Abstract:
The development of generic principles is advocated as the goal of sociology. Recent postmodern concerns with particularistic and local explanations are compared with the New Iowa School's commitment to uncovering generic forms of social life. While postmodern theorists such as Denzin, Ellis, Richardson, and Seidman advocate an epistemic approach that denies an interest in the development of generic principles, their analyses belie this epistemic commitment. The New Iowa School advocates the development of generic principles of social life and offers a methodological standpoint to achieve this goal—the third party standpoint.

Abstract:
Zoltán Kodály, a Hungarian composer, ethnomusicologist, and music educator, is widely known for his philosophical and pedagogical contributions to music education. The purpose of this article was to trace the development of the Kodály movement in the United States from its implementation in the 1960s to present day. Questions that guided the research were (1) Who was Zoltán Kodály and what was his philosophy of music education? (2) Who were some of the American music educators who initially implemented the Kodály concept in the United States and what role did they play in the spread of the concept? and (3) How has the Kodály concept evolved in the United States? Following an overview of Kodály and his philosophy, the contributions of Mary Helen Richards, Denise Bacon, Lois Choksy, and Sr. Lorna Zemke during the early years of the Kodály movement are discussed. The evolution of the Kodály concept is discussed in relation to the work of Lois Choksy, Ann Eisen and Lamar Robertson, John Feierabend, Susan Brumfield, and Mícheál Houlahan and Philip Tacka. A conclusion includes suggestions for the advancement of the Kodály concept, including the need for research on the methods of the approach.

Abstract The essay locates Joel Thomas Hynes’s We’ll All Be Burnt in Our Beds Some Night (2017), narrated by the social outcaste Johnny, in an international “heroin realism” tradition. Hynes, styled as Canada’s “bad boy” author, thus evoking his emotional ties to his protagonist, situates Johnny on the margins of Canada: in Newfoundland, which has been systemically disenfranchised from Canada’s centre beside the rest of Atlantic Canada for over a century, as novels by Michael Crummey, Lisa Moore, David Adams Richards, Alistair MacLeod, and Hugh MacLennan show. The regionally representative Johnny complicates romantic figurations of Canada, which prides itself on progressiveness and equal opportunity, and which is globally envisaged as a beacon of mobility and community. Characters like Johnny do not fit into mythical Canada, whether in its pan-Canadian variety, where the East Coast is mythologized as an ocean oasis of what Herb Wyile calls “commercial antimodernism,” or in its depressive, alcoholic Atlantic-Canadian version. Limited by his social positioning, ot unlike Rose in Alice Munro’s collection The Beggar Maid (1978), Johnny cannot actualise the mobility Canadiana advertises – this despite his inculcation of this seductive delusion via books. He instead experiences what bell hooks calls “psychic turmoil”: the discomfiture of simultaneously occupying two distinct yet continuous narratives. Johnny’s regional narrative, then, not only translates to Rose’s national one, as well as to the spirit of the Beats, of road novelists, and of Hunter S. Thompson’s gonzo, but also to the international dimensions of other personages in “heroin realism.” Writers like Joel Thomas Hynes, Harry Crews, Denis Johnson, Antonio Lobo Antunes, Jeet Thayil, Eimear McBride, and Niall Griffiths work to deconstruct romantic idealizations. The figures of heroin realism, like Johnny, are those characters who are neither commoditized by class relations nor by national narratives.

Abstract:
Background:Axial spondyloarthritis (axSpA) spectrum covers radiographic axSpA and non-radiographic axSpA (nr-axSpA). PREVENT (NCT02696031) is the first phase III, placebo (PBO) controlled study evaluating secukinumab (SEC) 150 mg with (LD) or without loading (NL) dose, in patients (pts) with nr-axSpA.1The study had 2 independent analysis plans as per EU (Wk 16) and US (Wk 52) regulatory requirements.Objectives:To report efficacy through Wk 52 and safety up to two years for the PREVENT study.Methods:555 pts fulfilling ASAS criteria for axSpA plus abnormal CRP and/or MRI, without evidence of radiographic changes in sacroiliac (SI) joints according to modified New York Criteria for AS were enrolled. All images were assessed centrally before inclusion. Pts were randomised (1:1:1) to SEC 150 mg with LD, NL, or PBO at baseline (BL). LD pts received SEC 150 mg at Wks 1, 2, 3, and 4, and then every 4 wks (q4wk) starting at Wk 4. NL pts received SEC 150 mg at BL and PBO at Wks 1, 2, and 3, and then 150 mg q4wk. Switch to open-label (OL) SEC 150 mg or standard of care (SoC) was permitted after Wk 20. Primary endpoint was ASAS40 at Wk 16 (LD) and at Wk 52 (NL) in anti-TNF-naïve pts. Secondary endpoints (overall population) included ASAS40, BASDAI50, SI joint bone marrow edema (BME) score by MRI at Wks 16 and 52 and ASDAS-CRP inactive disease (ID) at Wk 52. Endpoints were analysed according to statistical hierarchy. Analysis used non responder imputation through Wk 52. Safety analyses included all pts who received ≥1 dose of study treatment.Results:Overall, 481 pts completed 52 wks with no major differences in retention across groups: 84.3% (156/185; LD), 89.7% (165/184; NL) and 86.0% (160/186; PBO). BL characteristics were similar across groups; 90% pts were anti-TNF-naïve, 56-58% pts had elevated CRP, 71-75% pts had evidence of SI joint inflammation by MRI. Proportion of pts who switched to OL or SoC between Wks 20 and 48 was 52.1% (LD), 49.2% (NL), and 67.4% (PBO). Primary endpoints at Wk 16 and Wk 52 were met (Table). SEC 150 mg LD or NL significantly improved secondary endpoints at Wk 16 and 52 vs PBO (Table). SEC significantly reduced SI joint MRI BME score vs PBO at Wk 16 (-1.68 and -1.03 vs -0.39;P= 0.0197 and 0.026, LD and NL respectively). No unexpected safety signals were reported.Conclusion:SEC 150 mg provided significant and sustained improvement in signs and symptoms of pts with nr-axSpA through Wk 52. MRI BME scores were reduced accordingly. There was no major difference between LD and NL. Abstract:
What creative techniques of resistance are available to a female filmmaker when she is the victim of a violent event and filmed at her most vulnerable? This article uses an autoethnographic lens to discuss my experience of a serious car crash my family and I were inadvertently involved in due to police negligence and a criminal act. Employing Creative Analytical Practice (CAP) ethnography, a reflexive form of research which recognises that the creative process, producer and product are “deeply intertwined” (Richardson, “Writing: A Method” 930), I investigate how the crash’s violent affects crippled my agency, manifested in my creative praxis and catalysed my identification of latent forms of institutionalised violence in film culture, its discourse and pedagogy that also contributed to my inertia. The article maps my process of writing a feature length screenplay during the aftermath of the crash as I set out to articulate my story of survival and resistance. Using this narrative inquiry, in which we can “investigate how we construct the world, ourselves, and others, and how standard objectifying practices...unnecessarily limit us” (Richardson, “Writing: A Method” 924), I outline how I attempted to disrupt the entrenched power structures that exist in dominant narratives of violence in film and challenge my subjugated positioning as a woman within this canon. I describe my engagement with the deconstructionist practices of writing the body and militant feminist cinema, which suggest subversive opportunities for women’s self-determination by encouraging us to embrace our exiled positioning in dominant discourse through creative experimentation, and identify some of the possibilities and limitations of this for female agency. Drawing on CAP ethnography, existentialism, film feminism, and narrative reframing, I assert that these reconstructive practices are more effective for the creative enfranchisement of women by not relegating us to the periphery of social systems and cultural forms. Instead, they enable us to speak back to violent structures in a language that has greater social access, context and impact.My strong desire to tell screen stories lies in my belief that storytelling is a crucial evolutionary mechanism of resilience. Narratives do not simply represent the social world but also have the ability to change it by enabling us to “try to figure out how to live our lives meaningfully” (Ellis 760). This conviction has been directly influenced by my personal story of trauma and survival when myself, my siblings, and our respective life partners became involved in a major car crash. Two police officers attending to a drunken brawl in an inner city park had, in their haste, left the keys in the ignition of their vehicle. We were travelling across a major intersection when the police car, which had subsequently been stolen by a man involved in the brawl – a man who was wanted on parole, had a blood alcohol level three times over the legal limit, and was driving at speeds exceeding 110kms per hour - ran a red light and crossed our path, causing us to crash into his vehicle. From the impact, the small four-wheel drive we were travelling in was catapulted metres into the air, rolling numerous times before smashing head on into oncoming traffic. My heavily pregnant sister was driving our vehicle.The incident attracted national media attention and our story became a sensationalist spectacle. Each news station reported erroneous and conflicting information, one stating that my sister had lost her unborn daughter, another even going so far as to claim my sister had died in the crash. This tabloidised, ‘if it bleeds, it leads’, culture of journalism, along with new digital technologies, encourages and facilitates the normalisation of violent acts, often inflicted on women. Moreover, in their pursuit of high-rating stories, news bodies motivate dehumanising acts of citizen journalism that see witnesses often inspired to film, rather than assist, victims involved in a violent event. Through a connection with someone working for a major news station, we discovered that leading news broadcasters had bought a tape shot by a group of men who call themselves the ‘Paparazzi of Perth’. These men were some of the first on the scene and began filming us from only a few metres away while we were still trapped upside down and unconscious in our vehicle. In the recording, the men are heard laughing and celebrating our tragedy as they realise the lucrative possibilities of the shocking imagery they are capturing as witnesses pull us out of the back of the car, and my pregnant sister incredibly frees herself from the wreckage by kicking out the window.As a female filmmaker, I saw the bitter irony of this event as the camera was now turned on me and my loved ones at our most vulnerable. In her discussion of the male gaze, a culturally sanctioned form of narrational violence against women that is ubiquitous in most mainstream media, Mulvey proposes that women are generally the passive image, trapped by the physical limits of the frame in a permanent state of powerlessness as our identity is reduced to her “to-be-looked-at-ness” (40). For a long period of time, the experience of performing the role of this commodified woman of a weaponised male gaze, along with the threat of annihilation associated with our near-death experience, immobilised my spirit. I felt I belonged “more to the dead than to the living” (Herman 34). When I eventually returned to my creative praxis, I decided to use scriptwriting as both my “mode of reasoning and a mode of representation” (Richardson, Writing Strategies 21), test whether I could work through my feelings of alienation and violation and reclaim my agency. This was a complex and harrowing task because my memories “lack[ed] verbal narrative and context” (Herman 38) and were deeply rooted in my body. Cixous confirms that for women, “writing and voice...are woven together” and “spring from the deepest layers of her psyche” (Moi 112). For many months, I struggled to write. I attempted to block out this violent ordeal and censor my self. I soon learnt, however, that my body could not be silenced and was slow to forget. As I tried to write around this experience, the trauma worked itself deeper inside of me, and my physical symptoms worsened, as did the quality of my writing.In the early version of the screenplay I found myself writing a female-centred film about violence, identity and death, using the fictional narrative to express the numbness I experienced. I wrote the female protagonist with detachment as though she were an object devoid of agency. Sartre claims that we make objects of others and of ourselves in an attempt to control the uncertainty of life and the ever-changing nature of humanity (242). Making something into an object is to deprive it of life (and death); it is our attempt to keep ourselves ‘safe’. While I recognise that the car crash’s reminder of my mortality was no doubt part of the reason why I rendered myself, and the script’s female protagonist, lifeless as agentic beings, I sensed that there were subtler operations of power and control behind my self-objectification and self-censorship, which deeply concerned me. What had influenced this dea(r)th of female agency in my creative imaginings? Why did I write my female character with such a red pen? Why did I seem so compelled to ‘kill’ her? I wanted to investigate my gender construction, the complex relationship between my scriptwriting praxis, and the context within which it is produced to discover whether I could write a different future for myself, and my female characters. Kiesinger supports “contextualizing our stories within the framework of a larger picture” (108), so as to remain open to the possibility that there might not be anything ‘wrong’ with us, per se, “but rather something very wrong with the dynamics that dominate the communicative system” (109) within which we operate: in the case of my creative praxis, the oppressive structures present in the culture of film and its pedagogy.Pulling FocusWomen are supposed to be the view and when the view talks back, it is uncomfortable.— Jane Campion (Filming Desire)It is a terrible thing to see that no one has ever taught us how to develop our vision as women neither in the history of arts nor in film schools.