This thesis aims to analyze the identity building dimension of the process of European integration and to examine how the Community cultural policy has been constructed by investigating the general discourse produced by the Community institutions since the 1970s in order to inculcate a sense of belonging among European citizens, to give an emotional aspect to the integration process, and to overcome the legitimacy problem. The themes of &ldquo
unity&rdquo
and &ldquo
diversity,&rdquo
enshrined in the official motto of &ldquo
unity in diversity&rdquo
of the European Commission, constitute the cornerstone of the Community cultural policy. This thesis analyzes the embodiment of European identity in the Community cultural policy with a special focus on three selected areas: audiovisual, educational and language policies. In conclusion, this thesis maintains that the mild, abstract and ambiguous notion of &ldquo
unity in diversity&rdquo
that accommodates heterogeneous European cultures and characteristics in conformity with the multi-layered EU polity is the most plausible and desirable mode of European cultural identity for the EU bureaucratic elites. However, this identity building strategy has limitations stemming from the intrinsic nature of the EU and the absence of a coherent definition of European identity.

Abstract:
This dissertation explores the European Union’s (EU) European Neighbourhood Policy (ENP) as a technology of insecurity governance in order to better understand insecurity management practices of the EU bureaucracies and policy elites. The central argument of the project is that security communities are insecurity communities. Rather than trying to maintain a state of non-war, insecurity communities establish and further develop a constant productive field of insecurity management that aims to identify and govern threats and unease. The projects core contributions rest with the security community theory and the literature on the EU’s external governance literatures. Empirically, the dissertation focuses on the human mobility and transportation insecurity management practices of the EU in relation to the uses of e-Passports and intermodal containers.

Abstract:
This thesis investigates the EU policy-making process concerning the external dimension of migration focusing on the EU's eastern neighbourhood. In recent years, there has been an increasing emphasis on integrating a comprehensive migration dimension into the broader external policies of the EU. In 2004, the European Neighbourhood Policy (ENP) was developed as an overarching foreign policy tool integrating the EU's existing policies towards its southern and eastern neighbourhood under a single framework with the objective of ensuring security and stability in the EU's neighbourhood. The management of cross-border movements along the EU's new eastern frontiers in particular has moved up on the EU agenda with the eastern shift of the EU borders following the 2004/2007 eastern enlargements. With the increasing integration of migration policy objectives into the EU's broader neighbourhood policy, the EU has progressively established a more streamlined form of cooperation with its immediate eastern neighbours concerning different dimensions of migration policy. The thesis examines the EU policy-making process with the aim of answering the question of how the EU policy has been shaped in the view of diverging national preferences and institutional roles and influence concerning the external dimension of migration policy. As a salient policy area central to national sovereignty and interest, the EU member states traditionally seek to control the impact of institutional constraints in the area of migration policy and support mechanisms by which they could exert national control over the policy outcomes. On the other hand, the increasing ‘communitarisation' of the policy area since the Amsterdam Treaty has enhanced the role of the EU institutions. Drawing on the new-institututionalist approaches to EU policy-making, the thesis questions a purely intergovernmental understanding of policy-making dominated by the preferences of the member states in the external dimension of EU migration policy.

Abstract:
This thesis seeks to develop an under-researched area of Europeanisation theory, namely the link between the ‘export' dimension of Europeanisation and the European Union's (EU) external crisis response instruments, and specifically the European Security and Defence Policy (ESDP). It examines the theory of Europeanisation and its relevant dimensions for this thesis, defining ‘Europeanisation' in this context as the export of European values, principles, structures, ideas and norms beyond the geographical borders of the EU. The thesis sets out to test whether ESDP operations can provide a vehicle for Europeanisation in the countries in which they are deployed. It examines the evolution of European Union security and defence policy and the evolution of the EU's operational military and civilian mission instrument, and employs case studies of operations in a specific country context in order to test whether ESDP operations can indeed be a practical mechanism with the potential to export the EU's norms and principles. The thesis employs case studies of three ESDP missions conducted in the former Yugoslav Republic of Macedonia (fYROM) - the military operation Concordia, and police missions Proxima and EUPAT. It explores whether these EU external instruments had a Europeanisation dimension, and whether and how in practice they contributed to Europeanisation. fYROM makes a germane case study as a new country emerging from crisis, on the EU's border, and in line for prospective future EU membership. The case studies show that the primary effect of the military operation Concordia, in contributing to the country's security and political stabilization and providing a visible and symbolic EU presence, was to provide a platform for subsequent Europeanisation. The follow-on Proxima and EUPAT civilian operations carried a more direct Europeanisation agenda and effect, playing an important role in transferring the EU's approach to addressing causes of conflict and contributing as part of the EU's wider efforts to promoting the integration of fYROM in the EU. The thesis concludes that ESDP operations can be a vehicle for exporting European values, principles and norms, and as such, a promoter of Europeanisation beyond the EU's borders. This research can contribute to deepening the area of Europeanisation theory concerned with export dimensions of the theory, and suggests there is academic value in examining the Europeanisation aspects of EU external instruments, including civilian and military operations in other case study contexts, including in countries well beyond the EU's neighbourhood. The research also highlights the value for the EU of conceptualising the ESDP mission instrument through a Europeanisation lens, in terms of maximising the transformative potential of the instrument as part of wider EU strategy to pursue normative, security and political objectives in its neighbourhood and the wider international sphere.

Abstract:
This dissertation is a comparative study of cultural relationships between European and Indian settler communities along the Six Nations' borders with New York and Pennsylvania from 1720 to 1780. It particularly examines "everyday encounters" between ordinary peoples---a dimension of colonial social and economic life that has usually escaped historians' attention. Palatine, Scots, Irish, Dutch, and English colonists not only lived close to Indian villages but also frequently interacted with Iroquois, Delawares, and other natives. Frontier farms, forts, churches, and taverns were scenes of frequent face-to-face meetings between colonists and Indians. My dissertation explores the dynamics of settler-Indian encounters and how they changed over time in the Mohawk, Susquehanna, and Ohio valleys. Ordinary people powerfully shaped the larger patterns of cultural contact through their routine negotiations.;The dissertation establishes a new vantage point by exploring northeastern North America as the "Iroquoian borderlands" rather than the Middle Colonies' frontiers. It also employs comparative history to highlight the structural similarities and differences of the Six Nations' borders with nearby colonies. Both Pennsylvania and New York enjoyed alliances with the Six Nations that sustained a period of peaceful relations in the eighteenth century. But Pennsylvania's settlement expansion sparked a triangular contest over land between natives, European squatters, and proprietors that resulted in open warfare and native dispossession by the 1750s.;New York enjoyed the longest span of peace with the native nations on its borders. In the Mohawk Valley, strong religious, economic, social, and military ties enabled Indian and colonial communities to coexist for most of the eighteenth century. It was not until the American Revolution that New York experienced the same racially charged warfare that Pennsylvania and other British colonies had experienced much earlier. The Revolution overturned the patterns of accommodation that prevailed between the Iroquois and the New York colonists. It uprooted the British-Iroquois alliance and led to dispossession for many Iroquois in punitive postwar treaties with the U.S. The comparative context more precisely reveals the means whereby the permeable Iroquoian borderlands of the early eighteenth century were transformed into juridically and racially defined state and national borders by the 1780s.

Abstract:
This thesis attempts to demonstrate that, far from being of little or even no importance as some authors have argued, the 1956 Suez Crisis was an event of great significance to the evolution of British and French policies towards membership of the European Communities. It identifies a gap in the historiographies of the Suez Crisis and the European integration process, and seeks to fill it, while at the same time providing a new interpretation of the link between the two areas of historical focus. Using manuscript sources from English, French and American archives, as well as contemporary media articles and personal papers, it will present six ways in which Suez directly influenced the development of British and French policy towards the European Communities: by forcing the British government to review the country’s position in the world, by enhancing the career of Harold Macmillan, boosting that of Edward Heath, changing French attitudes towards the Common Market in late 1956, its role in the return to power of General de Gaulle, and the development of the French nuclear deterrent. It will conclude that not was Suez a significant factor, but that without it, there may not be a European Union today.

