proposed for implementation by the Department of Foreign Economic Relations of the brewing enterprise – a comprehensive study to improve efficiency and expand foreign economic activity of the enterprise, substantiation of areas for improving the management system and planning of export-import operations of the enterprise. It is established that the conquest of competitive positions by the Ukrainian brewing enterprise is possible due to ensuring high quality beer, sale of elite beers at a low price compared to European and world prices, areas of activation are also closely related to the development of sales network, an effective mechanism to stimulate beer sales under quarantine restrictions

Our paper is devoted to the science-research work carried out in the Russian State Academy of Intellectual Property (RSAIP) for revealing the role of foreign patenting for development of export of high-technology goods made by Russian manufacturers, first of all by small and medium-sized innovation enterprises. The results of study the patent documents indicating preferences of Russian innovation enterprises in foreign patenting of their new developments are presented in this paper. Preliminary conclusions on preferences in choice of countries for patenting and fields where innovations are made have been given. It is well known that the development of a competitive economy depends on the innovative activity of enterprises in the market. Understanding of terminology of innovation and invention opens up their economic and legal essence. A special and basic characteristic of innovation is creativity. In the Japanese business and management system, creativity is a production slogan and an inspiring idea, since creativity generates a person’s desire to improve in work through intelligence. A product that is new on a global level is recognized as an invention and is regulated by patent law. The state of the art for the invention includes all information that became publicly available in the world before the date of applying with the State Department of intellectual property. The aim of our study is to analyze the economic aspect of patenting made by the innovative companies in the world with attention to Russia, taking into account the role of innovation infrastructure. Modern concepts of innovative development of economic systems at various levels (state, region, industry, business entity) increasingly focus on the need for new forms of integration of scientific, industrial, commercial, and other resources to increase competitiveness. Domestic and foreign researchers, government, and business representatives pay attention to clusters as a promising form of integration and practical implementation of the idea of Public-Private Partnership for Innovative Industrial Development. The cluster approach allows combining the advantages of specialization, integration, and cooperation in increasing the competitiveness of business entities in a higher-level organizational and economic system (regional, industry cluster) by consolidating production, financial, intellectual, and managerial resources. Clustering of the innovation system in industry allows transition from supporting individual production enterprises or organizations that carry out scientific research to stimulating the development of relationships between them and other subjects of commercialization of scientific research.

Purpose The purpose of this paper is to identify the place of kleptocracy and foreign corruption within the broader framework of financial crime. This facilitates understanding the importance of kleptocracy and foreign corruption as social problems. Two other aims are to better understand the most problematic components of a kleptocratic network and the most effective combatants of that network. A subsequent goal is to offer solutions from a broad range of interventions, including policy, technology, education, research and collaborative efforts. Design/methodology/approach Theoretical economic concepts are used to analyze the importance of kleptocracy and foreign corruption. A small in-depth survey of 15 experts is conducted to identify the most problematic components of kleptocratic networks and the most effective combatants of those networks. The proposed solutions are based on a combination of argumentation, econometric developments, application of trends in related fields and material from in-depth surveys. Findings This paper identifies kleptocracy and foreign corruption as one of the most, if not the most, devastating financial crime according to its impact on the total marginal utility of wealth. Experts identify foreign kleptocrats or corrupt foreign government officials as the most problematic entities in kleptocratic networks and the most effective combatant is identified as the US Department of Justice. By adding up fines and asset forfeiture related to corruption, penalties are found to be a small fraction of the problem in terms of monetary magnitude. Research limitations/implications The paper does not attempt to make causal claims because of the nature of the paper’s purpose and methodology. Practical implications The paper offers suggestions and methods for academic researchers who may wish to pursue a research agenda that is empirical and forensic with the aim of combatting kleptocracy and foreign corruption. The paper describes how information on kleptocracy and foreign corruption can be implemented into business and economics curriculum. Social implications Kleptocracy and foreign corruption are important problems, and creative solutions are desperately needed. Originality/value The paper shows how understanding and combatting kleptocracy and foreign corruption can be considered an interdisciplinary activity, touching on fields including technology, economics, business, ethics, education, law, policy, statistics and research methods.

Introduction. The traditionally high level of government participation in scientific and technical, innovation and implementation and foreign trade activities of the United States presupposes the active nature of federal funding for activities and information policy instruments related to the dissemination of the results of American R&D both in the national economy and in the international market. The study of the dynamics and structure of the distribution of allocations for the dissemination of special scientific and technical information and documentation is an urgent socio-economic problem, reflecting the level of scientific and technological development of the United States and the innovative activity of advanced sectors of the national economy for a long period of time. The theoretical analysis was carried out in the context of organizational and administrative institutions of the federal government (specialized departments), endowed with financial powers, subordinate to the central body generating a unified US information policy strategy for the dissemination of R&D results. An empirical analysis based on US official statistics made it possible to assess the specifics of financing scientific and technical information in the field of R&D by types, categories and departments – domestically for 1965–2019, as well as to calculate changes in the balance of US foreign trade with scientific and technical information and documentation in 2001–2019. Results. The general resulting conclusion is that any innovative information on the results of R&D provides a certain monopoly for a certain period, which gives the industry that created and introduced it, the department and the country as a whole, a certain advantage in the export of a new product. Since the United States has the most powerful national financial and innovation system among all states, with a developed structure, it provides its economic residents and their counterparties with ample opportunities for conducting fundamental and applied research and development and, of course, has an advantage in the production of innovative products with high competitiveness both in the domestic and in the global market, subject to the classic price-quality ratio.

