Abstract:
The free-lance writer Claire Sterling has done what academics have so far failed to do: document the fact that corruption and the violence which so often accompanies it, represent a real security threat to the nations of this world (see Sterling, 1984, 1990, 1994). In three data-packed books, Sterling has exposed the ugly, dark side of the waves of money which flow through many major financial systems and, quite literally, flood some of the small states. Even the most jaded student of the Caribbean, for instance, has to take seriously some of her most recent revelations, not the least of which is the following startling assertion: The world's first independent Mafia state emerged in 1993. The sovereign island of Aruba . . . proved to belong to the Mafia in fact if not in name. Small islands are not so hard to acquire (Sterling, 1994: 21).While Sterling errs in calling Aruba a sovereign state - its defense and foreign policy are still under control of The Netherlands - her account of how the Caracas-based Cuntrera brothers had managed to penetrate Aruba and buy everything “from hotels . . . to the prime minister . . . ” found partial corroboration in the massive investigation of the Sicilian Mafia launched in Italy in the early 1990s.

Abstract:
There is such a thing as a legal concept straddling employment law, constitutional law and corporate law, that is to say the workers’ buy-out. The latter is revamped and rekindled in this paper in connection with one of the most caliginous and dark phenomena, the Mafia, particularly the one which has blossomed in its historical cradle, Italy. In this legal system, a piece of legislation of the last decade empowers the prosecutor, e.g., the state to seize on the assets of a Mafia-tainted business. However, in the current version of this Italian statute, the business, once seized, seems to be left to an uncertain future, particularly as far as the employees’ work relationship is concerned. Based on such a background, the paper discusses and analyses, de lege ferenda, a prospective amendment to the current legislation in a way that, thanks to the entrenched tool of the workers’ buyout, employees may step into the shoes of the confiscated business. Via this route, not only would their work be preserved, but also, they would be in charge of managing the business activity concerned. In this possible future amended statute, some business models coming from across the Channel, such as the ‘John Lewis model’, may represent an exciting intellectual spark for comparative analysis in law.

- The criminal occupation of areas has not yet been studied by those responsible for urban planning and development. However, this is not just a question of an ethical and political challenge, criminal power and its territorial rationale pose theoretical problems and an interpretative question. If we consider forms of mafia control, the opposing positions of state and civil society seem sterile and the presumption that the latter should be called upon make up for the failings of the former appears especially excessive. Criminal presence can be interpreted as one of the forms of ‘rulelessness', regulatory redundancy, which regards institutions and society. Therefore, the entire experience of local policies centred on enhancing the value of social capital is called into question. On the one hand it becomes possible to discuss the ‘dark side' of social capital and on the other a return to legality and regulation (including urban planning regulation) appears necessary. However, an examination of the policies and urban planning policies in particular, indicates that it is far from obvious to expect that respect for rules and good citizenship practices go hand in hand.

Abstract:
Rangrez and Rangdār are two commonly used words in north India. ‘Rangrez’ is a painter/dyer, and in Sufi tradition is also a word for Allah. ‘Rangdāri’ is an illegal extortion tax, and the person who collects this tax is called the ‘Rangdār’. In all likelihood, ‘Rangdāri tax’ originates from the geo-political landscape of coal and mining regions of India (in districts which are now in the state of Jharkhand). The term is closely linked with the rise of mafia/gangsters in the region for usurping coal contracts and for effective/extra-legal management of coal workers from the mid-1940s and in the 1950s. The figure who collects this tax is called ‘Rangdār’. Both terms Rangrez and Rangd a-ri centre upon ‘rang’, which largely means colour across the South Asian milieu. Engaging with different terrains occupied by these terms, this article ventures into a less traversed domain of colours in the South Asian context. It uses this occasion to disentangle some of the knots present in the dark abyss of post-colonial political practices while looking back to the roots of the word ‘rang’ (colour). While tracking the historically changing meanings of the word ‘rang’, the article stumbles upon Sufi tradition and argues that this tradition has decisively structured the association of ‘rang’ with colour in South Asian context. Creatively mobilizing the darkness embedded in the word ‘Rangdāri’ tax, I extend my analytical frame to a larger question of addressing hierarchies which go into the making up of the post-colonial chromatic landscape. It is at this level, the figure of the ‘Rangrez’, shrouded in Sufi mystery, appears laden with a number of possibilities and creative tensions.

