Abstract:
This paper examines the socio-demographic and economic factors affecting tobacco consumption in a developing country like Burkina Faso compared to a developed country like Canada. Using nationally representative data from the 2016 round of Burkina Faso’s Demographic and Health Survey (DHS) and the Canadian Community Health Survey (CCHS) 2015-2016, we estimated multivariate fixed effects models to identify the social and economic factors associated with tobacco consumption in these countries. We find evidence that age has an inverted U-shaped positive effect on cigarettes consumption in both countries with a peak at 24-35 years old in Burkina Faso and a peak at 40-54 years old in Canada. Second, being single increases the consumption of cigarettes while education and employment reduce cigarettes consumption in both countries. The gender gap in tobacco consumption between men and women is larger in Burkina Faso (5.021 cigarettes) compared to Canada (1.45 cigarettes). Third, while income have a negative impact on cigarettes consumption in Canada, it displays a U-shape effect in Burkina Faso. Hence, the social and economic context should be considered by the international organization while addressing the issue of smoking in developed and developing countries.

Abstract:
This study analyses the dwelling, household, socio-economic and appliance-related determinants of urban domestic electricity use in Burkina Faso. A survey of 387 households in Ouagadougou was conducted and combined with their electricity use, collected from energy bills. To the authors’ knowledge, this is the first large-scale, city-wide household electricity study undertaken in Burkina Faso. Linear regression models were applied to the data to assess the influence of household, dwelling, socio-economic and appliance-related factors on electricity use. Significant and unambiguous predictors of urban domestic electricity use included household income, dwelling tenure type and ownership, and use of lighting fixtures, television sets, fridges, fans, freezers and air conditioners. Dwelling, household and socio-economic factors explained 70.2% and 70.5% of the variance in electricity use, respectively, when combined with appliance ownership and use factors. This study provides an understanding of the driving factors of domestic electricity use and discusses the implications and applications of this research for a range of stakeholders in the electricity sector.

Abstract Targeting of governmental welfare programmes in low-income countries commonly relies on statistical procedures involving household-level data, while smaller-scale programmes often employ community-based targeting, where village communities themselves identify beneficiaries. Combining original data from community-based targeting exercises in Burkina Faso with a household survey we compare the targeting accuracy of community-based targeting with four common statistical targeting methods when the objective is to target consumption-poor households. We find that community-based targeting is substantially less accurate than statistical targeting in villages, while it is as accurate as the much more costly statistical methods in semi-urban areas. We show that this difference is due to differences in poverty concepts held by rural and urban communities. Its large cost advantage makes community-based targeting far more cost-effective than statistical targeting for common amounts of welfare programme benefits.

Abstract:
This study empirically investigates the impact of budget deficit on private consumption in seven member countries of the West African Economic and Monetary Union (WAEMU), namely Benin, Burkina Faso, Côte d’Ivoire, Mali, Niger, Senegal and Togo. It applies the pooled mean group estimation method to annual data covering the period 1970 to 2013. The results show that budget deficit and per capita GDP have long run positive effects on household consumption whereas inflation rate is detrimental to private consumption. This suggests that private consumption cannot be held responsible for any crowding-out effects that budget deficit might have on long run aggregate demand and economic growth in WAEMU countries. Therefore, restricting the size of budget deficits is costly for the development of WAEMU countries.

<p><em>This paper analyzes the effects of oil and cotton price shocks on Burkina Faso economic growth using a multivariate VAR model estimation. We have distinguished between the linear and nonlinear specification of oil and cotton price shocks in our study. For the nonlinear specification, we make the difference between prices increase and price decreases. We find</em><em> </em><em>that oil price shocks do not affect Burkina Faso’s real GDP in both linear and nonlinear specification. However, we do find that cotton price shocks in linear and nonlinear model, Granger cause real GDP and final consumption. In addition, the study has shown that both positive and negative cotton price shocks affect positively the real GDP.</em><em></em></p>

