AbstractConsumers the world over are becoming more homogeneous thanks to the unifying forces of travel, media, technology, information transfer and the like. Furthermore, today customers have higher expectations than ever before regarding the quality of service they should receive from a wide range of service organisations (professional as well as non-professional). As customers are increasingly exposed to world best practice in a wide range of service industries, expectations spiral upwards. Slow, discourteous, unresponsive and unprofessional service will no longer be tolerated - but especially when the service is highly customised, complex, costly and high involvement, professional service.Few, if any, studies have examined service quality issues for professional services in an international context. Hence, this case study documents the problems experienced by the Australian Trade Commission's (Austrade) Bangkok, Thailand Post in providing a level of service consistent with clients' (and senior managements') expectations, the steps taken to overcome these long standing service quality shortcomings, as well as the key lessons to be learnt from the process. Today Austrade provides a professional consulting service and thus possesses similar characteristics to many professional service firms (project management, engineering consulting, general management consulting, etc.) and thus the lessons from this successful change management program may be generalisable to other professional services. Furthermore, the lessons should prove invaluable for Australian firms operating in South-East Asia staffed by expatriates and local nationals.

Purpose: The aim of this study is to analyse the prevalence of the staffing policies associated with the characteristics of the two basic types of organisational configurations identified by Institutional theory (Professional Partnership and Managed Professional Business), or conversely, if they have been evolving as a consequence of contextual factors and trends.Design/methodology/approach: Exploratory research was performed through the case study method. Six case studies were conducted in Spanish affiliates of leading multinational management consulting firms.Findings: Our analysis revealed that the staffing policies and practices of the companies differ significantly. It was further deduced that the origin of companies and the practice of activities other than business consulting could influence their staffing policies. It is concluded that mixed models do exist nowadays and that the origin of companies largely determines their policies.Research limitations/implications: Cultural factors among countries could influence HRM policies and practices. Furthermore, the size of companies could determine (or limit) the implementation of certain staffing policies. The study could be extended to a sample of consulting companies of various sizes and countries to enrich the resultsPractical implications: For HR managers, knowing the staffing policies at these major companies is a benchmark of HRM effectiveness to be applied to their own companies. In particular, these cases are relevant for other knowledge intensive organizations.Originality/value: The paper provides current empirical evidence on the HRM staffing policies of leading consulting firms and their evolution

Abstract:
Knowledge Management Systems (KMS) is a fundamental tool in the implementation process of Knowledge Management (KM), which is used to manage knowledge of information technology systems in an organization. However, a well-developed KMS should not only take advantage of information technology function, but also require the development of a complete measurement system for KMS. The purpose of this research is to develop an employee participation framework to describe the cause-effect relationship of KMS. Three case studies were interviewed for building measurement factors of KMS used by engineering consulting firms. Two questionnaires were sent to managers of engineering consulting firms for establishing main factors and sub factors in the measurement system in which four primary objectives were identified as “Activity in forum”, “Statistic of knowledge system”, “Participation of KM activity”, and “Number of documents”. The cause-effect relationship among four objectives was shown by path analysis.

Abstract:
Purpose Universities are expected to accelerate and optimize their role as economic growth engines. Technology transfer is a traditional way of expanding knowledge exchange, and it is typically used in hard sciences. This paper aims to discuss academic consultancy as a novel way to bring especially social sciences, humanities and arts (SSHA sciences) knowledge into the society. In addition, it seeks practical ways to combine both university’s and individual researcher’s needs in consultancy. Design/methodology/approach A case study comprising interviews at two Finnish universities was conducted. Literature on academic consulting was used as background knowledge. International benchmarking was done through interviews and desk top studies. Some background statistics was extracted from the financial database for received research funding from businesses and ministries. Findings Corporate funding is most prominent in hard sciences, and SSHA sciences seem to get their funding mainly from public sources. SSHA researchers provide services for firms, but these relationships are generally private. According to interviews, there is will to consult firms through university, but researcher’s time limitations, remuneration and academic merit related to consultancy are important factors when consultancy guidelines are drawn. The administration view is expanded from only research staff to include the entire university knowledge production ecosystem and its members. Originality/value Acknowledging the value of SSHA sciences is topical because the respect towards humanities and social studies seems to be in decline in some developed countries. However, according to this study, academic consulting could have great potential in bringing the human perspective into the digitalized society. The quantification of knowledge exchange would benefit from formal, institutionalized consultancy sales. More studies are needed to assess the impact of academic consultancy on society.

PurposePublic private partnerships (PPPs) centralize decision making into a hybrid type of firm, consisting of a government entity with a private firm, that is either a profit‐seeking or non‐profit entity, that initiates, constructs, maintains, or provides a service. The PPP model recognizes that both the public and the private sectors have certain comparative advantages in the performance of specific tasks. PPPs, grounded in cost/benefit analysis, have been used in Australia for decades and are presently being introduced in the USA as a form of innovate contracting. This paper aims to evaluate PPPs as a potentially transferable model for the delivery of public services. PPP firms are evaluated in terms of capital asset management, productive and allocative efficiency, transfer of risk between the public and private sectors, rights to the residual, and the public interest. A case study comparison of Fremantle Ports (Australia) and the Indiana Toll Road (USA) is employed to demonstrate PPP design and function.Design/methodology/approachA description and evaluation of public private partnerships (PPP) is presented and two original and primary case studies are reviewed.FindingsA PPP functioning as a monopoly provider of a common pool public asset approximates economic efficiency when user fees cover virtually full cost. Identifying optimal output and quality assessment is more challenging in the case of social goods in which the public goal is subsidy minimization and clients cannot assess quality. Best practices are helpful; they guarantee the PPP process, but not the outcome. All PPPs, in whatever country or industry, are vulnerable to bureaucratic expansion whenever they are given access to subsidized loans underwritten by taxpayers.Originality/valueThe two case studies in this paper are 100 percent original; they were examined in person by the authors, and the managers of the two entities were interviewed in Indiana (USA) and Fremantle, Western Australia.

Although a large body of research exists on risk assessment in civil engineering projects and of owners, contractors, concessionaires and financiers of such projects, there is a lacuna in such research on engineering consultants, particularly those associated with non-standard forms of consulting services. This paper seeks to explore the genesis of the underlying risks in non-standard forms of engineering consulting services, systematically classify the risks, and develop a Risk Breakdown Structure and a generic Framework for efficient assessment of these risks, which is a prerequisite for sound risk management in the engineering consulting industry. The research adopts a mixed method approach, synthesising exploratory type multiple-case studies and questionnaire surveys, carried out in 14 engineering consulting firms having extensive experience in the delivery of non-standard consulting services. This paper provides empirical insights of the genetic makeup of risks associated with non-standard forms of consulting services. Such risks are found to be predominantly linked to design office based activities that underline the importance of design function in engineering consulting practice. Loss of reputation and/or goodwill is rated as the most severe potential impact on consultants. Proposed Risk Assessment Framework provides the engineering consulting industry with a functional tool for efficient risk management.

This paper examines the empirical relationship between working capital management (WCM) and firm performance (FP) for Australasian publicly listed firms. Australia and New Zealand are attractive investment destinations due to their business friendly environments. The past two decades have seen increased academic attention in studies linking WCM and FP across various parts of globe. The empirical relationship between WCM-FP has not been sufficiently examined in regards to Australian and New Zealand firms. This study measures the role of WCM during the 2008 global financial crisis in both Australia and New Zealand firms. This study uses System General Method of Moments to address the endogeneity problem in order to reduce the possibility of biased results. The results show that WCM has a significant relationship with FP. More specifically, the Cash Conversion Cycle (CCC) and the Inventory Conversion Period (ICP) exhibit negative relationships with FP indicating that a reduction in the CCC and the ICP help to improve FP in Australasian firms. However, in the case of the Average Collection Period (ACP) and the Average Payment Period (APP), the results vary between both countries. In Australia, the ACP has no significant relationship, whereas APP has a positive relationship. This is contrary in the case of New Zealand firms. Another important finding is that firms in both markets were relatively efficient collecting their receivables during the 2008 global financial crisis period. These findings provide new empirical evidence that WCM matters for improving FP in Australasian firms.

