Abstract:
Recent developments in surveillance practices and their related technologies suggest that the heretofore dominant Foucauldian paradigm of discipline, with its sites of confinement in which space is “segmented, immobile [and] frozen”, may no longer be an adequate theoretical framework in which to discuss space within surveillance studies (Foucault, 1995: 195). In his essay Postscript on Control Societies, Gilles Deleuze claims that these sites are in the midst of widespread breakdown, leading to a fundamental shift in the notion of space, characterised by the term ‘modulation’ (Deleuze, 1990: 178-179). In the control model, urban surveillance can be said to be characterised by an emphasis on the use of digital surveillance practices, leading to a view of urban space and the city, as well as its inhabitants, which largely resides within a computer mainframe. This raises the question: if the surveillance carried out within this conception of urban space can be described as concentrated, hidden, passive, functional, mobile, and varied, how can these changes be communicated cinematically since there is an obvious problem of representation; when much of the surveillance technology is computer and digital in form, how does cinema make visible the potentially invisible? In considering the question of how film engages with urban space between the paradigms of discipline and control, two cinematic views of the (informational) city will be discussed by considering three scenes from Erasing David (2009) and Minority Report (2002) in order to identify some of the cinematic strategies used in communicating contemporary surveillance practices increasingly characterised as invisible and immaterial.

Abstract:
This article investigates what happens to urban space once an open-street CCTV system is implemented, framing the analysis in terms of the wider struggle that unfolds between different urban stakeholders for the definition of acceptability in public space. It is argued that, while the use of surveillance cameras was initially seen as functional to the enforcement of tighter control and to the de-complexification of urban space so as to make policing easier, a shift has now taken place in the articulation of this goal. As a result, it has slowly progressed to affect the wider field of sociability, with troubling consequences for the public character of public space. In light of this development, the article concludes by making the case for a normative stance to be taken in order to increase fairness and diversity in the city.

Abstract:
Purpose – The purpose of this study is to determine how to achieve a balance between freedom and control in public space. It analyses the relationship between freedom and control to identify phenomena and offer users and policymakers instructions for achieving that balance. Public space, including privately owned public space, is important to urban living. People have both the right to use public space and the responsibility to protect it. Both freedom and control should exist in public space in an appropriate combination. It is impossible and inappropriate for us to ask for absolute freedom or endure unreasonable control. Design/methodology/approach – A case study of Hong Kong’s Mass Transit Railway (MTR) reveals typical freedom/control relationships. Quantitative descriptions are given based on field observations. Findings – Freedom and control are primary factors affecting the quality of urban life and management of city space. They depend on and conflict with each other. The balance between freedom and control is a balance between diverse spaces. The “freedom space” belonging to both citizens and authorities determines whether freedom and control are balanced. Ethics and strategies constitute control. Only when each authority and user obtains a proper freedom space can freedom and control achieve balance in public space. Research limitations/implications – Freedom and control differ across cities because they are both affected by culture, history and tradition. As each city has its own characteristics, the freedom and control in each open space are distinctive. Balancing freedom and control requires an understanding of a city’s background and the era. While this paper does not attempt to achieve this understanding, further studies could devote more attention to dimensions of time and location. Practical implications – The findings provide recommendations for users, policymakers and construction and management companies that will allow the management of harmonious and high-quality open spaces. Social implications – Freedom and control are two main factors affecting quality of life. The balance between freedom and control may bring a harmony and stable society environment. It would benefit both the authority and the people a lot. Originality/value – This study provides a systematic analysis of freedom and control in public space and makes a valuable contribution to quality urban space policy, design and management.

