Abstract:
The paper identifies the correction potential of foreign theatrical practices in correctional institutions and reveals the main tendencies of this field development. The factors contributing to the development of theatrical practices in correctional institutions are determined. It is emphasized that theatrical practice in correctional institutions has a rich history and started long before its influence on prisoners was studied. Theatrical practices in correctional institutions are currently supported by authorities and administrations in various jurisdictions. It is concluded that despite the existence of different views on individual issues of the design and implementation of theatrical projects in prisons, most researchers and practitioners believe that participation in theatrical projects is particularly valuable for prisoners. The prospects for scientific research on theatrical practices in correctional institutions as a complex multidimensional phenomenon are linked to the use of an interdisciplinary approach and to the transcendence of individual scientific disciplines in addressing this phenomenon.

Abstract:
Project Greenlight was a prison-based reentry program developed by the Vera Institute of Justice in 2000–2001 that was associated with negative program effects. This article reviews the basics of the program and the results of the evaluation, along with more recent evidence, and then discusses what the evaluation says about correctional practices and programs. Lessons learned from Project Greenlight were both specific to corrections and more generally about program development. The evaluation of the Greenlight intervention highlighted some unintended consequences and provided some explanations about why negative program effects occurred. In so doing, the failures of the program have provided greater insights into some of the intricacies of correctional interventions and perhaps can inform future correctional practice.

Abstract:
Evidence-based practices (EBPs) hold tremendous potential for improving the outcomes of corrections interventions. The implementation of EBPs requires support from staff at all levels of an organization; however, the study of correctional staff attitudes toward organizational change and EBPs is in its infancy. The current study examines the psychometric properties of the Evidence-Based Practice Attitude Scale (EBPAS), an instrument originally designed for mental health professionals, to measure correctional employees’ readiness to implement EBPs. The results indicate mixed conclusions regarding the use of the EBPAS with correctional staff. We found that the total scale and subscales are reliable and exhibit high internal consistency. However, the results of an exploratory and confirmatory factor analysis failed to replicate the factor structure from previous research with mental health providers. The findings indicate potential drawbacks regarding the construct validity of the EBPAS for use with correctional personnel.

Pharmacists must be prepared to care for populations where health disparities are greatest and their services can best impact public health needs. Such preparation requires that students have access to practice experiences in underserved environments where pharmacy practice, cultural competence and knowledge of population health are experienced simultaneously. The correctional facility is such a place. The American Society of Health-System Pharmacists recommends that students receive preceptorship opportunities within the correctional system. The occasional collaboration or experiential opportunity, like Kingston’s early model, has occurred between health professional schools and correctional facilities. However, to date, the correctional facility-experiential site remains an untapped opportunity, at least in a complete, coordinated, pharmaceutical care, patient management framework. Consequently, a short research study asked: To what extent is there potential for correctional facilities to serve as experiential practice sites for pharmacy students? The research objective was to identify pharmaceutical practices within South Dakota correctional system and compare those practices to the guidelines established by the Association of American College of Pharmacy’s as optimal for student training. To understand medical and pharmaceutical practices in SDPS, three South Dakota Adult prison facilities were included in the exploratory study. Data was collected through a mixed methods approach designed to obtain perspectives about the SDPS health care system from individuals representing the numerous job levels and roles that exist within the health care continuum. Interviews and a web-based surveys were used to collect data. A review of a 36-page transcript along with 498 freeform survey comments revealed that while exact themes from the Exemplary Practice Framework may not have been evident, related words or synonyms for patient-centered care, informatics, public health, medication therapy management, and quality improvement appeared with great frequency. Staff who provide service to individuals under correctional supervision are critical to organizational change, implementation, and sustainability of policies and practices. The training on evidence-based practices demonstrates a movement toward effective interactions with community supervision officers and their clients, specifically to the Risk–Need–Responsivity model and core correctional practices. Research over the past several decades provides that fidelity to Risk–Need–Responsivity and core correctional practice can reduce recidivism among the community correctional population. However, the correctional field has a history of training staff, but limited success in implementing and sustaining these practices. The current qualitative study analyzes the feedback from 307 community supervision officers who responded to open-ended questions regarding the implementation of Effective Practices in Community Supervision model, a curriculum that incorporates the Risk–Need–Responsivity model and core correctional practices. Qualitative responses indicate key themes that help and hinder the implementation of evidence-based practices: individual attitudes and beliefs, organizational elements, and leadership.

