Abstract:
It is well known that large proportion of all crimes are commited against victims who have been victimized before. Focusing preventive measures on repeat victims may help reduce repeat victimization as well as the crime rate. In order to achieve this, we have to identify cases of repeat victimization. Research on concentration of crime is very important for understanding crime trends and detecting areas with repeated victimization. Knowledge of concentration of crime may help planning of preventive strategies. If there is a high concentration of crime, prevention strategy will be oriented to individuals that are at risk of repeated victimization. The aim of this paper is to highlight the significance of research on concentration of crime as a parameter indicating the extent of repeated victimization.

Of course, in any country, including Russia, the relevance of research to prevent an increase in the level of economic crime is important. Moreover, its level is an indicator of the country’s economic security. Accordingly, in the conditions of restrictions, the consequences of the pandemic associated with an increase in unemployment, a decrease in the income of the population, the factors affecting an increase in this indicator — the level of crime in the economic sphere — are increasing. The article provides a forecast of socio-economic indicators: the development of the social sphere, the level and quality of life. The decomposition of institutionalization of preventive measures aimed at counteracting the commission of economic crime is built. A portrait of a criminal in cybercrime conditions is highlighted and the dynamics of registered crimes is considered. At the same time, in the institutional structure of the decomposition of preventive measures aimed at counteracting the commission of economic crime, a component of socio-economic conditions is highlighted, contributing to the increase in the commission or reduction of this type of economic crime.

Предупреждение преступлений и формирование у осужденных уважительного отношения к закону являются целями исполнения наказания. В пенитенциарных учреждениях, которые обеспечивают изоляцию от общества, данные цели достигаются обеспечением режима исправительного учреждения. В данной статье обосновывается позиция, согласно которой постановка осужденного на профилактический учет является действенным средством предупреждения преступлений в местах лишения свободы, под которым необходимо понимать форму специальной и индивидуальной профилактики правонарушений осужденных, состоящую из воспитательно-предупредительных мероприятий в отношении конкретных осужденных и направленную на их исправление и/или предупреждение совершения (возможного совершения) ими правонарушений. При проведении профилактического учета за осужденным устанавливается особый контроль со стороны всех подразделений исправительного учреждения; закрепляется наиболее профессионально подготовленный сотрудник учреждения УИС, ответственный за проведение профилактической работы; разрабатываются конкретные, индивидуальные предупредительно-профилактические мероприятия, направленные на отказ от антиобщественного образа жизни и стимулирование правопослушного поведения. Обозначается ряд пробелов и неточностей в регламентации профилактического учета как средства предупреждения преступлений, и предлагаются меры по их устранению, которые будут способствовать повышению эффективности предупредительно-профилактического воздействия на осужденных. The prevention of crimes and the formation of respect for the law among convicts are the goals of the execution of punishment. In penitentiary institutions that provide isolation from society, these goals are achieved by ensuring the regime of the correctional institution. This article substantiates the position that placing a convicted person on preventive registration is an effective means of preventing crimes in places of deprivation of liberty, which should be understood as a form of special and individual prevention of offenses of convicted persons, which consists of educational and preventive measures against specific convicts and is aimed at correcting them and/or preventing them from committing (possible committing) offenses. When conducting preventive record, a special control is established over the convict by all divisions of the correctional institution; the most professionally trained employee of the penal system is assigned, responsible for carrying out preventive work; specific, individual preventive and preventive measures are being developed aimed at abandoning an antisocial lifestyle and stimulating law-abiding behavior. A number of gaps and mistakes in the regulation of preventive record as a means of preventing crimes are indicated, and measures are proposed to eliminate them, which will help to increase the effectiveness of preventive and precautionary action on convicts.

Russian criminal science is traditionally based on the assumption that crime is inherent primarily in cities, where various methods of ensuring public safety should be tested and preventive programs should be implemented. Crime in rural areas in gen-eral, and in the Krasnodar Territory and the Republic of Adygea in particular, is an understudied social phenomenon which is of interest to the scientific community, as well as to the practitioners of law enforcement agencies. The present research deals with criminological study of qualitative and quanti-tative indicators of crime in rural regions, its causes and conditions, as well as preventive activities of internal affairs bodies and assessment of the effec-tiveness of measures taken to eliminate or neutralize illegal activities. The analysis of the specified char-acteristics served the foundation for substantiating a number of preventive measures, taking into ac-count regional features as well as local cultural, eth-nic and religious ones.

