The construction industry is increasingly embracing long-term collaborative relationships for project delivery. Since it is not all contractors that are suitable for collaboration and long-term relationships, and most clients are familiar with traditional practices of selecting contractors, there is need for an understanding on the critical attributes to consider in selecting contractors for long-term collaborative relationship contracts. The aim of this study is to determine the appropriate attributes required of contractors to successfully perform in long-term collaborative relationship contracts. The qualitative research methodology was adopted in this study, consisting of multiple case studies of organisations employing framework contracts in South Africa. Data for the study were collected via semi-structured interviews with 16 key informants of eight purposively selected organisations. The data were analysed with the aid of Nvivo 11 qualitative data analysis software utilising thematic qualitative data analysis techniques and presented using word clouds and direct quotes from key informants. The findings indicate that the critical attributes to consider when selecting contractors for long-term collaborative relationships are: team working attribute, commitment, innovativeness, and attributes relating to the behaviour and attitude of the contractors, such as openness, honesty, trust, transparency, ethical and being realistic. These critical attributes are add-ons to other general attributes (such as technical capacity, experience, and price) for contractor selection which are already sufficiently articulated in literature. The study result provides knowledge that can aid better decision making in selecting appropriate contractor for long-term collaborative relationship contracts in the construction Industry

In both developing and industrialised countries, due to numerous time-related problems of construction projects, BIM-based time management, 4D BIM, plays an increasingly critical role within the industry. This study investigates the planning and scheduling problems, BIM application level, and BIM-based scheduling implementation by the lead construction companies in Turkey. Despite the critical importance of the planning department in construction companies, the planning and BIM integration levels have scarcely been investigated from the contractor perspective in Turkey. This paper presents the outcomes of 16 semi-structured interviews (SSI) with managers of the leading Turkish contractors selected from 100 of ENR’s 2019 Top 250 International Contractors list; a list of issues are outlined. The current situation escalates problems like tendering with missing project documents, examining 2D project drawings while scheduling, fragmentation, project manager’s reluctance to use and follow the project schedule, issues with updating the schedule as per construction improvements and quantities, and a lack of investment for BIM implementation. The research findings, ultimately, aim to help contractors improve their processes. Although this study’s findings are obtained from interviews with lead Turkish contractors, it is not limited in terms of geographic context since the interviewed contractors work worldwide.

PurposeResearchers in supply chain (SC) payment management have long sought to understand how project contractors, project owners, specialist contractors, and suppliers behave in the context of negotiating payment terms that improve contractors' SC cash flow.Design/methodology/approachUsing a single case study approach, semi‐structured interviews with contract and project managers identify behavioral patterns. An analysis of categorical experiments and Spearman's correlation tests on 118 surveys from Taiwanese project contracting corporations generalizes the case findings.FindingsThe findings suggest that payment terms of project owners, specialists, and suppliers have an important impact on contractors' working capital. The findings also reveal that contractors pass project owners' payment terms down to specialists and suppliers, suggesting that contractors' behavior depends on that of the project owners.Research limitations/implicationsThis paper generalizes the case findings via surveys, but does not assume that the reported behavior patterns apply to all business enterprises. Future research could triangulate the findings.Originality/valueThis study combines qualitative and quantitative methods to understand how the project owner‐contractor‐supplier (or owner‐contractor‐specialist) triad behaves. Particularly, it focuses on an economic sector – real estate and construction – that receives less research interest than processing or manufacturing.

PurposeCompetent contractors are one of the critical stakeholders to achieve targeted sustainability objectives in green building (GB) projects. Prior to contractor selection, prequalification is an important step, which requires contractors with certain capabilities in addition to traditional features. This study aims to develop a systematic and practical model for prequalification in GB projects using a multi-criteria decision-making (MCDM) approach by adopting the analytical hierarchy process (AHP).Design/methodology/approachThe AHP model with 8 main criteria groups and 25 sub-criteria is structured based on literature review and professional opinions accompanied by a pilot study. Then, interviews with experts, who are experienced in the development and application phases of GB projects in Turkey, are arranged to collect judgements. The agreement levels between different groups of experts are analysed via Pearson's and Spearman's rank correlation coefficient. Model applicability is tested on six hypothetical contractors for practicality.FindingsThe results show that i) financial capabilities, ii) legal status and iii) sustainability groups are the top three main criteria, while i) compliance with schedule requirements of the client, ii) current legal status including suits, iii) negative litigation history records, iv) contractor's compliance capacity to client's sustainability checklist for the proposed project and v) sustainability with lower life cycle cost (durability, maintenance, constructability) are the top five sub-criteria.Originality/valueThere is a gap in the literature analysing contractor prequalification phase in GB projects. This study attempts to fill this lack provided with a practical evaluation tool.

