Identify the issues related to managing contemporary projects such as shorter product life cycles, changing customer preferences and last-minute risks. Evaluate the role of sub-domains of project management such as project prioritization, project negotiation, project portfolio system, project risk assessment and management and project stakeholder management. Case overview/synopsis It is the year 2020, and the entire world is struggling to cope up with the crisis caused by the corona virus (COVID-19) pandemic. Normal life has come to a standstill. All industries have realized the significance of developing innovative strategies to move to the new normal situation. This case describes the plight of TVR Cinemas, a business vertical of Tiya Group, which caters to the business of production and distribution of Bollywood and Hollywood movies in India. With the lock-down of the Indian subcontinent, the multiplex business is badly hurt. With new norms of sanitation, social distancing, and a ‘stay home stay safe policy’ the company has to devise new ways to sustain in the market. This case invites students to put themselves in the shoes of the company project manager, Mr. Ramchandani, to provide recommendations about deciding ways to release seven pipe-lined Bollywood movie projects, deciding on the appropriate over-the-top (OTT) partner for tie-ups, and devising strategic steps to recover the reputation of the company by launching an OTT platform themselves. Complexity academic level The case is useful for introducing basics of project management along with decision making for projects in an uncertain situation. AbstractIntroduction and purpose: In practice, the existing models of tackling companies’ crises are still lacking effectiveness and efficiency. The agile crisis project management model (ACPM) is based on the crisis project management doctrines, which we upgraded with the principles and methodologies of agile project management. It was developed for the resolution of such crises.Methods: Relying on scientific knowledge and in accordance with the defined research problem, we decided to use the qualitative research methods while using a method of highly structured interviews for data collection. A comparative case studies method was used for the comparative comparison of effectiveness and efficiency among the sample companies, which were divided into groups A and B. Companies in group A used the non-project approach, the traditional project, and/or the hybrid non-project–traditional project approach (CM approach) in implementing the planned measures and activities in the restructuring process and/or renovation; companies in group B used the agile project and/or the hybrid agile project–traditional project approach (ACPM approach).Results: The studied companies facing crises used various implementation approaches for the planned measures and activities within the framework of the crisis solution. The companies using the ACPM approach (group B) completed their restructuring and/or renewal process more quickly and were more effective and efficient after the crisis than during the pre-crisis period. At the same time, their net sales growth was also higher than the growth of companies using the CM approach (group A).Conclusion: The article demonstrates the results of the research, which studied the effectiveness and efficiency of resolving the sample companies’ crises. In accordance with the research results, we conclude that supplementing the crisis project management with an agile project approach when resolving company crises positively affects the efficiency and effectiveness of companies after the crisis.

Construction is a complicated process that takes place in an almost uncontrollable environment. Although projects can be carefully planned in advance in principle, there is a chance that unforeseen events and crises can disrupt these plans, affecting project development. Because the initial investment expenditures in construction projects are so large, they may be quickly influenced by crises, resulting in significant financial losses. The 2014 financial crisis was one of the most prominent crises that Iraq faced, which significantly impacted various activities in general and the construction industry in particular. Despite the importance of crisis management systems, the researchers found a great lack of local studies looking at crisis management, specifically in the basic stages chosen for its development, which are before, during, and after a crisis. Therefore, an effective crisis management system has been developed consisting of 20 critical success factors with devising 59 actions that can be taken for each proposed criterion for each of the three stages of crisis.

Purpose The purpose of this paper is to analyze the development and outbreak of a crisis in a high-priority project within a large organization. Design/methodology/approach Single-case study using extreme case sampling, a type of purposeful sampling, because this case provides rich information on a rare research opportunity: a project crisis that emerged during the fieldwork. Research data are semi-structured interviews, observations, project and organization documentation, logbook, notes and memos. Findings The paper shows the relevance of notions from organizational crisis management to an internal crisis in a temporary setting. This allowed a deeper understanding of crisis development. The paper reveals the wealth of meaningful, transparent data that can be collected when a crisis emerges. It highlights the high potential of project crises to reveal parent organizations’ dysfunctions. Indeed, findings suggest that the parent organization’s usual project management practices greatly contributed to the crisis affecting this project, which was unusually large and complex. Research limitations/implications The main potential limitation relates to transferability. However, a single-case study is appropriate when it represents a rare phenomenon that is not easily accessible for researchers – a crisis outbreak. Practical implications Results can provide insights enabling practitioners to improve their understanding of the ambiguous, stressful situations created by a crisis. Originality/value The results show the relevance of notions from organizational crisis management to the development of a project crisis and demonstrate the potentially harmful impact of a parent organization’s “usual” practices, especially on “unusually” large and complex projects.

Abstract:
This research aims to identify and assess the project risks of online teaching in Indonesian higher education institutions during the COVID-19 crisis. Two analyses have been conducted using the project risk management approach. First, a triangulation analysis based on interviews with 35 online teaching stakeholders was implemented in order to construct a risk breakdown structure to identify major registered risks. Second, a risk assessment calculating the severity score of each registered risk was conducted using an online survey with 125 online teaching participants. The results of these analyses concluded that there were 11 registered risks, with the highest risk exposure in the technological area. In terms of risk criticality, inadequate Internet connection and an inconducive learning environment were selected as the most critical risks with the highest severity scores. These results imply the importance of focussing on the technological risk mitigation and strategy policies to prepare for future online learning projects after the COVID-19 crisis in Indonesia. ABSTRACT The economic effects of isolation policies resulting from the COVID-19 pandemic have led small and medium-sized enterprises (SMEs) to look for alternatives to survive. Within this crisis scenario, an engaged university has an important role to play in a regional context in addressing not only health issues, but also any resultant social and economic problems. An engaged university needs to take actions that go beyond its traditional missions of education and research - it has to deliver knowledge to society. This paper analyzes a university-community project in Brazil to identify the necessary elements that help promote a regionally-engaged university: the SOS-PME Advisory Network project, which was originally designed to assist SMEs during the crisis. As a result, we identified elements necessary for promoting the university’s third mission - social engagement by way of a university-community project: an engaged team, multidisciplinarity, project management, agility, alliances, a communication strategy, institutional support, and reputation.