The purpose of this paper is to define crowd logistics, a relatively recent phenomenon in the sharing economy. Despite their increasing popularity, such projects have not been the topic of much research, with only a few pieces addressing the problems. The mission of crowd logistics is to connect market participants who have unique logistical capabilities with those who report logistical needs. This is done to prevent unproductive resource usage and to activate underutilized capabilities. An experimental strategy was used to study solutions used in practice, which was based on a survey of 77 active crowd logistics efforts. These projects are categorized into groups in this article, and the key differences between crowd logistics and regular business logistics are highlighted. Furthermore, efforts are made to ascertain future development directions, as well as the potential influence of crowd logistics on traditional firms. This research is based on an examination of secondary sources, including articles, consulting firm reports, and case studies published in branch publications, company websites, and provided by the firms themselves as part of webinars.

While the sustainable supply chain is an emergent area of interest, the literature provides little guidance on how best to carry out sustainable supply chain management. The purpose of this paper is to provide hints to businesses on how best to approach the challenge of developing a sustainable supply chain. Hence, the case studies method is undertaken to explore how Australia’s companies that are prominent worldwide for their sustainability performance have approached the challenge of managing sustainability in their supply chain. This study finds that sustainability action plans and governance tools that rightly reflect requisites for suppliers, diverse evaluation means to measure the suppliers’ performance, and regular reviews of sustainable supply chain management practices and policies enable businesses to manage sustainability in their supply chain. The study contributes to the literature by providing a best practice model from the findings to provide practical guidance to businesses.

This paper develops conceptual and empirical evidence for the importance of social practice institutions in the internationalisation process of management-consulting firms. Personal trust and reputation rather than price are examined as key mechanisms of foreign market entry and penetration. Empirical case studies in London, Frankfurt, and Madrid produce three findings. First, enduring client relations and client referrals facilitated most foreign firm entries and the majority of local client acquisition. Second, interview findings imply a critical assessment and reconceptualisation of trust and reputation. Empirically, goodwill trust and networked reputation are substantiated as particularly important transaction mechanisms. Third, a triangulation of interview and survey data reveals a causal relation between trust and reputation that enhanced a cumulative growth of social networks within the new host markets. This research points to the importance of social practice institutions for economic organisation and exchange across geographic distance.

One of the features that Australia has in common with other countries has been the encouragement of clusters of high-technology firms or technology-oriented complexes (TOCs). In Australia, the primary mechanism for promoting TOCs has been technology parks. In this paper the purpose is to review technology park developments in Australia from a perspective which emphasises some key conceptual features of the literature in this area: Agglomeration economies of high-technology firms and firm–university interaction; the creation of new high-technology complexes; and locational factors which make technology parks attractive to high-technology companies. Three Australian case studies, based on interviews with high-technology firms, are reported. One of the key findings from the research is that if Australian technology parks are aiming to establish TOCs that exhibit a high level of interaction between the park and a host university, then the present situation in Australia is far removed from this goal.

Despite the increasing interest in supply chain management (SCM) by researchers and practitioners, there is still a lack of academic literature concerning topics such as methodologies to guide and support SCM evaluation. Most developed methodologies have been provided by consulting companies and are restricted in their publication and use. This article presents a methodology for evaluating companies’ degree of adherence to a SCM conceptual model. The methodology is based on Cooper, Lambert and Pagh’s original contribution and involves analysis of eleven referential axes established from key business processes, horizontal structures, and initiatives & practices. We analyze the applicability of the proposed model based on findings from interviews with experts - academics and practitioners - as well as from case studies of three focal firms and their supply chains. In general terms, the methodology can be considered a diagnostic instrument that allows companies to evaluate their maturity regarding SCM practices. From this diagnosis, firms can identify and implement activities to improve degree of adherence to the reference model and achieve SCM benefits. The methodology aims to contribute to SCM theory development. It is an initial, but structured, reference for translating a theoretical approach into practical aspects.

This paper presents a guide for identifying the environmental impacts of hydroelectric enterprises. The qualitative research used the following methods: case studies, systematic literature review (SLR), content analysis, and consultation with expe ts. Four sources of information were used, including Environmental Impact Statements (EISs), scientific articles, best practice guides, and expert consultation. All EISs of hydroelectric plants submitted to the Brazilian federal Environmental Licensing between 2010 and 2020 (8 EISs) were analysed. RSL identified 68 scientific papers eligible for analysis and collection of impacts. The results were compared with Canadian practice and discussed in a virtual workshop of 15 expe ts. The guide has 90 impacts and can be used by environmental consulting firms and environmental agencies in the preliminary identification of environmental impacts of hydroelectric dams, contributing to the improvement of planning carried out in the EIA scoping stage of future environmental studies of this type.

Purpose The purpose of this paper is to analyze differences between multichannel and omnichannel marketing, describe the advantages of omnichannel marketing and explain how retailers can best transition from multichannel marketing to omnichannel marketing. Design/methodology/approach The paper’s findings are based on a systemic review of the literature of academic studies, research-based studies by major consulting firms and case study reports of effective omnichannel retailers. The approach used is managerial and strategic. Findings Four stages are identified between a pure multichannel and a pure omnichannel marketing strategy. This multistage approach enables a firm to determine its current position, to view the gaps in its strategy in moving to the next level and to develop appropriate actions to move to the next higher level. This paper also identifies barriers to a firm implementing an omnichannel marketing strategy and describes how these barriers can be overcome. Practical implications This paper describes the advantages associated with omnichannel marketing and discusses a strategy to transition to omnichannel marketing. Barriers to adopting omnichannel marketing and how they can be overcome are analyzed. Originality/value This study makes a number of contributions to the literature on omnichannel marketing. It sets forth specific criteria for firms to determine their present stage on the multichannel marketing to omnichannel marketing hierarchy. This strategic approach provides firms with a roadmap to planning and implementing an omnichannel marketing orientation. The paper concludes with directions for future research and managerial implications and conclusions.

Purpose – This paper seeks to focus on industry clusters and a rationale for why they may be considered an antidote for stimulating knowledge sharing and collaborative innovation. Design/methodology/approach – Community based participatory research was undertaken using case studies and interviews within four industry clusters based in two countries – Australia and Dubai. Findings were ranked according to a knowledge sharing relational framework. Findings – Industry clusters can play a key role in growing both established and new areas of economic development. Member firm collaboration, knowledge sharing and innovation can result in positive outcomes if the cluster is managed and facilitated appropriately and knowledge sharing is nurtured. Research limitations/implications – The paper examines top-down, hybrid and bottom-up clustering from a variety of sectors as a way of understanding knowledge sharing and innovation exchange. However, given this research comprised case studies, it is recommended that broader, more internationally generalizable research is conducted that includes cluster firms within a range of sectors. Practical implications – The stimulation of opportunities for collaboration and innovation are mandatory for firms and regions to move forward. Irrespective of the uncertainty of the outcome, cluster managers/facilitators need to ensure that they provide regular opportunities for cluster firms facilitators/managers and representatives to network and generate new ideas. Originality/value – The role of cluster managers/facilitators in supporting knowledge sharing processes has been largely overlooked to date. Agglomeration needs both visible and invisible hands to stimulate knowledge sharing and exchange.

Manuscript type: Research paper Research aims: Currently, machinery is replacing most human capital to save cost, but the value of human capital that contributes to the performance of SMEs is invaluable. SMEs were used to explain the connection between human capital and SMEs performance in South Australia. Design/Methodology/Approach: Five case studies on SMEs in South Australia were used in this study. The analysis of qualitative data entailed data coding, within-case analysis, and cross-case analysis. Research findings: The cross-case analysis result is unsurprising considering that all five firms depend on their employees to work and keep the firm in operation. The cross-case analysis results are mixed in respect to the connection between human capital and the several types of performance measurement. The results, therefore, need to be interpreted with caution. SMEs perform solely through the skills, experience, and knowledge of their employees. This distinction occurs when the knowledge and information that employees gain are focused directly on the employee’s initiative, decision-making and critical thinking skills. Investment in human capital should be done carefully based on the limited resources of SMEs. Theoretical contribution/Originality: Most research has shown the link between human capital and firm performance. However, the degree to which investment in human capital contributes to the type of performance is yet to be explored based on qualitative data especially regarding SMEs in South Australia. Practitioner/policy implication: The sustainable development goal (SDG) entails a steady improvement in people’s well-being in a good environment. Thus, decisions about investment in human capital and the use of temporary workers should be taken jointly by personnel managers, in accordance with the size of the firm. If this holistic view is ignored, a full understanding of the impact of human capital on the firm’s performance will be obscured. On the other hand, a common feature that large and small firms share is an incompatibility between human capital and temporary employment. Research limitation/implications: The main limitation of this study was the sample of the study that comprised solely of South Australia SMEs. Thus, this study outcome may not be generalisable to the whole Australia as a country. Further investigation across different states would expand knowledge of the complicated patterns of HC. Purpose – The paper aims to examine the competitive advantage of the environmental behaviour at a firm level and micro-cluster level, building the analysis on Harts model of natural resource-based view of the firm and by using Brown et al.'s framework for analysing contextual resources that would provide locational advantage based on environmental behaviour. The case study examines the drivers and the obstacles to environmental action and demonstrates how clustering has been important in progressing a sustainability agenda. Design/methodology/approach – A case study of a single wine tourism cluster in Australia is undertaken using mixed methods. Findings – The main drivers for environmental action are genuine concerns for the environment by the cluster participants, especially water conservation in the Australian context. Supporting this is the co-ordination of the Lovedale Chamber of Commerce which has promoted its “greening Lovedale” project as a source of regional identity and potential competitive advantage. The obstacles to action are those that are present when small firms dominate, a lack of resources and a lack of know how. Through clustering small businesses can share resources, access specialists and share knowledge. Research limitations/implications – A single cluster case study within the Australian and the wine tourism context confined to one point in time. Practical implications – The clustering of firms in agricultural regions offers the opportunity to achieve individual and collective benefits. Clustering participation can reduce costs, achieve scale economies and share knowledge. These advantages are relevant for environmental actions. In the context of weak or absent government actions and regulations over the environment, regional clusters can utilise the advantages of clustering to meet environmental goals. These in turn can contribute to regional identity and regional comparative advantage. These issues are addressed through the study of the Lovedale wine cluster in Australia. Originality/value – There are few studies of how clustered agricultural industries are addressing environmental challenges independently of central government directives or subsidies. Clustering enables small firms to participate in environmental programs despite being faced by resource and knowledge shortages.

