Abstract:
The scope of the article is reinterpretation of the question posed by Rodgers and Rodgers, namely, are Public Administration scholarship produced by “disciplined purists” – Public Administration scholars producing Public Administration research – or “undisciplined mongrels”? The methodology diverges from previous analysis through examination of doctoral dissertation research classification, rather than faculty output in publications. Concomitantly, Biglan classification of disciplines was used as a framework to determine disciplinary classifications of “undisciplined” or interdisciplinary scholarship. Findings indicate that from 2000 to 2015, there were shifts toward Public Administration as a “purist” discipline. Not only are there changes toward a distinct discipline but also steady declines in outside discipline production of Public Administration doctoral research. The analysis demonstrated a statistically significant increase in categorization of Public Administration scholarship for subjects generally accepted as core issues. Another noted change was dramatic decline for the Doctor of Public Administration degree as the field redefined boundaries.

Responding to the modern challenges in the educational domain and an increase interest of the appropriate level of English among the public servants of SESU, the Language Training Department of the Institute of Public Administration in the Sphere of Civil Protection initiated the research work aimed to improve the training content and methodology of teaching English for Specific Purposes for level in the field of expertize 281 ‘Public Administration’ in April 2019. A significant contribution to the development of the theory, methodology and the certain methodological issue developing were made by a number of scientist such as O. Bykonia, V. Chernysh, Z. Korneeva, G. Dyvnych, R. Makarova, Ya. Mandryk, M. Dyachenko, T. Dudley-Evans, T. Hutchinson, A. Waters, P. Strevens and others. At the same time, some thorough research of the legal framework in order to reveal the potential premises to improve methodology of teaching English for Specific Purposes for level in the field of expertize 281 ‘Public Administration’ has not been done under the condition of modern reforms in the education domain. The legal framework in order to reveal the potential premises to improve methodology of teaching English for Specific Purposes for the second (Master) level in field of expertize 281 ‘Public Administration’ is under consideration. The article outlines the main peculiarities of the current legal framework related to the teaching English for Specific Purpose which is used as the premise for further analysis of the current curriculums used in the Language Training Department of the Institute of Public Administration in the Sphere of Civil Protection. The list of legal framework includes the Law on Education, The Law on Higher Education, The law on State Service, National ESP Curriculum of English. Clarifying the terminology used in the current regulatory environment in the sphere of professional activities of future public leaders and managers (individual learning curve, competence, learning outcomes, language proficiency, universal design in the sphere of education, curricula) has given the authors an opportunity to reveal the methodological value of the National ESP Curriculum of English and clarify the appropriate language level for Master’s degree students, evaluate the current curriculum used by the Language Training Department of the Institute of Public Administration in the Sphere of Civil Protection. Foreign language professional competence is a multi-component, hierarchically organized and multi-level phenomenon based on professional skills, knowledge and awareness. English for Specific Purposes as a discipline can be considered as the tool for developing special professional skills that create the premises to deal efficiently with challenges concerning public management, political-legislation, social-economic issues. The further analysis of the universal design in the educational sphere also let the authors clarify the teaching materials peculiarities; correlate the international current testing system with NATO STANAG 6001 used within SESU and explain the necessity to implement В1 (CEF) /СМР1+(NATO STANAG 6001) for Master’s degree students in in the field of expertize 281 ‘Public Administration’. The analysis of the current legal framework related to the second (Master) educational level in field of expertize 281 ‘Public Administration has revealed the fact that, on the one hand, the current curricula structural elements and content as the elements of educational design comply with the legislation norms, on the other hand, the issues of looking for improving the training content and efficient teaching techniques to obtain the desirable language level for Master’s degree students have to be under further consideration.