— Marie Mandy (Filming Desire)The democratisation of today’s media landscape through new technologies, the recent rise in female-run production companies (Zemler) in Hollywood, along with the ground-breaking #MeToo and Time’s Up movements has elevated the global consciousness of gender-based violence, and has seen the screen industry seek to redress its history of gender imbalance. While it is too early to assess the impact these developments may have on women’s standing in film, today the ‘celluloid ceiling’ still operates on multiple levels of indoctrination and control through a systemic pattern of exclusion for women that upholds the “nearly seamless dialogue among men in cinema” (Lauzen, Thumbs Down 2). Female filmmakers occupy a tenuous position of influence in the mainstream industry and things are not any better on the other side of the camera (Lauzen, The Celluloid Ceiling). For the most part, Hollywood’s male gaze and penchant for sexualising and (physically or figuratively) killing female characters, which normalises violence against women and is “almost inversely proportional to the liberation of women in society” (Mandy), continues to limit women to performing as the image rather than the agent on screen.Film funding bodies and censorship boards, mostly comprised of men, remain exceptionally averse to independent female filmmakers who go against the odds to tell their stories, which often violate taboos about femininity and radically redefine female agency through the construction of the female gaze: a narrational technique of resistance that enables reel woman to govern the point of view, imagery and action of the film (Smelik 51-52). This generally sees their films unjustly ghettoised through incongruent classification or censorship, and forced into independent or underground distribution (Sexton-Finck 165-182). Not only does censorship propose the idea that female agency is abject and dangerous and needs to be restrained, it prevents access to this important cinema by women that aims to counter the male gaze and “shield us from this type of violence” (Gillain 210). This form of ideological and institutional gatekeeping is not only enforced in the film industry, it is also insidiously (re)constituted in the epistemological construction of film discourse and pedagogy, which in their design, are still largely intrinsically gendered institutions, encoded with phallocentric signification that rejects a woman’s specificity and approach to knowledge. Drawing on my mutually informative roles as a former film student and experienced screen educator, I assert that most screen curricula in Australia still uphold entrenched androcentric norms that assume the male gaze and advocate popular cinema’s didactic three-act structure, which conditions our value systems to favour masculinity and men’s worldview. This restorative storytelling approach is argued to be fatally limiting to reel women (Smith 136; Dancyger and Rush 25) as it propagates the Enlightenment notion of a universal subjectivity, based on free will and reason, which neutralises the power structures of society (and film) and repudiates the influence of social positioning on our opportunity for agency. Moreover, through its omniscient consciousness, which seeks to efface the presence of a specific narrator, the three-act method disavows this policing of female agency and absolves any specific individual of responsibility for its structural violence (Dyer 98).By pulling focus on some of these problematic mechanisms in the hostile climate of the film industry and its spaces of learning for women, I became acutely aware of the more latent forms of violence that had conditioned my scriptwriting praxis, the ambivalence I felt towards my female identity, and my consequent gagging of the female character in the screenplay.Changing Lenses How do the specific circumstances in which we write affect what we write? How does what we write affect who we become?— Laurel Richardson (Fields of Play 1)In the beginning, there is an end. Don’t be afraid: it’s your death that is dying. Then: all the beginnings.— Helene Cixous (Cixous and Jensen 41)The discoveries I made during my process of CAP ethnography saw a strong feeling of dissidence arrive inside me. I vehemently wanted to write my way out of my subjugated state and release some of the anguish that my traumatised body was carrying around. I was drawn to militant feminist cinema and the French poststructuralist approach of ‘writing the body’ (l’ecriture feminine) given these deconstructive practices “create images and ideas that have the power to inspire to revolt against oppression and exploitation” (Moi 120). Feminist cinema’s visual treatise of writing the body through its departure from androcentric codes - its unformulaic approach to structure, plot, character and narration (De Lauretis 106) - revealed to me ways in which I could use the scriptwriting process to validate my debilitating experience of physical and psychic violence, decensor my self and move towards rejoining the living. Cixous affirms that, “by writing her self, woman will return to the body which has been more than confiscated from her, which has been turned into…the ailing or dead figure” (Cixous, The Laugh of the Medusa 880). It became clear to me that the persistent themes of death that manifested in the first draft of the script were not, as I first suspected, me ‘rehearsing to die’, or wanting to kill off the woman inside me. I was in fact “not driven towards death but by death” (Homer 89), the close proximity to my mortality, acting as a limit, was calling for a strengthening of my life force, a rebirth of my agency (Bettelheim 36). Mansfield acknowledges that death “offers us a freedom outside of the repression and logic that dominate our daily practices of keeping ourselves in order, within the lines” (87).I challenged myself to write the uncomfortable, the unfamiliar, the unexplored and to allow myself to go to places in me that I had never before let speak by investigating my agency from a much more layered and critical perspective. This was both incredibly terrifying and liberating and enabled me to discard the agentic ‘corset’ I had previously worn in my creative praxis. Dancyger and Rush confirm that “one of the things that happens when we break out of the restorative three-act form is that the effaced narrator becomes increasingly visible and overt” (38). I experienced an invigorating feeling of empowerment through my appropriation of the female gaze in the screenplay which initially appeased some of the post-crash turmoil and general sense of injustice I was experiencing. However, I soon, found something toxic rising inside of me. Like the acrimonious feminist cinema I was immersed in – Raw (Ducournau), A Girl Walks Home at Night (Amirpour), Romance (Breillat), Trouble Every Day (Denis), Baise-Moi (Despentes and Thi), In My Skin (Van), Anatomy of Hell (Breillat) – the screenplay I had produced involved a female character turning the tables on men and using acts of revenge to satisfy her needs. Not only was I creating a highly dystopian world filled with explicit themes of suffering in the screenplay, I too existed in a displaced state of rage and ‘psychic nausea’ in my daily life (Baldick and Sartre). I became haunted by vivid flashbacks of the car crash as abject images, sounds and sensations played over and over in my mind and body like a horror movie on loop. I struggled to find the necessary clarity and counterbalance of stability required to successfully handle this type of experimentation.I do not wish to undermine the creative potential of deconstructive practices, such as writing the body and militant cinema, for female filmmakers. However, I believe my post-trauma sensitivity to visceral entrapment and spiritual violence magnifies some of the psychological and physiological risks involved. Deconstructive experimentation “happens much more easily in the realm of “texts” than in the world of human interaction” (hooks 22) and presents agentic limitations for women since it offers a “utopian vision of female creativity” (Moi 119) that is “devoid of reality...except in a poetic sense” (Moi 122). In jettisoning the restorative qualities of narrative film, new boundaries for women are inadvertently created through restricting us to “intellectual pleasure but rarely emotional pleasure” (Citron 51). Moreover, by reducing women’s agency to retaliation we are denied the opportunity for catharsis and transformation; something I desperately longed to experience in my injured state. Kaplan acknowledges this problem, arguing that female filmmakers need to move theoretically beyond deconstruction to reconstruction, “to manipulate the recognized, dominating discourses so as to begin to free ourselves through rather than beyond them (for what is there ‘beyond’?)” (Women and Film 141).A potent desire to regain a sense of connectedness and control pushed itself out from deep inside me. I yearned for a tonic to move myself and my female character to an active position, rather than a reactive one that merely repeats the victimising dynamic of mainstream film by appropriating a reversed (female) gaze and now makes women the violent victors (Kaplan, Feminism and Film 130). We have arrived at a point where we must destabilise the dominance-submission structure and “think about ways of transcending a polarity that has only brought us all pain” (Kaplan, Feminism and Film 135). I became determined to write a screen narrative that, while dealing with some of the harsh realities of humanity I had become exposed to, involved an existentialist movement towards catharsis and activity.ReframingWhen our stories break down or no longer serve us well, it is imperative that we examine the quality of the stories we are telling and actively reinvent our accounts in ways that permit us to live more fulfilling lives.— Christine Kiesinger (107)I’m frightened by life’s randomness, so I want to deal with it, make some sense of it by telling a film story. But it’s not without hope. I don’t believe in telling stories without some hope.— Susanne Bier (Thomas)Narrative reframing is underlined by the existentialist belief that our spiritual freedom is an artistic process of self-creation, dependent on our free will to organise the elements of our lives, many determined out of our control, into the subjective frame that is to be our experience of our selves and the world around us (107). As a filmmaker, I recognise the power of selective editing and composition. Narrative reframing’s demand for a rational assessment of “the degree to which we live our stories versus the degree to which our stories live us” (Kiesinger 109), helped me to understand how I could use these filmmaking skills to take a step back from my trauma so as to look at it objectively “as a text for study” (Ellis 108) and to exercise power over the creative-destructive forces it, and the deconstructive writing methods I had employed, produced. Richardson confirms the benefits of this practice, since narrative “is the universal way in which humans accommodate to finitude” (Writing Strategies 65).In the script’s development, I found my resilience lay in my capacity to imagine more positive alternatives for female agency. I focussed on writing a narrative that did not avoid life’s hardships and injustices, or require them to be “attenuated, veiled, sweetened, blunted, and falsified” (Nietzsche and Hollingdale 68), yet still involved a life-affirming sentiment. With this in mind, I reintroduced the three-act structure in the revised script as its affectivity and therapeutic denouement enabled me to experience a sense of agentic catharsis that turned “nauseous thoughts into imaginations with which it is possible to live” (Nietzsche 52). Nevertheless, I remained vigilant not to lapse into didacticism; to allow my female character to be free to transgress social conventions surrounding women’s agency. Indebted to Kaplan’s writing on the cinematic gaze, I chose to take up what she identifies as a ‘mutual gaze’; an ethical framework that enabled me to privilege the female character’s perspective and autonomy with a neutral subject-subject gaze rather than the “subject-object kind that reduces one of the parties to the place of submission” (Feminism and Film 135). I incorporated the filmic technique of the point of view (POV) shot for key narrative moments as it allows an audience to literally view the world through a character’s eyes, as well as direct address, which involves the character looking back down the lens at the viewer (us); establishing the highest level of identification between the spectator and the subject on screen.The most pertinent illustration of these significant scriptwriting changes through my engagement with narrative reframing and feminist film theory, is in the reworking of my family’s car crash which became a pivotal turning point in the final draft. In the scene, I use POV and direct address to turn the weaponised gaze back around onto the ‘paparazzi’ who are filming the spectacle. When the central (pregnant) character frees herself from the wreckage, she notices these men filming her and we see the moment from her point of view as she looks at these men laughing and revelling in the commercial potential of their mediatised act. Switching between POV and direct address, the men soon notice they have been exposed as the woman looks back down the lens at them (us) with disbelief, reproaching them (us) for daring to film her in this traumatic moment. She holds her determined gaze while they glance awkwardly back at her, until their laughter dissipates, they stop recording and appear to recognise the culpability of their actions. With these techniques of mutual gazing, I set out to humanise and empower the female victim and neutralise the power dynamic: the woman is now also a viewing agent, and the men equally perform the role of the viewed. In this creative reframing, I hope to provide an antidote to filmic violence against and/or by women as this female character reclaims her (my) experience of survival without adhering to the culture of female passivity or ressentiment.This article has examined how a serious car crash, being filmed against my will in its aftermath and the attendant damages that prevailed from this experience, catalysed a critical change of direction in my scriptwriting. The victimising event helped me recognise the manifest and latent forms of violence against women that are normalised through everyday ideological and institutional systems in film and prevent us from performing as active agents in our creative praxis. There is a critical need for more inclusive modes of practice – across the film industry, discourse and pedagogy – that are cognisant and respectful of women’s specificity and our difference to the androcentric landscape of mainstream film. We need to continue to exert pressure on changing violent mechanisms that marginalise us and ghettoise our stories. As this article has demonstrated, working outside dominant forms can enable important emancipatory opportunities for women, however, this type or deconstruction also presents risks that generally leave us powerless in everyday spaces. While I advocate that female filmmakers should look to techniques of feminist cinema for an alternative lens, we must also work within popular film to critique and subvert it, and not deny women the pleasures and political advantages of its restorative structure. By enabling female filmmakers to (re)humanise woman though encouraging empathy and compassion, this affective storytelling form has the potential to counter violence against women and mobilise female agency. Equally, CAP ethnography and narrative reframing are critical discourses for the retrieval and actualisation of female filmmakers’ agency as they allow us to contextualise our stories of resistance and survival within the framework of a larger picture of violence to gain perspective on our subjective experiences and render them as significant, informative and useful to the lives of others. Abstract:
