Abstract:
The merging of two departments into the Acquisitions and Collection Development Department afforded Loyola Marymount University an opportunity to rethink existing workflows, with the acquisition of electronic books (e-books) being identified as a critical task to review. Process mapping was used to show the complexity of different tasks being performed in the department and to provide a visualization mechanism for staff to see how their work fit into a sequence of actions as part of a larger workflow. The authors listed the types of acquisition models used at their library for e-books and constructed process maps for the following six major types: 1. Firm order e-books; 2. Firm order e-book collections; 3. Approval order e-books; 4. Demand-driven e-books; 5. Standing order e-books, and; 6. Subscription e-book database. The authors merged the individual process maps into a single visualization to view the entirety of the acquisition process as a whole and to show how the different e-book acquisition models relate and diverge from one another.

Abstract:
The Columbia and Cornell University Libraries’ partnership (2CUL) is now in its sixth year. Its composite acronym (2CUL), which condenses a doubling of the two participating libraries’ initial letters, summarizes its vision: a broad integration of library activities in many areas—including collection development, acquisitions and cataloging, e-resources and digital management, digital preservation, and reciprocal offsite use of collections. A key component in the partnership was the 2CUL Technical Services Integration, an initiative funded by a generous three-year grant from the Andrew W. Mellon Foundation, which ended on December 31, 2015. In this paper, the third in a series, the authors report on the final year of this grant-funded project and reflect on the results of the two institutions’ attempt to achieve deep, operational integration within technical services.1 In presenting an honest appraisal of the project’s challenges and vicissitudes, the authors hope that their experiences and insights will help other libraries plan their own collaborative ventures.

Abstract:
The Columbia and Cornell University Libraries’ partnership is now in its fourth year. Its composite acronym (2CUL), which condenses a doubling of the two participating libraries’ initial letters, in itself reflects the very nature of the collaboration’s strategic purpose: a broad integration of library activities in a number of areas – including collection development, acquisitions and cataloging, e-resources and digital management, and digital preservation. In what is perhaps their boldest, most ambitious 2CUL initiative to date, the two libraries have begun planning for and have taken the first steps towards an integration of their substantial technical services operations. In this paper, the authors outline the goals of 2CUL Technical Services Integration (TSI), report on the first phase of the work, reflect on what they have learned so far in planning for this operational union, and look forward to the next steps of the project in which the two institutions will initiate incrementally the functional integration of the two divisions. The period covered in Phase 1 of TSI is September 2012-December 2013.

In October 2014, the University of California Irvine (UCI) Special Collections and Archives acquired a born digital collection of 2.5 terabytes – the largest born digital collection acquired by the department to date. This case study describes the challenges we encountered when applying existing archival procedures to appraise, store, and provide access to a large born digital collection. It discusses solutions when they could be found and ideas for solutions when they could not, lessons learned from the experience, and the impact on born-digital policy and procedure at UCI Libraries. Working with a team of archivists, librarians, IT, and California Digital Library (CDL) staff, we discovered issues and determined solutions that will guide our procedures for future acquisitions of large and unwieldy born digital collections.

Abstract:
Serials being important to students and researchers as they contain the most current and relevant information that can be used for academic and research purposes needs to be assessed periodically to determine if they are still relevant to the users. This study therefore examines the analysis of serials citations in graduate-students’ theses as a functional tool for effective management of serials in university libraries using theses submitted from 2013 to 2021 in Library and information Science of four government owned universities in eastern region of Nigeria as case in point. The study was meant to provide answers to three research questions which formed the guide while a descriptive survey design was applied with a population of 203 which stood as the total number of masters’ degree theses produced by the four universities within the period under study. The main instruments used in collecting data for this study were the researcher-designed checklists with which 8445 serials citations were collected and analyzed using descriptive statistics of mode, mean and range and data presented in tables, charts and graphs using frequencies and percentile. The outcome of the study revealed that journals with 76% citations were the most cited against conference proceedings/reports with 20% and the least cited being government publications with only .5% citations. It was further established that multi authorship is the most cited authorship pattern in the graduates’ theses whereas the average age of serials cited were within the age bracket of 0 - 18. The conclusion drawn is that with the most cited type(s) of serials, serials titles, ages of serials and preferred authorship pattern known through citations analysis of serials in research reports, the university librarian is better placed as to knowing which serials to select, acquire and how to have them organized for easy accessibility and retrieval by users as well as the amount of money to be earmarked for their acquisitions which invariably will bring about prudent management of the library budget in this period of shrinking budget for academic libraries.The study therefore recommended among other things that for effective application of serials citations analysis as a functional tool for effective serial management, staff of serials unit most partner documentation unit as to ensuring proper citations analysis of serials submitted to the library by every department as this can be used as a guide for the unit to identify the core serials for selections, acquisitions and also as a guide for total serials collections maintenance.

