This article examines capability deprivation as the basis for analyzing poverty. The capability approach, developed initially by Amartya Sen, questions the “informational space” on which considerations of poverty, inequality, justice, and so forth, should be based. According to the capability approach, the appropriate “space” for analyzing poverty is not what people have, nor how they feel, but what they can do and be. After providing an overview of the concepts that comprise the capability approach, this article discusses three key questions within the literature regarding the nature of the approach, namely: the question of functioning and/or capabilities, the question of a capability list, and the question of aggregation. It also describes some prominent empirical applications that have been inspired by the capability approach and concludes with an assessment of the current state-of-the-art literature on the capability approach.

This chapter presents Sen’s capability approach as a framework for well-being measurement with powerful and ongoing relevance to current work on measuring well-being in order to guide public policy. It discusses how preferences and values inform the relative weights across capabilities, then draws readers’ attention to measurement properties of multidimensional measures that have proven to be policy relevant in poverty reduction. It presents a dual-cutoff counting methodology that satisfies these properties and outlines the assumptions that must be fulfilled in order to interpret ensuing indices as measuring capability poverty. It then discusses Bhutan’s innovative extension of this methodology in the Gross National Happiness Index and reflects upon whether it might be suited to other contexts. It closes by responding at some length to relevant material in other Handbook chapters.

Critical and dangerous threats imperil global health. Serious health disparities, hazardous contagions that can circle our globalized planet in hours, a bewildering confusion of health actors and systems all combine in a kaleidoscopically fragmented, incoherent, and unjust global health enterprise. While a growing body of work in global justice and international relations explores moral issues and global governance, very little of it has linked principles of global health justice to governance to create a theory of global health. But the dangers confronting the world make a theoretical framework essential, to enable analysis of the current system and to ground proposals to reform it and align it with moral values. This book presents a global justice theory—provincial globalism (PG)—and links it with the theory of shared health governance (SHG) to offer an alternative to the prevailing modus operandi, which has manifestly failed to serve global health. The PG/SHG framework advances health capability, and specifically the capability to avoid premature death and preventable morbidity, as the proper goal of health systems and policy. This framework sees human flourishing as global society’s end goal and proposes an ethical demand for health equity as the criterion for evaluating global health policy and law. It examines the current actors in global health, assessing their strengths and weaknesses, and proposes assigning responsibilities to actors at all levels according to their functions and capabilities.

Liver failure is common and carries high morbidity and mortality. Liver transplantation (LT) is the only definitive treatment available performed as an emergency in acute liver failure and electively for chronic liver disease. In the last 50 years, a number of extracorporeal liver support devices and modifications have emerged , some of them purely mechanical in nature aimed at detoxification, while others are cell based systems possessing bio-transformational capability. Mechanical devices are mainly based on albumin dialysis, albumin being a key transporter protein that is severely deficient and irreversibly destroyed in liver diseases. Despite a sound scientific rationale and good safety profile, none of the currently available devices have shown enough promise to be incorporated in routine clinical practice, their use being limited to specific clinical situations. This chapter describes currently available devices, their operational characteristics, current evidence of their utility and limitation, and the future developments in the field of extracorporeal liver support.

Modern conceptions of science literacy include knowledge of science facts; a grasp of scientific methods, norms, and practices; awareness of current discoveries and controversies involving science and refinement of the ability to comprehend and evaluate their implications; the capability to assess the priorities and actions of scientific institutions; and the capacity to engage in civic discourse and decision-making with regard to specific issues involving science. Advocates of increased science literacy maintain that widespread public understanding of science benefits individuals, culture, society, the economy, the nation, democracy, and science itself. This chapter argues that the relatively crude measures currently employed to assess science literacy are insufficient to demonstrate these outcomes. It is difficult to know whether these benefits are real and are independent of greater levels of education. Existing measures should be supplanted by multidimensional scales that are parsimonious, easy to administer, reliable, and valid over time and across cultures.