Purpose – The purpose of this paper is to offer instructors a real managerial dilemma faced by a prestigious Brazilian jewelry company as it decides how it should expand into two Asian countries: China and South Korea. Design/methodology/approach – The authors followed guidelines for developing teaching cases as those suggested by Gill's (2011) seminal contribution, Informing with the Case Method. Findings – Since this is a teaching case, there are no “findings” in the usual sense of the word related to traditional empirical studies. Research limitations/implications – Data for the case came mainly from the stated visions and opinions of the firm's spokesperson and may reflect his own particular (though influential) views. The authors also used public secondary data from consulting companies, market research firms and business magazines. Although these accounts may be partial, this is not a severe limitation since a teaching case is expected to provide some information, but not a full set of information, in order to better reflect real managerial situations. Practical implications – This case study may help students understand and “live trough” a real managerial dilemma, related to international expansion to a rather distinct environment from those the firm has been accustomed to. Originality/value – This teaching case brings relevant material for in-class discussion of a successful emerging market firm that has successfully paved its way into developed Western markets and now seeks to expand into Eastern lands. Decisions related to strategic positioning and international marketing make the core of the managerial dilemmas that the firm has to face.

This paper presents findings of a study on the nature of Public Relations (PR) in consultancy practice. The qualitative study specifically focused on case studies of three top PR management consultancies in Ghana. Drawing on the excellence theory as framework, the study involved in-depth interviews with a purposive sample of corporate communication managers from the three consultancies and review of corporate documents. The results suggest that the nature and dynamics of PR services provided in the three consultancies were similar although there were some notable variations in practice relative to patterns of work, account processes and fee structures. There were skilled professionals in the consultancies who offer a vast range of managerial PR services, predominantly on reputation management issues both offline and online, in addition to other technical functions. The study also established that the consultancies build strategic alliances and relationships with global holding companies to improve their competitive positioning and also create a wider network of diverse clientele. There is evidence that the consulting part of PR is currently booming. However, research on PR in consultancy practice has largely been neglected in the mainstream PR scholarship. The findings of the study, therefore, have implications for consulting firms recruiting PR professionals as well as consultants focusing on PR strategies and campaigns for their clients. The study also offers critical reflections on how PR strategies can effectively contribute to consultancy knowledge and practice beyond the Western context. The findings are original since no such research has previously been explored in Ghana.

Within many coordinated market economies, labour unions have demonstrated to be key actors in shaping corporate social responsibility. Researchers have, however, paid surprisingly little attention to the role of unions in shaping corporate social responsibility strategies and responses in liberal market contexts. This article extends the emerging research on unions and corporate social responsibility through a case study which investigates union influences over corporate social responsibility within the liberal market context of Australia. We conceptualise the role of unions in corporate social responsibility in this context through an industrial relations lens with particular reference to collective bargaining. Drawing on qualitative data, the case study examines the Ford Motor Company’s recent closure of its Australian assembly operations which was hailed by a wide range of stakeholders as an exemplar of ‘best practice’ in their assistance of displaced workers. We conclude that, while highly socially responsible, Ford’s actions were far from voluntary but influenced by a combination of union influence and a ‘subsidised’ corporate social responsibility, where the state, unable and/or powerless to legislate good corporate social behaviour, chose to financially underwrite its cost to the firm. The study represents one of the first studies to demonstrate how unions shape corporate social responsibility strategies of firms in liberal market contexts and how ‘subsidised’ corporate social responsibility becomes an alternative political solution within such a context.

The Physician Asthma Care Education (PACE) program significantly improved asthma prescribing and communication behaviours of primary care paediatricians in the USA. We tested the feasibility and acceptability of a modified PACE program with Australian general practitioners (GP) and measured its impact on self-reported consulting behaviours in a pilot study. Recruitment took place through a local GP division. Twenty-five GP completed two PACE Australia workshops, which incorporated paediatric asthma management consistent with Australian asthma guidelines and focussed on effective communication strategies. Program feasibility, usefulness and perceived benefit were measured by questionnaires before the workshop and 1 month later, and an evaluation questionnaire after each workshop. GP were universally enthusiastic and supportive of the workshops. The most useful elements they reported were communication skills, case studies, device demonstrations and the toolkit provided. GP self reports of the perceived helpfulness of the key communication strategies and their confidence in their application and reported frequency of use increased significantly after the workshops. The PACE program shows promise in improving the way in which Australian GP manage asthma consultations, particularly with regard to doctor–patient communication. The impact of the modified PACE Australia program on the processes and outcomes of GP care of children with asthma is now being measured in a randomised controlled trial.

High levels of trust in government are important in addressing complex issues, including the realization of the mainstream sustainability agenda. However, trust in government has been declining for decades across the western world, undermining legitimacy and hampering policy implementation and planning for long-term sustainability. We hypothesize that an important factor in this decline is citizen disappointment with the current types of public participation in governance and that this could be reversed through a change from informing/consulting to a relationship of partnership. Using case studies from Western Australia, the paper investigates whether an intervention targeted at establishing a partnership relationship through mini-public, deliberative, participatory budgeting would improve trust and help the implementation of sustainability. These results show evidence of improvements in trust and provide conceptual and practical tools for government administrations wishing to close the detrimental trust gap that may hamper the implementation of a sustainability agenda.

This article examines the impact of inward and outward aspects of internationalization. The effect of the inward process on outward moves has been the subject of limited research, although some evidence from studies of licensing and franchising in Australia suggests inward steps can sometimes play an important preparatory role in the outward process. Governments have for some time used inward international flows to force a reverse process—through strict countertrade policies, for example, or, as in the Australian case through its ‘partnership scheme.’ An important public policy question is how to regard international steps in any outward promotional scheme. For example, among individual firms there is a need to use inward moves in a more productive way to promote outward internationalization, perhaps by selecting foreign suppliers in part on the basis of their ability to contribute to an outward strategy.

Purpose The purpose of this paper is to examine the HRD practices of multinational enterprises (MNEs) operating in Australia to understand the value that MNEs place on investment in their human capital, particularly managerial talent. Design/methodology/approach Drawing on a representative sample of 211 MNEs operating in Australia, this paper investigates the extent (using frequencies) and determinants (using logistic regression analysis) of training and development expenditure, management development strategies, talent management and succession planning policies. Findings The findings suggest that less than 20 per cent of MNEs operating in Australia are investing over 4 per cent of their annual pay bill on training and development. Furthermore, almost a quarter of firms invest less than 1 per cent in training and development. However, most MNEs invest in their managers and those with high potential through the use of management development programmes, talent management strategies and succession planning. Interestingly, in comparison to US MNEs, Australian MNEs were less likely to use management development or talent management programmes for senior management or high performing staff. Research limitations/implications The current study is cross-sectional and represents a snapshot of MNEs’ HRD practices at one point in time. The study measured the perceptions of the most senior HR manager and did not include the views of other organisational participants. The authors suggest the need for future research studies that incorporate longitudinal research designs and the views of different organisational actors. Practical implications HR managers or HRD specialists need to develop a strong understanding of the Australian institutional context, as well as demonstrate the importance/business case for an integrative approach to HRD. Originality/value This paper fulfils an identified need to study the HRD practices of MNEs operating in Australia, particularly focusing on the value that MNEs place on their human capital.

