Keetch, Cristiane Carvalho. "Trends in the Contracting out of Local Government Services." Scholar Commons, 2013. http://scholarcommons.usf.edu/etd/4705.

Full text
Abstract:
Challenging economic conditions have led local governments to explore alternative methods to deliver public services to residents. This thesis explores historical contracting out trends and offers new research about contracting out activity by local jurisdictions in the state of Florida. Through an e-survey, the new data examines if cities and counties in Florida increased contracting out activity of public services in response to a declining economic environment and changes in population growth trends. This elaborate and multifaceted task is accomplished through a deliberate interdisciplinary research approach. The literature review consists of well-known publication responsible for creating the foundation of contracting out research, which has been covered often in previous research. However, this thesis also spans across customary research approaches by including recent news coverage from non-traditional sources, extensive analysis of the most recent United States economic recession, and a close examination of the specific changes that transpired in Florida. It covers publication from the International City/County Management Association (ICMA) and the National League of Cities (NLC). It also covers data from sources focused on Florida such as the Bureau of Economic Business Research (BEBR, Florida Department of Revenue (DOR), and the Florida League of Cities (FLC). Combined with a comprehensive literature review, the research explores whether two explanatory factors (population growth changes and fiscal pressures) were drivers of contracting out decisions by Florida counties and cities during the 2007-2009 recession.

Starfield, Marc. "Human resource business process outsourcing." Diss., University of Pretoria, 2006. http://hdl.handle.net/2263/23687.

Full text
Abstract:
This research was undertaken to explore the potential application of Human Resource (HR) Business Process Outsourcing (BPO) as an appropriate service delivery mechanism. The investigation included the identification of the primary internal drivers and external factors affecting HR departments, to craft the framework within which to consider HR BPO. Then the processes that could be delivered by HR BPO were identified. The study concluded with the identification of the critical success factors for implementing HR BPO and the expected benefits. The research was conducted by means of 26 in-depth, semi-structured interviews with senior HR managers and HR professionals. The respondents represented various industries and sectors and included leading South African organisations and a range of global organisations. The resulting findings first introduce the bridge principle, to ensure that HR transformation is not at the expense of line management. Secondly a decision model, which incorporates benefit realisation principles, was developed to assess the applicability of HR BPO for processes. The findings conclude with a success factor condition table that highlights the critical success factors and their dependencies.

Holley, Sasha Louise. "Contracting-out and Regulating Labour Standards: NSW Government School Cleaners." Thesis, The University of Sydney, 2013. http://hdl.handle.net/2123/9337.

Full text
Abstract:
Over the last two decades governments have increasingly contracted-out the provision of public and human services to outside organisations. These contracts were not designed to regulate the wages and other working conditions of the workers employed by the external organisation. There is increasing evidence that contracts for services are being used as a tool to regulate labour standards for workers, usurping the labour law provisions covering these workers’ labour standards. The central objective of this thesis is to analyse how labour standards are regulated through the combination of labour law and contracts for services when services are contracted-out. This is achieved with a case study of NSW government school cleaning contracts. These are amongst the largest contracts for services in the world, with more than 6,000 employees providing cleaning services. The case study reveals that government contracts for services have taken a predominant role in how labour standards are negotiated, defined, monitored and enforced, while the employment contract underpinning labour law takes a secondary regulatory role. In practice, the cleaners’ labour standards are poorly monitored and rarely enforced with minimal compliance with standards prescribed by labour law or by the contracts for services. The findings of the analysis are significant for three reasons. First, there is a dearth of research to date that considers how labour is regulated through the combination of labour law and procurement contracts. This is particularly important given the prevalence of procurement in the public services arena. Second, the thesis expands understandings of how labour standards for cleaners, as a subset of vulnerable workers, are regulated. This is significant if contracting-out is used as a strategy to undermine labour standards for the most vulnerable workers. Third, the analysis highlights the problems of labour law becoming subservient to contracts in regulating labour standards.

Wachira, Wanjungu. "The effects of outsourcing practices conducted by organisations in Nairobi." Thesis, Nelson Mandela Metropolitan University, 2015. http://hdl.handle.net/10948/4988.