Abstract:
Construction is a risky business, and risk management is an essential responsibility in managing construction projects and organisations. Hence, construction contracts have been developed to organise the relationship between project participants and manage associated risks. This paper provides an investigation into the contractors’ responses and feedback obtained through the application of an innovative framework developed by the authors towards identifying, quantifying and classifying the risks associated with the Joint Building Contractors Committee Principal Building Agreement Series 2000 (JBCC PBA) in South Africa. Qualitative and quantitative techniques have been used in this study for data collection and analysis. Purposive sampling was adopted to identify the respondents, and 9 construction managers were interviewed. The interviews were structured so that they were carried out in a free and unbiased manner and responding contractors were asked to complete a questionnaire. Analysis of responses showed that the developed Identification, Quantification and Classification Framework (IQCF) is an innovative and accepted tool that is able to fill the gap in managing project risks and will complement current practices. It is seen to be of benefit to firms in assisting with training of employees and helping junior employees understands and uses the JBCC (PBA). Investigating the validity and reliability of the developed framework is of prime importance to ensure its suitability to manage risks associated with the JBCC (PBA). For this reason contractor’s responses and feedback are based on the practical application of the framework which ultimately increases its value and contribution to the construction industry. The adoption and application of the framework will enable contractors to enhance the risk-management process in South Africa.

Hazard is always available on every work process in the workplace and each hazard has a different level of potential hazard, and therefore needs to be done identification hazard. Contractor Safety Management System (CSMS) Program in PT. X applied to prevent and suppress the occurrence of a hazard to the civilian contractors. This study was conducted to identify the hazard to workers civilian contractors using CSMS PT. X Pasuruan. This research was an observational descriptive and presented in the narrative. Identification of hazard in stage are pre-work activities and execution of work at civilian contractor PT. X Pasuruan. The data collection method was by observation, indepth interview, and interviews. The results showed on the stage of pre-employment activities PT.1 as a civilian contractor company in cooperation with PT. X Pasuruan, meets only 14 subjects (93.3%). At the stage of implementation of the work there are two items that realization is not achieved, and at the final evaluation stage there are three items that are below 80% votes and does not meet the requirements. Risk of harm to the contractor civilians in the workplace can be prevented to a minimum, it was because a good management system in the company. Companies obedient in carrying CSMS program regulating health and safety management systems of work, by making the program a monitoring schedule for the work progresses and increasing Awareness to contractors, by providing training in occupational health and safety aspects.Keywords: identification, potential hazard

It is generally acknowledged that good-quality design is a prerequisite for good quality and productive construction work. One proposed measure to improve the quality of construction has been contractors’ involvement in the design phase, and this phenomenon has been studied by several researchers. However, such approaches have not adequately addressed how this involvement affects the quality of the design. In this study, the aim was to study the effects of the early involvement of contactors on design quality based on evaluating the design quality factors. A case study was used to collect data and content analysis to analyze structural drawings and design meeting minutes of a large-scale infrastructure project. Particularly, the focus was on gathering information on the quality of the design and how it was addressed in the design coordination. We combined this quantitative data with qualitative open-ended thematic interviews, including respondents who led and coordinated the design on both the client and contractor sides. Our findings suggest that despite the vast amount of design changes, contractors’ involvement and development work in the detailed design phase improved design quality and constructability. Our findings also suggest that the contractor’s involvement during the schematic design phase had a design-enhancing effect in the detailed design phase. This study contributes to our understanding of contractors’ valuable role in design quality.

Abstract:
Road construction is one of the fulfillment of the government's duties in providing mobility facilities for people's land transportation to move from one place to another. The government, through contractors as road construction implementers, must work carefully, so it is important for the government to select road construction contractors who meet predetermined criteria so that the road construction process can take place optimally. This study aims to find priority criteria and alternative contractors in the process of selecting Long Semamu – Long Bawan Road Construction Contractors. This study uses a quantitative descriptive approach with the aim of determining the Criteria and Alternative Variables. The population of this study were employees of the Public Works Department as the Tender Team for the Selection of Road Construction Contractors as many as 32 people with the research sample being the total population. Data collection techniques were carried out by distributing questionnaires and interviews. Data analysis techniques for research aids use the AHP method with AHP data processing software (Expert Choice version 11). The results of the study prove that the Price Criteria is a priority criterion in the selection of road construction contractors. In addition, Contractor C is an alternative priority in road construction.

Abstract:

The focus of this dissertation is on how communication regarding work environment and work related risks can be understood from an organizational communication perspective. Based on a case study of communication about work environment and work related risks in the Swedish forest industry, the present study discusses institutional influences on organizational sense making processes. A central question has been how to understand the organizational field as a cultural and communicative arena where concepts and ideas connected with issues in the field are communicated between different actors.

The empirical data was gathered using different methods. A questionnaire aiming at screening media habits and information gathering strategies of forest machine contractors was used. Based on information from that screening, mass media content was analysed, such as daily newspapers, trade press and advertisements for forest machines. Also, interviews with actors in the field were analysed thematically with respect to how to unveil hidden key symbols and cultural valuations of forest machine work, the work environment and how to handle work related risks in forest work. The key symbols that were identified to organise conceptions about forest work and occupational risks connected with it contained information about different attitudes towards how to handle risks and other problems in the work environment. Two main types of conceptions were identified, technologically oriented conceptions and person oriented conceptions.

