Abstract:
Australia is in the midst of a financial regulatory crisis. Evidence of malpractice, fraud, criminality, contempt for the law, and the abuse of consumers on an industrial scale, all while Australia’s Twin Peaks regulators looked on, has come as a shocking surprise. The implications stretch well beyond Australia: they are relevant wherever the Australian ’Twin Peaks’ model has been adopted or is under consideration. This article argues that the Twin Peaks model must be analysed from the perspective of regulatory design, as well as implementation. The design - the architecture of Twin Peaks - remains optimal. However the implementation - the plumbing - requires urgent reforms. Drawing on the work of notable international scholars, this article proposes a new accountability framework for the two, peak regulators, in order to enhance their efficacy. In the process of rescuing Twin Peaks from its current inadequate plumbing, consumers may expect to enjoy levels of protection commensurate with those of a developed economy possessed of rule of law.

Abstract:
In an incomplete regulation framework, the regulator cannot replicate all the possible outcomes by himself since he has no influence over some firms in the market. Due to asymmetric information, it may be better for the regulator to allow the unregulated firms to extract a truthful report from the regulated firm through side-payments under collusion, and therefore the “collusion-proofness principle” may not hold. In fact, by introducing an exogenous number of unregulated firms, social welfare differences seem to favour a collusion-allowing equilibrium. However, such result will depend on the relative importance given by the regulator to the consumer surplus in the social welfare function.

This article examines the implementation of the Twin Peaks model of financial system regulation in South Africa, the purpose of which is to create a financial system stability regulator, and a financial system consumer protection and market conduct regulator. It examines the historical development of Twin Peaks and its regulatory enforcement principles. It then analyses the similarities and differences between Twin Peaks in Australia (upon which the South African reforms are based) and South Africa. Finally the article provides concluding observations.

Abstract:
The overall goal was to evaluate fertilizer options for greenhouse producers, with or without a plant growth regulator (PGR) application, to improve subsequent performance of container-grown annuals. Petunia (Petunia × hybrida) was the model container-grown crop in simulated production and consumer environments. The first experiment at two locations (New Hampshire and Florida) compared strategies using water-soluble fertilizer [WSF (17N–1.8P–14.1K)], controlled-release fertilizers (CRF), and slow-release fertilizers (SRF) that were either applied throughout or at the end of the 8-week production phase [point of shipping (POS)] for petunia rooted cuttings grown in 8-inch azalea containers. In the subsequent simulated “consumer” phase, container plants were irrigated with clear water (no fertilizer) for 6 weeks. Plant performance [number of flowers, SPAD chlorophyll index, dry weight, and tissue nitrogen (N)] at the end of the consumer phase was improved by top-dressing at POS with either CRF or granular organic fertilizer (both at 2.74 g/container N), or preplant incorporation of either a typical CRF at 4.12 g/container N or a CRF with an additional prill coating to delay initial release (DCT) at 2.74 g/container. There was no carry-over benefit from applying a liquid urea-chain product (1.37 or 2.74 g/container N) or top dressing with granular methylene di-urea (2.74 g/container N), or 400 mg·L–1 N (0.2 g/container N) from a liquid organic fertilizer at POS. The consumer benefit of applying 400 mg·L–1 N (0.2 g/container N) from a WSF at POS was increased by supplementing with 235 mg·L–1 magnesium (Mg) and 10 mg·L–1 iron (Fe). A second experiment in 10-inch-diameter pots evaluated the effect on consumer performance from providing 200 or 400 mg·L–1 N of WSF with the PGR paclobutrazol, at the final 1 L/pot irrigation at POS. Application of 3 mg·L–1 paclobutrazol delayed leaf yellowing and reduced plant height, width, and shoot dry weight during the consumer phase, resulting in a more compact growth habit and higher plant quality compared with plants that received no PGR, regardless of WSF treatment. Addition of supplemental 235 mg·L–1 Mg and 10 mg·L–1 Fe to the high rate of WSF and PGR did not improve consumer performance compared with other treatments that included a PGR. Overall, the first experiment demonstrated that the most effective fertilizer strategies require a CRF or SRF that will release nutrients throughout the consumer phase, and that impact of liquid fertilizer options is limited because of lower N supply per container. A single application at POS of a high rate of WSF with supplemental Mg and Fe may have short-term benefits, for example while plants are in a retail environment. Growers should consider combining a residual fertilizer with a PGR application for premium, value-added container annuals.

