Abstract:
In Selangor, zakat assistance to the new converts begins from the first day they become Muslims. The new Muslim would be immediately helped with MYR 500.00 monthly allowance for five years until they manage to act in accordance with Allah’s orders and to perform worshipping (Mukallaf). The main problem statement is, how the effectiveness of zakat distribution among muallaf was?. Thus, this article presents structural equation models for effectiveness of zakat distribution among muallaf in Selangor. The formation of the models consists of the condition of the muallaf and success factors as well as the income before and after zakat distribution towards the muallaf, which are the observed variable. This specification will able to examine the predictors of differences between income without zakat and income with zakat. The Muallaf really need and seek for help from the Muslim especially in Muslim country in terms of economic strength and support. Thus, developmental programs are crucial in order to support them physically and mentally. An effective program can be an instrument to equip them with negative perception that they received after becoming a Muslim. The main objective of this article is to explore the effectiveness of muallaf development programs organized in Selangor, this article uses the crosstabs methods based on several critical success factors. The method been use in this research is mix method by conducted through in-depth interviews with selected Muallaf from a variety of cultural backgrounds, living in the area of Selangor, Malaysia. Then the next phase, this article conducted set of survey questionnaires among 80 respondents to confirm the findings. The respondents were randomly selected from Selangor Zakat Centre (SZC) zakat recipient’s list from the New Converts category for nine districts of Selangor in 2013. The main finding of this article indicates that Muallaf who are receiving zakat assistant are able to manage successfully in their economics life and manage to assist their non-Muslims family for solving family problem as a result of conversion to Islam as well as helping them out from poverty.

Abstract:
Purpose and problem of the study: This study to identify the level of impact of zakat distribution and the level of religious practice among the mualaf (convert) in Selangor. The aim is also to analyse the relationship between the level of impact of zakat distribution and the level of religious practice of mualaf in Selangor. The problem of the study is issues which related to the granting of zakat rights to Muslims and its impact on strengthening the faith of these groups and their appreciation of Islamic teachings. Methodology: This study applies quantitative methodology which involves 454 Muslim converts as respondents and they were randomly selected to get the data of this study. Main Findings: The descriptive analysis findings demonstrate that the level of impact of zakat distribution and the level of religious practice of mualaf in Selangor is at high level, where each has a mean value (4.20 and 4.63). The result of the Pearson correlation analysis proves that there is a significant relationship between the impact of the distribution (r = 0.643, p < 0.01) and religious practice (r = 0.677, p < 0.01). Applications of this study: This study involves respondents from the mualaf group in Selangor. Selangor has chosen to be the area of study as the total number of muallaf registered in this state is greater than those in other states in Malaysia. Novelty/Originality of this study: The implementation of zakat distribution based on the principals and concepts dictated by Islamic law will give a great impact to the group of mualaf (convert).

Abstract:
Among the mualaf (new Muslim converts) issues faced by the Selangor Islamic Religious Council were issues of the struggle for the deceased’s body, religious status, determination of inheritance and the determination of religious status for children. However, the factors that led to the issue of the mualaf, particularly the administrative aspect, gets less attention than the legal aspect. This study analyses mualaf-related issues occurring between 2000 and 2015, factors that caused the issues and how the Selangor Islamic Religious Council administration solved them. The purpose of this analysis is to identify problems and to analyse the factors that caused the issue to persist as well as to highlight the administrative efforts by the Selangor Islamic Religious Council. This study was done using an interview method, literature survey and documentation analysis using the thematic method. The findings found that there were seven main issues concerning mualaf that were associated with registration administration, caused by administrative complications and refusal to amend their religious status. The administrative complications cover three aspects which are incomplete and insufficient registration information, registration not following the procedure and absence of systematic monitoring. Refusal to amend the religious status owes to their desire to keep secret their Islamic status. In overcoming this issue, the Selangor Islamic Religious Council has taken several measures including online registration through the IMualaf and manual registration, obtaining supporting documents from the mualaf, preparing standard operating procedure for mualaf registration and requiring the registration of Islamic status at the National Registration Department. As a result of this study, some improvements in mualaf registration procedures have been recommended. Such measures include conducting mualaf registration on a fully online basis, developing software that allows registration information to be easily accessed and monitored not only, by the Selangor Zakat Council but also by the National Registration Department.

