Abstract:
In many ways, coastal marine resources have provided an important source of protein, income and even employment for coastal rural Solomon Islands communities. Fishing, for instance, has always played a very important role in these communities' culture and tradition. Subsistence fishing is traditional in most rural coastal communities. Small-scale fishing is also wide-spread. Traditionally marine areas and resources were managed by the custodians of the adjacent land and the traditional leaders in some local communities. While small-scale fisheries are managed by the Government, much of the enforcement responsibility is in the hands of the community leaders, given the realities of what that Government can provide. This research has explored the interaction between rural coastal livelihoods and marine resource management under Customary Marine Tenure (CMT) in one area of Temotu Province, Solomon Islands. Specifically the research seeks to explore, explain and describe how the livelihoods of the rural coastal villagers influence the use, access and management of marine resources and vice versa. Particular attention has been given to: first exploring the traditional marine resource management under CMT and livelihoods in the three villages; second, how the changes in the villagers' livelihoods system affects the customary marine resource management in the three case study villages; third, how changes in customary marine resource management influences the livelihoods of the villagers and finally the nature of the relationship between livelihoods and customary marine resource management is described for the first time for this part of the Solomon Islands. The research results showed that villagers' livelihoods have changed over the past decade and much of these changes have affected the customary marine resource management in the three case study villages. Consequently, customary marine resource management under CMT is no longer effective. The changes in customary marine resource also have implications on the villagers' livelihoods. For this reason the study argues that when trying to understand the factors affecting customary marine resource, the entire livelihoods system of the people should be considered. The study states that the nature of the interactions between livelihoods and customary marine resource management is a two-way relationship, dynamic and very complex. Should there be further marine resource development, the study suggests that understanding the livelihoods of the people concerned is important for better management.

Abstract:
Fishery resources are in principle renewable, but modern fisheries are typically characterised by excessive fishing effort, fleet overcapacity, illegal, unregulated and unreported (IUU) fishing along with deficient governance. This has led to growing trends of unsustainability. Fisheries management is a social and political process which aims to regulate human activities within the constraints of the biological ecosystem in which it operates. But the incorporation of sustainability into fishery practices around the world has to date generally failed. In this thesis I explore the relationship between science and politics in several different spheres of marine resource management. Analysis of the extent to which European politicians have adhered to scientific recommendations on annual total allowable catches (TACs) from 1987 to 2011 for 11 stocks revealed that in 68% of decisions TACs were set higher than recommendations. Politically-adjusted TACs averaged 33-37% above scientifically advised levels. A simple stochastic model indicated that such politically-driven decision-making dramatically reduces stock sustainability. With 88% of European fish stocks overexploited relative to maximum sustainable yield targets, I conclude that political mismanagement must bear a considerable share of the responsibility for this decline. Whilst the practice of political adjustment of scientific advice reveals the negative political impact on management and its failure to integrate science into management, the establishment of marine protected areas (MPAs) shows the relationship between science and politics in a more positive light. MPAs are increasingly being established to protect and rebuild coastal and marine ecosystems. However, the process of establishing these areas is not simple, particularly in areas beyond national jurisdiction (ABNJ) where few MPAs currently exist. Nevertheless, in 2010 the OSPAR Commission successfully established six MPAs forming the world's first network of MPAs in ABNJ. I summarise how this network was created, identify the main challenges, and offer a series of key lessons learned, highlighting approaches that may also be effective for similar efforts in the future. This success story was driven by strong political commitment and based on the best available science, and serves as an example of the positive integration of science into management by politicians. The difficult relationship between science and politics is illustrated clearly by the story of the Atlantic bluefin tuna (Thunnus thynnus). This species has become the quintessential example of overfishing and general mismanagement of the world’s fisheries. An age-structured spatial model of the two stocks of Atlantic bluefin tuna highlighted the importance of taking area and stock movement into consideration when determining total allowable catches for the Atlantic bluefin tuna fisheries. The western bluefin stock was found to be more sensitive to assumptions of stock movement and mixing than the eastern populations, corroborating previous research. My results also indicated that to maximise the total catches of bluefin in perpetuity, it may be better to cease fishing in the western Atlantic and to only target individuals in the eastern Atlantic. The estimated timeframes for recovery are found to be medium to long term if fishing were halted today (within 20 years for both stocks to attain their BMSY) and it is estimated that a 34% reduction in fishing mortality on both stocks is the minimum required decrease to ensure recovery. The aim of this model is to further research on the integration of science into a political management system in order to create a sustainable fishery. In this thesis I identify several important requirements for sustainable fisheries management, namely: the need for a sound scientific basis, stakeholder engagement and cooperation, and strong political commitment and willingness.

Abstract:
This thesis presents a comparative analysis of Aboriginal customary law and Canadian law in relation to the management and conservation of natural resources on crown lands. By reference to field research carried out with respect to a specific context of Aboriginal resource management, the thesis highlights the sophistication and distinctiveness of the customary Aboriginal regulation of community-based common property resource harvesting and management in both subsistence and commercial use contexts. This perspective reveals the conflictual tendencies between Aboriginal and State systems of the regulation of resource management where the former has been largely unrecognized by the latter. An analysis of the relevant jurisprudence highlights the ethocentric bias mitigating against the recognition and acceptance of Aboriginal resource management that has continued right up to the present time.

Abstract:
This research, conducted in 2006-2008, examines the ways in which various groups involved with the marine resources of Seward, Alaska construct attitudes towards the environment. Participant observation and semi-structured interviews are used to assess how commercial halibut fishers, tour boat operators, local residents and government officials understand the marine environment based on their previous experiences. This study also explores how ideologies relate to the current practices of each group. Two theories orient the analyses: The first, cultural modeling provided a theoretical and methodological framework for pursuing a more comprehensive analysis of resource management. The second, Theory of Reasoned Action (Ajzen and Fishbein 1980), guided the analysis of the ways in which each participant’s ideology towards the marine environment relates to their practice. Aside from contributing to a better understanding of a coastal community’s ideologies and practices, this dissertation sought to better understand the role of ecological ideologies and behaviors in fisheries management. The research illustrates certain domains where ideologies and practices concerning Pacific halibut and the marine environment differ among commercial fishers, government, and management officials, tour boat operators and residents of Seward, AK. These differences offer insights into how future collaborative efforts between government officials, managers and local marine resource users might better incorporate local ideology into management, and provide ecological information to local marine resource users in culturally appropriate ways.

