Abstract:

Abstract:
The present monograph aims to reflect and analyze the quality management model named as CAF (Common Assessment Framework), relating it with the paper of the Leadership in the process. The study of case that we present here it was the result of the implementation of CAF in Regional Directorate for Public and Local Administration of the Regional Government of the Autonomous Region of Madeira. We aim to describe and understand the relation between the Leadership factor with the CAF implementation. For the effect, we describe the regularity of the phenomenon supported by questionnaires and interviews to the qualified informers. Looking to clarify all the process, we have made interviews to the Leadership and the collaborators involved in the process. This study concludes that it is essential a relation of engagement, involvement, mobilization, fomenting the discussion, motivating, collecting ideas, arguing goals, from the Leadership, since the conception until the effective application of the model.

MacKintosh, Hamish. "Developing the silviculture of continuous cover forestry : using the data and experience collected from the Glentress Trial Area." Thesis, University of Edinburgh, 2013. http://hdl.handle.net/1842/7943.

Full text
Abstract:
Continuous Cover Forestry (CCF) has become increasingly popular since the early 1990s. CCF utilises several silvicultural techniques in order to promote and enhance forest structural diversity and favours natural regeneration. As CCF is relatively new to the UK there are still areas of knowledge regarding management interventions that need to be improved upon. This study utilises simple models, seedling physiology and a hybrid gap model and applies them to the Glentress Trial Area which has been under transformation from even-aged forestry since 1952. These efforts have led to an improved understanding of thinning interventions and the effects they may have on future stand structure. Since the formation of the Forestry Commission in 1919, clearfell-replant forestry has been the main form of management practiced in the UK. CCF management differs in several respects and is commonly practiced using expert knowledge in Continental Europe. In the UK the knowledge-base is still growing and therefore simple models can prove useful for guiding management. This study investigated the use of the idealised reverse-J and the Equilibrium Growing Stock (EGS). This study found that the reverse-J shaped diameter distribution is maintained at the Trial, Block and sub- Block scale indicating that an irregular structure is being approached. In addition, the diminution coefficient, a parameter of the reverse-J distribution, falls within values typical of continental Europe. Comparison of the actual diameter-frequency distribution against an ideal reverse-J distribution can inform both thinning intensity and which diameter classes to target. The EGS, which is a volume–diameter distribution, examines standing volume and how that volume is distributed across three broad diameter classes. Typical distributions from the Swiss Jura indicate that percentage volume should be split 20:30:50 across diameter classes. The EGS analysis showed that standing volume in the Trial Area is much lower than European values at just 174 m3 ha-1. In addition, the classic 20:30:50 percent split was not observed. The 1990 data set showed a 49:43:8 distribution but by 2008 it was 40:41:19. As natural regeneration is favoured in CCF a better understanding of seedling physiology is essential. This study established open (15-35 m2 ha-1) and closed canopy plots (>35 m2 ha-1). Plot characteristics were recorded and then seedlings were selected for physical measurements, chlorophyll fluorescence and gas-exchange measurements. There were clear differences between the physical characteristics with a mean Apical Dominance Ratio (APR) of 1.41 for the open plots and 0.9 for the closed plots which is consistent with previous studies suggesting an APR of 1 is needed for successful regeneration. The chlorophyll fluorescence measurements showed a linear relationship with PAR. However, although the results of the gas-exchange measurements showed an increase in photosynthetic rates with PAR for open plots, there was no obvious relationship in the closed plots. As a result, the study did not find a linear relationship between photosynthetic rate and chlorophyll fluorescence. Finally a complex, hybrid gap model was used to investigate the effects of management on predicted future stand structure. The hybrid gap model, PICUS v1.41, was parameterised for Sitka spruce. The model was used to explore different management scenarios on stand structure over two time periods; 1954-2008 and 1952- 2075. The output from the group selection with underplanting scenario, which resembled the actual management, produced realistic output that was comparable to the stand characteristics measured during the 2008 assessment. The output from the 1952-2075 runs suggested that thinning to a residual basal area suitable to allow natural regeneration (<30 m2 ha-1) or a group selection with underplanting were the best management options for maintaining structural diversity.