This research paper analyzes the policy of Republic of Macedonia on preventing youth crime. It gives a focus on some main points of the topic, such as: The institutional measures there are implemented to prevent youth crime, such as the legislation and the national strategies of the state; The analysis of the special and general preventive effect of the penal sanctions for children. Also, there is presented the analysis of the influence of some social factors as preventive measures for the youth delinquency, such as: The education system; The free time of the youth people; The role of their family; The economic level of the children’s families; The circle of persons who they accompany and the access to the mass media. During this study there are used some methods, such as: The literature review for this topic and the interpretation of the legal provisions for youth crime; The survey and the interviews made with secondary school pupils and the comparative method used for some social factors, as some like more relevant beside others for preventing the youth crime. The results and conclusions of this research paper will contribute on finding the most relevant measures on preventing the youth/child crime in Macedonia.

Abstract:
The author analyzes the preventive measures that are applied to minors sentenced to punishments without isolation from society, shows their importance in achieving the goals of correcting convicted persons and preventing the commission of new crimes. The preventive part of the activity of specialized courts for minors is considered. The forms and methods of preventive work carried out by criminal executive inspectorates with minors sentenced to punishments not related to imprisonment are investigated, each of the measures is checked for compliance with international standards for the prevention of general crime and the prevention of juvenile delinquency. Conclusions are drawn about the effectiveness of each of the measures, the feasibility of their application in practice on the basis of a comprehensive analysis of these measures. It is argued that the effectiveness of these measures is determined through the inclusion of preventive measures in the system, because all these measures should always be applied in an integrated manner. Special attention is paid to the practice of juvenile courts in the Russian Federation. In these courts, judges are specially trained to work with minors and are well aware of the peculiarities of their behavior, including unlawful behavior, and administer justice. It is noted that the activities of juvenile courts have a positive effect on the organization of preventive work in this area. It is argued that the system of measures of criminal law and penal enforcement should not be perceived as the main one, because preventive work should be carried out with such minors who have not committed a crime, as well as with those adolescents who have already served their sentences. Abstract:
Research has shown that there is a relationship between the physical environment in cities and safety and security. The consequences of low safety and security are severe and impact public health and well-being. With increasing crime rates in many neighborhoods in Stockholm, planning with crime prevention in mind becomes increasingly important for improved future sustainability. As the run-down industrial area in Bromsten in the west part of Stockholm has been razed and the new district Bromstensstaden is being built there´s a unique window of opportunity to create circumstances to improve safety and security. The purpose of this thesis is to investigate which aspects in the physical environment contribute to unsafety and decreased security for the residents of Bromsten, and to analyze how Bromstensstaden has been planned regarding crime prevention and public safety. The study focuses on the design of the physical environment in the planning process. Social strategies, and future maintenance of the built environment of the district were excluded from the study. 136 residents of Bromsten answered a survey with questions regarding their safety and security in Bromsten and the results show that residents are feeling unsafe to some degree in the neighborhood. This can partly be explained by the increased crime rates in Bromsten and surrounding neighborhoods, but the design of the built environment also plays a part. Places that are unsafe are Bromstensplan, the old industrial area and the walk to Spånga railway. Littering and bad lightning are other aspects that can be improved for enhanced safety and perhaps security. A general unsafety not related to any specific location was also observed. An analysis of the planned Bromstensstaden shows that according to literature and existing research the district is generally well-planned regarding crime prevention. The big parking space next to Mälarbanan has the potential to become an unsafe area, as well as the district´s green areas including the area surrounding the creek that runs through the district. Planning with public safety in mind has been a big priority. Skogsängsvägen will be the main street in the mixed-use neighborhood that will consist of residential buildings with apartments and business premises on the ground floors. The main street will make a safe passage to Spånga Station as there will be human activity in many hours of the day. To further increase human presence, the apartments on the ground floors will have urban front yards. The apartment complexes are planned with partly enclosed collectively shared yards, a measure that has shown to increase the residents feeling of safety, control and belonging. Working with crime prevention in Bromsten will require a variety of efforts, where the design of the physical environment is one important part. The study shows that there are aspects in the physical environment in Bromsten that could be further improved. Razing the old industrial area and building Bromstensstaden will likely make an important contribution to increased safety and security for the residents in Bromsten.
Studier har visat att det finns samband mellan den fysiska miljön i städer och trygghet och säkerhet. En ökning av kriminalitet har skett de senaste åren och en del Stockholmsförorter är extra utsatta. Priset för människors otrygghet är stort då den inverkar negativt på invånarnas välbefinnande och hälsa. Det blir därför ännu viktigare ur hållbarhetssynpunkt att utnyttja den unika möjligheten som finns i att redan i planskedet av nya bostadsområden planera ur ett brottsförebyggande perspektiv. När det nedgångna industriområdet i stadsdelen Bromsten i västra Stockholm nu rivits och den nya stadsdelen, Bromstensstaden, ska byggas finns en unik möjlighet att ge förutsättningar för en trygg stadsdel från grunden. Syftet med examensarbetet är att undersöka vilka aspekter i den fysiska miljön som bidrar till otrygghet och minskad säkerhet för de boende i Bromsten, samt att analysera hur kommunen beaktat säkerhetsfrämjande och trygghetsskapande aspekter i den byggda miljön när Bromstensstaden planerats. Studien är begränsad till att omfatta trygghetsfrämjande och brottsförebyggande åtgärder i den fysiska miljöns utformning i planskedet, inte socialt inriktade åtgärder och inte heller stadsdelens framtida förvaltning. 136 personer besvarade en enkät med frågor om trygghet och säkerhet i Bromsten och resultatet visar att det finns en relativt stor otrygghet hos de boende i stadsdelen. Detta kan delvis härledas till den ökade brottsligheten i Bromsten och närliggande områden, men även faktorer i den byggda miljön påverkar. Geografiskt utmärker sig Bromstensplan, det gamla industriområdet och vägen till närliggande Spånga station som otrygga platser. Nedskräpning och dålig belysning är andra aspekter som påverkar men det finns även en mer generell otrygghet i Bromsten som inte är kopplad till någon specifik plats. En analys av det planerade Bromstensstaden visar att utifrån den litteratur och det aktuella forskningsläget är området generellt välplanerat ur ett brottspreventivt perspektiv. Den stora parkeringsplatsen som planeras vid Mälarbanan kan potentiellt bli en otrygg plats, liksom områdets grönområden som bland annat består av ett åstråk som löper genom hela området. I övrigt har tryggheten varit högt prioriterad i planarbetet. I den funktionsblandade stadsdelen ska en central gata, Skogsängsvägen, inrymma såväl bostadshus som butikslokaler i husens gatuplan. Gatan kommer att bli en trygg väg för passage mot Spånga station då den är befolkad under många av dygnets timar. Lägenheter placerade i bottenplan kommer att ha en förgårdsmark för att ytterligare befolka gaturummet och visa på mänsklig närvaro. Områdets bostadsgårdar är kringbyggda vilket har visat öka boendes känsla av trygghet, kontroll och tillhörighet. Det brottspreventiva arbetet i området kräver olika insatser, där designen av den byggda miljön är en viktig del. Studien visar att det finns flera aspekter att förbättra i den fysiska miljön i Bromsten. Att riva industriområdet och bygga Bromstensstaden kommer sannolikt att vara en viktig del i att öka tryggheten och säkerheten för boende i Bromsten.

