Abstract:
I Governi italiani hanno spesso proposto misure di politica energetica per il Paese, sebbene raramente si siano avuti effetti significativi. Recentemente il Governo italiano ha auspicato un passaggio dal concetto di politica e quello di "strategia energetica nazionale", i cui contenuti e metodi evidenziano gli stessi limiti che hanno portato all'insufficienza delle precedenti politiche. L'articolo pertanto mette in evidenza criticamente le ragioni del fallimento dei precedenti tentativi di definizione di una politica energetica nazionale e dello sterile dibattito sulla nuova strategia. Evidenzia, al contrario, la necessitŕ di rispettare alcuni aspetti metodologici che possono favorirne il successo: la necessitŕ di una maggiore specificitŕ delle misure, il ricorso all'analisi costi-benefici per identificare i trade-off tra le alternative, l'identificazione degli obiettivi prioritari e delle responsabilitŕ delle diverse istituzioni. Le sfide poste dai cambiamenti del contesto geopolitico, economico ed ambientale odierni rendono tale metodologia ancora piů urgente. Focalizzandosi successivamente sul tema degli obiettivi di una politica energetica, l'articolo ne identifica quattro (ambiente, competitivitŕ, sicurezza e crescita) e suggerisce l'apporto che alcune misure possono portare al raggiungimento degli stessi.

Abstract:
This article was prompted by the discovery of the archive of international fashion designer Gerald McCann, hidden in a garage in Fleetwood, Lancashire, UK. The contents of the archive revealed a treasure trove of press cuttings, photographs, fashion drawings and interviews as well as designs and costings from a once well-known designer, whose significance to the global fashion industry is sparsely documented and largely forgotten. The article reveals the history of the designer, who graduated from the Royal College of Art in London in the 1950s, during the tenure of Professor Madge Garland, and forged a career at the heart of ‘Swinging London’ in the 1960s. He was lured to the USA in the 1970s, returning to the UK in the 1990s as a designer for House of Fraser and Harrods. The research offers the first significant assessment of McCann's position in global fashion and the value and relevance of his legacy, as well as exploring the rationale for documenting the history of forgotten fashion designers.

The topic being researched is relevant, because in the current market conditions, improving the competitiveness and efficient activity of domestic enterprises compels them to find effective methods of managing their business activities. The article examines the concepts of costs, their economic content, determines the factors of influence on the costs of the enterprise in Ukraine. A number of cost classifications proposed by different authors are investigated and their peculiarity is determined. The main ways to optimize the costs of enterprises. Author's classification of costs is suggested. The main directions of cost optimization of Ukrainian enterprises are given. Adequate research will help solve a number of cost-cutting problems for dairy businesses and other sectors of the national economy. The purpose of the paper is the substantiation of measures to improve cost management in the enterprise in order to increase its effective activity. Costs and optimization of their level per unit of production is an important factor in improving the efficiency of the enterprise, while at the same time improving its competitiveness. Managers and managers are increasingly paying attention to the efficiency of resource use, their rational allocation in order to reduce the costs of production and economic activity, which, as a reserve for increasing the profitability of such activities is the key to financial stability and development of the enterprise Thus, considering the different classifications of factors that affect costs, it is important to emphasize that there is a synergistic effect. This is due to the fact that by influencing the competitiveness of products, factors change each other. High competitiveness of the enterprise is a guarantee of high profit in market conditions. In doing so, the company aims to achieve a level of competitiveness that will help it to function effectively over a long period. Management of the factors provided provides for the use of a number of measures for the systematic improvement of products, the constant search for new channels of sales, new customer groups, ways to improve service, advertising and more.

This paper models security price reaction to dividend cut announcements in the presence of informed traders and transaction costs. A transaction costs barrier prevents the attainment of a full information equilibrium price prior to the announcement of the cut. An empirical study of transaction costs and price reaction for both common stock and call options indicates that transaction costs may constitute a significant portion of security price reactions to cut announcements. Interestingly, the results of this interpretation allow for the simultaneous presence of dividend signaling and an informed subset of investors.