Introduction. The need to find theoretical and practical ways to solve the problematic aspects of the formation of the customs space of Ukraine in the context of social and economic transformations becomes important. Given the political and economic situation in our country, an important component of the implementation of effective customs policy should be to determine its directions on the basis of the principles of foreign economic activity, the priorities of the strategy of economic development of the state. Methods. General scientific techniques and methods of economic research were used in the process of writing the article. The theoretical and methodological basis of intelligence is the analysis of scientific works of domestic and foreign scientists on the study of problematic aspects of the customs space of Ukraine, Internet resources. The article uses general and special research methods, in particular: general scientific and special – to ensure the achievement of this goal; dialectical, abstract and logical methods of analysis – to substantiate theoretical positions and conclusions. Techniques for graphical display of results are used. Results. The article systematizes the problematic aspects of the formation of the customs space of Ukraine and formulates recommendations on the pragmatism of their solution in modern conditions. Emphasis is placed on the need to strengthen cooperation between law enforcement and customs authorities in order to reduce the risk of the customs space of Ukraine. Customs officials are invited to undergo specialized training and pre-training conducted by the Department of Specialized Training and Cynological Support, as in the period of global transformations the world economy sets new requirements for those institutions whose employees are responsible for the security of the countrys customs space. The consequences of problematic aspects of the formation of the customs space of Ukraine are outlined. Discussion. Further research will focus on studying the state of spatial asymmetry of the customs space of Ukraine in the context of identifying opportunities and prospects for its balancing and improving efficiency. ABSTRACTIn 1945, a vast range of US civic organizations and other groups were mobilized into a state-sanctioned campaign on behalf of a new international governance structure: the United Nations. This was a novel collaboration, one that demonstrated the State Department’s acknowledgment of the value of civic activity and organized interests to securing foreign policy goals and that positioned US groups to assert an independent role in shaping the formal institutions of the United Nations. While scholars of American political development (APD) have tentatively embraced the notion that international institutions matter to American politics, past research on mid-twentieth century interests, conventionally focused on domestic business and trade associations, has underappreciated how and why the United Nations marked an important movement for interest development. Of particular significance, US voluntary and civic organizations were instrumental in securing a role for nongovernmental organizations in the UN Economic and Security Council, thereby further linking American and international politics and reshaping state-society relationships. In brief, this article argues that the State Department’s campaign to mobilize public support around the United Nations, as well as the creation of the United Nations, generated new incentives for the maintenance and mobilization of existing groups and subsidized the formation of new groups.

The article confirms the idea that the development of the tourism business plays an important role in solving the social and economic problems of the state. It analyzes how government policy affects the quantitative indicators of tourism activity, assesses the role of government agencies in the development of tourism. Suggestions are given for improving state regulation of the tourism industry. Some factors restraining the development of the tourism sector were identified and, accordingly, recommendations were given for solving these problems. Responsibility of public organs is certain for realization of politics of development of tourism, the lacks of Strategy of development of tourism and resorts are analyzed on a period 2026 too. It is well-proven that development of tourist business plays an important role the decision of social and economic problems of the state. It is specified, that exactly due to tourism in a country will be supported high standard of living of population, new workplaces will be created, and also are preconditions for addition to the budget of country. A review of domestic and foreign studies related to analyzing the factors of the lecturers’ scientific productivity and publication activity and the main approaches to their assessment is carried out. The main reasons preventing the creation of a competency-based model of the teaching success based on a set of different-sized assessment indicators are shown. A correlation-regression model is proposed for assessing the lecturers’ scientific productivity based on calculating an integral indicator that allows forming candidates for the dissertation council members in the related specialties, taking into account the significance of publications and the number of their citations. The developed integral indicator makes it possible to compare the scientific productivity of lecturers and both structural units and universities with each other. The integral criterion is based on assessing the lecturers’ scientific performance and publication activity on the domestic and international scientometric databases. The developed criterion was tested in the process of evaluating the lecturers’ scientific activities of the Department of Industrial and Digital Economics and the Department of Information Technology of Bryansk State Technical University. Examples of calculating the developed integral criterion based on the totality of such scientometric indicators as the number of publications, the number of citations, the average number of citations per publication, the number of articles on the lists of the State Commission for Academic Degrees and Titles, Web of Science and Scopus are given. Conclusions are drawn on the objectification of scientometric indicators for evaluating the lecturers’ publication activity and the examples of the practical use of indicators for assessing the lecturers’ scientific activity are given.

Introduction. One of the prerequisites for deciding on foreign economic activity (FEA) is its effectiveness. It is determined by comparing the economic result (profit, revenue) with the costs incurred by the enterprise to obtain such a result. Analysis of the effectiveness of foreign trade by the company provides an opportunity to make an informed management decision in the field of exports: which product is better to sell abroad, with which counterparties it is more profitable to cooperate, in what quantity, on what terms. The purpose of the paper is to study the main problems of improving the efficiency of exports of domestic enterprises, providing recommendations on the technology of finding intermediaries. Results. Many problems can arise when a company aims to increase the efficiency of its exports. The focus was on the problem of low efficiency of exports due to inflated prices for the services of intermediaries in foreign markets. The recommended technology of search and involvement of intermediaries was provided, which consists of the following stages: determining the purpose of finding an intermediary, determining the resource capabilities of the enterprise (personnel, financial, material), determining the type of intermediary (distributor, agent, representative, etc.), determining evaluation criteria, search for intermediaries on Internet resources (Europages, SME Internationalization Portal, etc.) or through own contacts, evaluation and comparison of intermediaries according to previously defined criteria and choosing one of them, meeting with an intermediary in the context of foreign business travel or video communication and discussing all the details of the agreement, signing the contract with the mediator and starting work with him. Conclusion. Implementation of the proposed recommendation will have a positive impact on the enterprise and will achieve the following effects: economic, due to reduced costs of sales, marketing, transportation, which will pass to the intermediary, as well as due to increased sales by increasing the company's visibility in foreign markets; social, due to the reduction of the burden on employees of sales and marketing departments, as some of their responsibilities will be transferred to the intermediary.

