Full textThe cooperation study for the prevention and the research of infringements between Mozambique and the other states of the Southern African Development Community (SADC) decree on account of several factors resulting in the evolution of the society and that facilitates the criminal activities in this region of the world: the ongoing integration process in Southern Africa, the abolition of visas between certain states of the region that leads to an increase in mobility of people from one country to another, the development of information and communication technologies. These main factors constitute as some challenges for public security in the region of Southern Africa and demand some states the acknowledgement and the reassertion as a necessity to cooperate, including the arrangement of joint actions to fight more effectively against the traditional crime forms that evolve or the more recent crime forms. Among these two categories, we notice the presence of organised crimes, the trafficking of narcotics, cybercrime without forgetting the trafficking of stolen vehicles and human beings.The objective of the research concerns the existence and the effectiveness of the cooperation to prevent and fight against these crime forms, that they are transnational/cross-border or having an extraterritorial link. In order to do this, an inventory of the applicable texts is necessary; it allows an enlightened understanding of the measures. But these texts are numerous and diverse on the basis of their bilateral, regional or international origins. Their links are equally complex due to the different crime forms that exist in this region. Finally, their implementation is rendered difficult. It is on one hand in view of the history of the region of Southern Africa that was known from the independence declarations, a period during which some of the regional police cooperation existed without legal support. The integration of SARPCCO in SADC allowed putting an end to this practise. It is on the other hand due to sovereignty that still relatively significant are some of the obstacles at the cooperation. Our research has thus required to focus on preceding history of the police cooperation in the region of SADC in particular and in relations with other states or regions of the world, on the development of the cooperation's legal and institutional mechanism, on the establishment and the strengthening of the police cooperation in the SADC organization, and finally on the Council of Police Chiefs and his links with Interpol. These elements have authorized to appraise the principal progress and the restrictions of this organization

Kansas police chiefs are a unique group of individuals. Because are they located throughout the various sized communities within the state, they have the potential to affect the daily lives of more people on a day-today basis than any other branch of law enforcement. The purpose of this study was to analyze how police chiefs prioritize emerging threats. In this study, using a purposeful sample, 40 semi-structured interviews were conducted with Kansas police chiefs across the state. These police chiefs were asked about their views on the biggest emerging threats they have observed within the last 10 years. They were also asked why certain threats become priorities and why others do not. Police chiefs were split on their thoughts of whether or not they believed resources should be allocated in their communities to defend against terrorism in Kansas. What was discovered during the research process went beyond learning about the process of change for threat prioritization, or what specific threats Kansas police chiefs think their communities are facing today. What was discovered was a deeper understanding of how police chiefs think when it comes to the relationship between police departments, police personnel, and community. As police chiefs addressed the processes by which they go about prioritizing emerging threats, they illuminated a unique strategy hierarchy for success that is centered on maintaining positive departmental perception. To maintain this perception, police chiefs work both officially and covertly within governmental structures and the public sphere to control how people think about their personnel and department. A prominent difference was seen in the physical proximity and accessibility of police chiefs to the community between small, medium, and large towns. In effect, to come to an understanding of the process of prioritization for emerging threats for Kansas police chiefs, it was necessary to understand these police administrators’ unique thought processes that they bring to the table when addressing important issues.

Full textRealignment, instituted in October 2011, was California’s latest effort at prison reform by realigning responsibility for prisoners labeled nonviolent, non-serious, and non sex-related from the state to counties. Many of these offenders were in state prison upon conviction of property crime offenses. Realignment had a net decarcerative effect on offenders. Simultaneously, California cities’ officer staffing levels shrunk during the great recession. To determine what impact realignment may have had on property crime in small California cities, and to identify effective response strategies, property crime and officer staffing data was analyzed and a survey administered to the chiefs of those cities.
Fifty-six California cities with a population of between 25,000 and 50,000 and their own police departments were studied. This study analyzed data for the full year before and after realignment’s implementation, 2010 compared to 2012. Analysis of these data indicated an overall trend of increase in property crimes reported to the police, and a significant decrease in officer staffing pre-and post-implementation. Many of the 36 chiefs who responded to the survey identified realignment as the primary factor in the increase of property crime, closely followed by overcrowding in their local or county jail. Of the response strategies offered in the survey, most chiefs said they had made progress on increasing partnerships with allied law enforcement agencies. Finally, a majority of the chiefs identified increasing partnerships with allied agencies the most effective strategy followed by the creation or reorienting specialized units to respond to the issue of realigned offenders.

