Abstract:
This thesis examines the location and role of the runanga institution. As a prominent contemporary organization for Maori development, relevant theory locates runanga with regard to a broader developmental framework and their potential to function within it. The position of runanga, as a facilitator of Maori development, is assessed with reference to Dependency theory, World Systems theory and Modes of Production. These theories highlight the systematic historic dis-empowerment of Maori through the processes of colonisation with particular regard to runanga. The thesis also considers the evolution of the runanga since its migration from Hawaiki, its utilisation as a forum of colonial resistance, its co-option into the governmental system and its contemporary resurgence. This provides a historical overview of the runanga as an institution. In addition, Te Runanga 0 Ngati Whitikaupeka has been used as the case study which considers the issues of becoming a runanga and includes what the structure of the runanga might look like for Ngati Whitikaupeka as an iwi. The theories of Community Development and Empowerment are offered as means to counter the further dis-empowerment of Maori, where institutions such as runanga can utilise these notions to facilitate positive outcomes for iwi and Maori development. Field research contained in this thesis identifies some of the specific concerns and aspirations of Ngati Whitikaupeka iwi members. In utilising the notions of empowerment and community development the field research provides an explicit statement of Iwi aspirations to maintain the connection between Ngati Whitlkaupeka Iwi members at the flax-roots and Te Runanga 0 Ngati Whitikaupeka as a representative body that can facilitate those aspirations. Supplementary to this the iwi aspirations that have been identified in this study are intended to provide some direction for the runanga as the representative decision-making body moving into the future.

Abstract:
This thesis examines the ways in which the process of exhibition development and the politics this involves affects the practice of history in the museum. It does this by establishing the broad parameters of history practice in the museum and places this in relation to academic practice, focusing on the New Zealand context and specifically upon Auckland War Memorial Museum. From this basis the thesis examines the development of City exhibition at Auckland Museum as a large-scale museum history exposition. The development process for this exhibition was created with the aim of changing the traditional Museum approach so as to create a more engaging and scholarly history exhibition than is traditional. At the same time however, there was also an aim of retaining the appearance of the traditional Museum within this programme of change. These aims were to be met by the innovation of the collaboration between an academic historian and the Museum's practitioners in the development process.The research is based upon a detailed investigation of the roles played by the exhibition team members and the decisions, negotiations and compromises that they made through the development process. Beginning with their original intentions and concepts for the exhibition its metamorphosis into the exhibition as it was installed in the Museum gallery is traced. Emphasis is placed on the resonance that the various decisions and changes carried into the finished exhibition. The findings indicate that the Museum's traditions of developing and displaying knowledge exerted a strong conservative effect over the exhibition development in conflict with the programme of change. This conservatism vied with the authorial intentions of the exhibition development team. As a result of this influence the exhibition developed leant towards the conventional. The unexpectedly orthodox outcome resulted from the absence of critical museological practice. The thesis argues that although Auckland Museum had undergone extensive restructuring, including the introduction of new exhibition development processes and a new outlook as an organisation, the conception of history in the Museum had not changed. Ultimately this precluded that the practice of history in the institution would advance through the revised exhibition development process. However, the development of City did help achieve the updating of social history in the Museum and remains a platform upon which a more critical approach to the past can be built.