Zhao, Shengying. "Studying the nucleon structure via double deeply virtual compton scattering at the Jefferson Laboratory." Thesis, université Paris-Saclay, 2020. http://www.theses.fr/2020UPASS147.

Full text
Abstract:
Generalized Parton Distributions (GPDs) have emerged over the 1990s as a powerful paradigm to study the structure and dynamics of the nucleon. Encoding the correlations between the elementary constituents of the nucleon (the partons), GPDs allows 3-dimensional imaging of the nucleon from the dynamical link between the transverse position and the longitudinal momentum of partons. The Double Deeply Virtual Compton Scattering (DDVCS) process consists of the scattering of a virtual photon off the nucleon, the virtual photon in the final state eventually generating a lepton pair, which can be either an electron-positron or a muon-antimuon pair. The virtualities of the initial space-like photon and the final time-like photon can be measured and varied independently, allowing one to map out the initial parton momentum dependency of GPDs independently of their transferred momentum dependency. This unique feature of DDVCS is of relevance, among others, for the determination of the transverse parton densities and the distribution of nuclear forces. This document presents a study of the DDVCS process in the context of the Continuous Electron Beam Accelerator Facility (CEBAF) at the Jefferson Laboratory (JLab, Newport News, VA, USA). The benefit of DDVCS for the extraction of GPDs is demonstrated from model-predicted pseudo-data. This involves phenomenological studies of the DDVCS process and the development of simulation tools, such as an event generator and a fitter algorithm, for the evaluation of the performances of a DDVCS experiment. The feasibility of possible experimental projects is discussed, including an ideal configuration and the large acceptance detector SoLID (Solenoidal Large Intensity Device). Considering polarized electron and positron beams, linear combinations of the Compton Form Factors (CFFs) are extracted from simulated experimental pseudo-data. GPDs are further deduced from CFFs using the fitter algorithm specifically developed

Liu, Fayao. "Learning structured prediction models in computer vision." Thesis, 2015. http://hdl.handle.net/2440/98118.