Abstract:
This study aims to contribute to a better understanding of the indigenous management of geographically diverse small-scale agricultural production environments in Africa by investigating the effects of customary land allocation on the use of the land and sustainable agricultural development in Swaziland. This study addresses two questions: (a) to what extent has the heterogeneity of the natural environment been considered in the allocation of land for agricultural purposes; and (b) what are the implications of the existing land allocation system and current land allocation pattern on the development and sustainability of agricultural land use. The study focuses on semi-arid land. The land allocation efficiency is determined by comparing the spatial heterogeneity of the land with the pattern of land allocation. The analysis is carried out at a sub-regional scale, and a local scale in twelve study areas. Changes over time are studied by comparing current land allocation patterns with those at Independence (1968). This study has identified two apparent weaknesses in the customary land management system. The frrst is in the capacity to ensure an efficient land resource distribution at a subregional level. The second is in the ability to ensure consistent land allocation practices at a local level. The study provides evidence that these shortcomings are now affecting the production environment and opportunities for development, and that changes in the tenure system are required. The study findings partly support a recent land po licy initiative proposing a gradual devolution in land management responsibilities to local level management systems, but also raise two major concerns. First, the land policy initiative does not address the shortcomings in sub-regional land management. Second, the inconsistent land distribution found at a local level does not support the notion that devolution will necessarily lead to more sustainable levels of land use within communities. In the wider debate on the agrarian transformation in Africa, this study adds to the body of knowledge in identifying specific shortcomings of indigenous management systems in land distribution, and their effects on sustainable agricultural development and land management. The study thus extends the more critical strand of thought on the role of local and indigenous land management systems in this process, and thus on the effectiveness of the devolution of resource management to community levels. The study also demonstrates that land sufficiency and quality are important issues in the process of sustainable intensification in small-scale land use systems, and question the wider applicability of the optimistic development model, which is primarily based on economic considerations. Lastly, the fmdings support the critical view on the applicability of the evolutionary theory of land rights in conditions similar to those in Swaziland. The fmdings of this study confIrm the importance of considering spatial scale and diversity in land use related studies, and show that any inference from one level of scale to another can be highly misleading.

Abstract:
The failure of centralised fisheries management systems to prevent the overexploitation of coral reef resources has led many scholars and conservation practitioners to promote the use of customary marine tenure (CMT) as an alternative devolved means of fisheries management. The effectiveness of CMT for fisheries management is debated; some scholars argue that CMT is embedded within particular historical, socio-economic and political contexts and that unless it evolves to changing circumstances, its effectiveness for fisheries management will wane under external influences and changing exploitation patterns. Each CMT regime is unique; hence its response to changing circumstances may vary. A better understanding of the circumstances under which a CMT regime is likely to succeed is important if it is to be effectively used for fisheries management. This research is posited on the DPSIR (Driver, Pressure, State, Impact, Response) model and employs multidisciplinary methods to investigate the effectiveness of CMT for reef finfish fisheries management. The aims of this thesis are: (1) To investigate the role of markets and subsistence as driving factors for fishing; (2) To investigate fisher spatial allocation of fishing, methods and target taxa (as proxies for pressure and impact); (3) contribute to the biological knowledge of a prominent vulnerable species (Plectropomus leopardus) by investigating aspects of its demography and reproduction (as a proxy for state); and (4) Investigate relationships between the Nggela CMT governance system and modern governance system (as a proxy for response), to improve understanding of how this knowledge may be applied to enhance small-scale fisheries management. The role of markets and subsistence as driving (D) factors for fishing was investigated using the sustainable livelihoods approach (SLA). Ninety three (43 from the western zone and 50 from the eastern zone) household surveys were conducted in 10 (5 from the eastern zone and 5 from the western zone) randomly selected villages in Nggela to determine the contribution of different livelihood activities to fisher livelihoods. The reason for comparing the eastern and western zone was to determine the role of available natural land capital as one contributing factor (besides markets) to fishing drivers. Quantitative data generated from the household surveys were analysed using the statistical package SPSS. Additional key informant interviews to generate qualitative data to support the quantitative data were also conducted. Spatial allocation of fishing and target taxa was investigated using household surveys (the same household survey mentioned above but with questions to address the issue of spatial allocation and fishing methods used), participative fishing with fishers to confirm spatial allocation of fishing and fishing methods employed and recording of landings data to determine the types of fish taxa targeted. One of the initial aims of studies on P. leopardus was to compare the age-based demographic parameters of P. leopardus between CMT areas and offshore sub-tidal areas, the hypothesis being that if CMT was effective agebased demographic parameters would reveal the non vulnerability of P. leopardus in CMT areas. Such a comparison was not possible as only 4 specimens were obtained from inshore CMT areas compared to 116 specimens from offshore sub-tidal reefs. To determine the age-based demographic parameters of Plectropomus leopardus, fish total lengths (mm) and otoliths of fish were collected in the field, this was followed by otolith annuli counts of ages (tagged to a particular fish of certain total length) at the laboratory. A von Bertalanffy growth curve was then fitted to the fish total length data and to the age data to determine asymptotic length, Brody growth coefficient and theoretical age at length zero. Total mortality rate was determined by generating catch curves where the frequency of fish in each age class was regressed against age. Longevity was determined by calculating the mean age of 10% of the oldest individuals. Demographic parameters of P. leopardus in Nggela were also compared to those of Australian locations to determine variations in age-based demography. Data analysis of P. leopardus data was done using the statistical software R and Microsoft Excel 2003. Reproductive aspects of P. leopardus were determined from the fish gonads collected from the field. Fish gonads were used to determine different sexual reproductive stages. Data on the different sexual reproductive stages was used to determine sexual maturity and sex change. The relationship between CMT governance and modern governance and how they may be combined for an effective reef finfish fisheries management was investigated using literature research, key informant interviews and dynamite fisher interviews. Investigations of livelihoods show that Nggela fishers were engaged in more than one livelihood activity for their livelihoods. Subsistence gardening was the most important livelihood activity. While finfish was important for subsistence purposes, accessible markets and the role of middlemen in the villages made it especially important for income generation. A comparison of the role of fishing between eastern and western zone showed that available natural land capital was also an important driver for fishing; fishing was higher in the western zone where there was a narrow natural land capital. Fisher perceptions indicate a declining trend in fisheries resource abundances within CMT areas; such decline has resulted in changes in the spatial allocation of fishing with a shift in fishing to offshore sub tidal reefs. Although some spatial closures were observed, fishing within the CMT areas is flexible. Three MPA’s currently existed in West Nggela and fishing prohibitions within the areas were observed mainly because people thought that the MPA’s were underscored by the government. Line fishing from dugout canoes remains the main method of fishing. Median trophic level of fish catch was between 2 - 3.84 while median standard length of catch was between 19 - 24 cm. Age-based demographic studies show that the Brody growth coefficient of Nggela P. leopardus was 0.13 yr-1, longevity was 12.9 years, maximum age was 15 years and mortality rate was 0.22% yr-1. Female sexual maturity of Nggela P. leopardus began at 2 years of age with 50% sexual maturity achieved at 3.22 years. Sexual transition from female to male began at 3 - 10 years of age with 50% sex change achieved at 11 years. Mature female to male ratio was 3:1. The age-based demographic parameters of P. leopardus in Nggela were similar to those in Swain and Lizard Island in Australia. For Swain reef, growth coefficient was 0.17 yr-1, longevity was 10.1 years, maximum age was 14 years and mortality rate was 0.39% yr-1. For Lizard Island, growth coefficient was 0.26 yr-1, longevity was 7.2 years, maximum age was 10 years and mortality rate was 0.59% yr-1. Age-based demographic parameters of P. leopardus in Nggela were different to locations in Western Australia – Scott and Abrolhos reefs. For Scott reef, growth coefficient was 0.42 yr-1, longevity was 6.4 years, mortality rate was 0.30% yr-1 while the maximum age was 8 years. For Abrohlos reef growth coefficient was 0.08 yr-1, longevity was 13 years, mortality rate was 0.24% yr-1 and maximum age was 18 years. Sea temperature may be one contributing factor to regional variations in age-based demographic parameters. The current CMT governance system has undergone changes which has rendered it ineffective as a coercive force for reef finfish fisheries management. While CMT is recognised by the modern governance system through National legislations, necessary ordinances at the provincial level are absent which prevent the effective use of CMT for fisheries management. For CMT to be effective it requires empowerment at the provincial government level.

