SummaryHealth information exchange (HIE) facilitates the exchange of patient information across different healthcare organizations. To match patient records across sites, HIEs usually rely on a master patient index (MPI), a database responsible for determining which medical records at different healthcare facilities belong to the same patient. A single patient’s records may be improperly split across multiple profiles in the MPI.We investigated the how often two individuals shared the same first name, last name, and date of birth in the Social Security Death Master File (SSDMF), a US government database containing over 85 million individuals, to determine the feasibility of using exact matching as a split record detection tool. We demonstrated how a method based on exact record matching could be used to partially measure the degree of probable split patient records in the MPI of an HIE.We calculated the percentage of individuals who were uniquely identified in the SSDMF using first name, last name, and date of birth. We defined a measure consisting of the average number of unique identifiers associated with a given first name, last name, and date of birth. We calculated a reference value for this measure on a subsample of SSDMF data. We compared this measure value to data from a functioning HIE.We found that it was unlikely for two individuals to share the same first name, last name, and date of birth in a large US database including over 85 million individuals. 98.81% of individuals were uniquely identified in this dataset using only these three items. We compared the value of our measure on a subsample of Social Security data (1.00089) to that of HIE data (1.1238) and found a significant difference (t-test p-value < 0.001).This method may assist HIEs in detecting split patient records.

As a new form of e-commerce, digital industry will become a tool to enhance regional competitiveness and win the allocation of resources, and its advanced degree is the standard to measure economic strength. In the process of development, countries and regions need to master their development status, so a set of digital industry evaluation index system is necessary to help various fields monitor the development status of e-commerce industry, aiming at providing more targeted services. Therefore, the establishment of regional digital industry progress index is conducive to evaluating and improving the development level of e-commerce. Because of the unbalanced development among different regions and the diversity and fuzziness of evaluation indexes, how to evaluate the development degree of cross-border electronic commerce in a region has become the main problem at present. In this paper, the evaluation index of regional promotion degree in cross-border electronic commerce is constructed, and on this basis, the intuitionistic fuzzy multiattribute group decision-making method based on induction is used to evaluate the promotion degree of regional cross-border electronic commerce. By analyzing the actual situation of cross-border Internet e-commerce comprehensive evaluation cases in various regions of Zhejiang Province, it is proved that this method is really effective. In view of this, this paper constructs an integrated multiangle monitoring index system of regional digital industry progress index, puts forward a subjective and objective method based on the principle of the minimum distance between the evaluated object and the ideal point, and combines the regional digital industry progress index with the comprehensive index method. The measurement model is used to measure the progress of digital industry in this region from June 2019 to June 2020, as an empirical object. The empirical results will show that this road is easy, and at the same time, we can fully grasp the progress of digital technology in a region.

This paper presents an analysis of the legal nature and regulation features of the website, which is the main tool of electronic commerce. There are various definitions of the concept of website that reflect the legal nature of the definition in question, depending on the circumstances of its use. It has been established that a website refers to a set of electronic documents (files), united under one address (domain name and (or) IP address). The authors come to the conclusion that, depending on the business model used by the subject of electronic commerce, websites can have both an informational and advertising character and contain the functionality of online stores, accepting and processing orders for goods and services online and, in many cases, performing them as well. With a certain degree of conventionality, one can say that in modern conditions the website acts as a representative of the person on the Internet. Therefore, the very first stage of its use — the stage of creating a website — is particularly important.

Abstract:
Characteristics of online auctions in E-commerce are very critical for the system design in modern Internet E-Business. This study collected data traces in a famous commercial auction site. The collected data traces are examined by statistics and time correlations. Furthermore, more sophistical inspections, such as Hurst parameter and long-range dependence, are performed to probe the characteristics of the data traces. We found that brand name handbags and smart phones have a strong degree of self-similarity. The results are useful to further study the possible reasons for the presented self-similarity.

Abstract Objective This study evaluated the degree to which recommendations for demographic data standardization improve patient matching accuracy using real-world datasets. Materials and Methods We used 4 manually reviewed datasets, containing a random selection of matches and nonmatches. Matching datasets included health information exchange (HIE) records, public health registry records, Social Security Death Master File records, and newborn screening records. Standardized fields including last name, telephone number, social security number, date of birth, and address. Matching performance was evaluated using 4 metrics: sensitivity, specificity, positive predictive value, and accuracy. Results Standardizing address was independently associated with improved matching sensitivities for both the public health and HIE datasets of approximately 0.6% and 4.5%. Overall accuracy was unchanged for both datasets due to reduced match specificity. We observed no similar impact for address standardization in the death master file dataset. Standardizing last name yielded improved matching sensitivity of 0.6% for the HIE dataset, while overall accuracy remained the same due to a decrease in match specificity. We noted no similar impact for other datasets. Standardizing other individual fields (telephone, date of birth, or social security number) showed no matching improvements. As standardizing address and last name improved matching sensitivity, we examined the combined effect of address and last name standardization, which showed that standardization improved sensitivity from 81.3% to 91.6% for the HIE dataset. Conclusions Data standardization can improve match rates, thus ensuring that patients and clinicians have better data on which to make decisions to enhance care quality and safety.

