Abstract:
Published studies on the utility of toxicogenomic approaches (transcriptomics, proteomics and metabonomics) in screening for toxicological mechanisms and evaluation of dose response effects have been reviewed. The information supports the use of transcriptomics to screen for specific toxicological mechanisms for which there is an a priori hypothesis, although in some areas such as mutagenicity testing, toxicogenomics appear to have limited value for identifying mutagens. Data from such screening approaches cannot be used to exclude the possibility of toxicity. Targeted transcriptomics might be valuable for screening for specific mechanisms of toxicity considered to be irrelevant for assessing risk to humans, which would help to reduce the need for detailed testing of some chemicals. An integrated approach is suggested where data from more than one toxicogenomic approach could be used as an adjunct to conventional toxicology to assess dose-response in toxicological tests. An outline preliminary proposal for use by regulators is suggested although it is noted that more data are required before this could be formally used in a decision-making process.

Abstract:
The current educational position and viability of the standalone preparatory (prep) school in England is examined through the perceptions of three sets of key stakeholders: parents, prep Heads, and senior school Heads. This type of school has been in existence for centuries and today forms a unique part of the independent education sector, but it is believed to be under threat due to declining numbers and school closures. The research used purposive and convenience sampling to identify case studies and face-to-face interviews were conducted with the key stakeholders. The case studies were selected from the Greater London area (deemed urban) and the Rest of England (deemed rural). Parents and Heads from eight prep schools and six senior schools were interviewed. The key stakeholders expressed their views with regard to the benefits (or otherwise) of prep schools and the pupils educated in them, the clients and the competition of such establishments. The study examines the issues currently facing the prep school as identified by the key stakeholders and considers whether these issues pose a potential threat to the sector’s viability. These risks are also considered in comparison to some broader trends affecting the education market in general. The research highlighted a large number of similarities across stakeholder views across geographical locations and noted the emergence of a new type of client. A second strand to the London market was identified which had a different purpose behind their choosing of a prep school. While no single threat is likely to be fatal to the prep school, a number of threats have appeared which, in combination risk a long, slow demise of this type of school. Although pupil numbers have plateaued over recent years, the emergence of the new customer, together with a willingness to adapt and to address at least some of the threats being faced, could be enough to ensure the survival of prep schools. However evidence of tension between education and the market was evident and could in itself impact on such a school.

Within Australia, Vocational Education and Training (VET) encompasses the Technical and Further Education (TAFE) sector, private providers, community education and training, and work-based training. Additionally, some VET activities are embedded within the secondary school and university sectors. As the major provider of Government-funded vocational education and training, TAFE has undergone significant change since its establishment in the 1970's. Historically, TAFE has provided broader education and social opportunities for individuals beyond a narrower focus on the achievement of training outcomes for economic benefits. However, shifts in policy direction in 1980's and 1990's have seen the delineation between broader education and economic outcomes becoming less distinct. While this is perhaps true of all education sectors, it has potentially impacted more on TAFE than any other sector. This thesis investigated these impacts within the context of TAFE's social service and economic utility roles. This was undertaken by analysing seven seminal Commonwealth and Queensland documents and by analysing the findings of interviews with six senior executives within Queensland's Department of Employment and Training and TAFE. The key findings of this thesis indicate that TAFE Queensland continues to perform a number of functions or activities that can be associated with a social service role. However, the findings also indicate that, for TAFE Queensland, there has been a shift towards an economic utility role. Since the Kangan Report (1974), TAFE's role has become more focussed on meeting Queensland's economic and industry needs within a broad view that Australia needs a flexible workforce, qualified to industry standards of competence and able to compete in a globalised world.