The authors carried out the analysis of the current state of the Russian investment and construction market, theory and practice of project analysis, which made it possible to determine the specifics of housing construction projects development during the crisis and highly uncertain external and internal factors of its implementation. Urban agglomerations development is a continuous process of transformation of the existing urban environment, where daily living activities are carried out, connected with changing social requirements. It includes various components of the integrated organization of the city’s space: ecological, functional, architectural and artistic, socio-cultural aspects, as well as the organization of population activities. At the same time, taking into account the peculiarities of the city as a whole, urban development, in particular, is today the dominant task in urban planning practice. The mechanism of indicative risk assessment was used to develop the author’s matrix for the processing of specific project risks during the crisis. Values of factor risk premiums are based on it, and they are taken into account when calculating the project efficiency. The use of this methodology makes it possible to identify and assess project risks with minimum resources, correct the parameters of the project’s commercial efficiency and, taking into account the results obtained, draw a conclusion about the feasibility of further project implementation. One should choose a certain classification of environmental risks focusing on the goals and objectives of projects. This allows choosing the right methodology for assessing environmental risks at the stage of information collection and analysis, which in the future will make it possible to make the most complete and balanced decision. The use of the proposed recommendations makes it possible to take into account the impact of commercial, financial, legal, production and management risks during the crisis and, as a result, more accurately calculate the commercial efficiency of a development project.

Effective project management style is extremely important for managing crisis and this strongly contributes to the success of an organization such as COREN. The objective of this study is to assess the management crisis of COVID- 19 by the council for regulation of Engineering in Nigeria (COREN) Benin City, Nigeria using six sigma project management approach with the triangulation design of two phases, Phase 1 using quantitative analysis, descriptive statistics while phase 2 used the qualitative analysis. Final results collected from the merger of phase 1 and phase 2 showed a T-test value of -37.523 at P value significant of 0.000 obtained for understanding project management as it relates to crisis management during times of extraordinary crisis in the model and was less than 5% level of significance indicating that there is a significant relationship between Understanding project management as it relates to crisis management to aid organizations in working effectively during times of extraordinary crisis. Process performance was improved to address the root cause of poor crisis management using six sigma styles with 68 % strongly agreeing that proper planning will provide an efficient medium. A one sample T test result of -42.547, with a 95% confidence interval of the difference at a lower value of -1.99 and an upper value of -1.81, showed that the model is reliable with absence of serial auto correlation. A standard deviation of 0.309 showed that 1% increase in proper understanding of project management styles (six sigma) activities results in 30.9% decrease in crisis such as COVID19. Hence using the six sigma style of managing extraordinary crisis has proved to sustain managing crisis and strongly contributes to the success of organizations such as COREN.

<em>Background</em>. During the last H1N1 pandemic has emerged the importance of crisis communication as an essential part of health crisis management. The Project aims specifically to improve the understanding of crisis communication dynamics and effective tools and to allow public health institutions to communicate better with the public during health emergencies.<br /><em>Design and Methods</em>. The Project will perform different activities: i) state of the art review; ii) identification of key stakeholders; iii) communicational analysis performed using data collected on stakeholder communication activities and their outcomes considering the lessons learnt from the analysis of the reasons for differing public reactions during pandemics; iv) improvement of the existing guidelines; v) development of Web 2.0 tools as web-platform and feed service and implementation of impact assessment algorithms; vi) organization of exercises and training on this issues.<br /><em>Expected impact of the study for public health.</em> In the context of health security policies at an EU level, the project aims to find a common and innovative approach to health crisis communication that was displayed by differing reactions to the H1N1 pandemic policies. The focus on new social media tools aims to enhance the role of e-health, and the project aims to use these tools in the specific field of health institutions and citizens. In this paper, leadership tasks and stakeholder response during transboundary crisis management are analyzed based on findings from Hofstede’s study, GLOBE Project, and theoretical concepts in cross-cultural management. Accordingly, a conceptual model of transcultural crisis management is proposed. Seven propositions (P) and sixteen sub-propositions (SP) are developed and then tested using the case method. The case of the COVID-19 pandemic is studied to note the effects of cross-cultural differences and intercultural communication in the pre-crisis, crisis, and post-crisis stages. Cross-cultural differences are found to affect sense-making, decision-making, sense-giving and meaning-making during pre-crisis and crisis management stages. Implications of these findings and further research agenda are discussed.

The current turbulent times have never been so demanding to adapt to ever-changing conditions. Small and medium enterprises (SMEs) form the cornerstone of the economy. Moreover, they are the driving force of economic processes in all countries. Therefore, this paper aims to empirically map and identify the causes of the crisis and statistically verify how these crises affect the personnel measures taken and human resource management (HRM) in SMEs. The chi-square test and Cramer’s coefficient were used to verify the statistical dependences of research questions and hypotheses. A statistically significant impact of external economic influences on enterprises’ activities was empirically confirmed (59%). It was proved that nowadays, the most important external factor influencing the activities of enterprises in the market is the COVID-19 pandemic. The study also focused on the personnel measures taken during the crisis. It was confirmed that small businesses apply alternative personnel measures, namely reducing variable wage components before radical redundancies. The COVID-19 global pandemic has caused an unprecedented disturbance in higher education and the business services sector. In the 2014–2020 financial perspective, the Operational Programme Knowledge Education Development has constituted a response to challenges and an instrument to execute the Europe 2020 Strategy. However, the Programme was not designed to prevent crises, and neither did it foresee the pandemic which surprised the whole world. Despite this, higher education institutions that implemented projects co-financed with the EU funds had to face the “black swan” and ensure the continuity of their activities while improving their resilience to crises. The COVID-19 pandemic demonstrated how important knowledge management and resilience-building skills are for students to adapt and grow stronger in the face of a crisis. Does higher education teach crisis-resistant competences? As we know from practice and literature, the knowledge gap as regards crisis-resistant competencies is enormous, and the relevant university programmes require strengthening. Therefore, we conducted a literature review about knowledge management in complex crises and conducted research to identify competences that increase resilience to crises. The aim of the article was to examine to what extent the support implemented in the Polish university project contributed to the increase in indicators (output, direct result) and to what extent the level of competences of the project participants increased, including those competences that allowed the participants to adapt to the labour market during the COVID-19 pandemic. For the needs of the study, we used the competence balance method and the measurement of a degree of ratio implementation according to the criteria applied. The results of the study proved that the ratios rose and the project contributed to increasing competences in the project’s participants, improving their crisis resilience. The conclusions of the study allowed us to make recommendations regarding the emergent knowledge strategies about the European Union’s future agenda as well as about knowledge management and university training programs for resilient skills.

