Full textA new king of literature has been developping for a few years now, advocating the necessity of implementing formal strategic control devices for maintaining performance in an incertain environmental context. All the works from this literature focus in conclusion on almost no practice of such devices within the entreprises. However, this works are questinable because of showing a simplistic and incomplete vision of the involved process. A more complete work leaning on the principle of field research method and based on a pragmatic conception anables ones to reveal the reality of practical experience which is rather diversified and which comprises variables degrees of sophistication. Three configurations of strategic control practices are identified : the first one gets closer to an "ideal" strategic control device, the second one shows a characteristic signed of transition situation, the third reflects a classic management control system on certain points

Full textFlow separations around moving bodies lead to detrimental effects such as aerodynamic performances loss, structural fatigue and noises production. The understanding of these phenomena remains one of the most challenging issue of modern fluid dynamics. A promising solution to improve aerodynamic performances relies on the development of flow control devices able to prevent or mitigate the effects of separation. One can distinguish the passive flow control strategy, with easy to use devices but unable to adapt to the flow changes, from the active flow control strategy which benefits from a great adaptability but requires external power supply. Self-adaptive flow control appears to be a good compromise between those two strategies. Inspired from mechanisms at play in Nature, it combines good aerodynamic performances, self-adaptability and self-sustainability. This PhD thesis is dedicated to the experimental investigation of the turbulent flow over a bluff-body controlled by means of bio-inspired devices. The objective is two-folds : i. Design the control device which consists of a couple of compliant flaps, ii. Identify the physical mechanisms governing the interactions between the flow and the devices. A great number of complementary measurement techniques have been used in order to achieve these objectives. The efficiency of the devices for different configurations – locked and self-adaptive flaps - has been demonstrated through a parametric study. It has led to the identification of the main parameters involved in the control mechanism. The flow characterization around and in the wake of both uncontrolled and controlled cylinder revealed an increase in the length of the recirculation region and the reduction of the wake width. One of the major findings of this study is that the control essentially modifies the turbulent velocity field leading to a reduction of the lateral flow entrainment in the wake of the obstacle

Full textJoint control is the situation according to which several persons hold control of a company. Various definitions of the notion of joint control exist in financial law, corporate law, competition law and accounting law and have, a priori, a scope limited to each of these fields of law. Each definition is separately studied in order to identify its criteria, by relying on regulations, the practice of authorities and the case law. On the basis of these different functional definitions of joint control, a common definition can be found: "joint control is an agreement according to which members of a company agree to determine jointly and equally the social strategy ". The main elements of this common definition are clarified. Joint control also raises issues relating to its legal regime. On the one hand, the scope of joint control is rarely defined because the texts generally refer only to control. It is proposed to determine the scope according to the purpose of the text. On the other hand, texts that refer to the notion of make provision of legal consequences without specifying how to implement these consequences to several controllers (joint liability, indivisibility or plurality of obligations). Secondly, an exploratory study will complete the research.These theorical and empirical investigations lead us to offer the fallowing proposition : facing the double challenge of efficiency and legitimacy, the firm implements control protocols aiming to both establish a diagnosis and interact. This juxtaposition allows to answer in a rational way to the different stakeholders, while the different domains of the overal performance are isolated. This pratice establishes the part of management control as monotoring financial and managing logics first. It then participates to the processus of balancing the system of governance,the strategy and the control.This changing of the business model clashes with technical and cultural difficulties, hence we can observe a phenomenon of tigher or looser coupling between the ideals of the sustainable development and the every day working of the firm

Full textThis thesis aims to carry out an in-depth study on Chinese FDI, to analyse the strategy and organization of Chinese companies in France. For this, we study the main investment motivations for Chinese companies in France, their entry modes into the French market, and the different ways of controlling their subsidiaries in France. We used a qualitative methodology for this research. In total, we interviewed seventeen Chinese companies that carried out FDI in France. Our empirical findings indicate that market-seeking and strategic assets seeking are the main motivations for Chinese FDI in France. The Chinese government plays a role of promoter in the process of internationalization of Chinese companies in France. Chinese companies prefer to enter into France through wholly owned subsidiaries. Local managers play a key role in the management of the subsidiaries of Chinese firms in France

