Abstract:

Purpose. The purpose of this research was to examine how inmate horticulture programs have emerged and have been replicated in an effort to rehabilitate individuals, curtail spending, and reduce recidivism. The research explores how food justice and drug policy intersect, examining the roles of classism and racism and taking note of factors influencing recidivism.

Theoretical Framework. Diffusion of innovation analyzes the adoption of a new idea, technique, product, or service, focusing on how it is communicated and adopted by a social system over a period of time. It is necessary to understand the relationship among culture, values, existing practices, and political/social/environmental climate in order to facilitate the adoption of a new innovation.

Methodology. The researcher employed a mixed methods research design. The researcher performed a historical review of policies and events that led to the overcrowding of prisons and the criminalization of certain substances. Semistructured interviews were conducted with 10 individuals involved with inmate horticulture programs. Elements included in the study are the variation between programs and their perceived efficacy, challenges, and barriers.

Findings. Research findings revealed inmate horticulture programs fall into different areas of focus; innovative programs have blended components to provide integrated services. Five primary archetypes were identified: rehabilitative/therapeutic, punitive/labor, vocational, cost savings, and sustainability. Collaboration was crucial in framing the conversation, determining the skillsets of those involved, and the best way to leverage resources. Challenges to diffusing therapeutic inmate horticulture programs stem from social and political inflexibility.

Conclusions and Recommendations. The social construction of an issue or population impacts the political response, framing of issues, and type of media attention received. The amount of public demand to address the policy issue and federal government involvement influence the adoption and diffusion of innovations. The community benefits from horticulture programs, because former inmates are less likely to commit crimes or victimize people if they have been exposed to rehabilitative programs that prepare them for job opportunities upon release. Well-rounded programs give participants an understanding of food justice, horticulture, leadership, restoration, and healing and access to wraparound services.

Abstract:
In a wide range of counselling situations, including those involving offenders, researchers have bemoaned the lack of consensus about outcome. Some researchers have argued that a lack of consensus is due to the fact that the different sources retain unique points of view, which can never be amalgamated into a common outcome. The current paper argues that, while sources will have their own unique perspective, it is possible to develop a meaningful consensus, if it is done very carefully. The factors which need to be taken into consideration are: measuring different outcomes; the different interpretation of the question by each source; and bias. An important outcome in correctional settings is an offender's current level of criminality, or likelihood of reoffending. It was hypothesised that the 12 Probation and Parole Officers' predictions about the likelihood of recidivism of 368 offenders would correlate with fresh charges recorded within 12 months by the Magistrates Court. This hypothesis was supported. It was also hypothesised that the Level of Service Inventory - Revised (LSI-R) would also correlate with fresh charges and that the former correlation would be different to the latter. While the LSI-R did correlate significantly with fresh charges, the predictions of the Probation and Parole Officers were not significantly different. The use of correlation coefficients to assess predictive validity has been criticised as they are affected by base rates of offending and selection ratios of offenders to high and low risk categories. However when a more appropriate statistical tool, the area under the Receiver Operating Characteristic curve (ROC) was employed, the results were not substantially different. The predictive abilities of offenders was also tested against the same criterion and Intersource Agreement on the Prediction Recidivism were found sorely wanting, failing to correlate with fresh charges or any of the other predictive measures. It is argued that the offenders failed to predict accurately because of bias and/or poor ability to predict their own behaviour. The ability of the Probation and Parole Officers to predict reoffending to a much greater level than usually recorded in the criminological literature was ascribed to the higher level of information about their own predictive abilities, through a natural feedback mechanism which does not usually apply to professionals making clinical predictions about recidivism, and to training in predictors of reoffending which they received when they were trained in the administration of the LSI-R. It was also found that the ability of the LSI-R to predict recidivism was improved by incorporating offender age through linear regression. Suggestions were made for improving consensus among sources in counselling outcome studies. In particular, it was noted that sources do not necessarily interpret the question in the manner the researcher desires and it may be necessary to test the subjects' ability to distinguish between similar questions when this distinction is important.