Abstract:
By the adoption of Integrated Water Resource Management (IWRM), South Africa has significantly changed its water management regime and the institutions governing water in this country. These changes were first introduced by the National White Policy Paper on Water in South Africa in 1997 and subsequently the National Water Act in 1998. One of the key components of IWRM is the decentralisation of water management to a regional or catchment level and the introduction of public participation in the water management sector. With the enactment of the NWA South Africa incorporated IWRM in its legal system and a decade on, authorities are now turning to its implementation. The NWA introduces Catchment Management Agencies (CMAs) in water management and gives them authority over water management at a catchment level. Initially there were nineteen (19) and this number has since been reduced to nine (9) due to a number of factors. South African authorities are now seeking ways in which they can effectively decentralise water to a catchment level, including delegating and assigning some of the functions currently held by the Minster to CMAs. Using Victoria, Australia as a comparative study, this study investigates how water management can best be decentralised to a catchment level; it starts off by investigating the theory of decentralisation and its pros and cons; then sets off to investigate water management has been decentralised in Australia from the national level, to state level and catchment level; it then investigates the role of Rural Water Authorities in Victoria and compares them to Catchment Management Agencies in South Africa. Finally the work highlights the water management regime and the various stakeholders in water management South Africa from a national level to a catchment level and the challenges facing South Africa in term of WRM; and then makes recommendations and a conclusion based on its research findings and the South African socio-economic and political context.

Abstract:
Marine environmental resource managers and consultants require comprehensive, accurate and current data on the status of marine biodiversity in order to fully evaluate resource consent applications that involve development, impact or encroachment within the marine environment, and for identifying areas of coast appropriate for conservation. The role and efficacy of existing global, national and regional marine biodiversity databases in delivering these types of data are evaluated. Consultation with environmental consultants revealed that none regularly, if ever used any existing marine biodiversity database during their routine consulting activities. Moreover, no existing biodiversity database had appropriate data-mining tools, although each was determined to provide information of value to resource managers and environmental consultants operating at national and regional scales; none was deemed to provide the sort of information required to manage marine resources at a local scale. To achieve the objectives of this research programme, resource managers, data users and data compilers were consulted to determine their ideal data and database requirements. Existing biodiversity data sets that included New Zealand marine biodiversity then were searched or procured, and these data and that of a novel data set of species occurring at 296 intertidal and 25 fringe-saline (effectively freshwater) sites within and proximal to the Hauraki Gulf Marine Park (from Mimiwhangata Bay in the north to Tauranga Harbour in the south) were compared with species inventories from environmental consultants operating in this region. Biodiversity data from the 296 saline, comprising presence/absence data for 713 taxa recorded from the survey region were analysed in detail. Significantly different species assemblages were identified amongst these 296 sites, five intertidal habitats being recognised, each with characteristic species assemblages: marine-hard shores, marine-soft shores, brackish-hard shores, brackish-soft shores, and mangrove shores. Species richness and diversity were consistently higher in marine habitats, and greatest on hard substrata. Most sites host unique assemblages of species. A novel index of species richness is proposed, and although the spatial distribution of richness isn’t particularly revealing, as obvious patterns in the distribution of richness are not apparent, this index has value in that the richness of any shore can be compared and contrasted with that of others throughout the region. Augmenting this richness index is a novel index of species rarity. Based on the frequency of occurrence of taxa on shores throughout the survey region, very rare through to ubiquitous taxa are recognised to routinely occur on almost all shores, regardless of the total species richness. Moreover, very rare to uncommon taxa often comprise a disproportionately high percentage of the total species occurring on any given intertidal shore, in any habitat. Accordingly, alarm bells should ring for reviewers of resource consent applications wherein environmental consultants state that an area subject to development ‘hosts no rare, unique or otherwise remarkable species or ecology.’ Two applications of these novel biodiversity data are demonstrated: the relationship between species richness and regional council consented activities is described, with a negative correlation reported for the intensity of disturbance (using the number of consented activities as a proxy for disturbance) and species richness on marine hard shores; and an appraisal of four selection criteria for marine reserves (naturalness, representativeness, uniqueness and complementarities), wherein the intertidal fauna and flora of no existing or proposed marine reserve appears to be natural, unique or representative, and effort seems to have been spent duplicating certain assemblages of species in reserve networks. The former is intuitively obvious, but the latter is alarming, and the ramifications of it far reaching in terms of conservation of the marine environment. Protocols for conducting biodiversity surveys must be established and implemented to elevate the standards of environmental consultants, resulting value judgements on the composition of species, and the likely and actual effects of these developments on the marine environment to ensure that statements made in reports are based on current data rather than perceptions and client expectations. It is possible that resource consents have been issued based on spurious appraisals of the immediate and cumulative effect of discharge on the environment, or of the relative rarity (or appreciation of this) of species that occur within it. Prior to development of the novel Monalisa data set, no existing database or data set existed that provided the information routinely required by managers and consultants to make informed judgements that affect coastal development throughout the survey region. Recommendations for additional research to build on findings detailed herein are made.

Abstract:

The effectiveness of a state's natural resource management is rendered meaningless if the particular resource migrates into another state's jurisdiction. In the case of marine mammals, inadequate management of the species anywhere along their annual migration could make food insecure for the regional human populations. My research evaluates to what extent International Environmental Agreements have been able to manage transboundary challenges to food security. Two case studies, the Polar Bear Agreement (2000) and the International Convention for the Regulation of Whaling (1946), are analyzed quantitatively and qualitatively using Ronald Mitchell's four factors for describing variation of International Environmental Agreements' effectiveness: incentives, capacities, information, and norms. To ensure food security in the Bering Strait, this thesis stresses the importance of local concerns, norms and stakeholders. Transboundary management includes stakeholders at various scales to address a local challenge that is intersected by an international political boundary. The higher values of the Bowhead whale International Environmental Agreement's four factors, in the quantitative analysis, account for the higher level of food security for Bowhead whale. The qualitative analysis makes three recommendations for future International Environmental Agreements, in this case the draft U.S.-Russia agreement on Pacific walrus: 1) conservation of the Pacific walrus, 2) maintenance of Native self-determination and, 3) encouragement the flow of information between the local and federal stakeholders and between the United States and Russia. In order to ensure future food security in the Bering Strait Region, the management of the Pacific walrus depends on an effective International Environmental Agreement.

