SommaireLa Convention des Nations unies contre le trafic illicite de stupéfiants et de substances psychotropes a été adoptée le 19 décembre 1988. L’adoption de cette Convention marquait l’aboutissement de plus de deux années de négociation. Les conventions internationales sur les drogues qui sont présentement en vigueur, notamment la Convention unique sur les stupéfiants de 1961 telle que modifiée par le Protocole de 1972 et la Convention de 1971 sur les substances psychotropes, sont reconnues comme étant insuffisantes pour contrôler un trafic illicite de drogue devenu de plus en plus complexe et sophistiqué. La nouvelle Convention contre le trafic illicite comporte plusieurs éléments essentiels à l’exercice d’un contrôle efficace sur le trafic illicite de la drogue à l’échelon international. La Convention comprend trois parties, la première, soit les articles 1 à 19, traite des questions de fond. La deuxième partie, soit les articles 20 à 25, traite de la mise en œuvre de la Convention. La dernière partie, soit les articles 26 à 34, comporte les dispositions finales de la Convention et traite notamment de l’adhésion, de la ratification, de l’entrée en vigueur et du règlement des différends. Les articles les plus importants de cette Convention traitent de l’établissement des infractions en matière de drogue et des sanctions, des questions de compétence, du gel et de la confiscation des produits, de l’extradition, de l’entraide judiciaire et des livraisons surveillées. La Convention contient les éléments nécessaires pour constituer un instrument efficace dans la lutte contre le trafic international de la drogue. L’avenir seul nous dira combien de pays y accéderont et dans quelle mesure divers pays sont disposés à voir ces dispositions s’appliquer chez eux.

Abstract:

La migration irrégulière est perçue par la communauté internationale comme un enjeu sécuritaire. La criminalisation de l’immigration devient alors un outil de contrôle migratoire et de sécurisation des frontières. Au cours des dernières années, le Canada a adopté une approche punitive et un recours plus important à la criminalisation de l’immigration irrégulière, avec des peines pouvant atteindre l’emprisonnement à vie. Paradoxalement, malgré un renforcement normatif, dont l’adoption de peines minimales obligatoires et l’augmentation des peines maximales, les tribunaux canadiens imposent aux passeurs des peines d’emprisonnement de courte durée et généralement des peines d’emprisonnement avec sursis à purger dans la collectivité. Le présent article présente les résultats des analyses législatives et jurisprudentielles relatives au trafic de migrants au Canada. Les résultats démontrent que les peines octroyées par les tribunaux ne sont pas proportionnelles aux discours politiques et médiatiques alarmistes à l’égard de la menace que représente l’organisation de l’entrée illégale.

Ses zones limitrophes, instables la plupart du temps, furent peuplées de personnages qui se livraient au trafic illégal de marchandises comme simple mode de vie ou pour s’enrichir. Leur poursuite fut confiée en Espagne au Resguardo de rentas responsable du contrôle des douanes et, exceptionnellement, à l’armée, quand les violations provoquées par les contrebandiers et les brigands nécessitaient de prendre des mesures exceptionnelles pour tirer un trait sur leur témérité et pour mettre un terme définitif aux excès auxquels ils se livraient. C’est aux listes qui nomment et identifient ces outsiders , ainsi qu’aux serviteurs de la loi qui luttèrent contre eux, que se réfère ce travail.

Le procès pour contrebande monétaire qu’intenta le juge Felipe Bolifón contre Timotheo Marsal à Alicante (1715) montre la difficulté des justices à réprimer la fraude à la lumière du traité d’Utrecht. Le nouveau rôle des Anglais dans le trafic des monnaies entre la Méditerranée et l’Atlantique à partir de Cadix, mettait en péril la sécurité maritime et celle des frontières, menaçant de créer un scandale diplomatique. L’étude de ce cas nous permet de comprendre les concurrences des normes juridiques mobilisées par chaque partie et leurs conséquences sur la délinquance maritime.

