Abstract:
The scope of the article is reinterpretation of the question posed by Rodgers and Rodgers, namely, are Public Administration scholarship produced by “disciplined purists” – Public Administration scholars producing Public Administration research – or “undisciplined mongrels”? The methodology diverges from previous analysis through examination of doctoral dissertation research classification, rather than faculty output in publications. Concomitantly, Biglan classification of disciplines was used as a framework to determine disciplinary classifications of “undisciplined” or interdisciplinary scholarship. Findings indicate that from 2000 to 2015, there were shifts toward Public Administration as a “purist” discipline. Not only are there changes toward a distinct discipline but also steady declines in outside discipline production of Public Administration doctoral research. The analysis demonstrated a statistically significant increase in categorization of Public Administration scholarship for subjects generally accepted as core issues. Another noted change was dramatic decline for the Doctor of Public Administration degree as the field redefined boundaries.

Responding to the modern challenges in the educational domain and an increase interest of the appropriate level of English among the public servants of SESU, the Language Training Department of the Institute of Public Administration in the Sphere of Civil Protection initiated the research work aimed to improve the training content and methodology of teaching English for Specific Purposes for level in the field of expertize 281 ‘Public Administration’ in April 2019. A significant contribution to the development of the theory, methodology and the certain methodological issue developing were made by a number of scientist such as O. Bykonia, V. Chernysh, Z. Korneeva, G. Dyvnych, R. Makarova, Ya. Mandryk, M. Dyachenko, T. Dudley-Evans, T. Hutchinson, A. Waters, P. Strevens and others. At the same time, some thorough research of the legal framework in order to reveal the potential premises to improve methodology of teaching English for Specific Purposes for level in the field of expertize 281 ‘Public Administration’ has not been done under the condition of modern reforms in the education domain. The legal framework in order to reveal the potential premises to improve methodology of teaching English for Specific Purposes for the second (Master) level in field of expertize 281 ‘Public Administration’ is under consideration. The article outlines the main peculiarities of the current legal framework related to the teaching English for Specific Purpose which is used as the premise for further analysis of the current curriculums used in the Language Training Department of the Institute of Public Administration in the Sphere of Civil Protection. The list of legal framework includes the Law on Education, The Law on Higher Education, The law on State Service, National ESP Curriculum of English. Clarifying the terminology used in the current regulatory environment in the sphere of professional activities of future public leaders and managers (individual learning curve, competence, learning outcomes, language proficiency, universal design in the sphere of education, curricula) has given the authors an opportunity to reveal the methodological value of the National ESP Curriculum of English and clarify the appropriate language level for Master’s degree students, evaluate the current curriculum used by the Language Training Department of the Institute of Public Administration in the Sphere of Civil Protection. Foreign language professional competence is a multi-component, hierarchically organized and multi-level phenomenon based on professional skills, knowledge and awareness. English for Specific Purposes as a discipline can be considered as the tool for developing special professional skills that create the premises to deal efficiently with challenges concerning public management, political-legislation, social-economic issues. The further analysis of the universal design in the educational sphere also let the authors clarify the teaching materials peculiarities; correlate the international current testing system with NATO STANAG 6001 used within SESU and explain the necessity to implement В1 (CEF) /СМР1+(NATO STANAG 6001) for Master’s degree students in in the field of expertize 281 ‘Public Administration’. The analysis of the current legal framework related to the second (Master) educational level in field of expertize 281 ‘Public Administration has revealed the fact that, on the one hand, the current curricula structural elements and content as the elements of educational design comply with the legislation norms, on the other hand, the issues of looking for improving the training content and efficient teaching techniques to obtain the desirable language level for Master’s degree students have to be under further consideration.

At one extreme the Bureaucratic theorists assert that their theory, based on the assumption that man is inherently selfish by nature, has validity and university in an ideal sense. Abstract:
The development of strategic planning in Russia using program-targeted budgeting approaches, the adoption of effective managerial decisions in the public sector determines the relevance of the problem of improving the efficiency of projects and programs implemented mainly at the expense of the state budget. The importance of these issues is growing due to the scale of the tasks solved through government programs and national projects, significant amounts of resources allocated for their implementation in the presence of budgetary constraints in the context of global instability and a significant level of uncertainty. An analysis of the domestic regulatory legal, methodological framework governing the development of national projects, international experience in project management, shows that the assessment of the quality of project development is not sufficiently carried out and methodologically supported. At the same time, the success and efficiency of the project is largely determined by the quality of the development plan for its implementation. The article defines general principles and proposes a model for assessing the quality of the development of national and federal projects. Based on the approbation of the proposed tools, shortcomings in the planning of national and federal projects were identified, proposals were made to improve the methodological support for the development of plans for their implementation. It is concluded that the implementation of project quality assessment procedures will improve the planning of state projects, including through increased performance discipline, a more balanced and thoughtful approach of developers to drafting projects. The combination of a formalized state assessment and independent public expertise will ensure a high degree of objectivity in the audit of project plans and will help improve the efficiency and effectiveness of their implementation.