In an era when school shootings make front page headlines, school security is of major importance to community members, school superintendents, police chiefs, parents, and students. School district leaders and local law enforcement officials generally work together to ensure the safety of their community’s children. The nature of the relationships that form over time vary depending upon a range of factors related to the collaborators and their circumstances. The questions that remain to be answered are: What is actually happening behind closed doors to ensure the safety of students in New Jersey schools? What relationships exist between school superintendents and local police chiefs? How do these relationships lead to security practices that can further protect children in school? This study employs mixed methods to examine the relationships between school district leaders and local police officials. The researcher conducted a quantitative survey of superintendents and police chiefs in New Jersey, along with qualitative interviews of superintendents to gather in-depth information on the relationships that currently exist. The information that has been gathered can be used to increase opportunities for improving school security. While the audience for the study is primarily practitioners in the fields of education and law enforcement, it is relevant for anyone who cares about the safety of schoolchildren in their community. The findings of this study show that collaboration can lead to strong working relationships between superintendents and police chiefs and is an essential element in their mutual quest to provide enhanced school security for students in New Jersey schools.

Full textResearch on Brazilian federalism has not yet significantly incorporated the implications of interstate relations into public policy. Furthermore, few researches have addressed the problem of intergovernamental coordination, either in a general plan or in specific governmental areas. The present Thesis intends to analyze the evolution of the federative coordination process, from the re-democratization to the present days, by examining four cases of National State Setorial Councils. The main hypothesis of this work is that two factors have established this process: First, is the general scenario of the Federation, marked by two critical junctures in the period – the re-democratization and the Plano Real. Second, and more important, is related to the origin, construction and the shape of the national policy for each sector. Therefore, the (1) level of institutionalization of intergovernmental articulation; (2) consensus among the actors; and (3) effectiveness of intergovernmental coordination instruments would lead to different results in the following areas: Tributary System, Health, Education and Public Administration. To understand this federative dynamic, this study has focused on the reasons of the expansion of the National Council of State Secretaries, choosing four cases that represents the most important sectors in the public area: the National Council of Tributary System, (CONFAZ); the National Council of State Health Secretaries; the National Council of State Education Secretaries (CONSED) and the National Council of State Administration Secretaries (CONSAD). The main concern of these entities is to integrate the States and the Federal District to discuss common issues, define strategies for coordinated actions and to influence the Federal policies. Considering the emergence of those councils in a conflicting environment of interstate relationship and the lack of coordination between them and the Federal Government, the objective of this research is to rescue the genesis and evolution of these councils aiming to answer the following main question: which factors have driven to this horizontal articulation and what are the results in terms of coordination among the constituent units? In a general view, we conclude that National Policies influence the interstate cooperation, as well as the whole process of Federal coordination.
Os estudos sobre o federalismo brasileiro ainda não incorporaram significativamente as implicações das relações interestaduais para as políticas públicas. Além disso, poucas pesquisas têm tratado do problema da coordenação intergovernamental, tanto no plano mais geral como em áreas governamentais específicas. A presente Tese pretende, a partir do estudo de quatro Conselhos Estaduais de políticas públicas, analisar a evolução dos processos de coordenação federativa desde a redemocratização até os dias de hoje. A hipótese principal do trabalho é que dois fatores determinam este processo. O primeiro é o cenário mais geral da Federação, norteado por duas conjunturas críticas durante o período – redemocratização e Plano Real. O segundo, e mais importante, diz respeito à origem, construção e formato das políticas nacionais em cada setor, de modo que o grau de institucionalização da articulação intergovernamental (1), o consenso entre os atores (2) e a efetividade dos instrumentos de coordenação intergovernamental (3) levariam a resultados distintos nas áreas Tributária, de Saúde, na Educação e na Administração Pública. Para entender esta dinâmica federativa, o estudo tem como foco a explicação do fenômeno da expansão de Conselhos Estaduais de políticas públicas, concentrando-se em quatro casos, a saber, o Conselho Nacional de Política Fazendária (CONFAZ), o Conselho Nacional de Secretários de Saúde (CONASS), o Conselho Nacional de Secretários de Educação (CONSED) e o Conselho de Nacional de Secretários de Estado da Administração (CONSAD), selecionados por serem os mais importantes no conjunto dos setores governamentais. Full textPurpose. The purpose of this phenomenological research study was to describe the behaviors exemplary municipal police chiefs and sheriffs practiced leading their organizations through conversation using Groysberg and Slind’s (2012) four elements of conversational leadership: intimacy, interactivity, inclusion, intentionality.
Methodology. A phenomenology qualitative method was used to describe the behaviors of exemplary municipal police chiefs and sheriffs in southern California and their lived experiences related to conversational leadership. The study combined semi-structured interviews, observations, and artifact collection. These qualitative tools helped the researcher gain insight into participants’ conversational leadership behaviors. The researcher analyzed the data with the aid of NVivo software to reveal patterns and sort them into categories.
Findings. Examination of the data resulted in 20 themes and 574 references to the four elements of conversational leadership. Eight key findings were identified based on the frequency of references by study participants.
Conclusions. The eight key findings were summarized into four conclusions, one for each conversational element: (1) municipal police chiefs and sheriffs who want to provide an intimate, trusting environment must form comfortable conversational environments and create authentic, honest conversations to build trust; (2) municipal police chiefs and sheriffs committed to stakeholder interactivity and exchange of ideas create an environment for open dialogue and engage members in two-way dialogue; (3) municipal police chiefs and sheriffs committed to inclusion and sharing of ideas utilize effective conversation strategies for sharing, and create empowered internal stakeholders; (4) municipal police chiefs and sheriffs who want to ensure clarity of purpose with clear goals and direction should focus on methods to create clarity and purpose.
Recommendations. Further research is advised by replicating this study in other types of law enforcement organizations, as well as business, education, and possibly the military. Conduct a study to combine the results of this study with the peer-researchers in this thematic team to compare the results.