The analysis revealed a fragmented picture of forest work. Yet, the picture was more or less common to the organizational field as a whole. Building on institutional theory and theories of sense making, the study results in a deeper understanding of sense making in relation to work environmental issues by applying an organizational dimension to risk communication in an organizational field.

This interview aims to expose some relevant aspects of the mining taxes in our country. First, the discussion goes around the typical contracts of mining concessions and their relation with mining royalty and income tax, to then analyze the regulation of and anticipated recovery that looks to be an incentive for mining activity.Finally, the role of the right of effectiveness fee and mining royalty of mining concessions are analyzed, so are the consequences of this two in the mining sector.

In this interview, our guest responds to current and controversial issues related to environmental matters and the mining sector. First, the author talks about the variability of numbers for investment in mineral exploration in our country along recent periods. Also, the problem of social unrests, tax issues, permits and licenses, known as «permisología» and their impact on the sector. Similarly, and inevitably, some comment on the widespread use of Contracts Tax Stability and new measures of environmental control, taken by the recently enacted and controversial Law N° 30230 – Law Establishing Tax Measures, Simplification of Procedures and permits for promotion and revitalization of investment in the country, also called «Paquetazo Castilla». Furthermore, about the EIA and the recent creation of SENACE, as part of the Ministry of Environment Agency is analyzed. Finally, our interviewee continues to review the controversial «contribution by regulation» to OEFA and disciplinary proceedings.
En la presente entrevista, nuestro invitado responde a temas vigentes y controvertidos, relativosa materia ambiental y del sector minero. En primer lugar, él habla sobre la cuestión referida a la variabilidad de las cifras de inversión en exploración minera en nuestro país durante los últimos periodos. Asimismo, se analiza el reticente problema de los conflictos sociales, temas tributarios y la conocida «permisología», así como sus correspondientes impactos en el sector. Del mismo modo, e inevitablemente, se comenta sobre la extensión del uso de los Contratos de Estabilidad Tributaria y las nuevas medidas de fiscalización ambiental, adoptadas por la recientemente promulgada y polémica Ley N° 30230 – Ley que establece Medidas Tributarias, Simplificación de Procedimientos y Permisos para la promoción y dinamización de la Inversión en el País, llamada también «Paquetazo Castilla». When a project work was performed at DHL Express in Borås in spring 2007 the time of theprocesses at the terminal was measured. DHL Express in Borås is working with tworecruitment companies and the employees could therefore be divided into two groups; thepermanent employees and the hired employees. There were a slight difference in performancebetween these two groups of employees and it was then questioned if DHL Express in Boråsreally was working in the best way with the recruitment companies.The theories that were used in this thesis work was; complexity theories by Murray Gell-Mann, Game theory by John Forbes Nash and Lean. These three theories were used at thesame time to get the best outcome.The methods that were used was investigating the contracts between DHL Express and therecruitment companies, interviews with the employees at the tactical level that are in contactwith the recruitment companies in their daily work with base from the contracts,conversations and discussions with employees, pictures was also taken to document parts ofthe terminal at DHL Express in Borås.The result of the thesis work was that a “best-way-package” how DHL Express in Boråsshould work with the recruitment companies was set up. This “best-way-package” could beapplied on any terminal at DHL Express if wanted.

abstract: Qualifications based selection (QBS) of construction services uses a variety of criteria to evaluate proponents and select a contractor for the project. The criteria typically fall into three categories: past performance and technical capability, key personnel, and price, with price often being considered the most important factor in selection. Evaluation and the merits of the key personnel category is not well described or discussed in research. Prior research has investigated the evaluation criteria elements and their ability to differentiate proponents. This case study uses QBS evaluation data from fifty-eight construction projects to show that use of a structured interview process provides the highest level of differentiation of qualifications of proponents, as compared to the proposed price and the technical proposal. The results of the analysis also indicate: 1) the key personnel element (the interview) is statistically more important than price, 2) Contractors who propose on projects using QBS should use their best people in proposal response, and 3) Contractors should educate/prepare their teams for interviews, people count.