ABSTRACT We develop constructs to evaluate the factors influencing the degree of students' acceptance of cases. In our proposed framework, student acceptance is affected by the case selection, intensity of faculty use, training, course type and level, level of instructor expertise, teaching atmosphere, and the faculty's beliefs about the usefulness of the case method. Our sample includes faculty teaching quantitative or qualitative courses across several disciplines in undergraduate business administration. Responses to a survey are analyzed using factor analysis and regression. The quantitative analysis is complemented by interviews with a subset of expert faculty using a two-round modified Delphi technique. This study may be limited by the fact that it measured faculty perceptions of the degree of students' acceptance of cases, rather than student acceptance directly. Future research might survey students or use students' courses evaluations to validate or contradict our results.

There Has Been Much Concern In The Past Few Years About the ‘decline of parliament’ in West European democracies. In the United Kingdom, criticism of the New Labour government has included its apparent neglect of Parliament demonstrated by the style and strategies of the government, ranging from reduction in the time allotted to prime minister's question-time and the utilization of the mass media rather than Parliament as the forum for important policy statements, to the government's refusal to accept reforms to the method of appointments to House of Commons select committees, as recommended by the House of Commons Liaison Committee. Strong party discipline, coupled with sanctions which can affect the political careers of MPs for failure to obey the edicts of the party leadership, have limited the autonomy of MPs in Britain, and, to a varying degree, in other West European countries also. Certainly the German Bundestag has been criticized for being too much under the control of the leaderships of the political parties, in terms of voting on legislation, the stage-management of debates and the choice of leaders of the parliamentary parties (the removal by Chancellor Schröder of Scharping as leader of the SPD parliamentary party in 1998 at the instigation of Lafontaine, the then party chairman, is a notorious instance).

‘This paper provides an overview of aspects of the history of British sociology. In particular, it tries to answer critical historical work by among others, Perry Anderson and Philip Abrams, which sought to explain the supposed indigenous ‘failure’ to develop academic sociology in Britain before the 1960s. It is argued that a narrowly academic reading of the history of sociology cannot do justice to its role in the service of social administration and public enlightenment and may exaggerate the degree to which sociology from its foundations was conceived as a purely intellectual discipline. The paper points to a thriving sociological culture in Britain in the generation before the First World War, though it was one in which many contributions came from philosophers, natural scientists and political economists rather then self-proclaimed ‘sociologists’. It ends with a brief review of Patrick Geddes and Victor Branford, a founder of the Sociological Society and editor of the Sociological Review, whose biographies and eclectic social and international interests tell us something about the personalities and political interests of early British sociological pioneers.'

The article is devoted to the use of simulation case assignments in the learning process of students pursuing a Master's degree in "State and Municipal Management" at Russian State Social University. This university was established in 1991 for the high-quality training of specialists in the social sphere. The specialty "State and Municipal Management" enables students to explore the theoretical and practical levels, the essence and features of management interactions in the system of state and municipal administration, the main objectives, tasks and mechanisms of governance at the state and municipal levels, the methods and means of attracting investments in the economy of the municipality and the region, the features of the management system of the asset portfolio. The discipline "Sociology of Management" is the base for the direction of training "State and Municipal Management". The knowledge and skills acquired during the study contribute to a better understanding of the social, political, and economic patterns of management processes. Management sociology is a science which summarizes all management sciences in terms of targeting and special study of the patterns of managerial relations at all levels of society and its elements’ functioning, as well as in all subject areas, the spheres of activity in society. The study of sociology as a science about relationships in the process of governance, connections, and interactions of the subjects of management activity in Russia has started relatively recently. In the mid-1990s, scientific readings and conferences were focused on the definition of the substantive field of science, its structure.Over these years, the situation has been as follows. The sociologists who violently debated and developed this scientific direction, after the appearance of the specialty "Management in Social Sphere" in 1996, in 1999 – the specialty "State and Municipal Management", and in 2002 – the specialty "Personnel Management", handed the study of this discipline to managers. And all of these management specialties found themselves in the consolidated group of professions "Economics and Management". This greatly affected the gap in the subject field of management itself. Most economists imagined that management is economics. The lawyers of those universities where departments of "Public Administration and Legal Support" were established never doubted that management is a legal sphere of activity. None of them paid special attention to the sociological component. However, those universities, which in the course of training in the field of state and municipal government created departments of sociology management in their structure or modules in the curricula, provide the most high-quality preparation of future managers.