L'analisi dell'evoluzione della politica estera della Russia post-sovietica in Ucraina non può prescindere dai cambiamenti in atto nel contesto geopolitico europeo. Questi, infatti, coinvolgono e modificano in maniera cruciale quelle che sono le priorità del Cremlino nell'arena internazionale nei confronti di un vasto numero di attori. La complessità dello Stato ucraino emerge, con le sue ambiguità, fin dal suo primo decennio di indipendenza: divergenti rappresentazioni relative all'identità nazionale alimentano quella che è la politica incerta di una Federazione russa già impegnata in un'imponente ristrutturazione istituzionale interna. Questo studio si propone di indagare il fondamento delle relazioni bilaterali tra Mosca e Kiev: l'attenzione è rivolta soprattutto alla posizione assunta di volta in volta dalla Russia nei confronti di una Ucraina che, ad una politica bilanciata ed amichevole con l'Occidente quanto con la Russia, ha sostituito un atteggiamento apertamente filoccidentale prima e filorusso poi. Le problematiche scaturite in ambito europeo nel contesto dell'attuale crisi hanno fatto emergere la valenza strategica del Paese: l'andamento delle relazioni bilaterali, in ambito economico quanto politico, si lega ad un rapporto che coinvolge complesse dinamiche storiche e di identità. Abstract:
This thesis crosses the research fields of cultural policy and urban design, and examines the policies and political contexts of a new globally significant experiment in creative city development: the Seoul Digital Media City (DMC). The DMC is a newly built urban district, intentionally structured as a creative cluster. This research investigation opens by considering the concept of 'creativity', and the way it has recently animated national policies for urban, economic, as well as cultural, development. Throughout this thesis, the ever-present conundrum of 'East-West' cultural interchange persists, and the thesis attends to the challenges for research in understanding how major Western policy trends (like 'creative city' and 'creative cluster') are received, adapted and implemented, all the while subject to the specific requiremenets of national Asian policy aspirations. The thesis traces the developmental trajectory of the DMC project, and in the context of explaining its rationale, it conveys the various ways in which the DMC articulates a confluence of political ideals. It presents the main discursive influences of the Creative City trend on South Korea and particularly the municipal government of its capital, Seoul. It explains the political and economic contexts on which Creative City discourse has gained traction, along with the significance of the subsequent 'Korean Wave' phenomenon. Largely from an engagement with the literature of the creative city discourse, this thesis articulates fresh criteria for an empirical analysis of the DMC, suitably contextualized by observations on the local contexts of Seoul city urban development and planning. These criteria are used in a case analysis examination of the DMC, which in turn generate further discussion on the implications for adapting Western Creative City policies. The central dimension of the case analysis concerns the assessment of the 'creative' content of the DMC, and the terms by which we can define the DMC as creative. The case analysis, however, demonstrates that 'creativity' in the DMC is both compromised and fraught with conceptual paradoxes, particularly with regard the issues of authenticity and identity. Nonetheless, the thesis suggests ways in which a substantive role for arts and culture could provide pathways for development.

This work analyses the paths taken in the field of the cultural heritage at the European Union level and how the Community has integrated it into its policies. It identifies the major European legal frameworks, procedures and initiatives in which European heritage has evolved since the 1950; the aim is therefore to describe, expose, and assess the objectives and the impacts of European cultural interventions in order to be able to understand to what extent European law protect and promotes the cultural heritage and thus of culture itself. Moreover, the thesis examines the main issues shaping the fields in the beginning of the 21st century, including the socio-economic pressures, the natural and manmade threats, and the decay and abandonment of historic and traditional cultural heritage. The historical and theoretical approach to heritage provides an opportunity to understand recent developments in European cultural policies, rethinking the integrated approach, further developing cooperation, and building resilience and sustainability.

Abstract:
In the English museums sector, an impetus for impact assessment stems from an internal ethos towards producing positive impacts for the public. Furthermore, as institutions largely dependent on national and local government funding, museums have increasingly been called to demonstrate their impacts to policy makers. Economic impact and valuation procedures are employed to help meet these demands. However, consideration of non-economic impacts has not kept pace. Reasons include the contested priorities in the sector, a fluctuating policy landscape and too exclusive a focus on theoretical debates rather than empirical research. Indeed, a great deal of attention and time has already been allocated to impact assessment with little accumulation of evidence at a museum-specific or national level. Accordingly, this research set out to reveal a detailed understanding of socio-cultural impacts of museums for their local communities. A thorough meta-synthesis of nineteen academic and non-academic sources, revealed the limitations of previous studies. These limitations relate to sampling, method choice, sophistication of analysis and transparency in reporting. Often, only potential impacts have amounted. The Royal Albert Memorial Museum (RAMM), in the southwest city of Exeter offered a suitable research site for this large-scale study. Drop and Collect administered household surveys ensured the elicitation of views from residents across the city. A range of statistical analysis techniques were applied to cross-sectional samples (n=435, n=384). The main contribution of this research is to demonstrate a replicable approach to eliciting views from the public regarding the impacts of their local museum. Future evaluation can follow this model which is neither focused upon economic impacts, nor arrives at a monetised valuation. Cluster Analysis proves a preferable way of grouping the public rather than traditional segmentations pertaining to socio-demographic or behavioural characteristics. Furthermore, socio-cultural impacts are effectively assessed, monitored and prioritised through Gap Analysis. Factor Analysis reveals latent constructs of Personal-fulfilment, Objects and their Surrounding Narratives, Self-actualisation, Learning and Networked Leisure drive these impacts. Therefore, this research meets the museum management challenge of finding a suitable design for assessment of impacts in relation to different communities.

Abstract:
This thesis is an investigation into the relationship between culture in New Labour policy and within the competition for the European Capital of Culture 2008. The study interrogates a policy paradigm which it identifies as a 'creative city/urban planning' approach to urban regeneration. It locates this approach within a wider New Labour 'Third Way' politics, in that it attempts to reconcile economic instrumentalism with a rhetorical commitment to a politics of the social. Based on elite interviews and documentary analysis, this thesis argues that this approach to urban regeneration draws on a misappropriation of the work of cultural theorist Raymond Williams. It demonstrates how this misappropriation results in an unbounded anthropological definition, whereby culture colonises all areas of economic and social life. Within this template, culture becomes a surrogate economic and social policy. This is illustrated in the case-study of Liverpool's bidding for, winning of and plans for Capital of Culture 2008. This analysis shows how culture without parameters is usurped within both a neo-liberal economic agenda, and a policy template which recasts social inequality as a personal cultural deficit. Within Liverpool's urban strategy, culture is conceived as a social and economic panacea. However, when culture comes to mean everything, it invariably means nothing. This thesis attempts to put Raymond Williams' 'vague and baggy monster' back in its theoretical cage.