MY first impressions when I saw this book was ?what a remarkable achievement? and ?I want one for my library?. The author of this book, Stephen Jackson, hails from a long association with the zoo industry having worked for many years at Taronga Zoo and Healesville Sanctuary and more recently with the Animal Welfare Unit of the NSW Department of Primary Industries, so he comes with a commanding knowledge of the requirements for captive management of Australian mammals. He has spent considerable time formulating this volume; it is nicely presented, thorough in scope and clearly very authoritative. However, while expert information does not come cheap, the price of this book (are you sitting down?) at $240 puts it well out of the price range of many. I?m still gasping. This book is marketed for (generally underpaid) zookeepers, veterinarians, zoologists, researchers and students, but this price restricts it to being a specialist reference volume purchased by a limited number of users, zoological institutions, and university libraries with good acquisitions budgets. This is unfortunate as every wildlife carer, zoo, and breeding facility (in Australia and elsewhere) that holds or breeds Australian mammals should have one of these volumes. It would be fantastic to see a complete series of these ?Biology and Captive Management? books: Australian Birds: Biology and Captive Management, Australian reptiles..., Australian insects... etc.

Abstract:
Purpose The purpose of this paper is to report the training of college librarians, academic and management staff, IT managers and students on how to organise, manage and use a user-friendly library. In Uganda, as in many countries, the problem is that school and/or college libraries are managed by librarians who may have good cataloguing and management skills, but who do not have the pedagogic skills and knowledge of the school curricula that are necessary for librarians to be able to guide and mentor both teachers and students or organise curriculum-related activities or facilitate research. The development of user-friendly libraries contributes in improving education quality through nurturing the interest of students and teachers in literacy activities and active search for knowledge. Under the stewardship of the Belgium Technical Cooperation and the Ministry of Education in Uganda, library stakeholders were trained on how to put users – rather than themselves – in the centre of the library’s operations and introduced to active teaching and learning methodologies and activities with emphasis on getting engaged in transforming spaces, services, outreach to users and collections. Several measures, short and long term were taken to address the gaps limiting the performance of the librarians. Given the disparities in the trainees’ education level and work experience, the training was delivered in seven modules divided into three units for over eight months in 2015. By the end of the training, trainees developed unique library strategic plan, library policies and procedures, capacity to use library systems, physical design and maintenance systems, partnerships, library structure and staff job descriptions. Design/methodology/approach To effectively engage the participants each topic was conducted using active teaching and learning (ATL) methodologies, including: lecture with slides and hands-on practice – each topic was introduced in a lecture form with slides and hands-on exercises. The main goal was to introduce the participants to the concepts discussed, offer opportunities to explore alternative approaches, as well define boundaries for discussion through brainstorming. The question-answer approach kept the participants alert and to start thinking critically on the topic discussed – brainstorming sessions allowed thinking beyond the presentation room, drawing from personal experiences to provide alternatives to anticipated challenges. The goal here was for the participants to provide individual choices and approaches for real life problems; group discussions: case study/ scenario and participant presentations – participants were provided with a scenario and asked to provide alternative approaches that could solve the problem based on their personal experience at their colleges. By the end of the group discussion, participants presented a draft of the deliverable as per the topic under discussion. More so, group discussions were an excellent approach to test participant’s teamwork skills and ability to compromise, as well as respecting team decisions. It was an opportunity to see how librarians will work with the library committees. Group discussions further initiated and cemented the much-needed librarian–academic staff – college management relationship. During the group discussion, librarians, teaching staff, ICT staff and college management staff, specifically the Principals and Deputy Principals interacted freely thus starting and cultivating a new era of work relationship between them. Individual presentation: prior to the workshop, participants were sent instructions to prepare a presentation on a topic. For example, participants were asked to provide their views of what a “user-friendly library” would look like or what would constitute a “user-friendly library”; the college library of HTC-Mulago was asked to talk about their experience working with book reserves, challenges faced and plans they have to address the challenges, while the college librarian from NTC-Kaliro was asked to describe a situation where they were able to assist a patron, the limitations they faced and how they addressed them. Doing so did not