Street-racing är ett världsomspännande och växande fenomen, som är en källa till mycket nöje för de deltagande, men samtidigt orsakar åtskilliga dödsfall och skador på både person och egendom varje år. I Sverige innebär de medföljande problemen med street-racing framför allt brott mot trafikförordningen och andra trafikrelaterade lagar, samt den fara det utgör för både förare, åskådare och allmänheten. Helsingborg som stad har länge figurerat på den svenska street-racing-scenen, och varit förknippat med ett starkt motorintresse, inte minst tack vare den årligen återkommande Vallåkraträffen, och detta tar sig uttryck i form av ostrukturerade fordonsträffar, drifting, och street-racing. Denna studie undersöker och klarlägger förekomsten av street-race i Helsingborg, i såväl omfattning som form, samt hur berörda myndigheter och institutioner har arbetat för att motverka detta. Det centrala frågeställningarna i studien var att undersöka hur street-racing beskrivs i Helsingborg, vilken problematik och brottslighet det medför, och hur kan det brottsförebyggande arbetet förbättras och utvecklas? För att åstadkomma detta hölls semistrukturerade intervjuer med nyckelinformanter vid Polismyndigheten, Helsingborgs Kommuns Trafikenhet och Brottsförebyggande samordning, samt Svenska Motorklubbens Helsingborgsgren. Utöver detta analyserades även rapportering av street-race i Helsingborg i nyhetsartiklar. Denna studie tar formen av en explorativ fallstudie och har därmed en kvalitativ och induktiv ansats. I resultaten från intervjuerna och nyhetsartiklarna framkom det att Street-racing är ett ökande problem i Helsingborg och det lockar både deltagande och publik inte bara nationellt, utan även från andra länder. Street-racing beskrivs som svårarbetat, och att problemet har en tendens att förflytta sig när insatser görs. Genom att se till tidigare forskning från länder där street-racing är ännu starkare rotat, i kombination med nyinhämtad kunskap om hur arbetet sker på lokal nivå i Sverige, ges förslag på hur ett effektivt arbete mot street-racing kan ske.
Street-racing is a worldwide and growing phenomenon, and is the source of a lot of amusement for the participants, although at the same time it is the cause of several deaths and injuries on both people and property every year. In Sweden, the problems that follow street-racing are mainly crimes against the traffic ordinance and other traffic-related laws, as well as the danger posed for both drivers, bystanders and the general public. Helsingborg as a city has long appeared on the street-race scene, and been associated with a large interest in motor and vehicles, a lot thanks to the yearly recurring Vallåkraträffen, which expresses itself through unstructured vehicle gatherings, drifting and street-racing. The following study examines and clarifies the presence of street-racing in Helsingborg, in its fullest extent, and also how affected authorities and institutions have worked to combat the problem. The most central subject of the research questions of the study was to look into how street-racing is described in Helsingborg, what kind of non-criminal problems as well as crimes it brings, and in which way can the crime preventive work improve and develop? To accomplish this, semistructured interviews were held with key informants from the Police, Helsingborg municipalities Traffic Office and crime preventive coordinator as well as representatives of The swedish motorclub. In addition to this, reports of street-racing in news articles from Helsingborg were also analyzed. This study takes the shape of an explorative case study and therefore has a qualitative and inductive focus. The results of the interviews and news-articles showed that street-racing is an increasing problem in Helsingborg and it attracts both participants and spectators not just nationally but also from other countries. Street-racing is described as a difficult challenge to solve, and the problem has a tendency of moving rather than being solved when an effort is made. By looking at previous research from countries where street-racing is even more strongly rooted, in combination with newly gathered knowledge on how the work continues on a local level in Sweden, suggestions are given on how to work effectively against street-racing.