ABSTRACT Onion production is an agricultural activity whose yield is associated with environmental, market and cultural management factors. The objective of this study was to evaluate the cost of onion production as a function of the tillage system adopted and the soil water content at the moment of the operations. Three tillage systems were evaluated: P1 - one plowing + two harrowings + two seedbed raising operations; P2 - two harrowings + one seedbed raising operation; P3 - one harrowing + one seedbed raising operation; and four soil water contents: 12, 15, 23 and 26%, in experiment conducted at the Tourão irrigated perimeter, Juazeiro, BA, Brazil (9° 24’ 07.3” S; 40° 26’ 08.7” W, and altitude of 376 m), in 2017, in split plots, in a randomized block design, with four repetitions. The costs related to mechanized operations, manual operations, inputs and crop irrigation were determined. The economic efficiency was evaluated through the variables total cost and unit cost of onion production, gross revenue, net revenue and internal rate of return. The use of the tillage system with one harrowing, one seedbed raising operation and seeding, under the condition of 23% soil water content, resulted in higher economic efficiency.

AbstractDigital markets offer abundant free content but exhibit extreme concentration among content aggregation intermediaries. These characteristics are linked. Weak copyright environments select against stand-alone content-delivery structures and select for bundled aggregation structures in which free content for users promotes positively priced advertising and data-collection services for firms. Dominant intermediaries promote commoditization, and the reallocation of market rents from content producers to content aggregators, through litigation and free content distribution that weaken copyright protections. The potential net welfare effects raise concern. Network effects, compounded by weak inventory constraints, scale economies, and learning effects, promote winner-takes-all outcomes in the intermediary services market while weak copyright may generate output distortions in the content production market.

The notion of international relationships is supplemented by other phenomena during the last time. One of them is globalisation, called on by technological, social and cultural changes, which have shortened the economic distance among countries. The improvement of transport and communication technologies has decreased transport costs of goods, people and information. Traditional governmental policies limiting the cross-border transactions were liberalised or removed what in consequence brought about the growth of international trade and foreign direct investments (FDI). Globalisation changes the properties of the world economy and influences the core of the successful economic approaches to development, what increases the need to secure the sustainability of economic development.

Il trend in crescita nella produzione e nella vendita di vini spumanti italiani porta a riconsiderare alcune operazioni che caratterizzano la tecnica di lavorazione. Un esempio è dato dalla meccanizzazione della sboccatura alla voléè, che già da ora porta una concreta alternativa soprattutto nelle cantine di piccola e media dimensione. Questo impianto, prodotto da Reggianini Ilario prevede un graduale raddrizzamento delle bottiglie per consentire la stappatura nel momento esatto in cui la bolla interna sta raggiungendo il collo della bottiglia per ottenere una perfetta e ripetibile eliminazione dei residui della fermentazione simulando la tecnica di lavoro manuale. Inoltre la macchina consente con la stessa regolarità l'iniezione automatica della liqueur d'expédition. Una esperienza decennale condotta nell’azienda S. Lucia di Mercato Saraceno (FC) ha permesso di evidenziare i vantaggi operativi di questo impianto pneumatico, come la lavorazione con basse pressioni, il risparmio sui costi energetici, l’eliminazione delle bidule e la lavorazione di prodotti naturali non chiarificati aventi residui fecciosi elevati. Inoltre la precisione della stappatura riduce del 70% le perdite di prodotto e aumenta di quasi 4 volte la produttività del lavoro rispetto allo stesso intervento svolto manualmente. Queste prestazioni portano a migliorare e a uniformare la sboccatura alla volée ottenendo vantaggi economici sensibili, evidenti già a partire da produzioni di circa 2.000 bottiglie/anno.