The Vera Institute of Justice, funded by the Prison Law Office, facilitated a project whose aim was to coordinate discussions between American and European policymakers about successful corrections policies and practices in the respective countries. The Colorado Department of Corrections was honored to be one of 3 state correctional teams to participate in this project. The teams spent 3 days in Germany and 3 days in the Netherlands in which much time was spent collaborating with Corrections officials to determine the practices of the respective countries and discussing best practice efforts. The significant differences in cultures affect not only the way the offenders are managed, but also the crimes that are committed in European countries. These variables were fascinating to the American Correctional counterparts as we explored the means by which European offenders are sentenced, managed during incarceration and reintegrated into their communities. The various American state agencies came back with innovative strategies to evolve the management of offenders in the United States – even to the point of challenging century old philosophies of imprisonment.

COVID-19 remains a public health emergency of international concern. Efforts at the global and national levels are being made to control its spread. The Nigerian Correctional Service is also proactive in the fight against the disease by organizing COVID-19 awareness training for correctional officers. We conducted a pre- and post-test assessment of COVID-19 knowledge among correctional officers in Enugu State Command to determine the impact of awareness training on their knowledge level. The study also assessed correctional officers’ attitude and preventive practices towards the disease. The mean knowledge score was 19.34 out of 25, and the awareness training significantly improved the participants’ COVID-19 knowledge. We found a significant moderate, positive correlation between knowledge and attitude/practice, and a significantly higher knowledge level among those with higher educational qualifications. Regular hand washing with soap and water (87.9%), wearing face masks (84.4%), and social distancing (83%) were practiced by the majority of the participants. . The majority of the participants (53.2%) received COVID-19 information from multiple sources including the Nigeria Centre for Disease Control and the World Health Organization

Interventions with offenders have a normative layer as well as a scientific basis and therefore it is not possible to quarantine ethical questions from discussions of best practice. My aim in this paper is to provide an expanded ethical canvass from which to approach correctional practice with offenders. The cornerstone of this broader ethical perspective will be the concept of human dignity and its protection by human rights norms and theories. I also explore the relationship between responses to crime and offender rehabilitation based on an enriched theory of punishment that is sensitive to offenders' moral equality and their attendant rights.

Prison inmates are a growing population with complex medical/social needs and nursing care has been cited as important in correctional settings. The purpose of this study was to come to understand prison nurses’ experiences of caregiving. Greater understanding of nursing experiences within the correctional system might encourage others to choose this area of practice, as well as extend nurse caring literature. Eleven nurses employed in a maximum-security prison were interviewed about the scope of their nursing practice and their caring experiences. Data were hermeneutically analyzed against a background of Heideggerian philosophy. Four relational themes, The Scope of Prison Nursing Practice, Prison as Home, Prisoners as Patients, and The Context for Caring supported one constitutive pattern, The Primacy of Caring, and revealed practices that have implications for human caring theory.

Prisoner reentry has been a dominant focus of correctional policy for roughly 2 decades. The strong current of reform that underlays this policy focus means that present correctional practices and conditions should be noticeably different than previous ones. An area where change should be readily observable is in pivotal reentry environments, such as post-prison supervision (PPS). Whereas the reentry literature has concentrated on documenting offender needs, promoting certain strategies, and evaluating the effects of interventions or variables on post-prison recidivism, the current study aims to document the sorts of changes, if any, that have occurred in PPS practice. The impact of the reentry movement on PPS is measured using statewide survey data from 286 PPS professionals with The Florida Department of Corrections. Perceptions of the movement’s impact on supervision emphasis, workplace roles and responsibilities, and resource allocation for services for returning offenders are examined.