A dissertação reflete sobre o regime jurídico dos profissionais de espetáculo aprovado pela Lei 4/2008, de 07 de fevereiro e pretende identificar algumas das dificuldades, designadamente dúvidas interpretativas, resultantes da sua aplicação. Na análise do regime identificam-se matérias especialmente controversas: âmbito subjetivo da lei, nomeadamente a sua aplicação aos profissionais que desenvolvem atividades técnico artísticas ou de mediação, o contrato de trabalho em grupo, a especificidade da contratação a termo, as consequências da falta de motivação do contrato a termo, a não submissão aos limites de sucessão de contratos e do limite máximo de renovações e as fronteiras do dever de ocupação efetiva. No quadro de um conjunto de sugestões de reforma do regime vigente aflora-se a pertinência da sua inserção Código do Trabalho em lugar da sua integração em diploma avulso.
The dissertation reflects on the legal regime of performing arts professionals approved by Law 4/2008, of February 7 and intends to identify some of the difficulties, namely interpretative doubts resulting from its application. The analysis of the regime identifies that there are particularly controversial matters: the subjective scope of the law, namely its application to professionals who perform artistic or mediation technical activities, te group work contract, the specificity of the term employment, the consequences of lack of motivation of the fixed-term contract, non-submission to the succession limits of contracts and the maximum limit of renewals and the boundaries of the duty of effective occupation. Within the framework of a set of suggestions for reform of the current regime, it becomes essential that it is included in the Labor Code instead of integration into a single law.

Wrapped in moral judgments about sexual conduct and shrouded in titillating intrigue, legal prostitutes in Nevada’s brothels frequently face oppression and unfair labor practices while managing stigma and isolation associated with their occupational identities. Rooted in organizational communication and feminist theories, this book engages with stories of women living and working in these “hidden” organizations to interrogate issues related to labor rights, stigma, secrecy, privacy, and discrimination in the current legal brothel system. Widespread beliefs about the immorality of selling sexual services have influenced the history and laws of legal brothel prostitution. Moral judgments about legal prostitutes are so pervasive that many women struggle to engage in their communities, conduct business, maintain personal relationships, and transition out of the industry. At the same time, legal brothels operate like other kinds of legal entities, and individuals must contend with balancing work and nonwork commitments, organizational cultures, and managerial relationships. Although legal prostitutes are independent contractors, they often live in their workplaces and must adhere to scheduling requirements, mundane job tasks, and emotional labor, like employees in other organizational settings. Ethnographic observations in the brothels and interviews with current and ex-brothel workers, brothel owners, madams, local police, lobbyists, and others provide a broad data set for analysis. The book includes a photo-elicitation project, featuring images captured by legal prostitutes about their lives in the brothels. Thorough archival research fills in gaps left from inconsistencies, illegal practices, and laws about brothel prostitution. In addition, the third author works as a legal prostitute, providing a deep (and deeply personal) autoethnographic insider look at the industry. As such, this book serves as both an updated resource about the laws and policies which guide legal prostitution in Nevada, and an intimate look at life and decision-making for women performing sex work.

It is conventional wisdom that because of lucrative contracts negotiated by the United Auto Workers (UAW) under Walter Reuther's leadership, most autoworkers in the U.S. enjoyed steady work, increasing wages, and improved benefits in the postwar boom following World War II. In short, autoworkers entered the middle class. In contrast, this book argues that for Detroit autoworkers there was no postwar boom. Instead, the years from 1945 to 1960 were dominated by job instability and economic insecurity. This argument is based largely on oral history interviews and research in local newspapers, which covered the auto industry extensively. Conditions were worse for African Americans and white women, but almost all autoworkers experienced precarious, often dire circumstances. Recessions, automation, decentralization, and the collapse of independent automakers in Detroit are part of the story, but materials shortages, steel, coal, and copper strikes, parts supplier strikes, wildcat strikes, overproduction (especially in 1955), hot weather, cold weather, plant explosions, age, race, and gender workplace discrimination, and the inability of autoworkers to afford new cars contributed to instability and insecurity. Hardly anyone in the 1950s—whether ordinary autoworkers, union leaders, auto company executives, business analysts, or local shopkeepers—thought that the decade was marked by steady work, improving wages, or anything resembling predictable income for autoworkers.

In crisis management operations, strategic errors can cost lives. Some international organizations (IOs) learn from these failures, whereas, others tend to repeat them. Given high rates of turnover and shorter job contracts, how do IOs such as NATO retain any knowledge about past errors? Institutional memory enhances prospects for reforms that can prevent future failures. The book provides an explanation for how and why IOs develop institutional memory in international crisis management. Evidence indicates that the design of an IO’s learning infrastructure (e.g. lessons learned offices and databases) can inadvertently disincentivize IO elites from using it to share knowledge about strategic errors. Under such conditions, IO elites - high-level civilian and military officials - view reporting to be risky. In response, they prefer to contribute to institutional memory through the creation and use of informal processes such as transnational interpersonal networks, private documentation and conversations during crisis management exercises. The result is an institutional memory that remains vulnerable to turnover since critical knowledge is highly dependent on a handful of individuals. The book draws on the author’s interviews and a survey experiment with 120 NATO elites, including assistant secretary generals, military representatives and ambassadors. Cases of NATO crisis management in Afghanistan, Libya and Ukraine serve to further illustrate the development of institutional memory. Findings challenge existing organizational learning scholarship by indicating that formal learning processes alone are insufficient to ensure learning occurs. The book also offers policymakers a set of recommendations for strengthening the learning capacity of IOs.

