Abstract:
The article is devoted to the analysis of the complex of problems associated with the organization of the defence structures of the European Union and the role of France in this process. The focus of the project «European defenсe», the possibility of its implementation within the EuroAtlantic space are investigated. The continuity and evolution of the European defence potential building program are shown. The concepts of «European defenсe», «European army» are analyzed and their real content is revealed. The pairing of France’s national efforts with partners in the framework of the Permanent Structured Cooperation on Security and Defence (PESCO) projects is shown; the importance of a pragmatic approach to building a «European defenсe» on the basis of a number of interstate programs of military-industrial cooperation is highlighted. The connection between the new stage of scientific and technological progress and the revitalization of plans to strengthen the defence potential of the EU is revealed. The evolution of the French leadership’s approach to building a «European defenсe» is presented, its assessment of the current state of this project, and in connection with this, features of its views on the prospects for developing a dialogue with Russia. Against the background of a slowdown in the development of the EU Common Security and Defence Policy, the role of interstate initiatives outside the EU, aimed at accelerating and increasing the effectiveness of military operations, has been highlighted. The examples of individual actions emphasize the key role of states, in particular France, in the implementation of missions of a pan-European character. As a result of the analysis, a conclusion was made about the sustainable and non-opportunistic nature of the transformations in the field of military construction in the EU. A forecast is given regarding the possible scale and real fulfillment of European defence construction plans. The conclusion about the significance of the «European defenсe» project for the implementation of France’s geopolitical plans and the strengthening of its positions in the EU and in the Euro-Atlantic field is substantiated.

The article analyses the political and military aspects of progress in the dialogue between Russia and the U.S./NATO on cooperation in missile defense; investigates the past experiences and current state of cooperation between Russia and the Alliance on missile defense issues; examines the technical features of American missile defence systems today; finds a solution to question whether or not the European Missile Defence Program actually threatens Russia's nuclear deterrent and strategic stability in general; identifies both potential benefits and possible losses for Russia stemming from the development of cooperation with the United States and NATO in countering ballistic missile threats, or from refusal to have such cooperation. Evidently, the initiative of creation of a missile defense in Europe surely belongs to the USA. Washington has enormous technological, financial, economic, military and institutional capabilities in the field of a missile defense, exceeding by far other NATO member-states. In February 2010, the President of the United States B. Obama adopted a project "European Phased Adaptive Approach" (EPAA) as an alternative to G. Bush's global strategic missile defense plan. The first two stages of the Phased Adaptive Approach are focused on creating a system capable of intercepting small, medium and intermediate-range ballistic missiles. The possibility of intercepting long-range missiles is postponed to the third (2018) and forth phases (2020). Moscow finds especially troublesome the third and the fourth phases of Washington's project of creating a European segment of the global antiballistic missile system, considering prospective capabilities of the U.S. interceptor missiles 61 and the envisioned areas of their deployment. The U.S. counter-evidence is that phase four interceptors do not exist yet. Russia insists on getting the political and legal guarantees from the U.S. and NATO that their missile defense systems will not slash the efficiency of Russian nuclear deterrence forces.

The results showed that in the implementation of cooperation Indonesia South Korea in the construction of the submarine still lacks the strength of its bargaining Indonesian government, especially KKIP and Defense industry involved in this cooperation program. The Arctic lends a special dimension to Canadian foreign and defence policies because it is the most harsh and the least populated part of Canada, it is where American security interests impinge most insistently and it is the ham in the superpower sandwich. Moreover, the Arctic is being drawn increasingly into the international System, with important policy implications: Canada cannot expect to develop effective policies to deal with its own Arctic in isolation from other countries; and Canada's ability to carry such policies out will depend on the extent to which it can exercise effective control over its vast territory. These implications are of particular importance to Canada's relations with the United States, with whom we must strike a balance between the advantages of cooperation and the need to protect Canadian interests. This task promises to become more complex as the forward air and sea defence of the United States pushes further north, while the move toward space-based warning and surveillance Systems reduces American reliance on Canadian territory and Canadian access to American information. Traditionally Canada has dealt bilaterally with the United States on such matters but the time has come to supplement the bilateral channels with multilateral approaches wherever possible, in order to emphasize the point that the defence of North America is an integral part of the defence of the North Atlantic Treaty area. In accordance with this concept, various measures should be considered to reinforce the strategic unity of NATO, to ensure that defence measures in the Arctic are consistent with strategic stability and with arms control policies, and to establish in the Arctic a regime of mutual security, bolstered by a concerted program of circumpolar cooperation.