only assist to emotionally prepare the participants for the training but also helped to make them start thinking about the training in relation to their libraries and work. Take-home assignment: at the end of each session, participants were given home assignments to not only revise the training material but also prepare for the next day training. Further the take-home assignments provided time for the participants to discuss with their colleagues outside of the training room so as to have a common ground/ understanding on some of the very sensitive issues. Most interesting assignment was when participants were asked to review an article and to make a presentation in relation to their library experiences. Participant reports: participant reports resulted from the take-home assignments and participants were asked to make submission on a given topic. For example, participants were asked to review IFLA section on library management and write a two-page report on how such information provided supported their own work, as well as a participant report came from their own observation after a library visit. Invited talks with library expert: two invited talks by library experts from Consortium of Uganda University Libraries and Uganda Library and Information Science Association with the goal to share their experience, motivate the participants to strive higher and achieve great things for their libraries. Library visitation: there were two library visits conducted on three separate days – International Hospital Kampala (IHK) Library, Makerere University Library and Aga Khan University Hospital Library. Each of these library visits provided unique opportunities for the participants to explore best practices and implement similar practices in their libraries. Visual aids – videos, building plans and still photos: these were visual learning aids to supplement text during the lectures because they carried lot of information while initiating different thoughts best on the participants’ past experience and expertise. The training advocated for the use of ATL methodologies and likewise similar methodologies were used to encourage participants do so in their classrooms. Findings Addressing Key Concerns: Several measures, both long and short term, were taken to address the gaps limiting the performance of the librarians. The measures taken included: selected representative sample of participants including all college stakeholders as discussed above; active teaching and learning methodologies applied in the training and blended in the content of the training materials; initiated and formulated approaches to collaborations, networks and partnerships; visited different libraries to benchmark library practices and encourage future job shadowing opportunities; and encouraged participants to relate freely, understand and value each other’s work to change their mindsets. College librarians were encouraged to ensure library priorities remain on the agenda through advocacy campaigns. Short-term measures: The UFL training was designed as a practical and hands-on training blended with individual and group tasks, discussions, take-home assignments and presentations by participants. This allowed participates to engage with the material and take responsibility for their own work. Further, the training material was prepared with a view that librarians support the academic life of teaching staff and students. Participants were tasked to develop and later fine-tune materials designed to support their work. For example, developing a subject bibliography and posting it on the library website designed using open source tools such as Google website, Wikis, blogs. The developed library manual includes user-friendly policies and procedures referred to as “dos and don’ts in the library” that promote equitable open access to information; drafting book selection memos; new book arrivals lists; subscribing to open access journals; current awareness services and selective dissemination of information service displays and electronic bulletins. Based on their library needs and semester calendar, participants developed action points and timelines to implement tasks in their libraries at the end of each unit training. Librarians were encouraged to share their experiences through library websites, Facebook page, group e-mail/listserv and Instagram; however, they were challenged with intimate internet access. College libraries were rewarded for their extraordinary job. Given their pivotal role in the management and administration of financial and material resources, on top of librarians, the participants in this training were college administrators/ management, teaching and ICT staff, researchers and student leadership. Participants were selected to address the current and future needs of the college library. These are individuals that are perceived to have a great impact towards furthering the college library agenda. The practical nature of this training warranted conducting the workshops from developed but similar library spaces, for example, Aga Khan University Library and Kampala Capital City, Makerere University Library, International Hospital Kampala Library and Uganda Christian University Library. Participants observed orientation sessions, reference desk management and interviews, collection management practices, preservation and conservation, secretarial bureau management, etc. Long-term measures: Changing the mindset of librarians, college administrators and teaching staff is a long-term commitment which continues to demand for innovative interventions. For example: job shadowing allowed college