Abstract:
We give an algorithm which goal is to find the energy barrier between a given pair of points in a graph which represents the conformational space of a molecule. If the conformational space is homeomorphic to an -dimensional torus, then the graph can be chosen of a particular form. The UTN software, which implements the algorithm in this case, is described in detail. Finally we focus on applications: to show how UTN works, some examples are carried on in detail, with the additional support of graphical animation1 in the twodimensional case. The source code of the program and some data of the examples are available to the reader.

Abstract:
The study of cognitive phenomena is best approached in an orderly manner. It must begin with an analysis of the function in intension at the heart of any cognitive domain (its knowledge base), then proceed to the manner in which such knowledge is put into use in real-time processing, concluding with a domain’s neural underpinnings, its development in ontogeny, etc. Such an approach to the study of cognition involves the adoption of different levels of explanation/description, as prescribed by David Marr and many others, each level requiring its own methodology and supplying its own data to be accounted for. The study of recursion in cognition is badly in need of a systematic and well-ordered approach, and this chapter lays out the blueprint to be followed in the book by focusing on a strict separation between how this notion applies in linguistic knowledge and how it manifests itself in language processing.

Abstract:
Integrative data analysis (IDA) is a promising new approach in psychological research and has been well received in the field of alcohol research. This chapter provides a larger unifying research synthesis framework for IDA. Major advantages of IDA of individual participant-level data include better and more flexible ways to examine subgroups, model complex relationships, deal with methodological and clinical heterogeneity, and examine infrequently occurring behaviors. However, between-study heterogeneity in measures, designs, and samples and systematic study-level missing data are significant barriers to IDA and, more broadly, to large-scale research synthesis. Based on the authors’ experience working on the Project INTEGRATE data set, which combined individual participant-level data from 24 independent college brief alcohol intervention studies, it is also recognized that IDA investigations require a wide range of expertise and considerable resources and that some minimum standards for reporting IDA studies may be needed to improve transparency and quality of evidence.

Abstract State capacity is often equated with coercion. The literature suggests that compliance with law is unlikely in areas where the state cannot coerce compliance. Utilizing extensive data collected in adjacent districts in India and Nepal, and exploring three different regulatory arenas, this book demonstrates that coercively weak states can significantly increase compliance by behaving pragmatically and designing implementation around known barriers to compliance. One such barrier is imperfect legal knowledge. Though legal knowledge is often assumed to be accurate, this assumption is problematic. Principal-agent problems prevent many weak states from behaving consistently, and target populations often lack education and competent legal advice. As a result, they struggle to learn about the law. States that employ regulatory pragmatism, however, may circumvent this compliance barrier. They do so by designing implementation strategies for on-the-ground realities. The book explores two such efforts—delegated enforcement and information dissemination through local leaders. The data indicate that strategies consistent with regulatory pragmatism, in contrast to those that are legally doctrinaire or deterrence-based, significantly increase legal knowledge and compliance, even where the state is locally weak. This is demonstrated in through a primary case involving compliance with conservation law, as well as through two shadow cases involving compliance with education and child labor regulation.

G20 leaders vowed to collect and share OTC derivatives trade data so that regulators can obtain a global picture of market and risk evolution. This chapter employs a network perspective to explain why they have failed to meet this commitment to date. It examines three networks: the OTC derivatives market itself, and those of its private and public governance. The analysis shows that the Financial Stability Board (FSB), the public supervisory entity, struggles to establish itself at the center of the global regulatory network. It failed to act as a first mover in setting global trade identification standards (legal entity identifiers), and it has not been able to establish a core of global data warehouses. This is largely the result of unilateral action by FSB members. In particular, legislators in member countries have undermined FSB-led efforts by refusing to remove legal barriers to transnational regulatory cooperation and, in some instances, by erecting new ones.

Discussions of science and values in risk management have largely focused on how values enter into arguments about risks, that is, issues of acceptable risk. Instead this volume concentrates on how values enter into collecting, interpreting, communicating, and evaluating the evidence of risks, that is, issues of the acceptability of evidence of risk. By focusing on acceptable evidence, this volume avoids two barriers to progress. One barrier assumes that evidence of risk is largely a matter of objective scientific data and therefore uncontroversial. The other assumes that evidence of risk, being "just" a matter of values, is not amenable to reasoned critique. Denying both extremes, this volume argues for a more constructive conclusion: understanding the interrelations of scientific and value issues enables a critical scrutiny of risk assessments and better public deliberation about social choices. The contributors, distinguished philosophers, policy analysts, and natural and social scientists, analyze environmental and medical controversies, and assumptions underlying views about risk assessment and the scientific and statistical models used in risk management.

Abstract:
Obsessive-compulsive disorder (OCD) is a multifaceted and functionally disabling condition involving distressing obsessions and repetitive compulsions. Although OCD rates are generally invariant across US ethnoracial minority groups, there remains a paucity of knowledge about the disorder in minorities. This could be due to underrepresentation of these groups in OCD treatment centers, a major source of symptom data for OCD research. Poor minority participation also suggests stigmatic cultural attitudes toward mental illness and related services, among other barriers to treatment, in these groups. Therefore, this chapter reviews symptom presentation, various barriers to treatment, and possible cultural considerations for treatment of OCD in three ethnoracial minority groups in the United States (African Americans, Latino/Hispanic Americans, and Asian Americans). It is hoped that this chapter can help readers better understand how cultural norms can shape the experience of OCD, as well as influence help seeking and treatment success in ethnic and racial minorities.

Abstract:
This article addresses three dimensions for data collection: mode, space, and time. It considers the problems of adequately representing persons by ensuring high response rates and measuring opinions validly and reliably through the design of high-quality questions. The advent of the internet and the World Wide Web is dramatically expanding the repertoire for survey research. The evidence suggests that the forces driving response rate down are largely orthogonal to substantive political choices. Surveys overrepresent political interest and its correlates and so may replicate class and other barriers to political participation.
