Negli ultimi anni i media e la politica si sono occupati spesso delle vicende del corpo, a volte di mero interesse individuale. Ciň probabilmente deriva dall'attitudine crescente del Welfare State ad occuparsi della vita e della salute degli individui, e dalla tendenza alla socializzazione del corpo, sul quale č stata costruita una vera e propria economia. Correlatamente, l'attribuzione alla medicina di compiti sociali ulteriori rispetto alla cura della salute ha contribuito al processo, stabilendo inoltre dei modelli di "normalitŕ" da promuovere e imporre. Se da un lato la compressione indebita di spazi di privatezza da parte dello Stato puň violare la dignitŕ umana e rompere il contratto sociale, la crisi dello Stato sociale apre importanti interrogativi sul futuro.

Argomento del contributo sono l'evoluzione e l'articolazione delle professioni sociali. Negli anni '80 sono state introdotte in ambito amministrativo professionalitŕ legate alla sfera sociale per adempiere e aggiornare i nuovi compiti del welfare che una societŕ matura sollecitava. Questo fatto ha posto in modo nuovo il rapporto tra sociologia delle professioni e le scienze sociali empiriche. Vengono quindi esaminate le attuali condizioni di lavoro delle professioni sociali. Queste sono caratterizzate da un alto grado di flessibilitŕ e precarietŕ, soprattutto perché si sono imbattute nelle riforme del mercato del lavoro, particolarmente penalizzanti sia per le donne (le professioni sociali sono fortemente femminilizzate), sia per i giovani, altro segmento dell'offerta di lavoro che, volendo acquisire con una specifica formazione una professionalitŕ nel sociale, ha poi difficoltŕ a collocarsi opportunamente sul mercato del lavoro. Un ulteriore aspetto indagato č quello delle professioni sociali in connessione con l'associazionismo e il volontariato e gli sviluppi che questo puň avere sempre nell'ambito dell' implementazione delle politiche pubbliche.

La nova situació de crisi financera mundial ha comportat una crisi de les estructures dels estats del benestar europeus. Des de la dècada dels anys vuitanta amb les polítiques neoliberals s’ha estat produint una reestructuració del serveis socials en els països europeus, els quals s’havien desenvolupament des de la fi de la Segona Guerra Mundial. En el marc d’aquest context social va néixer el projecte COST Action IS1102, Social Services, Welfare State and Places. The restructuring of social services in Europe and its impacts on social and territorial cohesion and governance. El projecte té com a objectiu conèixer en profunditat la provisió de serveis socials, a través d’una anàlisi comparativa entre els països participants. A la vegada, intenta difondre la tasca de recerca entre els actors locals i crear una xarxa. El projecte està liderat i dirigit per la Prof. Flavia Martinelli, de la Università degli Studi Mediterranea di Reggio Calabria, i hi participen universitats de 19 països europeus; recentment, s’hi ha incorporat una universitat d’Argentina i una altra d’Israel.