RésuméLes événements en Afghanistan consécutifs à l’intervention militaire américaine d’octobre 2001 sont perçus par nombre de commentateurs et de journalistes dans une continuité historique et à l’aide d’une grille d’analyse prête à l’emploi : celle de tribus indociles contestant un État central faible dont le contrôle ne s’étendrait guère au-delà de la capitale. Deux régimes auraient tenté de briser cette continuité en imposant un État central fort parce qu’idéologique : les communistes, de 1978 à 1992, et les Taliban, de 1996 à 2001. Mais l’Afghanistan serait retourné à ses vieux démons : ceux des « seigneurs de la guerre», des tribus rebelles et des conflits ethniques. Or cette vision, qui fait quelque peu partie du sens commun sur un pays brièvement très médiatisé, n’est pas corroborée par une analyse de l’histoire du XXe siècle. Aucun Afghan ne conteste aujourd’hui le fait de l’État central ; mais l’État afghan reste très tributaire de l’aide internationale, et l’accroissement spectaculaire du trafic de drogue peut bouleverser la donne, en créant une masse de ressources en dehors du contrôle de l’État, et qui pourrait, dès 2005, dépasser le budget de l’État.

Par sa durée autant que par l’ampleur des effectifs engagés, la bataille de Verdun pose particulièrement la question du maintien de l’ordre et de la discipline aux armées. Présents dans le Verdunois depuis la déclaration de guerre, des détachements de gendarmerie sont réorganisés à plusieurs reprises. Dès février 1916, ils veillent à la fluidité et à la sécurité de la circulation, notamment sur la « Voie sacrée» sur laquelle ils assurent la régulation du trafic. Dans les cantonnements, les gendarmes des prévôtés interviennent pour maintenir les hommes dans l’obéissance et le respect des directives du commandement. Leur échoient également la gestion et la surveillance des prisons prévôtales, bientôt réputées être le « cauchemar » de l’Arme. Dans le tunnel de Tavannes, où sont massées des troupes en nombre considérable, leur mission s’étend au contrôle de l’hygiène et aux soins des soldats. Pourtant, à l’issue de la bataille, l’image de la gendarmerie s’est considérablement dépréciée, comme en témoigne le développement du thème des gendarmes pendus par la troupe.

Les années 1880-1900 ont marqué un tournant dans l'histoire de la fonction publique. Les effectifs sont en forte progression, les épurations moins nombreuses n'affectent plus que les postes dirigeants, des femmes sont désormais embauchées dans les bureaux, les syndicats se développent et la vie administrative se modernise grâce à l'utilisation de la machine à écrire ou du téléphone. L'armée des moyens et petits fonctionnaires devient alors une réalité. Les P. et T. ont largement contribué à ce gonflement numérique. Sur les 510 000 fonctionnaires recensés en 1901, 17% sont employés par cette administration. Th. Zeldin cite le chiffre de 50 000 agents des postes recrutés dans la période 1850-1900.La croissance des effectifs postaux et télégraphiques recouvre plusieurs réalités. Elle est le reflet de l'importance grandissante que l'on accorde alors à la communication. Si en effet l'administration des Postes et Télégraphes a un rôle économique et financier important, elle a également un rôle politique et culturel. Politique, car l'État cherche à maîtriser l'information en exerçant un contrôle sur la nature des publications distribuées. Culturel, car le développement du trafic postal est la marque des progrès de l'instruction et de la diffusion de l'écrit sur l'ensemble du territoire. Elle traduit aussi les évolutions sociales qui marquent cette fin de siècle.