In the recent history of the Russian economy of the 1990s, the relevance of the formation of a special state industrial policy was not recognized. The policy was aimed at liberalizing prices and foreign economic activity, mass formed privatization and tight monetary policy. There were no signs of industrial growth in general and progressive changes in the industrial structure of production. The attempts of the industrial department and leading associative organizations to formulate the conceptual foundations of the state industrial policy were considered. Adopted in 2014 the federal Law on industrial policy, despite its generally constructive role, did not ensure the proper effectiveness of production processes. The article provides recommendations for clarifying a number of terms in the field of industrial policy. A typology of its types is proposed. Its types are characterized as open and closed, active and passive, vertical and horizontal, soft and hard. Theoretical approaches to the modernization of the current state industrial policy are substantiated. The necessity of having the Concept of national industrial policy as part of the documents of strategic planning of the economy is substantiated.

The empirical research presented in the article has been conducted among selected students of the Khmelnytskyi Humanitarian-Pedagogical Academy in Khmelnytskyi in Ukraine at the Department of the Preschool Pedagogy, specialization 014 “Teacher of English and foreign literature”. Tourism is a phenomenon of universal culture, a measure of self-fulfilment of a human being. Almost all of us undertake tourist activity. Increasingly, it is becoming an important and inalienable part of spending free time in contemporary society, influencing the quality, level and lifestyle of the society. The level of this activity depends on numerous factors, including socio-demographic, cultural and economic ones. In the research, the author focused on getting to know the motives for travelling by students, their main purpose of travel, the amount of money they spend on travelling, a company they travel with, means of transport most frequently used for their journeys and whether they use the services of travel agencies while organizing trips. In the conducted research, a survey questionnaire has been applied as one of the marketing research methods. As the conducted research has confirmed, the research group selected by the authors is very active taking into account tourism. The respondents are willing to travel several times a year, organize trips with designated goals (rest, adventure, willingness to learn about culture) and their main motivation for travelling is a desire to relax, experience the adventure and practice sports during the trip. The aim of the article is to illuminate the modern paradigm of the globalization economic environment, which shows the gradual end of the decade of “crisis-free” growth of the world economy and, accordingly, the nearing to the next global economic crisis; to cover the importance of attracting investment and implementing a specific national industrial policy as one of the key factors of development; to outline the problems of prevention, forecasting and analysis of risks arising in the investment sphere in the context of providing conditions for sustainable development of the Ukrainian economy. The subject of the study is: the monitoring of investment sector indicators that determine the potential of economic development and provide an analytical assessment of the risks posed in the investment sphere in the context of ensuring the conditions of sustainable development of the Ukrainian economy. Methodology. The article uses the complex approach with the application of methods of simulation and econometric modeling for analytical estimation of gross fixed capital formation as a key investment indicator in the current economic conditions of Ukraine. Results. The conducted study clearly demonstrates not only the presence but also the obvious deepening of the imbalance between the current state of attracting foreign investments and actual needs in technological and physical renewal of the production sphere. The consequence is a real threat of loss of potential for economic development. Some measures have been identified to improve the investment climate, and the key ones are the provision of state support for reforming the Ukrainian economy in terms of improving the investment climate and stimulating the innovative potential of entrepreneurial activity. The practical implications of this study are to identify the lack of innovation strategy, which deepens Ukraine’s technological backwardness compared to developed countries in general, and the EU countries, in particular, and keeps the inefficient and destructive natural-production base of Ukrainian economy. Abstract:
The current stage of development of studies of Central and Eastern Europe is characterized by a number of specific and common problems for the whole scientific direction. Systemic transformation in the states of the region at the turn of the 1980s-1990s led to a decrease in the level of their foreign economic and foreign policy relations with Russia, which influenced the interest in the study and accumulation of knowledge about Central and Eastern Europe in our country. In particular, the demand of state bodies for regular country studies of the region decreased, which affected the publication activity of scientific centers and the training of new scientists by specialized university departments. Central-Eastern Europe ceased to be considered as a separate region as its thirteen states were involved in European integration processes, and the number of scientific institutions and research teams for its study decreased. The disunity of specialists dealing with Eastern European problems and the low level of their scientific interaction leads to the formation of an "archipelago" of research centers. On the basis of open data, we found nine, oft en small, scientific teams for the study of history (from the middle of the 20th century), economy, society, domestic and foreign policy of the countries of Central and Eastern Europe and analyze the results of their activities in 2010-21 (including topics and territorial scope of works). It is worth to note that in the Russian regions, the corresponding research within the framework of research teams is not carried out, they have survived only in Moscow. Such a key characteristic of country studies as complexity is gone – in the conditions of methodological stagnation and in the absence of the possibility of conducting comprehensive country studies, scientists tackle its components separately, and some of them have been abandoned. The predominance of the reductionist approach over the holistic one also applies to geographical coverage: our analysis of the specialization of scientists shows that many countries in the region remain outside the research field, and interest in two or three of them is due to cultural and historical ties and foreign policy agenda. The training of researchers and teachers at the departments of universities is carried out in an insufficient level for personnel renewal, the age of twothirds of the specialists is over 40 years old. In order to assess the prospects for solving this problem, we analyzed the topics of dissertations defended over ten years in 24 Russian universities and academic institutes in history, politics, economics and economic geography of the countries of Central and Eastern Europe.

