This chapter considers the practices, cultures, and institutional development of local government between the Municipal Corporations Act of 1835 and the Scottish and Welsh Local Government Acts of 1994. The chapter pays special attention to local government’s centrality to Victorian conceptions of the state and to the important role which Victorians assigned to local government in furthering ‘political education’ among an ever-growing body of parliamentary voters. The chapter goes on to contrast the vitality of Victorian and early twentieth-century local government with the declining profile of local government during the second half of the twentieth century.

Abstract:
This book presents a historical study of the international law of the private business corporation. The literature on corporations and international law typically concentrates on the failure to regulate corporations. This book challenges this ‘failure’ narrative and presents an alternative historical reading: a history of its facilitative role in constituting an economic order. This study draws inspiration from scholarship on the history of international trade law, international investment law, the history of global governance, and political economic analysis of international law, and connects these specialized fields in a single lens: the corporate form. The point of departure for this history is the simultaneous emergence of international law as a modern legal discipline and the turn to free incorporation in corporate law during the last third of the nineteenth century. The book demonstrates how the sovereign veil of the state and the corporate veil of the company were applied in tandem to insulate corporations from responsibility. Nevertheless, less powerful states invoked the same prevailing conceptions of the corporation, the sovereign state, and the relation between them, to curtail corporate power in struggles associated with decolonization. Reacting to these early victories, capital exporting countries shifted to a vocabulary of human rights and protected companies under a new regime of international investment law, which entrenched the separation between market and politics.

Abstract:
This book seeks to explain how the Corporation of Glasgow, in its large-scale council house-building programme in the inter- and post-war years, came to reproduce a hierarchical Victorian class structure. The three tiers of housing scheme which it constructed – Ordinary, Intermediate, and Slum-Clearance – effectively signified First, Second and Third Class. This came about because the Corporation uncritically reproduced the offensive and patriarchal attitudes of the Victorian bourgeoisie towards the working-class. The book shows how this worked out on the ground in Glasgow, and describes the attitudes of both authoritarian housing officials, and council tenants. This is the first time the voice of Glasgow’s council tenants has been heard. The conclusion is that local council housing policy was driven by unapologetic considerations of social class.

This book examines postcolonial filmmakers adapting Victorian literature in Hollywood to contend with both the legacy of British imperialism and the influence of globalized media entities. Since decolonization, postcolonial writers and filmmakers have re-appropriated and adapted texts of the Victorian era as a way to 'write back' to the imperial centre. At the same time, the rise of international co-productions and multinational media corporations have called into question the effectiveness of postcolonial rewritings of canonical texts as a resistance strategy. With case studies of films like Gunga Din, Dracula 2000, The Portrait of a Lady, Vanity Fair and Slumdog Millionaire, this book argues that many postcolonial filmmakers have extended resistance beyond revisionary adaptation, opting to interrogate Hollywood's genre conventions and production methods to address how globalization has affected and continues to influence their homelands.

Abstract:
This chapter shows why legal forms recently developed to house social enterprise, such as the benefit corporation, leave social mission vulnerable to unilateral termination. Benefit corporation statutes grant shareholders unfettered discretion to discard social mission at any time. L3C statutes grant the same autonomy to entrepreneurs. In either case, the entity’s social mission can be shed without penalty, so adopting the form provides little reassurance of entrepreneurs’ and investors’ commitments. The chapter traces this weakness in part to the statutes’ inadequate mandate that adopting entities “do both” profit-making and social good generation. Without guidance to organizational leaders on how much of each objective to produce and which to prioritize when they conflict, entrepreneurs and investors do not know what to expect. This first generation of social enterprise law achieved an important expressive victory, but it represents only a first step towards creating a legal regime that helps them to flourish.

Abstract:
Despite public favorability towards international non-governmental organizations (INGOs), most of these groups toil in total obscurity. A very few INGOs, active in human rights promotion, humanitarian relief, and environmental protection, do secure widespread authority in the form of deference from multiple audiences engaged in global politics. Having achieved this status as a “leading INGO,” however, they are trapped. To maintain their status and placate their many audiences, these leading INGOs advance incrementalist proposals and achieve “vanilla victories” - palatable to a wide array of audiences, but also unremarkable. Meanwhile, other INGOs’ strategies are similarly shaped by their status: they are free to issue harsh condemnations and advance radical proposals, but these generally get ignored. Stroup and Wong offer the first exploration of the vast differences among INGOs in their authority, and then explore how status shapes INGO strategies as they seek to influence states, corporations, and one another.