Planning and networking are largely determined not only by existing regulations, but also by human relationships. Formal work relationships in professional contexts benefit in particular from informal communication, which in turn gives these work relationships a personal aspect. The COVID-19 pandemic and the resulting control measures were also challenging for work relationships, including those in planning contexts. A planning project in Germany, which forms the basis for this article, demonstrates this. Qualitative research was used to investigate the impact of the pandemic on project work and how the project participants dealt with the pandemic. Through comparative and retrospective observations of the cooperation over time, it was possible to identify participants’ strategies to continue work on the project. This analysis is based on 25 qualitative stakeholder interviews. The results show that the pandemic had varying impacts on the project’s networks. The strategic use of informal communication contributed significantly to the continuation of the project’s work, although this communication was used in different ways. In addition, for a long time, the project stakeholders were neither aware of the differentiation between formal and informal communication, nor of the relevance of informal communication. Analysing this understanding represents a central aspect of this article. In sum, strengthening informality in formal planning projects contributes to their success.

This paper categorizes the risks experienced and voiced by subject matter experts at a pandemic crises event which unfortunately claimed almost 800 lives before it could be controlled. The project was a case study design using multiple methods. Qualitative data was collected by interviewing 22 front-line multicultural crisis practitioners. The unit of analysis was the constructed meaning of the uncertainty and risk management processes experienced by the participants, while they were attempting to control the global pandemic crisis associated with the Severe Acute Respiratory Syndrome outbreak during 2003. Several guiding constructs were researched from the literature review. NVIVO was used to analyze the interview transcripts to build a thematic model of constructed meanings. The result was a best-practice model constructed by the practitioners which they felt improved risk control during a significant global pandemic crisis event considering the lead mitigation agency was a nonprofit health care organization.

In India, Project Portfolio Management (PPM) is in practice as a tool for prioritizing and managing real estate projects in construction organizations. But due to insufficient funding, improper judgment of experts during the crisis situation, the selection of optimal project portfolio prototype can be viewed as a risk based decision making process involving various risk factors. The objective of this study is to analyze the importance of project portfolio management and the risks associated with it in the construction industry taking into account the impact of novel corona virus COVID 19. This research identifies the adoption of more consistent project governance, risk management techniques and way more careful project portfolio management as the core area of study. A conceptual framework for Project Portfolio Management is also designed after analyzing various parameters of Project Portfolio Management of construction industry with the help of Bayesian framework. The key motive for undertaking this part of examination on real estate sector of Indian construction industry in southern part of India to reduce the impacts and increase the return on investment from the projects by mitigating the effect of risk factors associated in the projects. Project Portfolio Management tools and techniques are very useful for managing multiple construction projects.

The organizational project management control has been the area of great interest from long time among the investigators who validated that there is a great necessity of control approaches in an organization to acquire their goals. In this paper, a detailed analysis describing the stages associated with control in project management process has been illustrated. In the first phase the proposed plans are outlined with a follow up on the deviation of the plans with causes. In the final phase a detailed solution analysis was carried on what the company did to fix the series of delays along with some suggestions stating proper ways of dealing the situations. This research gives a wide overview on the problems that 787 Dreamliner faced during its manufacturing and delivery process. The analysis was done on the control perspective. Innovative solutions was laid down which if applied during the service procedures could have avoided the problems related to delay of 787 Dreamliner’s delivery. The main intention of this research is that the solutions and strategies provided can be implemented successfully to the other organization for better planning and handling of entire process ultimately minimizing the downtime and increasing the productivity of the organization.

2020 is a special year, this year the world’s economy has become extremely unstable because of the arrival of COVID-19. Idiosyncratic shocks have hit the global economy. The stock market has suspended, companies have closed, unemployment has soared, every industry has faced the biggest crisis since the Second World War. The British construction industry is certainly no exception. This time it will be the victim of this epidemic and the financial crisis. Compared with the European and American countries, the impact of the epidemic in Asia (Malaysia and China) is relatively light. The development of the epidemic situation in these countries has been controlled relatively effectively and strictly controlled. They are inextricably linked. However, the impact of construction projects in any area under the epidemic, the countermeasures adopted by the government, the epidemic prevention measures adopted by the company and the risk prevention strategy are very different. Therefore, under different circumstances, whether it is from the construction industry managers themselves or government policymakers, it is essential to apply correct and valid management measures to face the projects under construction under the epidemic actively. Simultaneously, collect statistics from questionnaire surveys of three countries in the region, then get an experimental result. Besides, different countries have different policies and forms of epidemic development. So, this research will summarize the corresponding policies and coping strategies of the project. It based on statistics of Malaysia and Chinese construction Projects, surveys for five projects to make comparisons than do statistics to the survey result.

This case summarizes a failed systems development project at Green Valley Hospital. The project was part of a large strategic information systems plan aiming to lower costs, improve the quality of patient care and re-engineer the hospital's operations. To implement the project, the president of the hospital selected a $5.9 million system by Ibax. The users, who felt that the selected system did not satisfy their needs, rejected it during the testing process. As a result, the project was abandoned 3 years after its initiation. This case describes the key factors and behaviours that led to the failure and invites readers to apply their project management and crisis management skills and creativity in managing the aftermath of the project's failure.