Abstract:
This study was conducted within two forensic settings, the high security correctional facility Saltviksanstalten, and the forensic psychiatric institution Karsudden hospital. 66 staff members from Saltvik and 39 from Karsudden participated by answering a questionnaire about threat and physical violence perpetrated towards them by inmates/patients. The aim of the present study was to analyze and compare the prevalence of threat and physical violence and related factors perpetrated by inmates/patient towards staff within these two forensic settings with the objectives to compare and analyse the prevalence, characteristics, situations and consequences of the threat and physical violence. The results showed that a higher percentage of participants were exposed to threats and physical violence within the forensic psychiatric setting. As regards to the intentions behind the threats and physical violence, inmates within high security correctional facilities was to a higher degree instrumental whereas patients within the forensic psychiatry showed a higher degree of reactive intentions. The conclusion is that victimization in the form of threat and physical violence is comprehensive, especially within the forensic psychiatry. Due to that victimization increases both the risk of revictimization, and have a number of negative personal- and societal consequences, this is an issue that needs to be highlighted in order to improve both the work environment and the mental health for the staff.

Abstract:
This study had a two-fold purpose. The first purpose was to compare the rankings of a set of knowledge/skills statements as reported by teachers of students with emotional behavioral disorders and teachers in juvenile correctional special education settings. A survey instrument designed to measure the importance, proficiency, and frequency of use of clusters of knowledge/skills statements was administered to 123 teachers in juvenile correctional special education settings in state institutions. Mann Whitney U analyses were calculated to compare the mean rankings of the two groups of teachers. The findings indicated that teachers in juvenile correctional special education settings and teachers of students with emotional and behavioral disorders were very similar as to which knowledge/skills clusters were important to their job performance, which clusters they were most proficient at using, and which clusters they utilized most frequently. The second purpose was to compare the teachers in juvenile correctional special education settings and to determine whether their mean rankings of the knowledge/skills clusters varied when analyzed by differing categories of age, type of certification held, years of teaching experience, and level of the teachers' education. Analysis of variance revealed no significant difference in the mean rankings in any of the comparison groups. Therefore teacher age, level of education, type of certification held, or years of teaching experience yielded no significant differences on the mean rankings of the knowledge/skills clusters.

Since the concept of place management was first introduced to environmental criminology in 1994, much has been learned about its application and usefulness. Through the study of a wide variety of places, it is now recognized that how a place is managed can affect the type and amount of crime that occurs at that specific location. Madensen's (2007) recent work with bars in Cincinnati further enhanced our understanding of the place management concept by hypothesizing that effective place management could be a result of four operational elements: organization of the physical space, regulation of conduct, control of access, and acquisition of resources (ORCA). To date, the application of place management concepts as reflected in the theory has been limited to community-based settings and has not been applied to custodial or institutional settings such as jails. This study is intended to test the concepts of effective place management in a jail setting to determine whether or not the number of incidents of inmate misconduct and disorder can be reduced thereby. Using a mixed-method design, this study measured the impact place management interventions implemented in a county jail had on a number of outcome measures, including the number of written, major misconduct reports for both male and female inmates, and the perceptions of inmate behavior held by officers, supervisors, and administrators. An interrupted time series (ARIMA) analysis of written inmate misconduct reports was used to evaluate whether or not the implementation of place management interventions reduced the amount of reported inmate misconduct in both male and female housing units. Qualitative analysis of the themes presented during individual and focus group interviews was used to assess changes in perceptions of inmate behavior held by officers, supervisors, and administrators, and to enhance understanding of the factors that may be responsible for producing changes in behavior. The results provide evidence that the identified elements of effective place management have broader application than previously hypothesized.

Abstract:
This thesis is an evaluation of two coping skills programs and their effects on inmates' mental health status. The original computer coping skills program designed for the general population was modified to address the specific needs of an incarcerated population.This thesis evaluated the differences in the mental health status of the two treatment groups compared with the control group and with each other to assess the effectiveness of the two programs. The results of this study showed substantial improvement in the mental health status for the two treatment groups. There are indications from this study that specialty software designed specifically for inmates may result in lower levels of depression than non-tailored software.