Crisis del Estado Social en Europa: efectos en la generación del constitucionalismo social en América Latina Resumen: En Europa el Estado social se está erosionando frente a una sociedad que por un lado está perdiendo la motivación, mientras que por otro intenta resistir. Fruto de la debilidad de las disposiciones del constitucionalismo social, el modelo europeo de Estado social experimenta un proceso de transformación del que puede salir absolutamente erosionado, o puede superarse a sí mismo a través de más democracia, una Constitución más normativa y la plena exigibilidad de los derechos sociales. En América Latina, la falta histórica de experimentación plena del Estado social ha sido determinante en la aparición desde finales del siglo XX de nuevas Constituciones democráticas. Estas tienen ante sí el reto, nada fácil, de construir un modelo propio de Estado social adecuado a las necesidades de las sociedades latinoamericanas. En este contexto, el objeto del presente trabajo es analizar las diferencias en la construcción constitucional y evolución del Estado social en Europa y en América Latina, y explicar por qué en Europa podemos referirnos a una crisis del Estado social, mientras que en América Latina asistimos a diversos intentos de generación de un modelo propio de Estado social basado, en algunos países, en nuevos textos constitucionales que tienden hacia la superación de los modelos comparados de constitucionalismo social. En el primer apartado se analizan las razones de la crisis del Estado social en Europa y los retos hacia su superación. En el segundo apartado desarrollamos la problemática latinoamericana en la construcción de su propio modelo de constitucionalismo social, para concluir con el análisis conjunto de las dos experiencias. Crisis of welfare state in Europe: effects on the generation of the social constitutionalism in Latin America Abstract: The European Welfare State is falling; a part of the society is losing motivation, while the other part tries to resist. As a result of the weakness of the provisions of social constitutionalism, the European model of welfare state undergoes a transformation process with two alternatives: be finished, or be strengthened with more democracy, a more normative Constitution, and full guarantees for social rights. In Latin America, the historical lack of full experience of the Welfare state has been decisive in the appearance of new democratic Constitutions since the end of the 20th century. These Constitutions have the challenge, not easy, to construct a model of social state adequate to the needs of Latin American societies. In this context, the object of the present work is to analyze the differences in the constitutional construction and evolution of the social State in Europe and Latin America, and to explain why in Europe we can refer to a crisis of the social State, while in Latin America we attend to various attempts to generate a model of social state based, in some countries, on new constitutional texts that tend towards overcoming the comparative models of social constitutionalism. In the first section we analyze the reasons for the crisis of the social State in Europe and the challenges to overcome it. In the second section we develop the Latin American problematic in the construction of its own model of social constitutionalism, to conclude with the joint analysis of the two experiences. Resumen: El objetivo es reflexionar acerca del concepto de Estado regulador, y cómo el rol del Estado como Estado social ha evolucionado en las últimas décadas a partir de los procesos de liberalización económica. La crisis del modelo del Estado prestacional ha dejado espacio a los agentes privados del mercado en régimen de competencia. El Estado, por su parte, se ha reservado el papel de regulador, garante o supervisor del funcionamiento eficiente de los mercados que requieren de una intervención pública más intensa para la satisfacción de las necesidades colectivas. En este marco, se abordará, asimismo, cómo esta nueva situación ha impactado en la tradicional división de poderes: protagonismo de las autoridades independientes, surgimiento de nuevos poderes normativos y dificultades para el control judicial de las decisiones de las agencias reguladoras. Finalmente, se propondrán algunas líneas de actuación para el futuro. Abstract: The aim is to reflect about the concept of regulatory state, and how the role of the state as welfare state has developed in the last decades since the first economic liberalization processes. The State, for its part, has reserved for itself the authority of regulator, guarantor and supervisor of the efficient functioning of markets that demand more intensive public intervention for the collective needs satisfaction. Within this framework, this article will also address how this new situation has impacted on the traditional division of powers: role of independent authorities, emergence of new regulatory powers and difficulties for judicial review of the decisions of regulatory agencies. Finally, some lines of action for the future will be proposed. Este artículo hace suyo la metodología de género y aborda —en un contexto de evolución normativa europea y nacional y partiendo del diagnóstico de la posición de las mujeres en la esfera laboral—, la respuesta española ante la crisis del Estado de Bienestar y la desprotección de éstas en tanto que ciudadanas. Asimismo, se avanzarán algunas propuestas jurídico-políticas concluyentes y de mejora, partiendo de los desequilibrios actuales del Estado de Bienestar, sin obviar algunos de los peligros que se ciernen a corto-medio plazo sobre la ciudadanía. Estas propuestas de lege ferenda —no exclusivas sino aproximativas— dirigidas a resolver el dualismo vital y la brecha ciudadana, se centrarán en buena medida, en recuperar el derecho de conciliación como lo que debe ser: un ámbito que requiere de especial protección y promoción y que no es susceptible de recortes ni postergaciones. ABSTRACT: If the Class conflict was key for the understanding of the welfare state in the last century, the so-called Gender conflict has become fundamental for a similar understanding of the 21st century Global Crisis and its challenging consequences. This article supports the gender methodology and addresses —in the context of the evolution of national and European legislations on the basis of the women status in the labour market—, the Spanish response to the crisis of the welfare state and the lack of protection of women as citizens. In addition, insofar Spain must respond to the commitments made to Europe regarding the public agenda, some conclusive legal and political proposals and improvements will be made in this paper, based on the current imbalances of the welfare state, without neglecting some of the dangers in the short-medium term of the citizenship. These lege ferenda proposals —not comprehensive but rather approximate— are aimed at resolving the vital dualism and the citizenship gap. They will focus, to a great extent, on recovering the right of conciliation as what it should be: an area that requires special protection and promotion and which is not susceptible to cuts or any further delays.

