The Ministry of National Defense(MND)initialized the Continuous Acquisition and Life-Cycle Support(CALS)to military establishments since July 1997. The objective was enforcing a computer-based procedure with common standards and regulations to rebuild infrastructure, improving logistics quality, and reducing lifespan cost for military systems. Many CALS-related articles have been published in recent years. Most of them were survey reports rather than real case studies. To fill this knowledge gap, an Army CALS pilot program was selected, and the consequence and efficiency of conducting CALS were thoroughly evaluated. Since xxxx(xx) were the only Army institution with both capabilities of R&D and producing of combat vehicles, the case study of conducting CALS in xx was therefore relatively realistic. From xx 1999 to xx 2002, xx'CALS team members have investigated possible plans and schedules, contracted subsystems of PDM, LDM, IETM, and completed personnel trainings. During this period, details of the above-mentioned tasks were truly recorded, evaluated, and analyzed. These valuable results consisted of the majority of this thesis. Furthermore, suggestions were included of future research and for those who are ready to initialize CALS.

The trend of the PLC (product life cycle) of the consumptive commodity is shortening because of the demand variation apace. To a supply and distribution strategic alliance, it is hard and hard to control this situation. It uses the concept of Continuous Acquisition and Life-cycle Support (CALS) as the decision kernel of a supply and distribution strategic alliance, and the PLC is the policy to develop dynamic supply and distribution algorithm in this thesis. The CALS system will use the Product Life Cycle - Dynamic Supply and Distribution (PLC-DS/D) heuristic algorithm as the control kernel to make the decision of the supply and distribution and maximize the net profit of the alliance. The Statistical Optimization is used to examine the solution quality of the PLC-DS/D. About the performance indexes, the major one is the net profit of the alliance, and the second ones are the average of the supply decision time, the average of the distribution decision time, and the average of the day alliance profit. The results show that the PLC-DS/D has good behavior in solution quality and performance evaluation.

Abstract Air Force is the branch of the armed forces emphasizing the importance of science and technology. The study mainly focuses on the process of downsizing and up-graded manpower programs, and analyze the effects of the logistics organizations in Air Force Base( AFB ) that integrates Continuous Acquisition and Life-cycle Support with the application of Knowledge Management ( KM ). I hope it can provide some suggestions and concrete measures to AF logistics management, and help to establish excellent logistics management patterns. The study adopted questionnaires to get the real answer from the logistics chiefs, undertakers, and commissioned and non-commissioned officers who carry out operations in logistics units in AFB. There were 400 packages of questionnaires that were mailed and 350 of them were received. After deleting invalid ones, the total effective number of packages of questionnaires is 319 and returning answer rate is 79.8%. The study consists of three types of hypotheses: first, correlation of individual differences in targeted variables; second, inter-relatedness among targeted variables; third, influences among targeted variables. Statistical analysis for collected data include reliability analysis, descriptive statistics, factor analysis, correlative and regressive. The major finding of the current study includes: 1.Education level in individual difference and Accumulation Type and Professional Type of KM are significantly different partly. 2.The place where troops are stationed in individual difference and KM are significantly different. 3.The rank in individual difference and Learning Type of KM are much significantly different. 4.Accumulation Type, Professional Type and Learning Type of KM vs. Logistics Analysis Type, Logistics Performance Type, Information Exchange Type and Technology- Oriented Type of CALS are significantly positive related. 5.Accumulation Type, Professional Type and Learning Type of KM vs. Logistics Analysis Type, Logistics Performance Type, Information Exchange Type and Technology- Oriented Type of CALS have significantly positive influence. According to the above conclusion, the study will provide AF logistics management some suggestions as following: 1.Establish the interactive relationship between KM and CALS so that they can make AF logistics support maximize its efficiency. 2.Develop innovative, learning and up-grated strategy of future AF logistics management.