COVID-crisis has made significant changes in the educational process of many coun-tries, including the need for new management decisions that would solve the complex problem of accelerating the development of online resources for distance learning. Management, particularly in education, is valuable when it is able to combine both general and specific goals. Especially when it comes to a specific educational process for training future TV and radio journalists, advertisers and PR-managers, screenwrit-ers and directors, sound directors, TV presenters, film and cameramen. The peculiarity of these professions is the combination of both creative and technological components of production and placement of professional audio-video content, i.e. content pro-duced by TV and radio companies, film or TV studios, advertising agencies, and aimed at a mass audience. One of the basic priorities in training such specialists is, first of all, the practice, which is based on the planned implementation of educational audiovisual projects and the ability to put them into effect in certain circumstances, including COVID-crisis caused by COVID-19 virus. Therefore, the aim of the article is to hypothesize how to build a productive distance educational strategy in the condi-tions of COVID-crisis, which specifically affected the quality of practical training of specialists in the field of audiovisual media and arts in Ukraine.

Modern realities have many challenges for society and the economy, as the global economic crisis and Ukraine's internal economic and political problems are not conducive to development. Against the background of these challenges, the support of the whole population, the desire to improve the quality of life, in particular in socially vulnerable groups, is becoming important. Social projects in such conditions are designed to maintain social stability, improve the quality of life, and in turn require professional staff. The article examines the essence and features of social projects as a tool to improve the quality of life, ensuring the social effect of implementation, as well as the role of competence development in the context of ensuring effective management of social projects. The content of social project management in modern conditions as organization, planning, management, coordination of labor, financial and logistical resources during the project cycle, aimed at effectively achieving their goals and a certain social effect. Some principles of successful social projects are defined, which allows to increase the efficiency of their management. A certain algorithm of social project management has been formed, which includes: analysis of social sphere problems, determination of social sphere priorities, formation of social project management structure, development and implementation of social projects, achievement of results and social effect. The role of competencies, in particular managerial ones, in ensuring the effectiveness of social project management is determined. Based on the definition of the concept of «competence», the hierarchy of management staff competencies of the social project is revealed. The key competencies of the social projects management stafff, including leadership, discipline, forecasting social development, empathy, emotional intelligence, etc. are identified. Taking into account the specifics of managerial competencies, an algorithm for their development was formed to ensure the effectiveness of social project management in modern conditions, which involves certain stages from analysis of existing competencies of management staff to new competencies goals and objectives of the social project.

Anti-crisis management of a consulting company is a key component of its strategic development. It is necessary to ensure stable operation and monitoring of the enterprise in the consulting market. The peculiarities of crisis management in the conditions of the COVID-19 pandemic have been determined. The main factors and signs of the crisis were determined based on the diagnosis of crisis readiness indicators. Existing management models are not fully adapted to the current situation during a pandemic. That is why this article analyzed the current situation in the market of consulting services and, on the example of a particular company, examined the level of its sustainability, the impact of the pandemic on its financial performance and, as a result, the creating of relevant crisis plans, including short-term action, ensuring the survival and development of the organization in conditions of uncertainty. The financial condition and main areas of activity of the consulting company were analyzed. An analysis of the company's readiness for the crisis was carried out on the basis of the methodological tools of the EBRD Know-How Academy. The main problem areas are identified and we offer ways to minimize the negative consequences. Specific anti-crisis management measures are proposed. The result of this approach should be overcoming the crisis, assessing the effectiveness of crisis measures (projects) and, if necessary, the introduction of a permanent monitoring system for crisis phenomena in the organization. The implementation of the proposed anti-crisis management measures allows to minimize losses and ensure the continued existence and development of the company in the current crisis situation in the world.

The case study implements the See-Think-Do framework as an awareness-based approach used for The Crisis Map of the Czech Republic. It is an Ushahidi-based crowdsourcing platform for sharing spatial and multimedia information during crisis situations, e.g. disaster floods in 2013. While the current crisis projects use public mapping just at the onset of the disaster, according to See-Think-Do any user can be considered as a potential contributor even during the dormant period. The focus is put on the "See" and "Think" groups of contributors, which are currently ignored. <br><br> The objective of this paper is to summarize approaches (social networks, mass-media, emailing, gamification, …) and tools (GIT/GIS, ICT, multimedia) for increasing the awareness about the project within the resting phase. That recruits a higher number of both active and passive users during the disaster. It allows the training in ICT, cartographical, spatial and GIS skills in a non-stressful way and the targeting on specific operators. Volunteers from the "Think" group may be used for data processing or rectification, GIS professionals from the "Do" group for data verification. The results refer that contributors with already established skills and required literacy (interface, data uploading) provide data faster and more accurate, the usability of the project increases based on users' comments.

IntroductionThe European Project SICMA (Simulation of Crisis Management Activities) provides a modeling of the behavior of the entire Health Service System during field emergency operations, as well as the rules it operates by. The first step toward chain procedure modelling in the management of major emergencies is the representation of a traumatized patient whose health status can be followed in time during simulation. Since management of the trauma patient follows criteria of stabilization of main physiological functions, a trauma patient model was developed based on fundamental pathophysiological functions independently of specific lesion characterization. Methods: Each patient's health status was modelled according to 5 parameters (ATLS): A(airway), B(breathing), C(circulatory), D(disability), E(Exposure). Patient samples are extracted from a 10.000.000 patient database, generated by considering real anatomical lesions compatible with type and severity of considered scenarios (explosion, building collapse, fire, gunfight). Simulated lesion characteristics were then converted to pathophysiological parameters. Each physiological compensation parameter was represented by: (1) baseline value expressed as percentage of altered function; (2) function reduction rate over time, obtained by a mathematical approximation of clinical worsening. From level of function, rate of worsening and function-specific death thresholds, estimated time-to-death according to sustained damage is computed.ResultsThis model allows simulation of evolution of patient health status both in absence of medical care, but also under therapy, in terms of immediate increment of each single parameter (“temporary” treatment), and of reduction or zeroing of parameter dec14rement rate (“definitive” treatment).ConclusionThis model, based on evaluation of physiological parameters, presents an advantage over the consideration of single lesions, because simulating logical procedures that guide treatment choice in real situations can provide a more accurate assessment of casualities for those actors assigned to management of major emergencies.

