Abstract:
In the three essays in this thesis, I explore the effect of school discipline policies on the suspension of public-school students, in an urban setting. In the first essay, using aggregate data, I investigate the effect of zero-tolerance disciplinary polices on secondary-school students. Capitalizing on a natural experiment, I used a “differences-in-differences” analytic approach to explore any benefit of a hypothesized deterrent effect and to estimate the impact of the abrupt expansion of zero-tolerance policies in one large urban school district. I found that Black students were suspended from school more often following the policy change, while suspensions of White students remained unchanged. In addition, expulsions from school, following the policy change, more than doubled for Black students, compared to only a small increase for White students. In the second essay, and the same urban setting, I employed continuous-time survival analysis in a student-level event-history dataset to estimate the risk of middle-school students’ first suspension of the school year. I found that this risk differed by three factors: (a) when the suspension occurred, (b) student grade-level, and (c) student race. At the beginning of the school year, this risk of first suspension for eighth-grade students was double the risk for sixth-grade students, although this difference diminished over time. Additionally, the risk for Black students was more than ten times the risk for White students. In the third essay, I extended my work further, using repeated-spells survival analysis to describe the timing of suspensions over the duration of the students’ entire middle-school careers. I found that—once a student had been suspended from middle school for the first time—the median time until a second suspension was less than one school year, and the median time until a third suspension was about one semester. These risks also differed substantially by gender, race, and poverty level. The risk of a first suspension for boys was substantially higher than for girls. This risk was also higher for poor students than for non-poor students. However, the risks of both a first suspension and subsequent suspensions were substantially higher for Black students, compared to White students, even after controlling for differences in poverty among the groups. Taken together, these analyses underscore disparities in school disciplinary practices, based on important student demographic characteristics, while providing an updated and more methodologically sound way of describing these effects.

Abstract:
Interaction with their students during classroom instruction is often a source of stress among many teachers. The academic setting of Disciplinary Alternative Educational Programs (DAEP) poses a risk factor for teachers to experience stress, given that student disruptive behavior has been associated with higher stress levels among teachers. The problem underlying this study was that most studies on DAEP have focused on the experiences of students, with limited information available about the experiences of teachers in this type of academic setting. The purpose of this qualitative phenomenological study was to explore the role of job-related stress and coping on the job performance of DAEP teachers, from a transactional theory of stress and coping approach. This exploration was grounded in the theoretical lens of the transactional theory of stress and coping, which served as the link between the importance of the psychological health of teachers and the successful administration of public programs. The geographical setting of the study was a single DAEP campus. Data were collected using 20 individual, face-to-face semi structured interviews. Data were analyzed using the modified van Kaam method of phenomenological analysis, which involves the systematic analysis of data through the process of dividing large quantities of qualitative data into smaller units of meaning. The results produced significant thematic themes. The findings from this study could help scholars and practitioners gain important insight about job-related stressors in DAEP, which could facilitate the improvement of administration and development policies in order to promote a positive work environment in DAEP settings.

Abstract:
Research indicates a connection between student discipline rates and school climate. In a large, urban K-12 public school district, student discipline concerns were increasing while school climate ratings were decreasing during the last few years. Guided by Bandura's social learning theory, the purpose of this ex post facto, causal-comparative study was to identify differences in teachers' perceptions of school climate, as measured by the New Teacher Project (TNTP) Insight Survey, between schools with high student discipline referral rates and schools with low student discipline referral rates in this school district. The study sample included 6,994 new and veteran certified teachers from N = 72 K-12 schools (n = 36 high discipline referral rate schools; n = 36 low discipline referral rate schools). Teachers' TNTP ratings for Spring 2014-2016 on the overall school climate index, learning environment, and school leadership scales were the dependent variables for the analyses. Independent samples t test results indicated significant differences in overall school climate index, as well as the learning environment and school leadership scales for schools with high compared to low discipline referral rates. Findings showed that schools with high student discipline referral rates had more negative climate ratings than schools with low student discipline referral rates across the three TNTP scales for these teachers. These outcomes suggest that school leaders may create positive social change by identifying and implementing effective strategies aimed at improving student behavior and responses to student discipline as one possible means for fostering a more positive school climate which benefits students, teachers, and staff alike.

Au cours du XXème siècle, l'identité professionnelle des directeurs de prison a connu une évolution rapide autant que radicale. La période qui s'ouvre au cours des années 1970 est particulièrement significative de cette mutation, elle est marquée par une crise de cette identité professionnelle amorçant aussi son processus de reformation. Pour saisir la logique de cette phase adaptation, il est possible de la resituer dans le cadre d'une analyse plus large à partir du concept de gouvernementalité. La gouvernementalité étant ici comprise dans deux de ses dimensions telles qu'elles ont été définies par Michel Foucault. D'abord comme période, celle de l'époque contemporaine qui débute à compter de la Révolution française. Ensuite comme technique de pouvoir, celle de la biopolitique qui se réalise au travers de la régulation. Dans ce cadre, l'étude de l'évolution de l'identité professionnelle des directeurs de prison dans et par la gouvernementalité permet de saisir les mécanismes qui conduisent, tant au sein de l'appareil administratif qu'au sein de la pénalité, à l'affaiblissement du pouvoir disciplinaire et à la montée en puissance de la régulation. During the 20thcentury, the professional identity of prison directors has undergone a rapid and radical evolution. This evolution was caused by questioning the role and the functioning of the penal prison in the development of liberalism. The period, beginning in the 1970's, inaugurates the mutation of the identity crises and its reformation. To be able to comprehend the logical development of this proces of adaptation, one most place it in theframework of governmentality. The « governmentality » in this case is seen in two of its dimensions as defined by Michel Foucault. Firstly, as a phase of the contempory period beginning at the French Revolution. Secondly, as a technique of authority : the biopolitics realized by a process of regulation. In this framework, a study of the evolution of the professional identity of prisons directors, in and by « governmentality », explains the mechanisms leading to the weakening of the disciplinary authority, and the increased power of regulation systems, both on administrative and penal levels. The prison directors become, in turns, either objects or actors of these two ways of governing

Intervention Strategies to Decrease Discipline Issues in an Urban pre-K-8 Public School by Wendy A. Mason MEd, Walden University, 2005 BA, Kean University, 1979 Doctoral Study Submitted in Partial Fulfillment of the Requirements for the Degree of Doctor of Education Walden University October 2015 The educational problem addressed in this study was the lack of empirically grounded evidence of the intervention strategies an urban school in the northeast region of the United States used to decrease school discipline problems. The purpose of this qualitative case study was to identify, explore, and understand the strategies used by school personnel to decrease discipline problems. The conceptual framework was anchored in social learning and communities of practice theories. The research questions focused on identifying the types of student discipline problems, the strategies developed and deployed to decrease the discipline problems, and the outcomes of the strategies. Semi-structured interviews were conducted with 12 participants: 1 administrator, 10 teachers, and 1 counselor. Archival documents such as incident reports, discipline referral forms, the school's year-end report, and district suspensions reports were also examined for discipline patterns. Data analysis strategies included transcribing interview data, identifying patterns, and data triangulation. Results indicated that disrespect, noncompliant behavior, willful disobedience, fighting, and bullying were major discipline problems at the school. A multiplicity of strategies such as in-school and out-of-school suspension and character education effectively decreased discipline issues. Recommendations include a regular review of prevention strategies to determine which strategies are effective at reducing discipline. Positive social change implications include implementing invention strategies that create safe learning environments for students and staff in which all students can achieve academic success that leads to timely graduation and productive and responsible citizenship in the communities in which students live.