BACKGROUND: Open plan or open space office has become increasingly popular but those who promote the concept seldom refer to health studies or workers’ perceptions of a change in office layout towards an open space arrangement. OBJECTIVE: To review the literature on open plan or open space office layouts in terms of facilities management (FM) with users’ perceptions in mind and to obtain opinions of users of open space offices for a better appreciation of the FM issues. METHODS: A literature search of research papers from 2007 in journals using the keywords “open plan office” and “open space office” plus “health”, first in the titles then in the text, was carried out. Thirty-two of those papers, accessible by the authors’ institutions, were consulted together with 5 other works in the Harvard Business Review. The review consulted but excluded papers and reports published or sponsored by commercial firms that were in favour of open space layouts. Case studies were conducted by face to face meetings in confidence with workers in the middle managements of twelve Hong Kong organisations known as friends to two of the authors. Problems as seen by staff are reported and discussed. RESULTS: The literature review reveals that apart from writing that promotes the use of an open plan office layout, a host of scientific works point to the problems of perceived dissatisfaction with such a layout, the nature of the dissatisfaction tending to depend on the actual design. Most workers interviewed disliked the new style open plan layouts, which points to the necessity of consulting workers when such changes are contemplated, as well as monitoring the results of the change once it is in place whether against workers’ wishes or with their support. There is a need for a number of facility arrangements in making a change to open plan that ensures that worker needs for proper lighting, privacy, and indoor health will be met. CONCLUSIONS: If the aim of a change to an open plan arrangement is to promote collegial communications in office, the study sheds light on the extent to which such arrangements may not in practice be suitable for achieving the aim. It follows that further, more specifically sociological studies of workers’ job satisfaction and emotional health in open plan office settings would be worth doing.

Purpose The purpose of this study is to examine whether sustainable and responsible investing (SRI) outperforms the benchmark index investing across different time frames globally. Design/methodology/approach Based on the systematic weighted environmental, social and governance (ESG) ratings compiled by Thomson Reuters Asset4, the authors assess the stock market performance and risk of highly compliant firms portfolio in seven different countries; grouped as developed and developing nations over different time frames by adopting the Jensen’s alpha model (CAPM) and the Fama and French three-factor model. Findings The study finds that SRI portfolios significantly underperform their benchmark index, in case of, the developing nations, however, enjoy a significantly lower risk. This is contrary to the findings in case of developed nations, where the US SRI portfolio has significantly outperformed the benchmark index and the UK and Australia SRI portfolios have performed in line with the benchmark index. Finally, the study discusses results and implications for regulators, practitioners and investors’ who believe in the SRI investing. Research limitations/implications This study provides empirical support for the practitioners, policymakers and investors emphasizing that in the case of developed nations SRI investments generate a significant excess return or at the best perform in line with the broader market index. However, in the case of developing nations, very few firms are consistently rated on ESG parameters. This provides lesser options for investors in developing nations to apply the “impact first” philosophy of investment. The investor’s community and regulators need to make a serious effort in promoting firms to take up sustainability effort seriously. Originality/value The unique contribution of this study is that it considers a wider definition of the term “sustainability” and examines the performance of SRI investment in developed vs developing countries. This is one of the few studies at the global level, which highlights whether sustainable investing generates abnormal risk-adjusted returns for the investors.

However, few data exist on the adequacy of the services provided by intermediaries and the impacts of their interventions. Using four PES case studies in Vietnam, this paper analyses the roles of government agencies, non-government organizations, international agencies, local organizations and professional consulting firms as PES intermediaries. The findings indicate that these intermediaries are essential in supporting PES establishment. Their roles are as service and information providers, mediators, arbitrators, equalizers, representatives, watchdogs, developers of standards and bridge builders. Concerns have been raised about the quality of intermediaries’ participatory work, political influence on intermediaries’ activities and the neutral status of intermediaries. Although local organizations are strongly driven by the government, they are important channels for the poor to express their opinions. However, to act as environmental services (ES) sellers, local organizations need to overcome numerous challenges, particularly related to capacity for monitoring ES and enforcement of contracts. Relationships amongst intermediaries are complex and should be carefully examined by PES stakeholders to avoid negative impact on the poor. Each of the intermediaries may operate at a different level and can have different functions but a multi-sector approach is required for an effective PES implementation.

Drawing on 14 case studies, this paper examines the Reward Management practices of local and multinational companies in Australia with specific consideration to PRP within the debate over the applicability of the transfer of the Human Resource Management (HRM) practices between nations through subsidiary-parent company relationships. After reviewing the relevant literature(s), the study concentrates on finding whether multinational corporations (MNC) in Australia pursue similar or different RM practices compared to their domestically owned Australian counterparts with special reference to PRP. It also investigates whether there are national variations between multinational companies in terms of the nature and character of their practices. The findings reveal country of origin differences in the way PRP practices are applied in subsidiaries of foreign-owned companies in Australia and local Australian firms. The case studies are used to examine and explain the practices.

The idea behind is to understand the current aspects, challenges, and the strategies applied by the organizations. Data were collected from nine companies from different sectors such as information technology and information technology enabled services (IT/ITES), consulting, and financial service providers. The results revealed that companies are open in goal setting process and give employees a lot of flexibility as what should be their goals and objectives. They believe in continuous improvement in all the processes, whether it is goal setting or continuous feedback system. Goals may change or can be different for onsite and offsite professionals as per the requirements of the clients. Many firms had removed bell curve from their system. Professional perceived the performance management systems need to be internally aligned, but at the same time pointed towards a need for improvement on the way feedback are communicated. The recent trend is seen in terms of usage of cutting-edge technology even in human resource functions, which gives them better results. Companies believe in recognizing the potential and performance of employees. Promotions are no more based on only past performance.

This research challenges this mainstream thinking and demonstrates that among the entire stock of heritage-listed gaols in Australia, even the least ranked gaol in terms of its potential for reuse can be turned into a thriving and vibrant new function.Design/methodology/approachHypothetically, if the least ranked Australian heritage-listed gaol in terms of its potential for reuse is in fact “reusable”, then the remaining heritage gaols have more chance of being successfully reused to accommodate a vibrant new function. To be able to test this hypothesis, first, the Adaptive Reuse Potential (ARP) model is applied to rank Australia's decommissioned heritage gaols which are spatially and structurally sound to accommodate new uses. Second, an architectural design concept was designed to adaptively reuse the lowest scored gaol (Richmond Gaol) to a boutique hotel. The conceptual design proposal was then assessed by three local heritage architecture firms to validate its applicability and viability.FindingsThe research showed that Richmond Gaol can be reused successfully to at least one function, and accordingly, the whole stock of heritage gaols can be expected to also be reused to more sustainable purposes. The research identifies several considerations for the reuse of heritage gaols in Australia: the careful intervention to their significant fabric; maintaining sufficient evidence of the gaol's original components, the importance of the new use being compatible to the gaol's morphology to ensure minimum alterations or demolitions in the significant fabric of the site; and evaluating the new use and its components to achieve financial viability.Research limitations/implicationsDue to the continuing closure of Tasmania's state borders amid the spread of the COVID-19 virus, the researchers were not able to travel to Tasmania to conduct a site visit and to run the in-depth interviews with the architects in person. Most of the data of the current status of the site, its current layout, museum elements, historical data and photos were provided by Heritage Authorities in Tasmania and the Tasmanian State Library and Archive Service. Supplementary information and photos were acquired in March 2020 from visitors of the gaol who uploaded their trip images to Google maps or to their travel blogs. Topographical data of the site was gathered from Topographic Base-map of Land Information System Richmond Tasmania (2020). Due to travel restrictions, in-depth interviews with the local architects were done virtually, or over the phone in one case.Practical implicationsChallenges discussed in this research encourage creating nationally designed support programs to better vitalise and help preserve Australia's carceral heritage.Originality/valueThis research utilises architectural design in an empirical research paradigm.