Abstract:
With the rapid increase in demand for the construction and development of island cities in the South China Sea, the urban heat island phenomenon in such cities should become a key factor to be considered in future urban planning. This paper took Sanya, China as a typical case, and long-term field experiments were conducted in the Mangrove Bay Area in summer and winter. An innovative urban green space cooling model was proposed, using the “green space cooling index” to quantitatively characterize the green space cooling effect, and aiming to minimize the intensity of urban heat islands. This paper studied the optimization method of green space planning and layout under the constraint of a centralized green space total area. Moreover, a genetic algorithm was adopted to optimize the calculation and the layout of the urban green space. The experimental results showed that the urban heat island intensity was more significant at night and was less effective in the daytime during summer. In winter, the urban heat island intensity had a greater effect in the daytime and was less influential at night. Finally, optimization results indicated that the average urban heat island intensity in summer was reduced by 8.8% under the optimal layout urban green space of 0.025 km2. The maximum reduction in heat island intensity occurred at 7:00 am (0.48 °C). When 0.0625 km2 urban green space was planned, the average urban heat island intensity index in summer was reduced to 0.27 °C, with a decrease of 20.5%.

This study delves into the Warsaw Natural System (WNS) in Warsaw, Poland, and its efficacy in regulating urban development within the city. The paper is divided into three main sections, each addressing a distinct aspect of urban development control. Firstly, the paper examines how WNS effectively manages outward urban expansion through the strategic use of wedge-shaped green spaces. Empirical evidence demonstrates the WNS's success in curbing urban sprawl and maintaining a balanced spatial layout. Secondly, the study investigates how the WNS controls inward urban over-development by employing small urban green spaces interconnected throughout the city. The analysis highlights the effectiveness of this approach in creating fragmented urban development, and preventing excessive density. Thirdly, the paper explores how the WNS contributes to the resilience of urban development by enhancing functional diversity within urban green spaces, and how this diversity enriches the lives of urban residents and sustains the WNS's spatial pattern, offering long-term control over urban space development. In addition to its strengths, the study also identifies existing shortcomings within the WNS and proposes recommendations for future improvement, aiming to enhance its effectiveness in controlling urban development. This research provides valuable insights into sustainable urban planning practices and underscores the importance of adaptable green infrastructure in shaping cities for the future.

Abstract:
The common thread to urban movements happening worldwide in recent years is the fact that urban public space is used as a significant setting by city dwellers for expressing their “objections”. What has been experienced throughout urban movements when public spaces have been occupied enables us to grasp the meaning of occupied spaces in the city thus allowing us to get to know societies and cities. Therefore, this research has investigated the impact of urban public space on the consciousness, interaction and gathering of city dwellers as well as urban movements. Within the scope of the research, eight “rebel cities” have been analyzed, and have interviews with participants of urban movements from these cities. These are Tunis, Cairo, Barcelona, London, New York, Dublin, Paris, and Hamburg, respectively. The places where urban movements were visible in urban space and their surroundings have been analyzed using the Space Syntax method, and the gathering/unification/integration potential of public space has been spatially investigated by determining the characteristics of urban patterns. Accordingly, the city affects the formation of urban movements with its spatial pattern. In the case of Merida city, which constitutes the control sample and which was not affected by the urban movements that spread to the whole world, this finding is also supported. With the results obtained in the research, the significance of public space, as an essential element contributing to the formation of urban movements, has been proven. This study further reveals the possibility of urban spaces allowing social encounters and its importance in terms of democracy.

Abstract:
Public spaces are vital features in the urban context which offers inclusive environment for everyone in the society. Traditionally, urban public spaces (UPS) were developed by the government intended for places of interaction with the aims of social welfare and public health. In the recent past, private sector involvement in the public space provision was visible with significant changes in the form and functions influenced by market-based motives. Although commercialization or privatization aspects of public space was often debated, the user perception of the use of public spaces from ownership and access control aspects were less studied in the context of developing countries. This study aimed at identifying the attributes for which people differentiate and experience in four public spaces owned and operated by the government and private sector in the city of Colombo, Sri Lanka. The study used 35 semi-structured interviews and 119 online questionnaire surveys to identify the user defined features of ownership and access control for public space use. The results revealed that government owned and operated spaces were preferred by the users due to easy access and freedom for activities while privately owned spaces were preferred due to better infrastructure, safety, and security within. Also, each public space offered benefits to specific user profile regardless its ownership or access controls. However, the freedom and openness provided by government owned spaces were identified as important in comparison with the restrictions imposed by private sector operated public spaces. This study provides key insights for urban planners and policy makers to identify the role of private sector in the provision of effective urban spaces in the fast-growing cities as well as possible pitfalls and negative externalities created by unregulated spaces