This chapter examines crime prevention ideas and practices. It first explains what crime prevention is before discussing crime prevention strategies, the objectives of crime prevention, and the emergence and development of crime prevention. It then describes a framework for policy and practice based on ideas of ‘primary’, ‘secondary’, and ‘tertiary’ prevention. It also considers alternative perspectives on crime prevention; the arguments in favour of taking a preventive approach to criminal justice; the implications of crime prevention for different stakeholders, including potential victims, potential offenders, communities, politicians, and interest groups; the evidence base in support of preventive measures; models of practice in crime prevention; what prevention achieves; and the consequences of crime prevention, namely, crime escalation, adaptation, and displacement. The chapter concludes by highlighting the limitations of crime prevention.

Abstract:
The term “impulsive crime” is usually defined as a type of violent crime that arises suddenly under the pressure of intense emotional-affective involvement, against victims with whom an interpersonal relationship. The heterogeneity of the psycho(patho)logical frameworks underlying violent and sudden behavioral outbreaks has always represented one the most controversial and complex topics in forensic psychopathology. For this reason the author emphasizes importance of a approach characterized by a psychopathological and psychodiagnostics analysis, through the use in particular of the Rorschach Test, to understand the enigmatic nature of this type of offence that represents the “breaking point” the a particular and dramatic individual dimension, which develops and articulates within the context of the subject's life history, the analysis of which cannot be omitted if we wish to reach a position of “comprehension” of the criminogenesis and criminodynamics of the act itself, to implement even on appropriate therapeutic and preventive measures.

Abstract:
The central concerns of this book are crime and law enforcement in Guangdong province in south China during the mid-Qing dynasty, roughly the years from 1760 to 1845. The author’s focus is on bandits, sworn brotherhoods, and local law enforcement. Specifically, this study is divided into three parts: one, preventive measures and protective strategies; two, crimes, criminals, and community; and three, state and local law enforcement. The first part addresses the interactions of state and local communities in developing protective measures against banditry. The second part analyzes the activities, composition, and organization of bandit gangs and sworn brotherhoods in Guangdong. The third part examines in detail the policies, especially the adoption and application of laws, employed by the Qing government for suppressing these criminal associations and curbing their activities. This study, therefore, focuses on collective predatory crime and the legal responses of the state to those crimes. My purpose is to fill a hiatus in the existing scholarship on Chinese social history by examining mid-Qing Guangdong through the perspective of crime and law enforcement.