Abstract:
This thesis explores claims that organic agriculture may be an empowering development strategy by investigating the impacts of conversion to organic farming systems on the lives of small-scale farmers in Cambodia. The thesis interrogates the diverse uses and abuses of the term =empowerment‘ in development rhetoric and argues for an empowerment model that is derived from farmers‘ self-defined concepts of development. This model was used to conduct a qualitative case study involving semistructured interviews and focus groups with members of organics initiatives in seven diverse Cambodian communities. Results indicate that many farmers in all communities felt that their most important objective was not only to achieve food security, but to be able to grow sufficient rice to feed their family. Farmers joined the organics initiatives primarily to improve their health and reduce the cost of farming inputs. As a result of joining the initiatives, all farmers (including both certified and non-certified organic farmers) felt they had improved their health and food security. Most farmers also increased incomes, created stronger family and community ties and felt they had more control over their livelihoods. These benefits were not, however, distributed equally amongst individuals or communities. Very poor and isolated farmers could not generally access benefits. The three main factors that determined the impact of the organics initiatives on farmer empowerment were identified as: the individual‘s level of resources, the strength of the farmer group, and the policies and values of the supporting organisation. The implications for future initiatives are, firstly, the tremendous potential for farmers and wider rural communities to benefit from organic agriculture as a development strategy. However, this study also shows that if organics is to be viable for low-resource people, it may be necessary to promote both resources and techniques in organics initiatives. Also, a focus on building strong relationships both within the farmers group and linkages with local and wider stakeholders may enhance long-term sustainability of organics initiatives.

Abstract:
This thesis explores how stakeholders in Mongolian rural development projects interpret the concept of 'participation'. While previous research has provided an ethnographic snapshot of participation in rural development projects, none has yet focused on Mongolia – a post-socialist nation that receives significant amounts of foreign aid. To gain a holistic picture of 'participation', this study explores: how stakeholders understand participation; what stakeholders perceive and prioritise as the benefits of participation; and which factors motivate or inhibit participation. This study's methodology involved an inductive, qualitative approach with a multiple case study design. Three Mongolia rural development projects, each with objectives of poverty-reduction and participation, were selected from three different development organisations and interviews were conducted with different stakeholder groups: development organisation managers, field staff, and local people of the project sites (participants and non-participants). The results of this study revealed a dominant or 'Mongolian' understanding of 'participation' existed across the various stakeholders: 'Participation is local contributions of group labour and information for material benefits, within a top-down authoritarian structure (including local institutions)'. This understanding arose from development organisations' emphasis on efficiency and sustainable results and local people engaging with the project as a normative livelihood strategy. In this study, given the incidence and nature of rural poverty, stakeholders prioritised the tangible benefits of participation over the intangible and linked empowerment to tangible outcomes. Development staff prioritised the longer-term tangible benefits (food security and income), and to ensure their sustainability sub-benefits were provided sequentially, mental capital, then physical capital, with social capital built naturally through the project's formal and informal activities. In contrast, local people prioritised the manifest tangible benefits, which initially meant the physical capital gifted by the project, and then later the material outcomes of the new livelihoods. While development staff envisioned intangible benefits as important in their own right, for Mongolian participants they were a gateway to the project's tangible outputs. Four prominent intangible benefits emerged: knowledge/mental investment, 'power within', social connections, and involvement in groups – each uniquely valuable within the Mongolian context. The results also showed that the factors which shaped participation reflected the unique circumstances of rural Mongolia and each project's activities. Economic rationality appeared as the foundational incentive for participation, followed by social motivations that included: widespread, detailed, and positive information about the project; the perceived power, leadership, and organisational skills of the development organisation; a deep personal relationship between development staff and local people; and rurally-oriented seminars and workshops. The major barriers to 'Mongolian' participation included: a lack of opportunity or incentive to participate; the current situation of poverty and unemployment; Mongolia's governance structures, culture, and history; the geography of isolation; the development organisation‟s procedures; and the dynamics of project 'groups'. Moreover, the results indicated that projects which require higher levels of local participation, i.e. decision-making, may face more fundamental obstacles because of the cultural value placed upon top-down, authoritarian leadership and a prevailing mentality of dependence. Based on these results, this study concludes that interpretations of participation arise out of field-level realities, and thus the level of participation incorporated into development projects needs to reflect the local culture, context, and history.