Abstract:
Purpose Integrated thinking involves a holistic, multi-capital approach to decision-making and operations to promote value creation and sustainability. This paper aims to outline a schematic which can be used to gauge the levels of integrated thinking by organisations. Design/methodology/approach The researchers partnered with an independent consulting firm (“Sustain-X”) which has developed a tool for evaluating integrated thinking. A two-stage mixed-method design is used to evaluate the tool. Firstly, in keeping with the exploratory nature of the paper, the tool’s integrated thinking principles and indicators are contrasted with findings from an extensive review of the integrated thinking research and interviews with experts on how integrated thinking is understood and operationalised. Secondly, the tool was applied to a sample of South African listed firms’ integrated reports and used to generate integrated thinking scores. These scores are evaluated by testing the strength of their association with other generally accepted proxies for integrated thinking. Findings The principles of the schematic include integrated awareness and understanding; integrated leadership commitment and capability; integrated structures; integrated organisational performance management; and integrated external communication. Empirical results show that the integrated thinking measures generated using the Sustain-X schematic are aligned with integrated report quality scores and ratings of the sophistication of organisations’ accounting, management and governance structures. Research limitations/implications A combination of earlier research findings, detailed interviews (conducted independently of Sustain-X) and a battery of quantitative tests have been used to evaluate the schematic, but more refined testing using additional case studies or ethnographies has been deferred. Practical implications The tool offers a practical means for stakeholders to evaluate integrated thinking. It is flexible enough to be used with data collected during private engagements with companies or only publicly available information. Social implications The schematic is one of the first to outline the dimensions of integrated thinking and should be useful for academics and practitioners concerned with the development and application of integrated thinking. Originality/value This paper adds to the literature on integrated thinking and answers the call for further research to evaluate integrated thinking practices.