Abstract:
In this paper, we take the concept of ‘new urban spaces’ as our jumping off point to engage with the efforts of Alphabet/Google affiliate Sidewalk Labs to cultivate a new integrated digital and infrastructural urban space on the Toronto waterfront. We interrogate the process and politics of imagining this new, digital urban space as an urban socio-technical imaginary. The paper critically examines the central role of ‘big tech’ in producing the urban socio-technical imaginary not as a snapshot but, rather, as a ‘process of becoming’. This processual focus on the role of big tech allows us to develop three interrelated analytical contributions. First, we generate in-depth understanding of the proxy politics of urban socio-technical imaginaries in constituting new digital urban spaces. Second, we argue that an urban socio-technical imaginary was used as a Trojan horse to promote private experimentation with urban governance. Third, we demonstrate attempts to imagine a global beachhead via ‘the global model’ of a new digital urban space predicated on the digital control of integrated urban infrastructure systems.

Abstract:
Connected public lighting for more sustainable and liveable cities is highly demanding research in lighting design field through human centred design approach. While following this understanding, this thesis aims to answer the question “How a networked public lighting can be created in order to enhance the needs of the pedestrians in Fredhällspark?”. To investigate this study, a background research was studied in the relevant topics of urban lighting, followed by the study of human safety regarding to this topic and lastly the possible new lighting technologies. The main study is involved in a pedestrian path at Fredhällspark in Stockholm, Sweden, in two months duration in the spring time of 2018 by conducting user surveys and taking the lighting measurements. Based on the results the study showed, a lighting design proposal is developed with a site-specific approach in order to make it up-to date and sustainable for future urban environments while complying with the requirements of the users.

Abstract:
Since 1960s, the scope of urban design broadened in a way that to control the formation process of urban space as a whole. In this respect urban coding became a distinct branch in urban planning as an integrating mechanism of planning and design processes. Thus, design control has become a crucial part of the development control systems especially in the western countries. Although the development legislation in Turkey as an urban coding system has various weaknesses about urban design and design control, it provides important tools to control urban form from macro scale to micro scale. Aim of this study is to analyze the capabilities and deficiencies of the development legislation in Turkey as a design control system. The mostly stated complaint about the planned areas in the cities of Turkey is the loss of diversity and peculiar character of settlements as a result of the homogenization of their spatial pattern, namely apartmentalization. This problem is basically related with the exclusion of urban design from the planning process. The planning approach in Turkey merely oriented to readjustment of property appropriate to small-scale development, ignoring the concerns in regard to urban design. Therefore, beyond a technical fault resulting from the legislation, this is an outcome iv of the way legal tools are used that does not realize the value of potentia l possibilities in the legislation. However, if the legal tools are used efficiently in an approach that bring the considerations of urban design into fore, it might be possible to come out with more satisfactory environments in terms of diversity and richness of urban space. This is the basic hypothesis examined in this study. In this context, firstly the relation between urban coding and design is investigated in its historical development and a hierarchical model for design control is defined. Then the development legislation in Turkey is evaluated in the frame of this model. Finally, territorial hierarchy of space is taken up as a design criterion and the capacity of legal tools in control of the transitional zones, which are critical elements of territorial hierarchy, is examined.