IntroductionModern emergencies and disasters are progressively changing from relatively simple, predictable events controllable with standard management solutions to complex critical situations for which managers and first responders require innovative and affordable tools.MethodsThe European Project SICMA (Simulation of Crisis Management Activities) provides a modeling of the behavior of the entire Health Service System during field emergency operations, as well as the rules it operates by. Use of simulation technologies offers a significant improvement on current management activities allowing decision makers to confront several organizational alternatives not only with static situations but with evolving scenarios.ResultsSICMA simulates main structural and behavioral elements of maxi emergency and mass casualties, from individual casualties and evolution of their health status, activity of the police force and fire brigade on the accident site, crowd dynamics, sanitary personnel expertise, to ambulance and helicopter transportation depending on traffic and weather conditions. The system also simulates rescue doctrines (i.e. “Casualty Clearing Station” or “Scoop and run”), transportation priorities according to color codes, doctrines for assignment of new casualty to neighboring hospitals, hospital resources and involvement, final clinical outcome of individual casualties. Patient health status and physiological reserve of single casualty is based on the ABCD ATLS system, considering with a simple algorithm both level of damage and rate of worsening in time.ConclusionUtilizing this simulation system, managers who predispose organizational and logistic procedures may modify the main elements in order to identify the optimal resource allocation and the best procedures to save the most human lives.

Purpose – The article has two major purposes. The first purpose is to examine the roles and practices of communication professionals in relation to internal aspects of crisis communication. The second is to suggest new roles and practices for communication professionals that will enable a strategic approach to internal crisis communication. This article is based on empirical material from a larger three-year research project that focuses on internal crisis communication at a university hospital (UH) in Sweden. Design/methodology/approach – This article is based on empirical material from a larger, three-year research project that focuses on internal crisis communication at a university hospital (UH). For the purpose of this article the authors have mainly analysed transcripts of 24 semi-structured interviews that lasted 1-1.5 hours each. The authors chose to interview both communication professionals and other key persons/crisis managers in order to have the role and practices of communication professionals elucidated not only from the perspective of communication professionals themselves. Findings – A conclusion from the case study is that communication professionals have a rather limited role in internal crisis communication. Their role is primarily focused on information distribution through the intranet, even though they are also involved in strategic managerial work during the acute stage of the crisis. The communication professionals are first and foremost called for once the crisis has already occurred, which can be seen as a “communication on demand” approach, which limits a strategic orientation. In this paper some new roles and practices for communication professionals are suggested, which involve a strategic approach and cover all the stages of crisis. Research limitations/implications – Future research needs to go deeper into the practices and processes of these roles. Practical implications – Important prerequisites for fulfilling a strategic role as a communication professional are membership of the board, diversified communication roles, a developed managerial role, being closer to core operations, and legitimacy. Originality/value – The absence of a strategic crisis management thinking and discourse in organisations delimits communication professionals to a technical role rather than a managerial and strategic role. Taking internal crisis communication seriously and adopting a broader view of crises will raise new demands on communication professionals, which go beyond the operational and tactical roles in the acute phase of a crisis.

Stock incentives for bank management in the 1990s increased and may have allowed management too much freedom in making risk choices and ignited the credit crisis of 2008. Contracting theory suggests stock incentives will induce better stock performance; moral hazard theory suggests stock incentives will motivate managers to undertake risky projects. This study finds, in the period of 2005-2007, CEO options are associated with negative performance supporting moral hazard theory. However, stock ownership is associated positively with performance as measured by earnings, supporting contracting theory. Director options are associated positively with performance but are not significant in for stock ownership.

Geospatially-oriented social media communications have emerged as a common information resource to support crisis management. The research presented compares the capabilities of two popular systems used to collect and visualize such information - Project Epic’s Tweak the Tweet (TtT) and Ushahidi. The research uses geospatially-oriented social media gathered by both projects during recent disasters to compare and contrast the frequency, content, and location components of contributed information to both systems. The authors compare how data was gathered and filtered, how spatial information was extracted and mapped, and the mechanisms by which the resulting synthesized information was shared with response and recovery organizations. In addition, the authors categorize the degree to which each platform in each disaster led to actions by first responders and emergency managers. Based on the results of the comparisons the authors identify key design considerations for future social media mapping tools to support crisis management.

The purpose of the article is to analyze specifics of the communication construction and adaptation of cultural institutions products during the crisis. The pandemic associated with the spread of the COVID-19 coronavirus had a serious impact on all spheres of life and required a revision of many familiar processes. In particular, the system of communication with consumers in the spheres of culture and education had to be substantially restructured. Also in those areas the development and implementation of new products and projects, adapted to the restrictions conditions, became urgent. On that basis, the article deals with the specifics of creating and promoting educational products in a period of quarantine restrictions as well as of the most crisis-prone areas of work. The key outcome can be defined as the conclusion that an important factor in the effectiveness of communications is the study of the consumer needs, and in a continuous mode. The spheres of education and culture, in that case, are no exception. The prospects of the study are associated with the fact that new products related to the crisis and restrictive measures do not disappear with the return to “ordinary” life, but remain in the product line of many organizations. However the ratio of traditional and new products in the assortment portfolio of different organizations will be different, which depends on many factors. Studying the factors and thus effectively managing the product portfolio are tasks for future periods. It is thereupon (along with the study of needs) that it is necessary to develop a communication strategy for the organizations of the spheres of culture and education.