librarian short-term attachments to Makerere University Library, Uganda Christian University Library, Aga Khan Hospital University Library and International Hospital Kampala Library – these libraries were selected because of their comparable practices and size. The mentorship programme lasted between two-three weeks; on-spot supervision and follow-up visits to assess progress with the action plan by the librarians and college administration and college library committee; ensuring that all library documents – library strategic plan, library manual, library organogram, etc are approved by the College Governing Council and are part of the college wide governing documents; and establishing the library committee with a job description for each member – this has strengthened the library most especially as an advocacy tool, planning and budgeting mechanism, awareness channel for library practices, while bringing the library to the agenda – reemphasizing the library’s agenda. To bridge the widened gap between librarians and the rest of the stakeholders, i.e. teaching staff, ICT staff, college administration and students, a college library committee structure and its mandate were established comprising: Library Committee Chairperson – member of the teaching staff; Library Committee Secretary – College Librarian; Student Representative – must be a member of the student Guild with library work experience; and Representative from each college academic department. A library consortium was formed involving all the four project supported colleges to participate in resource sharing practices, shared work practices like shared cataloguing, information literacy training, reference interview and referral services as well a platform for sharing experiences. A library consortium further demanded for automating library functions to facilitate collaboration and shared work. Plans are in place to install Koha integrated library system that will cultivate a strong working relationship between librarians and students, academic staff, college administration and IT managers. This was achieved by ensuring that librarians innovatively implement library practices and skills acquired from the workshop as well as show their relevance to the academic life of the academic staff. Cultivating relationships takes a great deal of time, thus college librarians were coached on: creating inclusive library committees, timely response to user needs, design library programmes that address user needs, keeping with changing technology to suite changing user needs, seeking customer feedback and collecting user statistics to support their requests, strengthening the library’s financial based by starting a secretarial bureau and conducting user surveys to understand users’ information-seeking behaviour. To improve the awareness of new developments in the library world, college librarians were introduced to library networks at national, regional and international levels, as a result they participated in conferences, workshops, seminars at local, regional and international level. For example, for the first time and with funding from Belgium Technical Cooperation, college librarians attended 81st IFLA World Library and Information Congress in South African in 2015. College libraries are now members of the Consortium of Uganda University Libraries and Uganda Library and Information Science Association and have attended meetings of these two very important library organisations in Uganda’s LIS profession. The college librarians have attended meetings and workshops organized by these two organisations. Originality/value At the end of the three units training, participants were able to develop: a strategic plan for their libraries; an organogram with staffing needs and job description matching staff functions; a Library Committee for each library and with a structure unifying all the four project-support Colleges; a library action plan with due dates including deliverables and responsibilities for implementation; workflow plan and organisation of key sections of the library such as reserved and public spaces; furniture and equipment inventory (assets); a library manual and collection development policy; partnerships with KCCA Library and Consortium of Uganda University Libraries; skills to use Koha ILMS for performing library functions including: cataloguing, circulation, acquisitions, serials management, reporting and statistics; skills in searching library databases and information literacy skills; skills in designing simple and intuitive websites using Google Sites tools; and improved working relationship between the stakeholders was visible. To further the user-friendly libraries principle of putting users in the centre of the library’s operations, support ATL methodologies and activities with emphasis on getting engaged in transforming spaces, services, outreach to users and collections the following initiatives are currently implemented in the colleges: getting approval of all library policy documents by College Governing Council, initiating job shadowing opportunities, conducting on-spot supervision, guide libraries to set up college library committees and their job description, design library websites, develop dissemination sessions for all library policies, incorporate user-friendly language in all library documents, initiate income generation activities for libraries, set terms of reference for library staff and staffing as per college organogram, procurement of library tools like DDC and library of congress subject headings (LCSH), encourage attendance to webinars and space planning for the new libraries.