Full text
Abstract:
The purpose of this study is to investigate the relationship between outsourcing and development in Nairobi. The key research question for this study is what are the impacts of outsourcing practices conducted by organisations in Nairobi? Data were obtained from questionnaires distributed in December 2010. A total of 85 profit-making firms in Nairobi with a sample of 165 management employees were selected for this study. The empirical findings obtained relate to four outsourcing theories. Transaction Cost Analysis (TCA) Theory focuses on the cost savings that result from outsourcing. Agency Outsourcing Theory centres on outsourcing firms hiring agents to achieve productivity. Hiring agents may result in permanent staff being retrenched and additional outsourcing personnel being contracted and job creation and/or job loss results. Expectation Confirmation Theory (ECT) emphasises the importance of an outsourcing provider conforming to quality management principles. Resource Based Theory (RBT) proposes that organisations need a collection of resources and capabilities to execute outsourcing successfully. Findings further suggested that outsourcing can yield positive and/or negative outcomes depending on risks encountered, the business environment, company policies, function/s to be outsourced, and the competence and commitment of an outsourcing vendor. To further enhance the positive impact of outsourcing three improvements need to be executed: formulation of standard policies, price regulations, and commitment of outsourcing firms in adhering to set contract deadlines. It is suggested that the following would allow organisations to gain more from outsourcing in the future: the adoption of international/offshore outsourcing practices, more commitment by outsourcing consultants, the standardisation of charges for outsourcing contracts, and the use of new technology that would improve how outsourcing is conducted. It is concluded that the positive impacts of outsourcing would foster development to some extent while the possible negative impact of outsourcing would impede development.

Hou, Huiying, and 侯慧莹. "An examination of facilities management service outsourcing relationships." Thesis, The University of Hong Kong (Pokfulam, Hong Kong), 2013. http://hdl.handle.net/10722/193428.

Full text
Abstract:
Facilities management (FM) is a fast emerging industry and a field that deserves a far greater degree of academic inquiry. The common practice of FM service outsourcing and the lack of a theoretical unpinning create a gap in the field of FM. This study is initiated by the phenomena in FM service outsourcing: the frequent change in service providers appears to be common in FM service outsourcing. This urges a study on the outsourcing relationship in the field of FM. The issues that influence FM service outsourcing relationships vary according to different economic climates, organizational resources, FM service characteristics, etc. This study aims to investigate FM service outsourcing relationships from human interaction perspective as humans are regarded to be an important element in FM service outsourcing relationships. From a human interaction perspective, this study sheds lights on the relationship factors and their manifestation. Previous studies on outsourcing have developed a series of relationship factors that influence outsourcing relationships. However, the significance of these relationship factors varies according to different types of outsourcing relationships. In addition, the manifestation of relationship factors is not sufficiently elaborated in those studies. According to social exchange theory, relationship factors are defined as norms that reflect the influential attributes of a relationship or characteristics of the outsourcing process. Therefore, it is postulated that trust, openness, flexibility, coordination, cooperation and integration are influential relationship factors that affect FM service outsourcing relationships with support of social exchange theory. To test the hypothesis, empirical studies had been carried out within the Hong Kong Facilities Management Industry. Qualitative research approach was adopted in the empirical studies – in-depth interviews and case studies were conducted. Findings reveal that trust, openness, flexibility, coordination, cooperation and integration are significantly reflected in the interviews with FM managers. The manifestation of relationship factors is correlated with each other. It is found that trust, openness and flexibility manifest themselves through the process of coordination, cooperation and integration. The empirical results of this study have highlighted significant issues for FM service outsourcing and provided profound implications for FM managers in managing FM service outsourcing relationships.

Abstract:
Privatization has become a central feature of the economic policies of nations in the developed and developing world. Eritrea has also embarked on a privatisation program for the state-owned enterprises. It privatised 39 manufacturing enterprises from 1997-2001 in the hope that the enterprises might be restructured into more efficient, profitable, competent and value creating private enterprises. This thesis assessed the impact of privatisation on the operating efficiency, profitability, employment, wages and tax payment of the Eritrean newly privatised manufacturing enterprises.