Abstract:
Conspicuous leaf spots in combination with fruit spots were observed for the first time in April and May 2010 on a 30-ha pecan [Carya illinoensis (Wangenh.) K. Koch] orchard in the state of Rio Grande do Sul, Brazil. Initially, tiny grey spots were observed on leaves and, over time, the spots expanded to become gray to light brown circles surrounded by a dark brown border, followed by leaves falling. Eventually, fruits were also attacked, with typical symptoms beginning with tiny water soaked spots which then became necrotic. The disease was also observed in pecan nursery and field seedlings. Isolation of the pathogen from symptomatic leaves and morphological identification by conidia characters (number of cells, color, hyaline terminal cells, number of appendages) revealed Pestalotiopsis sp. (2) as the causal agent of the disease. Conidia constituted of transverse septa with four dark intermediate sections and two hyaline terminal sections. One of the terminal sections presented two or three apical appendages. Conidia averaged 6.88 μm wide × 31.00 μm long, not considering the apical appendages. Primers ITS 1 and ITS 4 were used to amplify the internal transcribes spacer ITS 1-5.8S-ITS 2 region. Nucleotide sequences were 99% similar to Pestalotiopsis clavispora (G.F. Atk.) Steyaert. Conidia produced on potato dextrose agar medium were used to inoculate 8 plants with a spore suspension of 2.0 × 106 conidia/ml. Eight additional plants were used as control (non-inoculated). The inoculation was performed by spraying the suspension onto the leaves of Pecan seedlings and the plants were incubated for 72 h in a humid chamber (1). All inoculated plants showed symptoms 25 days after inoculation and the fungus was reisolated. The pathogenicity test was repeated once. Ten more isolates collected from four different cities in the same state were identified as Pestalotiopsis spp. by morphological characterization and pathogenicity was confirmed. Because this disease causes losses on production of nuts indirectly by reducing photosynthetically active area when the pathogen attacks leaves and directly when attacking fruits, it may restrict the production where the pathogen occurs. On some orchards in the state of Rio Grande do Sul, the attack rate reached 80% of the plants. P. clavispora has been reported causing stem end-rot of avocado in Chile (3), but this note constitutes the first report, to our knowledge, of P. clavispora causing leaf spot on C. illinoensis in Brazil. Melihat fakta hukum kasus yang baru-baru ini terjadi pada Nirina Zubir yaitu aset berupa tanah milik ibunya dirampas oleh oknum mafia tanah, membuat peneliti tertarik untuk membuat tulisan ini. Meskipun telah ada beberapa undang-undang yang dibuat untuk memberantas mafia tanah seperti Peraturan Pemerintah Nomor 18 Tahun 2021 tentang Hak Pengelolaan, Hak Atas Tanah, Satuan Rumah Susun, dan Pendaftaran Tanah yang memiliki tujuan untuk memberi sebuah kepastian hukum terhadap pemegang hak atas sebidang tanah, satuan rumah dan hak terdaftar lainnya, mafia tanah tetap dapat melancarkan aksinya. Maraknya konflik atau sengketa tanah yang terjadi akibat adanya campur tangan mafia tanah menyebabkan terhambatnya pelaksanaan penanganan kasus pertanahan, sehingga dalam penyelesaiannya menjadi berkepanjangan. Lemahnya hukum pertahanan menjadi persoalan mendasar serta adanya celah hukum yang dapat dimanfaatkan mafia tanah. Oleh karenanya dibutuhkan reformasi hukum pertanahan untuk membenahi dan melengkapi perundang- undangan agar terwujudnya kepastian hukum demi kesejahteraan masyarakat.