Full textThe purpose of this thematic, mixed-method case study was to identify and describe the behaviors that exemplary police chiefs use to create personal and organizational meaning for themselves and their followers through character, vision, relationships, wisdom, and inspiration. Additionally, this study surveyed the followers of these exemplary leaders to evaluate the degree of importance to which these followers believe a leader uses character, vision, relationships, wisdom, and inspiration to create personal and organizational meaning. Police chiefs were interviewed for this study regarding their insight in the use of the behaviors associated with character, vision, relationships, wisdom, and inspiration. There have been studies that have focused on character, vision, relationships, wisdom, and inspiration. However, there has not been a study that has included all five variables in the research that identify and describe behaviors that exemplary leaders use to create personal and organizational meaning. The literature and the findings support use of the five variables in the behaviors that create meaning. The findings of this research show that exemplary leaders use all five variables throughout their leadership. Additionally, exemplary police chiefs agree that all five variables are needed, and one variable does not offset the others. Their followers also concur that the five variables are important exemplary leadership behaviors that help create personal and organizational meaning. Further research is recommended for this area of study by replicating this study in other law enforcement agencies focusing on either elected sheriffs, school district police, or special district police chiefs. In addition, a limited case study is recommended, locating three female police chiefs and looking at their pathways to the chief position. By identifying and describing the behaviors that exemplary police chiefs use to create personal and organizational meaning for themselves and their followers and the degree of importance which followers perceive the behaviors through character, vision, relationships, wisdom, and inspiration, help to create personal and organizational meaning, researchers can provide the necessary strategies and tools for improving these five variables in leaders in order to create successful and meaning leadership.

Full textBy the properties that characterize it, Catholic Church is often considered, following the example of the State, as a legal system which takes place inside and outside State. Before the 1905 Act, Gallicanism struggles for independance of the Church of France and the State against papacy, encouraging Sovereign’s interventions in ecclesiastical affairs. Gallicanism can be translated in terms of relations between two legal systems, and the matter of this study is to prove this movement has been a momentum in the intellectual building of Modern State through the reflexion of french jurist from the Ancient Monarchy to the end of the 19th century. Church and State are, by many ways, concurrent systems aiming to dominate the same territory and the same subjects. Gallican thoughts present themselves like an answer to these conflicts. Canonical rules promulgated by the Pope or a Council are not self-executing, and have to be approved by the Sovereign to be Law of the State. Gallicanism build a technical discurse based on State sovereignty to preserve a french particularism against the Roman hegemonic threath. Invented to resolve conflicts of competences between ecclesiastical and State’s authorities, the procedure named « appel comme d’abus » gives exclusive power to the State to determine the extent of its competence. Furthermore this procedure subordinates Church of France to State by the judicial review of its administrative acts