Abstract:
In many ways, coastal marine resources have provided an important source of protein, income and even employment for coastal rural Solomon Islands communities. Fishing, for instance, has always played a very important role in these communities' culture and tradition. Subsistence fishing is traditional in most rural coastal communities. Small-scale fishing is also wide-spread. Traditionally marine areas and resources were managed by the custodians of the adjacent land and the traditional leaders in some local communities. While small-scale fisheries are managed by the Government, much of the enforcement responsibility is in the hands of the community leaders, given the realities of what that Government can provide. This research has explored the interaction between rural coastal livelihoods and marine resource management under Customary Marine Tenure (CMT) in one area of Temotu Province, Solomon Islands. Specifically the research seeks to explore, explain and describe how the livelihoods of the rural coastal villagers influence the use, access and management of marine resources and vice versa. Particular attention has been given to: first exploring the traditional marine resource management under CMT and livelihoods in the three villages; second, how the changes in the villagers' livelihoods system affects the customary marine resource management in the three case study villages; third, how changes in customary marine resource management influences the livelihoods of the villagers and finally the nature of the relationship between livelihoods and customary marine resource management is described for the first time for this part of the Solomon Islands. The research results showed that villagers' livelihoods have changed over the past decade and much of these changes have affected the customary marine resource management in the three case study villages. Consequently, customary marine resource management under CMT is no longer effective. The changes in customary marine resource also have implications on the villagers' livelihoods. For this reason the study argues that when trying to understand the factors affecting customary marine resource, the entire livelihoods system of the people should be considered. The study states that the nature of the interactions between livelihoods and customary marine resource management is a two-way relationship, dynamic and very complex. Should there be further marine resource development, the study suggests that understanding the livelihoods of the people concerned is important for better management.

Abstract:
This thesis looks at the potential for using tourism as a poverty alleviation strategy in the context of Vietnam and the Greater Mekong Subregion (GMS). The theoretical basis for this research stems for the growing recognition within development rhetoric of the place of tourism as a key industry in many developing nations, and the formation of a Pro-Poor Tourism (PPT) approach. The fieldwork section of this thesis looks at the barriers and opportunities for those in the poorer communities of Lang Co, a small town on the cental east coast of Vietnam, to supply the burgeoning tourism industry with locally produced products that are compatible with their current livelihood strategies. Results show that there are many opportunities for the poor to benefit from the rapidly growing tourism industry in Vietnam and the region. There is a strong recognition of tourism in national and regional development strategies, there is a rich cultural, environmental and social context driving the tourism industry and there are several initiatives taking place, such as the Vietnamese National Tourism Law, which include many elements of pro-poor tourism principles. However, this thesis has found many barriers also prevent poorer people from benefiting from tourism. In the case of Lang Co, the poor were often limited in their ability to participate in the industry by debt and lack of access to credit, lack of education and training opportunities, a declining natural resource base and by a lack of awareness and participation in the planning of the tourism industry. More widely, the tourism industry is centrally driven and focused on high growth and large infrastructure type developments which in some cases conflict with the principles of PPT and the ability of people at the ground level to participate. This research highlights the complexity of attempting to use tourism as a poverty reduction strategy given the wide range of stakeholders involved and various levels involved the planning and implementation of the tourism industry. The potential applicability of a concept of pro-poor tourism in a rapidly changing context such as Vietnam is contingent of the ability of the poor to have influence on an industry which is having an increasing effect on their lives and livelihoods.

Abstract:
Myanmar is a country with many complex political and humanitarian issues. While it is rich in natural resources, it remains one of the poorest and most undemocratic countries in Asia. It has a history of ethnic and political division and many of the antagonists are still to find lasting reconciliation. Myanmar has been controlled by military juntas and former army generals since a coup in 1962. The focus of the regime is security and the preservation of its position as the ruling elite, at the expense of democracy and the humanitarian needs of the general population. The international response to the humanitarian plight of the Myanmar people has been mixed and the provision of international aid to Myanmar has become a highly contentious issue. This thesis seeks to critically examine international aid to Myanmar so as to determine whether under present conditions humanitarian assistance should, and can, be effectively provided to the country. In doing so recent theories relating to humanitarian assistance and intervention are reviewed and the historical and political circumstances that have influenced the humanitarian situation in Myanmar are explored. A description of the current humanitarian situation and levels of international assistance is provided, and donor, practitioner and activist perspectives on international assistance are determined. The results of this study show that Myanmar has serious humanitarian needs. Despite being a difficult environment in which to operate, with complex political problems, it is still possible to conduct effective programmes in the country. Existing programmes do not reach all those in need, nor do current programmes address many of the core problems. International assistance does help fill the gap left largely unattended by the junta. Any lasting political solution requires the participation of all stakeholders in the country, especially the military. As the junta is unlikely to relinquish political control, regardless of pressure levelled against the senior generals, the need for ongoing international aid remains obvious. When all the considerations about providing aid to Myanmar are taken into account, it is apparent from this research that the conditions are serious enough to justify that there is a humanitarian imperative to help, and that there are sound opportunities to do so.