Subject. The article addresses the tax reform of 2017, initiated by D. Trump. Objectives. The aim is to determine the relationship between the total volume of tax revenues to the budget of the U.S. Government and the growth of U.S. GDP in the long run. Methods. To identify the impact of the tax reform on the investment climate in the country and the subsequent GDP growth, we formulate a hypothesis and propose a regression model. The quarterly data from 04.01.1960 to 07.01.2019 serve as a statistical sampling, published by financial departments of the U.S. Office of Management and Budget and the U.S. Bureau of Economic Analysis. The study rests on the econometric analysis enabling to identify the impact of the volume of tax revenues from the corporate income tax and individual income taxes on the level of the GDP of the United States. Results. In the short term, we observe a decrease in tax revenues and a subsequent increase in the budget deficit, in the long term – an increase in business activity of the country, a growth in foreign direct investment, and, consequently, an increase in the GDP. The paper offers a model for assessing the economic growth of the GDP of the United States, in which tax predictors were used in combination with macroeconomic indicators. Conclusions. The experience of the United States and the results of this study may be used by the governments of developing countries and experts in the field of taxation for tax policy development.

One dynamic and central element in China's urban landscape is its retail structure. Yet, little attention has been given to the burgeoning retail sector in the vast literature that relates to China's economic reforms. Using the latest census of commercial activity in Beijing and recent empirical work undertaken in the city, we analyze Beijing's postreform retail structure and economy. Beijing's retail sector has been greatly diversified in both ownership and format. In addition to the emergence of the numerous family-based retailers, private and joint-stock companies now represent a significant part of the retail enterprises—a strong trend towards a market-oriented economy. The presence of many overseas-invested enterprises shows that the Beijing consumer market has been effectively opened to foreign competition and that the Beijing government has a strong desire to continue this trend. The high concentration of retail facilities in Beijing proper is closely related to the urban form. The relative concentration of full-line department stores within the third ring road suggests that new entrants will be better off if they stay away from the inner city and take peripheral locations outside the third, or even the fourth, ring road, in conjunction with development of the newly planned suburban communities.

Objective: To review of concepts and actions that aim to analyze the effects of internationalization of science and education, with emphasis in the medical field and its basement in development policies adopted by nations, exploring the potential for international interdisciplinary cooperation of each laboratory, department, university or institute. Method: Search of indicators to assess the degree of internationalization of universities and research institutes in several interconnected levels: organizational, regional, sectoral and global, and policy-making in science, technology innovation and higher education. Result: Scientific research is still carried out individually, but is now much more closely integrated with other social processes. The scientist is no longer a stranger who is allowed to surrender to his hobby to do what it wants. Internationalization of research and medical education, although it is among the topics of greatest need, as the globalized world, is difficult activity to be assessed. The leaders seem to have understood that the knowledge societies, leading to economic policy based on knowledge, can result in economic and social progress of nations. This fact has motivated increasingly the incentive to actions aimed at addressing global problems (eg health, climate change) by funding research that generates new knowledge. Conclusion: The consensus is that the internationalization of science is desirable and necessary for the sustainable development of nations. However it cannot be done only by encouraging and promoting the outward students and researchers abroad. It is necessary, in addition, offer conditions to foreign researchers and students teachers to work in collaboration with Brazilian and raise the country to international scientific standards.

Introduction. Today’s increased competition and deepening process of globalization have raised the issue of information provision of managers at all levels of management, particularly accurate and timely information on financial and economic performance of enterprises. For making effective managerial decisions, managers do not only need financial information, but also non-financial information that is found in managerial accounting reports. Therefore, this is an up-to-date issue, which should be further considered. Purpose. The purpose of the study is to examine types of the reporting format of managerial accounting in foreign and national economic studies and to concentrate on managerial accounting reporting by main business processes in trading enterprises. Methods. The methods used for exploring issues relevant to preparing managerial accounting reports are based on general and specific approaches to examining economic processes, phenomena and facts, particularly those that are relative to budgetary performance of purchasing departments, transportation, storing an selling in trading enterprises. The key methods applied include the following: the monographic and graphic methods; the method of grouping and comparison of indicators; analysis of the dynamics and structure of expenses; modeling and budgeting of expenses of main processes in trading enterprises; planning steps for improving managerial reporting. Results. Budgetary performance plays an important role in managerial accounting. Therefore, separate reports by the main business processes in trading enterprises are supposed to be prepared, namely on purchasing, transportation, storing and selling. The organizational structure of trading enterprises, types and total sales volumes, and other specific features of the trading industry have a significant impact on centres of responsibility, and therefore, on types and structure of managerial accounting reporting. The process of preparing reports on budgetary performance involves determining items of expenditure specific for each department of a trading enterprise and its activity. Discussion. Further research efforts should be aimed at improving managerial accounting reports with respect to budgetary performance, particularly at developing a ‘Consolidated Record of Financial Results from Selling Goods by Direct-Cost System’. The authors argue that the format of consolidated record of financial results from selling goods can be applicable to other systems. Such a consolidated record can serve as a basis for preparing ‘The Trading Company Performance Report”. This practice should be introduced in trading enterprises in line with specific characteristics of their financial and economic activities.

Abstract:
The object of research is the processes of reducing economic activity in Ukraine and the world during COVID-restrictions, reducing the amount of carbon dioxide emissions in 2020 compared to 2019 by country and in various sectors of the economy. The most topical researches and publications in which the given questions are covered are analyzed. Based on statistical data, the paper shows a slight decline in Ukraine's GDP in 2020. Based on the consideration of the negative impact of quarantine restrictions, it was noted that the type of economic activity (EA) such as passenger transport suffered the most. At the same time, as the production of foreign trade, the performance of retail trade and construction has improved its dynamics. Elsewhere in the world, there has also been a slight economic downturn, while China has been able to maintain a slight increase in GDP. For 2021, there is a positive outlook for economic growth. The introduction of lockdowns and quarantine restrictions has led to a simultaneous reduction in CO2 emissions worldwide and reduced the negative impact on the environment. Thanks to the data of carbon dioxide emissions monitoring, it is possible to see a significant reduction in emissions since the beginning of COVID-restrictions in 2020. At the end of the year, the level of emissions reached almost the same level as before the restrictions, but the total volume for the year decreased significantly. If to look at the sectors, the largest amount of carbon dioxide emissions decreased in the aviation sector. This also applies to the land transport sector. Peaks of falling CO2 emissions occur in April 2020. The study showed that the reduction in economic activity due to «lockdowns» and quarantine restrictions affected the fall in energy consumption, especially in the aviation and land transport sectors, and this, in turn, led to a reduction carbon dioxide. This duly explains the relationship between declining economic growth and reducing CO2 emissions. The conducted research will be of interest to relevant ministries and departments in terms of their areas of responsibility, relevant organizations dealing with environmental and economic research, specialists who study and use in practice research on socio-economic problems of society.