Esta dissertação tem dois objetivos básicos: primeiro, investigar se há marcas de oralidade na linguagem narrativa e das personagens do livro Quarto de despejo: diário de uma favelada, de Carolina Maria de Jesus (1914-1977); segundo, examinar como essas manifestações se processam linguisticamente no texto no plano lexical. Suscitam-se, portanto, duas perguntas: Primeira: Há em Quarto de despejo manifestações linguísticas da oralidade? Segunda: Em caso afirmativo, em que níveis essa oralidade se processa linguisticamente? Para responder a essas perguntas, temos a hipótese de que a língua falada foi aproveitada de maneira mais ou menos inconsciente pela autora de Quarto de despejo e que, entre vários níveis linguísticos, a oralidade se manifesta de maneira notável em nível lexical, por meio de um vocabulário de uso popular. Estudar-se-á como o léxico da linguagem narrativa e das personagens apresenta efeitos de língua falada, tornando o texto dinâmico e expressivo. Este trabalho está teoricamente fundamentado em pressupostos da Sociolinguística e da Estilística. A metodologia de trabalho envolveu várias leituras da obra, anotações de vocabulário e análises à luz da teoria proposta. Estabelecem-se relações entre fala e escrita, compreendidas não como uma dicotomia, mas como polos de um continuum tipológico. Nesse continuum, um gênero da escrita pode apresentar características da fala e vice-versa. Ressalte-se que, tendo em vista esse referencial teórico, a narrativa de Quarto de despejo não é considerada um texto oral, mas um texto escrito em cuja enunciação se evidencia a presença da oralidade graças a um leque de vocábulos expressivos.
This thesis has two basic goals: first, to investigate whether there are marks of orality in the narrative language and lines from the characters from the book \"Child of the dark: The diary of Carolina Maria de Jesus\", by Carolina Maria de Jesus (1914-1977); secondly, to examine how these manifestations are processed linguistically into the text on the lexical sphere. Two questions, therefore, are raised: First: are there linguistic manifestations of orality in Child of the dark? Second: if so, at what levels is this orality processed linguistically? To answer those questions, we hypothesized that the spoken language was used more or less unconsciously by the author of Child of the dark, and that between several linguistic levels, orality manifests itself in a remarkable manner in the lexical level, by use of a colloquial vocabulary. We shall study how the lexicon of the narrative language and of the characters has effects of the spoken language, making the text dynamic and expressive. This paper is theoretically grounded in assumptions of Sociolinguistic and Stylistic. The work methodology involved several readings of the book, vocabulary annotations and analysis in the light of the proposed theory. Relationships between speech and writing are set, understood not as a dichotomy but as poles of a typological continuum. In this continuum, a genre of writing can display characteristics of speech and vice versa. It is emphasized that, in view of that theoretical framework, the narrative of Child of the dark is not regarded as an oral text, but as a written text where enunciation highlights the presence of orality using a variety of expressive vocabularies.

Esse trabalho visa examinar o potencial e o impacto da recepção, na Alemanha, do livro Quarto de Despejo, de Carolina Maria de Jesus (Sacramento, 14 de março de 1914 São Paulo, 13 de fevereiro de 1977), valendo-se para tanto de resenhas de jornais alemães publicadas sobre a obra e a autora para reunir elementos que nos possibilitem entender como e por meio de quais recursos e agentes, a tradução de Quarto de despejo alcançou sete edições naquele país. A moldura teórica para a esta pesquisa fundamenta-se nos Estudos Descritivos da Tradução - (TOURY 1995), (LÉFEVÈRE, 1992) e a teoria dos polissistemas de Even-Zohar (1979); bem como o conceito de paratexto de Genette (1987) - que marcam na década de 1970 uma mudança na maneira de estudar e entender a tradução de literatura, depositando seu foco no produto do traduzir, em seu público alvo e recepção. Também pilar dessa pesquisa é o trabalho com o corpus que tem por base a Linguística de Corpus que viabilizou a identificação de palavras-chave nos textos estudados. Estas nos permitiram mapear eixos temáticos, a partir dos quais apontamos aqui algumas condicionantes da recepção da obra, tanto em uma perspectiva sincrônica ao examinar cada texto em particular, quanto diacrônica ao estudar a evolução de conceitos no tempo. Estas condicionantes evidenciaram, a partir da repercussão de Quarto de Despejo e de Carolina de Jesus, um deslocamento do interesse na recepção da literatura brasileira traduzida na Alemanha do exotismo para a denúncia social.
This paper aims at examining the potential and impact of the book reception Quarto de despejo (Child of the Dark) by Carolina Maria de Jesus (1914 1977) in Germany, by making use of German newspaper reviews published on the work and life of the author, in search of elements to understand how and by which resources and agents, the translation of Quarto de despejo hired seven editions in that country. The theoretical framework for this research is based on the Descriptive Translation Studies - (TOURY 1995), (LÉFEVÈRE, 1992), Even-Zohar\'s (1979) polisystems theory, Genette\'s (1987) paratext concept - and working with the corpus that is based on the Corpus Linguistics. The latter enabled the identification of key words in the studied texts, which allowed us to map out possible themes, from which we point out some conditions of the works reception, both on a synchronic perspective to examine each text in particular, and on a diachronic one to study the evolution of concepts in time. These conditions showed, based on the repercussion of Quarto de Despejo and its author Carolina Maria de Jesus, a transition on the brazilian literature reception interest in Germany from exotism to social denounce.