Various organizational theories are based on divergent assumptions about human nature. Based on certain assumptions, the theorists justified administrative behavior in formal organizations. At one extreme the Bureaucratic theorists assert that their theory, based on the assumption that man is inherently selfish by nature, has validity and university in an ideal sense. According to Weber, for example: Experience tends universally to show that the purely bureaucratic type administrative organization … is from the purely technical point of view, of attaining the highest degree of efficiency and is in this sense formally the most rational known means of carrying out imperative control over human beings. It is superior to any other form in precision, in stability, in the stringency of its discipline, and in its reliability (Weber, 1947, p. 337)

Abstract:
The development of strategic planning in Russia using program-targeted budgeting approaches, the adoption of effective managerial decisions in the public sector determines the relevance of the problem of improving the efficiency of projects and programs implemented mainly at the expense of the state budget. The importance of these issues is growing due to the scale of the tasks solved through government programs and national projects, significant amounts of resources allocated for their implementation in the presence of budgetary constraints in the context of global instability and a significant level of uncertainty. An analysis of the domestic regulatory legal, methodological framework governing the development of national projects, international experience in project management, shows that the assessment of the quality of project development is not sufficiently carried out and methodologically supported. At the same time, the success and efficiency of the project is largely determined by the quality of the development plan for its implementation. The article defines general principles and proposes a model for assessing the quality of the development of national and federal projects. Based on the approbation of the proposed tools, shortcomings in the planning of national and federal projects were identified, proposals were made to improve the methodological support for the development of plans for their implementation. It is concluded that the implementation of project quality assessment procedures will improve the planning of state projects, including through increased performance discipline, a more balanced and thoughtful approach of developers to drafting projects. The combination of a formalized state assessment and independent public expertise will ensure a high degree of objectivity in the audit of project plans and will help improve the efficiency and effectiveness of their implementation.

ABSTRACT We develop constructs to evaluate the factors influencing the degree of students' acceptance of cases. In our proposed framework, student acceptance is affected by the case selection, intensity of faculty use, training, course type and level, level of instructor expertise, teaching atmosphere, and the faculty's beliefs about the usefulness of the case method. Our sample includes faculty teaching quantitative or qualitative courses across several disciplines in undergraduate business administration. Responses to a survey are analyzed using factor analysis and regression. The quantitative analysis is complemented by interviews with a subset of expert faculty using a two-round modified Delphi technique. This study may be limited by the fact that it measured faculty perceptions of the degree of students' acceptance of cases, rather than student acceptance directly. Future research might survey students or use students' courses evaluations to validate or contradict our results.

There Has Been Much Concern In The Past Few Years About the ‘decline of parliament’ in West European democracies. In the United Kingdom, criticism of the New Labour government has included its apparent neglect of Parliament demonstrated by the style and strategies of the government, ranging from reduction in the time allotted to prime minister's question-time and the utilization of the mass media rather than Parliament as the forum for important policy statements, to the government's refusal to accept reforms to the method of appointments to House of Commons select committees, as recommended by the House of Commons Liaison Committee. Strong party discipline, coupled with sanctions which can affect the political careers of MPs for failure to obey the edicts of the party leadership, have limited the autonomy of MPs in Britain, and, to a varying degree, in other West European countries also. Certainly the German Bundestag has been criticized for being too much under the control of the leaderships of the political parties, in terms of voting on legislation, the stage-management of debates and the choice of leaders of the parliamentary parties (the removal by Chancellor Schröder of Scharping as leader of the SPD parliamentary party in 1998 at the instigation of Lafontaine, the then party chairman, is a notorious instance).

‘This paper provides an overview of aspects of the history of British sociology. In particular, it tries to answer critical historical work by among others, Perry Anderson and Philip Abrams, which sought to explain the supposed indigenous ‘failure’ to develop academic sociology in Britain before the 1960s. It is argued that a narrowly academic reading of the history of sociology cannot do justice to its role in the service of social administration and public enlightenment and may exaggerate the degree to which sociology from its foundations was conceived as a purely intellectual discipline. The paper points to a thriving sociological culture in Britain in the generation before the First World War, though it was one in which many contributions came from philosophers, natural scientists and political economists rather then self-proclaimed ‘sociologists’. It ends with a brief review of Patrick Geddes and Victor Branford, a founder of the Sociological Society and editor of the Sociological Review, whose biographies and eclectic social and international interests tell us something about the personalities and political interests of early British sociological pioneers.'