Abstract:
This research explores the experiences of young people, youth leaders, villager elders/ leaders, parents of teenagers, and government workers in Goroka, Papua New Guinea (PNG), to facilitate further understanding of youth development approaches and strategies. The study in particular investigates the possibility of establishing a link between relevant traditional youth upbringing methods and the positive youth development approaches emerging from the Western world. Positive youth development approaches are those strength-based approaches that promote young people’s capabilities to learn and strive in the diverse settings they live, in contrast to the conventional youth development approaches which addresses immediate youth problems. The National Youth Policy of PNG focuses on involving young men and women in meaningful activities in social, spiritual, political, and cultural development through participation in the affairs of their families and communities. The results of the research indicated that the Youth Policy’s objectives were never fully implemented in Goroka. This may have contributed to the numerous problems encountered by young people that include: confusion between traditional and modern cultures, poverty and hardship, drug and alcohol abuse, prostitution, theft, and unemployment. The enormous efforts by schools, churches, government departments, donors, and youth-oriented organisations to deal with youth issues seemed inadequate in relation to the contemporary youth population. It is evident that conventional youth development approaches have failed to educate young people that it is a viable option to return home and become productive citizens. Thus alternative youth development approaches have to be found to assist these youth. This finding points to a need to establish a link between traditional culture, whereby the whole community takes responsibility for guiding young men and women through the transition to adulthood, and positive youth development. It suggests further research should be conducted to determine how this might be achieved by building upon the existing youth development approaches and strategies.

This research identifies, and respond to, the particular challenges of teaching social skills to children with autistic characteristics, specifically in this case Asperger’s Syndrome (AS). For most children the process of understanding and developing non-verbal communication begins early in childhood. For children with AS this is not the case and non-verbal communication needs to be taught to them. This project provides support for the educators of children who require assistance in the social skills area. This has been achieved with a structured interactive computer prototype. This prototype has been designed with consideration for the unique cognitive attributes and sensory issues that AS individuals encounter. A visual language has been used to identify the routine of an everyday event, and to introduce the concept of change within this routine. The result provides these individuals with the most productive environment for learning.

Abstract:
This thesis seeks to explore the factors that limit the freedom of choice and access of the Indian community to tertiary level education in Malaysia. Issues of ethnic minorities are of concern for all multi-cultural societies. In Malaysia, it was the indentured labour system, introduced by the British colonial rulers who brought non-Malays into this previously mono-ethnic society. British colonisation has influenced the position of the Indian community in Malaysia in a number of ways, which are explored in this thesis. The aim of this study was to gain an understanding of the complexity of this plural society and its implications for one of its ethnic minority groups, particularly in terms of education. This sector has been examined as education is a fundamental component for socio-economic development and upward social mobility. Malaysia, a classic modern day plural society, has its own complexity in terms of issues of ethnic minorities. The findings of this thesis indicate four main factors limiting the freedom of choice and access to tertiary level education for the Indian community. These factors are the country’s education policies, the financial situation of Indo-Malaysians, the attitude and awareness of the students, and the community’s values. The findings are significant as it is believed that the advancement of the Indian community in Malaysia is currently obstructed through lack of access to tertiary level education. Before this situation can be improved it needs to be understood.