Il presente elaborato analizza il complesso fenomeno del welfare occupazionale nell’ambito della conclamata crisi del moderno Stato sociale. Dapprima, ci si soffermerà sulla genesi del fenomeno, e, nello specifico, sul mutato contesto istituzionale e sociale da cui esso trae origine: allo studio dei principali modelli di welfare state e alla loro ricostruzione storica, si affiancherà l'osservazione delle possibili concause che hanno determinato, nel tempo, l’insorgere di forme di welfare integrativo, parallele, se non anche alternative, a quelle garantite, in via principale, dallo Stato centrale. Nel prosieguo si darà conto della crescente rilevanza assunta dal welfare occupazionale nel contesto politico e aziendale europeo e nazionale, attraverso l’analisi dei più recenti studi sul tema e dei provvedimenti adottati dal Legislatore italiano e dalle parti sociali nell’ultima stagione di rinnovo contrattuale. Al termine della ricostruzione normativa, si procederà alla lettura del fenomeno secondo tre differenti indirizzi interpretativi, con lo scopo di evidenziare le opportunità e i limiti derivanti dall’adozione di un diverso modello di solidarietà sociale e le sue possibili strategie di sviluppo nei diversi ambiti di applicazione. Sulla scorta di tali considerazioni, infine, si collocherà il fenomeno oggetto di studio nel più ampio processo di “innovazione sociale” che investe, pur con marcate criticità, le società contemporanee avanzate: in tal senso, dall’analisi di esempi virtuosi di collaborazione fra diversi attori istituzionali, pubblici e privati, si giungerà ad affermare l’importanza di inquadrare il welfare occupazionale in sistemi circolari e partecipati di gestione del rischio sociale per la creazione di un benessere diffuso e duraturo, che si sviluppi oltre il perimetro aziendale e con la collaborazione di tutta la comunità.
This study aims to describe the phenomenon of occupational welfare against the backdrop of the crisis and the transformation of the modern Western welfare state. First of all, we will focus on the genesis of the phenomenon, and, specifically, on the emergence of new social risks that have deeply transformed the institutional and social pattern since the Fordist revolution: beside the study of the main welfare state models and their historical reconstruction, we will observe the possible contributing causes that have determined, over time, the gradual retrenchment of welfare state and the rise of different forms of supplementary welfare. Then, we will zoom in on the growing importance of occupational welfare in the European and national political and business context, through the analysis of the most recent studies on the issue and the measures adopted by the Italian legislator and the social partners in the last collective bargaining season. At the end of the normative reconstruction, the phenomenon will be read according to three different interpretative outlooks, with the aim of highlight limits and opportunities deriving from the adoption of a different model of social solidarity and its possible development strategies in the various fields of application. Ultimately, on the basis of these considerations, we will look at the phenomenon under a broader perspective of "social innovation": by this expression, we define the process encompassing socially innovative policies and actions aimed at overcoming poverty and social exclusion, through a reconfiguration of social and political relations. Moving from the analysis of some virtuous examples of dialectical interplay between public and private institutional actors, the paper concludes stating the importance of embedding occupational welfare in a broader circular and participatory systems of social risk management, through which develop and maximize social well-being, even beyond company policies.

Abstract:
The current and social crisis imposes a reflection on the implementation of a new welfare model in order to replace the current structure. This model is not based on public functions only. It needs to take into consideration the family’s value, the profit and non-profit business and, more in general, all the stakeholders. Therefore, a system-based input is required for managing, more efficiently, the ascending demand of new needs. On the other hand, it is crucial to evaluate what would be the cooperation’s role within a context whereby the birth rate, migrating flows and new life expectations will be defining new economic and social balances. It, infact, may represent the key to a renovated and ideal welfare model. Through the comparison of the relationship between cooperation-economic crisis and welfare state model-local welfare policies, this thesis shows up interesting results. Indeed, the cooperative company’s resilience during a high recession period licenses small entrepreneurs to act upon the social and welfare sectors. The cooperatives resilience may be identified with the governance model, that is balancing market logics and social policies.