RésuméDe la fin du VIIe à celle du IVe siècle avant J.-C., la Babylonie fut le siège de grands travaux hydrauliques: à l’initiative des monarques néo-babyloniens puis achéménides, le cours des fleuves fut régularisé, de nouveaux canaux furent creusés et le réseau d’irrigation fut restauré et développé. L’administration royale prêtait une attention particulière à la répartition de l’eau, non seulement sur les domaines de la Couronne, mais aussi sur ceux des grands sanctuaires. Sous les Achéménides, la prise à ferme, par des entrepreneurs privés, de terres royales impliquait même la location de l’eau d’irrigation, pratique non encore attestée jusqu’alors. Un contrôle administratif s’exerçait également sur le trafic fluvial, par le biais des postes de péage et des ports fluviaux où les bateaux devaient acquitter une taxe de circulation et d’appontement. Cette taxation n’était pourtant pas systématique; des entrepreneurs privés, qui prenaient en charge le transport et la commercialisation des produits issus des domaines royaux, passaient des accords avec les chefs des postes de péages et bénéficiaient de franchises; de même, les sanctuaires n’acquittaient pas de droits pour le transport des produits agricoles destinés aux offrandes. L’attention royale montrée à la gestion du système hydraulique en Babylonie fut ensuite réinterprétée et amplifiée dans les descriptions des auteurs de l’Antiquité classique, qui en ont fait l’un des thèmes caractéristiques de leurs descriptions de la Mésopotamie.

Le but de cet submission est de dévoiler les négociations et les traductions sous-tendues par la configuration médiatique au sein de laquelle l’infomédiaire Google et les éditeurs de presse en ligne coopèrent. En premier lieu, nous discutons des règles que doivent respecter les éditeurs pour intégrer le champ de Google Actualités, ainsi que de l’influence que Google peut avoir sur certains de leurs choix techniques. Nous nous intéressons également au degré de contrôle des éditeurs sur la diffusion et l’apparence de leurs contenus. Dans une seconde partie, nous discutons des préconisations d’ordre éditorial publiées par Google, afin de définir quelle est la « ligne méta-éditoriale » de la firme dès lors qu’il s’agit de traiter des informations d’actualité. Enfin, nous analysons les négociations qui entourent la stratégie de Search Engine Optimization (SEO) mise en place à Lexpress.fr. Et nous concluons en expliquant en quoi et à quel point, selon nous, le SEO constitue un moyen pour les éditeurs de maximiser leur trafic tout en préservant ce que leurs employés estiment être la qualité de leur travail. In this submission we aim to disclose the negotiations and terminology in the media configuration through which Google and the publishers cooperate. First, we discuss the rules publishers must respect to access the Google News’ index, including Google’s influence on their technical choices. This enables us to analyze the degree of control publishers hold over the form and diffusion of their contents. In a second part, we discuss the editorial recommendations published by Google, so as to highlight the firm’s editorial meta-policy regarding how the news should be treated. Finally, we study the negotiations surrounding the SEO strategy of Lexpress.fr. We conclude that SEO is the only valid tool for publishers to maximize the traffic of their content, while preserving what their employees/journalists refer to as the quality of their work. A proposta deste artigo é revelar as negociações e traduções associadas à configuração midiática na qual participam o infomediário Google e os editores da imprensa on-line. Inicialmente, discutimos que regras os editores devem respeitar para integrar o indexador Google Notícias, bem como a influência do Google em algumas das decisões técnicas tomadas pelos editores. Também nos interessamos pelo grau de controle dos editores sobre a difusão e a aparência dos seus conteúdos. Em um segundo momento, discutimos as recomendações editoriais publicadas pelo Google com o objetivo de definir a «linha meta-editorial» dessa organização no que diz respeito ao tratamento das notícias. Finalmente, analisamos as negociações que perpassam a estratégia de Search Engine Optimization (SEO) criado pelo site de notícias Lexpress.fr. Concluímos explicando como e até que ponto o SEO é, na nossa opinião, um meio para que os editores possam maximizar o tráfico do sítio ao mesmo tempo em que preservam a percepção que os seus empregados possuem da qualidade do seu trabalho.