Abstract:
Position estimation using only active phase voltage and current is presented to perform high accuracy position sensorless control of a SRM drive. By extracting the amplitude of the first switching harmonic terms of phase voltage and current for a PWM period through Fourier analysis, flux-linkage and position are estimated without external hardware circuitry such as a modulator and demodulator, resulting in increasing cost, as well as large position estimation error produced when the motional back emf is ignored near zero speed. Hence the proposed position estimation scheme covers the entire speed range including the standstill under various loads and it has high resolution information depending on switching frequency. Fourier series and Fast Fourier transform are employed to decompose the phase voltage and current into its first switching harmonic. A two-phase SRM drive system, consisting of an asymmetrical converter and a conventional closed-loop PI current controller, is utilized to validate the performance of the proposed position estimation scheme in comprehensive operating conditions. The estimated values very closely track the actual values in dynamic simulations and experiments. It is shown that the proposed position estimation scheme using Fourier analysis is sufficiently accurate and works satisfactorily at various operating points. This research also proposes an accurate self-inductance measurement method. In general, when applying circulating currents within the body of a ferromagnetic material under conditions of a time varying magnetic flux, the effects of eddy current losses and resistance changes due to heating decrease the magnetic field strength and thereby the reduced magnetic field decreases the magnetic flux-linkage of SRM. These losses make a challenge to the measurement of magnetic characteristics of SRM. These motives lead to propose a measurement methodology based on 60 Hz sinusoidal excitation using a variable AC power supply, which provides an alternative to time domain integration approaches for self-inductance or flux-linkage measurement as well as eliminates error arising from thermal and eddy currents effects. The validation of the proposed method is verified with the correlation between the measurement and FEA results of flux-linkage. Furthermore, this research proposes the solutions for low cost and high efficiency drive systems, consisting of a split AC converter and a two-phase SRM. Its performance is analyzed and verified with experiments at the rated speed under various loads. It is believed that this drive system combined with the proposed position estimation scheme using Fourier analysis is a strong contender to be a low cost motor drive system with single switch per phase having comparable efficiency and acoustic noise level as an asymmetric drive system.

Past presented papers have discussed the integration efforts of incorporating Central Test & Evaluation Investment Program (CTEIP) sponsored Joint Advanced Missile Instrumentation (JAMI) components (namely the JAMI TSPI Unit-JTU), Commercial off the Shelf (COTS) parts (e.g. ARTM Tier I SO-QPSK Transmitter, Encryptor and Thermal Battery), and in-house developed devices (such as PCM Encoder and Dual Band Antenna) into a five-inch diameter Missile Telemetry (TM) Section. A prototype of this TM Section has been built up and integrated into an All Up Round (AUR) Missile and twice flown as a Captive Carried Test Missile (CTM) on an F/A-18 jet with great success. This TM Section is in the process of undergoing flight qualification testing (including environmental and electro-magnetic interference-EMI tests). After which it will be ready for mass production. This paper will detail these current efforts. In addition, the effort to upgrade some Navy and Air Force Test Ranges (with JAMI Ground Stations and Decommutators/Demodulators) to track and gather data from this Missile containing the new TM section will be discussed. Future plans to incorporate Flight Termination System (FTS) capabilities into the TM section will be covered as well.

Last year (2005), a paper discussed the efforts of integrating Joint Advanced Missile Instrumentation (JAMI) Program components (JAMI TSPI Unit - JTU, and the Flight Termination Safe & Arm device - FTS&A), commercial off the shelf parts (Flight Termination Receivers, Telemetry Transmitter, Encryptor and Thermal Batteries) and in-house developed devices (PCM Encoder and Tri-band Antenna with integrated Limiter, Filter, & Amplifier) into a five-inch diameter Missile Telemetry (TM) Section. This retrofitted missile would be captive-carried on a F/A-18 jet. This paper is a continuation of that one presented at the 2005 International Telemetry Conference (ITC) Symposium. It annotates the latest status of the JAMI Effort, as well as the Follow-On Effort to qualify the Missile TM Section for an actual missile firing. This would include the developmental and flight qualification efforts for the Explosive Train (Detonation Cord-to-Cutter Ring Assembly) and Thermal Batteries.

Abstract:
In order to provide the means to set up a control theory lab experiment involving position control of a brushed DC motor with current feedback, a pulse-width modulated motor controller was designed. The output voltage is controlled by an analog reference signal and the magnitude of the output current and voltage are measured and output. These inputs and outputs are connected to a DAQ I/O-unit such that the lab experiment can be implemented digitally. In addition, defining equations for the whole system were derived. Comparison between measurements and model showed it possible to use the current as feedback if low-pass filtered and the angular displacement controlled over a small angular interval.

In the study, the author uses grammatical (philological, linguistic) logical, systematic and other methods of scientific knowledge. The author proposes to separate the prosecutor’s office into a separate (supervisory) branch of government, which will not belong to either the executive branch or the judicial branch, as a result of which the state will receive an independent state structure that will be able to exercise its supervisory functions independently of anyone, which will allow for better and faster suppression of possible violations by any branch of government, as well as improve the work of the state apparatus as a whole.