We live in the “age of curation”, according to Eliot van Buskirk. In this issue of M/C Journal we bring together authors from diverse fields to explore what this ‘age’ looks, sounds and feels like. In so doing, the papers highlight both the ubiquitous and contested nature of curation. In this collection, authors variously demonstrate that curation functions as an ongoing process of mediation, orchestration and representation. While many of the articles maintain connections to the etymology of the term, referring to the Latin root of curate - curare or to care - their foci move substantially away from its traditional location within the sphere of the arcane, wherein the curate was responsible for the care of souls. Instead, the issues addressed are concerned with more earthly manifestations of this practice ranging from investigations of transport policy through to how food can be curated to tell a story of nationhood. Via analysis of such diverse topics, this issue demonstrates key shifts in the meanings generated by the term curate. The modernist conception of curate relegated the term to the realm of cultural institutions within which the art or museum curator focused on her capacity to select, collate and display artefacts acting “as a kind of interface between artist, institution and audience” (Graham and Cook 10). Implied within this view of curatorship is a form of neutrality in the curatorial process. The curatorial presence appears traceless or invisible and the selected artefacts are represented as being responsible for the relay of cultural narratives. However, following the ‘curatorial turn’ in the 1960s, in which “curators were beginning to make visible the mediating component within the formation, production, and dissemination of an exhibition” (O’Neill 13) it became clear that curators and the curatorial process had “crucial significance” in the production of meanings of artefacts (Staniszewski 91). Through this lens, curatorial praxis no longer equated to objective presentation of cultural objects. Instead it came to be seen as a process of mediation and translation (Lind) mired in a “complex, interminable procedure of adjustment of variable social ambitions and interests” (16). Accompanying this shift was the rise of what O’Neill refers to as a “distinct mode of discourse” (Culture 2) for curatorship and the repositioning of both the curator and the curatorial act in the 1980s and 1990s as “a mode of proactive participation in the processes of artistic production” (5). Through these shifts, the curator came to be seen as charged with the task of translating artefacts for consumption. More recently, alongside the role of this “proactive participation” we have witnessed the so-called democratisation of curation through the explosion of digital technologies. Social media create new ways for people to access, select and assemble information. The curatorial process is no longer solely in the hands of experts, nor is it only grounded in the processes and outputs of individual, or groups of, curators. It now also includes the input of dynamic networked systems and software that facilitate selection and prioritisation of artefacts (Krysa). In response to these seismic shifts in the terrain, Terry Smith notes, “curating is everywhere being extended, encompassing every kind of organising of any body of images or set of actions” (17). In this issue our authors investigate specific encounters with diverse practices of curating in the contemporary world to offer insight into what it means to live in the “age of curation”. Our feature piece, from curator Anna Edmundson, provides an overview of the museum curator in the “postdigital” age and offers some illuminating insights into the impacts, or lack thereof, of technology and everyday curatorial practice on the traditional role of the curator. In relation to big data, Daniel Ashton and Martin Couzins focus their attention on the rise of professional content curators. By anchoring their analysis in an autoethnographic account of Couzins’ content curation business, the authors explore the idea of content curators as cultural intermediaries, co-creators and “sense-makers”. With a focus on journalistic practice, Anita Howarth emphasises the importance of news curation in the media. She explores the differences between content creation and content curation, highlighting the creativity required to successfully carry out both tasks. In relation to the exponential rise of non-expert curators, Amy Antonio and David Tuffley’s paper demonstrates the need for the introduction of pedagogical practices designed to assist University students develop skills to manage big data and assess the quality of content. Roger Dawkins concentrates on meaning-making through his semiotic analysis of social media engagement and content curation. Milena Droumeva focuses on the technology itself, exploring how mobile digital devices, specifically those related to the auditory realm, impact on how “we make sense of the sensory ‘everyday’”. Curatorship is used by Helen Fordham as a metaphor to offer insights into the role played by the public intellectual in cultural life. Through her analysis of Australia’s ‘History Wars’, Fordham argues that “public debates about particular topics can operate like discursive exhibitions” with the public intellectual assuming a “curatorial role” in this process. Tin-yuet Ting offers an example of political curatorship in his analysis of the deployment of social networking sites by a grassroots social movement. Ting provides a detailed illustration of how activists can curate dynamic, up-to-date and persuasive narratives on social networking sites for successful online and offline mobilisation. Nicholas Richardson’s examination of the development of transport policy in NSW offers a different view of political curatorship and media. Richardson argues that mediatisation—the growing influence of media on the framing of political discourse—is problematic because it enables politicians to frame public discourse around political agendas at the expense of the knowledge and expertise held by bureaucrats and technicians. In his analysis of the alternate-reality game Ingress, Kyle Moore explores the role of street art in urban mobile gaming as situated play that “via the practice of re-reading, re-mixing, and re-mediating urban environments” constitutes a form of urban curating. Elaine Mahon’s paper extends the purview of curation to food, demonstrating how the Irish State Banquet held for Queen Elizabeth II in May 2011 was carefully orchestrated to represent “Ireland’s diplomatic, cultural, and culinary identity”. Within more traditional curatorial arenas, the papers in this issue emphasise the need for the practice of curatorship to be flexible and responsive to a variety of audiences. Fashion curating provides the focal point of Sharon Peoples’ article in which she argues for greater focus on dress in museum exhibitions. Beaux Guarini’s work centres on people with blindness or low-vision, with his paper highlighting the importance of curators developing exhibitions that provide multisensory encounters with artefacts to ensure they are socially and culturally inclusive experiences. Within the framework of a practice-based University course, Ulrike Sturm, Denise Beckton and Donna Lee Brien argue that the practice of curating and mounting an exhibition should not simply be seen as an end-point, but as a creative outcome that can feed into the ongoing development of creative works. This collection of articles highlights the broadening scope of curation and identifies ongoing challenges in understanding what this practice means and how it might continue to develop. Sustainable development is a global trend to build a prosperous society, especially to promote green growth towards ecological approach and based on sustainable use of natural resources in the context of climate change. This article, therefore, is an attempt to synthesize the sustainable development process in the world, from the initial awareness of the role of the environment in the development process in the 1980s, to the development of Agenda 21 in the 1990s, to develop and implement the 2030 agenda for sustainable development in the present time. The change in awareness and practice of sustainable development also demonstrates the trend of social-ecological transformation as a development trend and is an urgent requirement towards building a prosperous and sustainable society. Integrating sustainable development into international and national development policies can be considered as a form of promoting social-ecological transformation. The UNESCO’ system of Biosphere Reserves as a model for promoting sustainable development initiatives towards harmony between people and nature can be considered as a model of a social-ecological system. Abstract:
The “Suspicion” issue of M/C Journal explores suspicion as both critical approach and cultural concept, inviting us to engage with its interpretive potential in a world where mistrust has become the norm. Contemporary Western culture is characterised by a climate of increased border security and surveillance, especially since 9/11. Judith Butler identifies an increase in paranoia and censorship associated with these factors, which has greatly affected freedom of speech, politics, the press, and what constitutes the public sphere. These shifts have had considerable impact on how we relate to words and images. In such a culture of distrust—of authority, of politics, and of supposed objective truth—how revealing or misleading is suspicion as a critical methodology? This issue of M/C Journal attempts to unravel that question; although it promises no answers, what it does offer is insight into the complexities of using suspicion to critique a range of texts, not all of which lend themselves so easily to a suspicious reading. The hermeneutics of suspicion, an approach introduced by Paul Ricoeur, assumes that the manifest or surface meaning of a text is a veil that masks its true agenda. As a critical approach, suspicion reads against the text, calling into question the authenticity of representation. The essays collected here use suspicion to explore contemporary fiction, film, and imagery, attempting not only to expose their hidden meanings, but to uncover the perspicacity of the suspicious approach itself. In her feature paper, “Critique and the Hermeneutics of Suspicion,” Rita Felski discusses the place of suspicion in contemporary critical theory, questioning its neglect in favour of critique, which is deemed more “intellectually rigorous” and less prone to the potential pitfalls of subjectivity. Felski challenges us to reconsider this view, positing that the “muted affective state” of suspicion may offer “an antidote to the charisma of critique,” bringing an element of pleasure and “game-like sparring” to the process of analysing a text. Felski acknowledges that “contemporary styles of critical argument are affective as well as analytical, conjuring up distinctive dispositions and relations to their object.” And indeed each of the articles in this collection are concerned, across a range of disciplines, with a text’s potential to elicit an affective response, whether from within a text, outside of it, or from some uncertain position in between.Suspicion can draw us into a text and force us to think more deeply about it, even as that text may seem to evade a suspicious reading. In “‘There’s Suspicion, Nothing More’: Suspicious Readings of Michael Haneke’s Cache,” Alison Taylor discusses Haneke’s challenging 2005 film, which presents viewers with a conundrum that has no resolution. Although the film invites a suspicious reading as we follow the attempts of the protagonist, Georges, to discover who is responsible for making surveillance tapes of his home, the culprit is never identified; our suspicion is both pre-empted and never resolved. Taylor charts a frustrated suspicious response on the part of the film’s audience, its critics, scholars, and even its characters, and argues that the film is in fact a critique of the interpretive process, as it plays with and upends the expectations of the viewer.Niva Kaspi similarly questions the interpretive process, as she investigates the source of narrative suspicion towards a terrorist/victim discourse in Don DeLillo’s post 9/11 novel, Falling Man, for readers and characters alike. In “Bill Lawton by Any Other Name: Language Games and Terror in Falling Man,” Kaspi suggests that the way the text plays with language, naming and re-naming the terrorist-suspect—bin Laden is misheard by the protagonist’s son and his friends, the Siblings, and misnamed Bill Lawton—and other “tricks” and “errors,” activates our suspicion, so that “the reader, after a while, distances somewhat from the text, scanning for alternative possibilities and approaching interpretation with a tentative sense of doubt.” We come to view the printed text with suspicion, and hence question our responses to the hyper-public, press-mediated discourses that followed the events of 9/11. Nick Levey’s “‘Analysis Paralysis’: Suspicion, Trust, and David Foster Wallace’s ‘Wager’” explores how Wallace’s work deliberately evades decoding and interpretation, asking us to consider how fruitful the opposite approach to suspicion—trust—may be in light of how few answers the book yields. Infinite Jest itself poses a critique of suspicion, as only the characters in the novel who do not question their surroundings and circumstances achieve any sort of closure. Levey’s paper examines Wallace’s concern with “the existential implications of suspicion, in what might be lost in following doubt to its most ‘radical’ conclusions.” The existential implications of suspicion are further explored in Sarah Richardson’s analysis of Alison Bechdel’s autobiographical graphic novel Fun Home, “‘Old Father, Old Artificer’: Queering Suspicion in Alison Bechdel’s Fun Home.” Bechdel’s graphic memoir charts her relationship with her troubled father, who hid his homosexuality behind “a veneer of perfect provincial Christian fatherhood and respectability.” Although Bechdel initially interprets her father’s history suspiciously, she moves towards a “positive queering of her family history and the embrace of her father’s legacy.” Thus Bechdel’s turn away from suspicion is restorative and ultimately creative.Nicola Scholes, on the other hand, explores the dilemma in facing a text that turns deliberately and self-consciously towards suspicion. In “The Difficulty of Reading Allen Ginsberg’s ‘Kaddish’ Suspiciously,” Scholes identifies the challenge of seeking hidden meanings in Ginsberg’s poem due to its self-exposing nature. Contrary to the potential a hermeneutic of suspicion has to expose and reveal hidden truths, “Kaddish” blatantly “parades its unpalatable truths.” However Scholes argues that a suspicious reading of “Kaddish” is still possible; indeed, it can mine the poem’s depths even further, “resisting its self-inscribed psychoanalysis to expose the gender politics of Allen’s exposé.”Gender and sexuality may infinitely complicate or subvert suspicious analysis, as two papers in this issue aptly demonstrate. Samantha Lindop’s “The Homme Fatal and the Subversion of Suspicion in Mr Brooks and The Killer Inside Me” explores the oft-neglected figure of the homme fatal, questioning whether we can regard this figure with the same suspicion-grounded psychoanalytic perspective typically applied to the femme fatale of classic film noir. Focusing on neo-noir films Mr Brooks and The Killer Inside Me, Lindop exposes the homme fatal as a figure who subverts the suspicious gaze with his self-reflexive knowledge of Freudian theory. By contrast, the female protagonist in crime fiction is a figure who attracts suspicion on a number of narrative levels. As Katherine Howell argues in “The Suspicious Figure of the Female Forensic Pathologist Investigator in Crime Fiction,” female forensic pathologists in novels by popular crime writers Patricia Cornwell and Tess Gerritsen are portrayed as suspicious not simply for their performance of conventionally masculine gender roles—that of investigator and pathologist—but for their identification with the dead. These characters occupy abject space—they exist on the borderlines of life and death, self and other, masculine and feminine—and are thus coded as suspect from within the text.As the innately suspicious atmosphere of crime fiction and film noir brings us face to face with issues of morality and mortality, so too does Florian Henckel von Donnersmarck’s 2007 film The Lives of Others, which draws on the recent history of East Germany under Stasi rule. In her paper “Love in the Time of Socialism: Negotiating the Personal and the Social in Florian Henckel von Donnersmarck’s The Lives of Others,” Rowena Grant-Frost explores the film’s blurring of public and private—a boundary that depends on the climate of suspicion created by the Stasi as a form of State control. Through focusing on the film’s love story rather than its social milieu, Grant-Frost discusses the “affective experiences associated with constant surveillance,” suggesting this as a means for “contrasting and critiquing the way in which surveillance, power, and control operate.”But can an understanding of the suspicion at the heart of systems of surveillance, power, and control that so pervade our contemporary world help to develop our moral awareness? Chari Larsson’s “Suspicious Images: Iconophobia and the Ethical Gaze” asks what happens when the images we are constantly exposed to in our media-saturated culture transgress and violates limits, and when, as spectators, we have an ethical and moral responsibility to bear witness. Considering the relationship between iconophobia—suspicion of, and anxiety towards, images—and spectatorship, Larsson draws on art critic Georges Didi-Huberman’s discussion of the prohibition of Holocaust representation, and extrapolates his insights to analyse Laura Waddington’s 2004 film, Border, about asylum seekers in Northern France. Larsson suggests that both Didi-Huberman and Waddington argue for a model of spectatorship that undermines the relationship between viewer and image, so that “the terms of spectatorship may be relocated from suspicion to an ethical, participatory mode of engagement.”Perhaps, in the end, distrust is all we can trust as we attempt to decode the meaning of any text. What seems most important is for us to understand how to apply suspicion wisely; as the papers in this issue demonstrate, suspicious readings do not simply attempt to expose hidden meanings, but reconnect us with the pleasures of that discovery process, and equip us with the self-reflexive ability to question both a text and the efficacy of our approach to it. As Felski points out, while critique lets us sweep away a text’s surface and suspicion asks us to mine its depths, both approaches call for a “knowingness, guardedness, suspicion and vigilance” that offers new insights and prompts us to think more critically, more deeply, and more fruitfully.This issue of M/C Journal was inspired by the “Reading the Suspect” Work in Progress Conference for which Rita Felski delivered the keynote address at the University of Queensland in July 2010. Abstract:
Introduction Sydney, Australia has experienced a sustained period of building and infrastructure development. There are hundreds of kilometres of bitumen and rail currently being laid. There are significant building projects in large central sites such as Darling Harbour and Barangaroo on the famous Harbour foreshore. The period of development has offered an unprecedented opportunity for the New South Wales (NSW) State Government to arrest the attention of the Sydney public through kilometres of construction hoarding. This opportunity has not been missed, with the public display of a new logo, complete with pithy slogan, on and around all manner of government projects and activities since September 2015. NSW is “making it happen” according to the logo being displayed. At first glance it is a proactive, simple and concise slogan that, according to the NSW Government brand guidelines, has a wide remit to be used for projects that relate to construction, economic growth, improved services, and major events. However, when viewed through the lens of public, expert, and media research into Sydney infrastructure development it can also be read as a message derived from reactive politics. This paper elucidates turning points in the history of the last decade of infrastructure building in NSW through qualitative primary research into media, public, and practice led discourse. Ultimately, through the prism of Colin Hay’s investigation into political disengagement, I question whether the current build-at-any-cost mentality and its mantra “making it happen” is in the long-term interest of the NSW constituency or the short-term interest of a political party or whether, more broadly, it reflects a crisis of identity for today’s political class. The Non-Launch of the New Logo Image 1: An ABC Sydney Tweet. Image credit: ABC Sydney. There is scant evidence of a specific launch of the logo. Michael Koziol states that to call it an unveiling, “might be a misnomer, given the stealth with which the design has started to make appearances on banners, barriers [see: Image 1, above] and briefing papers” (online). The logo has a wide range of applications. The NSW Government brand guidelines specify that the logo be used “on all projects, programs and announcements that focus on economic growth and confidence in investing in NSW” as well as “infrastructure for the future and smarter services” (30). The section of the guidelines relating to the “making it happen” logo begins with a full-colour, full-page photograph of the Barangaroo building development on Sydney Harbour—complete with nine towering cranes clearly visible across the project/page. The guidelines specifically mention infrastructure, housing projects, and major developments upfront in the section denoted to appropriate logo applications (31). This is a logo that the government clearly intends to use around its major projects to highlight the amount of building currently underway in NSW.In the first week of the logo’s release journalist Elle Hunt asks an unnamed government spokesperson for a definition of “it” in “making it happen.” The spokesperson states, “just a buzz around the state in terms of economic growth and infrastructure […] the premier [the now retired Mike Baird] has used the phrase several times this week in media conferences and it feels like we are making it happen.” Words like “buzz,” “feels like” and the ubiquitous “it” echo the infamous courtroom scene summation of Dennis Denuto from the 1997 Australian film The Castle that have deeply penetrated the Australian psyche and lexicon. Denuto (played by actor Tiriel Mora) is acting as a solicitor for Darryl Kerrigan (Michael Caton) in fighting the compulsory acquisition of the Kerrigan family property. In concluding an address to the court, Denuto states, “In summing up, it’s the constitution, it’s Mabo, it’s justice, it’s law, it’s the Vibe and, no that’s it, it’s the vibe. I rest my case.” All fun and irony (the reason for the house acquisition that inspired Denuto’s now famous speech was an airport infrastructure expansion project) aside, we can assume from the brand guidelines as well as the Hunt article that the intended meaning of “making it happen” is fluid and diffuse rather than fixed and specific. With this article I question why the government would choose to express this diffuse message to the public?Purpose, Scope, Method and ResearchTo explore this question I intertwine empirical research with a close critique of Colin Hay’s thesis on the problematisation of political decision-making—specifically the proliferation of certain tenets of public choice theory. My empirical research is a study of news media, public, and expert discourse and its impact on the success or otherwise of major rail infrastructure projects in Sydney. One case study project, initially announced as the North West Rail Line (NWR) and recently rebadged as the Sydney Metro Northwest (see: http://www.sydneymetro.info/northwest/project-overview), is at the forefront of the infrastructure building that the government is looking to highlight with “making it happen.” A comparison case study is the failed Sydney City Metro (SCM) project that preceded the NWR as the major Sydney rail infrastructure endeavour. I have written in greater detail on the scope of this research elsewhere (see: Richardson, “Curatorial”; “Upheaval”; “Hinterland”). In short, my empirical secondary research involved a study of print news media from 2010 to 2016 spanning Sydney’s two daily papers the Sydney Morning Herald (SMH) and the Daily Telegraph (TELE). My qualitative research was conducted in 2013. The public qualitative research consisted of a survey, interviews, and focus groups involving 149 participants from across Sydney. The primary expert research consisted of 30 qualitative interviews with experts from politics, the news media and communications practice, as well as project delivery professions such as architecture and planning, project management, engineering, project finance and legal. Respondents were drawn from both the public and private sectors. My analysis of this research is undertaken in a manner similar to what Virginia Braun and Victoria Clarke term a “thematic discourse analysis” (81). The intention is to examine “the ways in which events, realities, meanings and experiences and so on are the effects of a range of discourses operating within society.” A “theme” captures “something important about the data in relation to the research question,” and represents, “some level of patterned response or meaning within the data set.” Thematic analysis therefore, “involves the searching across a data set—be that a number of interviews or focus groups, or a range of texts—to find repeated patterns of meaning” (80-86).Governing Sydney: A Legacy of Inability, Broken Promises, and Failure The SCM was abandoned in February 2010. The project’s abandonment had long been foreshadowed in the news media (Anonymous, Future). In the days preceding and following the announcement, news media articles focussed almost exclusively on the ineptitude and wastefulness of a government that would again fail to deliver transport it had promised and invested in (Cratchley; Teutsch & Benns; Anonymous, Taxation). Immediately following the decision, the peak industry body, Infrastructure Partnerships Australia, asserted, “this decision shreds the credibility of the government in delivering projects and will likely make it much harder to attract investment and skills to deliver new infrastructure” (Anonymous, Taxation). The reported ineptitude of the then Labor Government of NSW and the industry fallout surrounding the decision were clearly established as the main news media angles. My print media research found coverage to be overwhelmingly and consistently negative. 70% of the articles studied were negatively inclined. Furthermore, approximately one-quarter featured statements pertaining directly to government paralysis and inability to deliver infrastructure.My public, expert, and media research revealed a number of “repeated patterns of meaning,” which Braun and Clarke describe as themes (86). There are three themes that are particularly pertinent to my investigation here. To describe the first theme I have used the statement, an inability of government to successfully deliver projects. The theme is closely tied to the two other interrelated themes—for one I use the statement, a legacy of failure to implement projects successfully—for the other I use a cycle of broken promises to describe the mounting number of announcements on projects that government then fails to deliver. Some of the more relevant comments, on this matter, collected throughout my research appear below.A former Sydney radio announcer, now a major project community consultation advisor, asserts that a “legacy issue” exists with regards to the poor performance of government over time. Through the SCM failure, which she asserts was “a perfectly sound idea,” the NSW Government came to represent “lost opportunities” resulting in a “massive erosion of public trust.” This sentiment was broadly mirrored across the public and industry expert research I conducted. For example, a public respondent states, “repeated public transport failures through the past 20 years has lowered my belief in future projects being successful.” And, a former director general of NSW planning asserts that because of the repeated project failures culminating in the demise of the SCM, “everybody is now so cynical”.Today under the “making it happen” banner, the major Sydney rail transport project investment is to the northwest of Sydney. There was a change of government in 2011 and the NWR was a key election promise for the incoming Premier at the time, Barry O’Farrell. The NWR project, (now renamed Sydney Metro Northwest as well as extended with new stages through the city to Sydney’s Southwest) remains ongoing and in many respects it appears that Sydney may have turned a corner with major infrastructure construction finally underway. Paradoxically though, the NWR project received far less support than the SCM from the majority of the 30 experts I interviewed. The most common theme from expert respondents (including a number working on the project) is that it is not the most urgent transport priority for Sydney but was instead a political decision. As a communications manager for a large Australian infrastructure provider states: “The NWR was an election promise, it wasn’t a decision based on whether the public wanted that rail link or not”. And, the aforementioned former director general of NSW planning mirrors this sentiment when she contends that the NWR is not a priority and “totally political”.My research findings strongly indicate that the failure of the SCM is in fact a vitally important catalyst for the implementation of the NWR. In other words, I assert that the formulation of the NWR has been influenced by the dominant themes that portray the abilities of government in a negative light—themes strengthened and amplified due to the failure of the SCM. Therefore, I assert that the NWR symbolises a desperate government determined to reverse these themes even if it means adopting a build at any cost mentality. As a respondent who specialises in infrastructure finance for one of Australia’s largest banks, states: “I think in politics there are certain promises that people attempt to keep and I think Barry O’Farrell has made it very clear that he is going to make sure those [NWR] tunnel boring machines are on the ground. So that’s going to happen rain, hail or shine”. Hating Politics My empirical research clearly elucidates the three themes I term an inability of government to successfully deliver projects, a legacy of failure and a cycle of broken promises. These intertwining themes are firmly embedded and strengthening. They also portray government in a negative light. I assert that the NWR, as a determined attempt to reverse these themes (irrespective of the cost), indicates a government at best reactive in its decision making and at worst desperate to reverse public and media perception.The negativity facing the NSW government seems extreme. However, in the context of Colin Hay’s work, the situation is perhaps more inevitable than surprising. In Why We Hate Politics (2007), Hay charts the history of public disengagement with western politics. He does this largely by arguing the considerable influence of problematic key tenets of public choice theory that permeate the discourse of most western democracies, including Australia. They are tenets that normalise depoliticisation and cast a lengthy shadow over the behaviour and motivations of politicians and bureaucrats. Public choice can be defined as the economic study of nonmarket decision-making, or, simply the application of economics to political science. The basic behavioral postulate of public choice, as for economics, is that man is an egoistic, rational, utility maximizer. (Mueller 395)Originating from rational choice theory generally and spurred by Kenneth Arrow’s investigations into rational choice and social policy more specifically, the basic premise of public choice is a privileging of individual values above rational collective choice in social policy development (Arrow; Dunleavy; Hauptman; Mueller). Hay asserts that public choice evolved as a theory throughout the 1960s and 70s in order to conceptualise a more market-orientated alternative to the influential theory of welfare economics. Both were formulated in response to a need for intervention and regulation of markets to correct their “natural tendency to failure” (95). In many ways public choice was a reaction to the “idealized depiction of the state” that welfare economics was seen to be propagating. Instead a “more sanguine and realistic view of the […] imperfect state, it was argued, would lead to a rather safer set of inferences about the need for state intervention” (96). Hay asserts that in effect by