Full textThe present work carried out an analysis and classification of the consultations of the Finance Section of the Council of State, which operated in Empire of Brazil from 1842 to 1889, from the administrative and governmental models that influenced the functioning and organization of the administration and the Council of State. The first sources and roots for the polissynodal model and for government by councils were sought in the corporate model of the Old Portuguese Regime. Subsequently new paradigms and political-administrative ideas came into account in the Portuguese model, as was the case, in the eighteenth century, of paradigms related to the so-called Police State. These phases of the formation of the Modern State and paradigms of government and administration influenced the political model adopted in independent and constitutional Brazil and came to conform the performance of the Council of State in the Second Reign. From the analysis of the production of the Finance Section of the Council of State it is possible to map out continuities and ruptures with previous models and the adoption of new paradigms of government and administration and to explain the functioning of the Council of State under D. Pedro II.

Full textDue to the several sources and its implementation, the international mutual help between the polices tends to be a concept difficult to understand. The different ways to set up the cooperation in the different part of the world and the several evolutions known, are increasing the difficulties to understand its complexity. This study wants to show and give a clearer vision of this mutual help. Basically, there are two kinds of mutual helps: the assistance and the cooperation. The result appears after a notional study and is consolidated by the establishment of a framework. Despite a commom definition, the study of the notion reveals a duality in the international mutual help between the polices. This duality has an impact on the legal framework, as two types of frameworks are appearing: the assistance relates on the common law system and the cooperation tends to be a specific framework. Finally, it appears the international mutual helps between the polices borrows from the criminal proceedings and from the international rights their caracteristics and their influences

Full textIn spite of a relatively low number of written dispositions dedicated to justice inside of the body of the Constitution of October 1958 4th, the constitutional Council, while updating this text through the Declaration of Human Rights, contributed to the development of a procedural constitutional law, which is structured around guiding principles. Those principles can be classified within three different categories : two major categories depend on the trial actor that is primarily concerned, either the judge or the parties; a third and additional category pertaining to procedural protections, fosters the essential qualities of the judge and secure the protection of the parties’ rights. A gradation of the requirements of the constitutional Council is discreetly perceptible between the first two categories of principles, and more easily identifiable between those first two categories and the last one. This decreasing scale of “density” yoked to the trial guiding principles highlights a genuine judicial policy when it comes to procedural constitutional law, emphasizing access to the judge, whom is given essential qualities in order to achieve its judicial duty. However, the action of the French constitutional judge, as satisfactory as it is towards the rights of the trial, would easily support the intervention of the constituent power in order to update Justice’s constitutional status

With the multi-development of industrial and commercial activities, the society tends to become more and more diverse and complicated, which increases the work loads of local police stations. Therefore, the responsibilities of chiefs are getting more crucial because their commitments of work affect public secruity seriously. Chiefs are essential local managements among the police hierarchy. They are responsible for enforcing the laws and maintaining efficent local police forces by ways of supervision, instruction and management, and they are supposed to complete the missions on schedule assigned by supervisors. The management of local police stations by chiefs has a great influence on the efficiency of police officers and on the promotion of local police administration. This study, through qualitative research, includes in-depth interviews with chiefs of local police stations in Taipei City, highlighting the following four orientations: management, evaluation, duty achievements, and discipline. The results of the analysis are as follows: a. Interior management: Strengthen both service discipline and interior management with instructing tirelessly and directing precisely. If there is any problem, handle it immediately and report to the supervisors, achieving the goal of flawless performance. b. Leadership: Chiefs should lead by their personal behavior and set a good example for their subordinates. They should also develop clear communication among one another to reduce cases of anonymous accusation c. Duty achievement: Organize the police officers’ duty , distribute their service quotas fairly and make sure it is carried out infallibly. Inspire their morale by placing suitable police officers, according to their specialty, in proper positions, which allow them to do whatever they can do best and thus exert their potentiality. d. Discipline: Declare the determination to reform abuses and demand police discipline. If chiefs find any subordinate who is against discipline, they should take actions to deal with him / her in no time and report to their supervisors. Suitable persons should also be appointed for counseling him / her and correcting his / her behavior to effectively prevent disciplinary cases from happening again. key words: interior management, leadership, duty achievement, police discipline