Translator education in Finland has been on university level since 1980. There are four Schools of Translation belonging to the University of Helsinki (Kouvola), University of Joensuu (Savonlinna), University of Tampere and University of Turku. Students have to study appr. 5 years to get the degree of Master of Arts. They usually study at least two languages - they can choose between English, Russian, German, Swedish or French as their main subject, and there is the choice between several other languages or special subjects (like: language of law, commerce, intercultural communication etc.) as a second or third subject. Finnish translators get jobs in the EU, the business sector or administration.

The article investigates and theoretically summarizes the peculiarities of training doctors at the master's level at the universities of ROC. Higher education in China is characterized by numerous changes due to the accumulation and adaptation of advanced successful experience in training specialists in different countries of the world. In this context, the property of scientists and educators of ROC concerning the organization of professional training of masters in medicine is of particular interest for Ukraine. Scientists are constantly searching for solutions and improving higher medical education in ROC. In the universities of the Republic of China, according to the field of study, the degree of master in medicine can be obtained as a professional degree and scientific degree. As a result, after completing the master's program in professional field, the master may work in positions such as senior physician, senior physician in health care, senior dentist, senior pharmaceutical, and the master in research field may work as the doctor-scientist, who carries out medical research as the main professional activity. The name of medical degrees is also different, for the professional field – clinical medicine, for the research field – preclinical medicine. Clinical medicine includes such areas of master's programs in medicine as health care, dentistry, pharmacological science; preclinical medicine includes clinical medicine, preventive medicine, dentistry, the science of human progress, the history of science and technology, biomedical engineering, social medicine and health management. The article examines the experience of implementing master's programs in medicine at higher educational institutions in China. The competence-based approach, forms and specialization of training in the organization of training and practicing students due to master's programs in medicine in ROC were determined.

Research conducted 25 years ago in the UK established at that time that businesses required able, enthusiastic and broadly educated people who were willing to master quickly a firm's techniques and procedures and to advance to a position of responsibility and leadership. The BSc Honours degree in Technology and Business Studies (TBS) at the University of Strathclyde was designed to meet that requirement by providing students with an understanding of the language of technology and the language of business, and to link these two to provide a fluency in the communication skills used by managers on a daily basis. In an earlier paper Macrosson described the TBS degree, established in October 1974, as a new approach to the education of students wishing to enter industry, commerce or public service. Now, 23 years on from the first intake, this paper briefly outlines the current structure of the course, reviews its overall performance, and extracts the five principal lessons which the authors believe will be of help to those either establishing or reviewing a similar degree. The factual parts of the paper are based on a recently completed survey of the 190 TBS students currently on the course.

This first comprehensive study of New Zealand news media plagiarism proceeds from the observation that plagiarism, if not demonstrably increasing, is more common than many practitioners would care to believe. It affirms that, contrary to conventional opinion, plagiarism cannot be understood or dismissed simply or entirely as the product of dishonest or lazy journalists. The study findings support indications of an underlying culture of copying within news media organisations—a professional ideology encouraging, if not overtly justifying, copying, and discouraging clear authorship attribution. The findings emanate from responses to a survey distributed to all New Zealand’s journalists, followed by in-depth interviews with five journalists identified as having personal experience with aspects of the practice identified in the survey, and a sixth with a journalist against whom a complaint of plagiarism was upheld by watchdog body, the NZ Press Council. The research analysed the just four complaints related to plagiarism brought before the Press Council since its 1972 inception, as well as another five much-publicised examples of the practice written about in the news media, to the present day. Of the nine cases examined, three reflected the most serious type of dishonesty associated with Jayson Blair of the New York Times—calculated theft of words as well as outright interview fabrication. The others can be categorised in a perceived less blameworthy variety of plagiarism, bedevilled by confusion of terms and newsroom pressures. But because much run-of-the-mill plagiarism is likely to have gone unrecorded and unnoticed beyond the newsroom involved, the true extent of any sort of plagiarism here could not be judged. What was possible in this research, was to gauge a sense of prevalence by asking working journalists not of their own sins, but of their experience of being plagiarised by others. Suddenly the numbers of plagiarism cases rocketed, not in a usefully quantifiable way, but clearly demonstrative of an extent sufficient to warrant analysis of nature and origin. These experiences were set against an American model that identified four antecedents of plagiarism behaviour, two individual—journalistic rationalising of dishonesty and problematic techniques—and two situational—definitional ambiguity and reporter aversion to attribution. What became clear in these analyses was that, though all news media organisations view plagiarism very seriously, few if any acknowledge their own role in perpetrating the practice, that journalism is an industry that proceeds from an ideology of matching and copying.