Abstract:
This thesis studies Turkish migration policies as an outcome of the interactions between the European Union, international organisations (UNHCR, IOM) and domestic migration governance. Counterbalancing a tendency in the literature to focus on external influences and specifically the EU's power over candidate countries, Turkish migration policy is seen to result from interrelationships between external and domestic actors that vary according to context of policy type, time and relative balance of power between the actors. Changes in international relations, Turkey's relationship with the EU, and internal to migration governance, can relativize the power asymmetry between EU and Turkey, leading to opportunities for domestic authorities to exert influence. The study has a comparative design across four cases of migration policy decision-making and by actor-type. This allows investigation of interrelations and an actor's efforts to exert influence relative to the others. A prominent policy is examined for each of the main four fields of Turkish migration policy: legislative reform (Law on Foreigners and International Protection), irregular migration (EU-Turkey readmission agreement), regular migration (adoption of the EU's visa lists) and asylum (removal of geographical limitation clause from the 1951 Refugee Convention). Document analysis is supplemented by original data from twenty-one semi-structured interviews, conducted with experts from Turkish Ministries, international organisations and the EU Commission. The main finding is that the degree of external influence over Turkish migration policy is contextually shaped, by time, the substance of a specific policy field, and most notably by the degree to which a policy field is politicised. EU influence is strongest when a policy field is politicised and driven by ‘conditionality'. International organisations are less influential actors but present in shaping more technocratic and less politicised policies through ‘social policy learning'. Turkish authorities exert clear agency and use international negotiations to gain leverage to advance domestic migration interests.

Abstract:
The purpose of the present study is, by employing the methods of process-tracing and pattern-matching, to compare the policy-processes with regards to the cases of student and patient mobility. While the case-study approach to EU policy-making from a comparative perspective was introduced in the late 1970s, so far there has not been a study, which compares the cases of student and patient mobility. This gap in the academic literature is important in order to examine what conclusions can be drawn from such a comparison and as a result their consistency with previous theoretical work. In particular, and in contrast to current theoretical themes in the field of European studies and in the policy studies literature more generally, both of which stress policy change as opposed to policy stability, the comparison stresses the latter due to the interests of the most powerful member-states, that is, France, Germany and Britain. The role of interests is manifested with the adoption of the Erasmus Programme and of the European Health Insurance Card, which do not concern the free movement of students and patients. Through a synthesis between liberal intergovernmentalism and the concept of path-dependence it has been possible to create a model in order to explain why those particular policies were chosen when the alternative of free movement was also available. This interest-based account comes in direct opposition with those studies which stress the role of ideas in the policy-process but it also emphasizes the role played by the supranational institutions more specifically the Commission and the court.

Abstract:
This research project seeks to develop appropriate policy and evaluation frameworks to support the development of the remote Indigenous media and communications sector and build digital inclusion and capacity within remote Australian Indigenous communities. This project reviews existing policy and theory pertaining to Indigenous media and communications and identifies and assesses the applicability and limitations for the contemporary remote Indigenous Australian context. Some key policy aspects have remained the same since the 1990s. These include: cultural and linguistic maintenance, self-representation, community access, rights and justice, and employment opportunities. However, in the context of significant technological and socio-political change, there are a range of contemporary issues yet to be effectively incorporated into policy, including: digital convergence; digital inclusion; organisational and industry development; and sustainability. There is a growing divide between and within remote communities in terms of digital inclusion; access to appropriate information and services. Despite billions of dollars being spent on ‘closing the gap’ for Indigenous Australians, and numerous reviews over recent decades, the potential role of Indigenous media and communications in remote Indigenous communities remains largely unrecognised and under-utilised. At a time when the debate is re-emerging about the viability of remote Indigenous communities, the effectiveness of media and communications services and connectivity will increasingly become key determinants for community sustainability, effective service delivery, community capacity building, cultural maintenance and individual capability. The research included a review of literature in the fields of Communications, Media Anthropology, Community Development and Development Communications. Summaries of issues were then prepared. Relevant past and current government policies in Indigenous affairs and Indigenous broadcasting and communications were also reviewed and key issues summarised, along with an historic overview of the development of remote Indigenous media and communications in Australia and potential future directions and challenges. This led to the preparation of a draft set of Policy and Evaluation frameworks to be reviewed using a series of case studies. Using an Ethnographic Action Research methodology, the author undertook research over a nine year period while working as Manager at Ngaanyatjarra Media, the remote Indigenous media organisation for 15 remote communities in the Western Desert region of eastern WA. He worked closely with Yarnangu (Central/Western Desert Aboriginal people) media workers and communities, building on the existing BRACS network and cultural maintenance agenda to establish a range of innovative and integrated media and communications programs in the region. Six Ngaanyatjarra Media case studies were used to assess and revise the draft Policy and Evaluation frameworks. While the unique context and ‘communicative ecology’ of the Ngaanyatjarra Lands differs from other parts of remote Australia, the evaluation outcomes suggest that the integrated approach to media and communications delivery can have broader application. The research found that a bottom-up approach to program development that considers the social, cultural, political and technological context promotes community ownership and participation and delivers locally relevant solutions and outcomes. In contrast, top-down initiated programs had significantly lower participation and outcomes. It proposes a consultative approach to program development that incorporates community strategic planning and locally specific delivery strategies. It also proposes an evaluation model that includes three sets of performance indicators: those specified by the funding agencies (typically Government); indicators considered relevant by the local delivery agencies (e.g. media organisations); and those that meet the needs of Indigenous community recipients to understand and evaluate the impact of the program. A further key finding is the need for a ‘contingent’ approach to application of both the Policy and Evaluation frameworks; that is, selection and prioritisation of particular potential aspects to match the specific policy or evaluation need. The thesis provides justification for this approach and indicates how it may be developed. This thesis seeks to contribute to the existing body of knowledge in this field by documenting the growth of a little known remote Indigenous media organisation situated in the Ngaanyatjarra region of WA during a time of technological, political and social change within Australia. It brings together a deep understanding of community and cultural values and determinants as well as a solid knowledge of relevant government policy and programs. It helps fill a gap in field research and observation of remote Indigenous media activities in Australia since the 1990s. While aimed at the Australian context, the findings of this research may also have relevance for the international communications development sector. The project’s objective was to develop appropriate Remote Indigenous Media and Communications Policy and Evaluation frameworks for use within the contemporary technological, social and political context. The proposed integrated delivery approach involves the use of existing and new media and communications activities that engage and empower remote Indigenous people and help build connected, creative and cultural communities.

Multilayered immigration enforcement regimes comprising state and federal statutes and local police practices demand research on their social and health-related consequences. This dissertation explores the multiple impacts of immigrant policing: sets of laws and police activities that make undocumented immigrants more visible to authorities and increase their risk of deportation. Examining immigrant policing through a multi-sited framework and drawing from principles of engaged anthropology, findings from this dissertation suggest how immigrant policing impacts undocumented immigrants' overall wellbeing, health providers' professional practice, and reveals troubles with safety net medical care. Interviews and participant observation experiences suggest how immigrant policing perpetuates a type of fear-based governance that shapes where undocumented immigrants seek health services, the types of services they seek, and exacerbates intimate partner violence. Moreover, research findings point to how immigrant rights organizations and health providers resist biopolitical efforts to control undocumented immigrants, especially in situations of life or death when institutional authority may limit how undocumented immigrants receive life-sustaining care. Findings from this research respond to calls to examine state immigration laws and their impact on health, and demonstrate the lived experiences of undocumented immigrants in Atlanta who confront an increasingly hostile immigration system.