Abstract:
The objective of this thesis is to update the Mori-Butterworth (2006) model of the krill-predator dynamics of the Antarctic ecosystem. Their analysis aimed to determine whether predator-prey interactions alone could broadly explain the observed population trends of the species considered in their model. In this thesis, the Antarctic ecosystem is outlined brie y and details are given of the main krill-eating predators including whales, seals, fish and penguins, together with an historical record of the human harvesting in the region. The abundances and per capita krill consumption of the krill-predators are calculated and used to determine the main krill-predators to be used in the updated model developed. These predators are found to be the blue, fin, humpback and minke whales and crabeater and Antarctic fur seals. The three main ship surveys (IDCR/SOWER, JARPA and JSV) used to estimate whale abundance, and the abundance estimation method itself (called distance sampling), are summarised. Updated estimates of abundance and trends are listed for the main krill-predators. Updated estimates for the biological parameters needed for the ecosystem model are also reported, and include some differences in approaches to those adopted for the Mori-Butterworth model. The background to the hypothesis of a krill-surplus during the mid-20th century is discussed as well as the effects of environmental change in the context of possible causes of the population changes of the main krill-feeding predators over the last century. Key features of the results of the updated model are the inclusion of a depensatory effect for Antarctic fur seals in the krill and predator dynamics, and the imposition of bounds on Ka (the carrying capacity of krill in Region a, in the absence of its predators); these lead to a better fit overall. A particular difference in results compared to those from the Mori-Butterworth model is more oscillatory behaviour in the trajectories for krill and some of its main predators. This likely results from the different approach to modelling natural mortality for krill and warrants further investigation. That may in turn resolve a key mismatch in the model which predicts minke oscillations in the Indo-Pacific region to be out of phase with results from a SCAA assessment of these whales. A number of other areas for suggested future research are listed. The updated model presented in this thesis requires further development before it might be considered sufficiently reliable for providing advice for the regulation and implementation of suitable conservation and harvesting strategies in the Antarctic.

Abstract:
This dissertation investigates social and ecological factors that facilitate effective management of coral reefs as social-ecological systems. Meta-analytical and field-based methods were employed to examine current management challenges and identify strategies that improve management effectiveness and coral reef health. A meta-analysis was used to evaluate biological indicators of reef health in relation to the types of fishing regulations in place (no-take areas, gear restriction areas, and periodic closures) and the actor groups (community-based, co-management, state, private) involved in management efforts for coral reef fisheries throughout the world. Other than enhancement of fish biomass within no-take areas that was significantly greater than in gear restriction areas, most biological indicators benefitted similarly from management techniques of no-take areas and gear restriction areas. Community-based and co-management were the best performing management arrangements for some biological outcomes but require further case studies to verify findings. Investigation of management effects by region indicated that previously degraded reefs received fewer benefits from management implementation than did relatively healthier reefs. For field investigations, the Comoros islands in the Western Indian Ocean served as a model for tropical coral reefs with challenging socioeconomic contexts, high biodiversity, and high vulnerability to coral reef degradation. Empirical study at 21 sites was used to identify the relative effects of natural and anthropogenic threats to coral reefs of the Comoros. Most previous studies of reef health focus on primarily natural factors or a single anthropogenic threat. This study examined suites of natural factors and human activities to identify the relative importance of each on reef health. Human activities including fishing, sand extraction, and beachfront housing and development were the best predictors of reef health status. Most notably, human population and fishing predicted fish richness, abundance, and biomass with seasonal variation in the effects, while site orientation strongly predicted benthic cover. Field studies in the Comoros were also used to investigate the roles of community and state actors in co-management and compare effectiveness of comanagement across sites with varying levels of actor participation. Effective management was found to occur with community or `meta-community' (in this case, a Marine Protected Area in which the efforts of several communities were organized) participation in governance and support of state or external agents, while resilient management that overcame considerable challenges was found to occur only with strong community participation and leadership in governance. External agents were found to contribute to development of meta-community governance structure and initiation of community participation through education and capacity building. The findings from these studies reveal that coral reef management can be improved through context appropriate regulations that address detrimental human activities and through wide acceptance and participation in governance with cooperation among states, communities, and external agents.

Abstract:
The need for a broader geographical and functional perspective in managing natural resources of the Belize barrier reef system was examined. The small country of Belize in Central America is struggling to increase its economic development and growth. It has an excellent natural resource base, the most dramatic component being the extensive barrier reef system just offshore. The research identified key economic and environmental issues relative to Belize’s reef complex, and analyzed resource management policies and actions taken to date. Development and conservation needs suggest a multiple use strategy aimed at economic and environmental sustainability. Due to areal extent and ecological complexity, the present reactive, small-scale and piecemeal approach is not adequate to realize sustainable utilization of the area’s resources. This research shows the need for a broad spatial and interdisciplinary “coastal zone" perspective, leading to a comprehensive and integrated strategy upon which to base resource planning and management. A strategy for the reef system must be accomplished within the broader context of a national resource management strategy, integrating concerns of economic development and environmental protection. As a component of this national policy, the proposed strategy for the barrier reef system is based on principles of multiple use of resources, coastal zone scope, and sustainability. The research supports a reef system-wide protected area, using a biosphere reserve framework and a customized model planning process to implement the strategy.

Coral reefs and the ecological, social, and economic benefits that they provide are seriously endangered by a colossal number of threats. This study was conducted in marine protected area (MPA) in the Mexican Caribbean. The purpose of this study was to provide results that can be directly applied by MPA managers to improve coral reef conservation and management. Characterization of four coral reef sites and stressors described in a proxy map were integrated into a comparative resilience assessment. Sites ranged from 16.5% to 3.5% coral cover and 47.5% to 12% macroalgal cover. Stressor distribution and intensity was highest near the Puerto Morelos town center and followed general water current patterns. Fishing, tourism, and pollution were identified as major stressors on which management can positively influence. The results of this study provide managers throughout the Caribbean a managerial tool chest to improve management efficacy and bolster conservation initiatives.

In this thesis I examine the limits of community involvement in accomplishing the conservation goals of biodiversity and ecosystem function in resource management by analyzing the multiple interest groups that compose community. Two case studies are presented to accomplish this goal. The first case study is the West Hawaii Fisheries Management Area, where a group of community stakeholders provide management recommendations that are then implemented by the state. The second case study is the Ka’u forest reserve, where community involvement is invited into the management decision-making process but is also limited in its ultimate political power by the state. Through an examination of these cases I find that the ability of community involvement to accomplish conservation goals is limited when powerful interest groups within the community oppose these goals.

This paper will identify drinking water as a limited resource in a coastal community and recommend a Coastal Zone Management (CZM) protocol. It will include a global perspective and a United States (national) and County (regional) response to drinking water challenges. This perspective will include international comparisons of water as a decreasing global commodity and reflect security issues through a Threat and Risk Analysis, which will focus on biological contamination, accidental and terrorist initiated. The analysis will include a literature review and economic comparisons of municipal “tap” water costs vs. national and regional trends towards commercial bottled waters. This paper has five primary objectives. The first three are to define the sources of Broward County drinking water, provide usage by industry and municipalities and project future costs based on population growth, alternate sourcing and infrastructure costs to include protecting water sources and delivery systems. The fourth objective is to utilize a literature review to present the economic impact of the commercial bottled water industry, its effects on local water usage, projected costs, markets, and regional growth. The fifth objective considers a specific industry, Coca Cola, which is one of the largest receivers of Broward County drinking water. The conclusion includes a review of the impact of alternate water source costs incorporating security and threat assessment costs. Analysis compares Broward County municipal water prices with commercial bottled water consumer pricing via a survey format. The paper presents an economic based model of resource management, which includes recommendations for future strategies with which municipal authorities and professional water managers can maximize freshwater resource within a Coastal Zone Management paradigm.