There is a lack of relevant research of fixed assets revaluation practices in New Zealand. This study provides some insights as (1) why some New Zealand firms choose to revalue their fixed assets; (2) when will a firm revalue its fixed assets; and (3) whether fixed asset revaluation provides information to investors. This research attempts to explain the motivations of the management’s fixed asset revaluation decision in New Zealand. The empirical analysis includes five common explanatory variables, such as gearing (debt-equity ratio), liquidity, market-to-book ratio, firm size, and fixed asset intensity. In addition, the relationship between asset revaluation and share price movements of the firms are examined to determine the perceived usefulness of fixed asset revaluation information for the capital market in New Zealand. The study results show that fixed asset intensity and firm size significantly contribute to the revaluation decision. In contrast to the findings of previous studies (Whittred and Chan, 1992; Brown, Izan, and Loh, 1992; and Missionier-Piera, 2007), the level of corporate gearing is negatively related to the probability of revaluing assets for the sample of New Zealand firms in this study. However, the effect of the level of gearing on the revaluation decision is insignificant. The empirical results did not show any significant outcomes and relationships for investigated year 1998. This is because 1998 signified the end of recession and the beginning of economic growth in New Zealand. At the end of a recession, the changes in the country’s economic environment might have superseded individual firms’ considerations in management decision making process. The empirical results show that the practice of revaluation increased sharply with the adoption of the IFRS in 2005 in New Zealand. About 28.1% of the revaluation announcements under study were made in 2005 compared to just over 15.8% in 2001. Furthermore, the empirical results show negative returns accrue to firms prior to the publication of financial statements that carry revaluation announcements. These negative returns are reverted as soon as the revaluation information is made public. These gains are again maintained for at least a month after the announcements are made. Comparing frequent revaluers to first time revaluers, the results show that asset revaluation information is relevant to investors. Frequent revaluers gained only 0.8% announcement abnormal returns while First time revaluers gained over 4% in the 2005.

Abstract:
This paper discusses basic attributes which are entered to product data in selected e-commerce platforms. For this aim, we selected and analyzed a group of attributes such brand name, product image, net content, product classification and sale country. We also reviewed the platform developers which are commonly used in e-commerce. It allowed us to provide their best practices. Furthermore, for each of the selected product attributes, an analysis was carried out in reference to presence, mandatory field and data input validators. The research results point out inconsistencies in the basic attributes of the product which lead to low product quality data. The lack of commonly available and standardized data, which could describe products, makes manufacturers create own recommendations for the e-commerce market. Furthermore, they even generate and develop their own meaning of some data. Therefore, it is urgent to undertake steps to be able to recognize correctly e-product data as this market is still new one. On the other hand, the meaning of e-product data can be greater or even different in comparison to a traditional trade. This paper provides recommendations for managers of e-commerce platforms how to cope with e-product data using a single standard for product master data and common product identifier to increase quality of e-product data.

The contamination between design and theory of systems as a field of development of new design processes is nowadays consolidated. However, the issue concerning the methodology to apply in teaching systemic design remains an open question. The approach adopted in the Master Degree in Systemic Design at Politecnico di Torino is based on the assumption that the teaching method must itself be systemic. Alongside designers, the degree course has involved from the very beginning experts of different disciplines (i.e. chemistry, physics, mechanics, history, economy and management) as teachers, in order to create a multidisciplinary environment for the development of projects. Born as master degree in academic year 2002-03 at Politecnico di Torino (Italy) from the close collaboration with Gunter Pauli, the course has changed name and form but not the content, until it reached the current title (a.y. 2015-16): master degree “Aurelio Peccei” in Systemic Design. The Open Systems course has enabled students, in previous years, to experiment the design of production processes. This was the case of the systemic project done with NN Europe, a company engaged in manufacturing ball bearings, in which the output management allows a positive economic impact. Over the years the course has shifted its focus from the production process of a product to the wider company context. In 2010, the approach has been applied to the agricultural enterprise Ortofruit: starting from agricultural production, the students have defined the production system and the relationships with the market. Systemic Design, during this course, has experienced the transition from the design of industrial processes that are closely linked to the territory, and then enhance local resources, to the design of the whole territorial system. The work done by the students of the course in recent years has led to the definition of scenarios about fields usually distant from the traditional design world. For example, the definition of the economic model, the corporate model that is built around relationships on cooperation with different disciplines.This transition, from the product to the entire territorial system, allows the exploration of new contexts, but it also puts the designer in a complex and challenging position in according with complex theories.DOI: http://dx.doi.org/10.4995/IFDP.2016.3353
