Abstract:
The article discusses the possibility of a naturalistic explanation of phenomenal experience (qualia). It starts with the analysis of one of the thought experiments described by D. Chalmers in his book “The Conscious Mind. In search of a fundamental theory”, namely, a zombie experiment. The article shows that the conclusions of this experiment can be recognized as correct only provided that the experimenter imagines a complete functional analogue of a human being. However, this condition is not feasible, since the experimenter is required to possess the totality of knowledge about the imaginary creature. Experimenter’s imagination is in one way or another determined by the available conceptual schemes. It is concluded that the thesis of the irreducibility of qualia, based on the data of thought experiments, is a presupposition of conscious mind studies, and not their conclusion. From my point of view, this presupposition can be challenged just as N.I. Lobachevsky challenged the intuitive plausibility of Euclid’s fifth axiom. As an alternative understanding of the nature of qualia I propose J. McDowell's approach, which is called “perceptual conceptualism”.

Biovitrum has a candidate drug (product D) in early development process for treatment of. Exocrine Pancreatic Insufficiency.

The Drug development is a long, complicated and costly process. Therefore, it is very important for managers to know the commercial value of a future drug. The purpose of this report is to develop a model for evaluation of candidate drug in early development phase and analysis of market potential for product D for treatment of Chronic pancreatitis. Chronic pancreatitis is disease within sub group of Exocrine Pancreatic Insufficiency.

The deductive reasoning approach and quantitative data is used in this report. Only secondary data is collected for this study. The sources of secondary data are research papers, Google Pub-Med database and consultant companies.

A new model is developed for evaluation of candidate drug .This model can analyse the market potential, unmet medical need, and calculate net present values. This study shows that there is unmet medical need in chronic pancreatitis. The result also shows that product D has comparative advantages over present products in the market and future competitors. The product D can full fill the unmet medical need for treatment of Chronic pancreatitis

Abstract:
Since the time of the Greek philosopher Plato, Western intellectuals have relied on logos or \"the word\" to make philosophical propositions about the world humans find themselves in. Logos or \"the word\" has generally been privileged over mythos or pathos, denoting emotion and feeling. This privileging has sometimes been challenged by intellectuals within the Western tradition. D. H. Lawrence was the most vocal and passionate writer to do so in modern times. This text traces the development of rationalism in the Western tradition and Lawrence\'s resistance to it. It also examines modern theoretical developments and notes their convergence with Lawrence\'s ideas. It concludes by claiming that the postmodern intellectual climate in the West tends towards a critique of rationalism, much like Lawrence.

Abstract:
This study has adopted the metaphor of �mind-forged manacles� to explore adolescent transformation within an educational context. It does this by examining the experiences of two groups of people who participated in an intensive, one-off personal development program for adolescents, known as Discovery. The first study involves secondary school students for whom the program was part of the school curriculum. The second study consists of an older group of people who did the program during their adolescence and outside the formal education system. The third study is a contemplation of transformation derived from my experience as researcher during the course of completing this thesis. In an attempt to reflect the perspectival worldview from within which the study is created I have drawn on a range of theorists. To integrate their ideas I created three different �lenses� or ways of viewing the data. The first lens is developed from consciousness theory, the second from process philosophy and complex self-organising systems theory, and the third from individual humanistic psychology. The educational pedagogy is holistic and embraces developmental models of thinking and learning. The study uses participant reflection to argue that a program of intentionally focussed challenges, combined with the support that enables these challenges to be successfully met, can be transformational for many young people. It suggests that the complex postmodern world requires teachers to be aware of their own and their students� consciousness, and demands learning experiences that are deliberately focussed on helping the process of consciousness transformation rather than only on achieving predetermined outcomes. Transformation is understood as a shift to a different order of consciousness in which it is how one sees rather than what one sees that changes. With each shift towards a new order of consciousness the mind-forged manacles are loosed and individuals accept increasing responsibility for their lives and how they live them. Educational programs can be developed to assist this process.

AbstractThe Great Divergence: The period of production T is not rising anymore. The “waiting period” Z is rising over time with the rising standard of living and rising life expectancy, and this is the case worldwide. In the interest of full employment, the public debt periodD has to compensate for this divergence: T = Z − D. Using an extrapolation procedure that we have developed and the available empirical data, we calculate total private wealth in the OECD plus China region. Net public debt already accounts for nearly half of private wealth today. COVID-19 increases the optimal steady-statepublic debt period. Both our theory and our empirical findings are increasingly confirmed by the work of other economists: for example, by Lawrence Summers’secular stagnation thesis and by the study of Jordà, Schularick and others on the secular evolution of private wealth.