'Culture' and 'cultural policy' are both very dynamic and complex terms. As far as cultural policy and cultural governance are concerned, this study has provided us with an insight both at theoretical and at empirical level. The thesis adopts a structured and systematic approach to cultural policy research to produce meaningful results for the case of Cyprus. Therefore the main scope of this study centres on formulating a policy framework for a new model of music policy for Cyprus on the basis of reforms in the cultural governance system. This study is based on an in-depth qualitative research. The specific methods of bibliographical research, comparative study of selected models of music policy in other European countries and semi-structured interviews have been employed. Furthermore, due to the dynamic and evolving area of the investigated topic, this study incorporates some elements of action research and is also based on a grounded theory approach. On the basis of the results derived from this study, a new model of cultural governance for the case of Cyprus has been formulated in a systematic way, through the proposal of: (i) a structured context for strategic cultural planning; (ii) modernisation of cultural governance structures; (iii) modernisation and improvement of the funding system. The thesis shows that the co-ordinating role of the State in mobilising all the key partners involved, especially in the case of Cyprus, is important for the successful implementation of the proposed reforms in the cultural governance structures. In this respect, the political aspiration and the rhetoric for the creation of a Unified Authority for Culture are taken into account and concrete proposals are provided by this research. On the basis of the results of this study, a Unified Authority for Culture is proposed to be a governmental body dealing mostly with strategic cultural planning, as well as monitoring and evaluation as far as the implementation of cultural policies is concerned. Due to the small size of Cyprus, the Unified Authority for Culture, where deemed necessary, will acquire an interplay role between the national institutions and the local partners involved, in order to secure sufficient cultural co-operation and interaction amongst all the major key players. Synergies will be further sought through the work of the various Ministries which are considered as important actors in terms of developing sector-specific policies for the successful implementation of the national cultural strategy. The latter is expected to be developed by the Unified Authority for Culture, based on wide-ranging consultation with stakeholders. It will be revised periodically so that new needs and developments are taken into consideration. The thesis also concludes that the current cornerstones of the music policy agenda, are centred upon two unifying policy themes - the provision of music education and the promotion and support for local talent and creativity. The aforementioned unifying policy themes bring creativity issues to light. On the basis of this context and by taking into account relevant policy implications, this study provides us with a framework for a new music policy model for Cyprus. It is therefore suggested that there are certain thematic policy areas that need to be further investigated. These policy areas can be summarised in the following broader issues: music education and community outreach cultural activities, fostering creativity through increased opportunities for musicians for career development, developing the music industry, national music infrastructure and networks of music institutions. It should be noted that the contextual nature of the investigated topic has been taken into account all throughout this research. It is for this reason important to note that despite the fact that this research proposes a structured approach to formulating a new cultural governance model, the proposed reforms should be revised periodically in order to better reflect any future developments in Cyprus. In carrying out this study there were certain limitations particularly because cultural policy and governance in the case of Cyprus had not been researched before and therefore there was a lack of statistical data and information. Nevertheless, it is perhaps for this very reason that this study's contribution to knowledge might be regarded as important. This work makes a further significant contribution to knowledge in that it tries to identify links and interconnections of the researched field with other policy areas. This study is thus an attempt to link horizontal issues and policy concerns to sector specific policies with the aim of fostering synergies and coherent approaches. This might in fact be the distinctive feature of this thesis, as work in the field of cultural policy research is either of a generic nature, based on general policy considerations, or of a very narrow nature, based on specific policy implications for particular art forms.

This thesis examines the European Union’s Open Method of Coordination (OMC) in the field of cultural policy. The OMC, a method of intergovernmental policy coordination that is centrally coordinated by the European Commission, was introduced in the cultural field in 2008. Using a case study of Policy Priority A in the 2011-2014 Work Plan for Culture, this thesis examines how the OMC operates as well as what outcomes it produces. It does so using a sociological institutionalism theoretical framework, supplemented with insights from the literatures on multi-level governance and policy learning. It uses a combination of research methods including document analysis, interviews with key actors, and participant observation, ultimately leading to new insights into the processes and practices of EU policy coordination. Findings on the processes of coordination reveal insights into the EU’s inter-institutional dynamics and demonstrate that the European Commission is a key player in the culture OMC. They also indicate considerable heterogeneity in how Member States ‘approach’ participation in the OMC and indicate that ultimately there is a weak connection between the OMC and national-level politics. Findings also show that the outcomes of coordination are multifaceted; while few examples of direct political and programmatic change were found, there is a complex set of other outcomes, including increased vertical coordination, socialisation and networking, and heuristic learning and concept usage. The thesis’ findings make contributions to several multi-disciplinary areas of academic research. They add most directly to the literatures on EU cultural policy, specifically on the processes and outcomes of policy coordination in the field, and contribute a new sectoral case study to the existing literature on the Open Method of Coordination as well. They also make broader contributions to the study of cultural policy (in particular cultural policy approached from a political science/public policy perspective), policy learning, and European governance and integration.

During the 1980s and 1990s, the world witnessed a radical change in which globalization diminished the power of the nation-state and shifted that impetus to a certain number of “Global Cities.” London, New York and Tokyo appeared to be the first of these cities and they acted as the heart of the new commercial and financial geography. In order to further strengthen their status, these cities organized transnational cultural events such as fairs, festivals and biennials.  Those events have been assumed as a driving force behind other political, economic and financial activities in the era of globalization. Since the 1980s, Istanbul has emerged as a candidate for a new global city at the eastern frontier of Europe. Thus, with the encouragement of the government, the private sector has begun to organize several large-scale cultural events in order to reshape the city as a global city and re-present the nation with a more European outlook. This is in keeping with the desire to facilitate Turkey’s EU accession process and attract global commercial activities. The Istanbul Biennial is one of the most important of these cultural initiatives. Thus, this research will scrutinize the Istanbul Biennial within this framework. The main premise will be: “The organization of the Istanbul Biennial aims to attract global financial activities, enable the political aspirations of the city and therefore transform the city into a global one.”

In recent years, tourism and cultural policy have been seen as an important means of the revival of many western cities. A number of post-industrial cities- some whose principal concern is of improving their economic and physical structures and of transforming their image- have adopted these means as a key element of urban regeneration. This research examines two case studies featuring urban regeneration strategies that have been instrumental in developing tourism and cultural policy and the thinking behind them. Focusing on the case studies of Birmingham and Liverpool, it critically investigates the interrelationship that emerges between tourism and the use of high-profile projects and cultural industries in the discourse of urban regeneration. This research considers four research questions- their concepts as elements in urban policy, the nature of cultural policy and its influence on tourism activities, their implementation associated with place promotion activities, and the effectiveness of cultural policy to develop tourism provision- as constituent parts of a wider justification for the existence of this interrelationship. The findings demonstrate that there is indeed a strong interrelationship between tourism and cultural policy in the discourse of urban regeneration. This research contributes to an emerging and structured dialogue between tourism studies and cultural policy studies to broaden out what has been so far developed in that existing body of knowledge relating to regeneration strategies.

This study investigates the interplay of linguistic practices, linguistic representations, language ideologies and social inclusion between students in three related research sites in south west Wales;a designated English medium school,a designated Bilingual school and a Youth Club,as a point of contact between students from both schools. It identifies how students experience and interpret the language ideological content of their education. The following questions underpin the current research: 1. How are the institutional arrangements within this community(or locality)understood by the students? Do school students see themselves operating within language ideological structures?!Do students resist or affirm school based ideologies and school based practice? 2. How do students understand, interpret and live out what language policy and planning documents in Wales refer to as ‘true bilingualism’? Is ‘choice’ experienced as such at institutional, individual and community levels? 3. Is the Welsh language accounted to be an obstacle to social integration for young people within the ‘community’ and into the school environment, or a positive resource? Ethnographic research as been carried out in both schools and at the Youth Club,with three principle methods characterising this research; ethnographic observational fieldwork, ethnographic chats, and audio recordings of spontaneous interaction. vi This study sets out to investigate how the young people at two contrasting (and ideologically polarised) secondary schools in an ‘community’ traditionally thought of as a heartland area understand and orient to the language ideological content of their education. In the school based data language choice results in boundaries being put up around language and language users, both inter school and intra school, with students forming language hierarchies, positioning themselves and others as more or less Welsh, English or bilingual, ‘better’ or ‘worse’ at speaking Welsh and/or English, and more or less authentically Welsh. Schools serve to reinforce and reproduce social divisions, leading to issues of social exclusion. Contrastingly,the Youth Club data highlights that,when freed from the ideological constraints of the school, the young people reflect, sometimes critically, on their school based practice and school based ideologies. This study adds to our knowledge about Welsh medium/bilingual education in Wales; it helps us better understand ‘multilingual’Wales.