We consider price regulation in oligopolistic markets when firms are quantity setters. We consider a market for a homogeneous good with a demand function of special form (-linearity), constant returns to scale, and identical firms. Marginal costs can take two values only: low or high. Values of all parameters except the marginal costs are known to the regulator. Assuming that the regulator is risk-neutral and maximizes expected social welfare (defined as the sum of consumer surplus and profits), we characterize the optimal policy and show how this policy depends on the basic parameters of demand and costs.

Abstract:
Trust is a crucial factor in the financial industry. Some financial scandals that had impacted Indonesia include the economic crisis in 1998 and have encouraged the regulator to apply adequate consumer protection for the people of Indonesia. In addition, the existence of adequate consumer protection will have a direct impact on the Indonesian financial industry, especially the life insurance sector where the penetration rate is still low in the last 10 years. In the Indonesian context, the implementation of consumer protection is immature and inconsistent. Based on empirical research, this paper explored the existing conditions of consumer protection implementation across life insurance industry in Indonesia. Moreover, this paper also analyzed the perception of the benefits and the challenges in implementing such requirements. The study found that consumer protection is still at the work in progress stage, inconsistent and not optimally implemented although there are number of benefits and risks if it were implemented as required. This condition has arisen due to the lack of regulator’s commitment in the consistent implementation, lack of assurance on the quality, improper selling process, as well as limitations in capability and competence in the appointed dispute resolution body. This study suggests a number of actions: [1] Periodic regulator quality assurance for the quality of implementation in the form of assurance review and sanctions impose; [2] strengthening the need based selling for life insurance companies; [3] developing an effective and measurable financial literacy and financial inclusion programs for consumers; [4] building a life insurance product and process related competency and capability of the arbitrator and mediator from the appointed dispute resolution; and [5] establishing awareness and the existence of the dispute resolution body across cities in Indonesia.

In this theoretical article the concept of feedback with a system perspective and the system dynamics of cause-effect feedback circuits are used to explore the dynamic relationships among consumer behavior, corporate strategy, and public policy with regard to 2 aspects of corporate social responsibility; making a profit and providing social services. A good harmony with consumer behavior is based on emotion, with consumers playing the roles of demander and care receiver. In addition, effective corporate strategy and policy is based on reason, with the corporation playing the roles of supplier and philanthropist. Finally, the regulations established by public policy are based on law, and thus public policy plays the roles of guider and regulator.

Regulatory agencies were created as an innovation in the brazilian judicial system, particularly in 90´s on the 20th century. Their function was to uphold contracts codifying and enforcing rules and regulations and imposing supervision or oversight for the benefit of the public at large, the main target was the concession, permission or authorization contracts of public services and property. The creation of these regulatory agencies happened concomitantly to the reform of the State of Brazil initiated, specially, in 1994, this reform was an attempt to implement administrative management that would surpass limited expertise and bureaucratic procedures of the organs responsible for this area. They represent innovation in the way the brazilian institution is set up, as well as in the traditional configuration of the State since this institutions exercise autonomous authority even though this ones are placed inside of the conventional bureaucratic structure. In other words the regulator have complete autonomy and cannot be exonerated or fired by the chief of the executive nor is obliged follow orders or opinions from the executive branch. Beyond that, its regulating power, that works as a guideline to be followed by the economic agencies, constitutes normative force of intriguing consequences for the national juridical system. The National Telecommunications Agency (Anatel) is studied in profound detail so that from its true form we can understand how the other regulatory agencies work. Also we study the historical evolution of the consumer including its American counterpart, that is the cradle of the Consumer Law. The connection between consumers and regulatory bodies is done through the studying of the mechanisms of protection that are given and through the interaction of the other organs that act in its defence. From this point emerge the analysis of its effectiveness.
As agências reguladoras surgiram como inovação no sistema jurídico brasileiro, particularmente a partir dos anos 90 do século XX. Assumiram a função de garantir o cumprimento dos contratos de concessão, permissão ou autorização de serviços e bens públicos, nortear os marcos legais aplicáveis às atividades exploradas e assegurar o respeito aos direitos do consumidor. O surgimento desses entes reguladores é concomitante à reforma do Estado brasileiro, iniciada, em especial, a partir de 1994, que buscava implementar uma administração gerencial que superasse seus entraves burocráticos. Representam inovação no arranjo institucional brasileiro e na configuração tradicional do Estado porque são entes dotados de autonomia política, apesar de alocados no interior da estrutura burocrática convencional. Em outras palavras, seus dirigentes possuem mandato fixo e não podem ser exonerados ou demitidos pelo chefe do executivo, bem como não se submetem às ordens ou opções gerenciais deste. Além disso, seu poder regulamentar, que funciona como estruturante dos marcos a serem seguidos pelos agentes econômicos, constitui força normativa de consequências intrigantes para o mundo jurídico nacional. A Agência Nacional de Telecomunicações ANATEL é estudada de forma mais detalhada para, a partir de sua realidade, compreender a atuação das demais agências reguladoras. Também é estudada a evolução histórica do consumidor, inclusive nos Estados Unidos da América, berço do direito consumerista. A conexão entre consumidores e agências reguladoras é feita através da análise dos mecanismos de proteção que lhe são dispensados e da interação com os demais órgãos que agem em sua defesa. Daí emerge a análise de sua efetividade.

