Abstract:
This article is dedicated to analysis of the development prospects of Cuba-Russia relations after Fidel Castro’s rule. The goal consists in examination of the current state of bilateral relations between the countries, as well as in determination of major obstacles towards their reconciliation. The researchers outline most probable scenarios for the development of future foreign policy course of Cuba, and analyze the current state of bilateral Cuba-Russia diplomatic relations, economic and scientific-cultural cooperation. The article employs a wide range of sources that include the works of Russian and foreign experts, as well as reports, statistical and analytical data provided by various international and national institutions. Analysis is conducted on the news reports provided by Russian, US, European, Chinese, Latin American and other news agencies. The scientific novelty of this article consists in placing emphasis on the extremely weak economic framework for further advancement of bilateral Cuba-Russia relations, as well as possible threat to Russia's national interests in case of Cuba becomes a junior partner of the United States, People’s Republic of China, or the European Union. The acquired results allow concluding that the future of Cuba-Russian relations directly depends on strengthening of the economic base of their cooperation. Otherwise, Russia would be dislodged from the island, while other powers would become the so-called senior partner of the Cuban Republic.

Cilj ovog rada je da omogući temeljan uvid u ključne teorijske rasprave u vezi sa odnosom identiteta i uloga u disciplini međunarodnih odnosa i analizi spoljne politike, s posebnim fokusom na teorijske pristupe socijalnog konstruktivizma i teorije spoljnopolitičkih uloga. Imajući u vidu odsustvo interesovanja za ovaj pristup istraživanju u regionalnoj akademskoj literaturi, sistematizujem tri dimenzije proučavanja uloga u spoljnoj i bezbednosnoj politici: ontološku, epistemološku i metodološku. U ovom nastojanju da se prokrči put daljim istraživanjima, poseban naglasak se stavlja na uloge malih država u svetskoj politici između strukturnih imperativa i mogućnosti delatništva. Teorija uloga se sagledava u svom odnosu prema konsturktivističkoj analizi spoljne politike, pri čemu se ukazuje na osnovne pojmove teorije uloga, interpretativnu metodologiju i neke primere istraživanja diskurzivnog konstruisanja identiteta i uloga država. The article is devoted to the attempts of the Joe Biden’s administration to normalize relations with the radical leftist regimes (Cuba, Venezuela and Nicaragua). At the same time, the negotiation process is complicated by bureaucratic and ideological difficulties. The purpose of the study is to identify key obstacles of the improving the interaction between Washington and the antagonist countries. The author will analyze the main trends in the foreign policy of the United States in the region, as well as the behavior of the governments of Latin American countries. The results of the investigation will contribute to a better understanding of inter-American relations and will determine the trajectory of the transformation of the White House's course in the Western Hemisphere.

Abstract:
The paper describes factors that lead to the United States trade restrictions, particularly export control at the end of the second decade; the challenges of the United States policy, prospects for international trade relations. World trade is expected to grow this year after reducing in the previous one. The outlook for trade development remains with a large degree of uncertainty due to economic, financial risks, effects of struggle against pandemia; national policies. The US trade restriction policies are in focus. Besides imposing import tariffs; controlling exports of software, sensitive equipment, technology has been transformed under Trump’s administration in the context of national security, foreign policy objectives. Limiting access to the most sensitive U.S. technology has been putting in practice along with new export controls on software; restrictions on the emerging and foundational technologies. Export Control Reform that was passed by Congress and signed into law by President Trump has determined a new stage in US policy and may bring more uncertainty as concerning relations with other countries.

This study attempts to cast empirical light on the traditionalist-revisionist debate regarding the impact of the Soviet Union's collapse on U.S. foreign policy decision-making. To accomplish this goal, the relationship between human rights and U.S. foreign aid decision-making is examined before and after the Cold War. In doing so, the author attempts to determine if "soft" approaches, such as the use of a country's human rights records when allocating aid, have garnered increasing attention since the end of Cold War, as traditionalists assert, or declined in importance, as revisionists content.

The U. S. Military Intelligence Reports (China), as one segment of the U. S. Department Central Confidential Files on China (1911-1941), was declassified in 1983. These reports along with the Foreign Relations of The United States of the same period, which have many vital evaluations and critical comments, should have decisive influence on China and must be reexamined and analyzed in connection with the policies and actions of the United States. The tenets of this dissertation were focused on Chiang Kai-shek’s rise to the highest level of China, Chiang’s unique personal characters, his achievement of national unity, his ambitions to nationalize the armed forces governed by local war lords, the Sian rebellion and the Sino-Japanese war. It is hopeful that this study could help clarify some of the most critical and controversial in modern Chinese history.