In Indonesia, almost all tertiary institutions apply linearity in recruiting teaching staff and academics when they are going to a higher level. The linearity of the study program according to the Circular of the Ministry of Research, Technology and Higher Education of the Republic of Indonesia Number 696/E.E3/MI/2014 is the suitability of the background knowledge obtained in the bachelor, master and doctoral degree program with the knowledge that will be taught at the teaching place to achieve competence or learning outcomes at the teaching place. The challenge of life today is to answer actual global issues that can no longer be viewed from a monodisciplinary point of view but must be viewed from a transdisciplinary and multidisciplinary point of view. This study is a qualitative approach, that leads to the situation and the individual holistically. This type of research is descriptive in the form of a literature study using primary and secondary sources. The problem is the defense system nowadays is more complex with the new perspective of the 5th generation war. The 5th generation war needs a comprehensive approach in the defense systems including bioinformatics, biomedical, psychology, industrial, chemical, biology, and others. Linearity in the defense educational system could be a shackle for the defense system to encounter the industrial revolution and 5th generation war. Indonesia Defence University could be an example where defense is viewed from the spirit of collaboration and cooperation between multidisciplinary, transdisciplinary, and interdisciplinary approaches. By opening its doors to undergraduates, the university can start building a much-needed core of human resources equipped to defend the country and also new hope for a comprehensive perspective in the defense system.</p></div>

Analyzing the recent developments of the European «permanent structural cooperation», the paper focuses on the second and third batches of PESCO projects. The author argues that the future of the Program is basically unclear, considering ambiguity of its relation to NATO. The European innovations in military technologies may develop along two lines – distancing from NATO’s capabilities or adapting to them. The Program itself is contradictory and controversial. Originally, it was positioned as an antithesis of NATO and the USA, but presently this thrust of the initiative is not at all evident. Analyzed are complexities of relations between US and the EU with respect to the Program. It’s argued that the confrontations in this area, that were growing more and more acute with the advent of D. Trump to the White House, in many ways stem from the reluctance of the EU to allow entrance of «third states», including US, to the European defence markets. Described are individual PESCO projects as well as mechanisms for financing them. With regard to political geography, the superiority in the projects implementation belongs to the Old Europe, while the Eastern European states are much less active and tend to collaborate with the neighboring states. Emphasized are differences in French and German strategic cultures, which determine the level of their participation in PESCO. It’s concluded that the further development of the Program will likely face serious difficulties and is, in fact, extremely difficult to predict.

The key to solve the North Korean nuclear issue is the United States, but the United States never gives North Korea enough credit. The United States policy framework on the North Korean nuclear issue formulated by the last three governments has shown a clear hostility. In the military field, the United States and South Korea have held regular military exercises for several years on the grounds of self-defence; in the economic field, they have imposed sanctions against the North Korean in various fields and imposed strong unilateral sanctions, maliciously attacking the North Korean economy; in the diplomatic field, on the one hand, they have emphasized international cooperation, on the other hand, it transferred the responsibility of the North Korean nuclear issue to China. The lack of attention to North Korean nuclear issue has made it difficult for the United States to build a new peace and dialogue program; the United States has not played a leading role in guiding North Korea to abandon its nuclear program. The solidification of the hostile policy made the normalization of the U.S.-North Korea relations a long way off as well as slowed down the negotiations of the North Korean Nuclear Issue directly.

Defense acquisition programs are plagued by surging delays and cost overruns. In particular, contract management of defense acquisition programs has been identified as 'high risk' - and threatening to project results. This article examines how contracts, as legal mechanisms, may be disruptive and obstruct cooperation between the DoD and contractors. The main observation this article makes is that tensions between the norms set forth in contracts and other non-legal norms can become a major reason for problems in defense procurement. It explains why these tensions may undermine cooperative behavior between contractors and the DoD and can become a source of disappointing acquisition program results. A framework is provided for identifying such tensions, and contract design principles are proposed to enhance cooperation and eliminate these tensions when drafting contracts for defense acquisition and other complex programs.

Abstract:
This article explains the cooperative relationship in the defense sector between Indonesia and Saudi Arabia. Diplomatic relations between the two countries are well established. Saudi Arabia and Indonesia have a relationship with each other in carrying out their foreign policy. The method used in this research is descriptive analytical method and defense diplomacy approach as a means to elaborate the discussion. After doing research, it can be concluded that in carrying out political policies, especially foreign countries, these two countries have a cooperation program in the defense sector. This cooperation program in the defense sector is a diplomatic effort of the two countries to strengthen national security. Defense diplomacy carried out by Indonesia against Saudi Arabia includes the exchange and education of military soldiers, in the fields of technology and humanitarian missions. Diplomatic relations with Saudi Arabia are the main attraction for Indonesia, considering that Indonesia has national interests with Saudi Arabia both in the defense sector and in other fields.