Abstract:
In this chapter, I enter into a conversation with Rainer Maria Rilke, a German poet born in 1875. Using Rilke’s advice to Kappus and Rilke’s very personal reflections on his own writing processes as basis, I reflect on my own history of writing, my processes, and my discomfort with feelings of self-doubt when comparing myself with my peers, or worst still, when I am compared to my peers. And while I embrace this inner compulsion to write, this exhilaration and joy to be curious and reflect, the total madness of researcher rankings and quantification of outputs compels me to listen to Rilke, go deep inside me and discover that I have no choice, I must write. Like Rilke, I see my writings as “beloved possessions,” making audience responses and critical reviews a dark trap; and on the other hand, confirmations that I do get it right, sometimes. Being in conversation with Rilke allowed me to confront my demons and embrace the darkness that has become a companion; and to be in awe of life and death, and the greatness and splendour of both.

Abstract:
În prezentul articol sunt cercetate modalitățile de reprezentare estetică a feminității în textele poetice ale lui Emilian Galaicu-Păun, Nicolae Popa, Irina Nechit, Maria Pilchin, Maria Șleahtițchi, Radmila Popovici, Rodica Gotca, Veronica Ștefăneț, Moni Stănilă. În poezia supusă analizei, femeia este surprinsă în câteva ipostaze fundamentale: ca ființă spirituală, receptivă la suflul lumii, în conexiune cu universul și cu ființa divină, ca alcătuire trupească, în raport cu celălalt – în ipostază erotică, maternă, în cadrul familial și în context social. Se propune o abordare comparativă a unor secvențe poetice, acordând atenție trăsăturilor prin care personajele feminine se individualizează de la autor la autor, dar și punctele în care converg percepțiile asupra feminității.

Abstract:
Zonas de Ação Comunicativa em Arte e Tecnologia – ZACAT, é uma pesquisa de mestrado desenvolvida no âmbito do Programa de Pós-Graduação em Artes Visuais da Universidade Federal de Santa Maria (PPGART-UFSM), dentro da área de concentração de Arte Contemporânea e linha de pesquisa Arte e Tecnologia, sob a orientadora da Dra. Andrea Machado Oliveira. ZACAT é um conjunto de poéticas sonoras e visuais, que consiste numa investigação sobre práticas comunicacionais artísticas de caráter ativista. Em primeiro lugar, através de estratégias e propostas diversificadas para diferentes interlocutores vividos em 2019, em diferentes espaços da cidade de Santa Maria — ruas, museus, galerias de arte, universidade, escola, redes sociais, espaço das ondas de rádio. Posteriormente, devido ao cenário mundial apresentado desde 2020, com a pandemia de COVID-19, a poética passa por transformações significativas. Além das estratégias artísticas e comunicacionais passarem por mudanças de abordagem, o espaço Santa Maria desloca-se para o do Clube Naturista Colina do Sol (CNCS), localizado no município de Taquara, também no Rio Grande do Sul — não urbanizado e imerso no meio selvagem, com menos interferência da ação humana, o que proporciona outras formas de escuta e conexão, além da relação com o corpo, comunicação e tecnologia, como o uso de plataformas on-line de realidade virtual para compartilhar o trabalho realizado. Para abordar a construção desta pesquisa, são utilizados estudos sobre metodologia da pesquisadora e artista plástica Sandra Rey (1953). Como fundamentação teórica, faz-se referência à ideia de micropolítica, conceito que remete aos filósofos Michel Foucault (1926-1984) e Gilles Deleuze (1925-1995), e à crítica de arte Suely Rolnik (1948). As práticas artísticas ativistas baseiam-se nas experiências de coletivos brasileiros da década de 1990 até a atualidade, conforme visto na historiografia do Art Ativismo dos anos 1950, com filósofos autonomistas italianos como Giorgio Agamben (1942) e Franco Berardi (1949). Para apoiar a noção de Arte e Comunicação, partimos de autores como Mario Costa (1936), Fred Forest (1933), Mônica Tavares, Priscila Arantes, Christine Mello e Giselle Beiguelman. O conceito de dispositivo surge da investigação teórica e é um mediador das práticas artísticas, tendo como referência Agamben, Foucault, Vilém Flusser (1920-1991) e Gilbert Simondon (1924-1989). Desde performances, passando por instalações, áudios, vídeos e experiências interativas presenciais ou via redes virtuais, esta pesquisa busca dar visibilidade à micropolítica cotidiana, com suas memórias, afetos, impulsos de vida formalizados ou efêmeros em momentos de encontro.