Full textThe current focus on sustainable development is raising again interest in corporate social responsibility at a time the emphasis on shareholder value is reaching an apogee. The aim of this thesis is to analyze to what extent a corporate social responsibility strategy impacts management control systems of multinational companies. After a review of the literature and an exploratory study, a conceptual framework was set up. It led to consider the social management control systems as directly linked to ideals, discourses, and programs of sustainable development and corporate social responsibility. Two detailed multiple-sites case studies were then completed. These case studies revealed that the developing social management control systems are in conflict with the still predominant financial control systems. The social management control systems integrate stakeholders into their routines, reinforce the internal cohesion, and progressively create the accountable manager whose attention focuses on the long term. This outcome brings a theoretical enrichment to the corporate social responsibility showing that it is managerial and that the corporation and its stakeholders are tied together in order to build the sustainable development project

Full textHemiplegia is a global concern for health; it is a part of Cerebral Palsy (CP) where a vertical half of the body is affected. This can have a significant impact on the level of disability. Upper extremity motor impairments are common in hemiplegic patients. These disabilities occur because of the loss of communication between the brain and the affected side of the body. In this thesis, visual, audio and tactile stimulation was provided to patients for rehabilitation of these affected limbs. The haptic control strategy has been developed using haptic devices, which are less costly. Virtual Reality (VR) scenarios for haptic-VR therapy have been developed to ensure coherence between visual, audio and tactile flows. A 3-degree-of-freedom (DOF) haptic device (Novint Falcon) which we have associated with a rotation device with 1 DOF, which we have realized, has been used to apply this active-mode control strategy. The developed strategy provides free trajectories in VR scenes and forces feedback in other directions, 'resistant when needed' model. Two methods have been developed to evaluate the performance of the targeted upper limbs. The first method was developed using a kinectTM for Windows. This device was chosen and used in our system because of its portability, workspace, ease of use and low price. The main purpose of this evaluation method is to validate the relationship between the different VR scenarios and the type of movement performed by the affected upper limbs of children. The second evaluation method was developed using the collected data from the system itself in order to provide the therapists with the quality and the quantity of the performance for each type of movements. This method was constructed using the fuzzy logic approach. Finally, three experiments were carried out. Two therapy experiments and one evaluation experiment. The results illustrate the feasibility of our approach. Prospects have been given for validation with a larger group of hemiplegic children in the future. This work requires considerable preparation and coordination over the very long term with the medical profession and the families of affected children

Full textOur research sees mediation as a sociological object and places it at the heart of a total social fact. It cannot be reduced to a technique for conflict resolution, but its definition is complicated insofar as it is produced by its different applications. The problematic nevertheless takes into account the permanency of the word, which is examined in the context of familial, penal and social mediation. This progression in the “deconstruction” of mediation allows us to question how it absorbs the dimensions of conflict and the third party. In a logical reversal of roles, the arrival of a mediator upon the scene of a conflict makes him the mediator of his mediation. This troubling mechanism will be seen to be confirmed by discourse analysis of the Emplois-jeunes scheme in France in the 1990s and by a bibliographical survey of this theme. As an indispensable means of regulation and control of the social world, mediation is a justification of the notion of connection. It thus becomes a tool in the production of the social, even when this tool is turned back on itself to model, and prompt a fundamental critique of its production, be it civil, political or economic. By giving the impression that any problem is only acceptable because it will be dissolved by mediation, the role of the latter changes to one of a civil religion. It then operates through an exchange between immanence and transcendence, forcing the party troubling the social order to go back to the order of things for fear of worse to come. As a philosophy of the reasonable, mediation becomes the quest, and the reason for living, of human beings living together