This research is focused on Indonesia-US diplomatic relations in politics and defense. The relationships are very volatile both in terms of closeness and depth of defense cooperation between the two countries. Bilateral defense cooperation is aimed at improving military relations between the two countries and building professionalism of the TNI - in addition to achieving the Indonesian defense goals such as maintaining the sovereignty and integrity of the country. Indonesia has interest in maintaining defense cooperation with the US due to the fact that the majority of Indonesia’s major defense equipment is from the US and other western countries. By taking the perspective of the Susilo B. Yudhoyono administration (2004-2014), defense diplomacy is closely related to the Minimum Essential Force (MEF) program. The MEF program has initiated the Indonesian government to cooperate with the US in the context of maintenance and procurement of weapons that have been embargoed since 1999. This research also finds that among various defense cooperation activities between Indonesia and the US, the major one is actually in the field of education and training, e.g., short courses, staff and command education, seminars, post graduate programs and others. Meanwhile, the other defense cooperation activity, namely defense industry, is still very minor until today. Slovenska vojska poleg nacionalne obrambe opravlja naloge v mednarodnih operacijah in na misijah v zahtevnih podnebnih in geografskih razmerah zunaj območja držav članic Nata in EU. Zavezniške sile, ki opravljajo svoje poslanstvo na ozemljih zunaj Natovega območja, so lahko izpostavljene različnim dejavnikom tveganja, ki vplivajo na njihovo zdravje. Za njihovo ustrezno zdravstveno zaščito je treba sprejeti in izvajati učinkovit program, ki naj bo namenjen tako zdravstvenemu osebju kot poveljnikom. Strokovno zdravstveno osebje pridobiva zdravstvene podatke, na primer ocenjuje okoljske in zdravstvene vire ogrožanja, prepozna tveganja in izdela analizo groženj, ter jih vključuje v upravljanje tveganj. MEDINT ima pomembno vlogo v razmerju med zdravstvenim sistemom in krovno obveščevalno dejavnostjo, uporablja zakonitosti njenega obveščevalnega ciklusa, saj se na nekaterih stopnjah obveščevalni ciklus MEDINT vključuje v obveščevalni ciklus krovne obveščevalne dejavnosti. Končni obveščevalni proizvod MEDINT, ki temelji na oceni zdravstvene ogroženosti, podpira poveljnikov namen in operacijo. In addition to providing for national defence, the Slovenian Armed Forces perform tasks in demanding climatic and geographical conditions in international operations and missions outside the territory of NATO and EU Member States. Allied forces performing their mission in the territories outside the NATO area may be exposed to various threats that affect their health. For the protection of the forces` health, it is necessary to adopt and implement an effective program, which should be aimed, both, at healthcare personnel as well as commanders. Professional medical staff obtains medical data, assesses environmental and medical threats, identifies the risks, carries out threat analysis and implements them in risk management. Medical intelligence (MEDINT) plays an important role in the relation between the health system and intelligence activities. It also uses the intelligence cycle to ensure that all available information for making assessments is processed. To be fully efficient MEDINT requires the cooperation of experts from different natural science disciplines (medical, scientific or bio-engineering). The final MEDINT product based on the health threat assessment supports the commander’s intent and the operation as such.

Even with substantial investment in cyber defense, the risk of harm from cyber attacks is significant for many organizations. Multi-organization information-sharing programs have the potential to improve cyber security at relatively low cost by allowing organizations that face similar threats to share information on vulnerabilities, attacks, and defense strategies. The dynamics of an information-sharing program are likely to depend heavily on interactions between human decision makers. This article describes a system dynamics model of an information-sharing program. The model incorporates decision-making strategies of managers and cyber defenders in each participating organization. The model was used to assess how free-riding behavior is likely to affect the success of a multi-organization information-sharing program. Results shows that free riding may make information sharing more volatile and less beneficial early on, but other factors, including cost savings and the perceived utility of shared information, are likely to create success later in the time horizon.

The article examines Benelux defence cooperation model. Research methodology is based on comparative research which is applied to the so called defence clusters framed by small nations of Western Europe. The article discusses the main parameters of the defence cooperation among Benelux countries for today and for upcoming future. It traces the origin and growth of military ties among Belgium, the Netherlands and Luxembourg after the end of the Cold War. In this regard defence priorities of these small nations are assumed within the context of changing security environment in Europe and beyond. The main areas of their joint activity, specific programs and projects of defence cooperation are being traced. Military reform notably personnel size reduction and armed forces reorientation towards new tasks dealing are being analyzed. Economic reasons which determine the level of ambition in militarytechnical cooperation among Benelux countries are also taken into consideration. The influence of external factors, notably Benelux partner nations from EU and NATO is also analyzed. It is calculated to what measure new developments inside EU (like Brexit or transatlantic disputes) affect the overall European security climate. Universal nature of Benelux defence model is a good example of incubator where new ideas and concepts emerge and turn into achievements that are similarly profitable for both EU and NATO. Experience gained by the three allies inside their defence cluster may become a model for other sub-regional groupings in Europe. The results of the study shows that Benelux defence cluster is a promising track of cooperation among its member states and it may be further improved.