AbstractThis chapter analyses how expatriate women navigate national political ideals formulated around gender equality and the dual-earner model upon their return to Sweden. The study is based on 46 in-depth interviews and participant observation conducted in a network for returning migrant women in Sweden. The vast majority were married to Swedish men working in transnational companies and had returned to Sweden due to their husbands’ completed expatriate contracts. As the women had been situated outside the formal labour market during their time abroad, they had no work experience or pensionable income in the Swedish welfare system, which is based on the idea that women and men share labour- and family-related work. Hence, their positions as ‘trailing spouses’ had a severe impact on their opportunities for reintegration into Swedish society. On the one hand, the women’s work enabled their husband’s mobility and working life in transnational companies. On the other, national social benefits did not take this (gendered) work into account. Thus, the women continued to depend on their husband’s income and private insurances back in Sweden, located in-between different ‘global’ market-based solutions and a national welfare system.

The book chapter assesses the recent role and advance of private companies/contractors in solid waste management in Kano Metropolis, Nigeria, and the various challenges that ensue as a result of their operations. The methods used include: direct field measurement, focus group discussion, inventory, individual interviews, questionnaire administration, and case study of the operation of private companies in two local government areas of Kano state. The result shows that the total number of 50 inventoried registered companies operating under franchise agreement in Kano metropolis are contributing greatly in terms of efficiency and effectiveness of refuse collection, recovery of material, recycling and disposal, creation of employment opportunities, economic development of Kano Metropolis through real capital investment, among others. The discussion in this paper comes to the conclusion that the Nigeria’s solid waste management system requires the adoption of suitable collection, reduction, treatment, recovery, and recycling technologies (solid waste hierarchy). Through a variety of currently accessible scientific treatment approaches, it is necessary to underline the relevant consequences for the potential solutions in MSW at the local and state level. Municipalities (L.G.A.), with the help of the unorganized sector and private waste management companies, are therefore required to concentrate on developing potentials and opportunities in order to achieve the necessary MSWM sustainability for Nigerian cities. This can be done by allowing the stakeholders in SWM to extend their coverage beyond the current operational area to include the entire metropolis.

The study was conducted to determine the professionals’ perceptions of contractors providing design and construction solutions utilising sustainable construction practice standards. The core motive was to drive and enable SME construction firms to have the adaptive capacity to deliver construction projects in an environmentally sustainable manner to contribute to global sustainable development goals. A qualitative research approach complemented by face to face and virtual interviews were adopted. The data obtained brought out the meaningful and socially salient findings to benefit adaptive capacity. Interviewees included professionally registered members from the Ghana Institution of Engineering (GhIE) working with contractors, the Ghana Institution of Surveyors (GhIS) working with contractors, and the Ghana Institute of Architects (GIA) working with contractors. The findings of the interview survey revealed that the overall construction teams believe in having education and training and a centralised information hub with government support to ensure environmentally sustainable construction. The aim of this study was to examine how conflicts influence the construction industry in Norway and create an unhealthy environment that minimizes contractor engagement in future projects. To achieve this, for the first time, we performed a reversed Ishikawa cause and effect analysis using data obtained from interviews conducted with key personnel in the construction industry in Norway. Data gathered from the Norwegian Public Roads Administration, the Norwegian Association of Heavy Equipment Contractors, and court proceedings were included in the analysis. Most interviewees responded that productivity was negatively affected, which had a significant impact on infrastructure construction projects. However, none of the factors that result in conflicts in the construction industry showed statistically significant within- or between- group differences. Significant costs associated with conflicts affected all stakeholders in the construction industry resulting in untoward effects on entrepreneurial operations.

Labour subcontracting has become popular and has been extensively utilized in the building construction industry due to the potential for a reduction in initial cost for site mobilization. However, there are high risks involved in labour subcontracting due to inadequate and ambiguous subcontract agreements, which lead to disputes between parties. Thus, this paper aims to identify the deficiencies in large-scale contractors’ bespoke labour subcontract agreements in the Sri Lankan construction industry. Eight semi-structured interviews were carried out with main contractors (CS1 and CS2 as per the CIDA registrations) to identify the current practice of labour subcontracting and the terms/clauses included in their company-based labour subcontract agreement. The collected data was then subjected to a content analysis, and accordingly, deficiencies in the agreements were identified that fall into areas such as defects in the works, materials, tools and equipment, contract termination, discipline at the site, services provided by the main contractor, penalties, dispute management, health and safety, retention clause, quality of the works, rate of progress, laws and regulations, variations, insurance, and skill of the labour subcontractors.