Автор анализирует современные тенденции российской судебной практики назначения уголовных наказаний, изменение состава осужденных, проблемы обеспечения правопорядка и привлечения осужденных к труду. Сокращение применения реального лишения свободы приводит к уменьшению количества осужденных в пенитенциарных учреждениях и к ухудшению их состава. В то же время возрастает доля осужденных на строгом и особом режиме. При этом тюрьмы как самостоятельный вид исправительных учреждений теряет свое значение в пользу единых помещений камерного типа. Вместе с тем число осужденных, содержащихся на «тюремных» условиях, также снижается. Уменьшается количество злостных нарушителей порядка и условий отбывания наказания. На фоне обострения криминальной ситуации в исправительных учреждениях и роста преступности осужденных это свидетельствует о неполном использовании администрацией исправительных колоний существующих профилактических возможностей. The author considers modern tendencies of Russian judicial practice of administration of criminal punishment, changes of convict’s population in correctional institutions and important problems of providing legal order and involvement of convicts to work. Reducing of application of real imprisonment leads to decrease of number of convicts in penal institutions and to degradation of its population. At the same time it increases the proportion of convicts under strict or particular confinement. However prisons as separate type of correctional institutions lose its significance in favor of single emplacements of chamber type. Meanwhile number of convicts, jailed under “prison conditions” is also reducing. Number of deliberate breakers of order and punishment conditions is reducing. Alongside criminal escalation in correctional institutions and increase of crimes among convicts it is pointed to deficient use of existed preventive opportunities by the administration of correctional institutions.

A growing literature emphasizes the importance of strengthening organizational contexts to support the adoption and use of best practices in correctional environments. The current study examines the relationships between organizational factors and use of current best practices in a juvenile correctional agency. Using survey data for 393 probation officers and supervisors in 33 field offices in a statewide juvenile correctional agency, the authors examined the relationships between staff’s self-reported use of service-oriented supervision practices and their perceptions of organizational functioning within their offices. The results from a hierarchical model demonstrated that lower levels of staff cynicism for change, more favorable perceptions of supervisory leadership, and greater integration with community-based service providers were significantly related to greater use of service-oriented practices among supervision staff. Office climate and integration with the judiciary and mental health agencies are not significant. Findings and their implications for research and practice are discussed.

Regular hand washing with soap and water was practiced by 87.9% of the participants, whereas 84.4%, 83%, and 58.9%, wore face masks in public places, practiced social distancing, and avoided crowded places, respectively. Obtaining information from multiple sources was the commonest (53.2%), and this was followed by the Nigeria Center for Disease Control (26.2%).

But, until 2000, Buddhism correctional welfare had a strong tendency to personalize, localize and substructure. With the launch of the Buddhism missionary croup in 2000 and the launch of the Jogye order special missionary group for criminals, Buddhism correction welfare begen to be organized, systematized, networked but there have been still diverse problems in terms of human, physical, organizational, legal, and program aspect. Therefore, existing studies have been made to improve diverse problems of Buddhism correction welfare but they lacked a holistic approach because they was mainly approached by human and program despite their contribution. Therefore, I asserted improvement plans of buddhism correction welfare in terms of legal, subject, administration and practice in the macro, interdisciplinary aspect which they passed over, including the micro aspect. In conclusion, I asserted in an original the necessity of a prison monk system, a specialized Buddhist correction missionary, AI prison Buddhism volunteer so as in addition to the micro aspects of human resources and program improvement to improve Buddhism correctional welfare.

Abstract:
The mantra of best practices in corrections, while well intended, may lead to iatrogenic consequences. Community corrections and prisons are under increasing pressures to manage their caseloads; moreover, the current accountability and get-tough agenda in corrections demands offenders take on more responsibility for their behaviors. As a consequence, we predict more episodes of “panaceaphilia” or quick fix solutions because corrections jurisdictions in the United States are under tremendous pressure to handle their populations at this point in time. In this article, we focus on contingency management programs as the potential next panacea, not because they do not have a proven track record of success, but because they require highly skilled staff and make great demands upon correctional agencies’ decision-making practices. To help counteract panaceaphilia from happening with contingency management, we describe the theory and practice of contingency management, the demands they place on programmers, the type of research needed to evaluate their effectiveness, and how to prevent these programs from turning into punitive punishment regimes.