Asia-Pacific (now also known as Indo-Pacific) region has a highly complex geopolitics and strategic environment with the fact that some political confrontation and conflicts still remain unsolved within the region. One of important issues in the region also includes North Korea�s ballistic missiles program. This program has become a rapid growing threat for both regional and global security. The lack of accountability on the program and erratic leadership of Kim Jong-Un have also projected threats for the United States and its allies, including Japan. The alliance between Washington and Tokyo has been able to become a remarkable resilient security partnership and has served as the cornerstone for the region�s stability. Both countries have conducted many defense cooperation in several areas, including for ballistic missiles defense cooperation. As one of the forms of the ballistic missiles defense cooperation between Japan and the U.S., the Security Consultative Committee (SCC) as the alliance�s primary defense forum produces joint statement which also highlights the ballistic missiles defense cooperation of Japan and the U.S. to counter North Korea�s ballistic missiles program. Therefore, this article analyzes the implementation of the joint statement of the SCC in deterring North Korea�s ballistic missiles program, particularly the joint statement in the period of 2015 to 2019. In analyzing that, this article uses qualitative method that relies on the primary and secondary resources found that Japan and the U.S. implemented their joint statement of the SCC by enhancing the capabilities of their ballistic missiles defense system.

While the Sixth Amendment to the U.S. Constitution guarantees indigent defendant’s legal representation in state and federal courts, public defenders’ offices are challenged by the lack of resources to represent an endless flow of clients, attract and retain talented counsel, enlist the help of expert witnesses, as well as deliver the best quality defense. This study addresses the daily strain of defending clients who are not always the most cooperative in helping their own defense, but it also reveals the struggles and challenges faced by an urban southern public defender’s office and what changes need to be implemented to improve the public defender system. In the end, this study finds that public defender programs need adequate funding to fully deliver a quality legal defense.

The academic study of defense cooperation focuses heavily on formal military alliances. Yet, governments rarely sign new alliances, and the global alliance structure has remained relatively static for decades. By contrast, governments are increasingly active in defense cooperation agreements (DCAs). These bilateral framework treaties institutionalize their signatories’ day-to-day defense relations, facilitating such wide-ranging activities as defense policy coordination, joint research and development, weapons production and arms trade, joint military exercises, training and exchange programs, peacekeeping, and information exchange. Nearly 2,000 DCAs have been signed since 1980. Preliminary evidence suggests that DCAs impact numerous security, military, and defense outcomes and that governments increasingly incorporate DCAs as core elements of their security strategies. This article introduces the new DCA Dataset (DCAD). I provide a brief historical background on DCAs and compare them to other commonly studied forms of defense cooperation. I then explain coding standards and describe the data set in detail. Finally, I illustrate applications of DCAD to militarized interstate disputes and arms trade.

The problem is a gap in the literature regarding the students' lived experiences of the Arabic language programs and in category IV languages, pilot programs in general. This research aimed to explore the lived experiences of the 24-week Arabic language pilot program students and gather and analyze data about the participant students' perceptions of the MIFLTC's contribution to developing their Arabic language learning and culture competency skills. A volunteered sample of 9 students from the 24-week program was utilized. An open-ended questionnaires list was used to conduct the interviews with the participants for data collection.

AbstractNATO has made important contributions to regional security in post-Cold War Southeastern Europe. Engagement with the alliance's security assistance programs provides opportunities for security sector reform and professional development, helps to reorient national defense and security policies toward contemporary challenges, and places the responsibility of territorial defense in a collective security framework that allows for a more efficient utilization of limited resources and reduces the likelihood of interstate conflict. All the countries of the Western Balkans are committed to cooperation with the alliance, and to varying degrees are moving toward (or have already achieved) closer or full association, a process that this article seeks to document. NATO membership is also often perceived, rightly or wrongly, as a necessary step along the road toward membership in the European Union, the most important strategic goal for the majority of Western Balkan states. Association with the alliance is not, however, a sufficient foundation for regional stability and cooperative security. This will require a more complex process of development, including economic, political, social and cultural dimensions. Inclusive policies, including more effective cooperation between NATO and the Russian Federation in pursuit of mutual interests, would be of particular value.

The article analyzes the origins and current trends in the development of the crisis response structures and mechanisms within the European Union. The reasons for the failures of the EU in the implementation of the plans of previous decades to create EU Armed Forces separate from NATO are being considered. Thirty-four military, police, border and consultative operations and EU missions in conflict regions are being typologized in the article. It is concluded that the most in-demand operations were EU police and numerous "training" or "consultative" missions aimed at creating modern and professional state security forces in unstable regions. Although formally the European Union is only a subregional international organization, in practice the EU does not consider it necessary to legitimize its own interventions into conflicts through UN mechanisms. Operations and missions are conducted on the basis of the European Council's own policy decisions. However, the EU does not conduct openly coercive military-political missions on its own, leaving decisions on them to the UN Security Council. The article analyzes the structure, types, purposes of several dozen programs of military-technical and military-political cooperation implemented by the European Union within the framework of the EU Permanent Structured Cooperation Program (PESCO). The author structurally subdivides PESCO programs into groups: structures and means of joint crisis response, military-infrastructure programs, naval initiatives, programs in information and communication and cyber-spheres, logistics and military-medical programs, military-training programs. The content of each group's programs is reviewed in detail. The article substantiates the conclusion that the implementation of the currently announced PESCO programs will strengthen mostly the EU's marginal (background) capabilities in operations and missions under the Common Security and Defense Policy. PESCO does not actually include programs directly aimed at any drastic improvement of capability for missions and operations in crisis and conflict regions outside the EU.