Abstract:
Since the start of the COVID-19 pandemic, the top priority was to hinder the spread of the virus and prevent the collapse of the health systems. To achieve this, it was mandatory to ensure adequate supplies of personal protective equipment (PPE), which may not have been available in the short-term during the first months of the crisis. While leading manufacturing companies all over the world were retooling their factories to produce medical equipment, 3D printing offered a transition solution to quickly supply PPEs in the case of emergency. In this context, the University of Castilla-La Mancha started a new solidarity project to produce PPEs via 3D printing, especially for healthcare staff. This project was characterized by the commitment of several geographically distributed volunteers, with limitations due to confinement. The group of volunteers required an organizational model supported by ad-hoc technology to make their collaboration efficient. This article demonstrates how a centralized production model is not efficient in such a situation, and proposes a novel web system supported by an intelligent recommender, which facilitates a distributed organizational model that optimizes manufacturing and delivery times of PPEs. The results show how our proposal drastically improves the efficiency of the group of collaborators, and adequately address the high social demand concentrated in a short period. This was a crucial change for the production and distribution of over 23,500 PPEs during the first 40 days of the crisis, in one of the regions with a higher rate of COVID-19 cases in Europe.

Research projects in the security domain often aim to develop innovative technology-based solutions for end users (e.g., situational awareness tools, crisis management tools). The pandemic crisis hit hard and without warning, not only influencing our everyday life but also the scientific community. To continue applied research projects during a pandemic, work structures needed to be adapted (e.g., user requirements collection, use case development), as face-to-face events were impossible but crucial to collect high quality requirements with a variety of different stakeholders. To ensure continued multi-stakeholder engagement we developed an overarching framework for collecting user requirements and use cases in an online setting and applied the framework within two research projects. The framework consists of four steps with the aim to assure high quality user requirements and use case collection (first analysis, stakeholder consultation, evaluation and prioritization, technical evaluation). The two projects presented in this paper provide insight on the potential of the framework. The framework offers a structured approach that fits for many different security research projects in terms of the easy application and its transferability. Purpose When faced with events, such as the global pandemic of coronavirus disease 2019 (COVID-19), libraries have a unique opportunity to develop a community facing response through born-digital collections. These collections provide challenges for metadata creation, collection development policies, workflows, and digital preservation. This paper aims to provide an overview of the Utah COVID-19 digital collection, with a discussion of impact and lessons learned. Design/methodology/approach This paper provides a case study of a born-digital collection initiative undertaken at the University of Utah in response to the COVID-19 pandemic. The project prompted engagement with the University of Utah communities and people across the state. Workflows, metadata management and partnerships are discussed, to provide a model for institutions developing similar projects during a time of crisis. Findings While the project was launched with open-ended and flexible goals, the response from the community has been both surprising and gratifying. Statistics and examples demonstrating reuse of collection materials are provided to highlight the impact and potential of community engagement. Originality/value Digital collecting projects during a historical event are not new, however the restrictions placed upon people worldwide during the COVID-19 pandemic created interesting circumstances for building this collection. Several lessons were learned throughout the project which will be useful for other institutions embarking upon related projects.

The real estate market of EU countries has undergone a severe global financial crisis 2008–2009, recovered successfully later, and now experiencing significant uncertainty due to the COVID-19 pandemic event. Significant volatility of the real estate business is once again evident, just as it was following the global financial crisis. The paper aims to provide a case study of a real estate project by giving insight into the Latvian real estate project that had been experiencing similar economic uncertainty, to demonstrate hybrid real options valuation (ROV) method to adapt real estate investments to changing circumstances and to develop the decision-making solution to similar EU real estate problems during the pandemic. The paper provides the “step-by-step” ROV application’s methodology in real estate development projects. The presented methodology is a powerful managerial risk management tool for the executives of similar real estate development projects in the EU countries struggling to make investment decisions in the pandemic and post-pandemic period. Since any estimation includes assumptions, ROV results should be interpreted and perceived as approximations only. The future works can provide robust ROV analyses and interpretations regarding the demand for real estate, showing quantitatively how competition can impact strategic investment decisions.

Purpose The purpose of this paper is to explore the relationship between organizations and their PR firms during crisis situations. It contributes to the field by identifying the role of communication consultants in contemporary organizational crises, tasks they are entrusted by their clients, as well as providing their perspective on current crisis communication practice and its future development. Design/methodology/approach The research is based on 13 semi-structured in-depth interviews with two groups of senior staff in 11 Croatian PR agencies: CEOs, directors, managing partners and senior consultants, all in charge of their clients’ crisis communication projects. Findings The research results suggest that PR firms define crisis differently than their clients, who tend to consider every risk a crisis, which causes a significantly broadened scope of work for their PR firms. The findings also suggest crises to be periods when new PR firm–client relations are often established and caution PR firms to balance between openly expressing their opinion when unfavorable for their clients and providing the best advice possible to achieve a sustainable business model with the clients that they consult. Originality/value This research provides rare insight into crisis communication consulting practice, especially consultant–client relations during crises. Methodologically, it includes a representative group of senior communication practitioners acting as consultants and can provide the management of PR firms and scholars valuable insight into the current and future trends of the crisis communication field in Croatia.

South Korea has experienced two national public health crises during this decade. The 2015 Middle East respiratory syndrome-coronavirus (MERS-CoV) response’s failure to address coordination problems or authority conflicts provided an opportunity to revise its national disease control system before the 2020 coronavirus disease 2019 (COVID-19) crisis. Our reflection on Korea’s MERS-CoV and COVID-19 responses provides a perspective on public health emergency management. It is difficult to project the scale of an emerging infectious disease in advance because of its contagious nature and ability to cross geographic boundaries. In a national epidemic or global pandemic, a centralized coordination effort at the national level is desirable, rather than fragmented local, city, or regional efforts.