Abstract:
Decisions on the choice of varieties to be planted in a region are delicate because they can have positive or negative long-term consequences on the economic, environmental and nutritional level of a country. For this reason, a multi-criteria decision making (MCDM) based approach is proposed to conduct this choosing process. The proposed approach first of all makes it possible to identify alternatives, i.e. agricultural varieties, criteria with their weighting and evaluation process, in interaction with the stakeholders in the production-processing-consumption food chain. Afterward, PROMETHEE method (I and II) is used to aggregate the preference informations stemming from the structuring process and make it possible to choose the best agricultural varieties suitable for a given region. An Application for the selection of suitable cowpea varieties for the Central-Eastern region of Burkina Faso is made to demonstrate the implementation and effectiveness of our approach. As a result, the varieties KVx442-3-25SH (Komcallé) and Yiis-Yandé emerged as the best choices of suitable cowpea varieties for the Central-Eastern region of Burkina Faso

Poultry farming is a livestock sector that encompasses various bird species, with the most well-known in Burkina Faso being chickens and guinea fowl. These two species receive support from development programs as they significantly contribute to the livelihoods of poor populations. Quails have been recently introduced, presenting technical and economic advantages that could contribute to the development of livestock farming. The study aimed to characterize the profile of stakeholders, conduct a techno-economic diagnosis, and suggest development prospects. Thirty-three farming units were surveyed in the cities of Bobo Dioulasso, Ouagadougou, and Orodara. The socio-demographic aspects of quail farmers, zootechnical aspects of quails, and challenges faced were analyzed.On the socio-economic level, the activity is predominantly practiced by young, educated men, exclusively with secondary and higher education. Zootechnically, the animal productions consist of eggs and meat. Quail production goals prioritize egg production, quail chicks (97%), fattening (76%), and breeder farming (48%).The feeding practices are inadequate, as all farmers (100%) were providing quails with feed intended for laying hens or broilers. Breeding quails reach sexual maturity at 6 weeks, with an average of 250 eggs laid per female and a high hatching rate. Quails also exhibit a high level of hardiness, easily adapting to their environment, and a high level of adaptation to climatic factors (85% of farmers).Quail housing exclusively consists of battery cages. Economically, live quail prices range from 1,500 to 3,000 Fcfa for breeders and consumption quails, and from 2,500 to 4,000 Fcfa for a tray of thirty eggs. Income levels varied from 184,470 to 28,642,945 Fcfa from quail sales. The revealed constraints primarily involve marketing, followed by the issue of inadequate feeding.

Abstract:
The Volta River is a West African river that flows from Burkina Faso to Ghana where it empties into the Atlantic Ocean. It basin extends over six countries: Benin, Burkina Faso, Côte d’Ivoire, Ghana, Mali and Togo. These states, members of the Volta Basin Authority, have committed themselves to drawing up a Water Charter. One of the challenges of this international agreement is to agree on a reasonable level of abstraction to reconcile food and energy security for the populations, while guaranteeing the minimum needs of the ecosystems. Supported by an appropriation of the needs-resources balance through the use of Lego® bricks, their reflection was supported by a hydro-economic analysis. This analysis consisted in comparing the added value associated with an agricultural abstraction - which leads to a definitive consumption of water upstream of the basin, for example in Bagré in Burkina Faso - and the one associated with the same quantity of water if it had been allowed to flow and turbined in one of the hydroelectric facilities located further downstream, for example in the large Akosombo dam in Ghana. The results show that the agricultural valorisation of a continuous abstraction of one m3/s, i.e. 30 Mm3 per year, allows to irrigate 1,500 ha and generates an added value of 1,300 M FCFA per year, i.e. 44 FCFA/m3. This volume of 30 Mm3, taken upstream of the dam would induce a loss of hydroelectric production of 6 GWh/year, worth 297 M FCFA, i.e. 10 FCFA/m3. The economic value of each m3 withdrawn to develop irrigated agriculture upstream of the basin is thus higher than that of each m3 turbined in the Akosombo-Kpong complex. Within the limit of an acceptable reduction of hydropower production, the economic development of the basin as a whole would thus benefit from the development of irrigated agriculture.

Farm machinery management data were collected in Burkina Faso, for the prediction of repair and maintenance costs. Equations were developed to predict repair and maintenance costs of tractors, cane loaders, generators and motorpumps. The analysis of data revealed that tractor repair and maintenance appears a greater burden than predicted by the American and Australian data. Tractor trade-in was not prescribed by the rule of minimum total cost per unit tractor use. Farm machinery and power units were operated more than twice as long as in the United States. New machine purchase was discouraged by the current sugar prices on the local market.