The proposed strategy is based on the predictive control (MPC), solve by a method of Programming Quadratic, and set up resting on the cycle prediction determined from the experimental study. The perspectives of improvements of these work are consolidation of the database, and improvement of the battery modelling (imcluding thermal and ageing effects) and of the thermal engine (taken into account by some pollutants)

Full textLoss of control situations are innumerable (e.g., global pandemic, romantic break-up) and most often give rise to attempts to restore the perception of control. These attempts, in the form of often unconscious defensive strategies, restore meaning and predictability to events. Anthropomorphism, or the attribution of human traits to non-human objects including social robots, is conceived in the literature as a compensatory strategy for a lack of (perceived) control. This process would allow the application to robots of social scripts typically deployed in human interactions, making them more familiar, predictable and controllable. The objective of this thesis is to examine anthropomorphism as a compensatory strategy for a lack of control and its impact on acceptability. It is divided into two steps: 1. to identify the conditions of application of this strategy, 2. to examine the capacity of anthropomorphism to structure, give meaning and make coherent the social environment. To these ends, the thesis articulates three major concepts: perception of control, anthropomorphism, and acceptability of social robots. Using a scoping review and a state of the art, the acceptability of social robots and possible barriers to their adoption are examined. Then, the development and validation of a tool, a correlational pilot study and an experimental pilot study initiate the first relationships between these three concepts. In the extension, three experimental studies test in turn three types of operationalization of control (on life events, on the robot, on the task) and allow to identifysome causal links between control, anthropomorphism and acceptability of social robots. Finally, two experimental studies test the structuring quality of anthropomorphism. All these studies show that the perception of the social robot changes according to the type of control induced. Similarly, anthropomorphism (i.e., superficial aspects of the robot such as appearance, behavior, etc.) and anthropomorphization (i.e., essential aspects such as mental states, emotions, etc.) influence differently its usage intention. Full textIn an environment with changes, the formation of strategy might require the emergence of a participative process which allows overtaking the dichotomy between formulation and implementation. The positioning of the operational participants involved in the thinking strategic process may favour organisation methods based on the learning process. The difficulty of the connection between strategy and organizational learning is related to the question of knowledge transfer. Interactive control systems improving learning's mobilisation could be a solution. This impact of control on strategy, through organizational learning's development, is based on a broad approach of control through the complementarity between formal and informal systems. For these reasons, our research is devoted to describe ways and means of the compatibility between the concepts of strategy, organizational learning and control system. The topic of our research and a three years experience in a bank have highly influenced the analysis methodology. The case study allows a better understanding of a strategic inflection's situation and proposes an explanatory reading of the different forms of learning and control which generated the necessary knowledge to modify the strategy. We show that the learning diffusion requires long cycles. This scale difference leads us to propose a new stage to the process production-diffusion-mobilisation, the so-called opening out stage

Full textThe focus of this thesis is the ring opening of spiropyrans (SP), and how these molecules can be used as photoswitches controlled with laser pulses. We have built a theoretical model to study this photochemical reaction and develop strategies for control.SP exhibit nonadiabatic effects, and therefore, their modelling requires a quantum description for both the electrons and the nuclei. The multiconfiguration time-dependent Hartree (MCTDH) approach is ideal in this case because it can treat quantum dynamics involving several electronic states. MCTDH was successfully applied to electronic spectra calculations of systems showing strong nonadiabatic effects. However, the corresponding potential energy surfaces (PES) for this approach are required first. These applications are based on a local vibronic coupling model of the PES in the neighbourhood of the Franck-Condon (FC) point.As opposed to calculating photoabsorption spectra that often involves short timescales and small deformations around the FC geometry, simulating photochemical reactions requires an adequate representation of large-amplitude motions. Thus, this model must be made more flexible.Normal modes, usually used for the standard model, are not adapted to large-amplitude deformations. We thus chose to run MCTDH in curvilinear coordinates and recast systematically the model in terms of polyspherical coordinates to produce a separable form for the nuclear kinetic energy.Even if only the ground and the first excited electronic states are involved in the process, their dominant electronic configurations may change significantly along large-amplitude motions. We have developed a general approach based on a systematic analysis of a few ab initio data to generate the best set of diabatic states for a given problem.Preliminary results applied to benzopyran (the chromophore of the SP) showed good agreement with the experiments