A presente pesquisa, desenvolvida no Mestrado em Artes Visuais da Escola de Belas Artes – UFBA - na linha de Processos Criativos, aborda os aspectos teóricos e práticos voltados para as intervenções artísticas realizadas nos espaços abertos/fechados da urbe. A relevância dessas intervenções nos espaços públicos se apresenta como forma de ressignificar uma estética do cotidiano. O trabalho tem como objetivo propor uma reflexão acerca do poder simbólico, do controle e vigilância na paisagem urbana, assim como sobre as relações sócio-espaciais fragmentadas diante da demarcação territorial e das fronteiras codificadas pelos impedimentos: espaciais, visuais e corporais. O olhar do artista contemporâneo se apropria, assim, desses espaços e estabelece suas ações no sentido de ampliar uma discussão em torno das imagens e dos objetos que o cerca, possibilitando mudanças na paisagem urbana tanto no contexto social quanto na percepção desse mesmo contexto.

La primera, a nivell municipal, analitza la localització, la tipologia i la distribució de les inversions municipals en l’espai públic. La segona, la qual cobreix la escala de districte, estudia les transformacions de diferents espais i el seus dissenys actuals en Ciutat Vella i Nou Barris. La tercera, que aprofundeix en l’àmbit de les relacions socials, examina les conseqüències d’allò anterior en les conductes dels individus. Al llarg d’aquestes pàgines, es mostra com el mode de gestió municipal de l’espai públic ha prioritzat la producció econòmica sobre les formes de reproducció social, articulant els impulsos del capitalisme en Ciutat Vella y Barcelona, en general, i com en Nou Barris, es va passar d’una gestió paternalista amb finalitat política a dissenys homogeneïtzats als de la resta de la ciutat.
Esta tesis estudia la gestión del espacio público en Barcelona en la era neoliberal reciente mediante tres perspectivas. La primera, a nivel municipal, analiza la localización, la tipología y la distribución de las inversiones municipales en espacio público. La segunda, en la que se pasa a la escala de distrito, indaga sobre las transformaciones de diversos espacios y sus diseños actuales en Ciutat Vella y Nou Barris. La tercera, que se adentra en el ámbito de las relaciones sociales, examina las consecuencias de lo anterior en las conductas de los individuos. A lo largo de estas páginas se evidencia cómo el modo de gestión municipal del espacio público ha priorizado la producción económica sobre las formas de reproducción social articulando los impulsos del capitalismo en Ciutat Vella y, Barcelona en general, y cómo, en Nou Barris, se pasó de una gestión paternalista con fines políticos a diseños homogéneos como los del resto de la ciudad.
This thesis developments three perspectives about how the public space has been managed in the neoliberal era in Barcelona. First, it has been analysed how the local investments are localised, distributed and classified in the public space in Barcelona City. Second, the research shows how different areas the both districts, Ciutat Vella and Nou Barris, have been transformed and designed. Finally, the last analysis examines how the spatial transformations, mentioned above, have influenced upon the social relationship of the users in the studied areas. Municipal management about public space in Barcelona City increasingly articulates the impulses of capitalist production rather than social reproduction. This process is consolidated in Ciutat Vella but, also, in Barcelona City. In Nou Barris, a homogenised design, similar to the rest of the city, has replaced a more paternalist management of the space.

Abstract:
This thesis examines the regulation of women in public space in Liverpool between 1908 and 1957. It considers the complex relationship between the laws used to police solicitation, governmental debate about female prostitution and local purity campaigners’ concerns with the moral vulnerability of young, working-class, urban women. It is argued that the ways in which prostitution was understood and managed had an impact upon all women’s access to and use of public space, together with wider definitions of female morality and immorality. The thesis adds to historical understandings about the implications of prostitution regulation in the twentieth century, by moving away from London-focused histories to offer a detailed analysis of the ways in which national debates about vice were taken up at local level and with what consequences. I begin by exploring the problems with policing prostitution in the early-twentieth century and argue that increasing concern about the difficulty in differentiating prostitutes from ‘ordinary’ women provoked anxiety amongst law makers and government officials alike. It is argued that the debates canvassed by the 1927 Macmillan Committee indicate the degree to which moral codes about female sexuality informed official approaches to prostitution. The thesis considers the implications of these broad debates in Liverpool. Focusing on the work of the Liverpool Vigilance Association (LVA), it is proposed that fears about the moral threat of prostitution fuelled the organisation’s belief in the necessity of preventative patrol work centred on the moral surveillance of young, working-class women. This thesis shows that in interwar Liverpool, women’s movements were circumscribed first and foremost by their gender. Traditional, nineteenth-century ideas about women’s place within the domestic sphere created a sense among local purity campaigners that female morality was being threatened by women’s visibility in urban spaces. Other aspects of social status, such as class, race and employment experiences, heightened the interest of the LVA in targeting distinctive groups of women. The thesis demonstrates that in their efforts to regulate women’s movements through the city of Liverpool, local purists singled-out working-class and immigrant (especially Irish) women, as they believed them to be the most susceptible to corruption. This thesis draws on a wide range of archival sources, especially Home Office Records relating to the Public Places (Order) Bill and the establishment of the 1927 Macmillan Committee, as well as the LVA archive, in order to show how national and local policies on prostitution were both interdependent and distinct.