Abstract:
Objective – This study sought to determine the characteristics of research materials used by history students in preparing their master’s theses. Of which information resources formats did such students make use, and in what proportions? What was the age distribution of resources used? What was the dispersal over journal titles and over subject classification, i.e., the degree of interdisciplinarity? To what extent did the master’s students make use of non-English-language materials? To what extent did their institution’s library hold the resources in question? The investigator was especially interested in finding quantitative support for what he terms two “hypotheses.” The first of these is that historical research depends to a high degree on monographs, journal articles being far less important to it than they are to research in, especially, the natural sciences and technology. The second is that the age distribution of resources important to historical research is much flatter and longer than that of resources upon which researchers in the natural sciences and technology rely. Design – Citation analysis, supplemented with comprehensive catalogue searches. Setting – Southern Connecticut State University (SCSU), a mid-sized public university located in New Haven, Connecticut, U.S.A. Subjects – MA and MS theses (N=47) successfully submitted to the Department of History over the period from academic year 1998/1999 through academic year 2007/2008, inclusive. Methods – The investigator initially identified the theses through a search of the online catalogue (“Consuls”) of the Connecticut State University system, and retrieved all of them in either electronic or hard-copy form. He then subjected all citations (N=3,498) listed in the references sections of these theses to an examination in order to identify for each cited resource the format, the age, the language, and, in the case of scholarly journal articles, the journal of publication. He carried out bibliographic searches in order to rectify any citations which he had noted to be faulty or incomplete. The study took no account of possible additional citations in footnotes or endnotes or in the text, and did not measure citation intensity (whether, for instance, a thesis referred only once, or perhaps many times, to a given resource). Duplicates “were ignored.” He furthermore performed systematic searches in Consuls and in the Library of Congress (LC) online catalogue in order to establish, insofar as possible, into which assigned LC Classification class each resource fell, and whether it belonged to the holdings of the SCSU library. “Holdings,” as used here, includes physical resources owned, as well as those resources to which the library has licensed access. Not marked as either “held” or “not held” were: resources available online without restriction or charge, items not identified in either Consuls or the LC catalogue, and all government documents. Ages of cited resources were calculated based on the edition or version date actually given in a student’s citation, without any consideration of a possible earlier date of the original version of the publication or document concerned. Main Results – Format, age distribution, and journal frequency. The local citation analysis found that 53.2% of all cited resources were monographs, 7.8% were scholarly articles, 5.3% were contributed chapters in books, and 0.6% were dissertations or theses. Non-scholarly periodicals accounted for 15.7%, government documents for 6.7%, and freely available web documents for 4.1%. The remainder, approximately 6.5%, comprised archival papers, judicial documents, directories, interviews, posters, audiovisual materials, and 13 other formats. Cited resources, measured back from the date of acceptance of the citing thesis, ranged from 0 to 479 years old; the mode was 3 years, but the median was “25” (p. 170) or “26” (p. 177) years. Just over 70% (i.e., 2,500 cited resources) were more than ten years old. Almost one thousand of the cited resources were fifty or more years old. The 274 scholarly journal articles included in the references sections were spread over 153 distinct journal titles, of which 105 titles made only one appearance, and 136 titles three or fewer appearances. The mean was 1.8 appearances. Subject dispersal and language. Of the 2,084 cited resources for which LC classification was locatable, 51.5% had a classification other than history, i.e., other than class C, D, E, or F. Nearly two thirds (66.0%) of the cited scholarly journal articles had appeared in journals with a focus other than history. (Note: table 4 is incorrect, precisely reversing the actual ratio.) Of all cited items, 98.5% were in the English language. Half (27) of the non-English-language resources cited were in Korean, all cited in the same thesis. Books (i.e., monographs plus compilations from which contributed chapters were cited) accounted for 87.0% of foreign-language citations. More than four fifths of the examined theses (83.0%) cited not a single non-English-language resource. Local holdings. Of all 3,498 cited items, 3,022 could be coded as either “held” or “not held” by the SCSU library. Of the items so coded (not, as indicated on p. 180, of all cited items), scarcely two fifths (41.0%) belonged to the library’s holdings. The holdings percentage was highest (72.6%) for the 274 scholarly journal articles cited, followed by the 186 contributed chapters (50.0%), the 550 non-scholarly periodical items (49.5%), and the 1,861 monographs (46.8%). For other cited formats, the percentage was much lower, and in some cases, e.g., for the 55 archival and the 44 judicial documents, it was 0.0%. Of the 54 foreign-language resources cited, the institution’s library held only two. Conclusion – The investigator concludes that his study’s findings do indeed lend quantitative support to his two “hypotheses.” This outcome will surprise few, if any, librarians; it is in accord with what Koenig (1978) long ago saw as a matter of “intuition” and “all conventional wisdom,” something that many subsequent studies have confirmed. Sherriff accordingly recommends, firstly, that collections which strive to support historical research should, in matters of acquisition policy and budget allocation, take serious account of that field’s relatively strong dependence on monographs. Secondly, the data on age