Many programs have made the submission of GRE scores optional. Little research examines differences in propensity to submit scores according to applicants’ characteristics, however, including the type of undergraduate institution they attended. This study’s purpose was to examine the degree to which the type of undergraduate institution applicants attended predicted score submission to GRE-optional programs, including when controlling for covariates (demographics, program degree and discipline, undergraduate grades). We used data provided by a doctoral degree–granting university to answer our research question. We indexed differences in GRE score submission using odds ratios. Both individually (1.93) and after controlling for covariates (2.00), we found that applicants from small, bachelor’s degree–granting schools were more likely to submit scores than applicants from large, doctoral degree–granting schools. Men were more likely to submit scores than women (1.55). Larger effects were observed for program characteristics: Ph.D. versus master’s (2.94), humanities versus social sciences (3.23), and fine arts versus social sciences (0.16). Our findings suggest that there may be differences in propensity to submit GRE scores to test-optional programs and that some of these differences may be associated with variables (undergraduate school, program type) that have not been widely discussed in the literature.

Abstract:
In the three essays in this thesis, I explore the effect of school discipline policies on the suspension of public-school students, in an urban setting. In the first essay, using aggregate data, I investigate the effect of zero-tolerance disciplinary polices on secondary-school students. Capitalizing on a natural experiment, I used a “differences-in-differences” analytic approach to explore any benefit of a hypothesized deterrent effect and to estimate the impact of the abrupt expansion of zero-tolerance policies in one large urban school district. I found that Black students were suspended from school more often following the policy change, while suspensions of White students remained unchanged. In addition, expulsions from school, following the policy change, more than doubled for Black students, compared to only a small increase for White students. In the second essay, and the same urban setting, I employed continuous-time survival analysis in a student-level event-history dataset to estimate the risk of middle-school students’ first suspension of the school year. I found that this risk differed by three factors: (a) when the suspension occurred, (b) student grade-level, and (c) student race. At the beginning of the school year, this risk of first suspension for eighth-grade students was double the risk for sixth-grade students, although this difference diminished over time. Additionally, the risk for Black students was more than ten times the risk for White students. In the third essay, I extended my work further, using repeated-spells survival analysis to describe the timing of suspensions over the duration of the students’ entire middle-school careers. I found that—once a student had been suspended from middle school for the first time—the median time until a second suspension was less than one school year, and the median time until a third suspension was about one semester. These risks also differed substantially by gender, race, and poverty level. The risk of a first suspension for boys was substantially higher than for girls. This risk was also higher for poor students than for non-poor students. However, the risks of both a first suspension and subsequent suspensions were substantially higher for Black students, compared to White students, even after controlling for differences in poverty among the groups. Taken together, these analyses underscore disparities in school disciplinary practices, based on important student demographic characteristics, while providing an updated and more methodologically sound way of describing these effects.

Interaction with their students during classroom instruction is often a source of stress among many teachers. The academic setting of Disciplinary Alternative Educational Programs (DAEP) poses a risk factor for teachers to experience stress, given that student disruptive behavior has been associated with higher stress levels among teachers. The problem underlying this study was that most studies on DAEP have focused on the experiences of students, with limited information available about the experiences of teachers in this type of academic setting. The purpose of this qualitative phenomenological study was to explore the role of job-related stress and coping on the job performance of DAEP teachers, from a transactional theory of stress and coping approach. This exploration was grounded in the theoretical lens of the transactional theory of stress and coping, which served as the link between the importance of the psychological health of teachers and the successful administration of public programs. The geographical setting of the study was a single DAEP campus. Data were collected using 20 individual, face-to-face semi structured interviews. Data were analyzed using the modified van Kaam method of phenomenological analysis, which involves the systematic analysis of data through the process of dividing large quantities of qualitative data into smaller units of meaning. The results produced significant thematic themes. The findings from this study could help scholars and practitioners gain important insight about job-related stressors in DAEP, which could facilitate the improvement of administration and development policies in order to promote a positive work environment in DAEP settings.

