Abstract:
Improvements to education are necessary in order to keep up with the education requirements of today. The Context, Input, Process, and Product (CIPP) evaluation model was created for the decision-making towards education improvement, so this model is appropriate in this regard. However, application of this model in the actual context of medical health education is considered difficult in the education environment. Thus, in this study, literature survey of previous studies was investigated to examine the execution procedure of how the CIPP model can be actually applied. For the execution procedure utilizing the CIPP model, the criteria and indicators were determined from analysis results and material was collected after setting the material collection method. Afterwards, the collected material was analyzed for each CIPP element, and finally, the relationship of each CIPP element was analyzed for the final improvement decision-making. In this study, these steps were followed and the methods employed in previous studies were organized. Particularly, the process of determining the criteria and indicators was important and required a significant effort. Literature survey was carried out to analyze the most widely used criteria through content analysis and obtained a total of 12 criteria. Additional emphasis is necessary in the importance of the criteria selection for the actual application of the CIPP model. Also, a diverse range of information can be obtained through qualitative as well as quantitative methods. Above all, since the CIPP evaluation model execution result becomes the basis for the execution of further improved evaluations, the first attempt of performing without hesitation is essential.

The Context, Input, Process, and Product (CIPP) evaluation model is commonly used to evaluate a program, including a learning program. This study aimed at assessing the implementation of the learning program in Inclusive Early Childhood Education (PAUD) using the CIPP model. This is a qualitative study at the Lazuardi Kamila GIS Surakarta Pre-kindergarten and Kindergarten. Data are collected through observation and interviews. The finding of the context evaluation showed that in the planning, the therapist and the teacher coordinated to determine the material. The input evaluation showed the availability of necessary facilities provided by the school. In the process evaluation showed that children with disabilities were educated in the same class and curriculum with other students and curriculum; only their assessment was made different as reflected in the IEP (Individualized Education Program). Product evaluation showed that Pra TK-TK Lazuardi Kamila GIS Surakarta has provided an inclusive education.[Evaluasi dengan model Context, Input, Process, and Product (CIPP) digunakan untuk menilai sebuah program, termasuk program pembelajaran. Penelitian ini bertujuan untuk mengevaluasi pembelajaran di sebuah Pendidikan Anak Usia Dini (PAUD) inklusif dengan menggunakan model evaluasi CIPP. Penelitian ini adalah penelitian deskriptif kualitatif dengan pendekatan studi kasus di Pra TK dan TK Lazuardi Kamila Global Islamic School Surakarta. Metode pengambilan data meliputi observasi dan wawancara terhadap guru pendamping Khusus (GPK), guru kelas, dan kepala sekolah. Hasil evaluasi context menunjukkan bahwa pada aspek perencanaan pembelajaran, terapis dan guru berkoordinasi untuk menentukan materi yang akan diberikan ke siswa. Evaluasi input menunjukkan ketersediaan sarana prasarana yang didukung oleh alat-alat dari Pelangi. Evaluasi proses menunjukkan pembelajaran antara peserta didik reguler dengan anak difabel disamakan dan hanya ketika evaluasi untuk anak difabel sesuai dengan IEP (Individualized Education Program) yang telah ditentukan terapis dan guru sentra. Penelitian ini merupakan penelitian evaluatif menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan metode observasi, wawancara,dan studi dokumen. Teknik analisis data yang digunakan meliputi: reduksi data, penyajian data, dan penarikan kesimpulan. Triangulasi yang digunakan adalah triangulasi sumber dan metode. Hasil evaluasi yang dilakukan dengan menggunakan model CIPP menunjukkan bahwa program pendidikan dan pelatihan Komputer di Balai Latihan Kerja Kabupaten Bantul secara keseluruhan masih belum sesuai dengan standar pelaksanaan Pendidikan dan pelatihan, baik dari aspek context, input, process, maupun product. Namun demikian, derajat ketidaksesuaiannya untuk masing-masing aspek dalam perspektif model CIPP yang dipergunakan masing-masing berbeda.Abstract This study aims to evaluate the computer training and education program in 2019 at Balai Latihan Kerja Kabupaten Bantul, in terms of context, input, process, and product using the CIPP evaluation model. However, the degree of discrepancy for each aspect in the perspective of the CIPP model used is different from one to another.