This thesis explores the relationship between development, Official Development Assistance (ODA) and the military in order to determine both the nature and effects of that relationship, and how the involvement of the military within ODA can be conducted in the most appropriate manner to support development. This study was conducted with regard to the current links between security and development within international relations and concerns that ODA is being drawn from a primarily development role to one that more explicitly supports national foreign and security policy ends instead. This issue is explored by defining development, ODA and the military as separate variables and then employing a grounded theory approach to develop an understanding of the relationship between them. The results of the study show that the involvement of the military within ODA and development may occur throughout the full range of operational contexts in which the military may be employed and can encompass activities throughout the scope of the functions of development. This involvement can in turn create a range of positive and negative impacts upon the conduct of ODA and development as the military serves to moderate the direction and strength of the relationship between the two. From this, the role of the military within ODA is identified as potentially an enabling, implementing and coordinating agency – primarily during times of crisis and conflict. The study then relates this role back to the wider context through considering the management of the military’s role and identifying the policies, parameters and procedures that may help to ensure that this role is conducted in the most appropriate manner for development.

Abstract:
International migration and development have been traditionally treated as separate policy portfolios; however, today the two are increasingly viewed as interlinked. While the development status of a country could determine migration flows, migration can, in turn, contribute positively to national development, including economic, social and cultural progress. Consequently, if migration is not well managed, it can pose development challenges to a country’s development and progress. Therefore, partnership through greater networking between countries of origin and destination is needed to fully utilise the development potential of migration. For Tuvalu, migration has remained a vital ingredient for economic development and more importantly, the welfare of its people. The implementation of New Zealand’s Pacific Access Category (PAC) scheme in 2002 offered for the first time a formal migration opportunity for permanent or long-term migration of Tuvaluans. The PAC scheme allows 75 Tuvaluans per year to apply for permanent residence to work and live in New Zealand, provided they meet the scheme’s conditions. The goal of this research is to investigate, more than five years after PAC’s implementation, the ways in which long-term migration of Tuvaluans, through the PAC scheme, has benefited Tuvalu. To give a broader perspective on the issues explored in this study, the views of Tuvaluan leaders, as significant players in traditional Tuvaluan society, are included, in addition to the perspective of migrants’ families in Tuvalu and the migrants themselves in New Zealand. Combining transnationalist and developmental approaches as a theoretical framework, this thesis explores how Tuvalu’s mobile and immobile populations, through articulation of transnationalism, enhance family welfare, and grassroots and national development. The eight weeks’ fieldwork in Tuvalu and Auckland demonstrated that the physical separation of Tuvaluans from one another through migration does not limit the richness of the interactions and connections between them. In fact, the existence of active networking between island community groups and other Tuvaluan associations in Auckland and in Tuvalu strengthens the Tuvaluan culture both abroad and at home, thus ensuring strong family and community coherence. Maintaining transnational networks and practices is identified as of great significance to grassroots and community-based development in Tuvalu. However, the benefits of long-term migration can only be sustained as long as island loyalty, or loto fenua, and family kinship stays intact across borders, and networking amongst families, communities and church remains active.

Abstract:
This thesis examines the relationships between participation and project sustainability. By using the Participatory Integrated Development in the Rain-fed Areas (PIDRA), an integrated rural development project, in three districts of East Java, Indonesia, as a case study, it addresses the question about what kind of participation will lead the intended beneficiaries to continue to use and benefit from the services that remain beyond the project period. The research found that the project mostly targeted the poor, marginalised, and vulnerable people, and widows as household heads. However, some high school graduates and wealthy villagers were also included as target beneficiaries. Most participants were actively involved and participated in the project implementation activities, but rarely participated in project planning and design as well as monitoring and evaluation. The results also show that factors influencing participation of the intended beneficiaries of the PIDRA Project in the target areas were: the responsibility of the beneficiaries to the groups as members and as leaders part of the management team; the level of education, knowledge, and skills of participants; incentives provided to access credits; the availability and use of sanctions; the geographical situation; poverty; age; support from the government; and the role of facilitators. Analysis of the case study shows that the PIDRA Project in East Java will likely have some sustainable activities and benefits in the short term. Furthermore, participation is likely lead to the project sustainability of some project elements when participation is not only used as a means but also as an end. However, the results also suggest the increasing cooperation and collaboration of government and the NGOs, and defining participant groups based on similar educational background and socio-economic situation will enhance participation and project sustainability. This study would also raise the attention of development practitioners of the dangers of the participatory approach in their practice because it could be manipulative, harm people who are supposed to be advantaged, and hence create “new tyranny” in development interventions.