The South African coastal and marine environment is an essential ecologic and economic asset. Its associated services and products are substantially contributing to economic growth and sustainable development of the country. However, it is internationally and nationally recognised that land-based marine pollution (LBMP) is the most important single risk to the health and sustainability of coastal and marine waters and the associated ecosystems. The regulation of LBMP at the national level is still difficult and challenging. The issue of LBMP management has only recently been introduced in South Africa with the development of the National Programme of Action to Protect Marine Environment from Land-based Activities, 2008. South Africa is only starting to consider the question of LBMP regulation. This thesis aims to conduct a critical analysis of the South African regulatory framework pertaining to LBMP in comparison to international best practice and the French regulatory framework, in order to identify the key South African challenges in this regard and to make recommendations to address them. In order to do so, this research commences by providing an analysis of LBMP and the theoretical foundations associated with LBMP regulation, as promoted by international best practice. The study identifies and assesses the main regulatory features to be considered in the development, implementation and/or assessment of a regulatory framework pertaining to LBMP. These features will form the methodological framework to conduct the comparative legal assessment between the French and South African regulatory frameworks pertaining to LBMP. This thesis then provides a detailed and thorough legal analysis of the French and South African regulatory frameworks pertaining to LBMP using the methodological framework developed using guidance from international best practice. Finally, based on lessons learnt from the comparative legal study, this study concludes with a set of recommendations for the South African context.

An understanding of the impacts on freshwater systems from water management and development practices and the recognition that freshwater ecosystems are dependent on various aspects of the natural hydrological variability has given rise to a relatively new field of science commonly referred to as environmental flows. The assessment and application of environmental flows has advanced considerably in the last ten years. To coincide with the emergence and expansion of the environmental flows concept around the world, this survey study was undertaken aiming to identify people’s perceptions and interpretations of the environmental flows concept and its role in water management. It also aims to add to existing knowledge of the extent to which the concept is being applied, how it is being translated into policy and practice and the major challenges and opportunities that exist for continued understanding and implementation. The survey was distributed to a range of people representing different water-related sectors and regions around the world. A total of 272 responses representing 64 countries in the six major regions of the world was received. The responses were compiled and analysis of aspects of the respondents backgrounds as well as the questions were conducted using the computer statistical program SPSS. Representation of specific groups, particularly water user groups, and specific regions in the survey however was low, demonstrating possible limitations of the survey distribution method as well as the lack of concept awareness and application in many parts of the world. The ways in which people define and interpret the concept varied widely. The degree to which the concept was applied shows the growing recognition around the world of the need to consider the environmental water requirements when making decisions on water allocations. Despite the growing recognition many areas do not yet apply the concept. The survey allowed the opportunity for respondents to highlight what they perceived asthe major obstacles and difficulties for the concept within their respective areas. Lack of understanding among stakeholders of the socio-economic costs and benefits associated with concept implementation and a lack of political will were the two most common obstacles for the continued adoption and application of environmental flows around the world. Overall, the survey delivered promising signs for the continued evolution of environmental flows within water management. There was widespread opinion that the concept of environmental flows was an essential element in the efforts to achieve sustainable management of water resources.

The primary research problem addressed in this thesis is the development of a conceptual framework for a novel ecological economics risk measure called “ecosystem services value at risk” to guide sustainability, efficiency and fairness in the human use of natural ecosystems. Ecosystem services value at risk integrates ecosystem services valuation with financial value at risk to provide an estimate of a “worst likely loss” in ecosystem services under alternative policies. This new approach estimates the uncertainty around ecosystem services values from human activities. By framing the risk to ecosystem services in terms of loss, this risk measure conveys a more powerful message about the need to protect nature. The core elements of an ecosystem services value at risk framework are: ecosystem services valuation; total economic value; stochastic ecological resource use models; financial value at risk; intergenerational discounting; society’s time frame for evaluation; and decision rules. This research is multidisciplinary, drawing insights from ecological economics, finance, fisheries economics, ecological modeling and decision analysis. Ecosystem services value at risk is illustrated with marine examples, which are timely and critical. Marine ecosystems, which provide valuable and essential benefits to humankind, are being severely altered all over the world from overfishing, climate change, marine pollution and habitat destruction. The risk measure is shown to be meaningful by applying a stochastic Schaefer surplus production model to a well-studied marine example, Namibian hake. A case study of the collapsed Georges Bank yellowtail flounder further demonstrates its usefulness to marine policy evaluation. A simple risk measure based on the market values of catch provisioning services leads to selecting conservative harvest policies, ruling out high levels of fishing intensity. The non-market values of a second type of ecosystem service, the regulating services from conserved biomass, are next considered. Both values provide a distribution for a lower bound estimate of the ecosystem services value at risk for the marine ecosystem. Including regulating services allows even more precautionary strategies that favor conservation. The ecosystem services value at risk framework thus supports sustainability and ecosystem resilience, promising to help protect the flow of benefits from nature for current and future generations.

This thesis explores aspects of the archaeology of coastal California. Drawing on a large body of data collected during cultural resource management studies on Camp Pendleton in northern San Diego County. It develops a new synthesis of a large body of archaeological data relating to this material. The purpose of this thesis is to present, use and interpret information that will lead to an expanded understanding of the Archaic and the Late Prehistoric Periods of Southern California that is from about 7500 B.P. to 100 B.P. The period of broad focus of the thesis is the Early through Late Holocene. The scope of the study narrows to the late period of the Late Holocene (700 B.P to 100 B.P.). Since chronological issues are central to this study, only radiocarbon dated sites are described while exploring the wider landscape, and changes in its use, and occupation. Landscape factors considered include chronology, topographic setting, climate, and landscape and taskscape elements. It explores the possible causes of major changes taking place in the Late Holocene. It addresses the coastal resource intensification debate which has two contrasting models. This thesis has shown that resource intensification along the coast appears to occur later than generally postulated with a significant change from post 700 B.P. resulting from stress reduction due to the end of persistent droughts. Additionally, it explores the apparent processes of population aggregation taking place post 700 B.P. during the Late Holocene. The timing and potential causes of the aggregation and the resulting sedentism are discussed. It is suggested that this may be linked with a transition from foraging to possible forms of agriculture drawing on domesticated foods.

