Abstract:
The purpose of this paper is to compare and evaluate the validity of Information systems (IS) success models such as DeLone and McLean’s (1992), Seddon’s (1997), and DeLone and McLean’s (2003) IS success models for an e-government application called the Online Public Grievance Redressal System (OPGRS) in context of India. The paper also provides an integrated model of IS success based on the comparison of the three well-known IS success models. All the existing models of IS success are not considered in their original shapes as this research is not using the variables such as use, individual impact, organizational impact from DeLone and McLean (1992) IS success model, use and net benefits from DeLone and McLean (2003) IS success model, and other measures of net benefits of IS use including net benefits to individuals, organizations, and society, and expectations about the net benefits of future IS use from Seddon’s (1997) IS success model. The proposed model contains the additional constructs relevant to e-government research including complexity, trust, and facilitating conditions and found that the model performs quite satisfactorily as far as the success of the OPGRS system is concerned. The paper also discusses its limitations, provides implications for theory and practice, and proposed future lines of research which will allow the researchers, practitioners, and government to leverage the full potential of the OPGRS system to curb and eradicate corruption and to build a transparent and sanitized society.

In order to address the task and function in tax policy through the information technology, the Directorate General of Tax, Ministry of Finance of Indonesia, has already developed and launched e-Filing system as tax services in web based. Although it has massively run, there are still problems in its implementation. Hence, we need to evaluate and judge how its implementation based on point of view of its user. The general purpose of this research is to evaluate the success of e-Filing system implementation based on user perception with DeLone & McLean Information System Success Model Approach (1992). By using primary data form questionnaire and secondary data with quantitative approach of Structural Equation Modelling (SEM) based on Partial Least Square (PLS)’s component or variance, this research examine the effect of success indicators measurement on implementation of e-Filing system based on Delone & McLean (1992) model. This model uses six variables which are system quality, information quality, user satisfaction, use, individual impact and organizational impact. This research empirically showed that the e-Filing system currently implementated is not successfully running yet based on all DeLone & McLean’s success measurement criterias. Hence, Directorate General of Tax need to improve, strengthen, and expand the e-Filing system implementation.

Investment resources, time and cost in the implementation of information systems are not small, making measuring the success of information systems becomes very important to do. Meanwhile, the university as an educational institution today has been rampant to implement e-learning as an information system that provides added value for students. A University in North Jakarta has implemented e-learning integrated with information portal of students and lecturers since 2009. But until now has not been measured the success of the information system. So this research is done with one of the goals to measure the success of e-learning adopted by the University. In addition, this research would like to test the success model of DeLone and McLean's updated information system (2003) in the case of e-learning. The analysis was performed using SEM with the help of Lisrel 8.7 which tested 7 hypotheses. From this research found that DeLone and McLean model can not be used to explain the cause of success of e-learning system that its use is required, but need further research to get better level of generalization.

Abstract:
This research was based on the modification of the DeLone and McLean information systems models by adding end-user computing satisfaction variables to determine the success factors for e-government systems. This model was adopted due to the aim of this study to investigate the factors responsible for the successful implementation of e-government by bringing it closer to public value. However, while the DeLone and McLean models focus more on the information system approach, the model proposed was on the premise that system quality (SQ), information quality (IQ), content (CO) and format (FO) are determinants of e-government system user satisfaction. Furthermore, the net benefits through a five-dimensional public value determinants were used to evaluate e-government websites from a community perspective. Responses from 150 communities were analyzed by smart PLS 3.0 using structural equation models to examine the relationship between the constructs of the proposed model. This study contributes to the research gap in adopting DeLone and McLean's model in the e-government due to the limitation in its validation for different contexts. The results support the effect of content variables on user satisfaction and simultaneously prove that it is possible to explain net benefits, with an r-squared value of 69.1%, using the variables in the proposed model. The five dimensions of public value adopted all proved to have a positive influence with a confidence level of 95%. The level of construct significance identified is able to help in the formulation of strategies to improve e-government services.