Abstract:
Nationwide concerns include disproportionate discipline referrals and suspensions of certain student groups and the associated negative student outcomes. The state's department of education cited a school district for suspending Black students with disabilities (SWD) at more than 3 times the rate of all other student groups; yet, the complex nature of the disciplinary disproportionality in this district was unknown. The purpose of this study was to investigate how student-related characteristics including race/ethnicity, gender, age, grade level, disability status, and school location, may predict number of discipline referrals, types of discipline referrals, and types of suspensions issued to students. Guided by the theory of behaviorism, this nonexperimental, ex post facto study examined archival discipline data for the 5523 students who received at least 1 office referral during the 2015-2016 school year. Chi-square analyses showed SWD had higher numbers of referrals, received referrals for subjective offenses, and were more likely to receive out-of-school suspension than no suspension or in-school suspension compared to nondisabled students. Regression analyses indicated students who were Black, male, identified as SWD, or in secondary school were at significantly greater risk of office referral and exclusionary discipline than other student groups. By understanding the patterns of discipline outcomes associated with student-related characteristics, school administrators within the local district are now able to select and implement evidence-based practices that may reduce exclusionary discipline, allowing all students to participate equally in school. Over time, these practices may lead to positive student outcomes including higher school engagement and increased graduation rates.

Abstract:
A free and appropriate public education is promised to every child in the United States. However, zero tolerance school discipline policies have broken that promise, pushing students out of the classroom and into the school-to-prison pipeline. Despite the growing body of research demonstrating negative social and economic impacts of exclusionary discipline, public school administrators have been slow to adopt innovative policies that provide rehabilitative alternatives. The purpose of this study was to compare, using the consequences of innovations application of Rogers's diffusion of innovations theory, the impact of various school district approaches to school discipline on suspension rates while controlling for race and socioeconomic status. This study used a quantitative, nonexperimental, nonequivalent groups, posttest-only research design using secondary analysis of data reported by 218 school districts in a New England state for the 2016-17 school year. Analysis of covariance indicated that there is a significant relationship between approaches to school discipline and suspension rates when controlling for racial and socioeconomic composition (p < .05). Race and economic disadvantage significantly influenced suspension rates (p < .001), and districts implementing alternatives differed significantly in their racial and socioeconomic compositions (p < .001). Policy implications include the promotion of alternative approaches to school discipline. Implications for social change include evidence to support the work of those addressing the needs underlying student behavior rather than crime and punishment models to produce safe and supportive schools and dismantle the school-to-prison pipeline.

Abstract:
The purpose of this study was to determine the most significant factors that contributed to on-time undergraduate degree completion. On-time degree completion requires that a student complete all the requirements of their degree within 4.5 years or less. A grounded theory methodology was used to conduct the study. Narrative data was collected through semi-structured interviews. Thirty former students who completed their undergraduate degree at Virginia Commonwealth University were recruited for this study. To be eligible for the study, participants had to have completed their undergraduate degree in 4.5 years or less and graduated between 2004 and 2011. The analysis of the narrative data determined that preparation for on-time completion begins in high school and continues throughout a student’s college career. First, high school students who develop ‘academic self-esteem’ by participating in an honors courses or an early college credit program in high school enter college with the belief, or personal vision, that they can complete their degree in 4 years. However, in cases where the student matriculates without ‘academic self-esteem’ directed and intensive institutional support is an effective proxy. Next, a student must be self-motivated or determined to complete on-time. They must have an inherent reason for wanting to reach that goal post. However, since the findings indicated that motivation can be internal, external, or both, institutional support can be used as effective tool to develop these qualities where needed. Third, if students are to complete their undergraduate degrees on-time, they must develop a personal plan for accomplishing that goal at the very beginning of their college careers. This plan should be incorporated into the student’s academic advising sessions and updated as they acquire the credits required for the completion of their degree. And finally, students should be strongly encouraged to engage in campus life by participating student clubs, organizations, and/or athletics. Participation in campus life encourages persistence and therefore supports on-time completion.

Abstract:
The primary purpose of this study was to examine the extent to which Indiana alternative school administrators were knowledgeable of research-supported tenets of effective alternative education and the extent to which they personally supported these tenets. Other purposes included: (a) developing a demographic profile of the administrators, including total population and membership in an Alternative Career Group or Traditional Career Group, (b) testing for possible associations between the two study groups and selected demographic variables, (c) testing for possible differences in knowledge levels between the two study groups, and (d) testing for possible differences in support levels between the two study groups.The study population consisted of 118 licensed administrators employed in public alternative schools in Indiana serving students whose disruptive behavior resulted in the students' removal from traditional schools. Data were collected using a structured questionnaire. Ninety-one surveys were returned, yielding a 77% response rate.Major findings included:1. Administrators did not recognize all tenets that guide the policies of effective alternative schools or all practices that hinder success; the mean knowledge score was 78% of the possible score, indicating moderate knowledge level.2. Administrators' personal support level was slightly lower than the knowledge level; the mean support score was 74% of the possible score.3. Less than one-third of all administrators reported taking college courses pertaining to alternative education.4. Alternative Career Group members had a significantly higher knowledge level of the tenets than Traditional Career Group members; however, no significant difference existed between the groups regarding personal support.Results concerning knowledge and support suggested that some administrators were not guided by the tenets of alternative education espoused in the literature. Moreover, administrators who had a career orientation to this specialization were no more inclined to support the tenets than were administrators without this career orientation. The fact that a relatively low percentage of administrators had completed one or more college courses in alternative education raises questions regarding the degree to which these administrators are adequately prepared to lead their schools. Recommendations are made with respect to additional research and to revising licensing standards for alternative school administrators.