Recently, the damage from natural and social disasters has been increasing. The significance of Disaster Safety Education appears boosting so as to appropriately prevent and respond it in advance in case of the disasters. The study investigated on the subjects of the Civil Defense and Disaster Safety Education program, conducted by the National Civil Defense and Disaster Management Training Institute. According to the investigation, the influence relationship was analyzed for applying multiple regression analysis through subdividing the three main factors of the instructor’s direct variables, ability, curriculum, and teaching method, respectively. The analysis shows that the indirect variables of experience training, professionalism, goals, repeatability, content composition, cooperation and communication skills have a significantly positive effect on the effectiveness of Disaster Safety Education. Ultimately, in order to respond to the disasters, it is quite necessary to strengthen the comprehensive factors and to set up the integrated Civil Defense and Disaster Safety Education from a long-term point strategy, as well as to efficiently use education programs, which will constantly minimize the damage caused by the disasters as readily as possible.

In the stage of implementation, the good cooperation of the principal as a leader, teacher and administrative activities in the program as a constructor of adiwiyata, the student as a daily executor and the committee as a supporting factor and the trustees made programme adiwiyata in SMA Negeri 1 Pekanbaru were carried out to its full potential and achive the desired objectives. See from the result of the implementation of adiwiyata programme in SMA Negeri 1 Pekanbaru, reflected that the successful implementation of the program has achieved the desired goals. From 2009 until 2016 always showed an increase to a better direction, program adiwiyata in SMA Negeri 1 Pekanbaru became a model for other schools and should afford to become environmentally independent school.

Defence has traditionally not been a priority within Community policies. However, in recent years it had become aware of the need to promote it, with special attention to the development of the industrial base. The most significant milestone for change comes in December 2013 when the Council discusses the future of security and defence. Until then, the Council took precedence over national optics and the Commission acted in the face of industry as a regulator to promote the implementation of single market rules in the defence market. The Libyan crisis of 2011 highlighted the need for strategic autonomy. This abstract concept implies the capability to act. It highlights the need for greater autonomy in industrial matters to support military capabilities without external dependencies. The crisis also occurs at a time of widespread decline in defence budgets that makes it difficult for nations to tackle large programs individually. The need for a competitive industrial base to support autonomous operations is of value. It is in this context that the EU Global Strategy in 2016 is enacted, resulting in the implementation in defence of the CFSP initiative aimed at streamlining demand, and the European Defence Plan, which includes the creation of a specific fund, the EDF, aimed at incentivising industrial cooperation to act on the supply side. The initiatives launched over the past four years to promote security and defence cooperation, with particular attention to the industrial component, are underway and will be difficult to go back even if European countries are in the dilemma between protectionism and cooperation. The COVID 19 crisis has diverted that attention. The future presents a scenario of greater strategic instability, which is faced with different national perspectives, greater competition between great powers in which Europe does not present a single voice, and a European society that seems far from its defence. Under these conditions, Europe faces the need to decide between having military and industrial capabilities appropriate to its political objectives or maintaining formulas for cooperation with third parties following current models. If the strategic objective is to have sufficient autonomy to address actions independently, the development of an industrial defence policy will be a basic element and will be conditioned by member states' visions, budgetary effort, and level of coordination of operational demand and industrial supply.

Kazakhstan and the United States have partnered since 2003 to counter the proliferation of weapons of mass destruction. The US Department of Defense (US DoD) has funded threat reduction programs to eliminate biological weapons, secure material in repositories that could be targeted for theft, and enhance surveillance systems to monitor infectious disease outbreaks that would affect national security. The cooperative biological research (CBR) program of the US DoD’s Biological Threat Reduction Program has provided financing, mentorship, infrastructure, and biologic research support to Kazakhstani scientists and research institutes since 2005. The objective of this paper is to provide a historical perspective for the CBR involvement in Kazakhstan, including project chronology, successes and challenges to allow lessons learned to be applied to future CBR endeavors. A project compendium from open source data and interviews with partner country Kazakhstani participants, project collaborators, and stakeholders was developed utilizing studies from 2004 to the present. An earlier project map was used as a basis to determine project linkages and continuations during the evolution of the CBR program. It was determined that consistent and effective networking increases the chances to collaborate especially for competitive funding opportunities. Overall, the CBR program has increased scientific capabilities in Kazakhstan while reducing their risk of biological threats. However, there is still need for increased scientific transparency and an overall strategy to develop a capability-based model to better enhance and sustain future research. Finally, we offer a living perspective that can be applied to further link related studies especially those related to One Health and zoonoses and the assessment of similar capability-building programs.