Aquesta tesi analitza l’impacte de la crisi econòmica en els principals Estats de Benestar Europeus i els canvis introduïts en els sistemes de cures de llarga durada —CLD— d’Anglaterra, Alemanya, Suècia i Espanya. Alhora, aborda les tendències lligades als canvis identificats en cada país entre 2008-2017 en relació a: la contracció-expansió dels sistemes; els processos de reestructuració —remercantilització, contenció de costos i recalibració— i la refamiliarització dels sistemes. L’estratègia metodològica utilitzada és el cross-national i l’estudi de cas dins de la variant casos diferents. S’ha considerat als països triats tipus ideals de Benestar: el Continental; el Liberal; l'Universal i el Mediterrani, segons la classificació d'Esping-Andersen (1990) o autors com Moreno (2001) i Ferrera (1996). L'estudi combina tècniques quantitatives i qualitatives, utilitza bases de dades estadístiques i dades qualitatives primàries i secundàries. Una part important de les dades estadístiques s'han obtingut de les bases de dades estandarditzades de l'OCDE i, en menor mesura, de les bases de dades dels serveis nacionals estadístics dels països estudiats. Per a obtenir les dades qualitatives primàries s’han dut a terme entrevistes semiestructurades a informants clau. Hi ha tres nivells d’anàlisi: el primer explora els canvis en la provisió de servei de CLD; el segon revisa les reformes legislatives i el tercer nivell recull la percepció dels entrevistats quant als canvis i els factors explicatius.
This thesis analyses the impact of the economic crisis in the Welfare Stats across Europe and the changes caused within the long-term care systems of England, Germany, Sweden and Spain. Furthermore, this scrutinises the ensuing tendencies linked to the identified changes in each country within the analysis’ timespan regarding: the system’s contraction-expansion; the restructuring mechanisms (re-commodification, costs’ containment and re-calibration) and the re-familiarisation process. The methodological strategy used in the study is cross-national and the case’s study method within the variant of different cases¨. The chosen countries are considered to be ideal types of each Welfare State: the continental; the liberal; the universal and the Mediterranean, according to the classic categorisation of Esping-Andersen (1990) and other authors like Moreno (2001) and Ferrera (1996). The study combines quantitative and qualitative techniques and uses statistical data as well as primary and secondary qualitative data. A major part of the used statistical data has been obtained by turning to the standardised databases of the OECD and in a minor way, the databases of the statistic national services of the studied countries. In order to obtain the primary qualitative data, the technique of semi-structured interviewing for the key informants has been used. There are also three analysis levels: the first explores the changes within the LTC service provision; the second reviews the legislation modifications within the LTC systems and the third level compiles the perception of these interviewees in terms of these changes and the explaining factors.

Il nuovo ciclo di crisi economica sta riducendo le possibilità da parte dei paesi di sviluppare sistemi di welfare capaci di proteggere i cittadini dai nuovi rischi sociali. Tramite interventi di controllo e monitoraggio dei bilanci nazionali, la Comunità Europea ha infatti avviato una fase di ‘austerità’ che si è diffusa tra i paesi ed ha fortemente ridotto le capacità di quei sistemi caratterizzati da pesanti ritardi nel processo sia di ricalibratura del welfare che di reazione alla crisi economica. E’ il caso dell’Italia, dove il tentativo di armonizzare vecchio e nuovo appare assai complesso e ha piuttosto determinato una copresenza di forme di tutela diversificate: da un lato un welfare di derivazione bismarckiana, caratterizzato da schemi assicurativi di natura occupazionale e dall’altro forme universalistiche, come avviene in ambito sanitario ove dal 1978 è stato introdotto il Servizio Sanitario Nazionale. Il Ssn italiano, che comparato con gli altri paesi europei, si distingue per un livello di spesa relativamente basso, è stato al centro del dibattito politico degli ultimi venti anni proprio in relazione alla sostenibilità dei costi. In questo contesto la regolamentazione e promozione da parte dello stato dei fondi sanitari integrativi, rivolti ai soli lavoratori, sembra indicare la tendenza ad uno sviluppo di un sistema sanitario multipilastro, similmente a come accade in ambito previdenziale.
The new cycle of economic crisis is reducing the possibility for countries to develop welfare systems able to protect its citizens from arising social risks. Through checks and monitoring of national budgets, the European Community has indeed entered a phase of austerity that has spread across countries and has greatly reduced the ability of those systems characterized by long delays in the process both of welfare recalibration and of the economic crisis reaction. It is the case of Italy, where the attempt to harmonize the old and new is very complex and has rather led to a co-presence of different forms of protection: on the one hand, a derivation of the Bismarckian welfare, characterized by employment insurance schemes, and on the other hand more universalistic forms, as it happens in the healthcare, where the National Service of Health has been introduced since 1978. The Italian National Health Service, which compared with other European countries, is characterized by a relatively low level of spending, has been at the center of the political debate of the past twenty years in relation to affordability. In this context, the government regulation and promotion of supplementary health insurances addressed only to the workers seems to point to a development of a multipillar system, similar to as in the welfare sector.