The purpose of this study is to evaluate the aspects of Context, Input, Process, and Product of the Al-Qur'an Therapy Program at Sekolah Khusus Taruna Al-Qur’an. This research uses a qualitative approach with a descriptive analytic type. The data collection techniques are non-participant observation, interviews, and documentation. The data analysis was performed through data reduction, data presentation, and conclusion drawing. The results show that: 1) The background of the implementation of the Al-Qur'an Therapy Program at Sekolah Khusus Taruna Al-Qur’an is the existence of the students with special needs at Taruna Al-Qur'an Kindergarten which is a regular Kindergarten (Context aspect), 2) The Human Resources (HR) for the Al-Qur'an Therapy Program consists of mentors, namely devotion students from Pondok Pesantren (Islamic Boarding School) Al-Qur'an Taruna and companions, namely teachers who accompany each student (Input aspect), 3) The Implementation of the Al-Qur’an Therapy Program is started with an opening greeting by the teacher, followed by greeting the students, reciting theraupetic verses by both the teacher and the student which is stated by reciting ta'awuż, and the teacher dismiss the therapy session by giving a closing greeting (Process aspect), 4) The students who join the Al-Qur’an Therapy Program tends to be calmer and they even can memorize and recite the verses of Al-Qur’an (Product aspect).

Evaluation of Arabic language learning in higher education is needed for quality assurance of a learning system. The evaluation should not assess the mere students’ learning output, but involve all aspects of learning program including objectives, planning, implementation and output. This study aims to uncover the implementation of evaluation of Arabic learning program in higher education with the CIPP model, from the emergence of the idea to the result achieved after the program is implemented. It is a theoretical study, which is not based on empirical data in the field. The application of the CIPP model in evaluating Arabic language learning in higher education is conducted by collecting data and information about context, input, process and products of a learning program comprehensively and continuously. More specifically, context evaluation is directed to assess data concerning the purpose and background of a learning program. Input evaluation is conducted to examine the accuracy of the curriculum, students, lecturers and infrastructures. Meanwhile, process evaluation is carried out to reveal the suitability of the curriculum, teaching materials and media in a learning activity. Product evaluation is intended to provide data and information about the outputs and outcomes of Arabic language learning.

Abstract: The evaluation of CIPP model is a very complete and comprehensive evaluation model in evaluating a program. This study aims to evaluate online learning for writing subject in the Indonesian Language and Literature Education Department, IKIP PGRI Bojonegoro during the covid-19 pandemic using CIPP evaluation model. This qualitative study is descriptive evaluative research. There are primary and secondary data. Technique in collecting data are interview, questionnaire, and documentation. This study utilizes an online learning evaluation instrument for writing subject using 21 questions and implementing very inappropriate criteria (≤ 25 %), not suitable criteria (≥ 26%), appropriate criteria (≥ 51%), and very suitable criteria (≥ 76%). The data is analyzed using content analysis method. The results of study show that the evaluation of online learning on writing subject during the covid-19 pandemic using CIPP evaluation model on the context aspect obtains 90%. In the input aspect, the percentage is 82%. In the process aspect, the percentage is 88%. In the product aspect, the percentage is 92%. The percentage is obtained from the average number of all indicators in each aspect. It can be concluded that online learning of writing subject during the covid-19 pandemic from all aspects (context, input, process, product) is very appropriate. Keywords: CIPP evaluation model, online learning, writing subject, covid-19 pandemic Abstrak: Evaluasi model CIPP merupakan model evaluasi yang sangat lengkap dan komprehensif dalam mengevaluasi suatu program. Tujuan penelitian ini adalah untuk melakukan evaluasi pada perkuliahan daring mata kuliah keterampilan menulis di Program Studi Pendidikan Bahasa dan Sastra Indonesia, IKIP PGRI Bojonegoro selama masa pandemi covid-19 dengan menggunakan model evaluasi CIPP. Penelitian ini merupakan penelitian kualitatif yang bersifat deskriptif evaluatif. Data pada penelitian ini bersifat primer dan sekunder. Data dikumpulkan dengan teknik wawancara, angket, dan dokumentasi. Instrumen penelitian ini menggunakan instrumen evalusi perkuliahan daring keterampilan menulis dengan menggunakan 21 soal dan menerapkan kriteria sangat tidak sesuai (≤ 25%), tidak sesuai (≥ 26%), sesuai (≥ 51%), dan sangat sesuai (≥ 76%). Data dianalisis dengan menggunakan metode content analysis. Hasil penelitian menunjukkan bahwa evaluasi perkuliahan daring keterampilan menulis selama masa pandemi covid-19 dengan model evaluasi CIPP pada aspek context didapatkan persentase sebesar 90%. Pada aspek input didapatkan persentase sebesar 82%. Pada aspek process didapatkan persentase sebesar 88%. Pada aspek product didapatkan persentase sebesar 92%. Persentase ini diambil dari rata-rata jumlah semua indikator pada masing-masing aspek. Penelitian ini menyimpulkan bahwa perkulian daring keterampilan menulis selama masa pandemi covid-19 dari semua aspek (context, input, process, product) sudah sangat sesuai. Abstract:
This study aims to develop an evaluation instrument CIPP (context, input, process, product) model that suitable at implementation of performance assessment instrument to measure students' science process skills of junior high school. Methods in this study are research and development (R & D) which is adopted by model Borg & Gall model. This evaluation instrument used one of evaluation CIPP model with context, input, process, and product components. The evaluation instrument is used to determine the implementation of performance assessment instrument to measure junior high school students' science process skills in excretion system topic. This development study involves some experts to give validation of the development of feasibility products. Experts involved, they are two lecturers of evaluation expert, two junior high school science teachers, and four peers. The validity of evaluation instruments was analyzed using V'aiken formula. The results of this study are evaluation instrument of CIPP model of the implementation of performance assessment to measure junior high school students' science process skills of grade VIII in excretion system topic. The results of the validity of this product indicates that this evaluation instruments are eligible in using with V'eiken coefficient of 0.86. It indicates that the evaluation instruments are valid in substance, construction, and language aspects.