distribution carry obvious implications for librarians’ decision-making on matters such as de-accessioning and weeding, relegation to remote storage, and retrospective acquisitions. This finding should also be considered, for instance, in connection with preservation policy and the maintaining of special collections. He even suggests that librarians “need to teach students the value of reviewing literature historically and showing them how to do so effectively” (p. 177). Sherriff considers a number of further (tentative) conclusions to be warranted or suggested by the results of this study. First of all, that historical research is now characteristically an interdisciplinary matter, in the sense that it requires extensive access to information resources, including journals, which libraries have traditionally not classified as belonging to the discipline of history itself. For a library supporting such research, this phenomenon “has implications for matters including collection budgets, reference work, bibliographic instruction, and the location of collections and departmental libraries” (p. 168). It also means “that librarians working with history students and history collections need to be aware of the relevant resources in other disciplines. This can improve reference work, research assistance, and bibliographic instruction; it may also help the coordination of acquisitions across departmental lines” (p. 179). Secondly, one may conclude that “there is no ‘core’ collection of journals for history” (p. 178) which will be able to satisfy a large proportion of master’s students’ research needs. Thirdly, the fact that a library such as SCSU’s holds significantly less than half of what master’s students require for preparing their theses “may exercise a narrowing effect on students’ awareness of the existing literature on their topics” (p. 180), “increases the importance of departmental faculty, reference librarians, and subject specialist librarians drawing students’ attention to resources beyond the library’s catalogues and collections” (p. 180), and requires that the library give serious attention to effective document delivery arrangements. Finally, this study’s finding that only a small percentage of master’s students in history made use of non-English-language materials, but then in certain cases used them rather extensively (27 Korean items cited in one thesis, ten Italian in another, nine Spanish in yet another), suggests that acquisition, or at least proactive acquisition, of such materials needn’t be a priority, as long as, once again, the students concerned have easy access to efficient and affordable document delivery services. Sherriff does concede, however, that his finding could indicate “that students are unaware of relevant resources in other languages or are aware of them but lack the language skills necessary to use them” (p. 179).

Abstract:
The World Trade Center Attack or 9/11 tragedy has awakened the international community, particularly the United States (US) to sharpen its foreign policy in facing security threats coming from ‘weak states’. One of the most prominent weak states examples that pose a grave threat to other countries are the Northern Triangle Countries of Central America that referred to Guatemala, Honduras, and El Salvador. Hence, this paper will discuss the rationale behind US initiatives in dealing with security threats in El Salvador as one of the Northern Triangle Countries. In analyzing the case, the writers will use the weak state concept and national interest concept. The result of this paper finds that El Salvador corresponds to the elements of a weak state and further poses security threats by giving rise to transnational criminal organizations, drug trafficking, and migrant problems in which overcoming those security threats has become US vital national interest. However, we also find that although decreasing security threats and strengthening El Salvador government capacity is highly correlated, strengthening El Salvador governance through the providence of aid and assistance is actually classified as US important national interest. Objectives – To compare the performance of the vector space model and the probabilistic weighting model of relevance feedback for the overall purpose of determining the most useful relevance feedback procedures. The amount of improvement that can be obtained from searching several test document collections with only one feedback iteration of each relevance feedback model was measured. Design – The experimental design consisted of 72 different tests: 2 different relevance feedback methods, each with 6 permutations, on 6 test document collections of various sizes. A residual collection method was utilized to ascertain the “true advantage provided by the relevance feedback process.” (Salton & Buckley, 1990, p. 293) Setting – Department of Computer Science at Cornell University. Subjects – Six test document collections. Methods – Relevance feedback is an effective technique for query modification that provides significant improvement in search performance. Relevance feedback entails both “term reweighting,” the modification of term weights based on term use in retrieved relevant and non-relevant documents, and “query expansion,” which is the addition of new terms from relevant documents retrieved (Harman, 1992). Salton and Buckley (1990) evaluated two established relevance feedback models based on the vector space model (a spatial model) and the probabilistic model, respectively. Harman (1992) describes the two key differences between these competing models of relevance feedback. [The vector space model merges] document vectors and original query vectors. This automatically reweights query terms by adding the weights from the actual occurrence of those query terms in the relevant documents, and subtracting the weights of those terms occurring in the non-relevant documents. Queries are automatically expanded by adding all the terms not in the original query that are in the relevant documents and non-relevant documents. They are expanded using both positive and negative weights based on whether the terms are coming from relevant or non-relevant documents. Yet, no new terms are actually added with negative weights; the contribution of non-relevant document terms is to modify the weighting of new terms coming from relevant documents. . . . The