In the United States, incarcerated pregnant women are often shackled by correctional officers. Despite being prohibited during labor and delivery at the federal level, and in 22 states and the District of Columbia, perinatal shackling remains standard operating procedure in most correctional facilities. A number of factors contribute to the continuation of this practice even in jurisdictions where it is illegal, including poor implementation of laws banning shackling, lack of training for individual correctional officers, and perpetration of stereotypes about what makes a “good” or “bad” mother. This article reviews the history of the practice of shackling pregnant inmates, assesses the current state of affairs of this practice, examines the arguments for and against perinatal shackling, and analyzes the presumptions that allow it to continue. It then explores several alternatives to shackling along with prospects for change.

Correctional Institutions are government institutions that carry out coaching programs for convicts based on the Correctional System. The Correctional System focuses on care, coaching, education and guidance for correctional inmates with the aim of restoring the basic unity of relationships between individual inmates and society. The education that prison inmates receive is not in the form of cruelty or slavery so that in the future they will not repeat their crimes, for example, but rather in the development of competence, talent and potential in every inmate. The existence of the Class II B Penitentiary in Panyabungan, Mandailing Natal district, is a place for fostering and developing competence, especially in terms of knowledge and religious practices of the inmates. The method that the author uses in this service is the Asset Based Community Development (ABCD) method. This method utilizes assets and potentials around the environment and is controlled by the local community. The mentoring technique that will be carried out in this service is strengthening competence, namely regarding the practice of fardhu kifayah. This activity is important to know and provide religious education for prisoners, especially fardhu kifayah religious practices

Adolescents who have been incarcerated are at extreme risk for poor adult outcomes. However, some former youth offenders become successful, happy adults, presenting a profile of strength and coping known as resilience. This article describes the results of a 5-year qualitative examination of resilience among a group of adolescents transitioning from youth correctional facilities back into their communities. Topics discussed include predelinquent histories, experiences in the correctional system, and postcorrections transition. Currently about half of the respondents are successful—employed, going to school, or raising children. Others are less stable and may be at risk of being rearrested. Internal and situational factors accounting for these differences are discussed. Implications for practice include restructuring post-corrections transition services and improving school-based supports to at-risk youth.

В статье рассматриваются особенности уголовно-процессуального статуса учреждений и органов уголовно-исполнительной системы. Поднимаются вопросы об уголовно-процессуальных компетенциях начальника исправительного учреждения и следственного изолятора в качестве органа дознания. Автором обозначена проблема размытости правового статуса начальника исправительного учреждения в действующем уголовно-процессуальном законодательстве. Отмечены особенности осуществления дознания в целом и дознания в условиях исправительных учреждений в частности. Обозначены противоречия в правоприменительной практике органов прокуратуры и положений уголовно-процессуального закона. В статье рассмотрены различные позиции ученых относительно компетенций начальников исправительных учреждений в производстве неотложных следственных действий. Рассмотрена отдельная практика усиления прокурорского надзора за уголовно-процессуальной деятельностью учреждений и органов УИС исходя из требований ст. 5, 40, 150, 157 УПК РФ. Затронут на сегодня спорный вопрос о способности или неспособности начальника исправительного учреждения возбудить уголовное дело или вынести отказной материал. Делается акцент на недопустимости неоднозначного понимания со стороны правоприменителя норм уголовно-процессуального законодательства. The article discusses the features of the criminal procedural status of institutions and bodies of the penal correction system. Questions are raised about the criminal procedural competencies of the head of the correctional institution and the pre-trial detention center as the subject of inquiry. The author outlines the problem of blurring the legal status of the head of the correctional institution in the current criminal procedure legislation. Peculiarities of the implementation of the inquiry in general and of inquiry in the conditions of correctional institutions in particular are noted. The contradictions in the law enforcement practice of the prosecution authorities and the provisions of the criminal procedure law are indicated. The article discusses the various positions of scientists regarding the competencies of the heads of correctional institutions in the production of urgent investigative actions. A separate practice of strengthening prosecutorial supervision of the criminal procedure activities of the institutions and bodies of the penal correction system based on the requirements of Art. 5, 40, 150, 157 Code of Criminal Procedure. Today, the controversial issue of the ability or inability to initiate a criminal case or to bring out refusal material by the head of the correctional institution will be raised. The emphasis is on the inadmissibility of the ambiguity of understanding by the law enforcer of the norms of criminal procedure legislation.