Заохочення побутових споживачів до надання "послуг з регулювання" здійснюється за рахунок методики визначення плати побутовим СР за послуги регулювання. The dissertation is devoted to theoretical substantiation and scientific problem solution concerning designing techniques of residential consumers’ electric load management. The techniques are brought to the stage of practical application to result in electric load leveling and power supply mode balancing in the residential sector. To solve this problem, a new residential power supply scheme is worked out with the ability to control the load assigned. The type and the main characteristics of household consumers-regulators are specified to allow controlling them through the day. Household consumers’ motivation for rendering of the "regulation services" is based on a proposed payment methodology taking into account participation in the load management. The overall effect of the electric load leveling based on the developed load management techniques within the United Power System of Ukraine is assessed and compared with the introduced management system cost to show the economic expediency of its implementation.

Abstract:
The National Credit Act 34 of 2005 and its Regulations came into full effect on 1 June 2007. In order to protect consumers by addressing over-indebtedness, the Act introduces a novel process of debt review in which a new agent, the debt counsellor, plays an important role to help relieve a consumer’s over-indebtedness. However, after the Act commenced, problems soon came to pass with regard to the debt review process. This was mainly due to loopholes and shortcomings in the National Credit Act and its Regulations. The key problems in debt review practice which are identified and analysed in this dissertation, are as follows:
    a) The interpretation of “the steps contemplated in section 129” in section 86(2). b) The application for debt review (Form 16 in the Schedule of the Regulations). c) The procedure to be followed when approaching the court. d) The format and contents of the “proposal” mentioned in sections 86 and 87. e) The omission of section 86(7)(c) in section 87. f) The non-provision for consent orders in terms of sections 86(7)(a) and 86(7)(c). e) The non-regulation of payment distribution agencies. f) The termination of debt review by the debt counsellor or a consumer. g) The qualifications, training and expertise of debt counsellors.
Consequently measures taken by the industry or suggested by scholars to solve these problems are evaluated, for example the work stream agreement, the publication of two sets of new draft regulations, the request for a declaratory order in the High Court, a research commission to the UP Law Clinic and numerous conferences. Somewhat oversimplified, it can be said that most of the measures taken to solve the problems moved in the wrong direction, that is away from a simple, easy, quick, cheap and consumer-friendly process. At the moment the debt review procedures are very complex, extended, expensive and even consumer-hostile. In conclusion additional measures are proposed to those that other sources already recommended. Effective implementation of these measures would hopefully improve the practice of debt review in the Republic of South Africa, although it can realistically be assumed that there will always remain challenges in this regard.

Rwandan local government system is currently making an important turning point with the introduction of democratic decentralisation. This study was carried out in order to find out the prospects and challenges of democratic decentralisation in Rwandan context. From Rwanda's independence in 1962 up to the 1999 administrative reforms, local governments, namely communes, have largely failed in their mission of being basic development units. Democratic decentralisation was then introduced to bridge gaps and correct weaknesses that undemined local governance in the past. There are some challenges like generalised poverty in the country, the nonparticipation, and dependence syndrome among citizens that need to be overcome. However, there are also opportunities that ought to be taken advantage if democratic decentralisation is to really take root in Rwanda. The main opportunity is commitment to to democracy and decentralisation by all stakeholders, the national leadership, local authorities and citizens in general. However, democratic decentralisation cannot be attained quickly. It is achieved gradually depending on citizens' understanding and to the availability of the resources. authorities and citizens in general