Abstract- Extracurricular program is a learning process in which performed outside of school. The study attempts to explore the components of context, input, process and product of extracurricular program at Al-Khoir Islamic boarding school. In this study, the evaluation model used by Stufflebeam namely the CIPP (context, input, process, product) evaluation model. This study used mixed method; qualitative and quantitative. interviewing was carried out with the teacher (qualitatively) while scoring students’ test result (quantitatively). The findings showed that the components of context, input, process, product and results of extracurricular program at Al-Khoir Islamic boarding school were categorized as good. Therefore, Al-Khoir boarding school could maintain the extracurricular program and continue to improve any perceived shortcomings after evaluating the program. Thus, in this study, students are suggested to be more active and serious in extracurricular programs because it is very useful for them to add their knowledge and skills. It is suggested to make the improvements to each component of the context, input, process and product and to be more active and innovative in designing curriculum and planning before doing the extracurricular programs. Illiteracy is a global issue that must be addressed immediately. In Malang Regency, there were 18,535 people who were illiterate. The effort of the Malang Regency Education Office to improve AMH is through Non-Formal Education Program (PNF). The assessment of the literacy development program through the PNF Program can use Context, Input, Process, and Product (CIPP) evaluation assessments. This research uses descriptive research with a qualitative approach. The purpose of this research is to describe and analyze the evaluation of literacy education through the PNF Program in Malang Regency using the CIPP methods. Data analysis techniques used in this study are interactive model analysis of Miles, Huberman, and Saldana. Based on the evaluation results using the CIPP (Context, Input, Process, and Product) method, there are still obstacles that must be resolved for the success of the PNF program. These obstacles include learning time that is not on schedule, lack of awareness of citizens in following the program, incapability of citizens, the difficulty of convincing the public, data collection of prospective citizens who fail to meet expectations. Abstrak Isu permasalahan buta huruf merupakan isu global yang harus segera ditangani. Pendidikan keaksaraan (belajar membaca dan menulis) diukur dengan Angka Melek Huruf (AMH) dapat menggambarkan jumlah orang yang memperoleh akses pendidikan sebagai hasil pembangunan. Di Kabupaten Malang terdapat 18.535 orang yang buta huruf. Upaya Dinas Pendidikan Kabupaten Malang untuk meningkatkan AMH adalah dengan Program Pendidikan Non Formal (PNF). Untuk menilai pembangunan pendidikan keaksaraan melalui Program PNF dapat menggunakan penilaian evaluasi Context, Input, Process, and Product (CIPP). Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik analisis data yang digunakan dalam penelitian ini adalah interactive model analysis Miles, Hubermana, dan Saldana. Jika dilihat dari hasil Evaluasi menggunakan metode CIPP (Context, Input, Process, dan Product), masih ada hambatan-hambatan yang harus diselesaikan demi keberhasilan program PNF. Hambatan tersebut diantaranya waktu pembelajaran yang tidak sesuai jadwal, kurang kesadaran warga Belajar (WB) dalam mengikuti program, ketidakmampuan Warga Belajar (WB), sulitnya meyakinkan masyarakat, pendataan calon warga belajar yang tidak sesuai harapan.