Rivers all around the world have become increasingly polluted with heavy metals, largely due to industrialization and urbanization. Organisms exposed to high concentrations of heavy metals have shown evidence of biotoxicity and physical deformities. With biomagnification in mind, the possibility that this contamination may soon directly affect humans is a real concern, and policies in manufacturing industries worldwide may have to be reformed. In this study, we measured the concentrations of arsenic (As), cadmium (Cd), chromium (Cr), copper (Cu), nickel (Ni), and lead (Pb) in the Hatillo River and compared these values to those measured in the Tarcoles River, a highly polluted river, and Terciopelo Creek, a relatively clean river. The results showed that the Hatillo River had significantly lower levels of most detected heavy metals than both the Tarcoles and Terciopelo. Overall, sediments in all rivers showed high levels of heavy metal content--especially in chromium, copper, nickel, and lead--which could build up and affect organisms over a long period of time.

Abstract:
Major defence projects have a reputation of cost increases, time delays and in some cases not meeting user requirements. The aim of this study was to discover the factors which create the difficulties in UK defence acquisition projects. The dataset used in this research are seventeen, National Audit Office: Value for Money reports of major defence projects. Qualitative Software NVivo 8 was used to organise passages from the reports into categories of factors representing the defence acquisition process. A content analysis method was applied to the categories in order to highlight their quantitative and qualitative significance. A Transaction Cost Economics approach was taken to formulate the research propositions, which were tested using the qualitative content analysis.The fundamental transformation in defence procurement leads to post-contract asset specificity. There is a lack of substitute suppliers in defence procurement due to the high switching costs. There are three reasons given for this development in defence: (1) a legacy of the privatisation policy in the defence industry; (2) ownership transfers of specialised assets under the prime contracting approach and; (3) the transaction-specific investments by the MoD. The prime is able to take advantage of transaction-specific and relation-specific investments in the transaction for future contract tenders, due to the pre-contract asset specificity which results. This sequence of events is identified as the cause of the bilateral dependency condition in defence acquisition.Uncertainty and asset specificity, to a lesser extent, were identified as the major causes of transaction-costs in defence acquisition. These transaction-costs were given as the causes of failures in meeting the value for money criteria of defence projects. The MoD has responded, in recent time, to project failure through a governance trade-off from a traditional market-based transaction towards a bilateral governance approach. A focus of this bilateral governance approach is the application of Smart Acquisition principles and the IPT mechanism (joint MoD-Industry teams). In order to strengthen and support the IPT mechanism it is argued that a relational contracting approach should be taken. Traditional contracting approaches weaken the joint team working, whereas relational contracting applies partnership principles of better communication, cooperation and collaboration.

Internet-based technologies have been the downfall of incumbents across numerous industries. This has not been the case in higher education, though unaccredited organizations that offer free- and low-cost online courses have the potential to disrupt low- and mid-tier colleges and universities that lack strong branding or regional advantages. This qualitative content analysis examined 410 articles from the academic trade press to describe the qualities of three companies that offer free and inexpensive online courses, StraighterLine, Udacity, and Coursera, to better understand their potential to disrupt for-profit colleges and universities. The four descriptive themes that emerged were: (a) credentialing issues, (b) the unbundling of higher education, (c) the development of online learning, and (d) single-course providers. Although distinct, the themes are interrelated and the growth of single-course providers, the unbundling of higher education, and the continued development of online learning will be affected by how credentialing issues are addressed by the regional accreditors. Employers are increasingly accepting micro-credentials from unaccredited, single-course providers that have significantly lower costs and a focused mission. The slow process of accrediting alternative providers, which some have argued is to protect incumbents, may actually speed up disruption.

The distribution of digital multimedia, namely, audio, video, documents, images and Web pages is commonplace across today's Internet. The successful distribution of such multimedia, in particular video can be achieved using a number of proven architectures such as Internet Protocol Television (IPTV) and Over-The-Top (OTT) services. In order to maximise the scope and reach of this multimedia a need to combine aspects of the two architectures has arisen due to the rapid uptake of multimedia steaming to the plethora of Internet enabled devices that both architectures encompass. Content Delivery Networks (CDNs) have been proposed as an effective means to facilitate this unification in order to distribute multimedia in an efficient manner that enhances end-users' Web experience by replicating or copying content to edge of network locations in proximity to the end-user. However, CDNs often face resource over-provisioning, performance degradation and Service Level Agreement (SLA) violations, thus incurring high operational costs, hardware under-utilisation and a limited scope and scale of their services. The emergence of Cloud computing as a commercial reality has created an opportunity whereby Internet Service Providers (ISPs) can leverage their Cloud resources to disseminate multimedia. However, Cloud resource provisioning techniques can still result in over-provisioning and under-utilisation. To move beyond these shortcomings this thesis sets out to establish the basis for developing advanced and efficient techniques to enable the utilisation of Cloud-based resources in a highly scalable, and cost-effective manner that reduces over-provisioning and under-utilisation while minimising latency and therefore maintaining the QoS/QoE expected by end-users for streaming multimedia.