The article is devoted to the use of simulation case assignments in the learning process of students pursuing a Master's degree in "State and Municipal Management" at Russian State Social University. This university was established in 1991 for the high-quality training of specialists in the social sphere. The specialty "State and Municipal Management" enables students to explore the theoretical and practical levels, the essence and features of management interactions in the system of state and municipal administration, the main objectives, tasks and mechanisms of governance at the state and municipal levels, the methods and means of attracting investments in the economy of the municipality and the region, the features of the management system of the asset portfolio. The discipline "Sociology of Management" is the base for the direction of training "State and Municipal Management". The knowledge and skills acquired during the study contribute to a better understanding of the social, political, and economic patterns of management processes. Management sociology is a science which summarizes all management sciences in terms of targeting and special study of the patterns of managerial relations at all levels of society and its elements’ functioning, as well as in all subject areas, the spheres of activity in society. The study of sociology as a science about relationships in the process of governance, connections, and interactions of the subjects of management activity in Russia has started relatively recently. In the mid-1990s, scientific readings and conferences were focused on the definition of the substantive field of science, its structure.Over these years, the situation has been as follows. The sociologists who violently debated and developed this scientific direction, after the appearance of the specialty "Management in Social Sphere" in 1996, in 1999 – the specialty "State and Municipal Management", and in 2002 – the specialty "Personnel Management", handed the study of this discipline to managers. And all of these management specialties found themselves in the consolidated group of professions "Economics and Management". This greatly affected the gap in the subject field of management itself. Most economists imagined that management is economics. The lawyers of those universities where departments of "Public Administration and Legal Support" were established never doubted that management is a legal sphere of activity. None of them paid special attention to the sociological component. However, those universities, which in the course of training in the field of state and municipal government created departments of sociology management in their structure or modules in the curricula, provide the most high-quality preparation of future managers.

Many programs have made the submission of GRE scores optional. Little research examines differences in propensity to submit scores according to applicants’ characteristics, however, including the type of undergraduate institution they attended. This study’s purpose was to examine the degree to which the type of undergraduate institution applicants attended predicted score submission to GRE-optional programs, including when controlling for covariates (demographics, program degree and discipline, undergraduate grades). We used data provided by a doctoral degree–granting university to answer our research question. We indexed differences in GRE score submission using odds ratios. Both individually (1.93) and after controlling for covariates (2.00), we found that applicants from small, bachelor’s degree–granting schools were more likely to submit scores than applicants from large, doctoral degree–granting schools. Men were more likely to submit scores than women (1.55). Larger effects were observed for program characteristics: Ph.D. versus master’s (2.94), humanities versus social sciences (3.23), and fine arts versus social sciences (0.16). Our findings suggest that there may be differences in propensity to submit GRE scores to test-optional programs and that some of these differences may be associated with variables (undergraduate school, program type) that have not been widely discussed in the literature.

Abstract The aim of the paper is to provide the first systematic review of instruction in public policy programmes (PPP) in the Czech Republic and examine the role and nature of policy analysis therein. First, the Czech higher education system is briefly described. Second, an overview of PPP in the Czech Republic is provided. This analysis is based upon a publicly available list of degree programmes accredited by the Ministry of Education, Youth and Sports, an internet search, e-mail correspondence with public policy and policy analysis instructors, and syllabuses. It is shown that while a diverse set approaches is used, the classical “positivist” perspective is clearly dominant. Third, using survey data (N = 192) we analyse the views of Public and Social Policy graduates on the importance of competences in practice and the quality of actually learnt competences. Last, preliminary conclusions on public policy/policy analysis instruction in the Czech Republic are discussed. It is shown that public policy instruction is rather fragmented and is institutionalized under different disciplines. The respondents were most satisfied with gaining skills in the areas of policy analysis, ability to orient oneself and acquire new knowledge, and strategic and analytical thinking. In contrast, they were least satisfied with acquiring organizational skills, practical professional experience and skills, and computer literacy.

The objectives of this study were to investigate the degree to which hospital information systems are aligned with hospital strategies and how they impact on nurses. Semi-structured interviews were conducted with nine hospital staff from a range of disciplines in a large public hospital in Australia. The interviews revealed that the focus of hospital information systems on administration has meant that applications to support the patient?s clinical journey have been deemed unaffordable. A consequence is that the historic use of the nurses? station as a source of verbal information about patients has continued, with negative impacts on nurses? perceived role and status, and the possible exacerbation of the clash between administrative and clinical cultures. We conclude that hospitals need clear strategies, with alignment of information systems. To do otherwise can undermine culture and morale, while disrupting workflows and patients? clinical journeys.