The economic crisis is forcing governments to undertake structural reforms in social security systems. The thesis examines the relationship between market and welfare systems, in the light of recent socio-economic theories, which maintain that a convergence of objectives between social and economic policies is possible, in order to enhance the competitiveness of businesses and increase employment. Based on the comparison with the anti-crisis policies adopted by other Member States and bearing in mind the guidelines of European social policy, in particular as outlined in the Lisbon Strategy for 2020, the research identifies the most important critical points in the existing system of social safety valves in Italy. Taking into account the changes introduced by Act 92 of 2012, the findings indicate a persistent imbalance in Italian welfare policies towards mere subsidy policies , having a character predominantly aid-orientated, notwithstanding the introduction of more stringent qualification parameters- and this as a system of active labour market policies continues to manifests significant shortcomings.

The main cause of tax fraud in Spain is, in author’s opinion, the educational deficits as individuals. Taxes are not to be just an obligation, he points, but contributing to a morefair society, convinced that requires, as in other areas, a thorough reform of the educationsystem and the recovery of traditional values that our society is suffering a deep crisis. In thissense, the author thinks we must link the estate fraud to educational and cultural deficitsthat Spain suffers, since the crisis of values is what underlies most cases of tax or offenses, ifpreferred, to conduct contrary to law or, without more, antisocial. In this context, the authorindicates it is essential also internalize the culture of spending, since everything is funded by our taxes.
El autor sostiene que la causa principal del fraude fiscal en España es el déficit educativo de las personas. Los impuestos no han de ser tan solo una obligación, señala, sino la contribución a una sociedad más justa, convencimiento que requiere, como en otros ámbitos, una profunda reforma del sistema educativo y la recuperación de los valores tradicionales de los que nuestra sociedad padece una crisis profunda. En este sentido, el autor apunta que se debe vincular las raíces del fraude a los déficit educativos y culturales que España padece, pues esta crisis de valores es la que subyace en la mayoría de los casos de delitos fiscales o, si se prefiere, de las conductas contrarias a derecho o, sin más, antisociales. En ese contexto, indica, es imprescindible interiorizar también la cultura del gasto, ya que todo se financia con nuestros impuestos.

Abstract:
In countries in the developed world, income inequality is increasing, while technological and societal changes open labour market opportunities for women. At the same time they are undergoing an important demographical transition with decreasing fertility and increasing population ageing. All these trends affect the decisions that different generations make over the life-cycle. In this thesis, I investigate the role that these trends play for education, fertility, and pensions. In the second chapter of this thesis, I investigate how income inequality is affecting education attainment. An important difference between countries with low and high levels of social mobility is the extent of upward mobility of children from low income families. This is mainly explained by the probability of high school dropout. I develop a model with three levels of education in which children facing a credit constraint choose which level of education to attain. I find in an empirical exercise that in the U. S. the opportunity cost of education is more important in explaining the high school dropout rate of men than the return on education. The model and the empirical results imply that a policy that reduces the opportunity cost of education and is paid by higher taxation on graduates, reducing the return on education, could decrease dropout rates. In the third chapter, I analyse the decline in fertility in Germany. Decomposing the decline in completed fertility in Germany of the cohorts of women born between 1930 and 1965, I observe two distinct stages: In the first stage the decline in fertility is due to a decrease in intensive fertility (number of children per women with at least one child), whereas in the second stage the decline is due to a decrease in extensive fertility (increase in childlessness). Based on an event study approach, I argue that there are high opportunity cost of having children for women in terms of working time independent of their education level. Based on these findings, I develop an overlapping generations model with childlessness and quantity/quality trade-off driven by the time cost of children. In a calibration exercise, this model is able to generate the decline in intensive fertility as well as the increase in childlessness that I observe in the data with an decrease in the gender wage gap. The forth chapter of my thesis is a joint work with Gianko Michailidis on the effect of population ageing and income inequality on public education and pensions. We developed an overlapping generations model with public and private education, a pay-as-you-go pension system, endogenous fertility, and probabilistic voting on pensions and education spending. In this model, an increase in income inequality increases public education and pensions spending per enrolled student and retiree, respectively, and decreases the participation in public education and fertility. An increase in the share of retirees in the economy decreases the per student spending on public education and pensions, while decreasing the participation in public education and the fertility rate. Empirical evidences from OECD countries confirm our theoretical predictions regarding education spending.