Abstract:
The purpose of this qualitative study was to use the systems theory as the analytic framework to examine student conduct systems (SCSs) in Chinese colleges and universities. analyze environmental factors that influence SCSs. and explore administrators' recommendations for improvement of SCSs. Ten public universities were randomly selected from twenty-nine four-year universities in Zhejiang province. Documents related to student conduct systems from ten universities were analyzed, and thirteen administrators and one school counselor from nine universities were interviewed. While the findings of this study supported the previous research on many points, this study differed from the current literature in three important ways. First, this study provided insight into perceptions of administrators and counselors working at the forefront of SCS at Chinese universities regarding the educational purposes of SCSs and how the campus community members attempted to make the student conduct system work to achieve those purposes. This study also provided administrators' understanding of tension between educational roles of SCSs and damaging effects of formal punitive sanctions on students. Second, this study illustrated how administrators and counselors dealt with the educational and legal nature of SCSs while handling student conduct issues. This study first showed that student rights the investigated Chinese universities accorded exceed what laws and regulations require. Meanwhile, this study suggested that administrators appeared inure practical in dealing with student misconduct: they were trying to make a balance between complying with the basic legal requirements and handling student conduct issues more effectively and efficiently. The study showed that the majority of disciplinary cases were handled through informal resolution and administrators tended not to complicated the disciplinary processes. Third, this study explored environmental factors that affected SCSs in China. This research uncovered many aspects of the social environment that influenced SCSs, including laws and regulations, traditional culture, societal change, practices of peer universities and parents and public opinion. Factors within the university system included: university administrative systems, governance practices, educational objectives, university traditions especially those involving SCS historic and current practices, and the quality of student body.

The so called price control policies have traditionally been understood in terms of concerns about (a) the role and size of the bureaucracy implied (Taussig, 1919, Grayson and Neeb, 1974; Clinard, 1969; Rockoff, 1984; Galbraith, 1941 and 1946); (b) the (potential) short term effectiveness and medium/long term ineffectiveness of controls (Rockoff, 1984, Grayson and Neeb, 1974; Bienen and Gersovitz, 1986, FIEL, 1990); (c) the tax evasion and creation of black markets (Clinard, 1969); (d) the eventual emerging violence following the dismantling of controls or subsidies on consumer goods (Bienen and Gersovitz, 1986; van Wijnberger, 1992); (e) the potential impact on the government coalition (Agéndor and Asilis, 1997); (f) the levels of delivery, fill rates or even any breaks in supply chains (Grayson and Neeb, 1974; Clinard, 1969); (g) the incentives/distortions in the distribution of resources, as a result of the alteration of the price system (Galbraith, 1941, 1946, 1951, 2001; Friedman, 1990; Colander, 1984; Dunn and Pressman, 2005); (h) the search for focused or selftargeted alternatives in order to optimize the use of limited resources and prevent freeriding (Adams, s / f; Alderman, 2002; Gutner, 2002); and (k) its historical development as a political response to rising prices (Schuettinger and Butler, 1978).

However, little has been studied its contribution to the development of state capacities as well as the role of entrepreneurship in the acceptance of price controls.

In this sense, this thesis analyzes the first year of the "Precios Cuidados" program in force in Argentina since January 2014, in order to address two interrelated questions: (a) To what extent the “Precios Cuidados” Program, as a particular and specific form of joint coordination between public and private sector, favored the development and expansion of state capacities? (b) If it is true, as it will be argued, that this new form of joint articulation between the public and private sector contributes to expand state capacities, why did the retail community agree to take part of a voluntary agreement to freeze prices and markups that in the end would help to increase the relative powers of the agencies by which they are controlled without effective guarantees of limits to its exercise? A public policy, in a word, that will give us the unique opportunity to analyze the link between state, market and society and its effect on market regulation and the improvement of state capacities.

We live in an age of public accountability. For university-based business schools, housed within institutions with responsibilities for fostering public wellbeing, public accountability represents major challenges. The specific challenge of this dissertation is interpreting that accountability in moral, as opposed to legal or bureaucratic terms. Much of the academic attention to public accountability has focused on the legal aspects of compliance and regulation. The systemic nature of the educative-formative problem of moral accountability argued herein is especially evident inside postgraduate management education. I argue that nascent ideas of moral accountability foreground a systemic and inescapable challenge to the legitimacy of the now ubiquitous Masters of Business Administration (MBA) within university based management education. Illustrating the formative-educative problem via a case study at an Australian university and drawing on a critical review of the management studies literature I argue that current approaches to meeting those public responsibilities are at risk of being marginal at best. This is a view increasingly recognised by those within the management studies field already committed to redressing amoral management theory and practice. Efforts to professionalise management by bringing management studies inside universities have long been abandoned in favour of following market logic - a predominantly financially driven logic that is formatively amoral - thus exposing universities' moral legitimacy to rising public skepticism, if not acute and justifiable concern. Beyond the professionalisation efforts and the compliance mentality of corporate governance and against the commonplace smorgasbord approach to business ethics (foreclosing engagement with larger and relevant political, ethical and philosophical dimensions) I argue for cultivating a specific capability for management graduates - one area that will yield considerable philosophical scope and pedagogical options while meeting the university's public responsibility. I make a case for cultivating reflective judgment on matters of moral accountability {and specifically at the individual level} as a defining capability in management studies - a capability that is worthy of public trust in universities. To that end I argue for a Kantian approach to cultivating reflective moral accountability. The scope of this approach is global, the mode is action-guiding principles under public scrutiny, where reverence for individual human dignity is at its base: a civic or enlightened accountability, oriented to earning and warranting public trust, by individuals and through institutions. Kantian hope in a cosmopolitan ethical commonwealth sustains practical-idealist commitment to cultivating this capability. This Kantian approach is shaped by Kant's grossly under-recognised moral anthropology: a composite of a modest metaphysical framework of justice intersecting with his almost completely ignored philosophy of experience / anthropology. The pedagogical approach developed here is based on Kant's moral anthropology and notion of maturity. It is oriented to deeply experiential organic learning as university-based preparation for reflective moral judgment in pressured, complex situations of uncertainty. The aim here is fostering ideas on approaching what is problematic not to develop a comprehensive theory of moral accountability in the MBA. Taken together this Kantian response sees paideia as central to the public role of university education, and as such represents a radical challenge to seemingly unassailable assumptions of authority in management theory and practice. I follow a phronesis approach in this research, a perspective on knowledge that views the social sciences as categorically different from the natural sciences, calling less for universal laws and more for knowledge drawing on wisdom and moral judgment derived through extensive experience. Flyvbjerg's phronetic approach to the social sciences guides the case study, influences the selection of perspectives in both the literature review and the Kantian considerations. I approach this educative-formative problem out of liberal-humanist, social-contract traditions.