Research on environmental relocation is scant and narrow, focusing on a few aspects of permanent relocation and social impacts of natural disasters. As a result, little is known about the long term social impacts of the Environmental Protection Agency's (EPA) environmental relocation policy. A combined conceptual and theoretical framework of Walter's placeways; Ullberg's disaster memoryscapes; Richardson's remembrance and memorialization; Dynes' social capital; and, Norris, Stevens, Pfefferbaum, Wyche, and Pfefferbaum's work on community resilience guided this phenomenological study with the purpose of better understanding competing and complementary roles of each of these constructs in the context of environmental relocation of one dioxin-contaminated community in Eastern Missouri. Data were collected from archival materials and interviews with 10 adults who were youth, teens, or young adults who lived in the community from 1970 through 1986. All data were coded and analyzed using Moustaka's reflective analysis procedure. Findings confirmed that the loss of place was most significant. The loss of place in this study refers to not only the physical relocation of all the residents of the entire community, but the razing of all the physical structures that were buried in a landfill. A state park was established where the community once existed. Future research to further extend the scholarship on environmental relocation could examine one or more of the other 18 contaminated communities relocated by the EPA to compare and contrast findings. Implications for social change include informing EPA policymakers, legislators, and officials about the long term social impacts in order to improve planning and implementation phases of environmental relocation.

The study seeks to explore the assigned role of culture in the discourse of sustainable development. It combines a conceptual-historical analysis of the concept of cultural sustainability and sustainable development with an analysis of ideas with cultural policy models as a theoretical tool as ideal types. It addresses cultural sustainability as an essentially contested concept, maps a context of leading contributions to the meaning and conceptual history of cultural sustainability and sustainable development and applicates Fornäs four cultural concepts to address different meanings of cultural sustainability. The concept is then explored in its absence in A New European Agenda for Culture by the European Commission. The study also explores how the agenda is implemented in projects throughout the Swedish participation in the Creative Europe program and how it effects the meaning of cultural sustainability. The role of culture in A New European Agenda for Culture seems to be an instrumental view of the capacity culture possesses in bringing people together and to bring creativity into businesses, which also is represented in Creative Europe. The instrumental view of culture and the esthetic cultural concept that permeate cultural policy, may influence the ability for cultural sustainability to be accepted as the fourth pillar of sustainability.

It is commonplace for cities across the world to use aspects of culture as part of their strategies for development and as a response to economic restructuring in light of the increasing interconnectedness of the global economy. This use of cultural policy takes place against the backdrop of the move to an economy based on consumption of commodities, rather than their production. The policies take several forms, including the use of megaevents (Roche 2000), the construction of iconic buildings, and the rebranding of places based on aspects of their culture. The use of cultural policy at local level is therefore a crucially important aspect of the political economy of the modem city. Several authors (Mooney 2004, Garcia 2004, Wilks-Heeg and Jones 2004, Miles 2005, Paddison 1993, Evans and Shaw 2004, Evans 2005, McGuigan 2004) are concerned with looking at the impacts of cultural policy, or government policy that employs a rhetorical element of culture. However the process of decision making around cultural policy seems to be an uncritically accepted consensus in academic literature. Moreover academic research on cultural policy tends to centre on what forms cultural policy takes (McGuigan 2004, Hewison 1995, Quinn 1998) or on the impacts of cultural policy (Garcia 2004, Evans 2001, Bianchini and Parkinson 1993, Landry 2004). Current research, therefore, often lacks an exploration of how the policy process operates in different places, and at different levels of government. Academic literature often adopts a 'one size fits all' approach that sees cultural policy as continuous across many different places and levels of government (McGuigan 2004, Garcia 2004). This form of academic research into cultural policy also lacks a sustained engagement with what analysts of policy would understand as the policy process (Rhodes 2003).Where this type of policy analysis does exist (e.g. Quilley 1999,2000, Cochrane et a11996) it is specific to geographical areas, and thus raises questions concerning the comparisons of cultural policy in different sites. In order to supplement existing research into cultural policy with an analysis of local decision making the thesis undertakes a comparison between Liverpool and NewcastleGateshead during the years 2001-2005, when the two areas were involved in bids for European Capital of Culture status. The comparison between the two cities shows how local history, politics and culture all shape the governance of cultural policy, creating very different governing arrangements in the two areas. Using insights from political science and urban studies the thesis shows the extent to which cultural policy is enabled or constrained by local circumstances, offering insights that will be of interest to academics, policy-makers and the art and cultural sector.

Abstract:
The aim of this thesis is to show how Europe is constructed at the intersection between archaeology, money and politics within EU cultural actions. Ever since the 1970s, the European Community has invested money and prestige in the idea of a common cultural heritage for Europe. Alongside symbolic attributes such as the flag and anthem, archaeological sites have been used as rhetorical fuel to create a sense of European belonging, much like in national identity building. As a result, archaeologists and heritage professionals have benefitted from EU funding for restoration of sites, training schools and cooperation projects since 1976. In order to address this mutual engagement, the research in this thesis explores the ways that EU grant systems in culture have fostered specific approaches to Europeanness, and how supported projects have responded to notions about a common heritage. By considering EU officials, expert reviewers, consultants and archaeologists as co-creators of the frameworks they participate in, this study raises the idea of financial ties as a place of interaction. The study takes an ethnographic approach and uses discourse analysis and tools from Actor-Network Theory. The material consists of observations made during an internship at the European Commission, 41 interviews with different actors, as well as policy documents, budgets and collected information about 160 supported projects with archaeological themes. This research demonstrates how the expectations linked to archaeology have turned it into both a problem and a promise in the search for a 'usable past' for the EU. On the one hand, archaeology has functioned as an anchor, mooring the notion of a common heritage to something solid. On the other, because of its strong commitment to nationhood, what archaeology claims for its own has often undermined the very idea of a shared European inheritance. Projects benefitting from EU support have taken advantage of the expectations placed upon archaeology to help create a European identity, using buzzwords and 'application poetry' in their proposals. Many projects continuously used EU goals and symbols in their outputs. Sometimes a European past and present was connected by rhetorically tying archaeological periods (such as the Middle Ages and Roman Era) and phenomena (rock art or landscapes) to the EU political project. This link was more manifest in public settings than in academic ones. Taken together, the considerations brought up in this study show that funding matters. The EU strategy of vagueness, in which instructions and evaluation criteria foremost decide the frames but not the content of the projects, has inspired applicants to 'think Europe without thinking.' Once an application is written and submitted, a chain of translations by different actors works to depoliticise the act of constructing Europe. The EU, just as other funding bodies, has become entangled in the political ecology of archaeology. An entanglement which is unavoidable, but which needs to be critically addressed. Funding sources matter for the way we understand both the past and the meaning of archaeology in the present.
Denna avhandling undersöker hur Europa skapas i gränslandet mellan arkeologi, pengar och politik inom den Europeiska Unionens kulturpolitiska finansieringsprogram. Vid sidan av symboliska attribut såsom flagga och nationalsång har företrädare för den Europeiska Gemenskapen och EU engagerat sig i idén om ett gemensamt europeiskt kulturarv, på ett metaforiskt såväl som ett materiellt plan. Politisk legitimitet har sökts med hänvisning till en mångtusenårig samhörighet. I samband med detta engagemang har arkeologer och kulturarvsarbetare sedan 1970-talet erhållit finansiellt stöd för restaureringsprojekt på platser av europeisk betydelse och transnationella samarbetsprojekt som kan skapa europeiskt mervärde. Studien undersöker banden mellan EU och arkeologi genom att lyfta finansiering som en plats för interaktion och meningsskapande. En etnografisk metod har tillämpats, där empirin består av fältobservationer från en praktikantperiod på Europeiska kommissionen, 41 intervjuer med olika aktörer, samt policydokument och arkeologiska texter. En databas med 160 arkeologiska projekt har även skapats. Diskursanalys och nätverksteoretiska begrepp såsom översättningar och svarta lådan har använts för att lokalisera och begreppsliggöra iakttagelser och meningsfulla skärningspunkter i materialet. Studien visar hur EU-tjänstemän, expertgranskare, konsulter och arkeologer alla deltar i utformandet av arkeologiska problemställningar och byggandet av professionella nätverk. EUs mjuka strategier, inom vilka instruktioner och utvärderingskriterier främst bestämmer ramarna men inte innehållet i de finansierade projekten, har inspirerat sökande att tänka Europa utan att tänka. När en ansökan skrivs och lämnas in startar en kedja av översättningar som leder till att olika aktörer avpolitiserar skapandet av Europa i samtiden. I resultaten framkom att arkeologiska projekt, genom att använda EUs målformuleringar i sina projektansökningar, ofta har utnyttjat EUs förväntningar på arkeologi om att skapa en europeisk identitet. I flera projekt knöts en europeisk samhörighet i det förflutna samman med dagens EUropa. Dessutom fortsatte många projekt att använda EUs mål och symboler i sina outputs. Här var EU-kopplingen tydligare i publika sammanhang än i akademiska. Sammantaget visar studien att val av finansieringskälla spelar stor roll. EUs finansieringsprogram har blivit en del av arkeologins politiska ekologi, en sammanflätning som är oundviklig men viktig att kritiskt uppmärksamma. Dessa band påverkar både vår syn på det förflutna och samhällets syn på arkeologi idag.