This thesis, submitted for the Doctor of Philosophy in Geography and Environment, presents a case study of the development of the UK's market-based management system for oceanic fisheries. Implemented gradually in the years since 1984, the informal nature of the UK's fisheries management system, which has developed through a number of incremental changes and government-industry "gentlemen’s agreements" rather than clear legislative moves, means that few official policy documents (and perhaps consequently, little academic literature) on the subject currently exist. This thesis traces the material and political processes of market formation, looking at the origin of market-based policies in the theories of bioeconomics and wider economic history. It asks what the implicit assumptions of the economic discipline can – and can't – tell us about the impacts and outcomes of market creation, and using a Foucauldian inspired approach to economic performativity, discusses the role of ostensibly descriptive theories in shaping the world around them. Finally, it calls for a greater geographical engagement with marine issues, and proposes an action-research role for geographers in the politics of the sea.

This study aimed to analyse the potential and challenges for ecotourism development and how it can be applied as an integrated tool to provide economic incentives and better opportunities for community development, while improving natural resource management and conservation in Isimangaliso. The capital assets, the context of vulnerability of the local communities along with other significant attributes of the supply side were investigated in-depth. In addition, the potentials and challenges for ecotourism development in the selected Isimangaliso, Khula Village were studied. The impacts of ecotourism on local livelihood improvement, biodiversity resources and natural environment, and management and conservation of the area were also explored through sustainability concepts. However, the focus of the study was not only on ecotourism potentials and opportunities but was also on the development of sound guiding principles for planning and management of ecotourism development in Isimangaliso in a sustainable manner. It was found that community‟s willingness to participate in local development and natural resource management remains a questionable issue to be achieved. This is because local communities are strongly influenced by vertical network of the state administration. The study reveals that there is a strong interaction and interdependency between local livelihoods or poverty and the status and effectiveness of natural resource management in Isimangaliso. The study indicates that the area has plenty of potential natural and cultural resources. These resources signify three fundamental elements for ecotourism destination: quantity, quality, and fascination. The natural attractions consist of vital and sensitive biological and scenic values of the destination area.

The purpose of this study was to evaluate tourism capacity, the effectiveness of the management plan and the visitors’ willingness to pay (WTP) for increased conservation effort in the Buccoo Reef Marine Park (BRMP) in Tobago. Non-market contingent valuation was applied to estimate tourists’ WTP, using the data from a survey of 164 tourists. Local residents and government agencies were consulted to evaluate the management plan and the tourism capacity. Eighty-eight percent of local residents stated that the park was not well managed and that they lacked trust in the park agency. The density of tourists was 67-97% more than socially acceptable crowding norm. In conclusion, the BRMP management needs modification in order to increase stakeholders’ trust, reduce tourists crowding intensity, and generate additional user-based revenue.

Marine Protected Area (MPA), as a fisheries management tool has been promoted by both national and local conservationists and has provided de facto illustrations of integrated coastal management (ICM) in the Philippines. However, conflict is inevitable in the implementation of public policy such as the MPA because of contrasting objectives and expectations from various stakeholders. Coupled with non-human (e.g. MPA size) and human (e.g. mismanagement) threats, conflict becomes a hindrance to MPA effectivity. In the Philippines alone, only 10-20% of the 500 MPAs are attaining their objectives. This study presents an overview of MPA management and examines the interaction between the civil society and market forces of institutional arrangements in the case of North-Eastern Iloilo (NI) in the Philippines. It discusses overall scenarios that resemble conflict between various national, local and international sectors, assessing MPA success factors and the expected implications from such implementation. Results from key informant, focus-group discussion and social survey show that there are problems on MPA management in the region. Using data and strategic analyses, it presents that minimisation of conflicts amongst actors should be the primary goal of the NI municipalities. In addition, MPA size and membership to organisations are also significant factors of success. Moreover, the analysis from a simple correlation to complex Principal Component Analysis (PCA) and Canonical Correlation Analysis (CCA) conclude that information on MPA regulation does not directly contribute to the improvement in MPA management. It implies that a focus on informing stakeholders about the benefits of having an MPA and its regulations is ineffective. The focus should be on the reduction of conflict between economic actors - for free riding problems are currently occurring, thus minimising conflict by conflict resolution and proper incentives. However, there are still remaining challenges on MPA management, for not all factors are incorporated on this study. The challenge now is on how to identify the remaining factors and integrate them into policies and implementations to improve the overall condition of coastal communities.

With increasing coastal development along southeastern Florida, nearshore coral reef communities are at an increased risk from anthropogenic impacts. Impact minimization and mitigation efforts associated with permitted coastal construction activities generally exclude nearshore small (< 10 cm diameter) Siderastrea siderea colonies from required coral transplantation due to an assumed high colony mortality associated with transplanting small stony corals. This study evaluated the efficacy of transplanting these small colonies by monitoring survival, growth, and zooxanthellae density post transplantation to an offshore reef area. Unexpected observations of parrotfish predation on the newly transplanted corals were made within the first 24 hours. Within 2 weeks, 94% of the transplants were affected and exhibited recent parrotfish grazing scars. A duplicate transplantation attempt was made at an alternate offshore reef area; however similar results were produced. Due to the high extent of colony tissue loss caused by parrotfish, the initial transplantation effort was repeated with the addition of partial cages to exclude large parrotfish. Zooxanthellae density analysis of the caged colonies revealed an adaptive capability of S. siderea to transplantation as one year post-transplantation, algal densities of the transplanted colonies reflected those of surrounding in situ colonies. A second component of this study investigated if transplantation alone was a direct cause for high predation by examining predation intensity and long-term survival for both transplanted and undisturbed small S. siderea colonies, as well as transplanted Dichocoenia stokesii and Porites porites colonies. Siderastrea siderea colonies were collected from areas surrounding the offshore transplant site and given various stress levels prior to being attached into the transplant grid inter-mixed with colonies transplanted from the shallow nearshore site. All colonies in the transplant grid were placed randomly to eliminate spatial bias. Some nearshore S. siderea transplants were partially caged for 80 days to provide a moderate acclimation period. Many non-caged transplanted colonies suffered some degree of parrotfish predation within 1 week post-transplantation, suggesting that transplantation alone did increase corals susceptibility to predation. However, predation intensity was significantly higher on S. siderea transplanted from nearshore than all in-site transplanted and undisturbed S. siderea colonies from the offshore transplant area. Despite minor parrotfish predation on the offshore in-site transplanted colonies, many displayed long term growth and survival. Partial cages were successful in excluding large parrotfish; however once removed, predation intensity was similar to the non-caged nearshore transplants. Predation on the transplants was selective across both species and place of origin. These results suggest that parrotfish differentiated between transplanted colonies and preferred nearshore S. siderea and P. porites transplants. Findings in this study may aid southeastern Florida resource managers as transplantation activities are frequently utilized due to coastal construction and vessel groundings. The impact of parrotfish corallivory on coral growth and survival should be of higher regard in the light of increasing threats to coral reefs.