The purpose of this paper is to consider the following two notions; (1) that the use of ‘informal education pedagogies’ within teaching and learning in the ‘academy’ can both support the learning process within the ‘classroom’ but also transcend to society via students; and (2) that synergies exist between informal education and social pedagogical concepts. The discussions are situated from the perspective of an experienced practitioner and academic who is currently teaching youth related degree courses within a Higher Education Institution. This experiential learning has informed knowledge acquisition, understanding and skills application from professional practice to the teaching environment. An experiential learning perspective will be the primary method adopted; the value of this paper lies in its potential to re-affirm that degree courses which embed a ‘practice the practice’ approach in their teaching methodology support the embedding of core values of the said discipline. The paper argues that the ethically value-based principles and practice of informal education pedagogy, and social pedagogy, are relevant for the current and post COVID-19 pandemic environment.

Abstract:
The article is devoted to the analysis of proposals for the reform of public administration in the programs of the Russian political parties that participated in the 2021 Duma elections, the assessment of their coherency and realism as an indicator of the party’s political maturity, its willingness to implement its slogans in practice. Using classification methods, as well as content and thesaurus analysis, the author documents similarities and differences between these proposals and considers them through the prism of party ideologies and basic administrative paradigms. The study does not reveal a clear correlation between party ideology and proposals for improving public administration: party programs with polar ideologies have similar proposals. At the same time, the author discovers a connection between party ideologies and administrative paradigms presented in the programs. Left-wing parties are oriented towards Good Governance i.e., the openness of the authorities and the involvement of citizens in the administration. New Public Management associated with economic efficiency and client-centric state is typical to right-wing and (to some degree) centrist parties. The Weberian paradigm with its emphasis on the legality and procedural aspects is scarcely presented in the programs of Russian parties. In general, the paradigm of Good Governance is most popular in the programs. The author explains the dominance of this paradigm in party programs both with the populist trend gaining strength all over the world and with a request for social justice inherent in the Russian society. However, according to his conclusion, although parties and society are ready for cooperation, which is reflected in discursive practices, such readiness conflicts with the underdevelopment of the mechanisms of the implementation of Good Governance, which have not yet been developed even at the level of theory. He sees a possible solution to this problem in the unification of the efforts of political scientists and specialists in public administration and overcoming the mismatch between these disciplines.

British Prime Minister Tony Blair announced in the autumn of 2001 that he wanted to extend individual consumer choice in the public services (Blair, 2001). What do we know from recent experience about the conditions under which such policies can be sustained? In this article, the experience of individual consumer choice over the last ten, and in some cases, fifteen years, is compared across nine fields of British public services. The article identifies the policy goals for introducing choice, considers how far they were typically achieved, and identifies problems and unintended side-effects, including distributional problems, inefficiencies and one type of political risk. This provisional evaluation is based on a widely ranging review of literature spanning several disciplines. The principal products of the argument are two detailed tables, setting out, respectively, the degree to which the goals seem to have been achieved for each choice programme, as far as the available literature can tell us, and how far distributional, efficiency and political risk problems have dogged consumer choice in each field. In the discussion section, trends and variations are summarised. Finally, some lessons are drawn from the comparisons, for policy makers who may be considering the further extension of consumer choice in public services.

Chemical Engineering is a complex discipline that is mainly applied to the industrial context, which makes it difficult to approach real equipment and systems in the classroom to students. Nevertheless, Information and Communication Technologies (ICTs) are particularly useful to encourage active and autonomous learning, normally associated with deeper levels of engagement and understanding of the subjects taught. In this way, several studies have demonstrated that immersion has the potential to increase learning experiences and improve creativity and engagement, Virtual Reality (VR) being a remarkable example. In this context, we created and shared with students two immersive resources based on VR: (a) a laboratory 360° video tour, which was used to disseminate the Chemical Engineering Degree in an Open Door Days organized for high school students; and (b) an experiential learning tool integrated with Moodle, which was available previously to face-to-face practical lessons of the subject Separation Operations. In both cases, the feedback from the participant students was positive. High school students increased their interest in Chemical Engineering Degree after viewing the 360° video, meanwhile undergraduate students found the immersive tool useful in the subsequent performance of real practical activities. From the perspective of professors, creation of these resources required purchase of equipment, time and effort, but they were highly valued as a tool for disseminating and supporting teaching, being an initial starting point for the creation of more enhanced VR-based materials.