Construction is a diverse and complex sector. It consists of projects with intricate activities and interfaces between stakeholders who undergo a series of development phases using numerous resources, integration of technologies, materials, and approaches. Theoretically, construction projects can be well planned. However, it is being exposed to unanticipated events or crises that could disrupt original plans, affecting organizations’ operation and progress of construction projects. Problems may even have the propensity to destroy the organization significantly. Considering the current paradigm of crisis, the Covid-19 outbreak that emerged in late 2019 has continuously left a lasting impact on the construction industry. As of August 2020, Covid-19 has spread to over 200 countries, and the number has increased beyond 100,000 cases in Malaysia. Regardless of Covid-19 has placed great stress on all aspects worldwide, it led to the closure of most construction businesses, causing contraction towards industry growth to the greatest to extend of -7.9%, the lowest since 1999. In this context, the effort to ensure the preparedness of the construction organizations against crisis has become an issue. Hence, this paper aims to structure a framework that consists of principles and processes which can recover and develop a resilient construction industry. The method used for this study is Systematic Literature Review of related journals gathered through WOS, ScienceDirect, and Google Scholar, reports, and relevant references from Government Authorised agencies circa 1998 to 2020. 4262 articles were identified, and 111 papers were subsequently selected for further analysis. Based on the findings, there are five major phases of CM, including prepare, prevent, respond, evaluate, and redesign. The proposed CM includes 4 elements and 2 outputs. The article examines the issues the monitoring system for managing project life cycle at an instrument-making holding project. The purpose of monitoring is to improve the project management system, identify discrepancies between actual and planned indicators, monitor the project indicators, change the organisation strategy development, proposals to eliminate potential threats. The main tasks adopted as monitoring-screening tools are the identification of key indicators; processing and aggregation of critically necessary information about specific project tasks; identification of external and internal risks; attractors that strongly influence the implementation of the project; issue of operational reports on the project; forecasting and decision-making, development of proposals to correct negative situations; ensuring the integration of the monitoring system in the information environment of the holding. The article reveals the key problems in this area and outlines conceptual directions for improving the process under study. The relevance of the material is the activity of a real specialist directly inside the dynamic structure of the holding, who knows all the old management methods and models new and redundant management methods, updating them in accordance with external and internal challenges. The experience of implementing the project of changing management paradigms during the crisis can be used to minimise further risks and accelerate the choice of effective management methods in organisations of large holdings, which, in turn, will allow you to reorient yourself as painlessly as possible to new management mechanisms that will contribute to more efficient operation of the holding as a whole.

They must also remain cautious and pay attention to detail when framing and executing against the partnership objectives. Nearly two-thirds of all project managements experience severe problems and most problems are found within companies with less project management experience. If you overlook basic management principles during the initial courtship, the project management will suffer. Successful partnerships often create a formal project management process that incorporates some form of project management integration, management, negotiation, and assessment. Self-assessment and partner assessment is critical, and needs to be built into the overall process. These have lately presented themselves in a variety of failures that range from financial failure, epidemics, and other natural calamities; violent actions among staffs and from terrorist factions as well. The private sector is confronting change as varied organizations experienced transitions, as a result of strong competition and compelling technological advances that arise during periods of socio-economic and political progress. Firms do not manage these factors by themselves but will respond to changes if they are required to strategically devise schemes. To be resilient, firms will need to use intensively strategic planning in turbulent and changing situations in order to survive and thrive. It is the responsibility of managers and leaders in firms to consider all these types as possibilities for crises and have strategic and tactical plans, as a result crises could be rapidly resolved or prevented from happening. Strategic planning is critical to make sure that the textile sector is prepared to meet future difficulties. Modern strategy-oriented planning comprises a lengthy system for realizing a vision or managing future environmental conditions. The processes are neither fully prescriptive nor fully clear. Given this assumption, we typically characterize strategy-oriented planning processes in terms of structured activities that continually cover objectives and mission, survey the competitive environment, analyses strategic options, and coordinate implementing activities throughout an entire organization. In recent years, collaborative approaches to crisis management involving citizens have gained increasing attention. One example is the #WirVsVirus hackathon, which was conducted in response to the COVID-19 pandemic and had over 28,000 participants. Because research on large-scale, digital collaboration in crisis situations is scarce, consequences of their use in crisis management remain unclear. This article relies on the open governance paradigm as a lens for studying two projects emerging from the hackathon. Based on nine qualitative expert interviews, we ask how digital open governance affects governance capacity and legitimacy in crisis management. Our findings suggest that digital open governance can contribute to governance capacity and legitimacy, as it mobilises large, diverse groups of citizens to quickly develop citizen-centric, ready-to-use solutions for crisisrelated problems. However, we also identified potential problems, including risks regarding legitimacy and accountability, difficulties with scalable solutions, and questionable long-term impacts.

The highways sector is a prominent sector in any country’s economy because of its impact on the well-being and safety of its citizens. The transport sector has an impact on social improvement and investment in the nation on the illustration that allows access to markets, production, jobs, health and other social services.This study investigates the causes of delay of highway construction projects in Iraq, which is frequent occurrence. Data was collected using questionnaires which were distributed to the key project participants; contractors, owners and consultants. The data were analyzed using the Frequency index and Spearman‟s rank correlation. The top seven causes of project delays were observed to be political decisions and political realities, the economic crisis of the country, delays in materials test of and obtaining the results, delay in monthly payments of contractor, failure treatment of the delays when implementing the project, the effects of weather, rain and high temperatures, delay in activities during implementation. It is recommended to establish an appropriate number of laboratories and adopt the field laboratory mechanism for the external and remote screens. Owners should give special attention to pay progress payment to contractors on time. The competent contractor who has prior experience in implementing the high projects should be selected. The contractor must take into consideration the weather conditions when preparing the time plan necessary to implement the project. The project management should identify these reasons and deal with them quickly in order to reduce the total delay of the project.