La presente ricerca indaga la possibilità di teorizzare un nuovo e differente modello di Welfare per il nostro ordinamento, alla luce delle tendenze evolutive individuate nell’odierno sistema di protezione sociale. Il c.d. “Welfare della persona”, basato su di un pardigma nettamente differente da quello che muove l’attuale sistema di benessere sociale, dovrebbe porsi, quale obiettivo, quello dell’inclusività e dell’investimento sociale, sostenendo la persona anche attraverso la sua partecipazione universale al mercato del lavoro. A tale conclusione si è giunti portando avanti due diversi filoni d’indagine. Il primo ha coinciso con l’analisi della definizione di Welfare State, data dalla letteratura in campo giuridico, economico e sociale e l’individuazione dei principi costituzionali, storici ed emergenti, sottesi al sistema stesso. Il secondo, invece, ha avuto ad oggetto lo studio di una delle tendenze che l’attuale sistema di protezione sociale ha mostrato sempre più di avere nell’ultimo decennio, vale a dire la devoluzione di parte dei suoi compiti di tutela ad enti ed attori privati. Questa propensione è emersa, in modo netto, nel campo del sostegno al reddito, dove la bilateralità e le sue attitudini sono state individuate quali possibili strumenti sistematici per un ampliamento, in chiave universalistica, della tutela approntata dagli ammortizzatori sociali in costanza di rapporto. Sulla base dei risultati emersi, si è proceduto con una ricognizione delle spinte esogene che incidono sull’attuale sistema di protezione sociale, quali sono i cambiamenti demografici, l’evoluzione dei processi tecnologici e la crisi economica, e delle critiche mosse all’attuale modello, da molti definito disorganico e non pienamente rispettoso dei principi di uguaglianza e di solidarietà, al fine di poterci chiedere, se le tendenze dimostrate dal sistema degli ammortizzatori sociali potessero connotare l’intero sistema di di protezione sociale, e in caso affermativo, quali caratteristiche il nuovo modello di Welfare della persona avrebbe dovuto avere per essere in grado di tutelare i cittadini anche contro i c.d. “nuovi rischi sociali”.

This chapter discusses how economists, governments, international organisations, and various other political and financial interests have exploited the economic crisis to assert the argument that the welfare state is unsustainable and that major social policy reforms are essential if nations affected by the crisis are to become competitive in the world system. The challenges faced by governments subject to variations of the unfolding economic crises since 2007/08 have centred on two key questions: first, how to use social policies in strategies for recovery; second, how to deal with the massive economic costs imposed by the crisis. Since the impact of the crisis varied between states, so the policies employed by governments to deal with the crisis have varied. In some cases they have been driven by national economic and political factors, in others they have been driven by world-regional and international factors. The strategy of austerity plays a central role in the future growth models advocated by both national governments and international financial organisations and it is the economic and political success of this approach that shapes the prospects of the welfare state.

This chapter develops the conceptual approach used to explain pension marketization. It first discusses how Americans, relative to their counterparts in other advanced capitalist countries, have had their retirement income more greatly exposed to capitalist market processes and pressures. It then reviews the historical evolution of private pension system in the United States since the New Deal. It draws on crisis management theories to understand the development of pensions in the Unites States. Next, it presents three arguments about how the pension system was changed and oriented toward the market. These arguments serve two functions. First, taken together, they explain each of the episodes of change in the private pension system. Second, they also form the conceptual framework for thinking about the structural contingency of welfare state change.

From the 2008 financial crisis and the demise of neoliberalism, a bipolar scenario emerges, marked by antagonism between global centres of economic governance and emerging local political subjects, which are predominantly identitary. The article shows that this bipolarity is rooted in modern institutional mechanisms, which isolate state sovereignty and market economy as two separate spheres, removing their common root and, with it, the inseparability of economic value and political power. The emergence of this inseparability, which is the dominant feature of recent decades, should be seen as an irreversible process, but one that induces dangerous social instability and threatens both the legitimacy of the rulers and the self-determination of the ruled at the same time.

This introductory chapter explores the role of the state in shaping women's different experiences. It presents a gendered analysis of the nuanced workings of the state during current and previous times of crisis. The monograph studies how the state and austerity's historical legacies return and work upon present-day gendered experiences, reproducing and legitimizing economic, symbolic and institutional violence. It offers an illustration of how forms of social identification are made within a context of crisis. The chapter explains that by documenting women's differing attempts to deal with the constraints of UK austerity, the book shows how women respond to their existing or changing circumstances, and unpacks the often complex negotiation that goes on between the individual and the social. Ultimately, it explores how women try to adapt to unfolding events — pay freezes, periods of unemployment, cuts to welfare — but, at the same time, also attempt to maintain what they know and what they value.

This chapter assesses the medium- and long-term effects of the New Deal through 1945 and beyond. Seen from this perspective, discontinuities leap to the eye. With World War II, American society lost the markedly civilian nature that had characterized it during most of the interwar years. The concept of security, so central during the early Roosevelt administration, acquired a fundamentally different meaning, shifting from domestic welfare to international warfare. But there were significant continuities. Many features of the New Deal lived on or hibernated during the war. The global conflict even saved and strengthened many existing programs that peace might have seen canceled or shelved. State attempts at social control over the body loomed large. The military, government, and other institutions worked to overcome the crisis of masculinity of the 1930s and create a hypermasculinized ideal, reflecting the country's rising status as a world power.