Abstract:

The purpose of this study was to determine if there was a statistically significant difference in the percentage of suspensions and expulsions between African American males and the combination of males of other ethnicities based upon school district settings of city and county in K-12 public school divisions in Region II of Virginia. The researcher analyzed archival data from approximately 65,000 males in Grades 2–10 enrolled in Virginia’s public schools in Region II. To analyze quantitative data, descriptive statistics, such as the mean and standard deviation scores, were used as well as frequency distributions and measures of central tendency. Two two-way analyses of variance were conducted to understand if there was an interaction between the two independent variables (student ethnicity and school district setting) and the dependent variables (number of suspensions and number of expulsions). The study results indicated that there were no recorded expulsions in the data file, as the values were all 0. There were suspensions, however, and the results indicated that there was a statistically significantly greater proportion of suspensions among African American males than the combination of males of other ethnicities. Additionally, there was insufficient evidence to determine if a difference exists between city and county schools in the percentage of suspensions, nor was there a significant ethnicity–division-type interaction. The findings from this study may have important implications for educators and local and state policymakers who may be considering ways to improve discipline practices in public schools.

Abstract:
Although a widely used practice, it was previously unknown whether disciplinary segregation is actually effective at modifying prison behavior. This quantitative, retrospective observational study tested deterrence theory and explored the effectiveness of disciplinary segregation in deterring subsequent prison inmate misconduct among those subjected to it (N = 228). It compared a cohort of male inmates incarcerated by the Oregon Department of Corrections who had spent time in disciplinary segregation in 2011 and/or 2012 with a comparison cohort who had not spent any time in disciplinary segregation. Three models were tested, each with the outcome variable operationalized in a different way: overall total rule violations in 2013-2014, total major rule violations in 2013-2014, and total minor rule violations in 2013-2014. Multiple regression analysis was used to control for the influence of age, time spent on current sentence, risk score, prior major and minor rule violations, and time spent in disciplinary segregation. These analyses revealed that for each model, disciplinary segregation was not a significant predictor of subsequent prison inmate misconduct. The findings suggest that deterrence theory does not explain the relation between the experience of disciplinary segregation and subsequent prison misconduct among those subjected to it. The findings further suggest that disciplinary segregation neither decreases nor increases subsequent prison misconduct. These results indicate that disciplinary segregation should undergo a critical evaluation by prison administrators, which could lead to the practice of disciplinary segregation being exercised in a more judicious and informed manner, thus limiting its potentially negative effects and contributing to positive social change.

The purpose of this dissertation is to analyze how managerial discretion is influenced by the environment and, thereby, increase the theoretical knowledge of the concept. Hambrick and Finkelstein (1987) introduced environment as a level affecting managerial discretion. However, the authors only discussed it in an industry context. Moreover, in this dissertation we developed the environmental level by adding two more contexts. Thereby, a theoretical input –and output model were created. These include three environmental sublevels: Industry characteristics, public sector and transition economy. The analysis is under a strategic perspective, which defines top managers’ discretion as the latitude of strategic actions. Hence, managerial discretion varies in the scope of available actions influenced by environmental factors. To fulfill the purpose of this dissertation, the methodical approach is a case-study. Thus, the data consists of interviews, observations and public documents collected in a governmental organization. The findings have shown that a dynamic environment, such as a country undergoing a transition, provides context-specific factors affecting the degree of managerial discretion. Context-specific factors, such as powerful outside forces and quasi-legal constraints can increase and/or decrease the degree of top managers’ degree of discretion. The conclusion summarizesthe findings of how the different factors within each sublevel, affect the degree of managerial discretion. Moreover, the conclusion also contains the contributions of this dissertation. Firstly, the study contributes to the theory of managerial discretion, by introducing context specific factors within the public sector and a transition economy. Secondly, the study enhances the empirical knowledge about the concept, by providing new empirical evidence of managerial discretion. Finally, the results of this dissertation can help policy makers as guidelines when implementing policies. Recommendations for future research include adding the governance perspective, and/or conducting a comparison research with different organizations/contexts.

Abstract:
Chronic diseases are a significant cause of illness and mortality in the United States. Hereditary predisposition to chronic diseases is a useful indicator for identifying people at risk for disease development. An ideal tool for determining this predisposition is the CDC, NIH, and AAFP recommended third-degree family health history (FHH). The aim of this quantitative, cross-sectional study, based on the theoretical frameworks of social constructivism and the health belief model, was to assess the possible influence between the completed third-degree FHH and the participant's perception of disease risk. Two-hundred seventy-three participants were recruited from health care facilities and from the general population using convenience sampling. Bivariate and multivariate tests were applied to analyze the obtained data. Binary regression indicated a statistically significant association between the presence of heart disease, stroke, breast cancer, ovarian/cervical cancer, prostate cancer, colon cancer, and diabetes, and the perception of risk for the particular disease as noted in the FHH. A familial history of stroke appeared to be the strongest predictor of perception of disease risk. Moreover, increasing age, particularly within the age range of 40 to 57, was associated with increasing levels of perception of disease risk for heart disease, stroke, and prostate cancer. Individuals from the general population significantly indicated higher-than-average risk for colon cancer compared to those from health care facilities. Social change implication of this study may be the widespread implementation of a familial health history questionnaire that leads to an impactful, higher degree of disease risk awareness, prompting preventive action on the part of the individual, and leading to improved individual and population health.

This is a Case Study Research done inside a poor community in Brazil. The main goal of the research is to facilitate this community to understand their problems and to overcome it. Therefore the researcher and the researched developed the following question ‘why NovaMosanta is not achieving its goals? The researcher wanted to work as a facilitator throughout the whole process of dialogue that aims to empower the community. Departing from that question and based on Freire’s ideas of education the research aims to build new knowledge from the interaction of academic and community knowledge. To implement this case study field research the researcher decided to use Participant observation and questionnaires. Surprisingly during the research the NGO called NovaMosanta faced the challenge of remodeling a public school without government help; otherwise the school would be closed. This NGO succeeded with the help of the New Zealand Government that gave NZ$15,000 to build two new classrooms in the school. Community members helped working in the remodeling and local commerce gave discounts to enable the remodeling. As a result the school will not be closed and the students will continue to study there. It also helped to increase community support and participation. Although not designed as a Participant Action Research, this thesis evolved to produce action and to change the community reality. It was an empowering process to the researcher and the researched. The community support increased and it also served s a catalytic event in the process of transformation and inclusion. This thesis deals with political representation in EU multi-level governance. The European Union and its political system is quite complex, due to its unusual and multi-level governance.

It has gained the reputation of capturing professionalism, and conforming to elite governance to a point where it is seen as an elite political game.