Abstract:

In this study the technical efficiency of 142 cotton farmers in Burkina Faso has been estimated. The aim has been to detect the technical efficiency and to explain it by socioeconomic factors. For this, a model has been created where the technical efficiency is regressed against certain socioeconomic variables.

The database for this study, which has been collected from the main agricultural zones in Burkina Faso - West, North and East - has been provided by INERA. The database has been complemented through field studies to cotton producing villages and systemized by the authors. The software package Frontier has been used to conduct the necessary statistical regressions for a sample of 142 cotton farmers. The technical efficiency scores have been obtained by using a stochastic production function approach in a two stage estimation process.

The result from the Frontier estimation outputs shows that there is not much room for improvement of technical efficiency. Thereby an increase in technical efficiency of Burkina Faso’s cotton producers is not the way to go in order to increase the cotton production. However, from the chosen socioeconomic variables, it can be detected that the producers that have received agricultural training are more productive than those who have not. Also, specialization on cotton production yields higher productivity. However, due to the fact that the cotton farmers can already be considered efficient given the present state of technology and inputs, domestic efforts are not enough rather the efforts has to be put on reducing the international trade barriers in order to increase the development of Burkina Faso.

In this paper we are exploring the field of microfinance; financial services given to poor and low-income individuals who do not have access to formal financial markets. The purpose of our study is to investigate if the Credit with Education program provided by the microfinance institution RCPB in Burkina Faso has had an effect on

the participating women concerning their empowerment, knowledge about

management/micro enterprises and knowledge about child nutrition and health. We are using data from two surveys made in 2003 and 2004 by the consultant bureau Sud Consult that we are analysing in a qualitative manner in order to respond to our investigation question. This paper treats theories concerning the financial market and

the importance of education, health and women’s empowerment. We present facts about microfinance in general and in Burkina Faso in particular and we review earlier studies on the subject. Our findings suggest that the Credit with Education program has achieved to increase the women’s knowledge concerning child nutrition and

health. The program has had a smaller but still a notable effect concerning the empowerment of the women, specifically in the region of West. The program has failed to increase the knowledge of business management in the years studied. In our analysis we present suggestions of improvements of the program.


Dans ce dossier, nous explorons le domaine de la microfinance ; des services financiers destinés aux populations pauvres et aux individus aux revenus modestes qui n’ont pas accès aux marchés financiers. Le but de notre étude est d’examiner si le crédit avec éducation fournis par l’institution finansière RCPB au Burkina Faso, a eu des répercussions sur la prise de participation des femmes en ce qui concerne leur indépendence, leur connaissance du management/ PME et leur connaissance en matière de nutrition et de santé infantille. Nous utilisons les données de deux études menées en 2003 et 2004 par le cabinet de consulting Sud Consult que nous analysons qualitativement afin de répondre à notre question d’investigation. Ce dossier est basé

sur les théories concernant le marché financier, l’importance de l’éducation de la santé et de l’indépendance des femmes. Nous abordons les faits du points de vue de la microfinance en général et du Burkina Faso en particulier et nous examinons des études réalisées précedement traitant du même sujet. Nos résultats montrent que le crédit avec l’éducation ont largement participé à l’amélioration des connaissances des femmes en matiéres de nutrition et de santé infantile. Le programme a eu une influence plus modeste sur leur indépendence, particulièrement dans la région de l’ouest. Le programme n’a cependant pas réussi à améliorer leur connaissance du management durant la période analysée. Dans notre analyse nous présentons des propositions d’amélioration pour le programme.