Abstract:
This dissertation presents an evaluation of a funded consultancy that was intended to bring about change in the education and training of police in Australia in response to illicit drugs. Sponsored by what was at the time known as the Commonwealth Department of Health and Aged Care, the ultimate goal of the consultancy was a national framework for police education and training to enhance frontline police response to illicit drug problems. The research used a case study design. Guba and Stufflebeam’s (1970) Context, Input, Process, and Product (CIPP) model was used to organise the presentation of a rich description of the design, development and implementation of the consultancy. Application of this framework enabled illumination of a number of issues related to social policy, change and innovation, and quality improvement processes. The study explores the role of education and training in organisational change and concludes that the potential of external consultancy activity to effect meaningful change in police education, training and practice is limited by a number of factors. Key findings of the study are that while a number of consultancy processes could have been enhanced, the primary determinants of the extent to which a change in police education and training will enhance frontline practice are contextual and conceptual factors. The study reveals that the response of frontline police to illicit drug use is influenced by multivariate factors. The findings of this study suggest that while frontline police are keen to provide solutions to a range of practice issues in response to illicit drug problems, they desire concrete strategies that are well defined and supported by management, consistent with policy and within the law. However, the complexity of police activity in response to illicit drugs; the dissonance between the conceptual frameworks of police and health agencies; and, resistance to what is perceived as externally initiated change in police practice, education and training; were found to be powerful inhibitors of an utopian attempt to enhance frontline police response to illicit drug problems. Using the metaphor of board games, the study concludes that the development of an education and training framework will be of little value in achieving enhanced frontline practice in response to illicit drug problems unless the criteria for enhanced response are made more explicit and seen to be congruent with both the conceptualisation and operationalisation of police roles and functions. Moreover, the study questions the mechanisms through which changes in policy are conceived, implemented and evaluated and highlights a need for greater congruence between evaluation frameworks and the nature of change.

Internationalisation has become a buzzword in institutions of higher learning today. Universities are challenged to find ways of making their curriculum have international dimensions. This chapter presents a case study on how to enhance internationalisation in an engineering programme piloted at a university of technology in South Africa. Daniel Stufflebeam's Context, Input, Process and Product evaluations model was used as a theoretical framework. Data was collected using semi-structured interviews with the Dean of the faculty, Head of department and a programme coordinator. The findings suggest that a mobile profession like engineering requires purposeful integration of internationalisation in order to increase graduates' chances of being active participants in a global economy.

This chapter analyzes the labor movement’s challenge to retail giant Wal-Mart, which in 2002 announced plans to open forty Supercenters in California—threatening to undermine labor standards, and union strength, in the grocery sector. It focuses on the confrontation with Wal-Mart in the separately incorporated city of Inglewood, a historically working-class African American community in South Los Angeles. There, a community-labor coalition, led by LAANE, organized to stop Supercenter development through legislative and legal challenges—a technique known as a “site fight” because it aimed to block Wal-Mart at a specific location. The chapter examines three phases of the fight, tracing how the coalition mobilized law to defeat the Inglewood proposal, design innovative policies to limit Wal-Mart’s entry into the Los Angeles market, and thwart Wal-Mart’s effort to bypass those policies by opening a small-format grocery store in historic Chinatown. In evaluating the campaign, the chapter suggests that the outcome was, in part, a product of Wal-Mart’s political miscalculation: The company’s drive for a Supercenter in Inglewood failed despite evidence of public support, in large measure because of an ill-conceived attempt to gain voter approval through a city initiative that would have completely circumvented the local planning process. Yet Wal-Mart’s defeat was not merely self-inflicted. The company’s miscalculation of the local response to the initiative was politically consequential precisely because there was a sophisticated team of activists and lawyers who used Wal-Mart’s disregard of public input to successfully mobilize community opposition to the Supercenter and build new anti-big-box policy. In that sense, the presence of a political-legal support structure, with experience mounting development-oriented campaigns from the community benefits context, was essential to Wal-Mart’s defeat—strengthening grocery labor standards in Los Angeles going forward.

Abstract:
The determination of modular product structures requires a continuous evaluation of the measures taken. Modularization is an appropriate method for product structuring. It provides the opportunity of taking into account the requirements from different product life phases, such as the development, production or after-sales phase. The assembly, as an essential part of the production for the company, demands easy mountable products. Short lead times and flexible processes are the main requirements among others. The methodical procedure presented in this paper proposes the integrative representation of the product structure and its resulting assembly sequence in a single diagram. The developed tool provides the opportunity to perform structuring measures to the product and coincidently show the impact on the assembly process. For the evaluation the use of key figures is proposed. The relevant input for the calculation of these key figures is similarly extracted from the diagram. Conclusively, the procedure is applied to an example of aircraft interior development.