Диссертация на соискание ученой степени кандидата технических наук по специальности 05.14.02 – электрические станции, сети и системы – Национальный технический университет "Харьковский политехнический институт", Министерства образования и науки Украины, Харьков 2016 г. Диссертация посвящена научному обоснованию и решению научной задачи по созданию и разработке методов управления электрической нагрузкой в системах электроотопления для выравнивания ГЭН, а также синтезу энергосберегающей автоматизированной системы управления энергопотреблением потребителя-регулятора с предсказанием. В диссертационнойой работе исследованы методы синтеза автоматизированной системы управления электропотреблением в административных зданиях с электрообогревом с целью повышения энергоэффективности процессов генерации и потребления электрической энергии за счет уменьшения общих затрат. В основу метода управления электрической нагрузки положенимпульсный режим включения, который смещает спектр графика электропотребления в область сверхнизких частот, покрываемых за счет АЭС, а также на прогнозировании поступления энергии и теплопотерь. Разработаны методы и алгоритмы управления электрической нагрузкой для потребителей-регуляторов, позволяющих компенсировать их большую инерционность за счет предсказания состояния объекта управления и выработки компенсирующего воздействия. Предложен метод управления потребителями-регуляторами с использованием управляющего воздействия вида ступенчатой функции как без учета тепловых потерь, так и с их учетом, а также обоснован метод управления потребителями-регуляторами с распределенными параметрами с использованием широтно-импульсного регулирования. Исследован и показан метод определения длительности переходных процессов систем управления и устойчивости распределенных систем. В работе проведена оценка потенциального экономического эффекта от выравнивания графика электрической нагрузки за счет внедрения системы регулирования нагрузки потребителя-регулятора в виде теплоснабжения в административных зданиях.

The thesis is devoted to scientific substantiation and scientific problem solving for the creation and development of electric load management in electric heating systems for alignment of the LEG, as well as the synthesis of energy-saving automatic power management system of the consumer-regulator with the prediction. The thesis discussed the methods of synthesis of the automated energy management systems in administrative buildings with electrical heating to improve the energy efficiency of generation and consumption of electric energy processes by reducing the overall costs. The basis of the electrical load control method is based on the pulse input mode which shifts the spectrum of power consumption schedule at ultralow frequencies covered by nuclear power plants, as well as predicting the energy input and heat loss. The methods and algorithms for electrical load management controllers for consumers to compensate for their greater inertia by predicting the state of the control object and generate the compensating effects. A consumer-regulator control method using the control action of the form as a step function without taking into account the heat losses and taking into account the heat loss, as well as substantiated by consumers control method controls with distributed parameters with the use of pulse-width control. Дисертація присвячена науковому обґрунтуванню та вирішенню завдання щодо створення і розробці методів управління електричним навантаженням в системах електроопалення для вирівнювання ГЕН, а також синтезу енергозберігаючої автоматизованої системи управління енергоспоживанням споживача-регулятора з упередженням. У дисертаційній роботі досліджені методи синтезу автоматизованої системи управління електроспоживанням в адміністративних будівлях з електрообігрівом з метою підвищення енергоефективності процесів генерації і споживання електричної енергії за рахунок зменшення загальних витрат. В основу методу управління електричного навантаження покладено імпульсний режим включення, який зміщує спектр графіка електроспоживання в область наднизьких частот, що покриваються за рахунок АЕС, а також на прогнозуванні надходження енергії і тепловтрат. Розроблено методи та алгоритми управління електричним навантаженням для споживачів регуляторів, що дозволяють компенсувати їх велику інерційність за рахунок передбачення стану об'єкта управління і вироблення компенсуючого впливу. Запропоновано метод управління споживачами-регуляторами з використанням керуючого впливу виду ступінчастої функції як без урахування теплових втрат, так і з їх урахуванням, а також обґрунтований метод управління споживачами регуляторами з розподіленими параметрами з використанням широтно-імпульсного регулювання. Досліджений і показаний метод визначення тривалості перехідних процесів систем управління і стійкості розподілених систем. У роботі проведена оцінка потенційного економічного ефекту від вирівнювання графіка електричного навантаження за рахунок впровадження системи регулювання навантаження споживача-регулятора у вигляді теплопостачання в адміністративних будівлях.