Full text
Abstract:
Most of the real world applications can be formulated as structured learning problems, in which the output domain can be arbitrary, e.g., a sequence or a graph. By modelling the structures (constraints and correlations) of the output variables, structured learning provides a more general learning scheme than simple binary classification or regression models. This thesis is dedicated to learning such structured prediction models, i.e., conditional random fields (CRFs) and their applications in computer vision. CRFs are popular probabilistic graphical models, which model the conditional distribution of the output variables given the observations. They play an essential role in the computer vision community and have found wide applications in various vision tasks-semantic labelling, object detection, pose estimation, to name a few. Specifically, we here focus on two challenging tasks in this thesis: image segmentation (also referred as semantic labelling) and depth estimation from single monocular images, which represent two types of CRFs models-discrete and continuous. In summary, we made three contributions in this thesis. First, we present a new approach to exploit tree potentials in CRFs for the task of image segmentation. This method combines the advantages of both CRFs and decision trees. Different from traditional methods, in which the potential functions of CRFs are defined as a linear combination of some pre-defined parametric models, we formulate the unary and the pairwise potentials as nonparametric forests-ensembles of decision trees, and learn the ensemble parameters and the trees in a unified optimization problem within the large-margin framework. In this fashion, we easily achieve nonlinear learning of potential functions on both unary and pairwise terms in CRFs. Moreover, we learn class-wise decision trees for each object that appears in the image. We further show that this challenging optimization can be efficiently solved by combining a modified column generation and cutting-planes techniques. Experimental results on both binary and multi-class segmentation datasets demonstrate the power of the learned nonlinear nonparametric potentials. Second, we propose to model the unary potentials of the CRFs using a convolutional neural network (CNN). The deep CNN is trained on the large-scale ImageNet dataset and transferred to image segmentation here for constructing unary potentials of super-pixels. The CRFs parameters are then learned within the max-margin framework using structured support vector machines (SSVM). To fully exploit context information in inference, we construct spatially related co-occurrence pairwise potentials and incorporate them into the energy function. This prefers labellings of object pairs that frequently co-occur in a certain spatial layout and at the same time avoids implausible labellings during the inference. Extensive experiments on binary and multi-class segmentation benchmarks demonstrate the potentials of the proposed method. Third, different from the previous two works, we address the problem of continuous CRFs learning, applied to the task of depth estimation from single images. Specifically, we formulate and learn the unary and pairwise potentials of a continuous CRFs model with CNN networks in a unified framework. We term this new method as deep convolutional neural fields, abbreviated as DCNF. It jointly explores the capacity of deep CNN and continuous CRFs. The proposed method can be used for depth estimation of general scenes with no geometric priors nor any extra information injected. Specifically, in our case, the integral of the partition function can be calculated in a closed form such that we can exactly solve the log-likelihood maximization. Moreover, solving the inference problem for predicting depths of a test image is highly efficient as closed-form solutions exist. We then further propose an equally effective model based on fully convolutional networks and a novel superpixel pooling method, which is ~ 10 times faster, to speedup the patch-wise convolutions in the deep model. With this more efficient model, we are able to design very deep networks to pursue further performance gain. Experiments on both indoor and outdoor scene datasets demonstrate that the proposed method significantly outperforms state-of-the-art depth estimation approaches. We also show experimentally that the proposed method generalizes well to depth estimations of images unrelated to the training data. This indicates the potential of our method for benefiting other vision tasks.

The continuous-wave (CW) and pulsed modes of operation of a Nd:YVO4/Cr4+:YAG laser and the transition between the two modes have been investigated. The laser is end-pumped by a diode laser, and it has a linear cavity which is close to a hemispherical one; thus, the beam size within the cavity varies significantly. In experiment, a Cr4+:YAG crystal with an initial transmittance of 87.8% at 1064 nm was used as a saturable absorber, and the second threshold condition can be tested by varying the position of the saturable absorber. It was found that because of the overlap of the intracavity standing wave and the gain the threshold pump power is nearly twice that of the theoretical expectation when the standing wave feature is ignored. Likewise, in CW operation, the slope efficiency of the laser was found to be lower than theory. The laser may generate pulsed output when the second threshold condition is satisfied; however, pulsed operation may also be possible when the condition is not met, and there are two ways to generate pulsed output: one is achieved by increasing the pump power, the other by tapping the saturable while the laser is under a critical condition of CW operation. For comparison, a LiF: crystal with an initial transmittance of 95.7% at 1064nm was used as saturable absorber instead. We found it was harder for the LiF: crystal than the former to satisfy the second threshold condition. We use rate equation approximation to simulate the experiment, and our calculations found good agreement with the experiment. However, maybe the model employed is oversimplified, and the parameters used in our simulation are not accurate, our simulation cannot account for the experiment in every respect. The model and the physical parameters may need further refinement for more accurate results.

Abstract:
This thesis explores the process of accreditation within a government contracted social service agency in British Columbia, Canada. The agency is seeking accreditation from the Commission on Accreditation for Rehabilitation Facilities (CARF). Institutional ethnography is used to explicate the social relations of CARF - how it organizes frontline work with clients and how it re-organizes an agency’s relations to government funding and service delivery. Data include the author’s frontline work accounts, interviews with frontline workers and the Director, and textual documents used within frontline work. The research process traces specific reporting documents that connect frontline work to the agency’s funders, Community Living B.C. and the Regional Health Authority, and to CARF. This thesis makes visible how the accreditation discourse of measurement and continuous quality improvement shifts how frontline workers think about and do their work with clients in ways that align their priorities with those of government contract management.