The main purpose of this study was to understand the health promotion lifestyle, burnout and health-related quality of life among police station chiefs, and explore the influence of demographic variables on health-promoting lifestyle, burnout and health-related quality of life, and indentify the predictors of burnout and health-related quality of life. A cross-sectional design was adopted and a self-administered questionnaire survey was conducted among 446 police station chiefs working in Taipei City, Taipei County, Taichung City, Taichung County, Tainan City, Tainan County, Kaohsiung County and Kaohsiung City. A total of 446 questionnaires were delivered and 399 valid samples were collected, which equals to 89.5% of the data collected. The results are as follows: (1) The highest score of health-promoting lifestyle was interpersonal support, and the lowest was health responsibility, as to Taipei County police station chiefs were the implementation of the worst case. (2) The mean score of police station chiefs of personal fatigue was 45.58, work fatigue was 39.15, both were higher than the national averages of general employees, as to Taipei County Police station chiefs were at high risk of burnout. (3) The mean score of health-related quality of life was 53.74, which represents a moderate level of quality of life (as compared to 80). The highest score was social relationships, and the lowest was psychological domain, as to the health-related quality of life , Taipei County police station chiefs feeling the worst . (4) Significant differences existed among different levels of age, police beats, exercise (5) Significant differences existed among various levels of education, titles, police beats, exercise habits and service areas in terms of burnout. (6) Significant differences existed among different levels of age, children, police beats, body mass index, and exercise habits in terms of health-related quality of life. (7) The health-promoting lifestyle had significant negative correlation (r =-.346, p <.01) with burnout and significant positive correlation (r =.655, p <. 01) with health-related quality of life; the burnout had significant negative correlation (r =-.521, p <.01) with health-related quality of life. (8) Exercise behavior, self-actualization, interpersonal support and nutrition behavior were predictors of burnout. These variables could explain 15.2% of the variance in burnout. Exercise behavior was the best predictor. (9) Self-actualization, stress management, exercise behavior and nutrition behavior were predictors of health-related quality of life. These variables could explain 46.9% of the variance in health-related quality of life. Self-actualization was the best predictor.

Many studies have pointed out that leadership style is the biggest factor that affects the performance, morale, and working attitude of a subordinate. To a leader, whose most important job is to inspire his or her subordinates, and being the motivator who leads subordinates towards a certain direction to reach their expected goal, this is what most important. Additionally, it is worthwhile knowing whether the leadership style of the chiefs of police stations can be a predictor of job performance, and to understand what the possibility and results of the predictability are. It may also worthwhile to see whether we may use the leadership style as a research variable to predict the level of job performance and job satisfaction. The survey subjects of this study were mainly based on the police officers who served in the police stations of Changhua County Police Bureau. The purpose of this study is to understand the relationship among the leadership styles of the chiefs of police stations, and the job performance, and job satisfaction of police officers through relevant literature and questionnaires. We hope that the result of this study may serve as a reference for the chiefs of police stations in improving their leadership and management, and also as a reference for the basic-level police officers, in the hopes of applying the study results in the phases of supplementing staff members and educational training for leaders of police authorities, and so as to bring the human resource of basic cadre members within the police organization into full play. The study adopted survey method, and used the self-edited questionnaire-- “The Survey Questionnaire on the Leadership Styles of the Chiefs of Police Stations, and the Job Performances, and Job Satisfaction of the Basic-Level Police Officers”. The questionnaire survey objects of this study included the 1,248 police officers who served in the police stations of Changhua County Police Bureau, of which 327 questionnaires were dispatched through random sampling, and returned with 324 survey questionnaires, of which 290 samples were effective, and the effective ratio reached 89.51%. Then the samples collected were analyzed and studied through many statistic methods such as the Descriptive Statistics Analysis, the Independent t-test, the one-way ANOVA, the Pearson Movement Correlation, and the Multiple Stepwise Regression Analysis. The main findings of the study are summarized as follows: 1. The leadership styles and job performance are significantly correlated. 2. The leadership styles and staff’s job satisfaction are positively correlated. 3. The job performance and staff’s job satisfaction are positively correlated. 4. The variable of demographic statistics and staff’s job satisfaction are partly correlated.