ENGLISH ABSTRACT: Information System Success Evaluation has been a concept of interest to many organizations for decades now. The main motivation for this activity is usually from the financial view of things, that is, the main interest of an organization carrying out IS success evaluation is mainly to find out whether investing in such a system was a good business decision. This question is often answered by the realization of the direct and indirect benefits realized by deployment of using such a system. Like many organizations the government of Botswana has invested millions of Pula’s in the past number of years in acquiring and implementing different Information Systems in the various Ministries and Departments. One such system is the Vehicle Registration and Licensing System, which was deployed by the Department of Roads Transport and Safety of the Ministry of Works, Transport and Communication. After the VRLS implementation there has not been any formal scientific research or investigation conducted to find out the success of this Information System, especially with regards to the stakeholders who use this system for their daily jobs. This study therefore engaged in a task, which evaluated the success of the Vehicle Registration and Licensing System and answered the question of how effective the system is from the user’s point of view. A well-known Information System success evaluation model, known as the Delone and McLean IS evaluation model, was applied to test the hypothesis of this research. A structured questionnaire was used to collect the research data. The results were analyzed using a common research tool, the SPSS, including cross tabulation and chisquare tests. The findings of this study will further enrich the IS success evaluation Body of Knowledge on the key factors which can contribute to a successful or unsuccessful Information System acquisition investment. Furthermore, the researchers who will further look into this subject may find these findings very useful and also stimulating to do further research on this subject to unveil further evidence of the ingredients of an effective Information System investment which has been accepted by and accredited by its users.
AFRIKAANSE OPSOMMING: Inligtingstelselsuksesevaluering is ‘n konsep wat baie organisasies nou al vir dekades interesseer. Die motivering hiervoor is hoofsaaklik geleë in finansiële redes. Organisasies wil hiermee vasstel of dit ‘n goeie besigheidsbesluit was.

Abstract:
For many years researchers have been troubled with the evaluation of Information Systems (IS) concluding to a lack of understanding as to the time, methods and tools for measuring the impact of IS on organisational performance. Motivated by this lacuna in the literature, this thesis explored the relationship between Information Systems’ Effectiveness and Organisational Performance. The theoretical framework is based on the Delone and McLean’s (D&M) IS success model which is widely adopted in the IS research. Based on a comprehensive literature review on the older and more recent studies the research framework incorporated several new items used by researchers for the measurement of the D&M dimensions. Following a web survey on 168 Greek firms this study sheds some light into the IS field by focusing on how IS effectiveness measures affect Organisational Performance. Data for this study was collected by means of a web-link questionnaire and a sample of 700 companies of different sizes operating in various industries. Many descriptive statistics of academic and managerial importance were produced. Following a correlation analysis and Exploratory Factor Analysis, 15 factors were used for Multiple Regression analysis conducted to test a number of hypotheses around the relationship between the dependent construct (organisational performance) and the independent construct (IS effectiveness). This thesis contributes to existing research in the following ways. First, this study extends our knowledge on IS effectiveness as we adapted and modified DeLone and McLean's model of IS success to incorporate new variables from recent research. The results indicate a significant statistical link between IS effectiveness and performance measures. Second, it provides a holistic framework for measuring Organisational Performance with financial and non-financial variables. Finally, the study presents findings from Greek companies that have adopted IS providing practioners with advice for the practices that can lead to possible and realistic benefits.

Abstract:
Information system is a crucial topic in today’s business world. Without a proper information system, it is very difficult to compete on the market. The purpose of the study was to analyze the impact an information system has on the users work and how those factors are assessing the users’ readiness to change to e.g. switch from an existing information system to a new more advanced one. The study was based on the DeLone and McLean IS success model and a single case study was conducted with an inductive research approach. The empirical data has been gathered through semi-structured interviews and the findings show that reliability, response time and IT service of the IS system are the factors with the most influence on the user’s perceived readiness to change. Moreover, the users are not ready to change the current information system that is running within the company for a more advanced one. Position, technical skills and top management are all impacting the user’s readiness to change. Organizationscan use these findings to analyze the users’ satisfaction, their behavior and readiness to face the future changes.

Abstract:
How to evaluate the efficiency of an information system (IS)? The efficiency of an IS intended for a normal management situation must be assessed differently from an IS intended for an extreme situation. This is explained by the peripheral role of IS intended for normal situations and, conversely, by the "core" role of IS intended for extreme situations. Proposing this answer required a two-step process, which, in its entirety, underlines the concern of practitioners and researchers regarding the question of evaluating the efficiency of IS.As a first step, a literature review of the IS evaluation was conducted. An interpretative analysis as well as a bibliometric statistical analysis of the scientific literature and practitioners revealed the characteristics of the concept of IS evaluation. These characteristics were analyzed by thematic coding. The result is, on the one hand, to highlight the convergences and divergences between the points of view of researchers and practitioners on the notion of evaluation in IS; on the other hand, to propose maturity levels for evaluating the efficiency of an IS.In a second step, cases of e-government IS were studied. It is through a Design Science (DSR) approach that an artifact was designed and evaluated that operationalizes DeLone and McLean's (1992, 2003, 2016) success model contextualized to Girin's (1990) management situations. This artifact makes it possible to 1) evaluate the efficiency of an e-government IS for either a normal management situation or an extreme situation; 2) measure the maturity of an organization's IS efficiency evaluation process. In addition to answering the research question posed in this thesis, this artifact made it possible to clarify the paradoxical role of IS intended for extreme management situations. In addition, it should reconcile practitioners and researchers on how to evaluate an IS