The UK austerity programme has been defined as a fiscal policy and a deficit reduction programme consisting of sustained reductions in public spending and tax rises. Among the questions tackled in this chapter are: ‘were austerity policies an inevitable response to the financial crisis?’ Ideas on austerity are featured by writers including Blyth, Dorling, Skidelsky, Seymour, Kynaston, O’Hara, Rushton and Cooper and Whyte. The chapter asks: whether the dismantling of the welfare state became essential to tackle the budget deficit; and whether the UK government was wise to opt for austerity after the financial collapse of 2008, or should it have gone for economic stimulus. Austerity policies rather than stimulating growth have led to a dismantling of social systems that operated as a buffer against economic hardship.

The contribution aims to articulate in critical terms the condition of women in Italy, in light of the recent transformations that have affected the welfare state and labour market. In particular, the attention has been paid to the more hidden aspects of the recent reforms implemented by Italian governments, concerning the relation between care work and social and material changes. The casualization of labour among young women is producing a postponement of the reproductive choices while among older ones, especially the unskilled ones, it is producing a returning as a full-time housewives, with all the implications that this dynamic has in terms of loss of emancipation and autonomy. For many women the impossibility to balance work and personal life is leading to their exclusion from the labour market. The reflections developed in this paper aim to highlight the process of invisibilization that continues to mark the reproductive work and the consequences that this process has on the reproduction of class and gender inequalities.

El presente trabajo está orientado hacia la determinación de una metodología que evalúa características socio-residenciales, diagnostica el estado de bienestar del medio ambiente urbano del Área Metropolitana de Barcelona (AMB), responde al estado en que se encuentran las viviendas pre-existentes al 2001. La investigación incorpora una aportación al enfoque de valoración inmobiliaria sustentada en técnicas de valores sociales como parte de un contexto integral. La orientación al desarrollo sostenible constituye dar un enfoque de valoración inmobiliaria, es decir, retomando el valor de uso como una combinación de valores urbanos y de satisfacción residencial en la base del análisis. La hipótesis de la investigación nace a partir de desarrollar una metodología sustentada en indicadores parciales (simples) idóneos para la obtención del Índice de Calidad Edificada del AMB obtenido por el método del indicador sintético de distancia DP2. El objetivo de la investigación es demostrar la validación del método del indicador sintético de distancia. This work is oriented towards the determination of a methodology to assess socio-residential characteristics, diagnoses the welfare state of the urban environment in the metropolitan area of Barcelona (AMB), responds to the state that are pre-existing dwellings to 2001 . The research incorporates a contribution to real estate valuation approach supported by techniques of social values as part of a comprehensive context. The sustainable development orientation is an approach to property valuation, returning the value in use as a combination of urban values and residential satisfaction in the analysis. The hypothesis of the research stems from developing a methodology supported by partial indicators (simple) suitable for obtaining Built Quality Index of AMB obtained by the method of the synthetic indicator DP2 away. The objective of this research is to demonstrate the validation of the method of the synthetic indicator away.

Abstract:
Este trabajo tiene como objetivo analizar el proceso de desarrollo de Atenquique, un pueblo corporativo, y cómo estos cambios afectaron el modo de vida y el bienestar de sus habitantes. Este trabajo se enfoca al análisis de los efectos que la transferencia de propiedad de una compañía papelera paraestatal a una propiedad privada corporativa que ha tenido en la declinación ambiental y económica en Atenquique. Esta transferencia fue el resultado de los procesos de globalización económica que se están llevando a cabo, después de un boom industrial de la compañía papelera durante la segunda mitad del último siglo. El trabajo también se enfoca en cómo los empleados de esta compañía productora de papel viven y cómo han sido afectados por la globalización y cómo se sienten acerca de los nuevos dueños corporativos de la industria papelera. La metodología usada fue descriptiva y exploratoria. Se tomó una muestra de cuarenta trabajadores de la compañía que vivieron en Atenquique para una entrevista. Después de ser habitado el pueblo de Atenquique se desarrolló en términos de población, sociedad y economía. De otra forma la Compañía Industrial de Atenquique creció durante el período cuando fue una propiedad del Estado Mexicano. Después de la privatización de la compañía, el pueblo empezó de declinar y a encogerse en las tres variables arriba mencionadas. El impacto en el desarrollo ambiental y económico ha iniciado el encogimiento y la declinación de Atenquique y las ciudades y pueblos que le rodean. This paper is aimed to analyze the development process of Atenquique, a corporative town, and how these changes have affected the livelihood and welfare of its inhabitants. This paper focuses on the analysis of effects that the transfer of ownership from a state-owned Paper Mill Company to a corporate private ownership has had on environmental and economic shrinkage in Atenquique. This transfer was the result of the ongoing economic process of globalization, after the industrial boom of the paper mills during the second half of the last century. The paper also focuses on how the employees of this Paper Mill Company live and how they have been affected by globalization and how they feel about their paper mill’s new corporate owners. The methodology used was descriptive and exploratory. A sample of forty workers at the company who lived in Atenquique was chosen for an interview. After being inhabited the town of Atenquique developed in terms of population, society and economy. On the other hand the Industrial Company of Atenquique grew during the period when it was a property of the Mexican State. After the company’s privatization, the town started to decline and shrink in three above-mentioned variables. The impact on the environmental and economic development has initiated the shrinking and declining of Atenquique and the surrounding cities and towns.