The method and results of transport research, carried out by field research method, on the determination of the main indicators of traffic flows with significant unevenness of the movement on the arterial street in conditions of coordinated control is reviewed in the paper. Time parameters of traffic light control for which a reduction in traffic delay is achieved in direct and opposite traffic flow by the change of permissive signal depending on traffic intensity are determined using the simulation method. Change (increase) of the duration of the permissive signal provides uninterrupted movement of vehicles` group during their passage of stop-line at traffic light objects. The proposed method can be used on sections of transport networks with coordinated control, where there is significant heterogeneity of traffic flow, and it prevents the dissipation of groups that consist of vehicles with different dynamic characteristics. Such a result is being performed in the case when in the system of automated control, which combines adjacent intersections on an arterial street, fixed-time program control of traffic light signalization is operating. In this condition, there is a possibility to adjust the duration of signals of traffic light groups by correcting the width (permissive signal duration) and angle of inclination (speed of movement) of the timeline in coordination graphs. The scientific novelty of this research is that the method of traffic delay minimization in conditions of coordinated control acquired further development. The essence of the method is in the controlled change of the range of permissive signal duration in conditions of simultaneous control of the speed of movement between adjacent intersections. Practical value is the application of different programs of traffic light control on sections of arterial streets in transport districts where a significant difference of values of traffic intensity by directions is in morning and evening peak periods.

A partir d’entretiens réalisés chez des éditeurs de presse en ligne français, nous dressons le portrait de plusieurs employés en charge d’optimiser le référencement des documents produits par les journalistes sur les moteurs de recherche, et en particulier sur les listes de liens hypertextes ordonnées par le leader du marché : Google. Ces employés ont un profil hybride, fruit d’une mise en tension de trois composantes de la production : l’aspect technique, l’aspect marketing et l’aspect éditorial. Nous décrivons leurs parcours, leurs motivations et leur place dans l’organisation. Nous expliquons ensuite pourquoi ce que les référenceurs définissent eux-mêmes comme leur « éthique » n’est ni tout à fait celle de Google ni tout à fait celle des journalistes, mais qu’ils orientent leurs actions de manière à satisfaire autant que possible à la fois les critères d’évaluation de Google et la déontologie des journalistes. D’autre part, nous tâchons de montrer comment cet « invisible » de la production journalistique peut agir. Nous expliquons notamment en quoi son action peut avoir une influence sur la ligne éditoriale d’un site de presse, et en particulier sur le choix des sujets traités par les journalistes. Puis nous décrivons les enjeux liés aux négociations entre le référenceur et la rédaction, de l’issue desquelles dépendent en partie la nature et le résultat du processus de production journalistique. Finalement, deux choses distinctes dépendent de l’action du référenceur : d’une part la maximisation du trafic, d’autre part le contrôle exercé par l’entreprise de presse sur les modalités de publication et de diffusion de ses contenus. Si son action réussit parfaitement, l’internaute ne se doutera pas de la présence de certains éléments destinés à optimiser le référencement, car chacun de ces éléments aura un intérêt, et un sens, à ses yeux. From interviews with French online news publishers, we profile several employees responsible for optimizing the ranking of documents produced by journalists on search engines, and in particular hyperlinks ordered by the market leader: Google. These employees have hybrid profiles, the result of the cross-purposes of the three components of production: technical, marketing, and editorial. We describe their careers, their motivations, and their place in the organization. We then explain why what optimizers define as their “ethics” are not quite those of Google, nor quite those of journalists, but directed to satisfy as much as possible both Google assessment and journalistic deontology. We also try to show how this “invisible” aspect of journalistic production may act. More specifically, we attempt to demonstrate how its actions can influence the editorial line of a news website, particularly the choice of subjects handled by journalists. Then we describe the issues related to negotiations between the optimizers and editing, upon which depends in part the nature and outcome of the journalistic production process. Finally, two distinct factors depend on the action of the optimizers: on the one hand, traffic maximization; on the other, the control exercised by publishers on the modalities of publication and dissemination of content. If the action succeeds perfectly, the presence of elements to maximize search engine optimization will be undetectable, as the user will find these elements interesting and meaningful. Esses empregados possuem um perfil híbrido, fruto de um tensionamento entre três integrantes do processo de produção jornalística: o aspecto técnico, os aspecto mercantil e o aspecto editorial. Neste artigo, descrevemos os percursos, motivações e o lugar ocupado por esses editores em seus veículos. Em seguida, explicamos o motivo desses referenciadores ensejarem uma definição de “ética” própria, que não é nem a do Google, nem a dos jornalistas, e que orienta a ação destes de modo a satisfazer o máximo possível tanto os critérios de avaliação do Google como a deontologia jornalística. Por outro lado, mostramos como esse “invisível” da produção jornalística pode agir. Explicamos, sobretudo, em que sentido sua ação pode influenciar a linha editorial de um site jornalístico, e particularmente sobre as escolhas dos assuntos abordados pelos jornalistas. Em seguida, descrevemos as dinâmicas ligadas às negociações entre o referenciador e a redação, processo no qual a natureza e o resultado da produção jornalística depende parcialmente. Finalmente, dois movimentos distintos dependem da ação do referenciador: por um lado, a maximização do tráfico; por outro, o controle exercido pelo veículo sobre as modalidades de publicação e difusão dos seus conteúdos. Se a sua ação funciona perfeitamente, o internauta não terá dúvidas sobre a presença de certos elementos destinados à otimizar o referenciamento, pois cada um desses elementos terá, na sua opinião, um interesse e um sentido.