Bangladesh economy has been transforming towards a market-based economy from a state-dominated centrally planned economy since the early 1980s, the pace of transformation has been slow though. The aim of this article is to see how the higher education system responds to the changes in the structure of the economy. The article argues that the higher education system in general in a transitional economy is responsive to the changes in the structure of the economy. The article, however, also argues that the changes in higher education system, especially in curriculum, would not follow a linear unidirectional trajectory. This article is built on a small-scope empirical study on three selected social science disciplines of Dhaka University to see whether and how they responded to the demand of the growing labour market in terms of changes they introduced in curriculum in the last 20 years. Having analyzed skill and knowledge demand by the banking and telecommunication sectors—the two major sources of private sector employment for educated workforce in recent years—the article makes an effort to track what kind of changes the three selected disciplines under the Faculty of Social Science of Dhaka University have made in their respective curriculum in response to the demand of the major private sector employers. The article finds that Public Administration and Economics Departments of the Dhaka University show high and low responsiveness to business sector demand, respectively. While Sociology Department did not respond to business sector demand, rather it has responded to NGO sector demand. Among these three departments, Public Administration is found to have a low degree of compatibility to business sector needs. The article concludes that the Faculty of Social Science of Dhaka University has been slow and hesitant to respond to emerging needs of the dominant business sector employers; it is mainly because of the negative attitude towards private sector in the academia and lack of proper direction of private sector development.

The aim: Conducting a comprehensive analysis on ensuring the mechanism of state regulation of the development of medical emergency response as an element of the civil protection system of Ukraine in the context of dynamic changes of external and internal factors of its functioning. Materials and methods: The data of the state statistical reporting for the period 2010-2019 and the legislative acts of Ukraine on medical emergency response were used as the materials of study. Bibiliosemantic and statistical method and the method of structural-and-logical analysis were applied in the course of study. Conclusions: The sustainable socio-economic development of Ukraine should be accompanied by the formation of a safe environment for the society and each individual, guaranteeing an acceptable level of risk and a modern security system based on the principles of international law. The high degree of the Ukrainian industry concentration is currently in a conflict with the low technological discipline of production, which creates objective preconditions for the growth of man-made and technologically-environmental disasters, catastrophes, and other emergencies. Outbreaks of particularly dangerous and infectious diseases, which are of concern not only because of their prevalence but also because of the potential danger to the health of the nation, its economy and international reputation of the state can pose a significant threat to the socio-political and socioeconomic stability of the state. Ukraine is a potentially vulnerable area for epidemics due to a number of natural, geographical and geopolitical factors. Therefore, the health consequences (real and potential) of any emergency are certainly a threat to the national security of Ukraine both directly and due to the extremely negative impact on the socio-economic, socio-political and psychological conditions of the population. Increasing the level of public administration for medical emergency response will increase the effectiveness of emergency response measures.

This paper examines how rules and institutions and monetary-fiscal coordination setup impact welfare outcomes during political instability. Our theoretical model extends the analysis of Alesina and Tabellini (1987), Alesina and Gatti (1995), and Ferre and Manzano (2014) to examine the signaling content of the fiscal authority’s decision to engage in a fiscal reform when the policymaker’s preferences are private information. In a two-stage signaling game featuring a central banker, a government, and private agents, we examine the fiscal authority’s decision to engage in a fiscal reform under a Nash game, a cooperative setup, and a model of Stackelberg leadership. Three main results: 1) rules and commitments contribute to decreasing time inconsistency; 2) the more control the fiscal authority has over monetary policy, the more undesirable welfare outcomes, especially during political instability; 3) central bank independence signals fiscal discipline and produces relatively more desired outcomes during times of political uncertainty. Nevertheless, even with low degrees of central bank independence, proper fiscal “rules” produce close outcomes of an independent central bank even under the dominance of a centralized political authority and can secure close welfare gains in terms of inflation and fiscal outcomes. We propose these theoretical findings for empirical examination in emerging countries with prevailing schemes of fiscal dominance and more dependence on discretionary interventions to secure growth rates and financing gaps. Such setups are argued to contribute to lowering welfare outcomes that could be reduced if proper fiscal rules were used as a substitute for low monetary independence.