The aim of this research is to examine the safety culture of the United States Army Corps of Engineers staff and contractors working on marine construction projects including dredging, beach nourishment, breakwaters, and jetties. A literature review was performed to understand existing issues and to develop a research methodology for the study. Qualitative data research was used to uncover significant themes and help gain a deeper understanding of safety related issues. Twelve construction professions were interviewed using semi-structured interview format. The data was analysed using thematic analysis techniques with an inductive approach to draw conclusions. The results were used to conclude that issues causing safety accidents in the maritime construction sector can be broadly attributed to unforeseen conditions, training, complacency, lack of support of safety and crew unpreparedness. Data from the interviews also indicates ways to improve maritime construction can be broadly categorised under training, improved communication, improved preparation and organisational support for safety.

<p>Poor coordination and collaboration between designers and contractors are common within the Architecture, Engineering and Consulting (AEC) industry. The lack of collaboration in projects of building structures often results in unpractical designs which could incur unnecessary costs and time on projects. This study considered the design and construction of suspended floor slabs as a topic to investigate how Building Information Modelling (BIM) can be used as a tool to implement a constructability verification process in structural design.</p><p>Several factors affect constructability of floor slabs. These factors, identified from a previous case study and from literature, were used to derive questions for interviews with contractors. The information gathered during the interviews was used to identify a range of possible verifications which can form part of a proposed constructability analysis process.</p><p>A second round of interviews was conducted with experienced consultants to validate a proposed process and to obtain their preferences in terms of the implementation of the process. The input from the consultants were used to develop guidelines for the implementation of a proposed constructability analysis process.</p>

High-pressure gas pipelines are vulnerable to damage in the course of building or maintaining other infrastructure, such as roads, water pipelines, electricity or telecommunications cabling. Unlike other countries, there has never been a death or serious injury from a high-pressure gas pipeline strike in Australia and yet external interference continues to be the most common cause of pipeline damage despite a range of technical and legislative measures in place. This research project aims to enhance the safety strategies regarding third party pipeline strikes by giving the pipeline sector a greater understanding of the motivations and priorities of those who work around pipeline assets and so how to work with them to achieve better outcomes. Using data gathered from more than 70 in-depth interviews, we explore empirically alternate understandings of risk amongst a range of stakeholders and individuals that are responsible in some way for work near or around high-pressure gas transmission pipelines in Australia. Outside the pipeline sector, much of the work around pipelines is conducted by those at the bottom of long chains of contractors and sub-contractors. We discuss perceptions of risk held by a range of third party actors whose activities have the potential to threaten gas pipeline integrity. We compare these views with gas pipeline industry perceptions of risk, couched in terms of asset management, public safety, legal and insurance obligations, and reputation management. This paper focuses on how financial risk and so also management of the potential for pipeline strikes is shifted down the third party contractor chain. Added to this, incentives for timely project completion can unintentionally lead to situations where the potential for third party contractors to strike pipelines increases. The data shows that third party contractors feel the time and cost impact of design or project changes most immediately. Consequently, strikes or near misses may result as sub-contractors seek to avoid perceived ‘unnecessary’ time delays along with the associated financial impact. We argue that efforts to reduce the potential for pipeline strike need to be targeted at structural changes, rather than simply aimed at worker risk perception and enforcement of safety compliance strategies.

The temporary site offices are directly provided by the contractor, and hence, any associated risk is non-transferable. Thus, the contractors should be aware of sustainable, and cost-effective technologies to be implemented to survive in the competitive construction industry. Hence, the research aimed to explore the applicability of RMB technology for temporary offices on construction sites in Sri Lanka. The literature synthesis reviewed the modular building concept and RMB technology globally. Following the qualitative approach, the research adopted a survey strategy. Data was collected through seven semi-structured interviews with industry professionals who were purposively selected under several criteria. Further, data collection was limited to container-based RMBs due to the limited availability of RMB varieties in Sri Lanka. Template analysis was the data analysis technique followed. The findings disclosed that RMBs have already been established in the Sri Lankan construction industry. ‘Relocatability’, reusability, high security, larger usable space within limited land space, ability to rent out, and air-conditioned working environment were found as key benefits of RMBs whereas the unbreathable smell of glue in newly fabricated RMB, handling difficulties, the possibility of overturning, initial cost and external body corrosion were identified as key challenges. Significantly, the contractors are recommended to use RMBs for temporary site offices following proposed strategies such as periodic maintenance procedures, systematic site administration, and safety improvements to overcome identified challenges.