Abstract:

In this review, we discuss routing algorithms for the dynamic traffic assignment (DTA) problem that assigns traffic flow in a given road network as realistically as possible. We present a new class of so-called routing operators that route traffic flow at intersections based on either real-time information about the status of the network or historical data. These routing operators thus cover the distribution of traffic flow at all possible intersections. To model traffic flow on the links, we use a well-known macroscopic ordinary delay differential equation. We prove the existence and uniqueness of the solutions of the resulting DTA for a broad class of routing operators. This new routing approach is required and justified by the increased usage of real-time information on the network provided by map services, changing the laws of routing significantly. Because these map and routing services have a huge impact on the infrastructure of cities, a more precise mathematical description of the emerging new traffic patterns and effects becomes crucial for understanding and improving road and city conditions.

Abstract:

The air transportation system connects the world through the transport of goods and people. However, operational inefficiencies such as flight delays and cancellations are prevalent, resulting in economic and environmental impacts. In the first part of this article, we review recent advances in using network analysis techniques to model the interdependencies observed in the air transportation system and to understand the role of airports in connecting populations, serving air traffic demand, and spreading delays. In the second part, we present some of our recent work on using operational data to build dynamical system models of air traffic delay networks. We show that Markov jump linear system models capture many of the salient characteristics of these networked systems. We illustrate how these models can be validated and then used to analyze system properties such as stability and to design optimal control strategies that limit the propagation of disruptions in air traffic networks.

Abstract Excessive sleepiness (ES) is an increased tendency to initiate involuntary sleep for naps at inappropriate times. Objective: The objective of this study was to assess ES in air traffic controllers (ATCo). Methods: 45 flight protection professionals were evaluated, comprising 30 ATCo, subdivided into ATCo with ten or more years in the profession (ATCo³10, n=15) and ATCo with less than ten years in the profession (ATCo<10, n=15) and 15 aeronautical information services operators (AIS), subdivided into AIS with ten years or more in the profession (AIS³10, n=8) and AIS with less than ten years in the profession (AIS<10, n=7), who were included as the control group. The Epworth Sleepiness Scale and Maintenance of Wakefulness Test were used for evaluating subjective and objective excessive sleepiness. Kruskal-Wallis was used for ES and Mann-Whitney for sleep latency (SL), collection time in minutes (mins), and expressed as Median (Minimum-Maximum), p<0.05. Results: ATCo³10 12 (6-14) mins and ATCo<10 10 (1-15) mins showed greater sleepiness compared to CONTROL1 7 (3-8) mins and CONTROL2 6 (4-6) mins, p=0.001*. A total of 77.27% of the ATCo and 16.67% of the AIS had an SL of less than 20 minutes. The ATCo presented an SL of 16.59 (3.25-40), lower than that of the AIS of 31.71 (10.63-40) mins, p<0.05*. Conclusion: Brazilian air traffic controllers exhibit excessive sleepiness.