Findings Over the past few decades, there has been a tremendous growth in happiness research, and over the past few years, this research has started addressing policy issues such as housing, transportation and inequality. Strikingly, public policy and administration discipline has failed to notice these developments. Happiness research has great potential, and it can be used in many theoretical and practical ways to advance the common good. Originality/value Happiness is extremely important and useful for public policy and administration and yet largely overlooked in the discipline. Existing literature reviews are not written with the discipline in mind, and this viewpoint is aimed at filling this gap.

The emergence of the discipline of public administration had long been attributed to Wilson. Martin (1987 and 1988) manifested that the discipline originated in France and consequently passed to USA. However, Wilson’s 1887 article “The Study of Administration” points to the fact that he based the administration-politics dichotomy on German Bluntschli. This showed that it was essential to analyze the German influence on and, in particular, Bluntschli’s contribution to the birth of the discipline of public administration. The present study focuses on Seckendorf, Wolff, Hegel and Stein’s theoretical contributions to the emergence of public administration in Europe and intends to investigate each of them with a particular emphasis on Bluntschli’s influence. It has appeared that the politics-administration dichotomy, which had a great effect on Wilson, was prevalent in the works of Bluntschli, in which the term primary is used for politics to refer to the former and secondary for administration to refer to the latter. Although politics administration difference was expressed in the French literature of public administration, it was concluded that the German effect was significant in the emergence of public administration and its spread to USA.

Radical changes in education occurred in 2020 during the pandemic. The need to fully switch to a distance-learning mode required rethinking the approaches to the organization of the learning process. Despite the fact that Russian universities were already using digital learning tools quite extensively at the beginning of the pandemic—those were seen as auxiliary, supporting tools. Within a short period, online learning made it necessary to design educational programs from a digital-technologies viewpoint, as traditional teaching methods had lost some of their functionality in the distance-learning mode. First of all, the changes affected the disciplines focused on the formation of soft skills, such as communication skills, group interaction, and managing people. Another problem of digitalization of all aspects of our lives is the huge amount of readily available information. In this regard, developing the students’ systemic thinking and augmenting their ability to find and properly use information became an important alternative to acquisition of factual knowledge. This article summarizes the experience of the educational process at one of the leading Russian universities, National University of Science and Technology (NUST) “MISIS” during the COVID-19 pandemic based on the analysis of the degree of application of digital tools in online and hybrid learning. In this article, we present the description of methodology approaches to the use of digital tools for soft skill development, using the example of teaching specific disciplines “Systems Thinking and Theory of Constraints” and “Life Cycle of Corporations and Change Management” in the master’s program in Corporate Finance taught at NUST “MISIS”.

It has long been asserted that social equity is a key component of public administration education so much so that the National Academy of Public Administration (NAPA) made social equity a fourth pillar of public administration. The article points to a serious dilemma faced within the discipline, namely the unequal geographic distribution of social equity mission statements at the program level, while at the same time promoting it as essential to the discipline nationally. Based on an analysis of 184 public administration programs, this article advocates for a continued commitment and dedicated resources to promote social equity across smaller Masters of Public Administration programs.

This article aims to discuss the health of the public administration discipline in the US higher education system. In particular, it debates two possible alternatives: decline or reposition. The paper analyzes the academic offers of political science, public policy, and public administration programs at both undergraduate and graduate levels. The Results highlight that the public administration discipline is currently at a crucial point. The core attention within both governments and higher education is more focused on politics and policies than on management. Accordingly, this scenario has two main effects. First, it creates an imbalance between the political discourse, the formulation/execution of public policies, and the managing of effective public sector organizations. Second, it might lead the discipline of public administration into a decline. Nevertheless, public administration can find a reposition within social sciences by developing more openness and a process of cross-contamination with other humanistic disciplines.