The language is a specific type of human activity, «a shape of thought». As a means of communication, it acts as an exponent of the speaker’s spirit and world outlook. The issue of shaping a linguistic world view in students of non-linguistic colleges and, in particular, the problem of the language impact on the way of view of life still requires its solution. The author of the article harks back to the history of foreign linguistic school of thoughts of German linguists Wilhelm von Humboldt (founder of theoretical linguistics) and Johann Leo Weisgerber (who proposed the term «the linguistic world view»), of American ethno-linguists Edward Sepir (author of the comprehensive typological classification of languages of the world) and Benjamin Whorf (author of the theory of linguistic relativity), of an English philosopher John Langsho Ostin, one of the creators of the theory of speech acts. The article mentions some ideas of the Russian world view presented in works of the national linguists, such as A.A. Potebnya, A. Vezhbitskaya, Ye.S. Kubryakova, V.M. Vorobyev. Drawing on many years of experience of teaching the English language in departments of international relations, linguistics and translation studies in St. Petersburg Institute for External Economic Relations, Economics and Law, the author examines the methods of shaping the linguistic world view in students of International Relations and Linguistics. The article deals with the main aspects of organizational-pedagogical, scientific- research and theatrical-critical activity of the candidate of art studies A. V. Pletniov. Little-known biographical data on the life of the theater scientist and the creative environment, in which his professional formation took place, are presented. It is noted that A. V. Pletniov was one of the first graduates of the State Institute of Theatrical Arts named after A. V. Lunacharsky (now – RUTM). He studied there in 1934–1938, surrounded by highly-qualified students, many of whom subsequently became the pride of Russian theater studies. A. V. Pletniov entered the history of the theatrical culture of Kharkiv as a talented scientist-researcher, a well-known theater critic and teacher. He stood at the origins of theater studies in Kharkiv and for almost 30 years he headed the department of the History of the Theater (now – the Department of Theater Studies) of the higher theater educational institution in the city. However, the value of his activity is much wider. The formation of the Kharkiv State Theater Institute is closely linked with the personality of A. V. Pletniov, since 1963 he wax also connected with the theater department of the Kharkiv Institute of Arts named after I. P. Kotliarevsky, and in general – with the theatrical culture of our city. However, until this time his organizational-pedagogical, scientific-research, and theatrical-critical heritage has not been properly investigated and objectively not covered. The purpose of the research is to analyze the organizational, pedagogical, scientific, research and theatrical-critical activity of A. V. Pletniov, writing it into the socio-political and artistic context of time and, at the same time, into the history of theater studies of Ukraine. A. V. Pletniov started his pedagogical activity in 1938 at the Kharkiv Theater School as a teacher of the history of the theater and the head of the educational department. With the beginning of the war, the school, which merged with the Kyiv State Theater Institute, was evacuated to the city Saratov, where A. Pletniov as a teacher worked until January 1942. From this time until the end of the war he was on the front in the field force. In 1945 he returned to the newly founded Kharkiv State Theater Institute and was immediately appointed Deputy Director of Educational and Scientific Work and a senior lecturer at the Department of History of the Theater. Together with the director of the institute Z. Smoktiy, A. Pletniov was making considerable efforts to organize the educational process in the time of economic trouble, lack of staff with the corresponding education, and provided basic conditions of work and education in the newly created higher education. Existing and new departments were supplemented and opened, the prominent artists from Kharkiv theaters and leading scientists from other universities were invited to work. Among them: D. Antonovych, O. Serdiuk, M. Krushelnytsky, O. Kramov, L. Dubovyk, V. Chystiakova and others. The peculiarity of the organization of research and methodological work was its focus on providing educational process. Several comprehensive topics on the methodology of actor education, stage language teaching, encyclopedic dictionary of theatrical terms, and a study on the history of theater development in Kharkiv were planned. It was at that time that several dissertations were planned, including A. Pletniov’s “Kharkiv Theater of the Second Quarter of the 19th Century”, which he successfully presented in 1952 in his alma mater – State Institute of Theater Art after A. V. Lunacharsky, and he was awarded a degree Doctor of Arts. In 1960, the completed dissertation study was published in the form of a monograph titled “At the Origins of the Kharkiv Theater”, which until now has not lost its relevance and is actively used in the educational process. In 1947, while being the Deputy Director of the Institute, A. Pletniov also headed the Department of Theater History. It was with him as the head of the department, the actual renewal of the department as a theatrical research center and methodological center began, it largely determined the main directions of its activities for the future. Under the direction of A. V. Pletniov, the department trained a lot of talented theatrical scholars who successfully worked and work as teachers of higher educational institutions, heads of literary units of creative groups, heads of leading theaters, heads of cultural management, members of mass media staff, well-known theatrical critics. A. Pletniov headed the department for almost 30 years – until 1976 (with a brief break in 1961–1962), giving a significant impetus to the development of theater studies in Kharkiv, in particular, theatrical criticism. He himself was actively involved in the illumination of the theatrical process in Kharkiv, leaving after himself dozens of highly professional reviews, articles, notes, sometimes controversial, bearing the imprint of time. The article emphasizes that A. Pletniov was one of the most skilled and highly educated teachers. He taught a whole range of theater studies disciplines: the history of Russian theater, the history of foreign theater, the theory of drama, theatrical criticism. Until the last years of his life, A. Pletniov conducted active scientific research, methodological, theatrical-critical and public activity. In 1968–1972, he was the Vice-Rector of the Kharkiv State Institute of Arts named after I. P. Kotliarevsky for the scientific work and theatrical department. In 1975, he finished a doctoral dissertation “From the History of the Establishment of the Soviet Theater in Ukraine”, in which he for the first time thoroughly recreated the extremely complex and multifaceted theatric life of Kharkov in the October decade (1917–1927) in the socio-cultural context, but he did not have time to defense this study. Nowadays this scientific work is striking by its multidimensional and enormous amount of material. Conclusions. As a result of the research was established that with A. Pletniov personality as a well-known teacher, a scientist and theater critic, one of the leaders of the Kharkiv Theater Institute (1945–1953), later the Kharkiv Institute of Arts named after I. P. Kotliarevsky, more than thirty years of theater education in Kharkiv were connected. Particularly remarcable the role of A. Pletniov was in the development of theater studies and theater education in such a significant theatrical center as Kharkiv, where he nearly thirty years was heading the specialized department of the history of theater (now the department of theater studies). It was under his leadership that a methodology for preparing theatrical scholars of a broad profile was formed, based on a high level of general culture and education of future specialists, on the possession of a wide spectrum of theatrical research tools. Despite some contradictions inherent in A. Pletniov’s scientific and theatrical- critical activity and reflected in his heritage, that was typical for most scholars of the humanitarian sphere of the 1930–1970s, he remains one of the decisive figures in the development of theater education and theater researches in Kharkiv. All the above motivates for a further, more profound study of the scientific-pedagogical and theatrical-critical activity of A. Pletniov and, more broadly, the development of theater studies in Kharkiv.