Le contexte de crise dans lequel évolue notre monde représente une question fondamentale et incontournable. Les récentes catastrophes dans l’ensemble des continents sont la preuve du bouleversement de nos sociétés et de la biodiversité. Cette crise a plusieurs dimensions : économique, sociale, politique, juridique et environnemental. Nous avons centré notre recherche sur la crise des déchets, crise représentative de l’ensemble de ces facteurs. Ce problème affecte l’ensemble de nos civilisations et ses effets sur le système naturel sont irréversibles. De plus, cette crise nécessite une réponse immédiate et durable car il y va de l'avenir de l’ensemble de la planète. Si tous les pays sont concernés par cette problématique, elle se décline différemment dans une même zone géographique. Elle est à la fois anthropique et naturelle. Elle implique toutes les parties prenantes au niveau local et international. La revue de littérature révèle un manque de données chiffrées au niveau de l'Afrique et l'échec de certains projets non adaptés aux critères locaux. Nous souhaitons prendre pour base théorique la théorie de l'économie circulaire et celle des externalités. Cela permet de mettre en évidence à la fois des externalités positives et négatives, mais aussi de s'inscrire dans une démarche résolument positive. Cette dernière voie consiste à considérer le déchet comme une source de valeur. Cette conception du déchet permet de répondre aux besoins présents et de modifier la vision généralement négative de ce concept. Il s’agit de transformer le problème de déchets en un gisement durable face aux besoins énergétiques croissants, la dégradation des ressources naturelles, la préservation des sols et la modification de nos modes de consommation de masse vers une stratégie zéro déchet ainsi que la valorisation d’une agriculture respectueuse du développement durable. Notre travail de recherche met également en évidence la place incontournable du secteur informel en Afrique, la nécessité de coordonner le travail des acteurs sur le terrain et le développement des emplois verts. Cette démarche positive est possible en associant l’ensemble des stratégies à une communication innovante et l’implication des populations locales aux projets
The crisis context in which our world is evolving is a fundamental and inescapable question. Recent disasters all over the continents are the proof of this dramatic concern for our world and its biodiversity. It is variable: it is either economic, political, legal and environmental. That is why our work is about waste crisis. This problem affects all our civilizations and its results are irreversible for our natural system. Furthermore, it needs immediate and sustainable responses because it is linked with the future of our planet. All countries are concerned about this problematic. However, it shows different faces even in the same geographical area. This crisis is anthropogenic and natural. It involves all national and international stakeholders. Literature reviews reveal a lack of data in Africa and the failure of projects not unsuited to local contexts. We develop several theories: circular economics, negative and positive externalities and the theory of social and supporting economy. Our work is about the importance of informal sectors in Africa, the coordination of actors in the field and the development of green jobs. This positive way is possible with innovative communication strategies and the involvement of population in local projects

Abstract:
In Burkina Faso, toxicological risks have increased for more than a decade, with the irrational use of chemicals in agri-food and mining activities, as well as the consumption of psychoactive substances (PAS); and are now a public health problem. This situation has led to the establishment of a clinical toxicology laboratory, which now contributes to the diagnosis of poisoning and the prevention of risks to the health of populations through toxicological biomonitoring. The development of this initiative required a proactive approach adapted from the “interconnected chain” innovation process. The creation of a unit called the “Toxicological Analysis and Expertise Service” or “SAET” at the National Public Health Laboratory of Burkina Faso or “LNSP” is the main result of this innovative initiative in Burkina Faso’s health system. If this laboratory now has a certain technical capacity or expertise, it must be strengthened through the acquisition of the additional equipment necessary to increase the supply of expertise. To do this, the strengthening of technical and financial collaborations is essential for the improvement of health security in Burkina Faso in particular and in the world in general.

Abstract:
This study is inscribed in the framework of the valorization of traditional kitchen utensils recycled from aluminum waste in Burkina Faso. In fact, these traditional kitchen utensils made of recycled aluminum alloys occupy a very important place in Burkina Faso’s kitchen. The effect of foods for consumption on its local utensils was studied using the non-stationary technique and electrochemical impedance spectroscopy. For this purpose, a sample of utensil has been deducted on traditional production site. The corrosion behavior of the recycled aluminum alloy ok know chemical composition was evaluated by analyzing the impedance spectra obtained at the open circuit potential, in the salt media titrated at 3 g·L−1 and rice. Modeling electrical properties by using of a simple equivalent circuit made it possible to interpret the results obtained by impedance spectroscopy. The results showed a susceptibility to pitting corrosion and were confirmed by the electrochemical impedance spectroscopy method.

Abstract:
Very few studies address the International Development project coordinators competencies and attempt to identify their correlations with project success. Thus, the objective of this correlational research is to examine, on the basis of the models, the presumed link between 46 project manager competencies and the success of ID project. The research is based on the processing, using SPSS 25.0, of a primary database collected by questionnaire from 45 project manager in Burkina Faso (West Africa). Our results show that commitment, results orientation and conscientiousness are the most relevant competences in the perception of the respondents, while human resources management, cultural aspects and knowledge of the project area are those strongest and positively correlated with the success of ID project. This research shows the importance of human, behavioral and contextual competences and is thus an educational challenge, as these types of competences require learning methods that go beyond traditional practices. The findings of this research can also help the government to recruit the most competent project managers for their official development assistance projects. Not all standard competences defined through the IPMA Competence Baseline (ICB) model are necessarily applicable in all projects. Therefore, this study updates the discussion and downsizes the number of competencies to fewer, more relevant items.