Undergraduate and master’s programs—thesis- or non-thesis-based—provide students with opportunities to develop research skills that vary depending on their degree requirements. However, there is a lack of clarity and consistency regarding the definition of a research skill and the components that are taught, practiced, and assessed. In response to this ambiguity, an environmental scan and a literature search were conducted to inform the creation of a comprehensive list of research skills that can be applied across programs and disciplines. Although published studies directly comparing research skills in thesis and non-thesis programs were limited, the specific skills reported in each program type were similar. This viewpoint article identifies the following seven research skills that were most frequently reported across both thesis and non-thesis programs: critical appraisal, information synthesis, decision making, problem solving, data collection, data analysis, and communication. When contextualized appropriately, these skills can be useful for a student during their academic program and are transferable across a range of future career pathways. Broadening the definition of “research skills” can inform curricular updates and program development, independent of their program type, to ensure that students are presented with explicit opportunities to develop the skills needed to succeed in their educational and occupational endeavours.

Purpose: School discipline reformers have presumed that such work is largely a technical task, emphasizing discrete changes to discipline policies and protocols. Yet prior theory and research suggest that emphasizing technical changes may overlook additional and important aspects of reform, namely, the normative and political dimensions within which technical aspects are embedded. Although this earlier work appears relevant to contemporary school discipline reform, the extent to which this theory extends to school discipline remains unestablished. The purpose of this article is to show how this earlier line of theory extends to the topic of school discipline. Method: We draw on data collected as part of a qualitative study in which we conducted semistructured interviews and focus groups with 198 educators from 33 public schools on the topic of school discipline. We applied an equity-minded reform theory to examine technical, normative, and political dimensions of school discipline. Findings and Implications: We found the technical dimension of school discipline was characterized by educators’ strategic use of school resources and capacity building; normative conditions that supported conflict prevention and increased responsibility; and political dynamics in which administrators shifted power to encourage more inclusive discipline strategies. Furthermore, using this model illuminated interrelationships between dimensions, suggesting that unidimensional models—and their related reforms—may overlook nuances of this important reform issue. This theoretical extension provides a more holistic conceptualization than currently used in reform efforts, contributes to earlier lines of scholarship, and opens up new avenues of future inquiry.

Abstract:
The following article discusses the identity challenge facing Emergency Management, and draws upon the experience of Public Administration to guide future developments in this area. The article undertakes a four-part analysis by discussing: (1) the legitimacy of Public Administration discipline; (2) the legitimacy of the Emergency Management discipline; (3) the legitimacy of the Public Administration profession; and (4) the legitimacy of the Emergency Management profession. The article concludes with a review of the discussion, and argues that Emergency Management has followed or benefited from the same path taken by Public Administration. However, Emergency Management must focus more on a code of ethics, particularly in reference to hiring practices and enforcement of professional values.

Abstract:
Public administration can be considered as an applied, interdisciplinary field, whose study demands the contribution of a range of disciplines, including political science, management, law, sociology and others. The article argues that the disciplines of public administration should also include philosophy, not as a discipline (philosophy is not a discipline in the sense modern sciences are; rather, at the roots of philosophy are key questions: what there is (ontology); who we are (philosophy of the mind); how to live well (ethics); how to live well together (political philosophy) and so on) but as the foundation of all the other disciplines studying public administration, from political science (whose roots are in political philosophy), to management and sociology (whose underpinnings are in ontological conceptions of the individual and society), to law (whose roots are in the philosophy of law) and so on. If philosophy is foundational to public administration, then two key questions arise: in researching public administration, what is the contribution of philosophy to advancing our understanding of public administration? And in the teaching of public administration, what is the place of philosophy in the curricula of public administration programmes? The article, after briefly reviewing the philosophical foundations of public administration, aims to discuss the latter question about the contribution of philosophy to educational and training programmes in the field of public administration, and the place of philosophy in public administration education curricula.

Abstract:
China’s practices and knowledge of administrative sciences have a long history, but modern public administration, as a relatively new discipline, has been established for less than a century. Accordingly, the purpose of this paper is to shed new light on the historical development of modern public administration education in China. This paper reviews and analyzes the development of China’s modern public administration education in two different periods, namely, before and after reform and the opening up of China. Finally, it dissects the current problems and challenges facing China’s public administration from an academic perspective and considers possible future trends for modern public administration in China.