The article researches the position of the United States on the issue of naval arms restriction in the early 20-ies of the XX century. There are outlined causes, the course and the consequences of the intensification of Washington’s naval activity during the investigated period. It is explored the process of formation and implementation of the US initiatives to limit naval weapons before and during the Washington Peace Conference of 1921–1922. The role of the USA in the settlement of foreign policy contradictions between the leading countries of the world in the early 20-ies of the XX century is analyzed. In the early 20’s of the XX century there have been some changes in the international relations system and the role of the USA in it. Despite the isolation stance taken by Washington, the White House continues its policy of «open doors» and «equal opportunities», promoting the elimination of unequal agreements between foreign countries with China, and attempts to influence the position of European countries and Japan in the naval contest issues and limitation of naval weapons. Taking full advantages, which were giving the United States’ the richest country and world creditor status, the US Department of State has stepped up its US impact in the Asia-Pacific region. The new Republican administration succeeded in offsetting the failures of the Paris Decisions of 1919–1920 and began to СУМСЬКА СТАРОВИНА 2019 №LIV 75 construct a new model of international relations in which the United States would occupy a leading position. The success of US diplomacy at the Washington Peace Conference of 1921– 1922 contributed to this. However, the conflict between the former allies within the Entente was only smoothed out and not settled. The latter has led to increasing US capital expansion into Europe due to the significant economic growth in the country. Despite the fact that the Republicans’ achievements in US foreign policy on local issues have been much more specific than trying to solve the problem of a new system of international relations globally, these achievements have been rather relative. Leading countries in the world were still making concessions to the White House on separate issues, but in principle they were not ready to accept the scheme of relations offered by the States. The key trends of dynamics and structure of investment activity in the agroindustrial complex of Ukraine are determined. It is indicated that the most attractive type of agroindustrial complex for foreign investors is the production of food products. The tendency to decrease the level of direct state support of capital investments in the agro-industrial complex was revealed. It was established that in the types of economic activity of the agro-industrial complex in 2017, 233 investment projects were implemented accompanied by state authorities and management (national, departmental and regional levels). The proposals on improving the investment attractiveness of the agro-industrial complex are presented. Reasonable measures aimed at improving the organizational and economic mechanism of investment activity of the agro-industrial complex. The tools of stimulating investment lending in the agroindustrial complex by means of payment of budget compensations aimed at «cheapening» loans, as well as for expanding the practice of applying investment lending to the agro-industrial complex based on the use of market instruments are proposed. Promising market instruments for activating long-term (investment) lending to the agro-industrial complex have been identified, namely: support for the functioning of cooperative banks established with the participation of business entities in the agro-industrial complex; support for the creation and operation of specialized agrarian banks, which should be targeted at the priority servicing of borrowers of the agro-industrial complex; creation of the State Development Bank, which will carry out preferential investment crediting of agricultural enterprises; stimulation of introduction of the newest credit products for the agro-industrial complex.

