Abstract:
Does the nuclear balance of power matter for nuclear coercion? To answer this question, this chapter conducts a large-N statistical analysis, examining empirical evidence from high-stakes crises between nuclear-armed states. Drawing on a quantitative analysis of a data set of fifty-two nuclear crisis dyads that includes information on nuclear arsenal size and delivery vehicles, the chapter examines the impact of nuclear superiority on nuclear crisis outcomes. It finds a powerful relationship between nuclear superiority and victory in nuclear crises. Specifically, nuclear superior states are over ten times more likely than nuclear inferior states to achieve their basic goals in international crises. In sum, this chapter provides strong empirical support for the central argument of this book. Nuclear superiority matters not just for nuclear war outcomes but also in international crises between nuclear-armed adversaries.

Abstract:
This book is the first to theorize third party mediation in crises between regional nuclear powers. Its relevance flows from two of the most significant international developments since the end of the Cold War: the emergence of regional nuclear rivalries; and the shift from the Cold War’s bipolar context to today’s unipolar international setting. Moving away from the traditional bilateral deterrence models, the book conceptualizes crisis behavior as “brokered bargaining”: a three-way bargaining framework where the regional rivals and the ‘third party’ seek to influence each other to behave in line with their crisis objectives and in so doing, affect each other’s crisis behavior. The book tests brokered bargaining theory by examining U.S.-led crisis management in South Asia, analyzing three major crises between India and Pakistan: the Kargil conflict, 1999; the 2001-02 nuclear standoff; and the Mumbai crisis, 2008. The case studies find strong evidence of behavior predicted by the brokered bargaining framework. They also shed light on several risks of misperceptions and inadvertence due to the challenges inherent in signaling to multiple audiences simultaneously. Traditional explanations rooted in bilateral deterrence models do not account for these, leaving a void with serious practical consequences, which the introduction of brokered bargaining seeks to fill. The book’s findings also offer lessons for crises on the Korean peninsula, between China and India, and between potential nuclear rivals in the Middle East.

Abstract:
This chapter examines the effect of nuclear superiority on crisis outcomes in a series of short case studies of the most important nuclear crises of the nuclear era: the Cuban Missile Crisis, the Sino-Soviet Border War, the 1973 Arab-Israeli Crisis, and the Kargil Crisis. The analysis provides strong support for the argument of the book. It illustrates the effect of the nuclear balance of power in specific cases and demonstrates that the causal mechanisms predicted by the theory are in fact in operation. In these cases, it is clear that leaders paid close attention to the nuclear balance of power, nuclear superior states were willing to run greater risks, and nuclear superior states were more likely to achieve their basic goals. Alternative explanations, such as those that maintain nuclear weapons are irrelevant, or that they do not matter above and beyond a secure, second-strike capability, do not find support.