Since the 1990s, urban cultural policy in the UK has been bound to the cause of urban regeneration. Much has been written in examination and critique of this relationship, but what happens when the direction of strategic attention is reversed and civic leadership seeks to regenerate culture itself? The city of Glasgow, having made capital of culture over many decades, has moved towards a strategy for the development of literary Glasgow. This thesis documents a search for those factors crucial to that strategy. The research focuses on literary Glasgow as one aspect of the city’s cultural sector; identifies and examines gaps in the relationship between the civic cultural organisation and literary communities; and highlights those elements vital to the formation of a strategy for development of the literary in Glasgow. An extended period of participatory ethnographic research within the Aye Write! book festival and Sunny Govan Community Radio, is supplemented with data from interviews conducted across the literary sector and analysis of organisational documentation. Through these a gap has been identified between the policies and operations of a civic cultural organisation, and the desires of those engaged within the literary community. This gap is caused, in part, by the lack of a mechanism with which to reconcile contrasting narratives about the cultural essence of the city, or to negotiate the variations in definitions of value in relation to cultural engagement. The interdisciplinary approach builds upon insights from existing work within publishing studies, cultural policy, complexity theory and organisational studies to construct an understanding of the dynamics of Glasgow’s literary sector. This reveals the need for a framework in support of a landscape of practice, a desire for the placement of boundary objects to facilitate engagement, and the significance of value in relation to participation in literary activity. This work informs a strategy for literary Glasgow and contributes to conversations on strategies for cultural development in other cities.

An increasing number of educational policies, academic studies, and university courses today propagate ‘interculturality’ as a method for approaching ‘the Other’ and reconciling universal values and cultural specificities. Based on a thorough discussion of Europe’s colonial past and the hierarchies of knowledge that colonialism established, this dissertation interrogates the definitions of intercultural knowledge put forth by EU policy discourse, academic textbooks on interculturality, and students who have completed a university course on the subject. Taking a decolonial approach that makes its central concern the ways in which differences are formed and sustained through references to cultural identities, this study shows that interculturality, as defined in these texts, runs the risk of affirming a singular European outlook on the world, and of elevating this outlook into a universal law. Contrary to its selfproclaimed goal of learning from the Other, interculturality may in fact contribute to the repression of the Other by silencing those who are already muted. The dissertation suggests an alternative definition of interculturality, which is not framed in terms of cultural differences but in terms of colonial difference. This argument is substantiated by an analysis of the Latin American concept of interculturalidad, which derives from the struggles for public and political recognition among indigenous social movements in Bolivia, Ecuador and Peru. By bringing interculturalidad into the picture, with its roots in the particular and with strong reverberations of the historical experience of colonialism, this study explores the possibility of decentring the discourse of interculturality and its Eurocentric outlook. In this way, the dissertation argues that an emancipation from colonial legacies requires that we start seeing interculturality as inter-epistemic rather than simply inter-cultural.
Fokus för denna avhandling är spridningen av begreppet interkulturalitet inom utbildning. Utbildningspolicy, akademisk litteratur och mängden kurser i högre utbildning ägnade åt begreppet vittnar alla om dess betydelse i försöken att förena det kulturellt partikulära med det universella. Med Europas koloniala förflutna i åtanke och dess skapande av hierarkier mellan vad som definieras som kunskap, ämnar denna avhandling undersöka vilka kunskaper som krävs för att bli interkulturell. Syftet är framför allt att besvara frågan vad som händer med interkulturalitet om kulturella skillnader istället förstås som koloniala skillnader. Utifrån ett dekolonialt perspektiv som fokuserar på hur skillnader skapas och upprätthålls utifrån föreställningar om kulturella identiteter, analyseras EU-policy, akademisk litteratur samt intervjuer med studenter som avklarat en kurs i interkulturalitet. Analysen visar på hur interkulturalitet, i dess nuvarande tappning, riskerar fastna i en singulär europeisk utblick på världen upphöjd till universell lag. Snarare än att mildra eller förändra maktrelationer och skapa möjligheter till mellanmänskliga möten, riskerar därför interkulturaliteten att bidra till fortsatt förtryck av den som anses kulturellt annorlunda. En alternativ utgångspunkt står att finna i en annan översättning av interkulturalitet – interculturalidad – hämtad från ursprungsbefolkningarnas kamp för att bli synliggjorda, att dela makten, på den offentliga arenan i Bolivia, Ecuador och Peru. Genom att lyfta fram begreppet interculturalidad, som just har sitt ursprung i singulariteten och bär med sig själva erfarenheten av kolonialism, tillförs en möjlig distansering från interkulturalitet med dess implicita eurocentrism. Avslutningsvis argumenteras för att befrielse från kolonialismens ok kräver att interkulturalitet omkodas som inter-epistemisk.

Cette recherche étudie la mise en œuvre de la politique de cohésion communautaire en Région Sicile en analysant particulièrement son volet culturel. En adoptant une approche à l’échelle microscopique basée sur de nombreux entretiens, nous mettons à jour un cadre d’intervention inopérant. Caractérisée par son extrême complexité, la politique de cohésion, élaborée dans le cadre d’une gouvernance multiniveaux, s’articule difficilement avec la politique de développement des régions et pays concernés. Sa mise à l’épreuve du terrain révèle des failles remettant lourdement en cause son efficacité. La culture y est reconnue pour sa contribution au développement du tourisme fondé sur la valorisation du patrimoine, envisagé comme l’une des principales ressources locales. Pourtant, l’évolution divergente du référentiel culturel à Bruxelles, en Italie et en Sicile a précarisé sa place et reflète une vision réductrice qui s’intéresse uniquement à son impact économique. Par ailleurs, cette politique promeut le principe du partenariat, qui suppose l’implication de l’ensemble des parties prenantes d’un territoire. En Sicile, la Région se réserve pourtant la grande majorité des financements disponibles, forte de son pouvoir et de sa compétence culturelle, au détriment d’un secteur culturel faiblement structuré qui reste globalement exclu. Enfin, la politique de cohésion apparaît comme un révélateur des crises politiques sicilienne et européenne : certains acteurs institutionnels insulaires privilégient volontairement l’inertie, tandis que le manque de réaction des institutions communautaires pourrait traduire l’absence de volonté de promouvoir une réelle cohésion européenne
This research explores the implementation of the communitarian Cohesion policy in the Sicily Region, focusing on its cultural component. An approach at the microscopic scale based on numerous interviews discloses an ineffective operating framework. The extreme complexity of the Cohesion policy, which is the produce of a multilevel governance system, presents difficulties when it comes to its articulation with the national or regional Development policies. Its implementation at the grass root level shows flaws that heavily hinder its effectiveness. Culture is acknowledged for its contribution to the development of a heritage-based tourism, which is considered to be a major local asset. And yet, the increasingly divergent interpretation of the cultural referential in Brussels, Italy or Sicily has weakened its role, reflecting a simplistic vision focussing only on its economic impact. In addition, Cohesion policy promotes the principle of partnership, implying the involvement of all the stakeholders in a region. However, in Sicily the powerful regional government is still by far the main beneficiary of these structural funds at the expense of the cultural field, which is poorly organised and remains largely excluded. Finally, the Cohesion policy reveals a political crisis at the European and Sicilian levels: some institutional players on the island opt for inertia, while the lack of response from the communitarian institutions could reflect the unwillingness to promote true European cohesion