The article is devoted to the issues of professional language training of the students majoring in International Relations. Conceptual awareness of the future professional activity of a specialist in international relations is presented as a part of the new modern professional training paradigm. It is shown that there are various effective ways of preparing students for intercultural communication in professional discourse in the process of teaching and learning a foreign language. A matter of great importance is to develop for students the conceptotermino- systems in questions of international politics, economics, science and war technologies, humanitarian, ideological and international issues of culture and education. This multisided process is complex, value-determined, social, practically-oriented, culturally focused. The author proposes a system of pedagogical support for this process which is based on the integration of different kinds of educational activity: study, research and social activities. All this should work at different levels, that of an individual, group, department, university, cooperation between universities either within the country or in different countries of the world. The ideas of life-learning education should also be carefully developed in this respect. The importance of the student-centered teaching is shown. Abstract:
Introduction. The objective of the research is to show that the activity of Soviet secret service on presenting intelligence information to USSR policymakers in the interwar period contributed to strengthening security of the Soviet Union and influenced the shaping of its foreign policy. Methods and materials. Taking into consideration the type of empiric material we chose the historic genetic method as a scientific method of the research, as it gives an opportunity to reveal the cause-effect link between the episodes and to study subjective and objective factors of historical events. The research is based on sources kept in the Central State Navy Archive and the Saint Petersburg Central State Archive of Historical-Political Documents. Analysis and results. This part deals with the documents sent to the USSR from zones of regional conflicts in Spain and China in the 1930s and after the beginning of the crisis in Czechoslovakia in 1938. It is noteworthy that the sources of the Soviet intelligence agency were close to Chiang Kaishek and his wife Soong May-ling, and got access to the reports of American attaché to the U.S. State Department. Conclusion. The authors state that the diversified information sent by the Soviet intelligence agency revealed wrong views of Soviet political leaders on the character of the future war, showing that potential allies were not willing to get rid of their interests to receive military and economic aid from the USSR.

The purpose of the article is the development of organizational and methodological tools of keeping record of goods exchange operations at transfer prices. The article studies peculiarities of business operations accounting and preparation of financial reports with the glance to differences in record keeping systems of different countries in order to establish effective data exchange between accounting services of the companies involved in foreign economic activity. It was proven that the use of transfer pricing has a considerable effect on labor intensity of record keeping operations and complicates the process of establishment of record keeping system, requiring increase in the accounting department staff and additional financial and material costs. The main steps of development of an effective information system for keeping record of FEA operations at transfer prices have been identified. Functional and technical requirements, algorithm of information system operation, including requirements to the main data sources, composition of directories for determination of comparative prices, statistical data have been developed and described. The sequence of comparative analysis for determination of compatibility of companies and business operations has been developed. A documentogram for keeping record of goods (works, services) at transfer prices for trade enterprises has been developed. The chronological scope of the study was from 1944 to 1989, from the establishment of diplomatic relations between the USSR and Bulgaria after the 1944 Bulgarian coup d’etat until the democratization of the Bulgarian state and society began. The development of Bulgarian-Soviet diplomatic relations, their activity and peculiarities were condi tioned by the subordinate status of Bulgaria, the formation of Moscow’s directive diplomacy, and the high intensity of economic and other ties. Particular attention in them belonged to Ukraine, which became the field of activity of Bulgarian diplomats. Before the opening of the consulates, the coordination of diplomatic activities in Ukraine was conducted from the embassy in Moscow. In 1965, the first Consulate General of Bulgaria was opened in Odessa; in 1971 – in Kiev, which had features – the Consulate General in Odessa was focused on economic issues, the Consulate General in Kiev – the problems of political and international importance. The author shows that the documents of the archive reveal the functional aspects of consulates, as well as their composition, characteristics of Bulgarian diplomats, everyday life, problems of stay and work. The documents include the personalities of some of the general consuls like S. Ralev, N. Minkov, K. Evtimov, I. Radonov. An important feature of the diplomatic activity of the Bulgarian diplomatic missions was their complete control of the Party centers of the USSR and the People’s Republic of Bulgaria. The Ministry of Foreign Affairs of Ukraine in these conditions was the executor of the tasks of the Central Committee of the Communist Party, the Central Committee of the CPSU, the translator of their position, the informer, while performing traditional functions within the framework of international diplomatic law. The most meaningful for the characteristics of the Soviet/Ukrainian-Bulgarian relations are the conversations with the consuls of Bulgaria, which testify to the dependent position of the country. At the same time, the Bulgarian diplomats were trustees who reported on relations in the consular corps of Kiev, the political views of diplomats, especially criticism of the USSR. The author comes to the conclusion that the diplomatic missions of the People’s Republic of Bulgaria in Ukraine were part of a fairly well-established system of Soviet-Bulgarian relations in general, the study of which continues.

The article discusses some of the features of teaching translation in regional higher educational institutions. The factors influencing the organization of the learning process are considered, and the possibilities of using modern approaches in the preparation of professional translators are analyzed. Today, life itself dictates the need to create a new system of personal and professional development of modern specialists in the field of intercultural communication. The following factors can be identified as the main ones affecting the efficiency and success of the educational process: geographical, social and economic and educational. Geographic refers to the growing number of universities that train translators not in the capital but in regional higher educational institutions. Higher educational institutions, which yesterday were technical, economic and even agricultural have recently received the status of universities and today are actively engaged in the training of future translators. Under the socio-economic component, the problem of the material and technical base of the university and the provision of such faculties and departments with qualified specialists is considered. Educational factor means the level of foreign language proficiency and it should be mentioned that it is not enough profound for translation activity. The training of translators is based on the position that training in translation and interpretation should be carried out by different methods. It is necessary to provide practice in this activity to each student Practice shows that significant difficulties in teaching translation arise due to a lack of understanding of the textual nature of the translation process, due to the inability to isolate nationally specific features, and also due to insufficient knowledge of the algorithm of translation actions. Therefore, from the very beginning, the training of future translators should be aimed at the formation of professional translation competence. The inclusion of the educational process in real life, allows the teacher to demonstrate clearly what the knowledge and training in the classroom turned out to be successful and useful, and what needs correction and improvement for successful work.