Abstract:
The case of Mzuzu illustrates how secondary cities, where revenues are often incredibly low and capacity is minimal, can innovate and lead the way on municipal finance reform. Mzuzu is Malawi’s third largest city. The focus of this case study is a simple and fit-for capacity property valuation system that increased realised revenues seven-fold between 2013 and 2018:1 The Revenue Mobilisation Programme (REMOP). Although the programme was initially seen to be a success, several serious misgivings continue to inhibit further progress. These centre on legal barriers in the current property valuation process in Malawi. More broadly, issues such as revenue pilferage, lack of capacity for financial anagement, land ownership disputes between spheres of government, and national rural bias continue to prevent Mzuzu from achieving a sustainable financial position. For development partners, the example of Mzuzu provides a stark reminder of the vital importance of widespread stakeholder engagement and caution for legal obstacles in order to achieve sustainable project success. It also illustrates the potential of using smaller cities, with more flexibility and somewhat strong incentives for reform, as a useful starting point to trial new revenue enhancement innovations. The Development Fund for Local Authorities (DFLA), a special entity set up for small and low-cost loans to local governments in Malawi, also presents an interesting model for further exploration. By helping local authorities through the process of lending, they are building local government creditworthiness and enabling them to develop systems for future debt finance. Malawi’s cities, being some of the poorest in the world and in a country with relatively low level of urbanisation, are still at the beginning of the development curve. This early stage brings numerous challenges that are yet to be faced as well as an enormous opportunity to learn from the mistakes and successes of other cities in similar contexts. The cities are still at the critical juncture where they can invest in the urban infrastructure essential for livability and productivity before mass settlement takes place.

Abstract:
The City of Hargeisa, despite being in the very early stages of enhancing its financial position, has achieved significant reform in just a few years since its democratic establishment in 2002. The successes achieved are even more remarkable, considering the fragile context of Somaliland after 30 years of civil war within Somalia, which left widespread destruction and devastation in the city. This is compounded by Somaliland’s lack of recognition as a sovereign state by the international community. The case provides an illustrative example of leveraging urbanisation to raise municipal revenues for public service delivery, and in building local government legitimacy to better deliver to the populace. Given the context, the reforms are those that are easy to implement and effective, including the application of a simple digitised accounting and billing system, and a fit-for-purpose area-based property tax system. Where other cities have struggled to service more people with a stagnant revenue base, Hargeisa’s reforms have meant that population growth has resulted in increased revenues from property taxes and daily vendor collections. At the same time, private contributions of land on the peri-urban fringes offer an opportunity for in-kind land value capture and planned development in the future. Their successes are reinforced by the legitimacy built through participatory governance, which demonstrates what is achievable when communities, local government and the private sector work together. While Hargeisa has made progress on the basics of own-source revenue, much more is yet to be done to finance future development. Local government capital expenditure, for instance, is often far below what is budgeted. This is influenced by public demand for current and visible service delivery over and above less visible long-term investments. Furthermore, due to Somaliland’s internationally unrecognised status as an independent country, Hargeisa received limited development assistance when compared to other cities in similar contexts. However, a small coordinated effort through a coalition of UN agencies has fundamentally shaped some of the city’s reforms. As the country begins to formalise its financial sector, opening up to commercial banking and international investment, development support will be needed to ensure local governments and the private sector are able to capitalise on the opportunities this presents.

This special report describes the first phase of developing an ecological model to inform marine bioinvasion risks in the United States. The project responds to the needs of the US Army Corps of Engineers (USACE) Aquatic Nuisance Species Research Program, or ANSRP, which addresses all problematic invasive aquatic species affecting the nation’s waterways, infrastructure, and associated resources, and the needs of the USACE navigation and dredging programs. Multiple port-deepening studies are either in progress or under consideration, and all must address ecological risk. Understanding whether and how increased dredging contributes to increased marine bioinvasion risk allows risk mitigation during early planning phases. Considering the potential impacts of future environmental change, such as changing sea level, ocean temperature, and ocean chemistry, will further strengthen planning for marine bioinvasion risk. Therefore, this special report documents current ecological modeling approaches to marine bioinvasion risk models and identifies models that incorporate shipping as a vector. The special report then presents a conceptual model and identifies historic vessel position data from the Automatic Identification System, or AIS, now available for most commercial and some recreational vessels around the United States, as a key source for future model development and testing.