Abstract:
First, we describe the general issues that governments face when pursuing social and criminal justice policies in a multi-centric environment. Both governments manage the same tensions between relatively punitive and individual versus supportive and population-wide measures to reduce crime, as part of an overall cross-cutting focus on prevention and early intervention. Second, we identify the historic policymaking strategies that UK governments have used to combine social policy and criminal justice policy, often with reference to target populations who—according to several UK ministers—do not pay their fair share to society and do not deserve state help. Third, we show how such trends influence preventive policies in specific areas such as drugs policy, in which the UK still reserves responsibility for drugs classification. Fourth, we use this UK context to identify the extent to which Scottish policy has a greater emphasis of social over criminal justice. To do so, we use the case study of a window of opportunity for a public health approach to serious violence. We focus on Scotland as the relatively innovative government on this issue, to provide context for initial analysis of the UK government’s proposed policy shift.

This chapter traces the experience of the South African War on the later life and work of Arthur Conan Doyle, charting his agitation for military reform and for preventive health measures, especially for typhoid inoculation to be mandatory in the armed forces. It shows him defending the behavior and actions of the British troops in South Africa, and follows his involvement in various causes: the miscarriage of justice in the Edalji case; the Congo Reform Association, for which he wrote The Crime of the Congo; and his increasing proselytizing for spiritualism, in which he was encouraged by his second wife. This chapter argues that Doyle’s real achievements, as well as what he hoped to be remembered for, are overshadowed by the extraordinary vitality and adaptability of his fictional creation Sherlock Holmes.

This chapter sets up the frame for the subsequent normative analysis by seeking to establish the nature of criminal disenfranchisement. Departing from the common notion that criminal disenfranchisement is a form of punishment, the chapter first contrasts the traits of these two sanctions. A significant discrepancy between them is uncovered, which is based on the finding that disenfranchisement may never be considered a principal or sufficient response to crime, that it stands against the principle of ultima ratio, and that it fundamentally targets the offender rather than the offense. Moving away from punishment, the chapter next establishes that, due to its non-penal aims, disenfranchisement is more akin to security measures but nevertheless lacks the preventive, “risk-based” element that characterizes these sanctions. Ultimately, the chapter proposes that criminal disenfranchisement is a sui generis sanction that—rather than pursuing penal goals—targets the equal citizenship of criminal offenders.

Coronavirus has affected China massively. This creates dread among the peoples in the world. Cyber criminals tend to take advantage of fear through malicious activities. Cyber criminals generate a phishing and spam campaign to trick the people in the name of Coronavirus. According to current analysis, the criminals hide malware behind different documents that are shared for creating awareness for the people regarding Coronavirus. Kaspersky technologies discovered that such documents contain viruses, trojans, worms, etc. (malwares) that can infect other files on victims' systems and corrupt or encrypt them. In this chapter, the nature, behavior, and types of different malware and their impacts are analyzed. An analysis is performed on how attackers' attacks using that malware to misuse the victim's data and what the techniques used to perform the attack are. In this chapter, an experimental analysis is performed to detect these attacks, and also measures and guidelines are proposed to prevent these types of attacks.

Information infrastructures for corporations and governments (information and automated systems, telecommunication networks, and other elements) have dramatically changed in the last decades due to the broad usage of IoT, AI, mobile internet, and other advanced technologies. Protection against cyberattacks requires new solutions that correspond to an increased level of complexity for these infrastructures. Important tasks for these new tools are forecasting cyberattacks, developing and applying preventive protective measures to reduce the risk of information security incidents. For the prediction of cyberattacks and the development of preventive protective measures, the authors propose to use one of the hybrid (or augmented) intelligence (HI) frameworks – evaluation and monitoring of complex processes. The mission of the chapter is to discuss the main issues, challenges, and opportunities related to HI applications for protection against cyberattacks to information infrastructures.

Fear of crime influences different aspects of life of an individual and community that is why it has been a frequent research topic for the last 50 years. Researchers focus primarily on factors related to emotional aspect of fear, that is worry of citizens that they become a victim of crime. To lower extent they focus on behavioural aspect, that is preventive measures people take to protect themselves from crime. This paper addresses this research topic. Qualitative and quantitative research was performed on young adults as they have higher chance of becoming a victim of crime. Main study objective was to examine preventive measures the young adults take to protect themselves from crime and the role of demographic, social and other factors in their self-protective behaviour.