challenging the motivations of elected officials and public servants, public choice theory “assumed the worst”, branding all parties self-interested and declaring the state inefficient and ineffective in the delivery of public goods (96). Although, as Hay admits, public choice advocates perhaps provided “a healthy cynicism about both the motivations and the capabilities of politicians and public officials,” the theory was overly simplistic, overstated and unproven. Furthermore, when market woes became real rather than theoretical with crippling stagflation in the 1970s, public choice readily identify “villains” at the heart of the problem and the media and public leapt on it (Hay 109). An academic theory was thrust into mainstream discourse. Two results key to the investigations of this paper were 1) a perception of politics “synonymous with the blind pursuit of individual self interest” and 2) the demystification of the “public service ethos” (Hay 108-12). Hay concludes that instead the long-term result has been a conception of politicians and the bureaucracy that is “increasingly synonymous with duplicity, greed, corruption, interference and inefficiency” (160).Deciphering “Making It Happen” More than three decades on, echoes of public choice theory abound in my empirical research into NSW infrastructure building. In particular they are clearly evident in the three themes I term an inability of government to successfully deliver projects, a legacy of failure and a cycle of broken promises. Within this context, what then can we decipher from the pithy, ubiquitous slogan on a government logo? Of course, in one sense “making it happen” could be interpreted as a further attempt to reverse these three themes. The brand guidelines provide the following description of the logo: “the tone is confident, progressive, friendly, trustworthy, active, consistent, getting on with the job, achieving deadlines—“making it happen” (30). Indeed, this description seems the antithesis of perceptions of government identified in my primary research as well as the dogma of public choice theory. There is certainly expert evidence that one of the centrepieces of the government’s push to demonstrate that it is “making it happen”, the NWR, is a flawed project that represents a political decision. Therefore, it is hard not to be cynical and consider the government self-interested and shortsighted in its approach to building and development. If we were to adopt this view then it would be tempting to dismiss the new logo as political, reactive, and entirely self-serving. Further, with the worrying evidence of a ‘build at any cost’ mentality that may lead to wasted taxpayer funds and developments that future generations may judge harshly. As the principal of an national architectural practice states:politicians feel they have to get something done and getting something done is more important than the quality of what might be done because producing something of quality takes time […] it needs to have the support of a lot of people—it needs to be well thought through […] if you want to leap into some trite solution for something just to get something done, at the end of the day you’ll probably end up with something that doesn’t suit the taxpayers very well at all but that’s just the way politics is.In this context, the logo and its mantra could come to represent irreparable long-term damage to Sydney. That said, what if the cynics (this author included) tried to silence the public choice rhetoric that has become so ingrained? What if we reflect for a moment on the effects of our criticism – namely, the further perpetuation and deeper embedding of the cycle of broken promises, the legacy of failure and ineptitude? As Hay states, “if we look hard enough, we are likely to find plenty of behaviour consistent with such pessimistic assumptions. Moreover, the more we look the more we will reinforce that increasingly intuitive tendency” (160). What if we instead consider that by continuing to adopt the mantra of a political cynic, we are in effect perpetuating an overly simplistic, unsubstantiated theory that has cleverly affected us so profoundly? When confronted by the hundreds of kilometres of construction hoarding across Sydney, I am struck by the flippancy of “making it happen.” The vast expanse of hoarding itself symbolises that things are evidently “happening.” However, my research suggests these things could be other things with potential to deliver better public benefits. There is a conundrum here though—publicly expressing pessimism weakens further the utility of politicians and the bureaucracy and exacerbates the problems. Such is the self-fulfilling nature of public choice. ConclusionHay argues that rather than expecting politics and politicians to change, it is our expectations of what government can achieve that we need to modify. Hay asserts that although there is overwhelming evidence that we hate politics more now than at any stage in the past, he does not believe that, “today’s breed of politicians are any more sinful than their predecessors.” Instead he contends that it is more likely that “we have simply got into the habit of viewing them, and their conduct, in such terms” (160). The ramifications of such thinking ultimately, according to Hay, means a breakdown in “trust” that greatly hampers the “co-operation,” so important to politics (161). He implores us to remember “that politics can be more than the pursuit of individual utility, and that the depiction of politics in such terms is both a distortion and a denial of the capacity for public deliberation and the provision of collective goods” (162). What then if we give the NSW Government the benefit of the doubt and believe that the current building boom (including the decision to build the NWR) was not entirely self-serving but a line drawn in the sand with the determination to tackle a problem that is far greater than just that of Sydney’s transport or any other single policy or project problem—the ongoing issue of the spiralling reputation and identity of government decision-makers and perhaps even democracy generally as public choice ideals proliferate in western democracies like that of Australia’s most populous state. There’s always this never-ending discussion about the curator who imposes meaning or imposes the concept of art, of what art is. I think this is the wrong opposition. Every artwork produces its concept, or a concept of what art is. And the role of the curator is not to produce a concept of art but to invent, to fabricate, elaborate reading grids or coexistence grids between them.(Nicolas Bourriaud quoted in Bourriaud, Lunghi, O’Neill, and Ruf 91–92)In 2010 at a conference in Rotterdam, Nicolas Bourriaud, Enrico Lunghi, Paul O’Neill, and Beatrix Ruf discussed the question, “Is the curator per definition a political animal?” This paper draws on their discussion when posing the reverse scenario—is the political animal per definition a curator in the context of the development of large-scale public policy? In exploring this question, I suggest that recent conceptual discussions centring on “the curatorial turn” in the arena of the creative arts provide a useful framework for understanding and managing opportunities and pitfalls in policymaking that is influenced by news media. Such a conceptual understanding is important. My empirical research has identified a transport policy arena that is changing due to news media scrutiny in Sydney, Australia. My findings are that the discourses arising and circulating in the public and the news media wield considerable influence. I posit in this paper the view that recent academic discussion of curatorial practices could identify more effective and successful approaches to policy development and implementation. I also question whether some of the key problems highlighted by commentary on the curatorial turn, such as the silencing of the voice of the artist, find parallels in policy as the influence of the bureaucrat or technical expert is diminished by the rise of the politician as curator in mediatised policy. The Political AnimalPaul O’Neill defines a political animal: “to be a passionate and human visionary—someone who bridges gaps, negotiates the impossible in order to generate change, even slight change, movements, a shivering” (Bourriaud et al. 90). O’Neill’s definition is a different definition from Aristotle’s famous assertion that humans (collectively) are the “political animal” because they are the only animals to possess speech (Danta and Vardoulakis 3). The essence of O’Neill’s definition shifts from the Aristotelian view that all humans are political, towards what Chris Danta and Dimitris Vardoulakis (4) refer to as “the consumption of the political by politics,” where the domain of the political is the realm of the elite few rather than innately human as Aristotle suggests. Moreover, there is a suggestion in O’Neill’s definition that the “political animal” is the consummate politician, creating change against great opposition. I suggest that this idea of struggle and adversity in O’Neill’s definition echoes policy development’s own “turn” of the early 1990s, “the argumentative turn in policy analysis and planning” (Fischer and Forester 43). The Argumentative Turn The argumentative turn in policy analysis and planning is premised on the assertion that “policy is made of language” (Majone 1). It represents a seismic shift in previously championed academic conceptions of policy analysis—decisionism, rationality, the economic model of choice, and other models that advocate measured, rational, and objective policy development processes. The argumentative turn highlights the importance of communication in policy development. Prior to this turn, policy analysts considered formal communication to be something that happened after policy elites had completed the scientific, objective, analytical, and rational work. Communication was perceived as being the process of “seducing” or the “‘mere words’ that add gloss to the important stuff” (Throgmorton 117–19). Communication had meant selling or “spinning” the policy—a task often left to the devices of the public relations industry by the “less scrupulous” policymaker (Dryzek 227).The new line of inquiry posits the alternative view that, far from communication being peripheral, “the policy process is constituted by and mediated through communicative practices” (Fischer and Gottweis 2). Thanks largely to the work of Deborah Stone and Giandomenico Majone, academics began to ask, “What if our language does not simply mirror or picture the world but instead profoundly shapes our view of it in the first place?” (Fischer and Forester 1). The importance of this turn to the argument, I posit in this paper, is illustrated by Stone when she contends that the communication of conflicting views and interests create a world where paradoxical positions on policy are inevitable. Stone states, “Ask a politician to define a problem and he will probably draw a battlefield and tell you who stands on which side. The analytical language of politics includes ‘for and against,’ ‘supporters and enemies,’ ‘our side and their side’” (166). Stone describes a policymaking process that is inherently difficult. Her ideas echo O’Neill’s intonation that in order for movement or even infinitesimal change it is the negotiation of the impossible that makes a political animal. The Mediatisation of Sydney Transport Stone and Majone speak only cursorily of the media in policy development. However, in recent years academics have increasingly contended that “mediatisation” be recognised as referring to the increasing influence of media in social, cultural, and political spheres (Deacon and Stanyer; Strömbäck and Esser; Shehata and Strömbäck). My own research into the influence of mediatisation on transport policy and projects in Sydney has centred more specifically on the influence of news media. My focus has been a trend towards news media influence in Australian politics and policy that has been observed by academics for more than a decade (Craig; Young; Ward, PR State; Ward, Public Affair; Ward, Power). My research entailed two case study projects, the failed Sydney CBD Metro (SCM) rail line and a North West Rail Link (NWR) currently under construction. Data-gathering included a news media study of 180 relevant print articles; 30 expert interviews with respondents from politics, the bureaucracy, transport planning, news media, and public relations, whose work related to transport (with a number working on the case study projects); and surveys, interviews, and focus groups with 149 public respondents. The research identified projects whose contrasting fortunes tell a significant story in relation to the influence of news media. The SCM, despite being a project deemed to be of considerable merit by the majority of expert respondents, was, as stated by a transport planner who worked on the project, “poorly sold,” which “turned it into a project that was very easy to ridicule.” Following a resulting period of intense news media criticism, the SCM was abandoned. As a transport reporter for a daily newspaper asserts in an interview, the prevailing view in the news media is that the project “was done on the back of an envelope.” According to experts with knowledge of the SCM, that years of planning had been undertaken was not properly presented to the public. Conversely, the experts I interviewed deem the NWR to be a low-priority project for Sydney. As a former chief of staff within both federal and state government departments including transport states, “if you are going to put money into anything in Sydney it would not be the NWR.” However, in the project’s favour is an overwhelming dominant public and media discourse that I label The north-west of Sydney is overdue rail transport. A communications respondent contends in an interview that because the NWR has “been talked about for so long” it holds “the right sighting, if you like, in people’s minds,” in other words, the media and the public have become used to the idea of the project.Ultimately, my findings, dealt with in more detail elsewhere (Richardson), suggest that powerful news media and public discourses, if not managed effectively, can be highly problematic for policymaking. This was found to be the case for the failure of the SCM. It is with this finding that I assert that the concept of curating the discourses surrounding a policy arena could hold considerable merit as a conceptual framework for discourse management. The Curatorial Turn in Policy Development? I was alerted to the idea of curating mediatised policy development during an expert interview for my empirical research. The respondent, chief editor of a Sydney newspaper, stated that, with an overwhelming mountain of information, news, views, and commentary being generated daily through the likes of the Internet and social media, the public needs curators to sift and sort the most important themes and arguments. The expert suggested this is now part of a journalist’s role. The idea of journalists as curators is far from new (Bakker 596). Nor is it the purpose of this paper. However, what struck me in this notion of curating was the critical role of sifting, sorting and ultimately selecting which themes, ideas, or pieces of information are privileged in myriad choices. My own empirical research was indicating that the management of highly influential news media and public discourses surrounding transport infrastructure also involved a considerable level of selection. Therefore, I hypothesised that the concept of curating might aid the managing of discourses when it comes to communicating for successful policy and project development that is subject to news media scrutiny. Research into scholarship has indicated that the concept of “the curatorial turn” is significant to this hypothesis. Since the 1960s the role of curator in art exhibition has shifted from that of “caretaker” for a collection to the shaper of an