Abstract:
Until very recently, Colombia was the only country in the world that still permitted the eradication of illicit crops –primarily coca and to a lesser extent, opium poppies— through aerial fumigation. It was a controversial practice for a number of reasons, chiefly the damage caused to plants, animals, and people living in or near fumigated areas. A favored tactic in the U.S.-supported War on Drugs, aerial eradication actually contributed to the spread of illicit crops to increasingly remote areas of Colombia, such as the collectively titled lands of both indigenous and black communities. Concerns about the practice of aerial eradication, however, appeared completely disconnected from the positive framing of the policy and guidelines governing its implementation. Employing mixed methods, both ethnographic and cartographic, this dissertation examines how these contradictory discourses —aerial eradication explained by officials involved in its operation versus described locally by people living in or near fumigated areas— materialized in 2015, the last year the aerial eradication program was in operation. This study engages critical social science theory to deconstruct dominant conceptualizations of territoriality, geopolitics and environmental conservation, while at the same time proposing alternative understandings of those concepts grounded in local experiences. This research finds that aerial eradication authorities overstated the accuracy of aerial eradication operations by: 1) downplaying the incidence of pilots spraying legal crops, 2) invalidating local reports on the effects of aerial eradication, and 3) requiring technical evidence far beyond the means of poor rural Colombian farmers. Furthermore, in the specific context of the collectively titled black communities of the Pacific region, aerial eradication authorities did not respect the right to previous consultation per Indigenous and Tribal Peoples Convention 169. This dissertation concludes that that aerial eradication —justified by notions of security and environmental conservation that had little to do with black communities of the Pacific region— operated as a means of displacement. This displacement was literal in the sense that aerial eradication made life difficult for people to live in affected communities and figurative because local knowledge was pushed aside in favor of the external interpretations of the effects of this counternarcotics policy.

Face aux mutations du franquisme puis de la démocratie, Paris se repositionne sans cesse. La diplomatie espagnole s’avère très incisive : l’Espagne est un voisin instable et pugnace. Néanmoins, le Quai d’Orsay perçoit un atout pour la quête de grandeur gaullienne. Pays de haute croissance économique, l’Espagne reste un débouché propice aux exportations françaises. Pays méditerranéen, l’Espagne est susceptible de modifier le centre de gravité de l’Europe communautaire au profit d’une France dont le rôle de carrefour serait renforcé. Pays latin, l’Espagne est un relais des ambitions françaises en Amérique du Sud. Pays en développement, l’Espagne apporte un appui aux élans tiers-mondistes de la politique française. Sous l’angle bilatéral, cette thèse recentrer et d’actualiser des travaux qui balisent l’étude. Par ailleurs, il ne serait pas judicieux d’ignorer les griefs ou les attentes des Espagnols à l’égard de la France. Dans le domaine multilatéral : parrainage européen fourni par la France ; tactique espagnole de surenchères attisées entre Washington, Bonn, et Paris ; désirs d’une coopération méditerranéenne articulée autour de Madrid, Rome et Paris. France's Spanish policy from 1957 to 1979 is approached through three very distinct periods. Three steps, three levels : observation (1957-1963), trading negociations (1963-1970 ), political commitments and daring relationships (1970-1979). Confronted with the evolutions of Franco's dictature and then democracy, the French government is constantly adapting. The Spanish foreign policy turns out to be sharp: Spain is a restless and pugnacious neighbour. Yet the French Foreign Affairs Department considers this situation as an opportunity to enhance the prestige of de Gaulle's policy. With a high economic potential, Spain offers many opportunities for French exports. As a Mediterranean country, Spain is likely to change the centre of gravity of the European Community in favour of France, whose role of platform would be reinforced. As a Latin country, Spain represents a link between an ambitious France and South America. As a developing country, Spain provides a support for the French attempt to deal with the Third World. From both perspectives - Spanish and French - this PhD gathers and updates previous works which were used to build this study. Besides, one should not ignore Spanish grievances or expectations regarding France. From a larger perspective : France provides a European partnership, Spain tries to outbid between Washington, Bonn and Paris, while a Mediterranean cooperation structured around Madrid, Rome and Paris is highly wished for. This study is carried out into the frame of three different historiographic schools: the history of Franco-Spanish relationships, the political history of Spain and the history of representations among French elites

Le but de la recherche est d'identifier la stratégie de l'Union européenne dans le cadre du règlement des différends à l'OMC et de déterminer le rôle que jouent les différends commerciaux internationaux au niveau interne communautaire. La spécificité de la participation de l'UE par rapport aux autres Etats membres de l'OMC et les raisons de sa participation sont étudiées plus particulièrement dans le cadre d'une réflexion sur la manière dont les litiges internationaux s'inscrivent dans sa politique externe. Nous analysons en outre l'apport des litiges de l'Union européenne dans le développement du droit international. Le travail est articulé autour de deux axes qui contribuent à l'étude de la cohérence de la stratégie de l'UE au sein de l'ORD.Les politiques de l'Union européenne sont fréquemment mises en cause devant l'Organe de règlement des différends de l'OMC. L'UE utilise les litiges commerciaux internationaux comme un instrument de sa politique commercial, notamment dans le but de promouvoir à l'international ses valeurs non-commerciales et les intérêts primordiaux, ainsi que pour défendre son acquis historique selon les lignes directrices de ses politiques. Ces ambitions de l'Union expliquent la particularité de ses litiges commerciaux internationaux. La première partie analyse la nature spécifique des litiges commerciaux internationaux de l'UE et vise à répondre à la question de savoir par quels moyens l'UE essaye d'imposer son expérience de libéralisation des échanges au niveau international (Partie I).Dans la seconde partie nous procédons à l'analyse du choix des modalités de règlement de différends par l'Union en fonction de différents critères. Ainsi, le mode de règlement d'un différend dépend des parties impliquées dans le conflit et des enjeux en cause. The main purpose of the research is to identify the European Union's strategy in the Dispute Settlement Body of the WTO and to determine the role that international trade disputes play on the European level. Particularly, the EU participation specificity, compared to other Members of the WTO and the reasons for its involvement, are examined in the frame of an analysis on the manner in which international disputes inscribe into its external policy. We also analyze the EU disputes contribution to the development of international law. The research articulates around two main parts which contribute to the study of coherence of the EU strategy in the DSB.EU policies are frequently attacked in front of the DSB. The EU uses recourse to international trade disputes as an instrument to promote to the international level its non trade values and essential interests and to defend its historical acquis according to main directions of its policies. These EU ambitions explain the specificity of its international trade disputes. The first part of the research analyses the particular nature of international trade disputes of the EU and intends to answer the question to know by what means the EU tries to impose its own experience of trade liberalization onto international level (Part I).In the second part we are analyzing the EU choice of modes of dispute settlement depending on different criteria. So, the dispute settlement means depends on the parties to the conflict and the stakes of the dispute. We also examine if institutional conditions for its participation to settlement of international trade disputes and special mechanisms of Common Commercial Policy existing in the EU are compliant with WTO law requirements, and if they are consequently profitable for efficient defense of the EU trade and non trade interests (Part II)