Cette procédure, appliquée à un procédé pilote, peut détecter une éventuelle déstabilisation du fermenteur, plus tôt que les indicateurs usuels (pH, acides gras volatils). Enfin, nous introduisons une nouvelle stratégie de contrôle de la qualité du biogaz basée sur la régulation de l'alcalinité dans le digesteur. Différentes lois de commande sont proposées et validées expérimentalement sur un réacteur pilote.

Full textThe purpose of the thesis is to present the conception of the performance defended by MFI in Benin on the basis of a broad definition of performance and its means of monitoring, beyond a purely dual economic and social approach predominant in the microfinance literature. Our research model is based on a multi a varied analysis of the performance of MFI on one hand, and on the question of its degree of relevance in the analysis of the performance of these institutions in the Beninese context on the other hand. The empirical work carried out is based on a qualitative study of the subject through semi-structured interviews with 14 microfinance institutions (MFI) in Benin. It allowed us to confirm that the approach of the performance of these institutions meets multiple objectives, and the leading control systems retained by these organizations are based on three interlocking levers. Control by so-called fundamental values, control by setting objectives and limits upstream and downstream of the action of MFI by its owner-managers, and control by reporting based on a multidimensional approach to performance. At the level of the axes composing the reporting lever, in addition to financial, internal process, organizational learning and customers, we will see that the environment and the regulatory constraints are also variables retained by many MFI in the analysis and the consolidation of their performance. Our work, in addition to analyzing the design of MFI performance, introduces recommendations for improvement

Full textIn this thesis, it concentrated the multi robot team navigating in an unknown environment. In our multi robot team, there is a humanoid robot as a leader and a team of two-wheel nonholonomic robots which form a vertical formation. Besides, a top camera and a computer which is a supervisor are the auxiliary robots in the multi robot team. The main purpose of the thesis is to propose an online and an offline navigation strategy for the closed and open area respectively. The core of navigation strategies is the same and it included path planning part and control part. Both the two parts constructed on the virtual structure of the formation robot team. In the former part, it improved the path planning part by the reinforcement Q learning and the image processing to acknowledge the unknown environment. And it applied the Adaptive Neural Fuzzy Inference System (ANFIS) algorithm to control of both the single nonholonomic robot and formation robot team. Furthermore, the strategies are applied to the formation robot team and the multi robot team in both closed and open environment. Simulations and real experiments are provided in the detail in the thesis. The strong points of the contribution are :- Proposition, conception, realization and experimental validation of machine learning based adaptive control for a nonholonomic single robot (in a group of robots). Full textWith the aim to put forward an alternative renewable and large-scale energy source to Mankind P. Glaser presented the project of Solar Power Satellite to the american spatial agency. This scheme consists in collecting directly in space the solar energy before being targeted on a terrestrial reception base by means of a focused microwave beam. This principle is founded on the concept of Wireless Power Transportation (WP1). To complete this project successfully, a preliminary "earthwork" strategy is adopted by the international researchers community, before upgrading to a spatial project. In terrestrial point-to-point WPT systems prototypes or proposals, one of the preferred microwave power projection system consists in a phased array antenna supplied by individual mid-power range microwave sources : magnetron. To be efficiently coupled to projecting systems and to allow electronic steering and beam-forming, magnetrons have to be synchronised to a reference frequency and controlled in phase and amplitude. For this purpose, this research wQrk presents a new approach of the control of the output parameters of an injection /ocked magnetron. Ln order to take into account the non linear behaviour of this microwave tube, an hybrid control strategy was designed to control the amplitude and frequency of a magnetron in fixed-load operations. This control algorithm involves a non linear artificial neural network modelling the plant inversion mapping, in combination with a classical linear PID feedback controller. Supervised and Generalized learning with experimental databases collected from a magnetron measurement bench developed in our laboratory was adopted to identify the neural controller. A dynamical - control architecture, which switches either on a non linear control loop or a classical linear PID feedback loop, allows to drive the frequency and amplitude of the magnetron, while its phase remains steady, all over the injection locking bandwith