NATO Trust Fund for Medical Rehabilitation provides aid both for private persons and medical establishments. Ukrainian rehabilitation centers are being equipped with modern medical facilities, and servicemen are undergoing rehabilitation both in Ukraine and abroad. The article also offers an account of the possibility of NATO accession as one of the most important matters in the relations of Ukraine and NATO along with key global threats NATO is facing. Among such threats, the Ambassador singles out nuclear proliferation in North Korea, terrorism, a precarious situation in the Middle East and North Africa as well as permanent violation of international state borders by Russia. An ever-increasing number of cyber attacks is also mentioned. No state can counter these challenges on its own. In the modern unified world, such complex global challenges require global actions. Thus, the Ambassador stresses that NATO is working upon continuous adaptation of the Alliance to an ever-demanding security environment. Abstract:
The purpose of the article is to show the development process of Ukraine's relations with NATO in the economic sphere, to analyze the main directions and tasks of economic cooperation, to trace the dynamics of their development and dependence on the domestic political situation in Ukraine during recent decades. Methodology. The research is based on the analysis of official electronic sources and reports on the activities and cooperation of NATO countries with the Ukrainian side. The data from the Ministry of Foreign Affairs of Ukraine, the Ministry of Energy of Ukraine and the Ministry of Defence of Ukraine were used. As a result of the research there can be traced a clear pattern of dependence of the implementation of the number of new programs on economic cooperation with the actual vector of foreign policy relations of the highest authorities of Ukraine. Although this vector has changed dramatically over the last twenty years since the election of the new president, the indicators of funding and implementation of the new cooperation programs demonstrate a positive dynamics in Ukraine-NATO relations, especially with the active support of our country’s political leadership. Practical implications. As Ukraine has chosen the European path of development, it is important to understand the patterns of economic cooperation both between the countries of the NATO bloc itself and between the Allies. The materials for the analysis of the results of cooperation can serve as a basis for further projects and the development of allied relations. Value/originality. The article opens opportunities for further research and comparison of economic cooperation programs of the other blocs with which Ukraine has cooperated for the last quarter of a century.

This study aims to derive a customized development plan for the defense base area centered on the Gyeongsangnam-do and Changwon special cities, which are representative bases in the domestic defense industry. The areas account for more than 40% of the defense sales and the number of employees based on domestic defense companies. Their status and importance increased as they were selected as the first defense innovation cluster pilot project in Korea by the Defense Acquisition Program Administration. For the research method, management performance (sales, R&D investment, number of employees, exports) and difficulties factors were analyzed by targeting 490 defense companies located in Gyeongnam from 2018 to 2021. Based on the results, considerable strengths and opportunity factors were derived in the fields of industry composition, defense supply chain, parts localization, workforce training, and cooperation networks, and the creation of a favorable management environment for defense SMEs was suggested. In the future, to facilitate the localization of defense materials and parts through the defense innovation cluster project, and to establish an effective mid- to long-term defense industry promotion strategy, an accurate analysis of the current situation and competitiveness of defense companies in the Gyeongnam region is required.

This article analyzes a broad range of U.S. and Japanese perspectives on Japan’s defense buildup in the 1970s, a buildup that simultaneously showed assertiveness and caution. President Richard M. Nixon announced what soon became known as the Nixon Doctrine, under which the United States began pressuring Japan to take on greater defense and regional responsibilities. U.S. officials assessed the extent to which Japan’s security role might affect U.S.-Japan burden sharing within the quadrilateral interactions in East Asia involving the United States, the Soviet Union, China, and Japan. Japanese leaders considered whether Japan should develop an autonomous defense posture (including the controversial question of Japan’s nuclear weapons program) or should seek qualitative improvements of its conventional self-defense force capabilities (within the context of its domestic institutional and normative restraints). The article concludes by assessing the political-security implications of the institutionalization of U.S.-Japan defense cooperation.

The goal of this research consists in examination of current defense policy of Nordic countries associated with geopolitical activity in the Arctic, as well as the potential role of NATO and the European Union thereof. This goal is specified on the example of defense policy of Norway, Denmark, Iceland, Sweden and Finland. An overview is conducted on the role of defense policy of each state within the overall strategic picture of Nordic countries, as well as framework documents. Assessment is given to the defense plans of each aforementioned state. All Nordic countries along with Euro-Atlantic security institutions showed interest in the Arctic. Current risks in the area of security noticeably differ from those existed during the Cold war; each of the Nordic countries encourages the interested parties to responsible economic and political behavior. The article explores defense strategies of the countries that always belonged to the capitalist socioeconomic formation and had no socialist experience, although in the XX century, the island monarchies of Norway, Sweden and Denmark were able to implement most advanced accomplishments of social and technical thought and achieve extraordinary living standards and utmost level of social security for their citizens. Russia has vested interest in the Arctic region substantiated by the historical, cultural, geopolitical, and even pure geographical reasons. This justifies both, competition and cooperation with Nordic countries, which organically fit in the Western civilization.