History shows that the rise and fall of great powers are conducive to conflict and war, while realist international theories try to prove there is an irresistible logic to this historical lesson. If China has indeed risen to a full-fledged great power, the rest of the world does have reason to worry about its intentions and strategy toward the current global order. But does that premise hold up? Despite China’s phenomenal economic growth and the widespread “second place” bubble, China’s economy is not as strong as it appears. The chapter argues that China still has a long way to go to catch up to the current superpower, the United States, but its growth is more unsustainable than analysts tend to assume. China has neither the capability nor the intention to destabilize the current world order, and this defines China as not a revisionist but rather as a status quo state.

Clinical questions regarding the adolescent’s current emotional state, suicidal ideation/intent, reasons for suicidality, access to means, and capability of the environment to keep the adolescent safe are suggested. This article examines the concept, development and implementation of the no harm principle and its wider role in public international law. While generally acknowledged in international environmental law protecting other states from physical harm caused to their territory, in other areas of international law the principle is of increasing importance in order to find a balancing mechanism between colliding states’ interest in case of negative externalities caused by one state to the detriment of other states. The article traces implementations of the regulatory mechanism to focus on the adverse effect in other areas of public international law, ranging from trade and monetary agreements to invocation of the concept in current initiatives especially in the context of harmful tax competition and banking regulations. This will show the general capability to balance colliding states’ interest providing solutions for an increasingly interdependent world and giving meaning to the concept of a global community.

It argues against this view and points to a more nuanced position: a harder-to-manage world has arrived, but the essential structural imperatives that have operated for twenty years are likely to remain. The chapter grounds this argument in the near certainty that all-out systemic war is off the table as a mechanism for hegemonic transition; the fact that the rising challenger to the system’s dominant state is approaching peer status on only one dimension of state capability, gross economic output; and the historically unprecedented degree of institutionalization in world politics coupled with the central role institutions play in the dominant power’s grand strategy. Each change favors the status quo states and makes revisionism harder.

Major powers have immense resources at their disposal, while minor powers are assumed to avoid wars and power politics due to structural and material constraints. This provokes the question why do some minor powers nonetheless decide to militarily engage their vastly stronger opponents, particularly major powers? Inspired by several theoretical insights, this book proposes a more complex framework of minor powers in interstate asymmetric conflict. It analyses five conditions highlighted by previous studies: domestic crisis, foreign support, window of opportunity, anomalous beliefs, and regime stability. The theoretical framework works well with a mixed-methods approach, a medium-N research design (Qualitative Comparative Analysis), and three case studies: Iraq (1990), Moldova (1992), and Serbia (1999). The book finds that by looking through the lenses of multiple theories, one can observe a more nuanced relationship how different conditions interact in impacting minor powers’ decisions. Ultimately, minor powers militarily engage major powers when facing a more important domestic crisis and when they also believe that they have a window of opportunity or support from another major power in order to constrain major powers’ capability and resolve. Looking at the current conflict in Syria, there are important policy implications given the observation that minor powers do and will continue to challenge major powers in the future.

It is increasingly clear that, alongside the spectacular forms of justice activism, the actually existing just city outcomes from different everyday practices of performative politics that produce transformative trajectories and alternative realities in response to particular injustices in situated contexts. The massive diffusion of urban gardening practices (including allotments, community gardens, guerrilla gardening and the multiple, inventive forms of gardening the city) deserve a special attention as experiential learning and in-becoming responses to spatial politics, able to articulate different forms of power and resistance to current state of unequal distribution of benefits and burdens in the urban space. While advancing their socio-environmental claims, urban gardeners makes evident that the physical disposition of living beings and non-living things can both determine and perpetuate injustices or create justice spaces. In so doing, urban gardeners question the inequality-biased structuring and functioning of social formations (most notably urban deprivation, lack of public decision and engagement, and marginalization processes); and conversely create (or allow the creation of) spaces of justice in contemporary cities. This book presents a selection of contributions investigating the possibility and capability of urban gardeners to effectively tackling with spatial injustice; and it offers the readers a sound theoretically-grounded reflections on the topic. The mechanized infantry is one of the least-studied components of the U.S. Army's combat arms, and its most visable piece of equipment, the Bradley Fighting Vehicle, is one of the military's most controversial pieces of equipment. This study traces the idea of mechanized infantry from its roots in the early armored operations of World War I, through its fruition in World War II, to its drastic transformation in response to the threat of a nuclear, biological, and chemical battlefield. The U.S. Army's doctrinal migration from the idea of specialized armored infantry to that of more generalized mechanized infantry led to problematic consequences in training and equipping the force. Haworth explores the origins, conduct, and outcome of the Bradley controversy, along with its implications for Army institutional cultures, force designs, and doctrines. Challenging traditional partisan views of the Bradley program, Haworth goes to the roots of the issue. The author details the mechanized infantry's problematic status in the Army's traditional division of roles and missions between its Infantry and Armored branches. While new conditions demand new equipment, old institutions and current commitments inevitably complicate matters; thus, traditional infantry considerations have driven the Bradley's requirements. The raw capability of the vehicle and the fortitude and ingenuity of its users have to some extent compensated for the conflicting pressures in its design. However, the reluctance of the Army to see mechanized infantry as a specialty has led to the problem the vehicle has faced, as this book clearly shows.