Research indicates a connection between student discipline rates and school climate. In a large, urban K-12 public school district, student discipline concerns were increasing while school climate ratings were decreasing during the last few years. Guided by Bandura's social learning theory, the purpose of this ex post facto, causal-comparative study was to identify differences in teachers' perceptions of school climate, as measured by the New Teacher Project (TNTP) Insight Survey, between schools with high student discipline referral rates and schools with low student discipline referral rates in this school district. The study sample included 6,994 new and veteran certified teachers from N = 72 K-12 schools (n = 36 high discipline referral rate schools; n = 36 low discipline referral rate schools). Teachers' TNTP ratings for Spring 2014-2016 on the overall school climate index, learning environment, and school leadership scales were the dependent variables for the analyses. Independent samples t test results indicated significant differences in overall school climate index, as well as the learning environment and school leadership scales for schools with high compared to low discipline referral rates. Findings showed that schools with high student discipline referral rates had more negative climate ratings than schools with low student discipline referral rates across the three TNTP scales for these teachers. These outcomes suggest that school leaders may create positive social change by identifying and implementing effective strategies aimed at improving student behavior and responses to student discipline as one possible means for fostering a more positive school climate which benefits students, teachers, and staff alike.

Au cours du XXème siècle, l'identité professionnelle des directeurs de prison a connu une évolution rapide autant que radicale. La période qui s'ouvre au cours des années 1970 est particulièrement significative de cette mutation, elle est marquée par une crise de cette identité professionnelle amorçant aussi son processus de reformation. Pour saisir la logique de cette phase adaptation, il est possible de la resituer dans le cadre d'une analyse plus large à partir du concept de gouvernementalité. La gouvernementalité étant ici comprise dans deux de ses dimensions telles qu'elles ont été définies par Michel Foucault. D'abord comme période, celle de l'époque contemporaine qui débute à compter de la Révolution française. Ensuite comme technique de pouvoir, celle de la biopolitique qui se réalise au travers de la régulation. Dans ce cadre, l'étude de l'évolution de l'identité professionnelle des directeurs de prison dans et par la gouvernementalité permet de saisir les mécanismes qui conduisent, tant au sein de l'appareil administratif qu'au sein de la pénalité, à l'affaiblissement du pouvoir disciplinaire et à la montée en puissance de la régulation. During the 20thcentury, the professional identity of prison directors has undergone a rapid and radical evolution. This evolution was caused by questioning the role and the functioning of the penal prison in the development of liberalism. The period, beginning in the 1970's, inaugurates the mutation of the identity crises and its reformation. To be able to comprehend the logical development of this proces of adaptation, one most place it in theframework of governmentality. The « governmentality » in this case is seen in two of its dimensions as defined by Michel Foucault. Firstly, as a phase of the contempory period beginning at the French Revolution. Secondly, as a technique of authority : the biopolitics realized by a process of regulation. In this framework, a study of the evolution of the professional identity of prisons directors, in and by « governmentality », explains the mechanisms leading to the weakening of the disciplinary authority, and the increased power of regulation systems, both on administrative and penal levels. Intervention Strategies to Decrease Discipline Issues in an Urban pre-K-8 Public School by Wendy A. Mason MEd, Walden University, 2005 BA, Kean University, 1979 Doctoral Study Submitted in Partial Fulfillment of the Requirements for the Degree of Doctor of Education Walden University October 2015 The educational problem addressed in this study was the lack of empirically grounded evidence of the intervention strategies an urban school in the northeast region of the United States used to decrease school discipline problems. The purpose of this qualitative case study was to identify, explore, and understand the strategies used by school personnel to decrease discipline problems. The conceptual framework was anchored in social learning and communities of practice theories. The research questions focused on identifying the types of student discipline problems, the strategies developed and deployed to decrease the discipline problems, and the outcomes of the strategies. Semi-structured interviews were conducted with 12 participants: 1 administrator, 10 teachers, and 1 counselor. Archival documents such as incident reports, discipline referral forms, the school's year-end report, and district suspensions reports were also examined for discipline patterns. Data analysis strategies included transcribing interview data, identifying patterns, and data triangulation. Results indicated that disrespect, noncompliant behavior, willful disobedience, fighting, and bullying were major discipline problems at the school. A multiplicity of strategies such as in-school and out-of-school suspension and character education effectively decreased discipline issues. Recommendations include a regular review of prevention strategies to determine which strategies are effective at reducing discipline. Positive social change implications include implementing invention strategies that create safe learning environments for students and staff in which all students can achieve academic success that leads to timely graduation and productive and responsible citizenship in the communities in which students live.