Abstract:
O trabalho refere-se à legislação do instrumento de planejamento e gestão urbanísticos da outorga onerosa do direito de construir, mais precisamente do direito de criação de solo, ou “solo criado” na cidade de Porto Alegre. Nesse contexto de análise, com o estudo dos casos práticos, tendo a Carta do Embu como documento histórico de introdução do solo criado no Brasil, foi analisado se houve o distanciamento conceitual das idéias ali defendidas e quais os efeitos dessa particularidade da legislação de Porto Alegre quer quanto aos impactos urbanísticos, quer quanto ao exercício do direito de propriedade privada.
The present work refers to the legislation concerning the instrument of urban planning and management of the right to build’s onerous granting, more precisely concerning the right of space adrift, in Porto Alegre. In this analysis’ context, along with practical cases, and having Embu Letter as historical document for the introduction of space adrift in Brazil, were analyzed whether there was conceptual distance from the theoretical background defended there, and what the effects of such peculiarity in Porto Alegre’s legislation, both in relation to the urban impacts and to the exercise of private property Law, would be.

Abstract:
La gestion de la demande en chauffage des bâtiments raccordés à des réseaux de chaleur s'effectue classiquement au moyen d’une courbe de chauffe : lorsque la température extérieure chute, la température de départ de l’eau alimentant le circuit de chauffage interne est relevée. Ce mode de contrôle, appelé régulation par loi d’eau, présente des atouts en termes de simplicité et de robustesse, mais ne tient pas compte de l'inertie thermique du bâtiment et ne permet donc pas une modulation de sa demande. La modulation de la demande en chauffage se définit comme l'action de contrôle consistant à modifier de manière stratégique les conditions de confort thermique dans le cadre d’une optimisation énergétique et/ou économique. Il s’agit d’une brique essentielle du contrôle flexible qui envisage le déplacement des charges et l’effacement des pics pour une meilleure efficacité de production favorisant la pénétration des énergies renouvelables et de récupération.Ces travaux de thèse visent à développer une stratégie de contrôle prédictif et flexible de la demande en chauffage, applicable à grande échelle dans les réseaux de chaleur.Tout d'abord, un simulateur thermique dynamique de bâtiment résidentiel, équipé de radiateurs hydrauliques connectés à une sous-station de réseau de chaleur, est développé. Il permet de définir plusieurs cas d’études de bâtiments représentatifs du parc résidentiel français et constitue l’environnement expérimental virtuel de nos travaux de recherche. Ensuite, une méthodologie permettant d’obtenir un modèle orienté-contrôle et d’ordre réduit de bâtiment avec son système de chauffage est proposée. Elle commence par la définition de la structure du modèle en se basant sur des connaissances physiques, puis consiste en l'identification des paramètres par optimisation méta-heuristique à l'aide des données générées par le simulateur. L'approche d'identification paramétrique évalue la possibilité de réaliser cette tâche en ne s’appuyant que sur des données disponibles au niveau de la sous-station, notamment en s’interdisant d’utiliser des mesures de température intérieure au bâtiment, donnée à caractère personnel présumée indisponible à grande échelle pour des raisons techniques, économiques et juridiques. Enfin, la stratégie de contrôle prédictif est implémentée. Elle permet la planification de la température de départ de l'eau de chauffage en fonction des prévisions météorologiques et des prix de l’énergie. Le contrôleur flexible s’appuie sur un problème d’optimisation linéaire sous contraintes, selon le principe de l’horizon fuyant. Il incorpore les équations linéarisées du modèle d’ordre réduit et calcule le compromis optimal entre coûts énergétiques et inconfort thermique, le degré de flexibilité de la demande en chauffage étant défini par l’intermédiaire de paramètres de réglage dédiés