The thesis is devoted to scientific substantiation and scientific problem solving for the creation and development of electric load management in electric heating systems for alignment of the LEG, as well as the synthesis of energy-saving automatic power management system of the consumer-regulator with the prediction. The thesis discussed the methods of synthesis of the automated energy management systems in administrative buildings with electrical heating to improve the energy efficiency of generation and consumption of electric energy processes by reducing the overall costs. The basis of the electrical load control method is based on the pulse input mode which shifts the spectrum of power consumption schedule at ultralow frequencies covered by nuclear power plants, as well as predicting the energy input and heat loss. The methods and algorithms for electrical load management controllers for consumers to compensate for their greater inertia by predicting the state of the control object and generate the compensating effects. A consumer-regulator control method using the control action of the form as a step function without taking into account the heat losses and taking into account the heat loss, as well as substantiated by consumers control method controls with distributed parameters with the use of pulse-width control. Studied and shown the method of determining the duration of the transient stability control systems and distributed systems. The paper has been sown the potential economic effect of leveling the schedule of electric load due to the introduction of load control system of the consumer-regulator in the form of heat in the administrative building.

In the dissertation the methods of regulation of electronic loading schedules are investigated and the feasibility of using administrative buildings with storage devices connected to the power supply system, as consumers of regulators, is substantiated. The application of different types of accumulating devices in power supply systems has been investigated, and the use of a kinetic energy carrier for regulating load schedules of the consumer-regulator has been proposed. The analysis of risk assessment methods in energy with the purpose of their reduction, which will increase the reliability of the power supply system of the consumer-regulator, and the method of the hierarchy of T.Saati is used directly for the analysis of risks and their compensation when connected to the system of power supply of the kinetic energy accumulator. The design of the flywheel with a variable torque of inertia and imbalance loads, which differs from the existing presence of alternating moment of inertia and imbalance loads, which will reduce the energy consumption in the initial period of rotation of the flywheel and improve the smoothness of rotation in the working mode is developed, therefore, it has the best technical characteristics compared with analogues and can be used as a kinetic energy storage device. The method of balancing the load in the power supply system of an administrative building, based on the use of kinetic energy storage, has allowed to improve the quality of electricity due to the lack of switching in the power supply system. A model for energy exchange between the power supply system of the building and the kinetic energy storage device is developed, which differs from the current taking into account the design of the flywheel KES, which makes it possible to improve the accuracy of energy calculations. The possibility of regulating the electric load graphs of the consumer-regulator is shown when adjusting the parameters and characteristics of the kinetic energy storage, which will effectively regulate the load schedule of the electrical network as a whole. The influence of the design of the electric motor and the flywheel structure in the KEN on the accumulation of electric energy on the acceleration and loading characteristics of the drive for controlling the electric load schedule of the electric networks has been experimentally confirmed.