Despite of design and build (D&B) procurement being a feasible solution, the status of the implementation of sustainable construction practices (SCP) in the Sri Lankan construction industry is below the trend. Since unwillingness and unawareness of the D&B contractors have identified as a cause for the issue, strategies to overcome the problem are required. Accordingly, an extensive literature review was conducted to identify the SCP, and D&B concepts to provide a basis for a reliable set of strategies. Subsequently, the survey strategy under the qualitative research approach was accompanied to derive strategies. Accordingly, collected data from nine expert interviews from the purposively selected clients, contractors, consultants, and subcontractors have been analysed using deductive thematic analysis under eight main pre-defined themes. Appointment of a sustainability manager, market survey to recognise the status of sustainability, concern on passive construction technologies and identification of sustainable design requirements have identified as key strategies. Construction industry is one of the devoting force of any country's economy. Around the world, Small Scale Contractors (SSC) has been found to play a significant role in creating jobs, infiltrating new markets and growing the economy in an inspired and inventive way. However, performance of SSCs in developing and minor developed countries is still not in adequate level due to various factors. Poor QS practices is one of the significant factor which affect to the current performance of the SSCs. Hence, this research aims to implement better QS practices to mitigate adverse impact to the small scale contractors due to plenty of poor QS practices. Particularly qualitative research approach was used for this study and accordingly data was collected from semi- structured interviews and analyzed using manual content analysis. Project delays, cost overruns of projects, cash flow problems, unable to win tenders, poor construction quality, delays in payments and contractual disputes were identified as major issues caused by the poor QS practices. This research suggests government to impose laws and regulations, offer tax relieves to contractors and impose legal requirements to participate in CPD sessions to minimize poor QS practices. Further clients and consultants can make timely payments to contractors and key suggestions to contractors are hire experienced and qualified professionals, provide well-coordinated training, adopt new technologies, keep clear and completed drawings and specifications, use cost and time controlling techniques and maintain good record keeping system.

Negotiations are required in every stage of a construction project. The process of negotiation involves being able to understand the position and emotions of the other side of the negotiation. A reliable means for understanding cultural basic assumptions on negotiation tactics assist in better predicting how individuals may act in a negotiation. This research aims to analyse the effect of basic assumptions of consultants and contractors on negotiations in the South Australian construction industry. This was approached through a case study research strategy, utilising semi-structured interviews with two contractors and two consultants each from three large South Australian Road projects followed by a Content Analysis. Findings reveal that both the contractors and consultants believe the nature of human relationships as collaborative and therefore view negotiations as a mean of strengthening the partnership. They negotiate openly to reach win-win outcomes. They view the nature of human nature to be good, therefore more trust and more openness to creative new ideas in negotiation planning. Respondents mostly believe the nature of the human activity to be harmonizing and are more likely to use trade-offs in reaching mutually beneficial negotiation outcomes. The knowledge created in this research will be useful for anyone preparing to negotiate within the South Australian construction industry or similar cultural setups to understand and predict how contractors and consultants would react to different situations and issues within negotiation processes and to achieve effective outcomes. Further research can study the basic assumptions of sub-contractors about negotiations.

Building Information Modeling (BIM) can provide solutions to many challenges of asset management, such as missing data, incompatible software, and an unclear business process. However, current implementation of BIM in infrastructure projects has only considers limited factors, such as technology application and digital information delivery, while issues of system compatibility and information needs are still missing. Different aspects of a business are interdependent and an incompatible development of various factors might result in different levels of BIM implementation or even project failure. Comprehensive research is needed to explore the key factors and challenges of BIM implementation in infrastructure projects. This study conducted interviews and surveys with key stakeholders of infrastructure projects to explore the challenges and potential solutions of BIM implementation. Interviews were conducted with 37 professionals and surveys were conducted with 102 professional stakeholders, including owners, designers, contractors, and software vendors. Four main factors, challenges, and potential solutions were identified from content analysis of the interviews and further validated by the surveys. These factors include process factor (when), technology factor (how), people factor (who), and information factor (what). Corresponding solutions are proposed to refine the current workflow and practices.

In India, the construction industry is the second-largest employer, with 51 million workers currently employed. Contracting and subcontracting has contributed to the rise of intermediary labor contractors, who provide migrants with information about labor markets and bring them to construction sites for work. Engagement in physically demanding low-skill jobs, low wages, harsh working conditions, and often deplorable living arrangements characterize the lives of many migrant construction workers. The Population Council, in partnership with the Global Fund to End Modern Slavery and the Norwegian Agency for Development Cooperation, undertook a qualitative study to explore the nature of the labor supply chain in the construction industry and the relationship between workers, micro-contractors, other contractors, and construction firms/companies. The study also explored vulnerabilities faced by migrant construction workers, perceptions of workers and micro-contractors about ethical recruitment and employment practices, and challenges faced by micro-contractors in following these ethical recruitment and employment practices. Twenty-five micro-contractors and 236 workers were interviewed from June to August 2022 in construction sites in Bengaluru and Delhi in India.