Nationwide concerns include disproportionate discipline referrals and suspensions of certain student groups and the associated negative student outcomes. The state's department of education cited a school district for suspending Black students with disabilities (SWD) at more than 3 times the rate of all other student groups; yet, the complex nature of the disciplinary disproportionality in this district was unknown. The purpose of this study was to investigate how student-related characteristics including race/ethnicity, gender, age, grade level, disability status, and school location, may predict number of discipline referrals, types of discipline referrals, and types of suspensions issued to students. Guided by the theory of behaviorism, this nonexperimental, ex post facto study examined archival discipline data for the 5523 students who received at least 1 office referral during the 2015-2016 school year. Chi-square analyses showed SWD had higher numbers of referrals, received referrals for subjective offenses, and were more likely to receive out-of-school suspension than no suspension or in-school suspension compared to nondisabled students. Regression analyses indicated students who were Black, male, identified as SWD, or in secondary school were at significantly greater risk of office referral and exclusionary discipline than other student groups. By understanding the patterns of discipline outcomes associated with student-related characteristics, school administrators within the local district are now able to select and implement evidence-based practices that may reduce exclusionary discipline, allowing all students to participate equally in school. Over time, these practices may lead to positive student outcomes including higher school engagement and increased graduation rates.

A free and appropriate public education is promised to every child in the United States. However, zero tolerance school discipline policies have broken that promise, pushing students out of the classroom and into the school-to-prison pipeline. Despite the growing body of research demonstrating negative social and economic impacts of exclusionary discipline, public school administrators have been slow to adopt innovative policies that provide rehabilitative alternatives. The purpose of this study was to compare, using the consequences of innovations application of Rogers's diffusion of innovations theory, the impact of various school district approaches to school discipline on suspension rates while controlling for race and socioeconomic status. This study used a quantitative, nonexperimental, nonequivalent groups, posttest-only research design using secondary analysis of data reported by 218 school districts in a New England state for the 2016-17 school year. Analysis of covariance indicated that there is a significant relationship between approaches to school discipline and suspension rates when controlling for racial and socioeconomic composition (p < .05). Race and economic disadvantage significantly influenced suspension rates (p < .001), and districts implementing alternatives differed significantly in their racial and socioeconomic compositions (p < .001). Policy implications include the promotion of alternative approaches to school discipline. Implications for social change include evidence to support the work of those addressing the needs underlying student behavior rather than crime and punishment models to produce safe and supportive schools and dismantle the school-to-prison pipeline.

AbstractThe welfare state comprises—besides other parts of social policy—the social security systems which provide insurance cover for the five risks of illness, long-term care, occupational accidents, old age (pension) and unemployment. The social security budgets equate to 17.7% of GDP or some 45% of public budget expenditure. The social security systems have had a unique status in the German public sector since their foundation in the late nineteenth century. On the one hand, as legally independent institutions, they enjoy a certain degree of autonomy and therefore constitute the ‘indirect state administration’. On the other hand, the steering by federal legislation (direct state administration) is quite intensive. However, in implementing this legislation, the institutions are only subject to limited state supervision, which is restricted to legal supervision (Rechtsaufsicht). Moreover, the social security institutions can appeal to the social courts against the orders of the supervising state administration.

AbstractA process-oriented approach sees public administration as an interconnection of information, communications, interactions and decisions. It establishes the process organisation that shows the state ‘in action’ and complements the administrative and personnel side of public administration. While the term administrative processes can be understood as a generic term for this procedural side of the administration, according to the German understanding, procedures are processes with which the administration works towards citizens and companies and in which these face the administration with their own rights. Characteristic of these procedures vis-à-vis persons outside the administration is a high degree of juridification by administrative procedure law. The legal status of the citizen vis-à-vis the administration is very strong in Germany. In recent years, also influenced by New Public Management thought, great efforts have been made to optimise the procedural side of public administration. The chapter presents significant tools and approaches of this process thinking.