Full textThe globalization of the economy, and of the markets; the development of new techniques of information and communication; the disappearance of the geographical and time barriers, has led to the creation of new forms of organizations in the setting up of strategies within the network and also to new forms of management and of control. The multinational business and the intra organizational relations between the subsidiaries and the parent company gave place to many works. The specificity of the multinational business lies in the fact that it is submitted to a dual problem: on the one hand it must manage the business in its whole and therefore set up the tools of integration, and on the other hand, it undergoes the pressures of the parent company. The present research intends to integrate the problematic of the influence that the evolution of the organizational structures of the multinational business can have on their localization strategies. It is in the perspective of this evolution that the organization of the parent-subsidiary links appear in our research. To do so, first, we will demonstrate how the organizational structures of the multinational business evolve and how they influence the strategies of expansion. Second, we will analyse the interactions of the organizational structures and of the multinational business with their anagement systems by assuming that the latter are both the expression of the decision making process and of the power relationships regulated by the organizational structures. Through the general setting provided by the strategies of expansion according to the evolution of the organizational structures, there is an order of power rule which helps to direct and to ensure the coordination and the control of the organization activities. It is what we mean by monitoring systems. To describe these reports better, we have examined the systems of power and the parent-subsidiarylinks implied in the concept centralization and decentralization

Full textThe work of this thesis concerns an assistance architecture for a new mobility solution Gyrolift. This standing wheelchair is the integration of a robotic module on a gyropodic base. The device offers both seated and standing positions to wheelchair users.First, we present the concept of the Gyrolift compared to different competing solutions. This device is similar to an orthosis which offers a standing position with various physiological and psychological advantages : improvement of the respiratory function, blood circulation, bone consolidation and increased autonomy.A human-machine interaction is established between the user and the Gyrolift. Due to its novelty, a stress can be felt. This emotional state can disturb the balance and well being of the driver. We adressed this issue by demonstrating that a stress can be felt by Gyrolift users.Then, we proposed an acquisition chain which estimates the emotional state of the driver. We observe the heart rate variability using a non-invasive solution "camera" with the Photoplethymography principle.The proposed solution has been tested. in static and quasi-dynamic conditions in order to simulate the use of the Gyrolift. We can establish wether the user is "stressed" or "relaxed". We presented the obtained results. Research shows that it is posssible to determine the emotional state using a camera by estimating the heart rate activity. Finally, we proposed a reactive control architecture for the Gyrolift control. It assists, optimizes and secures the user. We defined the different functionalities of the device which are : verticalization ; managing balance ; controling crutches for transfer ; autonomy management and integration of the control. A hierarchy of functionalities has been established according to the use cases.The architecture is embedded in the last prototype of the Gyrolift which will be marketed in 2021

Full textThe evolution of the anti-pollution standards has led car manufacturers to insert innovative actuators in the air system of diesel engines. In addition to the throttle, engines are now systematically equipped with exhaust gas recirculation valve and variable geometry turbine. These actuators have increased the difficulty to manage the intake manifold pressure and the air flow simultaneously. The strategies currently proposed in the literature do not seem to satisfy correctly all constraints imposed by large-scale production : engine parametric disparity, limited control-unit power, available sensor set, etc. In this context a new strategy based on fuzzy control is proposed. Its first interest is the lack of internal model. In order to test this strategy, a mean-value model of diesel engine was developed and validated experimentally. Using this model, the behaviour of a given diesel engine has been simulated during the Standard Euro Cycle. The simulation results show that the approach proposed is more efficient than strategies currently embedded in cars. Moreover, it is particularly robust in stability and easy to tune regarding the parameters considered. The implementation of the fuzzy controller in an electronic control unit has shown that the proposed strategy can operate in real-time