The Goldwater-Nichols Department of Defense Reorganization Act of 1986 is the most important legislation to affecting U.S. national defense in the last 50 years. This act resulted from frustration in Congress and among certain military officers concerning what they believed to be the poor quality of military advice available to civilian decision-makers. It also derived from the U.S. military's perceived inability to conduct successful joint or multi-service operations. The act, passes after four years of legislative debate, designated the Chairman of the Joint Chiefs of Staff as the principal military advisor to the President and sought to foster greater cooperation among the military services. Goldwater-Nichols marks the latest attempt to balance competing tendencies within the Department of Defense, namely centralization versus decentralization and geographic versus functional distributions of power. As a result of the Goldwater-Nichols Act, the Chairman of the Joint Chiefs has achieved prominence, but his assignment is somewhat contradictory: the spokesman and thus the advocate for the Commander in Chief, while simultaneously the provider of objective advice to the President. While the act did succeed in strengthening the CINCs' authority and in contributing to the dramatic U.S. achievements in the Gulf War, the air and ground campaigns revealed weaknesses in the CINCs' capability to plan joint operations. In addition, the increased role of the military in ad hoc peacekeeping operations has challenged the U.S. military's current organizational structure for the quick deployment of troops from the various services. Rapid technological advances and post-Cold War strategic uncertainty also complicate the U.S. military's organizational structure.

The strongest Indian summer monsoon (ISM) on the planet features prolonged clustered spells of wet and dry conditions often lasting for two to three weeks, known as active and break monsoons. The active and break monsoons are attributed to a quasi-periodic intraseasonal oscillation (ISO), which is an extremely important form of the ISM variability bridging weather and climate variation. The ISO over India is part of the ISO in global tropics. The latter is one of the most important meteorological phenomena discovered during the 20th century (Madden & Julian, 1971, 1972). The extreme dry and wet events are regulated by the boreal summer ISO (BSISO). The BSISO over Indian monsoon region consists of northward propagating 30–60 day and westward propagating 10–20 day modes. The “clustering” of synoptic activity was separately modulated by both the 30–60 day and 10–20 day BSISO modes in approximately equal amounts. The clustering is particularly strong when the enhancement effect from both modes acts in concert. The northward propagation of BSISO is primarily originated from the easterly vertical shear (increasing easterly winds with height) of the monsoon flows, which by interacting with the BSISO convective system can generate boundary layer convergence to the north of the convective system that promotes its northward movement. The BSISO-ocean interaction through wind-evaporation feedback and cloud-radiation feedback can also contribute to the northward propagation of BSISO from the equator. The 10–20 day oscillation is primarily produced by convectively coupled Rossby waves modified by the monsoon mean flows. Using coupled general circulation models (GCMs) for ISO prediction is an important advance in subseasonal forecasts. The major modes of ISO over Indian monsoon region are potentially predictable up to 40–45 days as estimated by multiple GCM ensemble hindcast experiments. The current dynamical models’ prediction skills for the large initial amplitude cases are approximately 20–25 days, but the prediction of developing BSISO disturbance is much more difficult than the prediction of the mature BSISO disturbances. This article provides a synthesis of our current knowledge on the observed spatial and temporal structure of the ISO over India and the important physical processes through which the BSISO regulates the ISM active-break cycles and severe weather events. Our present capability and shortcomings in simulating and predicting the monsoon ISO and outstanding issues are also discussed.