In District Heating Systems (DHSs), buildings Space-Heating (SH) demand management conventionally relies on a heating curve: when the outdoor temperature drops, the internal SH system supply water temperature is raised. This control mode, referred to as Weather-Compensation Control (WCC), offers widely recognized assets in terms of simplicity and robustness. However, WCC does not account for the building thermal inertia, and consequently, it does not allow modulation of its demand. SH demand modulation is the control action of strategically altering the indoor thermal comfort conditions within an energetic and/or economic optimization framework. It is a key measure in flexible demand control strategies, which seek loads shifting and peaks shaving to allow sustainable commitment of energy resources in favour of renewable power penetration and waste heat recovery.The work presented in this thesis aims at developing a flexible Model Predictive Control (MPC) strategy for SH demand, applicable at large scale in DHSs.Firstly, a thermal dynamic simulator of a residential building with a radiator SH circuit connected to a DHS substation is developed. It allows the definition of multiple case study buildings, well-representative of the french residential stock, and constitutes the virtual experimental environment for our research. Then, a methodology to obtain a control-oriented Reduced-Order Model (ROM) for the building and its SH system is proposed. It starts by defining the ROM structure based on physical knowledge, and proceeds to parameters identification by meta-heuristic optimization using data generated by the simulator. The parametric identification approach evaluates the possibility of carrying out this task by relying solely on data available at the substation level, refraining from using indoor temperature measurements, personal data assumed to be unavailable at large scale for technical, economic and legal reasons. Finally, MPC is implemented to schedule the SH supply water temperature as function of weather forecasts and energy price variations. The flexible controller is designed to solve a constrained linear optimization problem according to the receding horizon principle. It embeds the linearized ROM equations within the problem formulation and makes an optimal trade-off between energy consumption costs and thermal discomfort, the degree of flexibility to modulate SH demand being defined through dedicated tuning parameters

Abstract:
The monograph discusses the application of telematics in dispatch control systems in urban passenger transport. The role of telematics as a technological basis in automating the solution of control tasks, accounting and analysis of the volume and quality of transport work in modern dispatch control systems on urban passenger transport is shown. Analytical models have been developed to estimate the capacity of a high-speed bus transportation system on a dedicated line. Mathematical models and algorithms for predicting passenger vehicle interior filling at critical stages of urban passenger transport routes are presented. The issues of application of the concept of the phase space of states introduced by the authors to assess the quality of the passenger transportation process on the route of urban passenger transport are described. The developed classification of service levels and their application in order to inform passengers at stopping points about the degree of filling of the passenger compartment of the arriving vehicle is described. The material is based on the results of theoretical research and practical work on the creation and implementation of automated control systems for urban passenger transport in Russian cities. The material of M.H. Duque Sarango's dissertation submitted for the degree of Candidate of Technical Sciences in the specialty 05.22.10 "Operation of motor transport" was used. It will be useful to specialists in the field of telematics on urban passenger transport.