Research on the Leadership Styles of the Station Chiefs and the Morale of the Street-level Police - The case study of Taitung precinct , Taitung county police bureau Advisor : Sung-Mao Hou Graduate student : Wen-Sheng Liu National Taitung University Institute of Regional Policy and Development Management of public affairs professionals working class Abstract For the sustainable operation and to achieve good work performance in any organizations, besides good and successful leaders, it is more important to have high staff’s morale. Different leadership styles generate different effects. To promote and accomplish successful police politics completely counts on station chiefs’ ideal leaderships and the Street -level police’s full dedication. The station chiefs’ fine and proper leadership will enhance the Street-level police’s organization approval, keep high morale, and improve the overall police performance. The purpose of this study is to examine the relationships between the leadership styles and the morale of Taitung county police bureau for examples. The research was censused by questionnaires. Of the 185 questionnaires sent out, 176 were returned, 170 were valid. The returning rate of valid questionnaires was 95%. This study has adopted SPSS for window 12.0 as the tool for statistical analysis and census data research method, for example, t-test analysis, single factor variant analysis(one way ANOVA) and Pearson correlated analysis and so on. The major conclusions of this study are as follows: 1.In the analysis of the station chiefs’“ leadership styles” in Taitung precinct, the “assistance and care” is rated highest score as 82.05%, followed by the “innovation and vision” as 81.05% , and the last one is “ advocating missions ” as 78.8% 2. In the analysis of the basic-level police’s“ morale ” of in Taitung precinct , the“willingness to work”is rated highest score as 82.07%, followed by “group morale” as 80.60%, and the last one is“ loyalty to group ” as 79.51% 3. Study shows seniority and marriage status have significantly difference on the basic-level police’s perceptions to leadership style in Taitung police precinct. 4. Study shows education level and seniority have significantly difference on the basic-level police in Taitung police precinct. 5. Study shows the station chiefs’ leadership styles and the basic-level police’s morale have high degree of positive correlation. Based on the study conclusions, the above recommendations are proposed for the station chiefs for reference, and will promote the Street-level police’s morale. Full textO desafio do presente trabalho consistiu em avaliar a importância da Polícia Municipal na melhoria da segurança dos cidadãos, aferindo-se desta realidade através de contributos da Polícia Municipal de Guimarães. A IV Revisão Constitucional, em 1997, possibilitou aos municípios portugueses a criação de corpos de polícia administrativa. Estes serviços, designados por Polícias Municipais, têm vindo a surgir gradualmente em vários concelhos. Atualmente as Polícias Municipais têm a sua regulamentação jurídica fundamental na Lei n.º 19/2004, de 20 de maio, que, em conformidade com a Constituição da República Portuguesa, estabelece que estas devem ser vistas como serviços municipais, que atuam num espaço territorialmente delimitado, que corresponde ao município a que cada uma pertence. Nos termos do artigo 237º, nº 3, da Constituição, as Polícias Municipais são serviços municipalizados, que devem cooperar na manutenção da ordem pública e na proteção das comunidades locais, exercendo, em cooperação com as forças de segurança, funções de segurança pública. O conceito de segurança vem assumindo uma importância cada vez mais relevante junto das populações. É igualmente inquestionável afirmar que, atualmente, a insegurança atinge toda a sociedade e é uma das maiores preocupações das autoridades policiais. Para se encontrar respostas adequadas, apurámos que existem vários estudos sobre estas temáticas. A fim de podermos dar o nosso contributo, debruçamo-nos sobre este assunto, tendo tido o apoio da Polícia Municipal de Guimarães, na elaboração deste trabalho. Assim, tendo por base um inquérito, foram auscultados, enquanto atores privilegiados, os agentes da Polícia Municipal de Guimarães, de forma a conhecermos as suas perceções relativamente aos problemas de segurança com que se deparam, no âmbito da segurança. Entendemos solicitar-lhes resposta em particular às seguintes questões: Quais as situações mais facilitadores de crime? Qual a importância da Polícia Municipal de Guimarães na prevenção criminal? Quais as estratégias para prevenção das incivilidades? Que outras competências que podem ser conferidas às Polícias Municipais? Os resultados apurados permitiram-nos concluir que as incivilidades facilitam a ocorrência de crimes e que as Polícias Municipais podem ter um papel mais interventivo na segurança das populações. Caso lhes fossem concedidas outras atribuições, além das que já possuem, as Polícias Municipais poderiam alcançar outro nível de eficácia. No entanto entendemos que qualquer alteração às atribuições desta polícia, necessitará de uma reflexão séria e profunda, que encontre alternativas de complementaridade com as forças de segurança, que não colida com as atribuições atuais de alguma das partes, nem com os interesses dos cidadãos.