Gauteng, one of the nine provinces of South Africa, has a high number of households as compared to the other provinces. Geographically the province has the smallest land size, however it forms the central part of the South African economy. From the total value of credit granted in all provinces, Gauteng has the highest. The province has a high number of registered debt counsellors and an increasing number of consumers who apply for debt counselling because of over-indebtedness. The high number of the registered debt counsellors and consumers seeking debt counselling service gave rise to the purpose of the study. The purpose of the study was to assess the role of debt counselling services provided by debt counsellors to consumers on the one hand, and to also assess whether debt counselling has had a positive effect on the personal financial well-being of consumers who participated in the debt counselling process on the other hand. Furthermore, the study aimed at developing a framework that will empower consumers to be self-sufficient with their finances. From the purpose of the study, two research questions were proposed: (1) How does the debt counselling service provided by debt counsellors assist consumers to manage their finances effectively? (2) Which role does the debt counselling service provided by debt counsellors play in terms of the personal financial well-being of consumers? In an attempt to answer research questions, the theoretical framework of both personal finance and debt counselling were studied. The importance of personal finance, personal financial planning, the evolution of debt counselling, the effectiveness and the ineffectiveness of debt counselling services were identified. A two-phased sequential design (qualitative and quantitative) was used. Fifteen debt counsellors were selected (for the first phase of the study) by making use of a purposeful sampling. These debt counsellors were interviewed and further requested to identify and send questionnaires to consumers whom they have rendered debt counselling service between the years 2007 and 2013. In the second phase of the study, 300 over-indebted consumers were surveyed through a snowball non-probability sampling technique and a response rate of 61% was realised. Data was analysed using ATLAS.ti and the Statistical Package for Social Science (SPSS) for the first and the second data collected respectively. Furthermore, the exploratory factor analysis was used to analyse the data, and the factorability of the data was assessed by means of two statistical measures, namely Bartlett’s test of sphericity and Kaizer Meyer-Olkin. It was observed that most debt counsellors lack financial management knowledge and do not have mechanisms to verify their clients’ financial well-being after debt counselling service had been completed. In addition, there was no evidence that consumers who received debt counselling improved in their financial well-being and that consumers also lacked personal financial management skills. The study concluded that, although debt counselling is essential, it does not necessarily assist consumers to effectively manage their finances. The study purports to suggest the following: Debt counsellors should be subjected to formal financial management training prior to their registration, debt counsellors should provide personal financial management education to their clients, and assess the financial management conduct of their clients once debt counselling process is complete, and debt counsellors should establish debt counsellors’ forums. The South African government (in conjunction with the Department of Education and Training) should introduce and implement personal financial management education in both primary and high schools’ curricula. Personal financial management should continue to be offered at adult learning centres as well as other institutions of higher learning. Employers should appoint employee wellness officers who will provide personal finance training to employees. Credit providers should take the responsibility of educating their clients on how to manage their accounts and the importance of paying debts on time. The South African media should also be used by the government and the NCR to educate and inform consumers about finance-related matters. Finally consumers should seek guidance and advice before making financial commitments. The study concluded by suggesting a framework that should help consumers to manage and sustain their financial well-being.

Delhi’s electricity sector represents a case of privatization in the face of electoral populism. Publicly-supported privatization-based reform, introduced by the Congress government, yielded some service quality gains to customers and political advantage to the government. However, these reforms also sowed the seeds of future discontent by introducing tension between the credibility of reforms and that of the regulator. Reforms became politically unpopular, as the public was mobilized to protest tariff hikes and question the gains from reform. Moreover, financial pressures rose as a result of two forces: growing regulatory assets allowed by the regulator as a way of staving off tariff increases and increases in power purchase costs due to imprudent contract lock-in. A new AAP in government sought consumer gains through transparency-focused reform along with targeted subsidies, but this fell afoul of Delhi’s federal politics. Reform allowed Delhi to change the equation between politics and electricity, but not in a manner that was sustainable.

This paper investigates the collective use of a simple modeling technology by highly complex, heterogeneous and numerous groups of stakeholders who heavily depend upon it to mediate their interactions. We use economic theory, design theory, complex systems theory and business process modeling concepts to analyze deregulation and business to business interaction in the UK electricity industry, and the strategic business and IT response of Electric Co, a large electricity supply company. The relevance of this study comes from its investigation of a novel example of the shaping of a whole sector’s ebusiness through regulatory law and thus we are concerned with enterprise and inter-enterprise systems not purely with ERP systems. We focus on model-based business interaction and its effect upon the business and consumer behaviors of a whole country’s electricity sector. This sector is a socio-technical system; so business processes and consumer behaviors are not only shaped by the regulator’s legally enforced business to business process interaction model, but the opinions of businesses and the public also influence how the regulator updates its model. Thus business behaviors, consumer behaviors and the model interact to shape each other. By moving from intra to inter-organizational business processes we seek to demonstrate and explain the value of models in e-business where the complexity of interacting business systems involves many thousands of parameters. We show how developments in technical standards and business process management are related to inter-organizational interaction and coordination.

"This study presents the modelling and dynamic simulation of an Isolated Wind Power System (IWPS) consisting of a Wind Turbine Generator (WTG), a synchronous machine (SM), consumer load, dump load (DL) and a Battery Energy Storage System (BESS). First the IWPS architecture and the dynamic models of the IWPS components are described. Second, the control requirements for frequency regulation of the IWPS are studied and a PID regulator to govern the active power stored+dumped by the BESS+DL combination or supplied by the BESS along with a power sharing algorithm between the BESS and DL is presented. Finally the IWPS is simulated facing to variations to load and WTG power. The simulation results are given showing graphs of the main electrical variables in the IWPS: system frequency and voltage and active power in each component. The results show how the BESS or BESS+DL combination regulates correctly the isolated system frequency. The results also show that the BESS improves the IWPS reliability when compared with the frequency control obtained using only the DL."