It is in the national interest of small countries such as Serbia to have as many journals in WoS as possible. WoS indexing boosts visibility and internationality and rises journals impact and quality. However, once they reach WoS and stabilize their position, some local journals turn to profit-making strategies, introducing or significantly increasing authors' fees (APCs), which usually results in a larger influx of foreign authors who can afford to pay such fees. Consequently, domestic authors practically lose the space to publish in their traditional platforms. Here, we discuss the question if such journals should continue to enjoy the support from the national public R&D budget entitled to supporting local science.

The paper presents Inclusive Innovation, a model that reimagines authority, decision-making, and risk in the context of education R&D and provides an overarching framework for authentically engaging underrepresented stakeholders at the earliest stages and shifting their roles to leaders, participants, and beneficiaries. The power of Inclusive Innovation is that it doesn’t just invite underrepresented voices and perspectives into the innovation ecosystem; it places them at the center of it.

The learning crisis in developing countries is increasingly acknowledged (World Bank, 2018). The UN’s Sustainable Development Goals (SDG) include goals and targets for universal learning and the World Bank has adopted a goal of eliminating learning poverty. We use student level PISA-D results for seven countries (Cambodia, Ecuador, Guatemala, Honduras, Paraguay, Senegal, and Zambia) to examine inequality in learning outcomes at the global, country, and student level for public school students. We examine learning inequality using five dimensions of potential social disadvantage measured in PISA: sex, rurality, home language, immigrant status, and socio-economic status (SES)—using the PISA measure of ESCS (Economic, Social, and Cultural Status) to measure SES. We document four important facts. First, with the exception of Ecuador, less than a third of the advantaged (male, urban, native, home speakers of the language of instruction) and ESCS elite (plus 2 standard deviations above the mean) children enrolled in public schools in PISA-D countries reach the SDG minimal target of PISA level 2 or higher in mathematics (with similarly low levels for reading and science). Even if learning differentials of enrolled students along all five dimensions of disadvantage were eliminated, the vast majority of children in these countries would not reach the SDG minimum targets. Second, the inequality in learning outcomes of the in-school children who were assessed by the PISA by household ESCS is mostly smaller in these less developed countries than in OECD or high-performing non-OECD countries. If the PISA-D countries had the same relationship of learning to ESCS as Denmark (as an example of a typical OECD country) or Vietnam (a high-performing developing country) their enrolled ESCS disadvantaged children would do worse, not better, than they actually do. Third, the disadvantages in learning outcomes along four characteristics: sex, rurality, home language, and being an immigrant country are absolutely large, but still small compared to the enormous gap between the advantaged, ESCS average students, and the SDG minimums. Given the massive global inequalities, remediating within-country inequalities in learning, while undoubtedly important for equity and justice, leads to only modest gains towards the SDG targets. Fourth, even including both public and private school students, there are strikingly few children in PISA-D countries at high levels of performance. The absolute number of children at PISA level 4 or above (reached by roughly 30 percent of OECD children) in the low performing PISA-D countries is less than a few thousand individuals, sometimes only a few hundred—in some subjects and countries just double or single digits. These four hard lessons from PISA-D reinforce the need to address global equity by “raising the floor” and targeting low learning levels (Crouch and Rolleston, 2017; Crouch, Rolleston, and Gustafsson, 2020). As Vietnam and other recent successes show, this can be done in developing country settings if education systems align around learning to improve the effectiveness of the teaching and learning processes to improve early learning of foundational skills.

Abstract:
This technical report documents the second of a two-phase research and development (R&D) study in support of the development of a combined Load and Resistance Factor Design (LRFD) methodology that accommodates geotechnical as well as structural design limit states for design of the U.S. Army Corps of Engineers (USACE) reinforced concrete, hydraulic navigation structures. To this end, this R&D effort extends reliability procedures that have been developed for other non-USACE structural systems to encompass USACE hydraulic structures. Many of these reinforced concrete, hydraulic structures are founded on and/or retain earth or are buttressed by an earthen feature. Consequently, the design of many of these hydraulic structures involves significant soil structure interaction. Development of the required reliability and corresponding LRFD procedures has been lagging in the geotechnical topic area as compared to those for structural limit state considerations and have therefore been the focus of this second-phase R&D effort. Design of an example T-Wall hydraulic structure involves consideration of five geotechnical and structural limit states. New numerical procedures have been developed for precise multiple limit state reliability calculations and for complete LRFD analysis of this example T-Wall reinforced concrete, hydraulic structure.