“Journalists have to begin a new type of journalism, sometimes being the guide on the side of the civic conversation as well as the filter and gatekeeper.” (Kolodzy 218) “In many respects, citizen journalism is simply public journalism removed from the journalism profession.” (Barlow 181) 1. Citizen Journalism — The Latest Innovation? New Media theorists such as Dan Gillmor, Henry Jenkins, Jay Rosen and Jeff Howe have recently touted Citizen Journalism (CJ) as the latest innovation in 21st century journalism. “Participatory journalism” and “user-driven journalism” are other terms to describe CJ, which its proponents argue is a disruptive innovation (Christensen) to the agenda-setting media institutions, news values and “objective” reportage. In this essay I offer a “contrarian” view, informed by two perspectives: (1) a three-stage model of theory-building (Carlile & Christensen) to evaluate the claims made about CJ; and (2) self-reflexive research insights (Etherington) from editing the US-based news site Disinformation between November 1999 and February 2008. New media theories can potentially create “cognitive dissonance” (Festinger) when their explanations of CJ practices are compared with what actually happens (Feyerabend). First I summarise Carlile & Christensen’s model and the dangers of “bad theory” (Ghoshal). Next I consider several problems in new media theories about CJ: the notion of ‘citizen’, new media populism, parallels in event-driven and civic journalism, and mergers and acquisitions. Two ‘self-reflexive’ issues are considered: ‘pro-ams’ or ‘professional amateurs’ as a challenge to professional journalists, and CJ’s deployment in new media operations and production environments. Finally, some exploratory questions are offered for future researchers. 2. An Evaluative Framework for New Media Theories on Citizen Journalism Paul Carlile and Clayton M. Christensen’s model offers one framework with which to evaluate new media theories on CJ. This framework is used below to highlight select issues and gaps in CJ’s current frameworks and theories. Carlile & Christensen suggest that robust theory-building emerges via three stages: Descriptive, Categorisation and Normative (Carlile & Christensen). There are three sub-stages in Descriptive theory-building; namely, the observation of phenomena, inductive classification into schemas and taxonomies, and correlative relationships to develop models (Carlile & Christensen 2-5). Once causation is established, Normative theory evolves through deductive logic which is subject to Kuhnian paradigm shifts and Popperian falsifiability (Carlile & Christensen 6). Its proponents situate CJ as a Categorisation or new journalism agenda that poses a Normative challenged and Kuhnian paradigm shift to traditional journalism. Existing CJ theories jump from the Descriptive phase of observations like “smart mobs” in Japanese youth subcultures (Rheingold) to make broad claims for Categorisation such as that IndyMedia, blogs and wiki publishing systems as new media alternatives to traditional media. CJ theories then underpin normative beliefs, values and worldviews. Correlative relationships are also used to differentiate CJ from the demand side of microeconomic analysis, from the top-down editorial models of traditional media outlets, and to adopt a vanguard stance. To support this, CJ proponents cite research on emergent collective behaviour such as the “wisdom of crowds” hypothesis (Surowiecki) or peer-to-peer network “swarms” (Pesce) to provide scientific justification for their Normative theories. However, further evaluative research is needed for three reasons: the emergent collective behaviour hypothesis may not actually inform CJ practices, existing theories may have “correlation not cause” errors, and the link may be due to citation network effects between CJ theorists. Collectively, this research base also frames CJ as an “ought to” Categorisation and then proceeds to Normative theory-building (Carlile & Christensen 7). However, I argue below that this Categorisation may be premature: its observations and correlative relationships might reinforce a ‘weak’ Normative theory with limited generalisation. CJ proponents seem to imply that it can be applied anywhere and under any condition—a “statement of causality” that almost makes it a fad (Carlile & Christensen 8). CJ that relies on Classification and Normative claims will be problematic without a strong grounding in Descriptive observation. To understand what’s potentially at stake for CJ’s future consider the consider the parallel debate about curricula renewal for the Masters of Business Administration in the wake of high-profile corporate collapses such as Enron, Worldcom, HIH and OneTel. The MBA evolved as a sociological and institutional construct to justify management as a profession that is codified, differentiated and has entry barriers (Khurana). This process might partly explain the pushback that some media professionals have to CJ as one alternative. MBA programs faced criticism if they had student cohorts with little business know-how or experiential learning (Mintzberg). Enron’s collapse illustrated the ethical dilemmas and unintended consequences that occurred when “bad theories” were implemented (Ghoshal). Professional journalists are aware of this: MBA-educated managers challenged the “craft” tradition in the early 1980s (Underwood). This meant that journalism’s ‘self-image’ (Morgan; Smith) is intertwined with managerial anxieties about media conglomerates in highly competitive markets. Ironically, as noted below, Citizen Journalists who adopt a vanguard position vis-a-vis media professionals step into a more complex game with other players. However, current theories have a naïve idealism about CJ’s promise of normative social change in the face of Machiavellian agency in business, the media and politics. 3. Citizen Who? Who is the “citizen” in CJ? What is their self-awareness as a political agent? CJ proponents who use the ‘self-image’ of ‘citizen’ draw on observations from the participatory vision of open source software, peer-to-peer networks, and case studies such as Howard Dean’s 2004 bid for the Democrat Party nominee in the US Presidential election campaign (Trippi). Recent theorists note Alexander Hamilton’s tradition of civic activism (Barlow 178) which links contemporary bloggers with the Federalist Papers and early newspaper pamphlets. One unsurfaced assumption in these observations and correlations is that most bloggers will adopt a coherent political philosophy as informed citizens: a variation on Lockean utilitarianism, Rawlsian liberalism or Nader consumer activism. To date there is little discussion about how political philosophy could deepen CJ’s ‘self-image’: how to critically evaluate sources, audit and investigation processes, or strategies to deal with elites, deterrence and power. For example, although bloggers kept Valerie Plame’s ‘outing’ as a covert intelligence operative highly visible in the issues-attention cycle, it was agenda-setting media like The New York Times who the Bush Administration targeted to silence (Pearlstine). To be viable, CJ needs to evolve beyond a new media populism, perhaps into a constructivist model of agency, norms and social change (Finnemore). 4. Citizen Journalism as New Media Populism Several “precursor trends” foreshadowed CJ notably the mid-1990s interest in “cool-hunting” by new media analysts and subculture marketeers (Gibson; Gladwell). Whilst this audience focus waned with the 1995-2000 dotcom bubble it resurfaced in CJ and publisher Tim O’Reilly’s Web 2.0 vision. Thus, CJ might be viewed as new media populism that has flourished with the Web 2.0 boom. Yet if the boom becomes a macroeconomic bubble (Gross; Spar) then CJ could be written off as a “silver bullet” that ultimately failed to deliver on its promises (Brooks, Jr.). The reputations of uncritical proponents who adopted a “true believer” stance would also be damaged (Hoffer). This risk is evident if CJ is compared with a parallel trend that shares its audience focus and populist view: day traders and technical analysts who speculate on financial markets. This parallel trend provides an alternative discipline in which the populism surfaced in an earlier form (Carlile & Christensen 12). Fidelity’s Peter Lynch argues that stock pickers can use their Main Street knowledge to beat Wall Street by exploiting information asymmetries (Lynch & Rothchild). Yet Lynch’s examples came from the mid-1970s to early 1980s when indexed mutual fund strategies worked, before deregulation and macroeconomic volatility. A change in the Web 2.0 boom might similarly trigger a reconsideration of Citizen Journalism. Hedge fund maven Victor Niederhoffer contends that investors who rely on technical analysis are practicing a Comtean religion (Niederhoffer & Kenner 72-74) instead of Efficient Market Hypothesis traders who use statistical arbitrage to deal with ‘random walks’ or Behavioural Finance experts who build on Amos Tversky and Daniel Kahneman’s Prospect Theory (Kahneman & Tversky). Niederhoffer’s deeper point is that technical analysts’ belief that the “trend is your friend” is no match for the other schools, despite a mini-publishing industry and computer trading systems. There are also ontological and epistemological differences between the schools. Similarly, CJ proponents who adopt a ‘Professional Amateur’ or ‘Pro-Am’ stance (Leadbeater & Miller) may face a similar gulf when making comparisons with professional journalists and the production environments in media organisations. CJ also thrives as new media populism because of institutional vested interests. When media conglomerates cut back on cadetships and internships CJ might fill the market demand as one alternative. New media programs at New York University and others can use CJ to differentiate themselves from “hyperlocal” competitors (Christensen; Slywotzky; Christensen, Curtis & Horn). This transforms CJ from new media populism to new media institution. 5. Parallels: Event-driven & Civic Journalism For new media programs, CJ builds on two earlier traditions: the Event-driven journalism of crises like the 1991 Gulf War (Wark) and the Civic Journalism school that emerged in the 1960s social upheavals. Civic Journalism’s awareness of minorities and social issues provides the character ethic and political philosophy for many Citizen Journalists. Jay Rosen and others suggest that CJ is the next-generation heir to Civic Journalism, tracing a thread from the 1968 Chicago Democratic Convention to IndyMedia’s coverage of the 1999 “Battle in Seattle” (Rosen). Rosen’s observation could yield an interesting historiography or genealogy. Events such as the Southeast Asian tsunami on 26 December 2004 or Al Qaeda’s London bombings on 7 July 2005 are cited as examples of CJ as event-driven journalism and “pro-am collaboration” (Kolodzy 229-230). Having covered these events and Al Qaeda’s attacks on 11th September 2001, I have a slightly different view: this was more a variation on “first responder” status and handicam video footage that journalists have sourced for the past three decades when covering major disasters. This different view means that the “salience of categories” used to justify CJ and “pro-am collaboration” these events does not completely hold. Furthermore, when Citizen Journalism proponents tout Flickr and Wikipedia as models of real-time media they are building on a broader phenomenon that includes CNN’s Gulf War coverage and Bloomberg’s dominance of financial news (Loomis). 6. The Mergers & Acquisitions Scenario CJ proponents often express anxieties about the resilience of their outlets in the face of predatory venture capital firms who initiate Mergers & Acquisitions (M&A) activities. Ironically, these venture capital firms have core competencies and expertise in the event-driven infrastructure and real-time media that CJ aspires to. Sequoia Capital and other venture capital firms have evaluative frameworks that likely surpass Carlile & Christensen in sophistication, and they exploit parallels, information asymmetries and market populism. Furthermore, although venture capital firms such as Union Street Ventures have funded Web 2.0 firms, they are absent from the explanations of some theorists, whose examples of Citizen Journalism and Web 2.0 success may be the result of survivorship bias. Thus, the venture capital market remains an untapped data source for researchers who want to evaluate the impact of CJ outlets and institutions. The M&A scenario further problematises CJ in several ways. First, CJ is framed as “oppositional” to traditional media, yet this may be used as a stratagem in a game theory framework with multiple stakeholders. Drexel Burnham Lambert’s financier Michael Milken used market populism to sell ‘high-yield’ or ‘junk’ bonds to investors whilst disrupting the Wall Street establishment in the late 1980s (Curtis) and CJ could fulfil a similar tactical purpose. Second, the M&A goal of some Web 2.0 firms could undermine the participatory goals of a site’s community if post-merger integration fails. Jason Calacanis’s sale of Weblogs, Inc to America Online in 2005 and MSNBC’s acquisition of Newsvine on 5 October 2007 (Newsvine) might be success stories. However, this raises issues of digital “property rights” if you contribute to a community that is then sold in an M&A transaction—an outcome closer to business process outsourcing. Third, media “buzz” can create an unrealistic vision when a CJ site fails to grow beyond its start-up phase. Backfence.com’s demise as a “hyperlocal” initiative (Caverly) is one cautionary event that recalls the 2000 dotcom crash. The M&A scenarios outlined above are market dystopias for CJ purists. The major lesson for CJ proponents is to include other market players in hypotheses about causation and correlation factors. 