In the last few decades, “ecotourism” has emerged as a much talked about topic that is frequently linked to the term “sustainable development”. Despite the fact that the definition of ecotourism has been expanded from primarily pristine nature-based areas to modified areas, relatively few studies have been devoted to evaluating the relationship between “ecotourism” and “sustainable development” in those destinations. To address this research need, this thesis attempts to analyse the potential of ecotourism as a strategy for sustainable development, where it does not depend only on nature-based opportunities. Relevant literature on the topics of ecotourism and sustainable development was examined to develop a framework to assess ecotourism in a case study area. The case study employed was Tengtou village, China, which is one of the earliest national eco-villages. Tengtou hosted 76,200 tourists in 2006. Data was collected using qualitative methods, which included semi-structured interviews, informal discussions, focus groups, participant observation and questionnaire surveys. The research revealed that ecotourism has brought a variety of favourable impacts, and the local people hold optimistic attitudes about ecotourism, which indicate the feasibility of the ecotourism industry and the comparative success it has achieved. On the other hand, the research also found several potentially adverse effects, which suggest that ecotourism does not yet make a full contribution to local sustainable development. This thesis concludes that effective regulation and sound planning play a significant role in enabling the sustainability of ecotourism. Meanwhile, the importance of local people’s active involvement at different levels of ecotourism development in ensuring ecotourism’s success, in the long term, was also revealed. This issue of local participation, strongly pushed in the international ecotourism literature, is not something which has characterised most ecotourism initiatives in China to date. Further, considering the increasing number of tourists, the management of tourists and the expansion of physical infrastructure need to be strengthened in the research area.

Abstract:
This thesis is an exploratory study of the ‘expression of values’ within development organisations. I consider the value-bases of the economic and humanist paradigms of development, the nature of values and their relation to both organisational and personal positions, and how these impact on non-governmental development organisations (NGDOs). The expression of development values is embedded in theory, in practice modalities, in organisational structure and function, and in personal beliefs, attitudes and behaviours. Development values are also inherent in statements of an organisation’s vision and mission. More often than not these values are implicit, and do not always match with the organisation’s operations. In the course of this exploration I draw on the broad history of development paradigms, the influences of moral philosophy, and the evolution of NGDOs. I acknowledge the complexity of ‘development’, evident in the multiplicity of players and the multi-disciplinary nature of development in practice. A case-study of Oxfam New Zealand illustrates the significance of values and their relevance to operational functioning. My research methodology involved open-ended questionnaire techniques and analysis of secondary resources drawn from Oxfam publications. Analysis of findings reveals an interdependence between words and their meanings and the interpretation of both organisational and personal values. When the results of the case-study are aligned with the literature, my conclusions make a case for stronger articulation of values as an important future role and function of NGDOs, including Oxfam New Zealand. Values represent the why of development that shapes the how of development practice, and thus explicit values can enhance organisational strength and power.

Personal Viability (PV), an entrepreneurial skills and personal development training program, has become a national phenomenon in Papua New Guinea since its introduction in the country in 1995. With the support of various key leaders in Government, civic and social organisations, the Government of Papua New Guinea officially launched the program in 1996 mandating the Entrepreneurial Development Training Centre (EDTC) to carry out the training in all 20 provinces of the country. This thesis is concerned with the influence of PV training in the context of large-scale natural resource development, with the focus on Lihir, an open-cut gold mine community in the New Ireland province of Papua New Guinea. Since the gold mine operation started on the island, Lihir has experienced dramatic social, economic and political changes as a society. One element of this has been the effect on traditional gender roles and relations as a result of people‘s increased engagement in the global capitalist economy. As PV is promoted as a contemporary strategy for economic development thus motivating people to cultivate a spirit of entrepreneurship, this thesis explores its influence on the lives of women and men in Lihir, and in particular their attitude and behaviour toward the usage and management of wealth and resources; their participation in customary activities; and changes in their traditional gender roles and relations.