Abstract:
L’attività estrattiva ha costituito per la Puglia un importante motore di sviluppo economico e produttivo, uso del territorio legato alla sua tradizione storico-costruttiva. In particolare il bacino estrattivo della nuova provincia Barletta – Andria – Trani (BAT), a nord di Bari, in crisi ed in parte dismesso, è stato per la Regione uno dei riferimenti per l’ economia, non sempre sensibile verso le indotte trasformazioni sul paesaggio e territorio. Il presente contributo si propone di indagare quale possa essere il punto d’incontro tra il processo di pianificazione e quello produttivo, al fine di individuare strategie con cui operare il ripristino e la restituzione di usi, significati e valori a siti estrattivi ormai dismessi; attivando proattivamente e propositivamente processi virtuosi capaci di innescare da un lato una migliore gestione del paesaggio e dall’altro la necessaria innovazione nel sistema di gestione del comparto estrattivo risorse per il territorio. Partendo dall’atto di avvio del PTCP (Piano Territoriale di Coordinamento Provinciale), attento al recupero di cave esaurite ed abbandonate, si è cercato di definire un percorso metodologico e progettuale, nel quale il presupposto di riacquisire le cave esaurite in un processo di sviluppo sostenibile del territorio trova, attraverso azioni di paesaggio ripensate come le “3R”: Rinaturalizzare, Reinventare, Riparare, proposte strategiche di trasformazione territoriale in grado di delineare scenari futuri per il territorio e per i nuovi contesti di vita. Operativamente attraverso lo strumento delle linee guida sono state messe a sistema le tre azioni di paesaggio in risposta alle criticità che derivano dai processi e conflitti in atto individuati dai progetti territoriali di paesaggio regionale, con l’obiettivo di pensare al riuso delle cave esaurite per consolidare e valorizzare i caratteri di ciascun contesto di vita, e creare nuovi valori e risignificazione dei luoghi. The mining activity has been an important driver of economic and productive development for the Apulia region, representing a land use inextricably linked to its historical and constituting tradition. In particular, the mining basin of the comprehensive province Barletta - Andria - Trani (BAT), north of Bari, is now undergoing a crisis and has been partly dismissed. However, it has always been an important driving force for the local economy of the region. The consequent problems associated with landscape modification and alteration, land use,waste and sludge proper disposal have never been sufficiently taken into account This paper aims to investigate a possible meeting point between the planning and the production processes, in order to identify recovery and recycling strategies, as well as identifying how to return the dismissed extraction sites their former uses, meanings and values by proactively activating virtuous processes capable of triggering a better landscape management on the one hand and, on the other hand, the necessary innovation of the mining management system, allowing it to be a territorial resource again. Starting from the act of initiating the PTCP (Provincial Territorial Coordination Plan), attentive to the recovery of exhausted quarries and abandoned, we have tried to define a methodological and design, in which the assumption of regaining the exhausted quarries in the process of development sustainable land is, through actions of landscape rethought as the "3R" renaturalise, Reinvent, Repairing, policy proposals of territorial transformation can outline future scenarios for the region and for new life contexts. Operationally, through the instrument of the guidelines have been put in the system landscape of three actions in response to the issues that arise from the processes and ongoing conflicts as identified by the local projects of regional landscape, with the aim of thinking about the reuse of exhausted quarries for consolidate and enhance the characteristics of each context of life, and create new values and re-signification of places.
