During the past four years, NASA Technology Development Projects have targeted the development of an infrastructure to successfully convert the existing document to a web-based application, and content updates have been proposed based on current knowledge from spaceflight experience or research. Electronic presentation, hyperlinked data cross-references and Internet publication will provide a variety of output products and/or presentation formats tailored to various user communities. The intent is to provide current, relevant data, maximize user access to current SHFE data via Internet distribution and transition to a “living document”, readily updateable as SHFE knowledge increases.

Abstract:
This article outlines some debates and issues in the field of Georgian linguistics and offers a research agenda for standard Georgian language, including its history, phases of development, present-day challenges and prospects. There is a multitude of conflicting and even mutually exclusive ideas and points of view regarding these issues. My key point is to provide the periodization of the standard Georgian language that encompasses sixteen centuries, taking into consideration not only the level of normalization and standardization of the Georgian language in a particular historical period, but also the language variety on which the standard / literary language was based, and the institutions controlling and governing the development of the standard language. The point of departure here is the definition of the “standard” as a historically determined set of commonly used language assets, recognized by society as the most appropriate and prestigious variety due to its common usage and high cultural status. Using descriptive, synchronic, diachronic, and comparative research methods, I have tried to identify four phases / periods in the continuous history of the Georgian standard language spanning sixteen centuries.

The analysis of the program and normative documents of the republic in the field of social work showed that the level of training of social workers does not meet the needs of the social services sector. The presence of a professional standard in social work obliges educational institutions to bring the content of the educational program for the training of social workers in accordance with the requirements of the standard, focusing on the formation of professional competencies. The formation of professional com-petencies and the definition of learning outcomes requires the use of training technology in the educational process — case management. Case management is a technology that reflects the content of the labor function of a social worker.

Objectives: To develop and validate a paper-based instrument that is simple to administer and produces a reliable estimate of patient standard gamble (SG) utilities for current health status.Methods: A 1-page paper questionnaire instrument, paper standard gamble (PSG), was designed to estimate SG utilities. We performed two studies to assess the validity of PSG. First we compared PSG and SG utilities for current health in patients with prostate cancer. They randomly received either PSG followed by SG or vice versa, always with an intervening SF-12. In the second validity study, we assessed the test-retest reliability of PSG by administering it to prostate cancer patients twice, at least 2 weeks apart.Results: In the first study, utilities were assessed in 64 men (32 per SG/PSG order group). A paired-comparison t test suggested no difference between SG and PSG (mean difference = −0.007; 95% confidence interval (CI), $-$0.022 to 0.008). The concordance correlation coefficient was 0.92 (95% CI, 0.79 to 0.99). In the second study, test and retest PSGs were available for 184 patients. The concordance correlation coefficient was 0.88 (95% CI, 0.73 to 0.94).Conclusions: These data suggest that PSG may serve as a reliable substitute for SG when current health utility is of interest. PSG may have particular advantages for acquisition of health-related quality-of-life data in longitudinal studies.

This paper presents the rationale for increasing the resistance factor for concrete in compression in the 2004 edition of the Canadian Standards Association (CSA) standard A23.3, Design of concrete structures, from 0.60 to 0.65 and for precast concrete produced in CSA-certified plants from 0.65 to 0.70. The new values are supported by a probability-based resistance factor calibration and an investigation of their impact in the context of current American standards and past editions of A23.3. The work was initiated because parameters for the rectangular concrete stress block introduced in the 1994 edition of A23.3 give smaller factored resistances for concretes with strengths between 20 and 40 MPa. Minimum target reliability indices for components that fail suddenly are maintained using the new resistance factors. In the regions of compressive force – bending moment interaction diagrams that are controlled by the resistance factor for concrete, the factored resistances computed using the 2004 edition of A23.3 are similar to those of current American design criteria.Key words: code calibration, compression-initiated failure, concrete, interaction diagram, rectangular stress block, ultimate limit state.

Aim. To develop the methodology to assess the standards of physical development of children and adolescents.Materials and Methods. We have analyzed the available literature and our previous results to identify current problems in evaluating physical development of children with the focus on regional standards.Results. Current methodology in the field clearly needs standardization. We propose that “Standards of physical development of children and adolescents” software enables the objective evaluation of physical development in relation to children and adolescents and therefore can be suggested as a golden standard. Comparative analysis of the anthropometric data using this program and standard descriptive statistics (SPSS 21) showed the similarity of the results.Conclusions. Contemporary problems in the study of physical development of children and adolescents include the lack of standardized methods, standards, and official documents. We suggest our novel approach as a promising solution.

Raters must score accurately and consistently for classroom observation scores to be valid. This requires (a) a standard defining when scoring is accurate and consistent enough and (b) measuring and remediating rater performance against that standard. Current practice has focused on this second problem to the exclusion of the first. My goal here is to start a discussion about identifying a clear, explicit standard that ensures observation scores reflect a consistent view of teaching quality, rather than raters’ idiosyncratic perspectives. In doing so, I connect current certification test cut-scores, the current practice most analogous to a standard, to explicit rater standards, highlighting both the inadequacy of cut-scores and the low standards implicit to current practice.

Abstract:
By studying languages in contact, we can observe one language while revealing hidden features of another. This was the original idea of the two Slovene-Croatian phonetic and phonological bilateral projects, which connected various Slovene and Croatian phonologists. This paper highlights the work of Rastislav Šuštaršič, who continued his contrastive research of English and Slovene in contact within these projects. Several open issues of the Slovene standard language were also at the centre of his research interests, including the issue of tonemic accent in Slovene, which he studied mainly in collaboration with H. Tivadar. The findings of their works underlined a gap between the explicit norm and language use, which future codifiers of the Slovene standard language should take into consideration.