Abstract:
The debate on how to measure the value of IT is an ongoing debate within the IT evaluation research. Research about the value of IT tends to focus on formal aspects and ignore informal aspects such as the subjective perceptions of individuals and researchers acknowledge a lack of informal evaluation methods used in practice. This study aims to answer two research questions: How can informal value of IS be evaluated? and What are the benefits and drawbacks of relying on informal value when assessing IS? To answer these questions a qualitative case study have been conducted using the DeLone & McLean IS Success Model as a theoretical framework. The results show that using the model was successful however we argue that important aspects were missing in the model. The benefits of relying on informal value showed to be the possibilities of discovering aspects of value that are not visible in formal evaluation. The drawbacks of performing an informal evaluation are that they are complicated and time-consuming and do not promise useful results.

Abstract:
One of the major challenges of MIS activities is the difficulty in measuring the effectiveness of delivered systems. The principal purpose of my research is to explore this field in order to develop an instrument by which to measure such effectiveness. Conceptualisation of Information System (IS) Effectiveness has been substantially framed by DeLone and McLean's (1992) Success; Model. But with the innovation in Information Technology (IT) over the past decade, and the constant pressure in IT to improve performance, there is merit in undertaking a fresh appraisal of the issue. This study built on the model of IS Success developed by DeLone and MeLean, but was broadened to include related research from the domains of IS, Management and Marketing. This analysis found that an effective IS function is built on three pillars: the systems implemented; the information held and delivered by these systems; and, the service provided in support of the IS function. A common foundation for these pillars is the concept of stakeholder needs. In seeking to appreciate the effectiveness: of delivered IS applications in relation to the job performance of stakeholders, this research developed an understanding of what quality means in an IT context I argue that quality is a more useful criterion for effectiveness than the more customary measures of use and user satisfaction. Respecification of the IS Success Model was then proposed. The second phase of the research was to test this model empirically through judgment panels, focus groups and interviews. Results consistently supported the structure and components of the respecified model. Quality was determined as a multi-dimensional construct, with the key dimensions for the quality of delivered IS differing from those used in the research from other disciplines. Empirical work indicated that end-user stakeholders derived their evaluations of quality by internally evaluating perceived performance of delivered IS in relation to their expectations for such performance. A short trial explored whether, when overt measurement of expectations was concurrent with the measurement of perceptions, a more revealing appraisal of delivered IS quality was provided than when perceptions alone were measured. Results revealed a difference between the two measures. Using the New IS Success Model as the foundation, and drawing upon the related theoretical and empirical research, an instrument was developed to measure the quality/effectiveness of delivered IS applications. Four trials of this instrument, QUALIT, are documented. Analysis of results from preliminary trials indicates promise in terms of business value: the instrument is simple to administer and has the capacity to pinpoint areas of weakness. The research related to the respecification of the New IS Success Model and the associated empirical studies, including the development of QTJALIT, have both contributed to the development of theory about IS Effectiveness. More precisely, my research has reviewed the components of an information system, the dimensions comprising these components and the indicators of each, and based upon these findings, formulated an instrument by which to measure the effectiveness of a delivered IS.

Abstract:
When measuring Information Systems (IS) success, it is important to know the type of IS being measured, the systems objectives, and the unit of analysis. As organizations invest in technology to help achieve strategic goals, they need to be able to measure IS success. Measuring the effectiveness of IS from an organizational perspective is the effect it has on achieving organizational goals. The effectiveness of information systems is a measure of net benefits. This empirical study investigated IS success in terms of the DeLone and McLean IS success model variable, net benefits. In order to measure IS success, the context of the investigation and the unit of analysis are as important as what is being measured. This investigation, in the context of a building automation system (BAS), evaluated the net benefits success measurement with the organization as the unit of analysis. Two hypothesis testing studies were conducted. The first study was a predictive investigation, which researched the relationship among the independent variables, kilowatt hours, kilowatt demand, and the dependent variable, the cost of energy. A multiple regression analysis was conducted to understand to what extent the independent variables could predict the dependent variable. The second study was a correlational investigation. This study was conducted to ascertain whether a building automation system affects the cost of energy. A Point Biserial Correlation Coefficient test was conducted to understand the relationship between the cost of energy and stores with a building automation system and those without. A t-test was conducted to understand the level of significance. The results of the analysis showed that the relationship between the cost of energy and a BAS is statistically significant and that the variables kilowatt hours and kilowatt demand are statistically significant as predictors of the cost of energy.