The thesis wish to examine the European political system, and ask the questions, how important is the degree of consent between the political elite and the public in the European Union? Does it necessarily have an effect on the system of political representation as such, and if is does, does it influence legitimacy? Or in other terms, is it necessary for a degree of consent between the political elite and the public for political representation and legitimacy?

The European Union has a tendancy to gain critique for its focus on professionalism and elitism, and I wish therefore to state that it is important to generate an evident relationship between political representation and legitimacy in EU multi-level governance. It is necessesary to create a functioning relationship between the political elite and the public, but it does not necessarily mean that it influence political representation and legitimacy. It is important to view the opportunities for political representation and legitimacy in a situation such as this. The degree of consent is not to create an impossibility for sufficient political representation and legitimacy in the European Union, is it?

This thesis examines the location and role of the runanga institution. As a prominent contemporary organization for Maori development, relevant theory locates runanga with regard to a broader developmental framework and their potential to function within it. The position of runanga, as a facilitator of Maori development, is assessed with reference to Dependency theory, World Systems theory and Modes of Production. These theories highlight the systematic historic dis-empowerment of Maori through the processes of colonisation with particular regard to runanga. The thesis also considers the evolution of the runanga since its migration from Hawaiki, its utilisation as a forum of colonial resistance, its co-option into the governmental system and its contemporary resurgence. This provides a historical overview of the runanga as an institution. In addition, Te Runanga 0 Ngati Whitikaupeka has been used as the case study which considers the issues of becoming a runanga and includes what the structure of the runanga might look like for Ngati Whitikaupeka as an iwi. The theories of Community Development and Empowerment are offered as means to counter the further dis-empowerment of Maori, where institutions such as runanga can utilise these notions to facilitate positive outcomes for iwi and Maori development. Field research contained in this thesis identifies some of the specific concerns and aspirations of Ngati Whitikaupeka iwi members. In utilising the notions of empowerment and community development the field research provides an explicit statement of Iwi aspirations to maintain the connection between Ngati Whitlkaupeka Iwi members at the flax-roots and Te Runanga 0 Ngati Whitikaupeka as a representative body that can facilitate those aspirations. Supplementary to this the iwi aspirations that have been identified in this study are intended to provide some direction for the runanga as the representative decision-making body moving into the future.

Policy makers in the Southeast Asian region are faced with many challenges in national policy taxation from globalization, in particular the increasing cross-border mobility of capital. One of the challenges is the competition to attract a mobile capital base which leads to a trend towards declining statutory corporate taxation rates and a pressure to harmonize taxation policy. This study explores taxation literature and uses empirical evidence from the period of 1996-2006 to examine tax competition and tax harmonization in the region. The study seeks evidence for the existence of tax competition by analyzing recent trends in two groups of measures of taxation: tax rates and tax revenues. This begins with looking at the trends of statutory corporate tax rate. Evidence is found for a decline in statutory corporate tax rates, developments commensurate with the existence of tax competition. On the contrary, the tax revenue data presented here, show that the expected decline in total tax revenues has not occurred; indeed, a significant increase has been recorded. It is also supported by empirical evidence of the ratio of corporate tax revenue either relative to GDP or to total tax revenue. The strengthening of these revenues has meant that the expected shift in the tax burden away from mobile to immobile factors has also failed to materialize. The two groups of measures of taxation thus provide apparently inconsistent views of the impact of tax competition. There follows an analysis of the elements of tax competition according to literature, in an attempt to draw out its implications for the experience within the Southeast Asian region. This study also examines the case for tax harmonisation and the Southeast Asian experience and it is concluded that the progress of tax harmonisation between countries has tended to be difficult to achieve because of the differences among the countries in terms of the tax structures and level of economies.

Or, à la différence de leurs confrères français, les avocats chinois ne possèdent pas encore suffisamment le sentiment d'appartenance à leur corps. Leurs associations ne sont pas autonomes. Si la profession s'est beaucoup inspirée des expériences des pays « déontologiquement plus développés », des principes fondamentaux de la profession ne sont pas enracinés dans l'esprit collectif des avocats. En tant que profession libérale, la profession d'avocat éprouve un besoin inhérent de l'autonomie. Sans cette autonomie, elle ne pourra pas faire entendre sa voix par le public, ni protéger ses membres. De même, les activités des avocats ne pourront être surveillées de manière équitable par une institution ordinale muselée par les pouvoirs publics. L'autonomie de l'association des avocats, que ce soit en Chine ou en France, s'avère être une garantie pour la justice et le justiciable. Cette autonomie ne constitue pas une fin en soi. Elle n'est que le meilleur moyen d'assurer l'indépendance de l'avocat. L'essentiel de l'autonomie de la profession s'explique par sa mise en œuvre dans l'exercice professionnel des avocats. « À l'ongle on connaît le lion ». In China, a lawyers' community is being formed. It begins to influence the "legal conscience" of the society. However, unlike their French colleagues, Chinese lawyers do not have yet enough sense of belonging to a common professional group. Their associations are not autonomous. Although the profession is much inspired by the experiences of "ethically more developed" countries, the fundamental principles of the profession are not yet rooted in Chinese lawyers’ collective concept. As a liberal profession, lawyers are experiencing an inherent need for autonomy. Otherwise, they cannot make their voice heard by the public, nor protect their professional rights. Similarly, lawyers' activities cannot be fairly supervised by a professional institution dependent on the public power. The autonomy of lawyers' association, whether in China or in France, should be considered as a guarantee for justice and all persons subject to trial. The autonomy is not an end in itself. It is the best way to ensure the independence of the lawyer. The essence of lawyers' autonomy is explained by its implementation in lawyers’ professional activities. From his foot Hercules. Changes in juvenile justice are often attributed to increases in offending and media attention to crime. A "cycle" of reforms, which alternate between punitive and treatment type responses has been identified. This study explores the possibility that wider socio-political events also have implications for reforms. Nations in which welfare and juvenile justice systems are highly integrated, may exhibit different patterns of policy change than those observed elsewhere. Changes in juvenile justice policy in New Zealand and Sweden are examined. The implications of policy change for the rights and responsibilities of those involved in the juvenile justice system are also examined. This includes the State, juvenile offenders and their parents and the victims of crime. Particular attention is given to the status of parental rights.