Significant portion of today’s internet traffic emerge from multimedia services. When coupled with growth in number of users accessing these services, there is tremendous increase in network traffic. CDNs aid in handling this traffic and offer reliable services by distributing content across different locations. The concept of virtualization transformed traditional data centers into flexible cloud infrastructure. With the advent of cloud computing technology, multimedia providers have scope for establishing CDN using network operator’s cloud environment. However, the main challenge while establishing such CDN is implementing a cost efficient and dynamic mechanism which guarantees good service quality to users. This thesis aims to develop, implement and assess the performance of a model that coordinates deployment of virtual servers in the cloud. A solution which dynamically spawns and releases virtual servers according to variations in user demand has been proposed. Cost-based heuristic algorithm is presented for deciding the placement of virtual servers in OpenStack based federated clouds. Further, the proposed model is implemented on XIFI cloud and its performance is measured. Results of the performance study indicate that virtual CDNs offer reliable and prompt services. With virtual CDNs, multimedia providers can regulate expenses and have greater level of flexibility for customizing the virtual servers deployed at different locations.

The textbook provides a holistic view of the construction and installation organization as a subject of production and management and as a production and socio-economic system. The content and indicators of the costs of construction production, the cost of construction products and construction and installation works, income, profit and profitability of production and economic activities are disclosed. The paper first presents the procedure and then addresses the epistemic uncertainty in building and content fragilities to show their effects on the content vulnerability. The approach also accounts for the expert opinion differences in the content replacement cost ratios (consequence functions) as part of the epistemic uncertainty. Monte Carlo sampling is used to consider the epistemic uncertainty in each model component contributing to the content vulnerability. A sample case study is presented at the end of the paper to show the implementation of the developed content fragilities by calculating the average annual loss ratio (AALR) distribution of residential content loss over the mainland Turkey.

The continuous demand for oil and gas forces the petroleum industry to develop new and cost-effective technologies to increase recovery from new fields and enhance extraction from existing fields. Subsea wet gas compression stands out as a promising solution for increasing production capacity, utilizing remote regions and reducing costs. A prerequisite for successful oil and gas production utilizing subsea wet gas compressors is operability. This includes the system’s ability to cope with operational changes, without having to shut down. One of the fundamental operational changes is the liquid content in the inlet pipe, which may fluctuate considerably at certain time intervals. The current study investigates how changes in liquid content impacts compressor performance. An experimental test campaign has been performed at the Norwegian University of Science and Technology (NTNU). The test facility is an open loop configuration consisting of a single shrouded centrifugal impeller, a vaneless diffuser and a symmetrical circular volute. The main objectives were to document how the presence of liquid impacts the compressor characteristics and further, how the operating point moves within the characteristics when solely subjected to an increase of liquid content. The compressor was exposed to liquid contents ranging from gas mass fraction 1.0 to 0.60. The test reveals that the compressor pressure ratio at wet conditions is higher in comparison to dry conditions. Care should be taken when analysing stability and surge margins at variations in fluid liquid content. Further, the compressor behaves in a predictable manner, revealing several linear trends, when subjected to stepwise changes in liquid content from a fixed operating point.