The Action Plan for Australian Mammals 2012 is the first review to assess the conservation status of all Australian mammals. It complements The Action Plan for Australian Birds 2010 (Garnett et al. 2011, CSIRO Publishing), and although the number of Australian mammal taxa is marginally fewer than for birds, the proportion of endemic, extinct and threatened mammal taxa is far greater. These authoritative reviews represent an important foundation for understanding the current status, fate and future of the nature of Australia.
This book considers all species and subspecies of Australian mammals, including those of external territories and territorial seas. For all the mammal taxa (about 300 species and subspecies) considered Extinct, Threatened, Near Threatened or Data Deficient, the size and trend of their population is presented along with information on geographic range and trend, and relevant biological and ecological data. The book also presents the current conservation status of each taxon under Australian legislation, what additional information is needed for managers, and the required management actions. Recovery plans, where they exist, are evaluated.
The voluntary participation of more than 200 mammal experts has ensured that the conservation status and information are as accurate as possible, and allowed considerable unpublished data to be included. All accounts include maps based on the latest data from Australian state and territory agencies, from published scientific literature and other sources.
The Action Plan concludes that 29 Australian mammal species have become extinct and 63 species are threatened and require urgent conservation action. However, it also shows that, where guided by sound knowledge, management capability and resourcing, and longer-term commitment, there have been some notable conservation success stories, and the conservation status of some species has greatly improved over the past few decades.
The Action Plan for Australian Mammals 2012 makes a major contribution to the conservation of a wonderful legacy that is a significant part of Australia’s heritage. For such a legacy to endure, our society must be more aware of and empathetic with our distinctively Australian environment, and particularly its marvellous mammal fauna; relevant information must be readily accessible; environmental policy and law must be based on sound evidence; those with responsibility for environmental management must be aware of what priority actions they should take; the urgency for action (and consequences of inaction) must be clear; and the opportunity for hope and success must be recognised. It is in this spirit that this account is offered.

Exploring themes critical to understanding the current world order, this book lays bare the reality of the new Russia that emerged under Vladimir Putin. Russia holds the world's largest natural gas reserves, the second largest coal and uranium reserves, and the eighth largest oil reserves. Europe is dependent on Russia for 25 percent of its oil and gas. Russia is also positioning itself to play a similar role with respect to China. The key to this strategy is a network of new oil and natural gas pipelines that Russia is in the process of constructing, which will by-pass the problematic Ukraine, Georgia, Poland and the Baltic States in the West, and lock-in the enormous potential of China in the East. Further, as the Western economies including the USA begin themselves to recover, their growing energy dependence will come back into the forefront, and therefore the need to ensure that Russia does not fail in its opening up of new energy resources in the Arctic and Eastern Siberia. Russia is no longer a superpower, in the Cold War sense of the word, because its military is significantly weaker, and as such is incapable of conducting a regional let alone global war against either the United States or NATO. It is precisely because of its military weakness that Putin has been forced to adopt an asymmetric approach. Thus, the pipeline spigot and the proliferation of missiles and aircraft have become Russia's weapons of choice, along with an ever growing reliance on its strategic nuclear forces to provide it with the necessary deterrent to foreign aggression. In addition, Putin and Medvedev have no interest in an arms race with the United States, it is too costly and detracts from their priority, which is economic reform. From Putin's perspective, America is in the process of imposing "absolute security" or as Joint Vision 2020 put it: "full spectrum dominance" over the world. As the sole remaining superpower, the United States enjoys a massive strategic imbalance in its favor, which it has used first to contain, but now with the intent to control the world. How? NATO expansion lays the groundwork for a U.S. global missile defense system to contain perceived adversaries, such as Russia, which in turn secures the dominance of America through its Prompt Global Strike (PGS) capability – the ability to strike anywhere on the planet with impunity within 90 minutes of the order being given by The President. Thus, PGS will be to the 21st Century, what British Gun Boat Diplomacy was to the 19th Century. In such a context, Russia is forced to respond asymmetrically.