exhibition (O’Neill, “Turn”; O’Neill, Culture). Central to this shift is “the changing perception of the curator as carer to a curator who has a more creative and active part to play within the production of art itself” (O’Neill, Turn 243). Some commentators go so far as to suggest that curators have become cultural agents that “participate in the production of cultural value” (244). The curator’s role in exhibition design has also been equated to that of an author or auteur that drives an exhibition’s meaning (251–52). Why is this important for policy development? It is my view that there is certainly merit to viewing a significant part of the role of the political animal in policymaking as the curator of public and media discourse. As Beatrix Ruf suggests, the role of the curator is to create a “freedom for things to happen” within “a societal context” that not only takes into account the needs of the “artist” but also the “audience” (Bourriaud et al. 91). If we were to substitute bureaucrat for artist and media/public for audience then Ruf’s suggestion seems particularly relevant for the communication of policy. To return to Bourriaud’s quote that began this paper, perhaps the role of the curator/policymaker is not solely to produce a policy “but to invent, to fabricate, elaborate reading grids or coexistence grids,” to manage the discourses that influence the policy arena (Bourriaud et al. 92). Furthermore, the answer to why the concept of the curatorial turn seems relevant to policy development requires consideration not only of the rise of the voice and influence of the curator/policymaker but also of those at whose expense this shift has occurred. Through the rise of the curator the voice of the artist has dimmed. As the exhibition is elevated to “the status of quasi-artwork,” individual artworks themselves become simply “a useful fragment” (O’Neill, “Turn” 253). One of the underlying tensions of the curatorial turn is the rise of actors that are not practicing artists themselves. In other words, the producers of art, the artists, have less influence over their own practice. In New South Wales (NSW), we have witnessed a similar scenario with the steady rise of the voice and influence of the politician (and political adviser), at the expense of the public service. This loss of bureaucratic power was embedded structurally in the mid-1970s when Premier Neville Wran established the Ministerial Advisory Unit (MAU) to oversee NSW state government decisions. A respondent for my research states that when he began his career as a public servant: politicians didn’t really have a lot of ideas about things … the public service really ran the place … [Premier Wran] said, ‘this isn’t good enough. I’m being manipulated by the government departments. I’m going to set up something called the MAU which is politically appointed as a countervailing force to the bureaucracy to get the advice that I want.’The respondent infers a power grab by political actors to stymie the influence of the bureaucracy. This view is shared by several expert respondents for my research, as well as being substantiated by historian John Gunn (503). One of the clear results of the structural change has been that a politically driven media focus is now embedded in the structure of government policy and project decision-making. Instead of taking its lead from priorities emanating from the community, the bureaucracy is instead left with little choice but to look to the minister for guidance. As a project management consultant to government states in an interview:I think today the bureaucrat who makes the hard administrative decisions, the management decisions, is basically outweighed by communications, public relations, media relations director … the politicians are poll driven not policy driven. The respondent makes a point with which former politician Lindsay Tanner (Tanner) and academic Ian Ward (Ward, Power) agree—Australian politicians are increasingly structuring their operations around news media. The bureaucracy has become less relevant to policymaking as a result. My empirical research indicates this. The SCM and the NWR were highly publicised projects where the views of transport experts were largely ignored. They represent cases where the voice of the experts/artists had been completely suppressed by the voice of the politician/curator. I contend that this is where key questions of the role of the politician and the curator converge. Experts interviewed for my research express concerns that policymaking has been altered by structural changes to the bureaucracy. Similarly, some academics concerned with the rise of the curator question whether the shift will change the very nature of art (O’Neill, Cultures). A shared concern of the art world and those witnessing the policy arena in NSW is that the thoughts and ideas of those that do are being overshadowed by the views of those who talk. In terms of curatorial practice, O’Neill (Cultures) cites the views of Mick Wilson, who speaks of the rise of the “Foucauldian moment” and the “ubiquitous appeal of the term ‘discourse’ as a word to conjure and perform power,” where “even talking is doing something.” As O’Neill contends, “at this extreme, the discursive stands in the place of ‘doing’ within discourses on curatorial practice” (43). O’Neill submits Wilson’s point as an extreme view within the curatorial turn. However, the concern for the art world should be similar to the one experienced in the policy arena. Technical advice from the bureaucracy (doers) to ministers (talkers) has changed. In an interview with me, a partner in one of Australia’s leading architectural and planning practices contends that the technical advice of the bureaucracy to ministers is not as “fearless and robust” as it once was. Furthermore, he is concerned that planners have lost their influence as ministers now look to political advisers rather than technical advisers for direction. He states, “now what happens is most advisors to ministers are political advisers and they will give political advice … the planning advice hasn’t come from the planners.” The ultimate concern is that, through a silencing of the technical expert, policymaking is losing a vital layer of experience and knowledge that can only be to the detriment of the practice and its beneficiaries, the public. The closer one looks, the more evident the similarities between curating and policy development become. Acute budgetary limitations exist. There is an increased reliance on public funding. Large-scale curating, like policy development, involves “a negotiation of the relationship between public and private interests” (Ruf in Bourriaud et al. 90). There is also a tension between short- and long-term outlooks as well as local and global perspectives (Lunghi in Bourriaud et al. 97). And, significantly for my argument for the privileging of the concept of curating of discourse in policy, curating has also been called “a battlefield of ideas in which the public (or audience) has become ‘the big Other’” in that “everything that cannot find its audience, its public, is highly suspicious or very problematic” (Bourriaud in Bourriaud et al. 96–97). The closer the inspection, the starker the similarities of each pursuit. Lessons, Ramifications and Conclusions What can policymakers learn from the curatorial turn? For policymaking, it seems that the argumentative turn, the rise of news mediatisation, the strengthening of power and influence of the politician, and the “Foucauldian moment” have seen the rise of the discursive in place of doing that some quarters identify as being the case with the curatorial turn (O’Neill, Cultures). Therefore, it would be pertinent for policymakers to heed Bourriaud’s statement that began this paper: “the role of the curator is not to produce a concept of art (or policy) but to invent, to fabricate, elaborate reading grids or coexistence grids between them” (Bourriaud et al. 92). Is such a method of curating discourse the way forward for the political animal that seeks to achieve the politically “impossible” in policymaking? Perhaps for policymaking the importance of the concept of curating holds both opportunity and a warning. The opportunity, exemplified by the success of the NWR and the failure of the SCM projects in Sydney, is in accepting the role of media and public discourses in policy development so that they may be more thoroughly investigated and understood before being more effectively folded into the policymaking process. The warning lies in the concerns the curatorial turn has raised over the demise of the artist in light of the rise of discourse. The voice of the technical expert appears to be fading. How do we effectively curate discourses as well as restore the bureaucrat to former levels of robust fearlessness? I dare say it will take a political animal to do either. Abstract:
i'm going shopping -- but i'm not telling you where! What does one do when one opens the pages of one's favourite style bible -- in this case, the British magazine The Face -- and finds one's aesthetic choices stereotyped remorselessly? This unfortunate scenario confronted a humble graduate student a few months ago when I opened the March 1999 issue to find an article titled, appropriately, "Shopping". Written by one of The Face's staff journalists -- identified only by the initials 'JS' -- and subtitled "The yuppie's not dead. He's just changed his shoes", the article made a comparison between current aesthetic practices I am only too consciously aware of and that dreaded and reviled icon of the eighties, the yuppie. What I did -- once I recovered from the melodrama of being aesthetically outed in an international style magazine, that is -- was to think about the politics of aesthetics. In particular, about the connection between popular aesthetic practices and emergent class formations. of porterage bags and obscure label sneakers "In the Eighties everyone wanted to be a yuppie -- young, successful, status-driven, consumerist" begins the fateful article, "living the high life with a low regard for anything that wasn't flash, fancy or requiring gold credit". It wasn't enough to simply have money, you had to demonstrate it too. But the turn of the decade brought an end to this malignant species -- or so at least The Face says, and who am I to disagree with them? But in the dying days of the current decade, The Face believes it has identified a new breed of consumer -- the "consumer of alternative pricey products" or more succinctly, the cappie. Unlike the yuppie, for whom -- discursively, at least -- no act of consumption could be too conspicuous, the cappie is very particular about their consumer practices. If it's not obscure, if it's not hard to get, it doesn't rate. The cappie is fussy about their choices, about their consumer satisfaction. They don't know compromise: they want it, they can buy it -- and, if it's the right thing, at any price. Examples of consumer goods which attract the eye of the cappie include -- and it was here that I started to get worried -- obscure label trainers, rare Japanese denim (didn't you ever wonder what the story behind G-Star was?), the Massive Attack box collection and porterage bags. As someone who has scanned the streets of Brisbane to make sure not too many people have porterage bags like my own and who won't buy trainers unless they have a very high scarcity value, I felt unwillingly but undeniably interpellated by this article. Particularly when it concluded by saying "make no mistake -- [the cappie] is no less a consumer than the yuppie was". Ouch. However, it seems to me that The Face, as is so often the case, only got it half right. Not that I'm not a consumer (that would be special pleading!): after all, as a citizen of a client state of the United States, the economic function of which is to absorb the overproduction capacity of our host nation, I could hardly be anything else. No, it is the particular origin of the aesthetic of consumption practised/performed by cappies like me that The Face got wrong, and there is both textual and anecdotal evidence to support this claim. Textually, there is a significant difference between the aesthetic of consumption of the yuppie and that of the cappie as they are presented by The Face. The yuppie aesthetic was based, The Face argues, on the public display of a "common currency of success": "the wide-wheeled flash car, the wide-shouldered Italian suit, the celebrity restaurant" -- the conspicuous consumption of a set register of signifiers that denoted the exercise and possession of economic capital. In contrast, the cappie aesthetic as defined by The Face eschews the display of economic capital in favour of a fluctuating and eclectic register of signifiers -- the preferred labels are obscure and niche, their recognition unnecessary: "if you haven't heard of it, so much the better. ... He knows it's right, he doesn't need you to know" [italics and gender-exclusive pronouns in original]. Anecdotally, the consumption patterns practiced by myself and others who share a similar sense of aesthetics have been honed through years spent scouring op-shops for good scores. The trainers I like are not merely rare, they're also extraordinarily cheap. The football jersey I spent months searching for had to satisfy two important criteria on top of looking good: it had to be obscure, and it had to be a bargain. Now, to be sure, I was searching for the football jersey in the UK, which for an Australian is not a cheap holiday destination, and the trainers I prefer are cheap by my standards but not necessarily in an absolute sense, so I'm not trying to argue that the cappie -- assuming I am a suitable example of one -- is without economic capital. However, what I am arguing is that this aesthetic practice does not privilege the mere possession of economic capital, except as it enables the performance of the preferred stylistic register: that the determinant of last instance of the cappie aesthetic is not the ability to buy the appropriate significatory register but the knowledge of what it constitutes and how to read it. If there is the public display of distinction taking place in this aesthetic -- and I would suggest that, like all aesthetics, there clearly is -- it is not economic capital that is being conspicuously consumed, but cultural capital: i.e., knowledge. If the origin of the aesthetic of consumption identified by The Face as 'cappie' is the possession of cultural capital rather than economic capital, then it is both significantly different from the aesthetic of conspicuous consumption metonymically represented in the figure of the yuppie and considerably more interesting. The ubiquity of the yuppie subject in the Eighties can be read, as a number of scholars including Jane Feuer and Fredric Jameson have argued, as a representation of the embourgeoisment -- either practically or spectrally -- of the professional-managerial class as it grew in importance to the functioning of the US economy and its satellite nations. Jane Feuer, the American scholar of television and soap opera argues, for example, that 'yuppiedom' as it was manifest in the USA in the 1980s was ideologically and aesthetically elitist (Feuer 14), and combined "fiscal conservatism and relatively liberal social values" (44). Feuer equates the class identity of the young, urban, highly-remunerated and ambitious professional with the more general and more ambivalent 'professional-managerial class' of educated and managerial workers who nevertheless didn't own the means of production. "In a sense", says Feuer, only somewhat facetiously, "during the 1980s Marxist academics were yuppies who couldn't afford BMWs" (46). Feuer supports this assertion by arguing that during this period, the 'yuppie audience', as she designates the demographic segment who positively responded to their interpellation, and the professional-managerial class shared similar aesthetic and lifestyle values -- that is, they shared the same