In order to make the results more practicable, in the future, the economic analysis will provide three sets of costs, which are the best, central and worst cases for the two reactors. Soils containing inorganic compounds are frequently encountered by transportation agencies during construction within the right-of-way, and they pose a threat to human health and the environment. As a result, construction activities may experience project delays and increased costs associated with management of inorganic compounds containing soils required to meet environmental regulations. Recalcitrance of metal-contaminated soils toward conventional treatment technologies is exacerbated in clay or organic content-rich fine-grained soils with low permeability and high sorption capacity because of increased treatment complexity, cost, and duration. The objective of this study was to develop an accelerated in situ electrochemical treatment approach to extract inorganic compounds from fine-grained soils, with the treatment time comparable to excavation and off-site disposal. Three reactor experiments were conducted on samples collected from two borehole locations from a field site in Illinois that contained arsenic (As)(~7.4 mg/kg) and manganese (Mn)(~700 mg/kg). A combination of hydrogen peroxide (H2O2) and/or citrate buffer solution was used to treat the soils. A low-intensity electrical field was applied to soil samples using a bench-scale reactor that resembles field-scale in situ electrochemical systems. For the treatment using 10% H2O2 and citrate buffer solution, average removal of 23% and 8% were achieved for Mn and As, respectively. With 4% H2O2 and citrate buffer, 39% and 24% removal were achieved for Mn and As; while using only citrate buffer as the electrolyte, 49% and 9% removal were achieved for Mn and As, respectively. All chemical regimes adopted in this study reduced the inorganic compound concentrations to below the maximum allowable concentration for Illinois as specified by the Illinois Environmental Protection Agency. The results from this work indicate that electrochemical systems that leverage low concentrations of hydrogen peroxide and citrate buffer can be effective for remediating soils containing manganese and arsenic.

Abstract:
High-volume fly ash concrete (HVFAC) is more cost-efficient, sustainable, and durable than conventional concrete. This report presents a state-of-the-art review of HVFAC properties and different fly ash characterization methods. The main challenges identified for HVFAC for pavements are its early-age properties such as air entrainment, setting time, and strength gain, which are the focus of this research. Five fly ash sources in Illinois have been repeatedly characterized through x-ray diffraction, x-ray fluorescence, and laser diffraction over time. The fly ash oxide compositions from the same source but different quarterly samples were overall consistent with most variations observed in SO3 and MgO content. The minerals present in various fly ash sources were similar over multiple quarters, with the mineral content varying. The types of carbon present in the fly ash were also characterized through x-ray photoelectron spectroscopy, loss on ignition, and foam index tests. A new computer vision–based digital foam index test was developed to automatically capture and quantify a video of the foam layer for better operator and laboratory reliability. The heat of hydration and setting times of HVFAC mixes for different cement and fly ash sources as well as chemical admixtures were investigated using an isothermal calorimeter. Class C HVFAC mixes had a higher sulfate imbalance than Class F mixes. The addition of chemical admixtures (both PCE- and lignosulfonate-based) delayed the hydration, with the delay higher for the PCE-based admixture. Both micro- and nano-limestone replacement were successful in accelerating the setting times, with nano-limestone being more effective than micro-limestone. A field test section constructed of HVFAC showed the feasibility and importance of using the noncontact ultrasound device to measure the final setting time as well as determine the saw-cutting time. Moreover, field implementation of the maturity method based on wireless thermal sensors demonstrated its viability for early opening strength, and only a few sensors with pavement depth are needed to estimate the field maturity.

High-volume fly ash concrete (HVFAC) has improved durability and sustainability properties at a lower cost than conventional concrete, but its early-age properties like strength gain, setting time, and air entrainment can present challenges for application to concrete pavements. This research report helps with the implementation of HVFAC for pavement applications by providing guidelines for HVFAC mix design, testing protocols, and new tools for better quality control of HVFAC properties. Calorimeter tests were performed to evaluate the effects of fly ash sources, cement–fly ash interactions, chemical admixtures, and limestone replacement on the setting times and hydration reaction of HVFAC. To better target the initial air-entraining agent dosage for HVFAC, a calibration curve between air-entraining dosage for achieving 6% air content and fly ash foam index test has been developed. Further, a digital foam index test was developed to make this test more consistent across different labs and operators. For a more rapid prediction of hardened HVFAC properties, such as compressive strength, resistivity, and diffusion coefficient, an oxide-based particle model was developed. An HVFAC field test section was also constructed to demonstrate the implementation of a noncontact ultrasonic device for determining the final set time and ideal time to initiate saw cutting. Additionally, a maturity method was successfully implemented that estimates the in-place compressive strength of HVFAC through wireless thermal sensors. An HVFAC mix design procedure using the tools developed in this project such as the calorimeter test, foam index test, and particle-based model was proposed to assist engineers in implementing HVFAC pavements.