Edge computing supported vehicle networks have attracted considerable attention in recent years both from industry and academia due to their extensive applications in urban traffic control systems. We present a general overview of Artificial Intelligence (AI)-based traffic control approaches which focuses mainly on dynamic traffic control via edge computing devices. A collaborative edge computing network embedded in the AI-based traffic control system is proposed to process the massive data from roadside sensors to shorten the real-time response time, which supports efficient traffic control and maximizes the utilization of computing resources in terms of incident levels associated with different rescue schemes. Furthermore, several open research issues and indicated future directions are discussed.

A justified hybrid multilevel approach to IoT infrastructure implementation is set to facilitate the achievement of a scalable IoT (Internet of Things) infrastructure, incorporating integration into cloud technologies and services. The localization of hardware-software traffic management means at the lower level of the IoT infrastructure, close to data collection devices, ensures the generation of control influences in real-time, and relieves communication channels at the higher levels of the IoT infrastructure architecture. A technology for generating control influences for remote traffic management is proposed, which is based on the developed AT command system for deploying a web server and generating web pages using the capabilities of the embedded IoT platform on modern microcontrollers. The proposed technology allows for the formation of control influences in real-time, in an easily comprehensible textual format, using a web interface in the local domain of the IoT infrastructure. It also enables the visualization of information on remote displays and information boards, as well as on displays integrated into automotive equipment. The proposed technology can be used to inform road traffic participants about critical situations and can be embedded in smart traffic lights within remote traffic management systems or used to implement virtual traffic lights.

In recent years, with the increasingly severe traffic environment, most cities are facing various traffic congestion problems, and the demand for intelligent regulation of traffic signals is also increasing. In this study, we propose a new intelligent traffic light control algorithm, dual experience replay light (DERLight), which innovatively and efficiently designs a dual experience replay training mechanism based on the classic deep Q network (DQN) framework and considers the dynamic epoch function. As results show that compared with some state-of-the-art algorithms, DERLight can shorten the average travel time of vehicles, increase the throughput at intersections, and also speed up the convergence of the network. In addition, the design of this algorithm framework is not only limited to the field of intelligent transportation, but also has transferability for some other fields.

Resumo: Apresenta-se um método de cálculo de frações de verde a ser usado em sistemas de controle de tráfego em tempo real por amostragem cíclica. A base do método origina-se da estratégia TUC, brevemente revisada neste trabalho. O objetivo é substituir um procedimento empírico de ajuste de parâmetros auxiliares do controle por uma metodologia que seja facilmente entendida e utilizável na prática. Resultados de simulação indicam o desempenho superior do método quando comparado com os ajustes empíricos do método original.Palavras-chave: controle semafório em tempo real; amostragem cíclica; método TUC.Abstract: A new method for the computation of splits for real-time traffic control with cyclic sampling is presented. The method is based on the TUC strategy, which is briefly reviewed in this paper. The goal is to replace an empirical tuning procedure of auxiliary control parameters by a method that is easy to understand and implement. Simulation results indicate the superior performance of the method when compared to the empirical adjustments of the original method.Keywords: real-time traffic control; cyclic sampling; TUC method.

Autonomous systems are becoming pervasive in everyday life, and many of these systems are complex and safety-critical. Formal verification is important for providing performance and safety guarantees for these systems. In particular, Hamilton–Jacobi (HJ) reachability is a formal verification tool for nonlinear and hybrid systems; however, it is computationally intractable for analyzing complex systems, and computational burden is in general a difficult challenge in formal verification. In this review, we begin by briefly presenting background on reachability analysis with an emphasis on the HJ formulation. We then present recent work showing how high-dimensional reachability verification can be made more tractable by focusing on two areas of development: system decomposition for general nonlinear systems, and traffic protocols for unmanned airspace management. By tackling the curse of dimensionality, tractable verification of practical systems is becoming a reality, paving the way for more pervasive and safer automation.