In times of crisis, decision-making becomes paramount, yet it is often influenced by two distinct behavioural patterns: analysis paralysis and risk aversion. Drawing a parallel between the studies presented in this brief, it is possible to discern the interplay of analysis paralysis and risk aversion within institutional responses to crises. The research from the African School of Economics (ASE) examines the phenomenon of analysis paralysis within the context of democratic institutions. It highlights the correlation between democratic rights and long-term economic prosperity while cautioning against the negative consequences of reversing these rights. The study delves into potential mechanisms contributing to the deterioration of democratic institutions during crises, including limited collective action and the acceptance of repressive policies. By analysing survey results from Benin, Burkina Faso, and South Africa, the research uncovers varying degrees of acceptance of perceived repressive policies and willingness to protest, shedding light on the vulnerability of democratic institutions when faced with analysis paralysis. These findings underscore the importance of addressing decision-making bottlenecks, encouraging timely action, and fostering an environment where collective action is possible. Contrasting this, the research from Colabora.Lat focuses on the impact of risk aversion in institutional responses to the pandemic. The findings emphasise the importance of collaboration, highlighting how governments and various actors working together can effectively address the multifaceted challenges posed by crises. Through the lens of risk aversion, the study explores how collaboration enabled governments to combine resources, knowledge, and experiences to produce unified messages and mitigate the worst health impacts. It showcases the successes observed in countries such as Argentina, Bolivia, Chile, Colombia, Guatemala, and Mexico, where collaborative governance fostered effective policy outcomes, including lower mortality rates. By combining the insights from these texts, we gain a comprehensive understanding of the challenges and opportunities faced by institutions during times of crisis. Acknowledging the potential pitfalls of analysis paralysis and the transformative potential of collaborative responses, policymakers and decision makers can navigate crises with more agility, ensuring the preservation of democratic institutions and mechanisms while effectively addressing the health and socioeconomic impacts of crises.

En tiempos de crisis, la toma de decisiones se convierte en un asunto primordial pero, a menudo, se ve influenciada por dos patrones de comportamiento muy marcados: la parálisis analítica y la aversión al riesgo. Al hacer un paralelismo entre los estudios presentados en este informe, es posible discernir la interacción entre la parálisis analítica y la aversión al riesgo en las respuestas institucionales en momentos de crisis. La investigación de la African School of Economics (ASE) examina el fenómeno de la parálisis analítica en el contexto de las instituciones democráticas. Destaca la correlación entre los derechos democráticos y la prosperidad económica a largo plazo, al tiempo que advierte sobre las consecuencias negativas de derogar estos derechos. El estudio profundiza en los posibles mecanismos que contribuyen al deterioro de las instituciones democráticas en tiempos de crisis, incluidas la limitación de la acción colectiva y la aceptación de políticas represivas. Mediante el análisis de los resultados de las encuestas realizadas en Benín, Burkina Faso y Sudáfrica, la investigación descubre distintos grados de aceptación de políticas percibidas como represivas y de predisposición a protestar, lo que deja en evidencia la vulnerabilidad de las instituciones democráticas cuando se enfrentan a la parálisis analítica. Desde la perspectiva de la aversión al riesgo, el estudio explora cómo la colaboración permitió a los gobiernos combinar recursos, conocimientos y experiencias para producir respuestas conjuntas y mitigar los peores impactos sanitarios. Pone de relieve los éxitos observados en países como Argentina, Bolivia, Chile, Colombia, Guatemala y México, donde la gobernanza colaborativa fomentó políticas con resultados eficaces, como la reducción de las tasas de mortalidad. Al combinar los hallazgos de estos textos, obtenemos una comprensión integral de los desafíos y las oportunidades que enfrentan las instituciones en tiempos de crisis. Al reconocer los posibles peligros de la parálisis analítica y el potencial transformador de las respuestas colaborativas, los encargados de la elaboración de políticas y de la toma de decisiones pueden afrontar las crisis con mayor agilidad, garantizar la preservación de las instituciones y los mecanismos democráticos, y abordar las repercusiones sanitarias y socioeconómicas de las crisis de forma eficaz.