probabilistic model . . . is based on the distribution of query terms in relevant and non-relevant documents, This is expressed as a term weight, with the rank of each retrieved document then being the sum of the term weights for terms contained in the document that match query terms. (pp. 1-2) Second, while the vector space model “has an inherent relationship between term reweighting and query expansion” (p. 2), the probabilistic model does not. Thus, query expansion is optional, but given its usefulness, various schemes have been proposed for expanding queries using terms from retrieved relevant documents. In the Salton and Buckley study 3 versions of each of the two relevance feedback methods were utilized, with two different levels of query expansion, and run on 6 different test collections. More specifically, they queried test collections that ranged in size from small to large, and that represented different domains of knowledge, including medicine and engineering with 72 experimental runs in total. Salton and Buckley examined 3 variants of the vector space model, the second and third of which were based on the first. The first model was the classic Rocchio algorithm (1971), which uses reduced document weights to modify the queries. The second model was the “Ide regular” algorithm, which reweights both relevant and non-relevant query terms (Ide, 1971). And the third model was the “Ide dec-hi” algorithm, which reweights all identified relevant items but only one retrieved nonrelevant item, the one retrieved first in the initial set of search results (Ide & Salton, 1971). As well, 3 variants of the probabilistic model developed by S.E. Robertson (Robertson, 1986; Robertson & Spark Jones, 1976; Robertson, van Rijsbergen, & Porter, 1981; Yu, Buckley, Lam, & Salton, 1983) were examined: the conventional probabilistic approach with a 0.5 adjustment factor, the adjusted probabilistic derivation with a different adjustment factor, and finally an adjusted derivation with enhanced query term weights. The 6 vector space model and probabilistic model relevance feedback techniques are described in Table 3 (p. 293). The performance of the first iteration feedback searches were compared solely with the results of the initial searches performed with the original query statements. The first 15 documents retrieved from the initial searches were judged for relevance by the researchers and the terms contained in these relevant and non-relevant retrieved items were used to construct the feedback queries. The authors utilized the residual collection system, which entails the removal of all items previously seen by the searcher (whether relevant or not), and to evaluate both the initial and any subsequent queries for the reduced collection only. Both multi-valued (partial) and binary weights (1=relevant, 0=non-relevant) were used on the document terms (Table 6, p. 296). Also, two types of query expansion method were applied: expanded by the most common terms and expanded by all terms (Table 4, p. 294). While not using any query expansion and relying solely on reweighting relevant and non-relevant query terms is possible, this option was not examined. Three measures were calculated to assess relative relevance feedback performance, the rank order (recall-precision value); search precision (with respect to the average precision at 3 particular recall points of 0.75, 0.50, and 0.25), and the percentage improvement in the 3-point precision feedback and original searches. Main Results – The best results are produced by the same relevance feedback models for all test collections examined, and conversely, the poorest results are produced by the same relevance feedback models, (Tables 4, 5, and 6, pp. 294-296). In other words, all 3 relevance feedback algorithms based on the vector space retrieval model outperformed the 3 relevance feedback algorithms based on the probabilistic retrieval model, with the best relevance feedback results obtained for the “Ide dec hi” model. This finding suggests that improvements in relevance from term reweighting are attributable primarily to reweighting relevant terms. However, the probabilistic method with adjusted derivation, specifically considering the extra weight assignments for query terms, was almost as effective as the vector space model relevance feedback algorithms. Paired comparisons between full query expansion (all terms from the initial search are utilized in the feedback query) and partial query expansion by the most common terms from the relevant items, demonstrate that full expansion is better, however, the difference between expansion methods is small. Conclusions – Relevance feedback methods that reformulate the initial query by reweighting existing query terms and adding new terms (query expansion) can greatly improve the relevance of search results after only one feedback iteration. The amount of improvement achieved was highly variable across the 6 test collections, from 50% to 150% in the 3-point precision. Other variables thought to influence relevance feedback performance were initial query length, characteristics of the collection, including the specificity of the terms in the collection, the size of the collection (number of documents), and average term frequency in documents. The authors recommend that the relevance feedback process be incorporated into operational text retrieval systems.

The University of Chicago Library acquisitions department experienced a significant amount of clerical and supervisory staff turnover between 2016 and 2019. Viewing this period of change as an opportunity to recruit a highly skilled and diverse staff poised to sustain the department for the future. We knew that we had to think differently about what skills we needed and what skills would be transferable from industries outside the library or academe into the library. This paper provides an outline of the potential benefits of non-library industry hiring by looking at current departmental needs and anticipating future industry developments and changes through hiring, and why considering applicants new to the Library may address each of those challenges, why and how to reframe job descriptions and interviews to focus on transferable and soft skills, in the absence of relevant library experience, and looks at needed training and development to acclimate new hires into library work.