Abstract:
The justice in Islam had attracted and opens the hearts of non-muslins to accept Islam. The justice and truthfulness of Islamic teaching attract the human to be part of its through conversion or reconciliation of hearts (Muallaf al-Qulub) and it is one of the zakat recipients mentioned in Al-Qur’an. In Selangor, zakat assistance to the new converts begins from the first day they become Muslims. The new Muslim would be immediately helped with MYR 500.00 monthly allowance for five years until they manage to act in accordance with Allah’s orders and to perform worshipping (Mukallaf). This paper identifies the factors of new converts’ poverty in Selangor, Malaysia using a logistic regression method. A set of survey questionnaires has been used in this research and 80 respondents were randomly selected from Selangor Zakat Centre (SZC) zakat recipient’s list from the New Converts category for nine districts of Selangor in 2013. We estimate the probability of households with specified characteristics to fall below Malaysia’s official poverty line. Results show that education, size, region, income and amount of zakat received significantly reduces the chance of being poor while gender, age, status were not a significant predictor. Thus, these statistical measures have proven the positive role of zakat in reducing poverty among the new converts. The findings have important policy implications for zakat institution and Malaysian government which has pledged to reduce overall poverty rate to 2.8 percent and eradicates hardcore poverty by 2010 under the Ninth Malaysian Plan. =========================================== Keadilan dalam Islam telah menarik perhatian dan membuka hati non-muslim untuk menerima Islam. Keadilan dan kejujuran dalam ajaran Islam menarik banyak untuk masuk dalam Islam (Muallaf al-Qulub) dan mereka menjadi salah satu penerima zakat seperti disebutkan dalam Al Qur'an. Di Selangor, bantuan zakat kepada para muallaf dimulai pada hari pertama mereka menjadi umat Islam. Mualaf tersebut akan diberi uang saku sebesar MYR 500.00 per bulan selama 5 tahun sampai mereka mampu mengelola kehidupannya sesuai dengan perintah Allah dan melaksanakan ibadahnya (Mukallaf). Paper ini mengidentifikasikan faktor-faktor kemiskinan mualaf di Selangor, Malaysia dengan menggunakan metode regresi logistic. Seperangkat kuesioner digunakan untuk penelitian ini dan 80 responden dipilih secara acak dari daftar para penerima zakat Selangor Zakat Centre (SZC) untuk kategori mualaf dari sembilan distrik di Selangor untuk tahun 2013. Kami memperkirakan probabilitas rumah tangga rumah tangga dengan karakteristik dimaksud mengalami penurunan di bawah angka kemiskinan resmi Malaysia. Hasil menunjukkan bahwa pendidikan, ukuran, wilayah, pendapatan dan jumlah zakat yang diterima secara signifikan mengurangi kemiskinan sementara faktor gender, umur, dan status bukanlah faktor yang signifikan. Oleh karena itu, hasil perhitungan statistik membuktikan bahwa zakat berperan positif dalam mengurangi kemiskinan para mualaf tersebut. Temuan ini mempunyai implikasi penting terhadap kebijakan institusi zakat dan juga pemerintah Malaysia telah bertekad untuk mengurangi angka kemiskinan Malaysia menjadi 2.8 persen dan mengurangi kemiskinan ekstrim per tahun 2010 berdasarkan Ninth Malaysian Plan.

Abstract:
Teachers teaching Islamic basic education for new Muslim converts (KFAM) have important role to educate them to be pious servants of Allah, strong believers who are beneficial to the ummah. Thus, the da’wah method used by these KFAM teachers should be guided by the exemplary da’wah approaches of Rasulullah (peace be upon him). Nowadays, the state of Selangor has the highest registered number of new Muslim converts in Malaysia. This article discusses the approaches of KFAM practised by these teachers in Selangor. It also analyses the implementation of the FKAM da’wah approaches used in four districts of Selangor, namely Petaling, Gombak, Kuala Selangor and Klang. The study applied qualitative framework and the data collection method used is library research from primary and secondary sources from academic journal articles, books, working papers books which are relevant to the research's focus. Semi-structured interviews with KFAM teachers for new Muslim converts are used, while documentary analysis is applied in the study's data analysis method. The findings of the study indicate that the implementation of the da’wah approaches by the KFAM teachers for new Muslim converts are in accordance with the da’wah of Rasulullah (peace be upon him) which is suitable with the COVID-19 era. Some of these teachers applied creative and effective techniques to train new Muslim converts to be successful Muslims. In fact, this study becomes significant reference to Selangor Zakat Institution as guidance for the teachers for asnaf (zakat beneficiaries) of new Muslim converts in Selangor.