Abstract:
Emergency Relief (ER) is a Department of Social Services (DSS) funded program, delivered by 197 community organisations (ER Providers) across Australia, to assist people facing a financial crisis with financial/material aid and referrals to other support programs. ER has been playing this important role in Australian communities since 1979. Without ER, more people living in Australia who experience a financial crisis might face further harm such as crippling debt or homelessness. The Emergency Relief National Coordination Group (NCG) was established in April 2020 at the start of the COVID-19 pandemic to advise the Minister for Families and Social Services on the implementation of ER. To inform its advice to the Minister, the NCG partnered with the Institute for Governance at the University of Canberra to conduct research to understand the issues and challenges faced by ER Providers and Service Users in local contexts across Australia. The research involved a desktop review of the existing literature on ER service provision, a large survey which all Commonwealth ER Providers were invited to participate in (and 122 responses were received), interviews with a purposive sample of 18 ER Providers, and the development of a program logic and theory of change for the Commonwealth ER program to assess progress. The surveys and interviews focussed on ER Provider perceptions of the strengths, weaknesses, future challenges, and areas of improvement for current ER provision. The trend of increasing case complexity, the effectiveness of ER service delivery models in achieving outcomes for Service Users, and the significance of volunteering in the sector were investigated. Separately, an evaluation of the performance of the NCG was conducted and a summary of the evaluation is provided as an appendix to this report. Several themes emerged from the review of the existing literature such as service delivery shortcomings in dealing with case complexity, the effectiveness of case management, and repeat requests for service. Interviews with ER workers and Service Users found that an uplift in workforce capability was required to deal with increasing case complexity, leading to recommendations for more training and service standards. Several service evaluations found that ER delivered with case management led to high Service User satisfaction, played an integral role in transforming the lives of people with complex needs, and lowered repeat requests for service. A large longitudinal quantitative study revealed that more time spent with participants substantially decreased the number of repeat requests for service; and, given that repeat requests for service can be an indicator of entrenched poverty, not accessing further services is likely to suggest improvement. The interviews identified the main strengths of ER to be the rapid response and flexible use of funds to stabilise crisis situations and connect people to other supports through strong local networks. Service Users trusted the system because of these strengths, and ER was often an access point to holistic support. There were three main weaknesses identified. First, funding contracts were too short and did not cover the full costs of the program—in particular, case management for complex cases. Second, many Service Users were dependent on ER which was inconsistent with the definition and intent of the program. Third, there was inconsistency in the level of service received by Service Users in different geographic locations. These weaknesses can be improved upon with a joined-up approach featuring co-design and collaborative governance, leading to the successful commissioning of social services. The survey confirmed that volunteers were significant for ER, making up 92% of all workers and 51% of all hours worked in respondent ER programs. Of the 122 respondents, volunteers amounted to 554 full-time equivalents, a contribution valued at $39.4 million. In total there were 8,316 volunteers working in the 122 respondent ER programs. The sector can support and upskill these volunteers (and employees in addition) by developing scalable training solutions such as online training modules, updating ER service standards, and engaging in collaborative learning arrangements where large and small ER Providers share resources. More engagement with peak bodies such as Volunteering Australia might also assist the sector to improve the focus on volunteer engagement. Integrated services achieve better outcomes for complex ER cases—97% of survey respondents either agreed or strongly agreed this was the case. The research identified the dimensions of service integration most relevant to ER Providers to be case management, referrals, the breadth of services offered internally, co-location with interrelated service providers, an established network of support, workforce capability, and Service User engagement. Providers can individually focus on increasing the level of service integration for their ER program to improve their ability to deal with complex cases, which are clearly on the rise. At the system level, a more joined-up approach can also improve service integration across Australia. The key dimensions of this finding are discussed next in more detail. Case management is key for achieving Service User outcomes for complex cases—89% of survey respondents either agreed or strongly agreed this was the case. Interviewees most frequently said they would provide more case management if they could change their service model. Case management allows for more time spent with the Service User, follow up with referral partners, and a higher level of expertise in service delivery to support complex cases. Of course, it is a costly model and not currently funded for all Service Users through ER. Where case management is not available as part of ER, it might be available through a related service that is part of a network of support. Where possible, ER Providers should facilitate access to case management for Service Users who would benefit. At a system level, ER models with a greater component of case management could be implemented as test cases. Referral systems are also key for achieving Service User outcomes, which is reflected in the ER Program Logic presented on page 31. The survey and interview data show that referrals within an integrated service (internal) or in a service hub (co-located) are most effective. Where this is not possible, warm referrals within a trusted network of support are more effective than cold referrals leading to higher take-up and beneficial Service User outcomes. However, cold referrals are most common, pointing to a weakness in ER referral systems. This is because ER Providers do not operate or co-locate with interrelated services in many cases, nor do they have the case management capacity to provide warm referrals in many other cases. For mental illness support, which interviewees identified as one of the most difficult issues to deal with, ER Providers offer an integrated service only 23% of the time, warm referrals 34% of the time, and cold referrals 43% of the time. A focus on referral systems at the individual ER Provider level, and system level through a joined-up approach, might lead to better outcomes for Service Users. The program logic and theory of change for ER have been documented with input from the research findings and included in Section 4.3 on page 31. These show that ER helps people facing a financial crisis to meet their immediate needs, avoid further harm, and access a path to recovery. The research demonstrates that ER is fundamental to supporting vulnerable people in Australia and should therefore continue to be funded by government.