Abstract:
The aim of the evidence based education movement is two-fold: (i) to determine the best practices from scientifically rigorous studies and (ii) to apply those best practices to educational decision making. To assist the adoption of evidence based practices by US educators and policy makers, congress created the What Works Clearinghouse (WWC) with a mission to evaluate evidence about educational interventions and to disseminate information about best practices. the WWC synthesizes the results of education research and publishes these recommendations for use by educators and policy makers. Throughout its history, however, the evidence based education movement has struggled with the low quality of education research. For example, a common analytic error used by education researchers is that a an experiment will be designed to randomize entire schools to treatment and control ideas , but then the experiment will be analyzed ignoring the grouped nature of the randomization. this error is well know to lead to invalid conclusions because it overstates the statistical significance of the treatment effect. The WWC chose to address this common error by attempting to remove the anti-conservative bias of these misspecified analyses by calculating a correction to the test statistic. In this thesis I investigate the properties of this correction and generalize it to a larger class of experimental designs. I find that: (i) these exists a correction that the WWC could feasibly calculate , and (ii) the Hedges correction approaches this more general asymptotically, but (iii) for common experimental designs these corrections can be so conservative as to have nearly zero statistical power. I illustrate this result with an example from the WWC,s own recommendations, where a math curriculum was rated as having "Potentially Positive Effects" in 2004, "No Discernible Effects" in 2006, and "Potentially Positive Effects" in 2008, depending on whether a single experiment was (i) analyzed incorrectly, corrected with the WWC process, or (iii) re-analyzed with a reasonable model, respectively. I recommend that the WWC stop attempting to correct misspecified analyses, and instead work closely with researchers to improve the quality of analysis in education research

Abstract:
This project explores the challenges of managing in times of organisational stress. The New Zealand department of corrections is facing multiple pressures which are only set to increase including: financial strictures as government funding is being highly scrutinised, greater demand as inmate numbers increase, and reduced capabilities as many staff lack experience. A grounded theory in a case study setting (three prisons in Christchurch, New Zealand) was undertaken utilising repertory grid and semi-structured interviews to explore the ways in which managers cope during times of such stress. A total of 11 interviews were conducted. In the case, I considered what differentiates effective managers from those who appear less able to cope. It was found that effective managers are those who are able to build trust and respect with their constituents. When staff trust and respect their managers it is because they feel valued and perceive their manager to be on their side; they are then willing to reciprocate. Positive regard, demonstrations of support, and leading by example were found to be key factors leading to being perceived as being on the staff’s side. The links between trust, respect and performance along with the valuation of staff wellbeing were examined.

Abstract:

To properly display digital X-ray images for visual diagnosis, a proper display range needs to be identified. This can be difficult when the image contains collimators or large background areas which can dominate the histograms. Also, when there are both underexposed and overexposed areas in the image it is difficult to display these properly at the same time. The purpose of this thesis is to find a way to solve these problems. A few different approaches are evaluated to find their strengths and weaknesses. Based on Local Histogram Equalization, a new method is developed to put various constraints on the mapping. These include alternative ways to perform the histogram calculations and how to define the local histograms. The new method also includes collimator detection and background suppression to keep irrelevant parts of the image out of the calculations. Results show that the new method enables proper display of both underexposed and overexposed areas in the image simultaneously while maintaining the natural look of the image. More testing is required to find appropriate parameters for various image types.

Abstract:
Risk has emerged as a defining feature of punishment in the United States. Feeley and Simon (1992) note that contemporary punishment is increasingly moving away from rehabilitation (the old penology) and moving toward the management and control of offenders (the new penology), often though actuarial techniques. While the profusion of risk assessment instruments, now entering their fourth generation, provides some support for the assertion that risk is indeed an important element in corrections, it was previously unknown if the risk model applied to all offenders, particularly female offenders. This dissertation addressed that gap by examining whether the risk model applied to female offenders in the community corrections setting. This dissertation surveyed 93 community corrections officers employed by the Orange County Community Corrections Department. The findings suggest that the department has incorporated many elements of the new penology into the classification and supervision of offenders in each of its units, though several gender differences were noted. Classification overrides, the perceived level of risk to the community, supervision decisions, and the perceived importance of risk and need factors were all examined in this study. The results indicate that some elements of classification and supervision function uniformly for offenders and operate irrespective of gender, but some areas, such as the perceived level of risk to the community and the perceived importance of risk factors, are influenced by gender.

Previous research on the community supervision model entitled Effective Practices in Community Supervision (EPICS) focuses on the increased attention trained probation officers (POs), as opposed to non-trained POs, pay to using core correctional practices (Smith et al. 2012). While studies like this present a picture of what POs do during face-to-face interactions, there is little focus on PO perceptions of these day-to-day practices. Furthermore, still less studies center the clients on supervision in order to better understand topics such as ideal PO, ideal relationship, and perceptions of common community supervision strategies. To address these gaps, this study uses 30 semi-structured interviews with 15 POs and 15 clients either employed by or under supervision in West County in a northwest state in the U.S. Findings highlight the importance of identity verification for both PO and client. Moreover, this study highlights specific strategies used by POs seeking to balance the care and control aspects of their job. In addition, findings highlight the negative impact that grouping or labeling has on clients, while also showing the potentially positive effect addressing these fears has on the PO-client relationship.