AbstractOur physical world is being projected into online cyberspace at an unprecedented rate. People nowadays visit different places and leave behind them million-scale digital traces such as tweets, check-ins, Yelp reviews, and Uber trajectories. Such digital data are a result of social sensing: namely people act as human sensors that probe different places in the physical world and share their activities online. The availability of massive social-sensing data provides a unique opportunity for understanding urban space in a data-driven manner and improving many urban computing applications, ranging from urban planning and traffic scheduling to disaster control and trip planning. In this chapter, we present recent developments in data-mining techniques for urban activity modeling, a fundamental task for extracting useful urban knowledge from social-sensing data. We first describe traditional approaches to urban activity modeling, including pattern discovery methods and statistical models. Then, we present the latest developments in multimodal embedding techniques for this task, which learns vector representations for different modalities to model people's spatiotemporal activities. We study the empirical performance of these methods and demonstrate how data-mining techniques can be successfully applied to social-sensing data to extract actionable knowledge and facilitate downstream applications.

Abstract:
This essay introduces rules for building new urban squares, and for fixing existing ones that are dead. The public square as a fundamental urban element behaves both as a node and as a connector of the urban fabric. Like the components of an organism, each urban element is itself highly complex, and this conception contradicts postwar design trends based on abstract simplistic ideas: those are imposed in order to control instead of stimulating social life. Urban structures, infrastructure, human beings, their activity nodes, and all their interconnections come together to form a “super-organism”, a complex and dynamic whole that is the city. This happens only when the geometry of the urban fabric is encouraged to develop in a living manner. The basic element of this “super-organism” is urban space that works with informational processes. In European culture, the square connects the local urban space with other squares, streets, and roads with a strong pedestrian use. A living city works through its connections to reach the properties of a “super-organism”.

Abstract:
Classic urban design theories and research methods have been limited to qualitative approaches, such as subjective intuition and small-scale surveys. With the emergence of new urban science, adopting big data, virtual reality (VR), and wearable sensors, it is possible to achieve a precise analysis of people’s perceptions and behaviors in urban spaces. In this way, not only will new insights in urban studies be inspired but also high-quality, human-scale space design can be generated. This study constructs a systematic and computational urban design system that covers the three aspects of technical applications, data-informed, evidence-based, and algorithm-driven urban design. First, the data-informed urban design helps identify problems and formulate strategies. Multi-source city data, such as Point of Interest (PoIs)data and AutoNavi map path planning API, help to identify the needs, functions, and characteristics of the citizens. The evidence-based urban design with specific inquiries helps to select the design intervention point and control spatial elements. VR technology, wearable biosensors, and the visualizationSP method are combined to measure space utility. The final algorithm-driven part can use sDNA, UNA, and visualizer to summarize the types of urban spaces, perform morphological analysis and vitality evaluation, and further adjust the design. It can be seen that the application of this framework can make the entire design process more automatic, efficient, and robust under the existing constraints. In addition, it helps the perspective of urban design expand from the previous “top-down” perspective to the “bottom up” perspective, transforming from a two-dimensional to a three-dimensional, obtaining real-time feedback and optimizing design accordingly, emphasizing human perception and human-oriented scale.

Abstract:
Public spaces are considered one of the fundamental elements in the urban context to promote leisure and recreation for urban dwellers. Public spaces contain variations within each other from the physical appearance, activities, and to usage factors. Private sector involvement for public space provision was increased in the recent past where public space ownership and access controls were shifted from solely public to private. This was criticized as privatization of public space and lead to debates on the decline of publicness and privacy of space. In this context, this research studied the public space from the user perception by considering publicly owned and operated versus privately owned and operated public spaces within Colombo, Sri Lanka. It is also explored the balance between ownership and access controls to determine the user preference in terms of the publicness features. User defined public space features were identified using 35 semi-structured interviews and 119 online questionnaire surveys. Qualitative analytic tools were used to evaluate the results including Content analysis and Space-shaper models with the support of NVivo software. The results revealed that publicly owned spaces were preferred by the users due to easy access and freedom for activities while privately owned spaces were preferred due to better infrastructure, safety, and security within. Also, it is identified that urban public space offered users the freedom to experience based on the levels of ownership and access controls. Finally, people preferred ownership by public over private sector as anecdotal evidence and values dominated in the public space attributes. This study provides key insights for planners to consider in the public space planning and the importance of private sector involvement and balance in the provision of optimal urban spaces in cities.