The present study consisted of a phenomenological investigation of African American males who have been expelled from traditional educational settings in New Orleans, LA in order to provide educators with information geared towards increasing academic achievement in African American males. It has been noted that one of the reasons that Black males graduation rates are so low is because in addition to other factors that lead to non-completion, black males are more likely to be expelled from school. In this study, I used a Critical Race theoretical framework to explore gain experiential knowledge of these excluded young men, what they perceive as barriers to their success, and their sentiments on the relationships they have had with educators and peers whom they have encountered. Based on the participants’ responses, seven categories emerged from the data including: (a) Race and Racism, (b) Self Perceptions, (c) Family Expectations and Support, (d) Male Role Models and Mentors, (e) The School Environment, (f) School Discipline, and (g) Alternative School. Study participants described the totality of their education experiences by opening up about what they felt were key factors at play. The stories of the participants provided a deeper context of the nuances of racism and how it impacts their day to day educational experiences overall The results of this study provides data that may enable educators to begin steps to dismantle the school to prison pipeline by ensuring at-risk students are supported and successful in school without having to be removed. This information serves as a catalyst for future inquiry into additional nuances that effect the academic achievement of African American male students in K-12 schools.

Based on the above, the subject of research including that first, understanding the idea of the development of civil society and civil education, the approach of public administration and affairs, and the theory of creating public value. Second, understanding the different school general situation in public administration and affairs in Taiwan, also analysis and research the course of public administration and affairs in Taiwan. Third, the analysis of the cognition of respondents. We use document analysis and unstructured interview to analysis of the literature about the approach development of public administration and affairs. Furthermore, using P-approach, B-approach, and C-approach in the course approach of public administration and affairs. Besides, we analysis and conclude the cognition of respondents by unstructured interview to understand actual operation of different school of public administration and affairs in Taiwan, and then we make a conclusion and give some advices. The study concluded these finding, the approach of public administration and affairs toward C-approach gradually, however the proportion of choosing P-approach as one of main spindle course is more than eighty percentage, while choosing C-approach as one of main spindle course is only about fifty percentage. Hence, giving some advices to add some C-approach course to conform to the trend. As for the actual operation of the different school of public administration and affairs in Taiwan, still need to strengthen combining theory with practice closely.

During the past decade, the wide spread usage of internet (web-based) technology has dramatically changed the relationship between governments and citizens, and as a result become the prime focus of educational researchers. Yet, none of the existing researches touch on the information seeking behaviors of students major in public administration and related fields despite that students nowadays tend to learn public policy via internet. Therefore, based on previous researcher’s work on information commitment, particularly Tsai(2005)’s framework, the author hopes to explore whether internet(web-based) self-efficacy positively predicts evaluative standards and searching strategy and what are the factors affecting searching strategy by administering survey aimed at PA undergraduate students in one university. The moderating effect of internet self-efficacy on these relationships was also examined. Being a lecturer and serving in the Higher Degrees Committee of the Department of Public Administration and Management at Unisa for several years, gave me exposure to master’s and doctoral candidates’ scholarly work. I realised that the doctoral candidates, in particular, were facing methodological challenges. This realisation triggered my curiosity in the methodological preparedness of doctoral candidates. My scholarly curiosity prompted me to undertake a preliminary literature review which has identified a number of scholarly contributions on the quality of research in Public Administration. These studies have not established or attempted to establish conceptual frameworks for understanding this phenomenon. I deduced that the lack of scholarly contributions on the methodological preparedness of doctoral candidates indicates a knowledge gap that compromises scholarly understanding of methodological preparedness, both as a concept and a phenomenon. The main purpose of this research was to generate theory, by means of the development of a conceptual framework, in response to the identified knowledge gap in the literature. Consequently, a qualitative theory generating research design was chosen and actualised in three interrelated research phases. Phase 1 provides a theoretical perspective by turning to the scholarly literature and institutional documents to obtain a deepened understanding of the concept methodological preparedness relevant to Public Administration doctoral candidates. This phase serves, firstly, to provide an overview of the characteristics of the doctorate in Public Administration as an immediate context for methodological preparedness, and secondly, to do a concept analysis to identify and describe the meaning of the concept methodological preparedness with reference to a doctoral candidate. Phase 2 aimed to make sense of the methodological preparedness of Public Administration doctoral candidates at Unisa by exploring, through an Interpretive Phenomenological Analysis (IPA), how doctoral candidates and supervisors make sense of this phenomenon. This study makes a methodological contribution by employing the IPA for the first time in the South African Public Administration fraternity. Phase 3 generates a conceptual framework for understanding the methodological preparedness of Public Administration doctoral candidates at Unisa. The framework contributes to the understanding of the under- vi researched concept and phenomenon methodological preparedness of doctoral candidates in Public Administration. This study has shown that a candidate’s methodological preparedness (the state of being competent to independently make a methodological decision relevant to his or her doctoral research project), is not a once-off gate-keeping phenomenon, but an ongoing and fluent state of being.

The focus of this research is to examine the efficiency and effectiveness of recent procurement reform done by the Government of the Philippines, particularly the centralized procurement system for common-use supplies, materials, and equipment. The centralized procurement system is adopted with the intent of taking advantage of the savings inherent to bulk purchasing, streamlining procurement procedures, and reducing opportunities for corruption in the procurement of the abovementioned items. By legislative authority under Republic Act No. 9184, the centralized procurement system was made mandatory among all government agencies, government owned and controlled corporations and local government units in the purchase of their supplies, materials and equipment requirements. With the introduction of tighter budget and the stronger pressure for good governance, the contributions of procurement policy and institutions of procurements to the achievement of good governance and potential relation to development has been gaining global recognition. Given the association of procurement to the way public money is spent, the issue on corruption is also central to this research. There has been a growing recognition of the relationship between corruption and development – the more corrupt a country is, the more underdeveloped it becomes. With the daunting task of battling against corruption, the country’s strategy is to direct its efforts in combating corruption in specific areas, like public procurement. This thesis demonstrates that the centralized procurement system offers a significant reduction in processing times in the conduct of procurement. Additionally, it offers opportunities for savings generation with the cheaper prices of goods and the reduction of administrative cost associated with procurement. More over, it provides a procurement framework where opportunities for administrative corruption are reduced. This leads to the conclusion that the centralized procurement system is efficient in that it reduces administrative processing time and concomitant costs. This, in the long run, will benefit the procuring entities and ultimately the tax payers. However, the emphasis placed on achieving administrative savings is at the expense of other measures of effectiveness such as quality of goods being supplied and the quality of services being extended to client agencies. Moreover, the lack of effective inventory and control system may pave the way to greater waste. Without an effective inventory and control system as well as an improved quality control system, the centralized procurement system that works faster and cheaper may not be better after all.

