Abstract:
Around the world, faith in democracy is falling. Partisanship and mutual distrust are increasing. What, if anything, should we do about these problems? In this accessible work, leading philosophers Jason Brennan and Hélène Landemore debate whether the solution lies in having less democracy or more. Brennan argues that democracy has systematic flaws, and that democracy does not and cannot work the way most of us commonly assume. He argues the best solution is to limit democracy’s scope and to experiment with certain voting systems that can overcome democracy’s problems. Landemore argues that democracy’s virtues, which stem, at an ideal level, from its inclusiveness and egalitarian distribution of power, are not properly manifested in the historical regime form that we call “representative democracy.” Whereas representative democracy centers on an oligarchic form of representation by elected officials, Landemore defends a more authentic paradigm of popular rule—open democracy—in which legislative power is open to all on an equal basis, including via lottery-based mechanisms.

Abstract:
There is not one model of democracy, but there are several. These models differ in the emphasis they put on the different yardsticks that are used to assess the quality of democratic processes. We look first at different understandings of democracy and the principal elements underlying them, notably representation, responsiveness, accountability, and legitimacy. Evaluations of the rise of diploma democracy may vary greatly, depending on the way these different yardsticks are perceived. Then we address how the democratic expansion in the past decades has opened up new opportunities for many citizens to participate and to voice concerns. Yet, as we shall show in the book, this has at the same time closed down opportunities for other citizens to influence decision-making, and paved the way for a diploma democracy.

Abstract:
This chapter seeks to bring out the interrelated quality of twentieth century discussions of democracy, drawing especially on debates in the 1930s and 1970s. It locates these within the longer history of the British conversation about democracy, a conversation that was both influenced by discussions elsewhere and informed by comparisons with, and imaginings of, other polities. It starts with an examination of the history of debating democracy in Britain and then turns to the British way of doing democracy. It argues that the former is essential to making sense of the latter. It moves on to consider how the British have done democracy, drawing upon an emerging cultural history of democratic practices. The final section offers thoughts on the prospects for the historiography of democracy in Britain, and on what its development so far says about the state of modern British political history.

Abstract:
When compared to various forms of autocracy, monarchy, theocracy, oligarchy, and dictatorship, democracies are better at solving, routinizing, and institutionalizing basic problems of common social life and collective action. This article explores the historical origins of ideas that articulate and justify contemporary democratic theory and practice. First, it surveys the conceptual questions embedded in the concept of democracy inherited from the Greek, demokratia—literally, the power (kratos) of the people (demos), though commonly translated as rule of the people. Embedded in this concept of democracy we find at least four basic classes of questions: Who are “the people”? At what level of organization is “self-government” directed? How is the rule of the people translated into collective decisions and actions? Why is democracy good? The answers to these questions form, as it were, the history of democratic theory from the perspective of what historical democratic ideas and practices might contribute to the present and future of democracy.