7. ‘Pro-Ams’ & Professional Journalism’s Crisis CJ emerged during a period when Professional Journalism faced a major crisis of ‘self-image’. The Demos report The Pro-Am Revolution (Leadbeater & Miller) popularised the notion of ‘professional amateurs’ which some CJ theorists adopt to strengthen their categorisation. In turn, this triggers a response from cultural theorists who fear bloggers are new media’s barbarians (Keen). I concede Leadbeater and Miller have identified an important category. However, how some CJ theorists then generalise from ‘Pro-Ams’ illustrates the danger of ‘weak’ theory referred to above. Leadbeater and Miller’s categorisation does not really include a counter-view on the strengths of professionals, as illustrated in humanistic consulting (Block), professional service firms (Maister; Maister, Green & Galford), and software development (McConnell). The signs of professionalism these authors mention include a commitment to learning and communal verification, mastery of a discipline and domain application, awareness of methodology creation, participation in mentoring, and cultivation of ethical awareness. Two key differences are discernment and quality of attention, as illustrated in how the legendary Hollywood film editor Walter Murch used Apple’s Final Cut Pro software to edit the 2003 film Cold Mountain (Koppelman). ‘Pro-Ams’ might not aspire to these criteria but Citizen Journalists shouldn’t throw out these standards, either. Doing so would be making the same mistake of overconfidence that technical analysts make against statistical arbitrageurs. Key processes—fact-checking, sub-editing and editorial decision-making—are invisible to the end-user, even if traceable in a blog or wiki publishing system, because of the judgments involved. One post-mortem insight from Assignment Zero was that these processes were vital to create the climate of authenticity and trust to sustain a Citizen Journalist community (Howe). CJ’s trouble with “objectivity” might also overlook some complexities, including the similarity of many bloggers to “noise traders” in financial markets and to op-ed columnists. Methodologies and reportage practices have evolved to deal with the objections that CJ proponents raise, from New Journalism’s radical subjectivity and creative non-fiction techniques (Wolfe & Johnson) to Precision Journalism that used descriptive statistics (Meyer). Finally, journalism frameworks could be updated with current research on how phenomenological awareness shapes our judgments and perceptions (Thompson). 8. Strategic Execution For me, one of CJ’s major weaknesses as a new media theory is its lack of “rich description” (Geertz) about the strategic execution of projects. As Disinfo.com site editor I encountered situations ranging from ‘denial of service’ attacks and spam to site migration, publishing systems that go offline, and ensuring an editorial consistency. Yet the messiness of these processes is missing from CJ theories and accounts. Theories that included this detail as “second-order interactions” (Carlile & Christensen 13) would offer a richer view of CJ. Many CJ and Web 2.0 projects fall into the categories of mini-projects, demonstration prototypes and start-ups, even when using a programming language such as Ajax or Ruby on Rails. Whilst the “bootstrap” process is a benefit, more longitudinal analysis and testing needs to occur, to ensure these projects are scalable and sustainable. For example, South Korea’s OhmyNews is cited as an exemplar that started with “727 citizen reporters and 4 editors” and now has “38,000 citizen reporters” and “a dozen editors” (Kolodzy 231). How does OhmyNews’s mix of hard and soft news change over time? Or, how does OhmyNews deal with a complex issue that might require major resources, such as security negotiations between North and South Korea? Such examples could do with further research. We need to go beyond “the vision thing” and look at the messiness of execution for deeper observations and counterintuitive correlations, to build new descriptive theories. 9. Future Research This essay argues that CJ needs re-evaluation. Its immediate legacy might be to splinter ‘journalism’ into micro-trends: Washington University’s Steve Boriss proclaims “citizen journalism is dead. Expert journalism is the future.” (Boriss; Mensching). The half-lives of such micro-trends demand new categorisations, which in turn prematurely feeds the theory-building cycle. Instead, future researchers could reinvigorate 21st century journalism if they ask deeper questions and return to the observation stage of building descriptive theories. In closing, below are some possible questions that future researchers might explore: Where are the “rich descriptions” of journalistic experience—“citizen”, “convergent”, “digital”, “Pro-Am” or otherwise in new media? How could practice-based approaches inform this research instead of relying on espoused theories-in-use? What new methodologies could be developed for CJ implementation? What role can the “heroic” individual reporter or editor have in “the swarm”? Do the claims about OhmyNews and other sites stand up to longitudinal observation? Are the theories used to justify Citizen Journalism’s normative stance (Rheingold; Surowiecki; Pesce) truly robust generalisations for strategic execution or do they reflect the biases of their creators? Abstract:
“Journalists have to begin a new type of journalism, sometimes being the guide on the side of the civic conversation as well as the filter and gatekeeper.” (Kolodzy 218) “In many respects, citizen journalism is simply public journalism removed from the journalism profession.” (Barlow 181) 1. Citizen Journalism — The Latest Innovation? New Media theorists such as Dan Gillmor, Henry Jenkins, Jay Rosen and Jeff Howe have recently touted Citizen Journalism (CJ) as the latest innovation in 21st century journalism. “Participatory journalism” and “user-driven journalism” are other terms to describe CJ, which its proponents argue is a disruptive innovation (Christensen) to the agenda-setting media institutions, news values and “objective” reportage. In this essay I offer a “contrarian” view, informed by two perspectives: (1) a three-stage model of theory-building (Carlile & Christensen) to evaluate the claims made about CJ; and (2) self-reflexive research insights (Etherington) from editing the US-based news site Disinformation between November 1999 and February 2008. New media theories can potentially create “cognitive dissonance” (Festinger) when their explanations of CJ practices are compared with what actually happens (Feyerabend). First I summarise Carlile & Christensen’s model and the dangers of “bad theory” (Ghoshal). Next I consider several problems in new media theories about CJ: the notion of ‘citizen’, new media populism, parallels in event-driven and civic journalism, and mergers and acquisitions. Two ‘self-reflexive’ issues are considered: ‘pro-ams’ or ‘professional amateurs’ as a challenge to professional journalists, and CJ’s deployment in new media operations and production environments. Finally, some exploratory questions are offered for future researchers. 2. An Evaluative Framework for New Media Theories on Citizen Journalism Paul Carlile and Clayton M. Christensen’s model offers one framework with which to evaluate new media theories on CJ. This framework is used below to highlight select issues and gaps in CJ’s current frameworks and theories. Carlile & Christensen suggest that robust theory-building emerges via three stages: Descriptive, Categorisation and Normative (Carlile & Christensen). There are three sub-stages in Descriptive theory-building; namely, the observation of phenomena, inductive classification into schemas and taxonomies, and correlative relationships to develop models (Carlile & Christensen 2-5). Once causation is established, Normative theory evolves through deductive logic which is subject to Kuhnian paradigm shifts and Popperian falsifiability (Carlile & Christensen 6). Its proponents situate CJ as a Categorisation or new journalism agenda that poses a Normative challenged and Kuhnian paradigm shift to traditional journalism. Existing CJ theories jump from the Descriptive phase of observations like “smart mobs” in Japanese youth subcultures (Rheingold) to make broad claims for Categorisation such as that IndyMedia, blogs and wiki publishing systems as new media alternatives to traditional media. CJ theories then underpin normative beliefs, values and worldviews. Correlative relationships are also used to differentiate CJ from the demand side of microeconomic analysis, from the top-down editorial models of traditional media outlets, and to adopt a vanguard stance. To support this, CJ proponents cite research on emergent collective behaviour such as the “wisdom of crowds” hypothesis (Surowiecki) or peer-to-peer network “swarms” (Pesce) to provide scientific justification for their Normative theories. However, further evaluative research is needed for three reasons: the emergent collective behaviour hypothesis may not actually inform CJ practices, existing theories may have “correlation not cause” errors, and the link may be due to citation network effects between CJ theorists. Collectively, this research base also frames CJ as an “ought to” Categorisation and then proceeds to Normative theory-building (Carlile & Christensen 7). However, I argue below that this Categorisation may be premature: its observations and correlative relationships might reinforce a ‘weak’ Normative theory with limited generalisation. CJ proponents seem to imply that it can be applied anywhere and under any condition—a “statement of causality” that almost makes it a fad (Carlile & Christensen 8). CJ that relies on Classification and Normative claims will be problematic without a strong grounding in Descriptive observation. To understand what’s potentially at stake for CJ’s future consider the consider the parallel debate about curricula renewal for the Masters of Business Administration in the wake of high-profile corporate collapses such as Enron, Worldcom, HIH and OneTel. The MBA evolved as a sociological and institutional construct to justify management as a profession that is codified, differentiated and has entry barriers (Khurana). This process might partly explain the pushback that some media professionals have to CJ as one alternative. MBA programs faced criticism if they had student cohorts with little business know-how or experiential learning (Mintzberg). Enron’s collapse illustrated the ethical dilemmas and unintended consequences that occurred when “bad theories” were implemented (Ghoshal). Professional journalists are aware of this: MBA-educated managers challenged the “craft” tradition in the early 1980s (Underwood). This meant that journalism’s ‘self-image’ (Morgan; Smith) is intertwined with managerial anxieties about media conglomerates in highly competitive markets. Ironically, as noted below, Citizen Journalists who adopt a vanguard position vis-a-vis media professionals step into a more complex game with other players. However, current theories have a naïve idealism about CJ’s promise of normative social change in the face of Machiavellian agency in business, the media and politics. 