The article analyses the issue of the NATO missile defense development and the evolution of views in the Russian political, military and expert circles. In 2009, the U. S. President Baraсk Obama declared a start of the NATO missile defense system construction with a goal to be able to intercept a limited nuclear strike from Iran. Russia is in doubt about the stated purpose of the European missile defense and considers it to be a threat to its own strategic nuclear forces. The European missile defense construction has been experiencing technical obstacles and political difficulties: the cancellation of deployment of interceptor SM&#8209;3 IIB and delays in establishing operational capability of the Aegis Ashore land-based missile defense system in Poland. The current architecture of the NATO missile defense, which allows only to intercept a limited number of incoming warheads, has no significant impact on Russian retaliatory strike capability. Nevertheless, the missile defense in Europe remains an irritating factor in relations between Russia and the USA. Apparently, Biden’s arrival in the White House creates an opportunity for parties to address the issue during negotiations on the New START follow-on Treaty. The research addresses the history of Russia–USA–NATO cooperation on theatre missile defense and the reasons for the failure of the joint missile defense in Europe. The author justifies the reanimation of the Joint Data Exchange Center project and outlines the idea of its transformation to the Multilateral Data Exchange Center. Acknowledgments. As Southeast Asia gains prominence in global geostrategic and geoeconomic environment, Israel’s overture to South Korea is not an exception. Despite prolonged frosty relations between Israel and South Korea between the 1970s and late 1980s, both have managed to strengthen military–security relationship after reopening their embassies in the early 1990s. Currently, their defense cooperation revolves around arms trade but is expanding toward joint ventures, coproduction, and upgrading programs. Arms export is an important component in promoting Israeli foreign policy goals. At the same time, South Korea requires constant defense upgrade as it faces a hostile neighborhood. Within this context, the article argues that military and defense relations are the driving forces in flourishing Israel–South Korea relations.

ABSTRACTBackground: A recent Department of Defense instruction mandates country-specific assessments, identification of interventions, and development of guidance for Department of Defense to plan, train, and prepare for the provision of humanitarian assistance in stability operations. It also directs the use of outcome-based measures of effectiveness and the establishment of processes facilitating transparency of information. Whereas this would align military-led projects closer to the standards of the international aid community, how this process will be developed and implemented within the military has not yet been determined.Methods: To begin developing an evidence-based program for military-led humanitarian aid, we conducted a qualitative gap analysis comparing information from a Web search of Department of Defense medical after-action reports, lessons learned, and expert interviews with the internationally accepted standards in humanitarian assistance impact assessment.Results: There is a major gap in the ability of the Department of Defense to assess the impact of humanitarian assistance in stability operations compared with international development standards. Of the 1000 Department of Defense after-action reports and lessons learned reviewed, only 7 (0.7%) reports refer to, but do not discuss, impact assessment or outcome-based measures of effectiveness.Conclusions: This investigation shows that the Department of Defense humanitarian assistance operations are, historically, recorded without documentation using quantifiable health data identifying which aid activities contributed directly to desired outcomes or favorable public opinion, and rarely are analyzed for effectiveness. As humanitarian assistance operations assume an ever greater role in US military strategy, it is imperative that we investigate useful impact assessment models to meet mission directives and, more important, to maximize coordination in a necessarily integrated and cooperative development environment. These findings provide baseline knowledge for the implementation of an evidence-based impact assessment process to validate future Department of Defense humanitarian assistance operations. The purpose of this international study is to analyze the situation in the field of relations in the field of space, as well as a forecast on the implementation of promising space projects and the development of international space cooperation. The methodological component of the study of systemic, functional, comparable, normative-value, as well as prognostic methods. These dynamics are felt when the need for weapons and combat technology is still very dependent on other countries, causing vulnerabilities in modernizing weapons. One of the efforts to develop rocket technology independently, although not yet fully, especially regarding some imported rocket raw materials, the Indonesian Defense Industry conducted a research program on the development of the R-Han 122 B Rocket which was worked on by the National Rocket Consortium with the Research and Development Agency of the Ministry of Defense. From several trials and dynamic tests that have been carried out, it is necessary to accelerate mastery of technology in order to perfect the resulting product. For this reason, it is necessary to prepare investments to complete the production line facilities and infrastructure, cooperation between industry and users, government policies and the government's alignment with investment in order to increase local content in meeting the needs of domestic and foreign consumers.