Full textSalt stress is one of the main environmental factors limiting plant growth and yield in cereal crops. It is therefore imperative to develop varieties more tolerant to salt stress in order to increase yield and ensure food security. The signaling pathway linking salt stress perception to cellular response was addressed here by studying RSS1-like proteins in plants. RSS1 (Rice Salt Sensitive 1) protein plays an important role in salt stress tolerance. It acts at the interface of stress perception and developmental control and division in meristems. During this work, the RSS1 counterpart named TdRL1 (Triticum durum RSS-Like 1) was isolated from the durum wheat Tunisian variety "Oum Rabiaa". We have demonstrated that TdRL1 carries the conserved D and DEN-Box motifs involved in the post-translational regulation of the protein. In addition, we show that TdRL1 is the functional homologue of RSS1 since it was able to complement the loss-of-function mutant rss1, hypersensitive to salt stress. In addition, heterologous expression of TdRL1 enhances salt stress tolerance in yeast and in Arabidopsis by increasing germination and reducing the accumulation of reactive oxygen species. Our cytological studies have shown that the TdRL1 protein is cytoplasmic in interphase and is localized at the spindle during mitosis. Remarkably, TdRL1 changes its subcellular localization under salt stress treatment and shows a partial accumulation in the nucleus, highlighting the multifunctional nature of this protein during salt stress response. Our data suggest that under salt stress, TdRL1 plays a role in the regulation of the cell cycle in relation with the microtubule network. Pursuing the study of RSS1-like multifunctional proteins will open up new research areas for the creation of wheat varieties that are more resilient to environmental stresses

Full textThe approach proposed in this thesis is to update the parameters of a PID controller using a specialized learning algorithm in order to reproduce the fluids and tonics that can be observed in human walking gaits. This approach is based on neural techniques and techniques of dynamic walking modeling of the human being. Experimental data are extracted from the work of LISV as part of its activities on disability with the functional rehabilitation department of the Raymond Poincaré hospital in Garches. In a first stage a non-linear model of a muscle based on a neural network has been identified and used as a reference model for learning another neural network which regulates online the parameters of a PID controller in a way for the physical system [PID Controller + Motor] to behave like the muscle model. In order to validate our study, in a first time, a dynamic simulation of the robot ROBIAN of LISV has been developed under OPENHRP. In a second step, an original approach to the 3D dynamic walking has been implemented in this simulator. Finally the physical model of muscle already developed is incorporated into the algorithm for generating the walking cycles of ROBIAN. The set is simulated under OPENHRP. The results show that the online learning of the PID parameters of the knee from the neural model of muscle, did improve the fluidity of movement, increased robustness against perurbations (lateral and frontal push) and walk-stop-walk transitions. Compararaison with human walking is conducted along with an assessment of power consumption compatibility with ROBIAN motors

Full textThe balance control of robots is still a complex problem that requires additional research, especially in the case of humanoid robots. This is particularly true when the robot-environment interaction is compliant, such as when the contact surfaces are made of soft material. The classical rigid interaction assumption fails in such case, as the controller built on this assumption struggles to produce the required forces for the robot's balance. Some works in the literature try to compensate for the compliance effect, but this works only with relatively small compliance effects. Others have relied on modeling the compliant environment, but their approaches only work on specific torque-controlled robots.This thesis deals with the balance control of robots during compliant interaction with the environment, and proposes a control strategy that is applicable to different types of robots. A reduced model using the viscous-elastic model of the forces is proposed to study the dynamics imposed by the compliant interaction on the robot. The model takes any number of contacts with the environment, which make it usable on quadruped robots as well as humanoid robots with multiple contact configurations. A linearization process is used to linearize the non-linear system, and a state-space representation is used to represent the linear dynamics. To follow the desired contact forces and moments, the force sensor data is used in a trade-off with the contacts' kinematics. To minimize the error of the state, a linear quadratic program is used to generate the required command signal for this minimization, consisting of acceleration signals of the robot's limbs in contact with the environment. The acceleration signals are then incorporated into a whole body quadratic program, which is used to generate the motion of the robot in question.A first validation was performed in simulation on a 26 degrees of freedom torque-controlled biped, in two contacts and in multiple contacts situations. Simulations were run in MATLAB SIMULINK and showed how the proposed controller compares to a classical controller assuming rigid interaction, and the robustness of the controller was gauged. A Second validation was performed in simulation on a 34 degrees of freedom position-controlled robot of type HRP4. The controller was formulated in C++ using the mc_rtc control framework and simulations were run in the Choreonoid simulator. The controller showed good results in almost rigid and in compliant interactions, in bipedal and multiple contacts configurations