The Transportable Range Augmentation and Control System (TRACS), Mobile Telemetry System (MTS), is a versatile system capable of supporting anywhere when called upon. The MTS is designed to operate anywhere on land. It is unknown how the system will perform on a floating platform without a stabilizing gimbal. The operation of a tracking system at sea generally require the use of a three-axis pedestal. The MTS is a two-axis pedestal. This paper is a report on how the MTS responds to simulated ocean-motion. Testing the system on a body of water is very expensive, especially out in the desert. The MTS was tested in the desert area of Las Cruces, New Mexico in the parking lot of EMI Technologies, prime contractor, using two forklifts to simulate ship motion in the pitch and yaw planes. The location is perfect for crossover dynamics tests. The tests conducted were for the purpose of determining if the MTS could auto-track a moving signal in space while it also moves due to “simulated ocean swells” that increase the generated tracking error signal levels in an opposite or in addition to the ones generated from the space vehicle. There is no gyroscopic correction. Successful results of the tests could preclude the use of a gyroscopically stabilized gimbaled platform necessary to keep the tracking system steady for auto-tracking a target during “6 degrees of freedom” disturbances. Several thousand dollars can be saved if the concept can be proven.

In clinically, the myocardial perfusion imaging in nuclear medicine is common used to assess coronary artery disease. Due to the imaging instrument intrinsic factors: such as collimator characteristics, radioactivity isotope type, image acquisition parameters et al. and patients’ internal factors: such as body density, body volume et al. The addition of scattering form photons interaction with materials is existence, thereby affecting the image quality and diagnostic accuracy. The purpose of this study was to investigate the optimization of energy window settings on myocardial perfusion imaging. The Full Width at Half Maximum (FWHM) and Signal-to-Noise Ratio (SNR) as the image quality assessment parameters in order to find the optimized scanning parameters and energy window settings. During the single photon emission computed tomography phantom scan, total of nine combinations of energy window setting were arranged. The Filter Back Projection (FBP) method was used to reconstruct images and doing scatter correction. The quantification areas of phantom images are Cold Spot, Hot Spot and Uniform. The results of image quantitative analysis are: the optimized value in the Cold Spot phantom was ten percentages of energy window width and energy window number is 3. The Hot Spot phantom was twenty percentages of energy window width and energy window number is 5. The Uniform phantom was fifteen percentages of energy window width and the energy window number is 1. Through this study, optimization of energy window settings, that can increase the image quality and diagnostic accuracy.

Prisons in the South African context are considered to be places of correction for deviant individuals. The perception of the functioning of a correctional space is the correction of a particular type of functioning and the construction of another. One of the underlying assumptions of a penal system is the notion of a subject who is able to undergo a process of normalisation. This dissertation is directed towards the exploration of a different type of space that has been created within the correctional system at the Diepkloof Prison. It will be suggested herein that creative workshops, run within the prison by an outside facilitator, have succeeded in subverting the normalising discourse of the penal system, and have helped to facilitate a different type of healing experience within the confines of the institutional space. In order to place the discussion of the workshopping process within a sound theoretical framework, various theoretical questions regarding the shift from modernist to postmodern psychology are explored in some depth. It will be argued that the ideas emerging from social constructionist and narrative psychology, deconstructionist notions of language and subjectivity, as well as post-structuralist ideas on disciplinary power, offer a theoretical framework from within which to understand the healing process that occurs in the workshops themselves.

The main goal of this research is to determine the orthometric height correction by using gravitational observations of the first-order precise leveling staff setting up spots between precise benchmarks. In preceding research, the orthometric height correction computation just used the gravitational observations of benchmarks. Is it suit for orthometric height correction? It neglects the effect of the terrain and the change of the elevation. In this research, using four sets of the first-order leveling and gravitational data that represents different terrain compute orthometric height correction, then compares orthometric height correction results of just using gravitational observations of benchmarks with using gravitational observations of staffs setting up spots between precise benchmarks. If two sets of results are equal to each other or the difference under the criteria of the first-order precise leveling, it will prove the model of computing orthometric height correction using gravitational observations of benchmarks is correct. In this dissertation, also using the new Free-air anomaly grid data of Taiwan Island interpolate and derive the Bouguer anomaly and gravity, then uses data to calculate the orthometric height correction. Evaluating the result of interpolating to find a model which save time and budget for doing orthometric height correction.