Abstract:
Structural adjustment programmes have been promoted globally by international financial institutions as an answer to the financial problems of developing countries like Samoa. This thesis is a study of the history of structural adjustment programmes in the Independent State of Samoa, and focuses specifically on a case study of one particular programme: the restructuring and privatisation of the former Public Works Department (PWD). It seeks to compare the claims made for the reform process by development economists, development consultants and planners, politicians and reform managers, with the experiences of those who were involved in various roles in a particular type of reform: the privatisation of a Government utility. The PWD was chosen by the Samoan Government to kick-start its institutional reform programme. The Department had, over the years, suffered from poor management, corrupt practices, overspending and unaccounted funds which were all revealed in an Auditor General's Report tabled in Parliament in Samoa in 1994. This caused great embarrassment to the Government which had then to respond to these accusations. Government saw the reform of the PWD as a means to respond to public criticism of its lack of oversight, and discontent with the standard of the department's services in public works, institutional construction, repair and maintenance programmes. The study used a case study methodology to interview the people that were involved in the privatisation of the old Public Works Department (PWD). Various people who were, and are still, involved in the process of reforming Government institutions were interviewed. These included the politicians who both advocated and opposed the implementation of the reforms, the consultants who managed them for the Government and international agencies, and employees at all levels of the former Public Works Department. It explored PWD employees' personal and institutional experiences of the period before, during and since the reform of the agency. Despite the propaganda on the benefits that reform programmes have for the countries that implement them, the study has revealed different findings. It identifies and examines some important differences between the claims made by various stakeholders about the reforms, and the experiences of those who were directly involved in various ways. It has shown that people in different positions have different experiences of the same programmes, and that their experiences are significantly influenced by their social location and, specifically, whether they are "insiders" or "outsiders." It concludes by suggesting that since the structural reform project is likely to continue in Samoa for the foreseeable future, it is useful to identify those lessons from the PWD privatisation which might be applied to future projects to mitigate their social and organisational impact.

Abstract:
The thesis describes and analyses the Thai alcohol policy process in the period 1997 - 2006, in order to investigate the characteristics and areas for potential improvement of the Thai alcohol policy process. The analysis used several extant public policy models. The models covered three aspects of the process at the macro leve l : stages of development, the characteristics and behaviours of maj or policy players, and the policy context. At the micro level the analysis employs concepts of agenda setting, policy formulation, policy implementation, monitoring and evaluation, stakeholder relationships and policy context. Information on Thai alcohol policy was collected from two sources: secondary data included official documents, literature, technical publications and mass media; pnmary data was collected through stakeholder interviews. Thai alcohol policy, during this period became more comprehensive and more oriented to public health. Problem-reduction values gained momentum while economic values remained significant. Thai policy stakeholders focused on the formulation process, while implementation, monitoring and evaluation were neglected. Limited resources, human capacity and ineffective management exacerbated this situation. Incrementalism characterised Thai alcohol policy formulation; existing policy or the policy precursor was very important to the decisions made. Limitations in the availability, accuracy and utilisation of knowledge about alcohol consumption, related problems and alcohol policy also affected the process. The Thai alcohol policy process became a more open public policy sphere for stakeholders. Many new players made major contributions to the process. The mechanisms stakeholders use to influence policy have become more complex and included: technical knowledge, the use of mass media and civil movements, and coordination among stakeholders. A centralised bureaucratic administration and personal and institutional interests are critical features for official stakeholders, while connection to high ranking officials and representation in the process are significant for interest groups. The Thai cultural context had a crucial impact on the alcohol policy process; cultural features which are not explicitly covered in the Western policy models utilised include cronyism, relationships, representation, commitment, negligence, and compromise. These characteristics make the Thai alcohol policy process difficult to fully explain in terms of the available public policy theories.

Abstract:
Concern regarding corporate governance is a new phenomenon in Indonesia. It became apparent in the business community when the economic crisis hit the country in 1997. Due to its recent recognition, it appears that very little is known about corporate governance in Indonesia and there has been no academic study conducted on corporate governance in the Indonesian Stateowned Enterprises (ISOEs) despite the fact that their performance is closely linked to the development of the country. The main objectives of this study are two-fold: first is to examine corporate governance systems and the roles of the Boards of ISOEs; and second is to assess the effectiveness of government initiatives in improving corporate governance practices in ISOEs. This study employed both qualitative and quantitative methods. The quantitative analysis was derived from numerical data obtained from government reports and other public documents. The qualitative analysis was based on the results of in-depth interviews with key individuals and other sources such as public opinions published in the mass media. Several key findings were obtained from the results of this study. Firstly, the study found that using agency theory to explain the relationships between the agents and the principals was more problematic in ISOEs than those in private enterprises. This is because an ISOE is a loose coalition of various agents with no real owner. Consequently. agency theory, if it is used to redefine the relationships among parties in ISOEs. should be approached at two different levels. At the micro level the agency theory examines the agent-principal relationships among the ISOE management, the Boards and the government-the corporate governance tripod. At the macro level it examines the agent-principal relationships between the corporate governance tripod and the ISOEs stakeholders (the public, labour unions, politicians in the People's Representative Assembly and others). Secondly, the results of this study confirm the results of previous studies which found that Boards in SOEs were largely ineffective. To enhance Boards' effectiveness, this study suggests that as a quasi-owner the government needs to reduce its intervention in ISOEs' operations and empower the Boards by establishing employee representation on the Board. In addition, Board training and assessment should be a mandatory in the ISOEs. Thirdly, this study found that the initiatives on corporate governance carried out by the Indonesian government had been ineffective due to the lack of incentives, lack of commitment and consistency, lack of understanding of corporate governance and unclear programmes. Here, the key factor required to enhance effectiveness is strong-willed commitment of the government and ISOE management. Lastly, other factors such as culture, public governance and law enforcement have a great influence in the process of attaining good corporate governance practices. Therefore, there should be joint efforts among parties in the public sector to ensure that good corporate governance is achieved in conjunction with the attainment of good public governance.

Housing is both a social issue and a determinant for well being and is an integral component of social policy. The research specifically looked at the barriers for mental health service users to accessing affordable housing. Previous studies have identified affordability, lack of choice and discrimination as specific issues in relation to people with mental illness and housing. While previous studies focussed on housing affordability in relation to the individual, this research considered the barriers to affordable housing for mental health service users in relation to the capitalist structure of society. The research utilised a Marxist theoretical perspective that views housing in terms of the social structures of society and the relationship to class. This approach was supported by the social model of disability, a social construct where those with disabilities are oppressed by the social structures of society. Another element of the research provided a history of government housing policy in New Zealand. A quantitative and qualitative approach was used to collect data which consisted of statistical information and information gained from interviews with the relevant participants. Analysis from a Marxist perspective explained, from the findings, that there are systemic barriers in accessing affordable housing for mental health service users within a capitalist system. From the findings, the social model of disability explained that there are structural disadvantages for mental health service users that result in barriers to accessing affordable housing. An analysis of the history of government housing policy in New Zealand, which has continually promoted the commodification of housing, also explained from the findings that there are systemic barriers to accessing affordable housing for mental health service users within a capitalist system.