Abstract:
The ecotourism industry is experiencing increasing popularity as the demand grows for tourism that is environmentally sensitive, informative, and beneficial for local communities. For over a decade, Lao PDR, an underdeveloped country, has been promoting its 20 National Protected Areas as ecotourism destinations. These ecotourism projects are positioned as tools for protecting natural resources and reducing poverty, and are generating hope for the creation of local sustainable development. At this point in time, however, the Lao government lacks effective strategies for ensuring their long term success. This thesis was designed to address this concern by analysing the potential for one of these projects, Xe Pian ecotourism, to contribute to local sustainable development. The current outcomes of the Xe Pian ecotourism project were analysed and input was sought from all stakeholders concerning ideas for desirable strategies. Kiet Ngong village, located inside the Xe Pian NPA, Lao PDR, was selected for case study. Data was gathered by employing mostly quantitative methods consisting of semi-structured interviews, informal and formal interviews, private walks and observation, and questionnaire surveys. The findings illustrated that ecotourism in Kiet Ngong has impacted local livelihoods and other environmental, economic, social, and cultural factors in both positive and negative ways. However, the positive effects of Xe Pian ecotourism were found to be more significant than the negative effects. Importantly, Kiet Ngong residents expressed optimism about the future of ecotourism and have claimed that any negative consequences cannot discourage their desire for continuing ecotourism development. This research also revealed that the stakeholders involved in the project are able to offer a variety of strategies for resolving problems that have arisen along the way. Results from this study identified three main points that need to be addressed in order to maintain Xe Pian ecotourism, namely the promotion of economic and political empowerment of the local population, the development of external and internal regulations, and the adoption of a community-based ecotourism approach. Further recommendations are offered for the policy planners of both the government and the project‘s administrative bodies, as well as for the residents of Kiet Ngong. These are followed by additional suggestions for further study.

Abstract:
A prominent idea in the decentralisation and development literature is that decentralisation leads to deeper and stronger community participation. This thesis seeks to examine this argument by investigating the practice of community participation in the Indonesian decentralisation context, focusing on parental participation through access to and control over school financial resources. Drawing on a case study in Depok city, the practice of parental involvement has been explored by identifying the characteristics and the extent of parents’ participation in school management. School Committees (SCs), as a mechanism of community involvement provided by the decentralised education policy, were also examined in this research to develop an understanding of parental representation in school management. The study found that the characteristics and the extent of parents’ participation in school management have changed and decreased significantly as a result of a new Free School Programme (FSP) introduced by the government in 2009 which freed parents from school operational cost. Prior to FSP, parents actively participated in terms of supplying resources and involvement in school meetings, had some access to financial information, and had limited engagement with school budgeting through representation in SCs. However, the new absence of financial contribution by parents has affected parental participation by transforming it into a weaker form of participation where parents act as mere beneficiaries. The study also revealed that in the Indonesian context, the SCs, as institutional channels for community involvement in education provided by the education decentralisation policy, are not effective in terms of representing and engaging parents in school management. Based on the evidence above, this thesis concluded that in the context of the Indonesian education system, decentralisation has not necessarily enhanced community participation. In this respect, decentralisation is not the only possible answer for achieving a meaningful and empowering parental participation in education. Furthermore, other contextual factors surrounding participation also have to be taken into account. While FSP brings the benefit of allowing students to access education freely, the absence of parental financial contribution has been proved to impact parental participation in a way that is contradictory to one of the purposes of decentralisation policy, which is to engage the community in educational management.