Ce mémoire s’intéresse au comportement américain en matière de reconnaissance d’État. Il tente d’identifier quels sont les facteurs susceptibles d’être appliqués par les États- Unis d’Amérique dans l’hypothèse d’une éventuelle reconnaissance du Québec. Les évènements politiques survenus au cours des trente dernières années au Québec ont non seulement suscité un fort intérêt à Washington, ils ont également conduit le gouvernement américain à mettre en place une approche politique particulière à l’endroit du Québec. Utilisée à partir de la fin des années 1970, cette approche spécifique (qui fait maintenant office de ligne de conduite) demeure encore aujourd’hui celle qui prévaut à la Maison- Blanche. En dépit de la tenue de deux référendums sur la souveraineté en 1980 et en 1995, le Québec demeure encore aujourd’hui une province de l’État canadien. Cependant, s’il devait un jour accéder à l’indépendance, il y a fort à parier que la décision des États-Unis de reconnaître le Québec serait modulée à partir d’intérêts sécuritaires ponctuels, mais aussi en fonction d’intérêts politiques ou économiques. Dans la majorité des cas depuis la dissolution de la Yougoslavie en 1991, les États-Unis d’Amérique ont agi ainsi. L’analyse du comportement américain lors de la reconnaissance récente du Kosovo en 2008 vient appuyer ces dires et démontre que Washington utilise la même approche pour reconnaître de nouveaux États depuis au moins 20 ans.
This master’s thesis focuses on the U.S. behaviour in matter of State recognition. It attempts to determine what are the determining factors that the United States would take into account in an eventual process of recognition of a sovereign Quebec. The political events over the last thirty years in Quebec have not only attracted great interest in Washington, they also led the U.S. government to define a policy towards Quebec. Used since the late 1970’s, this specific approach and line of conduct still prevails even today at the White House. Despite the two referendums on sovereignty held in Quebec in 1980 and 1995 the issue of Quebec sovereignty is still relevant. However, if it were ever to achieve sovereignty, it's safe to say that the U.S. decision to recognize Quebec would be modulated on security interests as well as political or economical interests. In most cases since the collapse of Yugoslavia in 1991 such as been the position of the United States. The analysis of U.S. behaviour towards Kosovo in 2008 supports these facts and demonstrates that Washington has been applying the same approach in matters relating to the recognition of new States for the past 20 years.

Abstract:
Abstract The protection of American property in foreign countries has been an explicit goal of U.S. foreign policy since the earliest days of the Republic. Although this goal has remained constant, the means used to obtain such protection have varied. They have included diplomatic, military, legal, and economic remedies. Protection for U.S. foreign property initially was obtained through the negotiation of a series of treaties known generically as Friendship, Commerce, and Navigation (FCN) treaties. The earliest such agreements were negotiated with European powers during the late eighteenth century. They were directed primarily at establishing maritime and trade relations with those countries. As Spain’s colonies in the Americas achieved independence in the early nineteenth century, the United States sought to conclude FCN agreements to lay a foundation for commercial relations with these newly formed nations as well. Later in that century, commercial relations with the Far East and Africa also were established through FCNs. Provisions to protect property owned by nationals of each party appeared regularly in early nineteenth-century FCNs and in successor treaties. Typical provisions guaranteed to such property “full and perfect protection” and imposed on the parties the obligation to pay compensation in the event of expropriation.

Teaching a foreign language of a specialty in the bachelor's system is becoming more and more practice-oriented. The purpose of the study is to develop and scientifically substantiate a methodology for teaching a foreign language with elements of professionalization on the basis of identifying and comparing the national Russian culture code of goods and services and the national code of goods and services of the foreign language culture of the country of the foreign language being studied. The results of the conducted pedagogical experiment allow us to conclude that it is possible to increase the effectiveness of teaching students in the sphere of advertising and public relations by including the presented methodology in the curriculum for the discipline «Professional communication in English», as well as, when teaching other languages in the systems of bachelor's and master's degrees.

Abstract Shortly before 1976 I was asked by Foreign Affairs to write an essay on two centuries of U .S. economic foreign policy to help celebrate the country’s two-hundredth anniversary. The result was published in the January 1977 issue of that periodical, again in a collection of parallel essays in a book of the Council on Foreign Relations in New York (Bundy, ed., 1977), and a third time in a collection of my own (1990). I see no need to go over the ground again except with the broadest possible brush. Thus I start this chapter after the end of the “golden age,” in 1968 or 1971 or 1973 de­ pending on the turning point chosen. I leave the description of the U.S. nation cycle-from a small country wrapped in isolation to a country claiming world dominance or leadership-to the earlier exercise, and focus, after the briefest possible summation, on the beginnings of the debated American decline.