As academic libraries are increasingly supported by a matrix of database functions, the use of data mining and visualization techniques offer significant potential for future collection development and service initiatives based on quantifiable data. While data collection techniques are still not standardized and results may be skewed because of granularity problems, faulty algorithms, and a host of other factors, useful baseline data is extractable and broad trends can be identified. The purpose of the current study is to provide an initial assessment of data associated with science monograph collection at the Marston Science Library (MSL), University of Florida. These sciences fall within the major Library of Congress Classification schedules of Q, S, and T, excluding TR, TT, and TX. The Rs are also excluded as these subjects are the responsibility of the Health Science Center Library which is connected with the medical school and the teaching hospital. The overall strategy of this project is to look at the potential science audiences within the university community and analyze data related to purchasing and circulation patterns, e-book usage, and interlibrary loan (ILL) statistics. This paper presents the results from the academic year July : 2008 to June 30, 2009, because all data reservoirs needed were available for the circulation and ILL data. The Springer e-book study is based on 2009 data. NCSTRL (Networked Computer Science Technical Report Library) is an international collection of computer science technical reports from over 100 academic and industrial research institutions. Using Dienst software which was developed at Cornell University specifically for the NCSTRL project, these distributed collections are searchable as an integrated collection from anywhere in the world. At most participating institutions, the technical reports are mounted and maintained on NCSTRL by staff in the computer science or research departments. Early in 1997, the UC Berkeley Library began a partnership with the UCB CS department, whereby the Library took over this function. This paper will discuss UC Berkeley Library's experience in taking over as the provider of these technical reports. It will include a brief non-technical description of NCSTRL, a discussion of the expectations of the Library and reasons for our proposal, the benefits, costs and technical challenges to the library in both development and maintenance of the data, evaluation of the benefits to the user group, and conclusions about the effectiveness of the library as the provider of local research reports for a World Wide Web audience. In the National Collection of printed works in the National Library of Denmark and Copenhagen University Library, primarily collected through Legal Deposit, one finds also works published abroad, dealing with Denmark and Danes, the so-called Danica extranea. These have been collected since 1788 when instructions, written to the new director of the library, ordered him to purchase works dealing with all the Danish states and colonies and their subjects. At that time the Danish king ruled over Denmark, Norway, the Duchies (Schleswig-Holstein) as well as colonies in India, Africa and the Caribbean. This kingdom was reduced 26 years later following the Treaty of Kiel in 1814 when Norway was ceded to Sweden. In 1864, the Duchies became part of the emerging German Empire.According to the instructions of 1788, this should also have influenced the acquisition of Danica extranea. However, this was not the case. The staff of the Danish Department (established in 1780) of the library retained until 1991 the image of Denmark as it had been before 1814 when it came to defining what should be purchased for the national collection. The article describes how this was formulated and carried out in practice during the second half of the twentieth century. The Department operated with three categories of Danica extranea: extranea proper, non-extranea (works on areas and people who had at one point in time belonged to Denmark or had been Danish subjects), and Scandinavica (works on Scandinavian countries and people, unless dealing exclusively with Sweden). This was confusing for people using the library, for example they had to look for Norwegian books published after 1814 in the Danish catalogue and not in the foreign, catalogue, and it created internal conflicts in the library when books purchased for general circulation were withheld in the national collection because of their subject matter and then could only be used in the Reading Room. The issue was resolved in 1991 when acquisitions of non-extranea and Scandinavica became the task of the University Department and purchases of duplicate copies was made possible in case of any conflict. The introduction of an online catalogue in 1998, into which all separate card catalogues were merged made it easier for users to find a book.

Sustainable development is a global trend to build a prosperous society, especially to promote green growth towards ecological approach and based on sustainable use of natural resources in the context of climate change. This article, therefore, is an attempt to synthesize the sustainable development process in the world, from the initial awareness of the role of the environment in the development process in the 1980s, to the development of Agenda 21 in the 1990s, to develop and implement the 2030 agenda for sustainable development in the present time. The change in awareness and practice of sustainable development also demonstrates the trend of social-ecological transformation as a development trend and is an urgent requirement towards building a prosperous and sustainable society. Integrating sustainable development into international and national development policies can be considered as a form of promoting social-ecological transformation.