discriminators of taste and distinction, in the Bourdieuan sense. As a result, the rise of this new consuming subject, the cappie, which eschews the aesthetic codes of conspicuous consumption in favour of an aesthetic based on the possession and performance of accumulated knowledge, of cultural capital, suggests that it represents the aspirations and affectations of a significant class fraction outside existing class structures -- outside, because its aesthetic codes are based not upon economic capital, the determinant of last resort of class location within capitalist economies, but of embodied knowledge: of cultural capital. However, this is not to suggest that the cappie aesthetic is better or more democratic than an aesthetic based upon the conspicuous consumption of economic capital. There is enough scholarship that contributes to "the alliance between cultural studies, liberal multiculturalism and transnational capitalism", as the Marxist literary critic Terry Eagleton caustically puts it, without me contributing to this sorry corpus as well. For although the cappie does not depend upon economic capital for its ultima ratio, it is still, as an aesthetic practice, a regime of discrimination. As such, there are a number of possible future trajectories available to the cappie aesthetic, the selection of which will define retrospectively what it always was. Firstly, it is possible that the cappie is the latest in a long series of subordinate aesthetic practices -- that is, subcultures -- that exist below the dominant aesthetic practice of conspicuous economic consumption and which value forms of capital de-valued by the hegemonic aesthetic. In this way the cappie might take its place next to the beat poet, the mod, the punk and the raver, as an iconic representation of a (predominantly youth) subculture that defines itself against and in relation to the dominant aesthetic practice. It is also possible that the cappie might follow the same trajectory that the yuppie did. As Feuer argues, the yuppie began as an aesthetic practice that valued cultural capital at least as much as economic capital, but which, through its interpellation as the 'yuppie audience' of a significant fraction of the recently economically enfranchised professional-managerial class became, briefly, the hegemonic aesthetic practice in the US in the 1980s. There is also a third possibility, however, that I am most interested in: that the emergent cappie aesthetic, independent of but not unresponsive to existing aesthetic practices, is the subjective manifestation of ongoing changes in the mode of production in advanced capitalist economies from an industrial base to an informational one. There isn't the space here to argue the existence of this transformation, and so I shall instead direct the reader to the magisterial 3 volume work by the Spanish sociologist Manuel Castells, The Informational Age: Economy, Society and Culture. However, given the reality, in whatever form, of this gradual transformation from an industrial mode of production to one that is primarily informational, then it follows that the simultaneous product of and precondition for this transformation has been the ongoing commodification of knowledge, or more precisely, the "integration of knowledge into commodity production" (Frow 91). As a result of this transformation, the expertise and credentials possessed as cultural capital by the emerging knowledge class become more generally and reliably convertable into economic capital: cultural capital becomes a means of production. What the emergence of the cappie aesthetic is doing then is marking the coming to power of this particular class fraction through the conspicuous display of artefacts that signify not money but skill: knowledge. Furthermore, the cappie aesthetic signifies this emerging power of a knowledge class not qua economic enfranchisment, as the yuppie did, but on its own terms, through the reification of the form of capital -- cultural capital -- that is peculiar to itself. The cappie thus brings together the three forms of cultural capital, as the French sociologist Pierre Bourdieu has defined them, in the body of the 'cappie subject': institutionalised, in the form of educational qualifications, the certification of which is done by the university system through which this article is being circulated; objectified, in the cultural products of the cappie; and embodied "in the form of long-lasting dispositions of the mind and body" -- that is, as aesthetics (243). In particular, it is this embodiment, through aesthetics, of cultural capital that interests me about The Face's construction of the cappie. For this embodiment of certified knowledge and expertise manifest through its performance of deliberately obscure and shifting aesthetic registers implies a particular awareness of the self, one that is very similar to what Michel Foucault, in a somewhat different context, has called enkrateia. In The History of Sexuality, Volume 2: The Use of Pleasure, Foucault defines enkrateia as a combative relation of the self to the self, "a domination of the self by oneself and ... the effort that this demands" (65). Distinguishing enkrateia (translated into English as 'continent') from 'moderation' (sophrosyne), Foucault argues that the 'continent' self "experiences pleasures that are not in accord with reason, but [is] no longer ... carried away by them" (66). For Foucault, enkrateia is one of the "technologies of the self", those techniques which permit individuals to effect by their own means or with the help of others a certain number of operations on their own bodies and souls, thoughts, conduct, and way of being, so as to transform themselves. (Technologies of the Self, 18) That is, the subjective constitution of knowledge of the self as self-mastery is what gives the subject the ability -- and for Foucault, following classical Greek philosophers, the right -- to govern others. In this sense then -- and without wishing to diminish my own awkward interpellation by this aesthetic mode -- as a description of the popular consumption practice named by The Face as 'the cappie', (although I might wish to expand that acronym simply as 'the consumer of alternative products'), this notion of enkrateia -- power over others gained through knowledge of and power over the self -- pointedly locates the emerging class privilege and power enabled through and by this particular aesthetic practice. In a society in which the dominant form of capital is increasingly becoming information, and in which capital is increasingly regarded as information, the conspicuous display of exclusive forms of knowledge by the cappie aesthetic is not so much a reaction against capitalist consumption aesthetics as a recognition and performance of the rising social power and influence of the class fraction interpellated and addressed by this aesthetic practice. If aesthetic practices are distillations and embodiments of class aspirations and expectations -- and I hope I've argued that they are -- and if the aesthetic practice signified by The Face's 'cappie' is in fact markedly different from the practice of conspicuous consumption that came to be reviled, rightly, as 'yuppie' -- in as much as 'the cappie' disregards ostentatious displays of economic capital in favour of no less arrogant displays of embodied cultural capital -- then the cappie is the marker of the emergence of a new class formation. And although mapping the precise topography of this class fraction will consume the entirety of my doctorate, and even then not exhaustively, I can say that the 'knowledge class', identification of which is based upon possession of a necessary quantity of cultural capital -- that is, of education, aesthetic modes and inscribed competencies --, is both the result and engine of an emergent mode of production that is bringing about a transformation of apparatus of contemporary capitalism. Aunty Mary Graham, Kombu-merri elder and philosopher, writes, “you are not alone in the world.” We have a responsibility to each other, as well as to the land, and violence is the refusal of this relationship that binds us (Rose). Similarly, Emmanuel Levinas, a French-Lithuanian Jewish teacher and philosopher who lived through the Holocaust, writes that, “my freedom does not have the last word; I am not alone” (Levinas, Totality 101). For both writers, the recognition that one is not alone in the world creates an imperative to act ethically. For non-Indigenous educators working in the Indigenous Studies space—as arguably all school teachers are, given the Australian Curriculum—their relationship with Indigenous Australia creates an imperative to consider ethics and responsibility in their work. In this article, I use Emmanuel Levinas’s thinking and writing on epistemological violence and ethics as a first philosophy to consider how pre-service teachers engage with the ethical responsibilities inherent in teaching and learning Indigenous Studies.To begin, I will introduce Emmanuel Levinas and his writing on violence, followed by outlining the ways that Indigenous perspectives are incorporated into the Australian Curriculum. I will finish by sharing some of the reflective writing undertaken by pre-service teachers in a compulsory Indigenous education subject at an Australian university. These data show pre-service teachers’ responses to being called into responsibility and relationality, as well as some of the complexities in avoiding what I term here epistemological violence, a grasping of the other by trying to make the other infinitely knowable. The data present a problematic paradox—when pre-service teachers write about their future praxis, they necessarily defer responsibility to the future. This deferral constructs an image of the future which transcends the present, without requiring change in the here and now.Of note, some of this writing speaks to the violence enacted upon Indigenous peoples through the colonisation of Australia. I have tried to write respectfully about these topics. Yet the violence continues, in part via the traumatic nature of such accounts. As a non-Indigenous educator and researcher, I also acknowledge that such histories of violence have predominantly benefited people like myself and that the Countries on which this article was written (Countries of the sovereign Bindal and Wulgurukaba peoples) have never been ceded.Emmanuel Levinas: Ethics as First PhilosophyEmmanuel Levinas was a French-Lithuanian Jewish teacher and philosopher for whom surviving the Holocaust—where most of his family perished—fundamentally changed his philosophy. Following World War II, Levinas critiqued Heidegger’s philosophy, writing that freedom—an unencumbered being in the world—could no longer be considered the first condition of being human (Levinas, Existence). Instead, the presence of others in the world—an intersubjectivity between oneself and another—means that we are always already responsible for the others we encounter. Seeing the other’s face calls us to be accountable for our own actions, to responsibility. If we do not respect that the other is different to one’s self, and instead try to understand them through our own frames of reference, we commit the epistemological violence of reducing the other to the same (Levinas, Totality 46), bringing their infinity into our own totality.The history of Indigenous and non-Indigenous relations both in Australia and globally has been marked by attempts to bring Indigenous peoples into non-Indigenous orders of knowledge (Nakata, “Cultural Interface”). The word “Aboriginal”, derived from the Latin “of the original”, refers to both Indigenous peoples’ position as original inhabitants of lands, but also to the anthropological idea that Indigenous peoples were early and unevolved prototypes of human beings (Peterson). This early idea of what it means to be Indigenous is linked to the now well-known histories of ontological violence. Aboriginal reserves were set up as places for Aboriginal people to perish, a consequence not just of colonisation, but of the perception that Indigenous people were unfit to exist in a modern society. Whilst such racist ideologies linger today, most discourses have morphed in how they grasp Indigenous people into a non-Indigenous totality. In a context where government-funded special measures are used to assist disadvantaged groups, categories such as the Indigenous/non-Indigenous binary can become violent. The Closing the Gap campaign, for example, is based on this categorical binary, where “sickness=Indigenous” and “whiteness=health”. This creates a “moral imperative upon Indigenous Australians to transform themselves” (Pholi et al. 10), to become the dominant category, to be brought into the totality.Levinas’s philosophical writings provide a way to think through the ethical challenges of a predominantly non-Indigenous teaching workforce being tasked to not just approach the teaching of Indigenous students with more care than previous generations, but to also embed Indigenous perspectives and knowledges into their teaching work. Levinas’s warning of a “disinterested acquisition of knowledge” (Reader 78), seemingly unrestrained by memory or relationships, is useful in two ways. First, for pre-service teachers learning about Indigenous education, Levinas’s work provides a reminder of the ethical responsibilities that all members of a community have to each other. However, this responsibility cannot be predicated on unwittingly approaching Indigenous topics through Western knowledge lenses. Instead, Levinas’s work also reminds us about the ethics of knowledge production which shape how others—in this case Indigenous peoples—come to be known; teachers and pre-service teachers must engage with the politics of knowledge that shape how Indigenous peoples come to be known in educational settings.You Are Not Alone in the World: Indigenous Perspectives in the Australian CurriculumIn 2010, the Australian Curriculum was launched by the Australian Curriculum, Assessment and Reporting Authority (ACARA) with the goal of unifying state-driven curricula into a common approach. Developed from the 2008 Melbourne Declaration on Educational Goals for Young Australians (Ministerial Council for Education, Early Childhood Development and Youth Affairs [MCEECDYA]), the Curriculum has occupied a prominent position in the Australian educational policy space. As well as preparing a future workforce, contemporary Australian education is essentially aspirational, “governed by the promise of something better” (Harrison et al. 234), with the Australian Curriculum appearing to promise the same: there is a concerted effort to ensure that all Australians have access to equitable and excellent educational opportunities, and that all students are represented within the Curriculum. Part of this aspiration included the development of three Cross-Curriculum Priorities (CCPs), focus areas that “give students the tools and language to engage with and better understand their world at a range of levels” (ACARA, “Cross-Curriculum Priorities” para. 1). The first of these CCPs is Aboriginal and Torres Strait Islander Histories and Cultures and is organised into three key concepts: connection to Country/Place; diversity of Aboriginal and Torres Strait Islander cultures; and diversity of Aboriginal and Torres Strait Islanders societies. In the curriculum more broadly, content descriptions govern what is taught across subject areas from Prep to Year 10. Content elaborations—possible approaches to teaching the standards—detail ways that Aboriginal and Torres Strait Islander Histories and Cultures can be incorporated. For example, Year 7 Science students learn that “predictable phenomena on Earth, including seasons and eclipses, are caused by the relative positions of the sun, Earth and the moon”. This can be taught by “researching knowledges held by Aboriginal and Torres Strait Islander Peoples regarding the phases of the moon and the connection between the lunar cycle