Purpose Offending behavior change programs play an important role in the prevention of criminal behavior, particularly when offered to violent offenders. There is, however, little consensus about how content should be delivered, despite agreement that the development of a strong therapeutic alliance (TA) is an important determinant of outcome. The purpose of this paper is to explore how the TA is formed within correctional programs. Design/methodology/approach In total, 27 therapists who delivered correctional group treatment explored issues relating to the role of the alliance in offending behavior programs. A grounded theory methodology was employed to develop a conceptual understanding of therapist perspectives and practises. Findings Three different modes of practice were identified: “educative” to enforce boundaries of group behavior; “engagement” to promote a collaborative approach; and “therapeutic” to enhance client insight. Practical implications Greater awareness of the skills and supports required to successfully develop strong TAs in correctional populations may assist better retention and treatment outcomes in offending behavior programs. The ability to work flexibly between different modes of practise may prove important to rehabilitation efforts. Originality/value A model of the TA based on therapists’ accounts of their practise in correctional programs is presented. It is anticipated that, particularly for novice correctional therapists, exploration of the ways in which the alliance can be established and ruptures responded to will enhance treatment efficacy, particularly in treating violent offenders who can be challenging to engage.

The article describes the peculiarities of professional preparation of prospective psychologists in higher educational institutions, defines needs to practice personal psychological correction during professional educational process and determines the essence and content of psychological correction. It distinguishes the main components of professional readiness of prospective specialists for correctional influence: theoretical (knowledge of theoretical fundamentals and methods of correctional work), practical (knowledge of correctional methods and techniques), personal readiness (psychological solving of personal problems in the spheres to be corrected while working with the client). The article presents the criteria for the personal correction: a deep understanding of one’s own unconscious sphere and personal characteristics, the acceptance of life position and the world, the formation of humanist values; it summarizes the consequences of psychologists’ lack of correction in their practical activity. It determines the meaning of the notion «lack of correction» (burden of personal problems (inner conflict), causing personal destructions in case these problems are unsolved), explains the main differences of a person who undergoes psychological correction. The article describes the difficulties of prospective psychologists’ work with teenagers with anxiety and analyses personal destructions of the subjects of social and psychological training as well as the techniques of deep cognition of personality. It explains the appropriateness of deep personal psychocorrection in preparation of prospective psychologists in higher educational institutions for helping teenagers with anxiety. The article suggests the pattern of preparation of prospective psychologists for helping teenagers with anxiety and defines the conditions of prospective specialists’ involvement to personal psychocorrection that include three stages: organizing-preparatory, educational-corrective and operative- reflective.

Core correctional practices (CCP) are an evidence-based approach that can improve the quality of the prison environment and enhance prisoner outcomes. CCP focus on increasing the effectiveness of treatment interventions as well as the therapeutic potential of relationships between prisoners and correctional staff. This study utilizes a new survey-based measurement tool to assess inmate perceptions of the quality of service delivery and level of adherence to CCP. It then examines the relationship between perceptions of CCP and prisoner’s preparedness for releasing using both bivariate and multivariate analyses. The results show that the perceptions of CCP are positively correlated with readiness for release and are the most powerful predictor of readiness for release in the multivariate models. Implications for the future operationalization of CCP and its role in prisoner reentry are discussed.