Abstract:
ABSTRACT Background: The availability of resources is important in running a program. The implementation of the Non-Specialist Referral Policy has experienced many obstacles due to the lack of resource availability. This study aims to determine the availability of resources for the implementation of the Non-Specialist Outpatient Referral Policy in the National Health Insurance Era at the Public health center in Ngawi Regency, East Java. Subjects and Method: This study was a descriptive qualitative study conducted at Public Health Center in 2017, A total of 31 sources was selected by mapping and purposive sampling. The data were collected by means of triangulation of sources and in-depth interviews, observation, secondary document study. The data were analyzed by reduction, presentation and verification. Result: Obstacles stems from the absence of a recruitment decree from the regent and no funding from Public health center to recruit under the BLUD scheme. Health equipment available is only 43% to 60% of the need. The main obstacle is the regent approves the high price of equipment and not all budget estimates. Good medicine, if certain conditions are less spent than capitation funds. Finance is sufficient because the sources of funds vary, from capitation, DAK, DAU, BK, BOK, etc. Conclusion: The availability of medicine and finance is sufficient, but human resources and equipment are still lacking. It requires commitment and policies from Ngawi District Government, public health center policies and public health center commitments to realize the BLUD scheme to overcome resource shortages. Zonas de Acción de Comunicación en Arte y Tecnología (ZACAT) es una investigación de maestría desarrollada dentro del Programa de Posgrado en Artes Visuales de la Universidade Federal de Santa Maria (PPGART-UFSM), dentro del área de concentración de Arte Contemporáneo y de investigación en Arte y Tecnología, bajo la supervisión de la Dra. Andrea Machado Oliveira. ZACAT es un conjunto de poéticas sonoras y visuales que consiste en una investigación sobre prácticas comunicacionales artísticas de carácter activista. En primer lugar, a través de estrategias y propuestas diversificadas para diferentes interlocutores experimentadas en 2019 en diferentes espacios de la ciudad de Santa María —calles, museos, galerías de arte, universidad, escuela, redes sociales, espacios de ondas de radio—. Posteriormente, debido al escenario mundial presentado desde 2020, con la pandemia del virus SARS-CoV-2, que provocó la enfermedad del Nuevo Coronavirus, COVID-19, la poética sufrió transformaciones significativas. Además de las estrategias artísticas y comunicacionales que experimentaron cambios de enfoque, el espacio de Santa María se trasladó al del Clube Naturista Colina do Sol (CNCS), ubicado en el municipio de Taquara, también en Rio Grande do Sul. Se trata de un espacio no urbanizado, inmerso en un medio salvaje y menos interferido por la acción humana, lo que proporciona otras formas de escucha y conexión, además de la relación con el cuerpo, la comunicación y la tecnología, así como el uso de plataformas de realidad virtual online para compartir el trabajo llevado a cabo. Para abordar la construcción de esta investigación se utilizan los estudios sobre metodología de la investigadora y artista Sandra Rey (1953). Como fundamento teórico se hace referencia a la idea de micropolítica, concepto que remite a los filósofos Michel Foucault (1926-1984) y Gilles Deleuze (1925-1995) y a la crítica de arte Suely Rolnik (1948). Las prácticas artísticas activistas se basan en las experiencias de los colectivos brasileños desde la década de 1990 hasta la actualidad, como se ve en la historiografía del Activismo Artístico de la década de 1950, con filósofos autonomistas italianos como Giorgio Agamben (1942) y Franco Berardi (1949). Para apoyar la noción de Arte y Comunicación partimos de autores como Mario Costa (1936), Fred Forest (1933), Mônica Tavares, Priscila Arantes, Christine Mello y Giselle Beiguelman. El concepto de dispositivo surge de la investigación teórica y es un mediador de las prácticas artísticas, teniendo como referencia a Agamben, Foucault, Vilém Flusser (1920-1991) y Gilbert Simondon (1924-1989). Este documento de debate tiene como objetivo explorar posibles sinergias entre la Matriz de factores institucionales (MAFI) y distintos instrumentos asociados al nuevo ciclo de proyecto del Banco. Específicamente, el documento examina la posible contribución de la MAFI, en tanto sistema de información, a los requerimientos de análisis institucional definidos en el marco y la matriz de efectividad del desarrollo (DEM), el marco y la matriz de gestión de riesgos de los proyectos (GRP) y el documento para el seguimiento de los resultados de los proyectos de préstamo (LRR). Adicionalmente, presenta una estrategia de colaboración con KNL para dar apoyo y ofrecer alternativas de acción dentro de las capacidades existentes del Banco.