Vaccines for Peace is designed to contribute to health care in developing countries, enhance international cooperation in biotechnology, and reduce the danger of weapons proliferation. Vaccine development would be carried out openly and would involve scientists from developing countries that are States Parties to the Biological Weapons Convention, as well as personnel and facilities from the former Soviet Union. The program would thus help convert biological defense personnel and facilities to peaceful purposes. The program would be administered by the World Health Organization.

The study was conducted on the basis of the contradictory nature of Ukraine's cooperation with the North Atlantic Treaty Organization, established in 1992. On the onehand, Ukraine has consistently stated its intention to integrate into NATO as a full member. The country has formed an organizational and legal mechanism for cooperation with NATO. The reis an indefinite Charter on a Distinctive Partnership between Ukraine and NATO. Intentions for full membership in the Alliance are included in the Constitution of Ukraine and national security legislation. The norm of cooperation between the parties is the development and signing of various programs for cooperation in security, defense, education and other areas. The majority of Ukrainian society supports the state's intention to join NATO. On the other hand, despite long-term cooperation with the Alliance, Ukraine has not receivedan Action Plan for NATO membership, which makes the ultimate goal of integration unattainable. The main obstacle to Ukraine's Euro-Atlantic integration has been and remains the insufficient pace of reforming the country's political, economic, judicial and other basic systems, as well as the security and defense sector. The over all result of the study is to emphasize the attention of the Ukrainian side to the need to accelerateur gent state reforms, update the existing organizational and legal mechanism of cooperation between Ukraine and NATO, bringing all components of the security and defense sector to Western standards. The conclusions point to the main contradiction in the practical support of Ukraine's Euro-Atlantic movement: the national state-building elite did not ensure the continuity of the political course on Euro-Atlantic integration and the accumulation of constructivism along the way. The hypothesis of the study was to prove the existence of a "medium" level of cooperation between Ukraine and NATO on the basis of the existing organizational and legal mechanism, which does not yetallow to raise the issue of Ukrainian integration into the Allianceon a full basis.The hypothesis is generally proven. It is considered appropriate to further monitor the state, problems of functioning, prospects for the development of the organizational and legal mechanism of Ukraine's cooperation with NATO with the formulation of appropriate recommendations to improveits effectiveness.

How tissue-specific anatomical distribution and phenotypic specialization are linked to protective efficacy of memory T cells against reinfection is unclear. Here, we show that lung environmental cues program recently recruited central-like memory cells with migratory potentials for their tissue-specific functions during lethal respiratory virus infection. After entering the lung, some central-like cells retain their original CD27hiCXCR3hi phenotype, enabling them to localize near the infected bronchiolar epithelium and airway lumen to function as the first line of defense against pathogen encounter. Others, in response to local cytokine triggers, undergo a secondary program of differentiation that leads to the loss of CXCR3, migration arrest, and clustering within peribronchoarterial areas and in interalveolar septa. Here, the immune system adapts its response to prevent systemic viral dissemination and mortality. These results reveal the striking and unexpected spatial organization of central- versus effector-like memory cells within the lung and how cooperation between these two subsets contributes to host defense.

A few months before the COVID-19 pandemic, European politicians and experts had tried to answer two fundamental questions: is it possible to transform the European Union into a Security and Defense Union? The other one was: is the Union able to generate a program that will become a signpost for a more dynamic development of European defense? The author of this article attempts to answer these questions while pointing to the need for closer defense integration, which is gaining new significance in Europe in the context of the drastic change in the international security environment over the past few years and months. The author discusses extensively the question of the possible emergence of a common military force of the European Union as integrated military units of the EU Member States within the “European army”. He draws attention to the importance of the Strategic Compass, which, in his opinion, may give new dynamics to defense cooperation within the EU, accelerate the development of military capabilities in Europe, strengthen NATO’s deterrence and defense potential, and reduce tensions in transatlantic relations.

RAND Corporation is a think tank in the USA. It is a corporation in which experts of different fields of science write analytical works devoted to that or other problem. RAND has strong authority in the USA. Many works on Vietnam were done by the state order of the USA (from the Ministry of Defense), including Robert Komers works (conducted by the request of the Defense Advanced Research Projects Agency at the U.S. Department of Defense). It is the research of this expert that is discussed in this paper. The paper looks at the biography of Robert Komer in the context from the conflict in Vietnam to cooperation with the RAND Corporation. In Vietnam, on the personal instructions of the US President Lyndon Johnson, Komer was the head of the program of appeasement or officially: the program of Civil Operations and Revolutionary Development Support (CORDS). Having completed his activities in Vietnam, Komer shared his experience and knowledge in reports for the RAND Corporation. His works are addressed to the problems of the counterpartisan war. The paper describes the work of Robert Komer in the framework of the RAND Corporation. In conclusion, the relevance is emphasized. Due to the events such as the US invasion of Afghanistan and Iraq, Komers activities in the implementation of the CORDS program in Vietnam have gained increased interest from many modern experts.