Learner discipline is one of the pillars of the education system of any country. However, research studies have found that it has become the number one public health problem in state secondary schools in Mauritius, in particular, over the past decade. This study aimed at determining the role of principals in maintaining effective discipline among learners in selected Mauritian state secondary schools. The researcher determined the causes of a lack of learner discipline, the possible barriers that prevent state secondary school principals from maintaining effective learner discipline and the disciplinary strategies that the principal may adopt and implement for effective learner discipline. The qualitative research approach was used for the empirical inquiry carried out in the selected research sites. The researcher gathered information about learner discipline and disciplinary strategies from selected participants, namely 24 learners, 24 educators, 24 parents, 4 principals and 2 school superintendents from four state secondary schools through focus group interviews, individual interviews and non-participant observation. The study revealed that all the stakeholders in the education system of Mauritius, inter alia the principals, parents, school superintendents, educators, learners, the Educational Zone Directorates and the Minister of Education have a misconception of learner discipline. They follow a custodial perspective rather than a humanistic perspective of learner discipline at schools: they adopt reactive and punitive or corrective disciplinary approaches instead of proactive, preventive and positive approaches to learner discipline management. The literature study on the causes of learner indiscipline and the reseach-based behavioural strategies and the empirical inquiry in the selected schools allowed the researcher to make a critical assessment of the current disciplinary strategies implemented by the state secondary school principals. In addition, the findings of the investigation provided the researcher with the knowledge to propose a learner discipline management model. The model provides the principals with the research-based strategies and guidelines to effectively manage learner discipline.

Issues management has been practised over the past 30 years. However, the literature has focused on how corporations manage issues, while public service organisations have been ignored. This study looked at the issues management of a tephra dam-break lahar from 1996-2007 on Mount Ruapehu, New Zealand by a group of public service organisations. 19 interviews were conducted with people involved with the management of the ‘lahar issue’ to find out how the issue was managed. Further a content analysis of 309 articles from five newspapers, spanning the full eleven year period, was conducted to examine the salience (attention) given to the issue, the frames commonly used to present the issue and the sources who ‘drove’ the issue. The data from the content analysis was interpreted to create a five-stage lifecycle of the ‘lahar issue’. Further, data from the interviews was compared with a summary process of the issue management process. This comparison showed that five issues management process stages were employed to manage the ‘lahar issue’ although they were not referred to as such. Initially, the Department of Conservation consulted stakeholders during the development of options to deal with the lahar (1996-1999). Later in the lahar’s management, lahar stakeholders fell into two categories: internal - those involved with the mitigation and response - and external - the public. Internal stakeholders were communicated with through meetings and email. External stakeholders were communicated with through local media, presentations and meetings. Overall, it was concluded that media gave substantial attention to the lahar issue over the eleven year period. Some of those involved with managing the ‘lahar issue’ were able to identify the phases of media coverage. Further, this study identified ten frames that media employed when reporting the lahar. The most-frequently used frames were those focusing on the response (lahar response), describing the lahar (diagnosing causes of problem(s)) and discussing the potential impacts from a lahar (definition of problem(s)). Department of Conservation Scientist, Dr Harry Keys, was shown to be a primary definer – an influential source. The results suggest he defined coverage because of his status as both an official source, due to the organisation he was associated with, and also as an authoritative source due to his role as a scientist. Further, he was regularly drawn upon as a source over the entire period of the ‘lahar issue’ coverage.

The overall aim of this study was to examine the circumstances under which violence occured among learners at Phatheka Primary School, situated in the township of Umlazi, and in doing so explore the causes of violence among learners at this school. The study further aimed to explore the complicit role of the school as an agent in shaping the manner in which learners relate to violence and vis à vis shaping learner behaviour. The research was driven by three objectives: Firstly, to investigate the gendered, class and ethnic nature of perpetrators and victims of school violence. Secondly, to examine the intra-group interactions among peers and their positioning of each other in terms of violent behaviour. Lastly, to explore how the discipline regime of the school shaped the constructions of violent and peaceful behaviour among learners. The qualitative research approach was utilised to obtain detailed and rich data. Ten educators and ten learners were purposively chosen from one urban primary school in the Umlazi Township. The ten learners that were interviewed, were identified from teachers’ observations of conflict situations at the school, in the classroom and on the playground. The ten most senior educators formed the sample of educators for this study. Seniority was determined according to the number of years the educator had been teaching at this school. Four of the most senior male educators and six of the most senior female educators were selected. The data was collected through face-to-face interviews and focus group interviews. The composition of the group consisted of learners with different interests and cultures in order to stimulate debate. The questions asked in the focus group interviews were similar to the questions used in individual interviews to broaden the data by comparing the responses of respondents when they were on their own, to their responses in a group situation.. The data analysis process was organised according to the research questions and based on themes that emerged from the contents of the interviews. A list of themes was formed of each transcript. These themes were then grouped and organised according to similarities. The list of themes was compared to the data and codes were allocated. The data was then divided and organised into categories, relevant themes and sub-themes. The findings of this study revealed that violence at this school was mainly interpersonal. Physical violence at this school took the form of hitting, kicking, punching, slapping and other acts that caused physical pain or injury. This study found that many learners believed that certain types of muthi provided advantage to the user in conflicts and fights. Many boys at this school used vernacular expressions of stick fighting to reinforce their dominance over other boys, as metaphors of manhood that bolstered their position among peers. Physical confrontation often involved the use of sticks. Labelling also served as a trigger to ignite violence among learners. Learners labelled each other in terms of their physical appearance, their citizenship as well as their academic performance. There was strong evidence from learners’ interviews that they competed and labelled each other around issues of classroom practices and academic performance. This created tension among the learners which also led to physical confrontation and violence. Many boys subscribed to certain hegemonic notions of masculinity which created a mentality where the boys demanded respect and exercised power over girls. Boys often used violence or the threat of violence to claim and exercise this power. Romantic relationships with girls often caused boys at Phatheka to get into conflict situations in their attempts to avoid humiliation, to prove heterosexuality and to enjoy a particular status at the school. This study found that a large proportion of learners who reacted with violence when provoked, had learnt this behaviour through role models provided by parents, siblings, relatives and community members, either directly or indirectly, and that this was often reinforced at school by peers, bullies and figures of authority. Role models actively encouraged learners to defend themselves, or to solve problems, by means of force and aggression, which contributed significantly to shaping violent behaviour among learners. This notion among the learners at Phatheka Primary School that violence is the best way to resolve conflict, with or without weapons, meant that fighting became the norm at this school. Although school fights are common and every fight is different, this study found that some common causes do exist. It was also found that the school complicitly contributed to the violence among learners through school policies and the disciplinary practices of educators.