In an attempt to address the seeming imbalance within studies of rural communities in Australia linked to primary industries, this study examines the broader aspects of policy changes and bio-economic imperatives in the Western Rock Lobster Fishery and the effects of the restructuring of the fishery on communities that host the rock lobster fleet. It is an innovative study in that it is one of the first comprehensive studies of industry restructuring in the fisheries sector; a study of the linkages and implications of restructuring on the social, economic and cultural facets of coastal communities in Western Australia. Globalisation in the fishery sector, aided by technological advances, has resulted in a greater exploitation of high-value fisheries for export. Intensified globalisation has also brought about environmental and social standards that ensure the survival of by-catch species and promote responsible codes of fishing practice. In Australia, the active support of the government for globalisation, led to the adoption of export-oriented policies emphasising competitiveness and efficiency. Consideration of market principles thus govern fisheries regulators when deciding on the management arrangements to adopt for a particular fishery. In considering a number of policy instruments and management measures, government regulators also consider the conservation of marine resources alongside the production of significant economic and social benefits. The Western Rock Lobster Fishery is the most valuable single species fishery in Western Australia with a sizeable financial and employment contribution to coastal communities along the Western Australian coast. Any management scheme adopted for this fishery, as such, not only has to take into account biological and environmental imperatives but also economic and social objectives. The analysis of the fishery undertaken in this thesis underlines the need for a holistic view of fishery management that takes into consideration not only biological sustainability, but also promotes an understanding of fishers' behaviours and fishing patterns and the consequent effects on specific communities. The demographic and social changes that affect rural communities further complicate the economic restructuring at the fishery level, with fishers' responses differing based on their circumstances and preferences. This thesis presents a snapshot of a fishery deliberating changes in management arrangements and its effects on coastal communities whose socio-demographic and economic development historically has depended, and to a great extent is still dependent, upon rock lobster fishing. It provides empirical evidence that lends support to the view that the pro-market policies promoting competition and entrepreneurialism have resulted in a spatially uneven development in regional Australia. Specific localities can deal with the changes brought about by globalisation and policy change. However, the manner in which these communities deal and cope with these changes depends on a number of factors, among others, the level of diversification of the local economy, demographic and social structures, and other factors such as the level of resilience and the social capital base within the community.

One of the biggest questions surrounding common-pool natural resources (CPRs) lies in understanding the circumstances which increase the likelihood of sustainable use and those that lead to resource degradation. Small-scale fisheries are an example of a CPR that has proven difficult to manage sustainably. I use social network analysis methods to examine the social connectivity of small-scale fishing communities and the association of network structures with collaborative behavior of small-scale fisheries in the Northern Gulf of California, Mexico.I found considerable connectivity of communities via kinship ties of small-scale fishers, both within the region and to other areas in Mexico. Fisher kinship relationships are important mechanisms for information transfer. Identifying communities in the network that are most likely to share information with other communities allows managers to develop more effective and efficient education, outreach, and enforcement efforts.Communities are also connected by their use of the same fishing zones and Marine Protected Areas (MPAs). My results provide suggestions for dividing communities based on common use of fishing areas and MPAs. This may help fishers and managers to develop, implement, and enforce boundary rules that will facilitate regional management of small-scale fisheries. My results provided mixed evidence for the role of social structure in impacting positive outcomes for fisher' ability to collaborate and organize. A wide range of factors affect the emergence of institutions for CPR management. Similarly, finding a common network structure that can accurately predict sustainable use of CPRs is unlikely. Knowing how people are connected and the ways in which information about CPR resources moves through (or is hindered from moving through) a network can improve manager's ability to develop more effective strategies and actions. Adding social networks into the CPR management toolbox provides a mechanism by which those working in management and conservation can incorporate social structure into management activities.An understanding of the social networks that connect communities and the potential pathways for information transfer, combined with a system of enforceable rules and policies and effective outreach methods and materials, may help managers and resource users more effectively and sustainably manage CPRs in the long term.

Salinity (S) and temperature (T) control every facet of the eastern oyster (Crassostrea virginica) life cycle, principally reproduction, development, growth, and mortality. Previous studies conducted in in the Breton Sound (BR) and Barataria (BA) estuaries have reported differences in growth and mortality rates between the basins. In the present study, environmental conditions were synchronized to compare growth and mortality rates between basins at similar combinations of T and S. Results indicate that when T and S are the same (synchronized), seasonal oyster growth and mortality rates differ between BR and BA. Seasonal analyses revealed that as salinities increased in both estuaries, growth rates generally increased, while mortality rates generally decreased. These findings suggest that basin-wide adaptations to local environmental conditions may exist.

Dans cette partie, nous abordons principalement les techniques et leurs principes ainsi que les essais menés en laboratoire. Ceci tient compte du développement et des tendances actuelle de la construction sur le littoral de la Chine, et aussi la gestion actuelle des sédiments (du point de vue réglementaire), objet du première chapitre introductif.Le second chapitre est consacré à la méthodologie de caractérisation générale des matériaux mis en oeuvre: sédiments et composants. Comment aborde-t-on les caractéristiques physiques et chimiques, la composition minéralogique et la notion d'impact environnemental des sédiments de dragage à traiter et des liants utilisés.Le troisième chapitre présente la technique de solidification/stabilisation d'eveloppée dans cinq projets pour différents ouvrages géotechniques. The objective of this work concerns the resource utilization of the marine sediment set, by an approach of the methodologies implemented in China. The processes for stabilizing and solidifying the selected sediments are based on hydraulic binders and activators for various construction work.The first chapter introduces the concepts of sediments in China (distribution) and their management in coastal areas (resource utilization).The second chapter is a bibliographical study of current practices on sediment recovery using hydraulic binders. In this section, we mainly discuss the techniques and their principles as well as laboratory tests. This takes into account the current development and trends in construction on China's coastline, as well as current sediment management (from a regulatory perspective), the subject of the first introductory chapter.The second chapter is devoted to the methodology of general characterization of the materials used: sediments and components. How are the physical and chemical characteristics, mineral composition and environmental impact of the dredging sediments to be treated and the binders used.The third chapter presents the technique of solidification/stabilization through five projects for different geotechnical works. For each case of study, laboratory tests and on-site tests are described. Then the analysis of the results of tests in order to compare the effectiveness of the different treatments applied is carried out precisely on the effects of the materials implemented within the proposed works.The fourth concluding chapter focuses on assessing the environmental impact of sediment solidification and on the comprehensive analysis of the application of treated marine sediments in construction work in particular benefits social and economic growth. A perspective of work to be pursued, and needs for applied research are the final chapter

Despite being one of the most recognizable sea creatures in the world, sharks remain widely misunderstood by the public. Media coverage often sensationalizes them as dangerous creatures, when in reality, humans pose a much more significant threat to sharks than vice versa. Over the past few decades, overfishing has decimated populations worldwide as demand increases for byproducts such as meat, cartilage, and fins in particular, a crucial ingredient in the Chinese delicacy of shark fin soup. Finning, a particularly inefficient practice that promotes overfishing and waste, occurs when fishers cut off fins at sea and throw carcasses overboard. As sharks play an important role in marine ecosystems as apex predators and are slow to reproduce, increased attention to shark conservation is urgently needed. Although there have been attempts by international organizations such as the United Nations and by individual countries, current legislation has proven to be inadequate in combating shark exploitation. Though public awareness is on the rise thanks to increased media coverage and environmental advocacy, sharks still need greater protection in the face of overharvest and stock depletion. This thesis details the current state of shark exploitation, including shark biology, public perceptions of sharks, and current levels of shark finning, as well as the economics behind the trade. It also analyzes previous actions taken both at the international and national levels. Finally, it recommends further actions to be undertaken in order to preserve declining shark populations and keep them from extinction.