Abstract Purpose The coronavirus disease 2019 (COVID-19) pandemic has created unprecedented challenges for health systems around the world. We describe our approach to adapting the pharmacy leadership structure to address critical medication shortages through innovative data analysis, procurement strategies, and rapid implementation of medication policy. Summary Yale New Haven Health deployed a system incident management command structure to effectively respond to the COVID-19 crisis. System pharmacy services adopted a similar framework to enable efficient communication and quick decision-making in key domains, including drug procurement and policy. By refining a model to project health-system medication needs, we were able to anticipate challenges and devise alternative treatment algorithms. By leveraging big data and creating a system knowledge base, we were able to consolidate reporting and coordinate efforts to ensure system success. Various procurement strategies were employed to ensure adequate supply, including frequent communication with our wholesaler, sourcing direct from suppliers, outsourcing of sterile products compounding to registered 503B outsourcing facilities, and acquisition of active pharmaceutical ingredients for compounding of essential medications. Strategic positioning of pharmacists within the health system’s incident command response teams and rapid adaption of drug use policy governance fueled accelerated response and nimble implementation. Communication was streamlined and executed via multiple outlets to reach a broad audience across the health system. Conclusion With medication shortages posing a threat to patient care, dynamic pharmacy leadership proved essential to providing patient care at the height of the COVID-19 pandemic. System alignment and the rapid adaption of the existing framework for drug shortage management and medication use policy were crucial to success in crisis response.

Since there appears to be two conflicting groups on the rationale for POSCO project, this paper also examines & analyses the perception of pro-project local peoples on the potential development prospects of the region during post –project implementation period. Since this study is explorative & descriptive, data collection was made using qualitative research methodology through both primary & secondary source. The study reveals that the economic & socio-cultural factors associated with the resistance of large number of local people are attributed to the issues like threat for land alienation, threat for loosing their agrarian structure of permanent livelihood source, threat for socio-cultural disintegration due to proposed displacement from their ancestral home, threat for water crisis due to poor water management policy & threat for ecological imbalance in the region etc. The study also suggests that the other section of peoples who supports the project, on the contrary, found very much optimistic regarding the positive impact of the project on the quality of lives of the local community in particular & inclusive growth of the state in general.

The COVID-19 crisis, in addition to the world pandemic, has dealt a devastating blow to the economy of the state and organisations. Insufficient level of research support, imperfection of organisational structure and organisation of management of scientific and technical activities in IT projects necessitate revision and improvement of the existing management system of such projects. The purpose of the study is to develop comprehensive models to increase the objectivity of the role assessment of the applicants' competences during the staffing of specialists for the IT company in conditions of uncertainty on the platform of fuzzy sets. The following theoretical methods of scientific cognition were used in the study: method of synthesis and analysis of information, statistical method, method of maximisation and method of Max-disjunction. The study considers the developed model for assessing the applicants' competences in the staffing of the role of specialists of the IT company using the platform of fuzzy sets. The study analyses the current problems of recruitment, human or labour resources in corporations whose activities are related to the development of software in various fields. The approximate composition of roles in modern IT companies with the recommended socionic types of information metabolism for each specific executor of the IT project is given. The incentive mechanism in the context of specific constraints enables the improvement of the system of rewarding IT staff and makes it possible to differentiate such staff using project management tools. The authors of the study have developed a fuzzy model for assessing the competences of a candidate for any position in an IT corporation. The study provides linguistic variables, the basis of the rules of fuzzy products, and the conclusion of the dependences of the output variable on the input data of the developed fuzzy model

Purpose The purpose of this paper is to examine the strategies and dynamics of the fledging accounting professional project in the context of boom, bust and reform in colonial Victoria. In doing so, the study provides evidence of the association of members of the Incorporated Institute of Accountants, Victoria (IIAV) (1886) and other auditors with banks that failed during the early 1890s Australian banking crisis, and addresses the implications for the professionalisation trajectory. Design/methodology/approach The study uses primary sources, including the surviving audited financial statements of a selection of 14 Melbourne-based failed banks, reports of relevant company meetings and other press reports and commentaries, along with relevant secondary sources, and applies theoretical analysis informed by the literature on the sociology of the professions. Findings IIAV members as bank auditors are shown to have been associated with most of the bank failures examined in this study, thereby not being immune from key problems in bank auditing and accounting of the period. The study shows how the IIAV, while part of the problem, ultimately became part of a solution that was regarded within the association’s leadership as less than optimal, essentially by means of 1896 legislative reforms in Victoria, and also addresses the associated implications. Practical implications The study reveals how a deeper understanding of economic and social problems in any context may be obtainable by examining surviving financial statements and related records sourced from archives of surviving business records. Originality/value The study elucidates accounting’s professionalisation trajectory in a colonial setting during respective periods of boom, bust and reform from the 1880s until around 1896 and provides insights into the development of financial auditing practices, which is still an important topic.

The global events of the third decade of the 21st century prove that the specter of humanitarian problems caused by health and military crises is real, and even very probable. Contemporary tourist entities, however, are not doomed only to a destructive reaction, but can also assume a significant social role for humanitarian aid. The aim of this article is to assess the changes taking place in the business models of spa services companies in the context of crisis situations caused by organizational changes and the COVID-19 pandemic. The research was conducted in 2018 and 2020, based on in-depth interviews as part of the generic contingency principle (GCP) methodology. In the course of the research, it was found that business models are not a frequently used management tool in spa enterprises. Based on the findings, a business model for spa businesses was created, followed by a more sustainable version, that can be shared in the form of open innovation. Due to the outbreak of the COVID-19 pandemic during the project, further research was done on spa enterprises regarding the use of the spa infrastructure for supporting the health system during epidemic threats.

This study aimed to evaluate the virtual synchronous continuing professional development (CPD) through webinars organized by a rural university in a developing country. Using quantitative and qualitative methods, the results highlighted the resourcefulness of the organizers to resolve technological and financial limitations prevalent across the preparation and implementation stages. The desire to participate in the narrative of CPD during the COVID-19 pandemic resorted to researching, testing, and utilizing free online platforms to deliver knowledge and skills to a wider audience. Screen sharing and audio-video streaming through social media were enough to facilitate the webinars. The result of the evaluation revealed that the webinars were appreciated by the participants and contributed to the increase in their knowledge of the topics presented. The CPD project also confirms the disparity in resources confronting institutions in developing countries like low internet bandwidth, outmoded internet cable wires, and unreliable supply of electricity. Management systems may be revisited to keep up with the pace in instruction and extension services in the light of changing requirements of the new normal.
