Full textAVarious studies were done in regards of Job Seekers in France but little in reunion Island. After twenty years of practice in the job seeking industry in this department on the loocking, carer orientation via sessions provided by A.N.P.E. with job seeking applicants; i felt the needs to study the reasons of the non employment status. This work enabled me to better apprehend the difficulties of any kind of the applicants for work, but mainly the psychological difficulties caused by the individuals. Which is the operating process of the applicant for work? Does he take on him all the difficulties on Earth so he agrees these are the reasons not to find what he seeks or does he do as if nothing of that exists. Lack of diploma, the ethnic origin, a dismissal not understood, the age, the sex, the place of the residence, the type of experiment, the number of employers, the time passed without employment, the lack of knowledge of a particular context..., all perhaps a handicap. The active search for an employment implies to undergo refusal which can be lived like repeated failures. What makes it possible for some to immediately find an employment? What places in front of others the increasingly insurmountable obstacles causing the lack of participation in the competition resulting in abandon? To study further more and understanding the various difficulties, it seemed useful to me to inspire my work with the one of Gregory Bateson which clarified: the logical levels of thethought and their mechanism

Full textOur research focuses on the recommendation of new job offers that have just been posted and have no interaction history (cold start). To this objective, we adapt well-knowns recommendations systems in the field of e-commerce by exploiting the record of use of all job seekers on previous offers. One of the specificities of the work presented is to have considered real data, and to have tackled the challenges of heterogeneity and noise of textual documents. The presented contribution integrates the information of the collaborative data to learn a new representation of text documents, which is required to make the so-called cold start recommendation of a new offer. The new representation essentially aims to build a good metric. The search space considered is that of neural networks. Neural networks are trained by defining two loss functions. The first seeks to preserve the local structure of collaborative information, drawing on non-linear dimension reduction approaches. The second is inspired by Siamese networks to reproduce the similarities from the collaborative matrix. The scaling up of the approach and its performance are based on the sampling of pairs of offers considered similar. The interest of the proposed approach is demonstrated empirically on the real and proprietary data as well as on the CiteULike public benchmark. Finally, the interest of the approach followed is attested by our participation in a good rank in the international challenge RecSys 2017 (15/100, with millions of users and millions of offers)

Full textThis thesis proposes to evaluate methods and organization of placement of job-seekers in a private agency, Sodie. The goal is to show the most important performance levers. In the first chapter, we discuss the theoretical and empirical effects of placement on the one hand, and, on the other hand, of the use of private agencies. The second chapter focuses on the institutional framework of placement in France. We show how the French public employment service (Pôle Emploi) meets the performance criteria identified in the previous chapter. In the third chapter, we study how the diversification of missions including outsourcing for Pôle Emploi has changed the work of placement agents and the placement methods of Sodie. Chapter 4 focuses on a randomized experiment of two provisions : the “engagements mensuels de reclassement” and the implementation of the “plateforme Relation Entreprise” for exploring the “hidden” labor market. Chapter 5 focuses on the impact of a shock of information. We show how profiling informations is used by counselors through the impact on their choice of candidates and on their performance in rehabilitation

Full textIn a context of high unemployment across Europe for many years (average around 10%), theability to link job supply and demand is crucial and essential to limit unemployment.The French authorities have devoted particular attention to reform the public employment servicewhich resulted in a major transformation embodied by the creation of « Pôle emploi » in 2008. Itis clear that this reform has not achieved the desired objectives and many critics are on theineffectiveness of this new structure.The crisis of legitimacy of « Pôle emploi » is especially illustrated by the existence of anecosystem of intermediation between supply and demand that has been developed in the marginsof public employment service. It includes a set of specialist players (recruitment agencies,temporary employment agencies, etc.) and dedicated digital services (job board - Monster,JobiJoba, Cadremploi Le Bon Coin -; social networks - LinkedIn, Viadeo -; etc.) in which firmsand candidates rely on to meet their needs.The aim of this research is to identify structural and organizational constraints that explain thecrisis of legitimacy of the french public employment service. Our work also aims to illustrate,through the case of « Pôle emploi », the concept of "hatch of legitimacy" that applies, undercertain conditions, on organizations operating in a non-competitive environment. We finallypropose to draw theoretical conclusions and managerial implications applicable to thedevelopment of a reform strategy for public organizations