and ocean tides” (ACARA, “Science” ACSSU115). This curriculum priority mandates that teachers and learners across Australia engage in representations of Indigenous peoples through teaching and learning activities. However, questions about what constitutes the most appropriate activities, when and where they are incorporated into schooling, and how to best support educators to do this work must continue to be asked.As Indigenous knowledges and perspectives are brought into the classroom where this curriculum is played out, they are shaped by the discourses of the space (Nakata, “Cultural Interface”): what is normalised in a classroom, the teachers’ and students’ prior understandings, and the curriculum and assessment expectations of teaching and learning. Nakata refers to this space as the cultural interface, the contested space between Indigenous and Western knowledge systems where disciplinary discourses, practices and histories translate what is known about Indigenous peoples. This creates complexities and anxieties for teachers tasked with this role (Nakata, “Pathways”). Yet to ignore the presence of Indigenous histories, lifeworlds, and experiences would be to act as if non-Indigenous Australia was alone in the world. The curriculum, as a socio-political document, is full of representations of people. As such, care must be given to how teachers are prepared to engage in the complex process of negotiating these representations.The Classroom as a Location of PossibilityThe introduction of the Australian Curriculum has been accompanied by the Australian Professional Standards for Teachers (APST) which govern the requirements for graduating teachers. Two particular standards—1.4 and 2.4—refer to the teaching of Indigenous students and histories, cultures and language. Many initial teacher education programs in Australian universities have responded to the curriculum requirements and the APSTs by developing a specific subject dedicated to Indigenous education. It is difficult to ascertain the success of this work. Many in-service teachers suggest that more knowledge about Indigenous cultures is required to meet the APST, risking an essentialised view of the Indigenous learner (Moodie and Patrick). Further, there is little empirical research on what improves Indigenous students’ educational outcomes, with the research instead focusing on engaging Indigenous students (Burgess et al.). Similarly, there is yet to be a broadscale research program exploring how teacher educators can best educate pre-service teachers to improve educational outcomes for Indigenous students. Instead, much of the research focuses on engaging (predominantly non-Indigenous) becoming-teachers through a variety of theoretical and pedagogical approaches (Moreton-Robinson et al.) A handful of researchers (e.g. Moodie; Nakata et al.; Page) are considering how to use curriculum design to structure tertiary level Indigenous Studies programs—for pre-service teachers and more generally—to best prepare students to work within complex uncertainties.Levinas’s philosophy reminds us that we need to push beyond thinking about the engagement of Indigenous peoples within the curriculum to the relationship between educator-researchers and their students. Further, Levinas prompts us to question how we can research in this space in a way that is more than just about “disinterested acquisition of knowledge” (Reader 78), instead utilising critical analysis to consider a praxis which ultimately benefits Indigenous students, families and communities. The encounter with Levinas’s writing challenges us to consider how teacher educators can engage with pre-service teachers in a way that does not suggest that they are inherently racist. Rather, we must teach pre-service teachers to not impress the same type of epistemological violence onto Indigenous students, knowledges and cultures. Such questions prompt an engagement with teaching/research which is respectful of the responsibilities to all involved. As hooks reminds us, education can be a practice of freedom: classrooms are locations of possibilities where students can think critically and question taken-for-granted assumptions about the world. To engage with praxis is to consider teaching not just as a practice, but as a theoretically and justice-driven approach. It is with this backdrop that I move now to consider some of the writings of non-Indigenous pre-service teachers.The Research ProjectThe data presented here is from a recent research project exploring pre-service teachers’ experiences of a compulsory Indigenous education subject as part of a four-year initial teacher education degree in an Australian metropolitan university (see McDowall). The subject prepares pre-service teachers to both embed the Aboriginal and Torres Strait Islander Histories and Cultures CCP in their praxis and to teach Indigenous students. This second element engages both an understanding of Indigenous students as inhabiting an intercultural space with particular tensions (Nakata, “Pathways”), and the social-political-historical discourses that impact Indigenous students’ experiences. This includes the history of Indigenous education, the social construction of race, and a critical awareness of deficit approaches to working with Indigenous students. The subject was designed to promote a critical engagement with Indigenous education, to give pre-service teachers theoretical tools to make sense of both how Indigenous students and Indigenous content are positioned in classrooms and develop pedagogical frameworks to enable future teaching work. Pre-service teachers wrote weekly reflective learning journals as an assessment task (weighted at 30% of their total grade). In the final weeks of semester, I asked students in the final weeks of semester for permission to use their journals for a research project, to which 93 students consented.Reading the students’ reflective writing presents a particular ethical paradox, one intricately linked with the act of knowing. Throughout the semester, a desire to gain more knowledge about Indigenous peoples and cultures shifted to a desire to be present as teacher(s) in the Indigenous education landscape. Yet for pre-service teachers with no classroom of their own, this being present is always deferred to the future, mitigating the need for action in the present. This change in the pre-service teachers’ writing demonstrates that the relationship between violence and responsibility is exceedingly complex within the intersection of Indigenous and teacher education. These themes are explored in the following sections.Epistemological ViolenceOne of the shifts which occurred throughout the semester was a subtle difference in the types of knowledges students sought. In the first few weeks of the subject, many of the pre-service teachers wrote of a strong desire to know about Indigenous people and culture as a way of becoming a better educator. Their expectations were around wanting to address their “limited understandings”, wanting to “heighten”, “develop”, and “broaden” “understanding” and “knowledge”; to know “more about them, their culture”. At the end, knowing and understanding is presented in a different type of way. For some students, the knowledge they now want is about their own histories and culture: “as a teacher I need the bravery to acknowledge what happened in the past”, wrote one student in her final entry.For other students, the idea of knowing was shaped by not-knowing. Moving away from a desire to know, and thereby possess, the students wrote about the need to know no longer being present: “I owe my current sense of confidence to that Nakata article. The education system can’t expect all teachers to know exactly how to embed Indigenous pedagogy into their classrooms, can they?” writes one student in her final entry, following on to say, “the main strategy I got from the readings … still stands true: ‘We don’t know everything’ and I will not act like I do”. Another writes, “I am not an expert and I am now aware of the multitude of resources available, particularly the community”.For the students to claim knowledge of Indigenous peoples would be to enact epistemological violence, denying the alterity—difference—of the other and drawing them into our totalities. In the final weeks of the semester, some students wrote that they would use hands-on, outdoor activities in order to enact a culturally responsive pedagogy. Such a claim shows the tenacity of Western knowledge about Indigenous students. In this case, the students’ sentiment can be traced back to Aboriginal Learning Styles (Harris), the idea that Aboriginal students inherently learn via informal hands-on (as opposed to abstract) group approaches. The type of difference promoted in Aboriginal learning styles is biological, suggesting that on account of their Indigeneity, Aboriginal students inherently learn differently. Through its biological function, this difference essentialises Indigenous learners across the nation, claiming a sameness. But perhaps even more violently, it denies the presence of an Indigenous knowledge system in the place where the research took place. Such an Indigenous knowledge system begins from the land, from Country, and entails a rich set of understandings around how knowledge is produced, shared, learnt and, enacted through place and people-based knowledge practices (Verran). Aboriginal learning styles reduces richness to a more graspable concept: informal learning. To summarise, students’ early claims to knowledge shifted to an understanding that it is okay to ‘not know’—to recognise that as beginning teachers, they are entering a complex field and must continue learning. This change is complicated by the tenacity of knowledge claims which define Indigenous students into a Western order of knowledge. Such claims continue to present themselves in the students writing. Nonetheless, as students progressed through the semester and engaged with some of the difficult knowledges and understandings presented, a new form of knowing emerged. Ethical ResponsibilitiesAs pre-service teachers learned about the complex cultural interface of classrooms, they began to reconsider their own claims to be able to ‘know’ Indigenous students and cultures. This is not to say that pre-service teachers do not feel responsibility for Indigenous students: in many journals, pre-service teachers’ wanted-ness in the classroom—their understanding of their importance of presence as teachers—is evident. To write for themselves a need to be present demonstrates responsibility. This took place as students imagined future praxis. With words woven together from several journals, the students’ final entries indicate a wanting-to-be-present-as-becoming-ethical-teachers: I willremember forever, reactionsshocked, sad, guilty. A difference isI don’t feel guilt.I feelI’m not alone.I feelmore aware ofhow I teachhow my opinionscan affect people. I guesswe are the oneswho must makethe change. I feelsomewhat relieved bywhat today’s lecturer said.“If you’re willingto step outfrom behind fencesto engage meaningfullywith Indigenous communitiesit will not be difficult.” I believethe 8-ways frameworkthe unit of workprovide authentic experiencesare perfect avenuesshape pedagogical practicesI believemy job isto embrace remembrancemake this happenmake sure it stays. I willtake away frameworkssupport Indigenous studentsalongside Indigenous teacherslearn from themconsult with communityimprove my teaching. In these students’ words is an assumed responsibility to incorporate Indigenous knowledges and perspectives into their work as teachers. To wish representations of Indigenous peoples and knowledges present in the classroom is one way in which the becoming-teachers are making themselves present. Even a student who had written that she still didn’t feel completely equipped with pedagogical tools still felt “motivated” to introduce “political issues into Australia’s current system”.Not all students wrote of such presence. One student wrote of feeling left “disappointed”, “out of pocket”, “judged” – that the subject had “just ‘ticked the box’” (a phrase used by a second student as well). Another student wrote a short reflection that scratched the surface of the Apology¹, noting that “sorry is something so easy to say”. It is the mixture of these responses which reminds us as researchers and educators that it is easy to write a sense of presence as a projection into the future into an assessment task for a university subject. Time is another other, and the future can never be grasped, can never truly be known (Levinas, Reader). It is always what is coming, for we can only ever experience the present. These final entries by the students claim a future that they cannot know. This is not to suggest that the words written—the I wills and I believes which roll so quickly off the pen—are not meaningful or meant. Rather, responsibility is deferred to the future. This is not just a responsibility for their future teaching. Deferral to the future can also be a way to ease one’s self of the burden of feeling bad about the social injustices which students observe. As Rose (17) writes,The vision of a future which will transcend the past, a future in which current contradictions and current suffering will be left behind enables us to understand ourselves in an imaginary state of future achievement … enables us to turn our backs on current social facts of pain, damage, destruction and despair which exist in the present, but which we will only acknowledge as our past.The pre-service teachers’ reflective writing presents us with a paradox. As they shift away from the epistemological violence of claiming to know Indigenous others from outside positions, another type of violence manifests: claiming a future which can transcend the past just as they defer responsibility within the present. The deferral is in itself an act of violence. What types, then, of presence—a sense of responsibility—can students-as-becoming-professionals demonstrate?ConclusionRose’s words ask us as researchers and educators to consider what it might mean to “do” ethical practice in the “here and now”. When teachers claim that more knowledge about Indigenous peoples will lead to better practice, they negate the epistemological violence of bringing Indigeneity into a Western order of knowledge. Yet even as pre-service teachers’ frameworks shift toward a sense of responsibility for working with Indigenous students, families, and communities—a sense of presence—they are caught in a necessary but problematic moment of deferral to future praxis. A future orientation enables the deflection of responsibility, focusing on what the pre-service teachers might do in the future when they have their own classrooms, but turning their backs on a lack of action in the present. Such a complexity reveals the paradox of assessing learnings for both researchers and university educators. Pre-service teachers—visitors in placement classrooms and students in universities—are always writing and projecting skill towards the future. As educators, we continually ask for students to demonstrate how they will change their future work in a time yet to come. Yet when pre-service teachers undertake placements, their agency to enact difference as becoming-teachers is limited by the totality of the current school programs in which they find themselves. A reflective learning journal, as assessment directed at projecting their future work as teachers, does not enable or ask for a change in the here and now. We must continue to engage in such complexities in considering the potential of epistemological violence as both researchers and educators. Engaging with philosophy is one way to think about what we do (Kameniar et al.) in Indigenous education, a complex field underpinned by violent historical legacies and decades of discursive policy and one where the majority of the workforce is non-Indigenous and working with ideas outside of their own experiences of being.