Die vorliegende Arbeit untersucht das Feld der Außenkulturpolitik. Unter diesem Begriff wurde bisher die Kulturpolitik eines Staates im Ausland verstanden. Diese Studie betrachtet jedoch nicht die traditionelle Außenkulturpolitik von Nationalstaaten, ihr Fokus liegt vielmehr auf außenkulturpolitischen Veränderungsprozessen im europäischen Raum, die aus einer transnationalen Perspektive betrachtet werden. Den Ausgangspunkt bildet die Feststellung, dass die außenkulturpolitischen Institutionen in Europa mit ihren historisch gestellten Aufgaben und starren bürokratischen Strukturen den gegenwärtigen sozio-politischen Anforderungen nicht gerecht werden. Diese Studie betrachtet, wie die außenkulturellen Institutionen mit dieser Situation umgehen und welche Veränderungen daraus für das Feld der internationalen Kulturbeziehungen resultieren. Um diesen Prozess zu verdeutlichen, wird im Rahmen einer Fallstudie erforscht, wie die nationalen Kulturinstitute in Brüssel zwischen 1998 und 2008 mit ihrer kritischen Situation als Kulturvermittler umgegangen sind. Im Fokus stehen jedoch nicht die einzelnen Kulturinstitute, sondern ein Verbund, der 1998 von sechs in Brüssel ansässigen Kulturinstituten gegründet wurde. Die Fallstudie ist an die Beziehung und die Wechselwirkung zwischen drei kulturpolitischen Akteuren geknüpft: den Nationalstaaten der EU, der Europäischen Union und nationalen Kulturinstituten.

Extreme weather events can result in natural disasters, and climate change can cause these weather events to occur more often and with more intensity. Because of social and physical vulnerabilities, climate change and extreme weather often affect coastal communities. As climate change continues to be a factor for many coastal communities, and environmental hazards and vulnerability continue to increase, the need for adaptation may become a reality for many communities. However, very few studies have been done on the effect climate change and mitigation measures implemented in response to climate change have on a community’s adaptive capacity. This single instrumental case study will examine the effects of climate change and policy responses to climate change on the Pointe-au-Chien Indian Tribe located in Pointe aux Chenes, Louisiana, in order to discover how climate change affects the adaptive capacity of an indigenous population intricately tied to the surrounding ecosystem. This study will provide information on how the community plans to adapt to climate change, and the urban planning and hazard mitigation methods that can be used to facilitate the process. It also posits how government agencies can empower local communities to participate in mitigation planning, and provide local knowledge in order to make those plans more effective. As climate change continues to affect our coastal environments, it will continue to have an effect on our coastal communities. Understanding the strength and longevity of community adaptation in Pointe aux Chenes will help the community respond to the changes and increasing hazards in the environment. This understanding can be applied to all coastal communities facing similar challenges the world over.

Dans ce cadre, la question qui se pose est celle de savoir quand et pourquoi le leadership politique décida d’exploiter ce passé au niveau politique. La politique culturelle utilise l’histoire et la civilisation d’une nation au profit de la politique. Dans la plupart des cas quant à la Grèce, les ‘messages’ de la politique culturelle ont pour ‘destinataires’ les Européens, phénomène notamment visible pendant la période des négociations d’adhésion. Couvrant l’ensemble de ces tentatives, à partir d’un niveau théorique par un groupe d’intellectuels (par exemple Tsatsos, Canellopoulos) à un niveau pratique par le monde politique (par exemple Caramanlis), l’ampleur de cette période, comprenant plus de trente ans, permet d’examiner et de mettre en valeur l’évolution des relations entre la Grèce et l’Europe ainsi que les initiatives et l’organisation de la politique culturelle de manière globale, dans un contexte européen et international. La politique culturelle extérieure que la Grèce exerça face aux Européens jusqu’en 1979, renvoie aux idées d’identité nationale, au sentiment d’appartenance, voire à l’image approfondie de l’Europe, mais, parallèlement, dans la mesure où elle fait partie de la politique européenne de la Grèce, inextricablement liée à l’histoire de l’intégration européenne
This thesis discusses Greek cultural policy in Western Europe as well as its place in the country’s effort to participate in European integration from the aftermath of the Second World War until the accession of Greece to the EEC. From its foundation, the neo-Hellenic state used its historic past as a central point of reference. In this context, the question arises as to when and how the political leadership decided to project this past on the level of its political relations with the post-war European institutions. Cultural policy uses the history and civilization of a nation for the benefit of politics. In most cases involving Greece, the 'messages' of its cultural policy were 'addressed' to the Europeans, a phenomenon that is particularly visible during the period of accession negotiations. This was projected both at the intellectual level (for example by people such as Tsatsos, Kanellopoulos) and at the realm of practical politics by the political world (for example Karamanlis). This study, extending to a period longer than thirty years, examines the development of cultural relations between Greece and Europe, the initiatives and organization of Greek cultural policy within a European and international context as well as the role of cultural policy and Greece’s cultural arguments in the effort to achieve accession to the EEC.The foreign cultural policy that Greece exercised towards the Europeans until 1979 refers to national identity, the sentiment of belonging, the cultural connotations of the European project. Thus, to the extent that it is part of Greece's European policy, it is inextricably linked to the history of European integration

La thèse se propose d'étudier les conduites de certains professionnels du théâtre dans leur dimension interculturelle. Une observation de type qualitatif a été menée auprès d'une compagnie de théâtre occitan et d'un lieu de diffusion offrant une programmation méditerranéenne, tout deux situés à Montpellier. Une troisième structure théâtrale, installée en Région Provence-Alpes-Côte d'Azur, a complété l'enquête : cette compagnie crée des spectacles à partir d'échanges avec la Palestine. Une étude des conventions de ces entreprises théâtrales démontre un rapport à l'Autre privilégié. Cette parcelle du monde du théâtre élabore et expérimente une compétence de la frontière dans sa volonté d'échanges culturels. Cette compétence conforte le statut particulier du comédien comme citoyen suscitant l'''éveil''. L'analyse du financement de ces structures a permis en outre de préciser les positionnements et actions des différents partenaires publics. La place et la fonction de telles pratiques ont été confrontées à l'émergence d'une politique culturelle européenne

Since the ages of 1980s, the devekopment of new audiovisual communication techniques is changeful. In order to face the changes of the developments of the audiovisual techniques and industries economics, the European Communities are active to research on the management of audiovisual services and to promote the concept of opening audiovisual market and to provide the high quality, low cost services to European people, so it would be effective on politics, economic and culture society of Communities. And besides, the formation of single audiovisual market could enable to raise the competitive ability of audiovisual industries within Communities, thus which could compete with American and Japan. The aim of this thesis is to study the fundamental rules of EC'Audiovisual Policy. Now our country also faces the revolution of audiovisual techniques, perhaps this thesis could offer our people the fundamental understanding for EC' new policy. Literrature analysis method is used to analyze the policy. Judging from the result of this study, the audio- visual policy brings three effects to EC: for politics, by free circulation of information, it will help EC to guide the policies and laws and to promote European Unification ; for economic, it will raise the competitive ability of audiovisual industries and speed the formation of information society; for culture society, the EC's people could enjoy high quality audiovisual services which promote the cultural circulation and understanding between all Member States.