AbstractAlthough it has been developing and come through processes of institutionalization since WWII, French political science remains a small and rather marginalized discipline in search for visibility. Several tendencies work against the performance of a decisive advisory role from its part, especially the presence of an already solid and wide-ranging internal, in-house (state) expertise, which is still considered by many as a strong national asset. Consequently, it makes it hard for political scientists, as external academic actors, to exist in the eyes of decision-makers and achieve relevance. Nonetheless, driven by favourable attitudes towards an advisory and public engagement and the presence of facilitating conditions, we show that French political science infrequently manages to move in the policy advisory system. This chapter notably finds that political scientists might individually or collectively benefit from a participatory turn shaping the operation of advisory systems, that some level of boundary work takes place in relation with public administration, and that think tanks and sub-national actors’ reinforcement has opened opportunities for advice-giving and advice circulation. A case study about an important project of reform of the parliament illustrates how involvements from French political scientists in public debates and advisory activities might unfold and translate into practice.

AbstractPolitical science in the Netherlands has a long tradition and a history of institutionalization. It developed as a broad discipline, together with public administration, and grew into separate research and education programmes. Does this segmented nature of political science appear in the external activities of those scholars concerned? Or is the overall consensus-style and neo-corporatist (‘polder’) advisory system in which political scientists are placed a more important determinant? What about developments in the policy advisory system itself, pressures on institutions and trends in the environment and their consequences for the supply and demand of scholarly political science advice? These are the central questions we examine in this chapter. We first present the development of the discipline in the country. Then we look at the main features and trends of the advisory system and the niche occupied by political scientists. As we will show on the basis of the survey results, political scientists in the Netherlands gauge their visibility and their social and political impact as relatively high, and a large majority of them engage in advisory activities. Our findings also highlight that the effects of the segmented structure of political science on the type of advisory role are relatively limited.

As information resources of all types and disciplines are being stored and retrieved in digital form, libraries are responding to the demands for more effective retrieval of such documents and to provide even more digital access to scholarly and recreational library materials. This has led schools of library and information science to develop special programs, degrees, and certificates in digital librarianship. These programs vary from one school to another, but they all demonstrate the multidisciplinarity of education for librarians who will work specifically with digital librarianship. Library and Information Science education has always had a multidiscipline orientation, with traditional faculty consisting of those with degrees in the fields of sociology, communications, history, public administration, education, engineering, and computer science, as well as advanced degrees in library and information science. But with the advent of special programs in digital librarianship, the curriculum has begun to switch to a multidiscipline curriculum content which may be evolving into a sub-specialization in the field. These trends are examined in this paper and recommendations are made regarding future research needed to determine the advisability and sustainability of this trend.

Economic, social and cultural rights (ESCR) are materialised through public goods and services, which are produced and provided, respectively, through public expenditures. The public expenditures with an impact on respecting ESCR are evaluated through the prism of basic objectives of public financial management, namely the following: maintaining strict financial discipline, allocating public financial resources in conformity with government’s priorities, efficient provision of public services. From the theoretical-scientific perspective, the research has been done in the context of a complex and systematic approach to modern economic and social concepts. The complexity of social, economic and financial phenomena, which have been studied, necessitated the use of statistical methods, in particular the correlation and simple regression analysis. At the same time, the comparative analysis was used for the same purpose. The central public administration and local public administrations from the Republic of Moldova are relatively more successful in consolidating fiscal discipline than in providing the efficient use of public expenditure in conformity with strategic priorities. The research argues a positive effect which can be made by improvement of public expenditure management on respecting ESCR in the Republic of Moldova.

The article aims to investigate how the development of competences applied to the professional formation of the egress administrator of public municipal higher education institutions in the Florianópolis region occurs under perspective of teachers and coordinators of the bachelor's degree in administration course. For this, a qualitative and documentary research was carried out, using a structured questionnaire applied to 20 people as a data collection instrument, including 2 course coordinators and 18 professors from the studied institutions who teach the subjects whose contents are related to professional formation from the administrator. The results show that the new national curriculum guidelines encourage the development of competences. In this context, despite the effort to comply with such devices, there is some misalignment between the teaching plans and the pedagogical project of the course. Difficulties in implementing formation based on competence and lack of institutional stimuli are also perceived.