The populist Radical Right Sweden Democrats (SD) have long been excluded from cooperation with other parties. As other parties have moved closer to the party’s more restrictive migration policy, and as older party leaders from the extreme Far Right have departed, some of the arguments in support of isolating the SD have waned. However, the party is still criticized for its ambiguous attitude towards Russia. But although individual politicians have openly expressed pro-Russian views, the current SD leadership has repeatedly rejected such accusations. The party’s position became increasingly relevant in 2022 when the Russian invasion of Ukraine coincided with the parliamentary elections. This article analyses the attitude of the SD towards the Putin regime and how this developed in response to the invasion of Ukraine. It also looks at how this has affected the public perception of the party and to what extent its position on Russia will continue to be important in the public debate.

This Coastal and Hydraulics Engineering Technical Note (CHETN) describes a method for evaluating the received coverage from Automatic Identification System (AIS) shoreside sites along the Missouri River managed by the US Army Corps of Engineers (USACE) Lock Operations Management Application (LOMA), and presents the results of that analysis. The purpose is to identify AIS coverage gaps in the current system. Reception of AIS transmissions between shore-based transceivers and vessels is generally line-of-sight between the vessel and the AIS site antenna. However, signal reception may be affected by factors such as the distance and terrain between the vessel and the transceiver site, quality of the transceiver installation, state of the equipment either aboard the vessel or at the shore transceiver station, and atmospheric phenomena. Quantifying coverage gaps along the inland waterways system can inform research that uses AIS data, provide information on the performance of the AIS network, and provide guidance for efforts to address coverage gaps to improve navigation safety. In autumn 2020, severe shoaling was occurring on the Missouri River. As the shoals were identified, the Kansas City District requested the LOMA system transmit AIS Aid to Navigation (AtoN) to mark the shoals in several critical areas. However, vessel pilots sometimes reported that they were not receiving the AIS AtoN being transmitted. At the request of the Kansas City District, the US Army Engineer Research and Development Center, Coastal and Hydraulics Laboratory (ERDC-CHL), conducted a coverage analysis using data collected from the LOMA AIS transceivers in the area to determine if there were coverage issues and their extent and to aid in determining the best means of addressing any coverage gaps.

In May and June 2018, April 2021, and April 2022 the Gulf Coast Network (GULN) surveyed shoreline position at Gulf Islands National Seashore (GUIS) as a part of the NPS Vital Signs Monitoring Program. Monitoring was conducted following methods detailed in Monitoring Shoreline Position at Gulf Coast Network Parks: Protocol Implementation Plan (PIP; Bracewell 2017). Shoreline change was calculated using the Digital Shoreline Analysis System developed by USGS (Theiler et al. 2008). Key findings from this effort are as follows: In Florida, the mean shoreline change rate from 2018 to 2022 was -5.14 meters/year (-17.75 feet[ft]/year) with a standard deviation of 4.57 meters (14.99 ft). Approximately 91% of transects exhibited landward retreat. In Mississippi, the mean change in island width from 2018 to 2022 was -7.46 meters/year (-24.5 ft/year) with a standard deviation of 12.49 meters (41.0 ft). Approximately 73% of transects exhibited a loss in width. The 2020 hurricane season was extremely active, causing high shoreline retreat rates from 2018 to 2021. The 2021 hurricane season was much calmer in comparison, and concordantly, rates of shoreline retreat were generally lessened or reversed to shoreline advance between 2021 and 2022. A beach nourishment project on the eastern end of Perdido Key advanced the shoreline an average of 42.2 meters (138.5 ft) within the project area. This report expands on the previous GULN Shoreline Position report (Bracewell 2022a), to document “storminess” and current sea level rise trends. This project is in the early phases of implementation and will benefit from future surveys to better understand the influence of slight changes in survey timing and other environmental variations.

The Treaty on the Prohibition of Nuclear Weapons (TPNW) entered into force on 22 January 2021. As part of a project examining NATO obligations and how they interact with nuclear non-proliferation and disarmament law and policy, this paper focuses on what the entry into force of the TPNW should mean for members of the NATO Alliance. NATO has long maintained a strong unified position in opposition to the new treaty, meaning that under current circumstances it is unlikely that any NATO member will join the TPNW. But the reality for NATO, its members and partners is that the TPNW is now here to stay. There is a risk that if the Alliance maintains an intense focus on opposing the TPNW, this may obscure NATO’s broader long-standing commitment to global nuclear disarmament, and may undermine the potential for NATO and supporters of the TPNW to work together to advance the common goal of nuclear disarmament.