Situated in one of the wettest climates in America, Houston, TX has had a long history of heavy rains and unprecedented floods. Unfortunately, floods have become more common over the last few decades as climate change increases the frequency and intensity of hurricanes around the globe. To complicate matters further, Houston has quickly sprawled to accommodate over 2.5 billion people. Rapid urbanization has rendered the landscape even more susceptible to floods through excess concretization and watershed disturbance. This thesis traces the history of the Bayou City in relation to the damages caused by Hurricane Harvey. By mapping out the original neighborhoods and the current demographics of the city, I argue that low-income and minority groups have been systematically forced into higher-risk floodplains via prejudice housing practices. Furthermore, I explore the roles of the National Insurance Flood Program (NIFP) and the Federal Emergency Management Agency (FEMA) in the rebuilding of the city following Harvey, and I detail the sudden spike in unsheltered homeless people across the region. The thesis closes by critiquing projects that have been proposed for the future well-being of Houston (i.e. reservoir remediation, conveyance projects, coastal dykes, etc.). Evidently, local and outside experts across fields and organizations need to cooperate to determine the immediate and specific needs of neighborhoods and people across the city of Houston.

Contaminants such as pharmaceuticals are of increasing concern due to their ubiquitous use and persistence in surface waters worldwide. Limited attention has been paid to the effects of pharmaceuticals on marine life, despite widespread detection of these contaminants in the marine environment. Of the existing studies, the majority assess the negative effects of pharmaceuticals over an exposure period of 30 days or less and focus on cellular and subcellular biomarkers. Longer studies are required to determine if chronic contaminant exposure poses risks to marine life at environmentally relevant concentrations. Also scarce in the literature is examination of whole organism effects to identify potential community-level consequences. Two long-term studies with the antidepressant pharmaceutical, fluoxetine (the active constituent in Prozac®) were conducted to determine whether nominal concentrations detected in estuarine and coastal environments affect organism health and interactions. First, we measured whole organism metrics in the California mussel, Mytilus californianus over a period of 107 days. Specifically, we measured algal clearance rates, growth, and condition indices for both reproductive and overall health. We found that fluoxetine negatively affects all measured characteristics, however many effects are mediated by length of exposure. Perhaps the most notable result was that mussels spiked with fluoxetine cleared less algae after 30 days of exposure. Reduced growth and condition indices likely are a consequence of improper nutrition among fluoxetine-treated mussels. Any level of fluoxetine significantly affected the gonadosomatic index after 47 days. The results from this study on mussels fill an important data gap, highlighting organism-level effects of chronic exposure periods; such data more explicitly identify the impacts of pharmaceuticals and other contaminants on marine communities and ecosystems. Fluoxetine has also been documented to affect the behavior of fish and invertebrates, including freshwater and marine bivalves, crustaceans, and fish. Given that other crustaceans exhibited increased activity levels under fluoxetine exposure, we hypothesized that this would subject them to greater predation risk. In our second exposure study, we assessed whether a similar range of fluoxetine concentrations used in the mussel study altered the risk behavior of the Oregon mud crab, Hemigrapsus oregonensis, in response to a common predator, the red rock crab, Cancer productus. We conducted this study for 60 days, conducting day and night behavioral trials (with and without predators) four times a week. We found that crabs exposed to any amount of fluoxetine (3 or 30 ng/L) had increased activity levels relative to controls; however behaviors of 3 ng/L-spiked crabs were not always significantly different from controls. Among control crabs, day and night trials yielded similar results, where a clear response to the addition of the predator was observed. Crabs dosed with fluoxetine exhibited more foraging and active behaviors in the presence of the predator. Additionally, crabs spiked with fluoxetine at 30 ng/L had the greatest risk of mortality either by predation by red rock crabs or due to more aggressive behaviors among conspecifics. The results of this study shed light on a particularly unexplored area of contaminants research: how do psychoactive pharmaceuticals affect animal behavior when exposed to the low concentrations persisting in the aquatic environment for a prolonged period of time?

This PhD thesis in environmental science aims to contribute to the theoretical and empirical understanding of the relation between participation and legitimacy in multi-level environmental governance. It is widely assumed that actor involvement has great potential to improve the legitimacy of nature conservation through long-term acceptance and target achievement. However, local resource conflicts problematize the way a relation between participation and legitimacy is depicted on other administrative levels. Studies exploring the effect that participation has on legitimacy are relatively rare, especially in multi-level arrangements of coastal conservation. In this thesis the relation between participation and legitimacy on the local level is examined, as well as how this relation is conditioned by multi-level governance and power. The relation is empirical studied with two local implementation processes of the Helsinki Convention’s network of marine protected areas (HELCOM MPAs). The cases are located in Sweden. Sweden and the Baltic Sea region are in the forefront of participation in nature conservation, and therefore act as a strong case for the exploration of institutional participation. However, despite apparent political will and international support, the efficiency of actor involvement for nature conservation has been questioned, also for the HELCOM MPA and especially on the local level. Based on the results of this study, I question the assumption that weak legitimacy predominantly is an issue of insufficient information sharing. The findings show that involving actors to legitimize the adoption of strict adherence to a pre-established model of conservation likely fails to create long term support for conservation. Instead, relocation of power to the affected actors seems essential in order to make participation establish legitimacy. It appears important to create room for local influence in the design, management and implementation of a particular conservation area in the particular place/context. In both examined cases, there are elements of participation that support legitimacy, for example the development of a shared vision. There are also elements that hamper legitimacy, such as, for example, the high expectations different actors have on participation to reach consensus on protective values. These unmet expectations seem to fuel conflicts of interests among actors on different levels.

Beslutsfattare och forskare har höga förväntningar på att lokalt deltagande underlättar etableringen. Men utan verkliga möjligheter för lokalt deltagande att påverka besluten så verkar förväntningarna orealistiska, med allvarliga konsekvenser för legitimitet av miljöskydd. Avhandlingen undersöker relationen mellan deltagande och legitimitet i svensk östersjöförvaltning genom att studera samrådsprocesserna för Gräsö marina naturreservat och St Anna-Missjö marina skyddsområde. Studien visar på både positiva och negativa samband mellan deltagande och legitimitet, beroende på kvalitén av deltagande. Olika lokala aktörer är djupt engagerade i resursfrågor och vill ha möjlighet att diskutera dessa med staten. Lokala aktörer uttrycker besvikelse och frustration om samråden har en begränsad inverkan på faktiska beslut. Besvikelsen kan underminera stödet för naturskydd och försämra relationen mellan stat och lokala aktörer i längden. I ett av de undersökta fallen var de lokala aktörerna engagerade i att formulera en gemensam vision för området tillsammans med myndigheterna, något som annars är ovanligt. Det visade sig ha en mycket positiv effekt på samrådsprocessen och legitimiteten av naturskyddet.