Recordings of conversations between Soviet amerikanists (experts for US studies) and American scientists, politicians, public figures, and businessmen became an important information source for experts and for the Soviet party leadership. In the late 1960s — early 1970s these conversations played the role of an informal channel connecting representatives of American and Soviet elites through the Institute for US Studies of the Soviet Academy of Sciences. Using the theory of cultural transfer and the methodology of social constructivism, the author of this article conducts a detailed analysis of an information note that was sent to the Central Committee of the CPSU by the Institute for US Studies in 1969. The note is a recording of a conversation between amerikanists and American businessman Charles Thornton. It contains Thornton’s statements about the perception of the USSR in the United States; Soviet economic development and American-Soviet cooperation opportunities; American principles of management and organization of production. The American experience became a reference for the USSR in the context of détente and the ongoing economic reform. The ideas evoked a potent reaction among the Soviet party elite. There are a lot of marks in the margins of the note made by readers from different departments of CPSU. However, despite the favorable environment and official’s interest, the note was not discussed, and no specific decisions were made. This case-study allows us to raise a number of questions about the Soviet-American transfer of ideas, the image of the United States in the USSR, and the process of making domestic and foreign policy decisions.

The article notes that in the period of preparation for the chairmanship of the Arctic Council (2021–2023), in order to further develop the Arctic zone of the Russian Federation, new strategic documents, a package of benefits and preferences for business development were prepared and approved, measures were taken for the sustainable development of indigenous peoples, and to increase the role of science in Arctic research. The author draws attention to some unsolved problems of socio-economic development of the Arctic region (outflow of the population, especially young people; shortcomings of the organization of the shift method of work and centralized coordination and control of state orders and supplies to the population of hard-to-reach Arctic regions; violation of environmental requirements). It is emphasized that Russia assumes the post of chairman of the Arctic Council at a difficult time: the coronavirus pandemic, political tensions in relations with the West, including on issues of management and security of the Arctic, economic sanctions from the Arctic states, which creates certain difficulties in the activities in the Arctic direction. The author concludes that the developed program, the plan of main events, the activity of ministries and departments in the next 2 years will allow us to successfully cope with the chairmanship, show our foreign colleagues all the best that is available in the Russian Far North, and contribute to the strengthening of the Arctic Council.

The activity of the scientific school is conducted in different directions, namely: fulfillment of budget and non-budget themes; research, done to the order of enterprises and public administration bodies; preparation of doctoral dissertations by graduate and doctoral students of the departments of the faculty (formerly candidate and doctoral); publication of scientific articles and monographs on the problems of accounting, analysis, control, audit and taxation; organization and conduction of interdepartmental, university, interuniversity, all-Ukrainian and international scientific conferences, seminars and round tables; scientific cooperation with other departments of the university, with domestic and foreign institutions of higher education, etc. The activities of the departments of the Faculty of Accounting and Tax Management, both those currently operating and the reorganized ones, as well as the Institute of Accounting are covered in detail. The purpose of the article is to characterize the legal regulation of relations in the field of public ownership, which is an important economic resource for the fulfilment of tasks and functions assigned to the state. Approaches to understanding public ownership as an economic and social category are analysed, its relationship with property in the general sense is clarified. It is stated that public property is one of the most important categories in our lives because we use it every day, regardless of our desire. At the same time, the level of vital activity and improvement of the population in each state depends, first of all, on how much it provides its citizens with the property of the commons, that is, that property which every person can use, regardless of status, age, sex, religion or any other characteristics. Special attention is paid to the features of legal regulation of public property relations in the conditions of the transformation of the economy. General and special features of public property are identified. Some features of the formation of concepts concerning the understanding of public property in foreign countries and the experience of legal regulation of public property relations are revealed. It is proved that the existing legal acts on control over public property necessitate us to conclude on the unsatisfactory state of legal regulation in this sphere. The main directions for solving this problem are: transfer of legal regulation to the legislative level, as well as the systematization and partial abolition of departmental acts; clear definition of control objects; establishment of a system of control subjects and principles for the division of competences between them; differentiated consolidation of content and control procedures depending on the type of public property, legal regime of its use, and other factors (control over the legality, the efficiency of the property use, its preservation, etc.). Practical importance of scientific results of the study is the clarification of concepts of “public ownership”, “public property” in the context of legal regulation, which is important for the successful socio-economic development of the state and promotes the identification of those factors hampering the development of the economy, the development and further improvement of the legal framework, which regulates the economy and affects the development of an effective economic crisis exit strategy. The public property of the state is not only one of the most important elements in ensuring the fulfilment of state functions but also the basic, decisive condition for the observance and realization of national interests. In view of this, scientific research in this area is relevant and timely in the period of the search for the priorities of the state economic policy. Methodology. The methodological basis of the study of public ownership is determined a set of methods of scientific knowledge that allow considering this problem as a multidimensional, interdisciplinary phenomenon. On the basis of system-structural, system-functional, and other scientific approaches, the concept of public ownership as a complex system category, covering the theoretical and practical level of economic activity of the state, has developed.

The article is devoted to the problem of forming a unified conceptual model for the application of professional accounting judgment. The model takes into account not only the concept, but also the prerequisites, conditions of application and the process of judgment developing along with non-standard situations on which an accountant can express his competent opinion. The methodological framework of the study is based on the scientific developments of domestic and foreign scientists regarding the classification of professional accounting judgments and their comparative characteristics. The research methodology provides for the systematization of types of accounting judgments that affect the financial and economic activities of the organization. The result of the research is the development and justification of the author’s classification of accounting judgments singling out such classification features as organizational and legal form of a business, type and scope of economic activity, financial condition and accounting standards applied, which makes it possible to determine the purpose of professional judgment of an accountant. The further specification of classes and the development of classification features of professional accounting judgment will result in perceiving this category not only as a tool for solving applied accounting problems, but also as a conceptual platform built into the structure of accounting theory. The proposals based on the study are intended for effective use of accounting judgments as a comparatively new accounting and reporting tool to generate accounting and analytical information by the specialists of accounting departments of different organizations. The system of classification decisions will most fully define the role and designation of accounting judgments in accounting practice.