Full textThanks to the Good Friday Agreement (GFA) signed in 1998, Northern Ireland knows a period of pacification unknown since the Troubles (1969-1998). In this post-conflict situation, violence in the form of confrontation between paramilitary groups and British security forces has greatly decreased. Nevertheless, small republican paramilitary groups are still opposing the peace treaty. The goal of this dissertation is to understand why republican paramilitaries opposed to the GFA continue to rely on violence while recognizing that, in the current context, armed struggle has little chances of leading to the reunification of Ireland. In Belfast, spatial analysis of intracommunal violence (carried out within an alternative justice system) and attacks against the police indicate that the strategy of the paramilitary organizations opposed to the GFA relies on creating a cycle of unrest. This is a strategy of local development aiming at maintaining territories of exception. This concept here means territories where the normalization sought by the peace process is limited by anti-GFA republicans’ actions and where the monopole of legitimate violence is disputed. This strategy of communal territory control is however facing a series of problems. Anti-GFA paramilitary organisations are indeed small fragmented groups which often splinter overtime. Finally, anti-GFA paramilitary organizations’ influence is limited by a social context extremely unfavourable to armed struggle, by security forces, and by the presence and strategy of the Sinn Féin

Full textIn this work we go from the idea that management accounting and management control enrol in the field of the models of representation and action. The models rely on common principles coming from disciplines at the source of the management control. According to robert anthony, these disciplines are the economy, the psychosociology and the theory of the systems. From their study, we show - in the first chapter of the first part - that the + classical ; management control, born in the usa in twenties, lies within the scope of a financial model. Moreover, we also show that this model is coherent with the principles of ford and taylor system of production. In the second chapter of the same part we enhance the fact that the paradigmatic revolutions observed in the disciplines already referred to in the seventies materialize in the eighties by the emergence of a new model in management control, qualified as strategic and operational. The principles of the new model are coherent with toyota's model of production. We conclude first part having already in mind that the strategic and operationnal model is the more suitable to evaluate and take the decisions in an industrial environment regulated by the new methods of production and commercialization. In chapter 3 and 4 of the second part of the thesis, we analyze the main tools of the management accounting and the management control from the point of view of the financial model and we underline the breaks provoked by the tools of management derived from the strategic and operational model. In chapter 3, we develop the logical differences existing between the + sections homogenes ; method and the activity based costing. In chapter 4, we lead the same analysis with the tools of the management control derived from the financial model and those derived from the strategic and operationnal model. We therefore succeed in showing the coherence between the instruments and the models. Finally we can declare that activity based management tools derived from the strategical and operational model are the more suitable to sustain the new methods of production and commercialization

The first section identifies the onset of the relationship strategy – management control in public organizations. It leads to building up a spiral pattern that links the two concepts in a 4-phase process : reasoning, decision, observation and action. On this basis, a connection is established between management control and strategy. The second section is dedicated to the evolution of this relationship, that is to say the testing of the spiral pattern. By conceiving and introducing a set of management control tools, the public organization has to face many interrogations. The core of this research aims at assessing the evolution of the dynamic thus established. The knowledge of the content of this dynamic is used through the different elements it contains (operators, activities, basic elements). The elaboration and spreading of the dynamic strategy – management control become therefore two essential steps of the implementation process of administration tools of the public organization