Abstract:
A critical factor of e-learning success is the e-learning readiness of the online user. However, there is a scarcity of studies on online instructors' e-learning readiness (E-Readiness) in an online learning environment. The purpose of this study was to evaluate whether there were correlations among online instructor E-Readiness dimensions and factors at the design and delivery stages that affect system outcomes. In this study, the DeLone and McLean model was used as a framework for research to test E-Readiness with the System Design stage (comprising System Quality, Information Quality, and Service Quality), System Delivery stage (comprising System Use, and User Satisfaction) and Net Benefits stage (comprising Net Benefits). A total of 113 online instructors at a Caribbean university system completed a Web-based questionnaire containing previously validated and adapted items. The questions were answered using a five-point Likert scale and the survey results were analyzed using aggregates and linear regression statistical methods. The results revealed that the e-learning systems success score of the university was 4.07 out of 5 or 81.4%, while the E-Readiness score of online instructors was 4.53 out of 5, or 90.6%. Linear regression analysis showed that E-Readiness was a significant and positive predictor of the System Design, System Delivery, and System Outcome stages and their associated dimensions. The results of multiple linear regression analysis showed that the constructs together accounted for 42.2% of the variance in Net Benefits. Of the six predictors in the model, User Satisfaction provided the largest unique contribution when the other predictors in the model were held constant. The other predictors in the model (System Quality, Service Quality, Information Quality, System Use and E-Readiness) were not statistically significant and provided no significant or unique contribution to Net Benefits. Further information is provided regarding factors affecting net benefits among online instructors using online learning environments. This information can be used to address online instructors' barriers to technology use.

Abstract:
Limited research has been conducted on how system administrators actually can affect information systems (IS) after they have been implemented; hence, this study examines how system administrators can affect IS success in an implemented IS. The study identified a system administrator´s affect on the three IS quality dimensions in the DeLone and McLean IS success model. The empirical findings was based on a single case study where the data was collected through interviews with the system administrator and the system assistants, but also through a questionnaire answered by the users of the IS. The empirical findings suggested that the system administrator can affect IS success through the IS quality dimensions both directly and indirectly. The system administrator´s affect on IS success proved to be highly dependent on the external system vendor and the structure of the internal support unit.

Abstract:
The purpose of this paper is to compare and evaluate the validity of Information systems (IS) success models such as DeLone and McLean's (1992), Seddon's (1997), and DeLone and McLean's (2003) IS success models for an e-government application called the Online Public Grievance Redressal System (OPGRS) in context of India. The paper also provides an integrated model of IS success based on the comparison of the three well-known IS success models. All the existing models of IS success are not considered in their original shapes as this research is not using the variables such as use, individual impact, organizational impact from DeLone and McLean (1992) IS success model, use and net benefits from DeLone and McLean (2003) IS success model, and other measures of net benefits of IS use including net benefits to individuals, organizations, and society, and expectations about the net benefits of future IS use from Seddon's (1997) IS success model.

Abstract:
Picture Archiving and Communication Systems (PACS) is an important e-health application, playing a significant operational role within hospitals in electronically transmitting image-based data. Various authors have attributed a range of benefits to PACS, including diagnostic accuracy (Scott et al., 1995; Slasky et al., 1990), interpretation time savings (Kato et al., 1995), workflow (Gale, Gale, Schwartz, Muse & Walker, 2000) and user satisfaction (Philling, 1999). While there is general consensus that PACS brings some or all of these benefits, there is little agreement as to the mechanism through which these benefits are generated. The work of Delone and McLean (2003) provides a generalized model that attributes information systems success to benefits accruing from relationships between characteristics of the information system (e.g., information quality, system quality, service quality) and user intention to use and user satisfaction (see Figure 1). This chapter provides empirical evidence that the Delone and McLean (2003) model with modifications explains the source of PACS benefits. Not only do we suggest a new model, but we also recommend that each specific information system context may require specific modification of Delone and McLean’s (2003) model to explain the source of success.

Abstract:
This study tests the model of information system success proposed by DeLone and McLean using data that was collected in three selected districts of Tanzania. A survey was administered to elicit factors for e-government adoption in Tanzania using the DeLone and McLean model of information system success. The results of multiple linear regressions indicate that system quality significantly influences e-government adoption in Tanzania. In light of these findings, researchers should conduct a similar study using other different models of e-government adoption in order to identify more factors that influence e-government adoption in Tanzania. Policy makers and e-government project teams should consider system quality as a barrier to e-government adoption and hence find ways of ensuring easy-to-use and easy-to-learn systems in order to facilitate e-government adoption within the country.