The modern understanding of the state as a complex social system allows us to assert that its resilience is based on ensuring systemic homeostasis as a stabilizing dynamic mechanism for resolving contradictions arising in society associated with the threat of losing control over the processes of public administration and legal regulation. Public administration is a kind of social management that ensures the organization of social relations and processes, giving the social system the proper coordination of actions, the necessary orderliness, sustainability and stability. The problem of state resilience is directly related to the resilience of state (public) administration requires a «breakthrough in traditional approaches» and recognition of «the state administration system as an organic system, the constituent parts and elements of which are diverse and capable of continuous self-development». Within the framework of the «organizational point of view» on the control methodology, there are important patterns and features that determine the viability and resilience of public administration and regulation processes in the state and society. These include: W. Ashby's cybernetic law of required diversity: for effective control, the degree of diversity of the governing body must be no less than the degree of diversity of the controlled object; E. Sedov’s law of hierarchical compensations: in complex, hierarchically organized and networked systems, the growth of diversity at the top level in the structure of the system is ensured by a certain limitation of diversity at its lower levels; St. Beer’s principle of invariance of the structure of viable social systems. This report is part of a larger cross-country comparative project and constitutes an account and analysis of the measures comprising the Norwegian national response to the COVID-19 pandemic during the year of 2020. This time period is interesting in that mitigation efforts were predominantly of a non-medical nature. Mass vaccinations were in Norway conducted in early 2021. With one of the lowest mortality rates in Europe and relatively lower economic repercussions compared to its Nordic neighbours, the Norwegian case stands unique (OECD, 2021: Eurostat 2021; Statista, 2022). This report presents a summary of Norwegian response to the COVID-19 pandemic by taking into account its governance, political administration and societal context. In doing so, it highlights the key features of the Nordic governance model and the mitigation measures that attributed to its success, as well as some facets of Norway’s under-preparedness. Norway’s relative isolation in Northern Europe coupled with low population density gave it a geographical advantage in ensuring a slower spread of the virus. However, the spread of infection was also uneven, which meant that infection rates were concentrated more in some areas than in others. On the fiscal front, the affluence of Norway is linked to its petroleum industry and the related Norwegian Sovereign Wealth Fund. Both were affected by the pandemic, reflected through a reduction in the country’s annual GDP (SSB, 2022). The Nordic model of extensive welfare services, economic measures, a strong healthcare system with goals of equity and a high trust society, indeed ensured a strong shield against the impact of the COVID-19 pandemic. Yet, the consequences of the pandemic were uneven with unemployment especially high among those with low education and/or in low-income professions, as well as among immigrants (NOU, 2022:5). The social and psychological effects were also uneven, with children and elderly being left particularly vulnerable (Christensen, 2021). Further, the pandemic also at times led to unprecedented pressure on some intensive care units (OECD, 2021). Central to handling the COVID-19 pandemic in Norway were the three national executive authorities: the Ministry of Health and Care services, the National directorate of health and the Norwegian Institute of Public Health. With regard to political-administrative functions, the principle of subsidiarity (decentralisation) and responsibility meant that local governments had a high degree of autonomy in implementing infection control measures. Risk communication was thus also relatively decentralised, depending on the local outbreak situations. While decentralisation likely gave flexibility, ability to improvise in a crisis and utilise the municipalities’ knowledge of local contexts, it also brought forward challenges of coordination between the national and municipal level. Lack of training, infection control and protection equipment thereby prevailed in several municipalities. Although in effect for limited periods of time, the Corona Act, which allowed for fairly severe restrictions, received mixed responses in the public sphere. Critical perceptions towards the Corona Act were not seen as a surprise, considering that Norwegian society has traditionally relied on its ‘dugnadskultur’ – a culture of voluntary contributions in the spirit of solidarity. Government representatives at the frontline of communication were also open about the degree of uncertainty coupled with considerable potential for great societal damage. Overall, the mitigation policy in Norway was successful in keeping the overall infection rates and mortality low, albeit with a few societal and political-administrative challenges. The case of Norway is thus indeed exemplary with regard to its effective mitigation measures and strong government support to mitigate the impact of those measures. However, it also goes to show how a country with good crisis preparedness systems, governance and a comprehensive welfare system was also left somewhat underprepared by the devastating consequences of the pandemic.