Background. Automated-entry consumer devices that collect and transmit patient-generated health data (PGHD) are being evaluated as potential tools to aid in the management of chronic diseases. The need exists to evaluate the evidence regarding consumer PGHD technologies, particularly for devices that have not gone through Food and Drug Administration evaluation. Purpose. To summarize the research related to automated-entry consumer health technologies that provide PGHD for the prevention or management of 11 chronic diseases. Methods. The project scope was determined through discussions with Key Informants. We searched MEDLINE and EMBASE (via EMBASE.com), In-Process MEDLINE and PubMed unique content (via PubMed.gov), and the Cochrane Database of Systematic Reviews for systematic reviews or controlled trials. We also searched ClinicalTrials.gov for ongoing studies. We assessed risk of bias and extracted data on health outcomes, surrogate outcomes, usability, sustainability, cost-effectiveness outcomes (quantifying the tradeoffs between health effects and cost), process outcomes, and other characteristics related to PGHD technologies. For isolated effects on health outcomes, we classified the results in one of four categories: (1) likely no effect, (2) unclear, (3) possible positive effect, or (4) likely positive effect. When we categorized the data as “unclear” based solely on health outcomes, we then examined and classified surrogate outcomes for that particular clinical condition. Findings. We identified 114 unique studies that met inclusion criteria. The largest number of studies addressed patients with hypertension (51 studies) and obesity (43 studies). Eighty-four trials used a single PGHD device, 23 used 2 PGHD devices, and the other 7 used 3 or more PGHD devices. Pedometers, blood pressure (BP) monitors, and scales were commonly used in the same studies. Overall, we found a “possible positive effect” of PGHD interventions on health outcomes for coronary artery disease, heart failure, and asthma. For obesity, we rated the health outcomes as unclear, and the surrogate outcomes (body mass index/weight) as likely no effect. For hypertension, we rated the health outcomes as unclear, and the surrogate outcomes (systolic BP/diastolic BP) as possible positive effect. For cardiac arrhythmias or conduction abnormalities we rated the health outcomes as unclear and the surrogate outcome (time to arrhythmia detection) as likely positive effect. The findings were “unclear” regarding PGHD interventions for diabetes prevention, sleep apnea, stroke, Parkinson’s disease, and chronic obstructive pulmonary disease. Most studies did not report harms related to PGHD interventions; the relatively few harms reported were minor and transient, with event rates usually comparable to harms in the control groups. Few studies reported cost-effectiveness analyses, and only for PGHD interventions for hypertension, coronary artery disease, and chronic obstructive pulmonary disease; the findings were variable across different chronic conditions and devices. Patient adherence to PGHD interventions was highly variable across studies, but patient acceptance/satisfaction and usability was generally fair to good. However, device engineers independently evaluated consumer wearable and handheld BP monitors and considered the user experience to be poor, while their assessment of smartphone-based electrocardiogram monitors found the user experience to be good. Student volunteers involved in device usability testing of the Weight Watchers Online app found it well-designed and relatively easy to use. Implications. Multiple randomized controlled trials (RCTs) have evaluated some PGHD technologies (e.g., pedometers, scales, BP monitors), particularly for obesity and hypertension, but health outcomes were generally underreported. We found evidence suggesting a possible positive effect of PGHD interventions on health outcomes for four chronic conditions. Lack of reporting of health outcomes and insufficient statistical power to assess these outcomes were the main reasons for “unclear” ratings. The majority of studies on PGHD technologies still focus on non-health-related outcomes. Future RCTs should focus on measurement of health outcomes. Furthermore, future RCTs should be designed to isolate the effect of the PGHD intervention from other components in a multicomponent intervention.