3. Citizen Who? Who is the “citizen” in CJ? What is their self-awareness as a political agent? CJ proponents who use the ‘self-image’ of ‘citizen’ draw on observations from the participatory vision of open source software, peer-to-peer networks, and case studies such as Howard Dean’s 2004 bid for the Democrat Party nominee in the US Presidential election campaign (Trippi). Recent theorists note Alexander Hamilton’s tradition of civic activism (Barlow 178) which links contemporary bloggers with the Federalist Papers and early newspaper pamphlets. One unsurfaced assumption in these observations and correlations is that most bloggers will adopt a coherent political philosophy as informed citizens: a variation on Lockean utilitarianism, Rawlsian liberalism or Nader consumer activism. To date there is little discussion about how political philosophy could deepen CJ’s ‘self-image’: how to critically evaluate sources, audit and investigation processes, or strategies to deal with elites, deterrence and power. For example, although bloggers kept Valerie Plame’s ‘outing’ as a covert intelligence operative highly visible in the issues-attention cycle, it was agenda-setting media like The New York Times who the Bush Administration targeted to silence (Pearlstine). To be viable, CJ needs to evolve beyond a new media populism, perhaps into a constructivist model of agency, norms and social change (Finnemore). 4. Citizen Journalism as New Media Populism Several “precursor trends” foreshadowed CJ notably the mid-1990s interest in “cool-hunting” by new media analysts and subculture marketeers (Gibson; Gladwell). Whilst this audience focus waned with the 1995-2000 dotcom bubble it resurfaced in CJ and publisher Tim O’Reilly’s Web 2.0 vision. Thus, CJ might be viewed as new media populism that has flourished with the Web 2.0 boom. Yet if the boom becomes a macroeconomic bubble (Gross; Spar) then CJ could be written off as a “silver bullet” that ultimately failed to deliver on its promises (Brooks, Jr.). The reputations of uncritical proponents who adopted a “true believer” stance would also be damaged (Hoffer). This risk is evident if CJ is compared with a parallel trend that shares its audience focus and populist view: day traders and technical analysts who speculate on financial markets. This parallel trend provides an alternative discipline in which the populism surfaced in an earlier form (Carlile & Christensen 12). Fidelity’s Peter Lynch argues that stock pickers can use their Main Street knowledge to beat Wall Street by exploiting information asymmetries (Lynch & Rothchild). Yet Lynch’s examples came from the mid-1970s to early 1980s when indexed mutual fund strategies worked, before deregulation and macroeconomic volatility. A change in the Web 2.0 boom might similarly trigger a reconsideration of Citizen Journalism. Hedge fund maven Victor Niederhoffer contends that investors who rely on technical analysis are practicing a Comtean religion (Niederhoffer & Kenner 72-74) instead of Efficient Market Hypothesis traders who use statistical arbitrage to deal with ‘random walks’ or Behavioural Finance experts who build on Amos Tversky and Daniel Kahneman’s Prospect Theory (Kahneman & Tversky). Niederhoffer’s deeper point is that technical analysts’ belief that the “trend is your friend” is no match for the other schools, despite a mini-publishing industry and computer trading systems. There are also ontological and epistemological differences between the schools. Similarly, CJ proponents who adopt a ‘Professional Amateur’ or ‘Pro-Am’ stance (Leadbeater & Miller) may face a similar gulf when making comparisons with professional journalists and the production environments in media organisations. CJ also thrives as new media populism because of institutional vested interests. When media conglomerates cut back on cadetships and internships CJ might fill the market demand as one alternative. New media programs at New York University and others can use CJ to differentiate themselves from “hyperlocal” competitors (Christensen; Slywotzky; Christensen, Curtis & Horn). This transforms CJ from new media populism to new media institution. 5. Parallels: Event-driven & Civic Journalism For new media programs, CJ builds on two earlier traditions: the Event-driven journalism of crises like the 1991 Gulf War (Wark) and the Civic Journalism school that emerged in the 1960s social upheavals. Civic Journalism’s awareness of minorities and social issues provides the character ethic and political philosophy for many Citizen Journalists. Jay Rosen and others suggest that CJ is the next-generation heir to Civic Journalism, tracing a thread from the 1968 Chicago Democratic Convention to IndyMedia’s coverage of the 1999 “Battle in Seattle” (Rosen). Rosen’s observation could yield an interesting historiography or genealogy. Events such as the Southeast Asian tsunami on 26 December 2004 or Al Qaeda’s London bombings on 7 July 2005 are cited as examples of CJ as event-driven journalism and “pro-am collaboration” (Kolodzy 229-230). Having covered these events and Al Qaeda’s attacks on 11th September 2001, I have a slightly different view: this was more a variation on “first responder” status and handicam video footage that journalists have sourced for the past three decades when covering major disasters. This different view means that the “salience of categories” used to justify CJ and “pro-am collaboration” these events does not completely hold. Furthermore, when Citizen Journalism proponents tout Flickr and Wikipedia as models of real-time media they are building on a broader phenomenon that includes CNN’s Gulf War coverage and Bloomberg’s dominance of financial news (Loomis). 6. The Mergers & Acquisitions Scenario CJ proponents often express anxieties about the resilience of their outlets in the face of predatory venture capital firms who initiate Mergers & Acquisitions (M&A) activities. Ironically, these venture capital firms have core competencies and expertise in the event-driven infrastructure and real-time media that CJ aspires to. Sequoia Capital and other venture capital firms have evaluative frameworks that likely surpass Carlile & Christensen in sophistication, and they exploit parallels, information asymmetries and market populism. Furthermore, although venture capital firms such as Union Street Ventures have funded Web 2.0 firms, they are absent from the explanations of some theorists, whose examples of Citizen Journalism and Web 2.0 success may be the result of survivorship bias. Thus, the venture capital market remains an untapped data source for researchers who want to evaluate the impact of CJ outlets and institutions. The M&A scenario further problematises CJ in several ways. First, CJ is framed as “oppositional” to traditional media, yet this may be used as a stratagem in a game theory framework with multiple stakeholders. Drexel Burnham Lambert’s financier Michael Milken used market populism to sell ‘high-yield’ or ‘junk’ bonds to investors whilst disrupting the Wall Street establishment in the late 1980s (Curtis) and CJ could fulfil a similar tactical purpose. Second, the M&A goal of some Web 2.0 firms could undermine the participatory goals of a site’s community if post-merger integration fails. Jason Calacanis’s sale of Weblogs, Inc to America Online in 2005 and MSNBC’s acquisition of Newsvine on 5 October 2007 (Newsvine) might be success stories. However, this raises issues of digital “property rights” if you contribute to a community that is then sold in an M&A transaction—an outcome closer to business process outsourcing. Third, media “buzz” can create an unrealistic vision when a CJ site fails to grow beyond its start-up phase. Backfence.com’s demise as a “hyperlocal” initiative (Caverly) is one cautionary event that recalls the 2000 dotcom crash. The M&A scenarios outlined above are market dystopias for CJ purists. The major lesson for CJ proponents is to include other market players in hypotheses about causation and correlation factors. 7. ‘Pro-Ams’ & Professional Journalism’s Crisis CJ emerged during a period when Professional Journalism faced a major crisis of ‘self-image’. The Demos report The Pro-Am Revolution (Leadbeater & Miller) popularised the notion of ‘professional amateurs’ which some CJ theorists adopt to strengthen their categorisation. In turn, this triggers a response from cultural theorists who fear bloggers are new media’s barbarians (Keen). I concede Leadbeater and Miller have identified an important category. However, how some CJ theorists then generalise from ‘Pro-Ams’ illustrates the danger of ‘weak’ theory referred to above. Leadbeater and Miller’s categorisation does not really include a counter-view on the strengths of professionals, as illustrated in humanistic consulting (Block), professional service firms (Maister; Maister, Green & Galford), and software development (McConnell). The signs of professionalism these authors mention include a commitment to learning and communal verification, mastery of a discipline and domain application, awareness of methodology creation, participation in mentoring, and cultivation of ethical awareness. Two key differences are discernment and quality of attention, as illustrated in how the legendary Hollywood film editor Walter Murch used Apple’s Final Cut Pro software to edit the 2003 film Cold Mountain (Koppelman). ‘Pro-Ams’ might not aspire to these criteria but Citizen Journalists shouldn’t throw out these standards, either. Doing so would be making the same mistake of overconfidence that technical analysts make against statistical arbitrageurs. Key processes—fact-checking, sub-editing and editorial decision-making—are invisible to the end-user, even if traceable in a blog or wiki publishing system, because of the judgments involved. One post-mortem insight from Assignment Zero was that these processes were vital to create the climate of authenticity and trust to sustain a Citizen Journalist community (Howe). CJ’s trouble with “objectivity” might also overlook some complexities, including the similarity of many bloggers to “noise traders” in financial markets and to op-ed columnists. Methodologies and reportage practices have evolved to deal with the objections that CJ proponents raise, from New Journalism’s radical subjectivity and creative non-fiction techniques (Wolfe & Johnson) to Precision Journalism that used descriptive statistics (Meyer). Finally, journalism frameworks could be updated with current research on how phenomenological awareness shapes our judgments and perceptions (Thompson). 8. Strategic Execution For me, one of CJ’s major weaknesses as a new media theory is its lack of “rich description” (Geertz) about the strategic execution of projects. As Disinfo.com site editor I encountered situations ranging from ‘denial of service’ attacks and spam to site migration, publishing systems that go offline, and ensuring an editorial consistency. Yet the messiness of these processes is missing from CJ theories and accounts. Theories that included this detail as “second-order interactions” (Carlile & Christensen 13) would offer a richer view of CJ. Many CJ and Web 2.0 projects fall into the categories of mini-projects, demonstration prototypes and start-ups, even when using a programming language such as Ajax or Ruby on Rails. Whilst the “bootstrap” process is a benefit, more longitudinal analysis and testing needs to occur, to ensure these projects are scalable and sustainable. For example, South Korea’s OhmyNews is cited as an exemplar that started with “727 citizen reporters and 4 editors” and now has “38,000 citizen reporters” and “a dozen editors” (Kolodzy 231). How does OhmyNews’s mix of hard and soft news change over time? Or, how does OhmyNews deal with a complex issue that might require major resources, such as security negotiations between North and South Korea? Such examples could do with further research. We need to go beyond “the vision thing” and look at the messiness of execution for deeper observations and counterintuitive correlations, to build new descriptive theories. 9. Future Research This essay argues that CJ needs re-evaluation. Its immediate legacy might be to splinter ‘journalism’ into micro-trends: Washington University’s Steve Boriss proclaims “citizen journalism is dead. Expert journalism is the future.” (Boriss; Mensching). The half-lives of such micro-trends demand new categorisations, which in turn prematurely feeds the theory-building cycle. Instead, future researchers could reinvigorate 21st century journalism if they ask deeper questions and return to the observation stage of building descriptive theories. In closing, below are some possible questions that future researchers might explore: Where are the “rich descriptions” of journalistic experience—“citizen”, “convergent”, “digital”, “Pro-Am” or otherwise in new media?How could practice-based approaches inform this research instead of relying on espoused theories-in-use?What new methodologies could be developed for CJ implementation?What role can the “heroic” individual reporter or editor have in “the swarm”?Do the claims about OhmyNews and other sites stand up to longitudinal observation?Are the theories used to justify Citizen Journalism’s normative stance (Rheingold; Surowiecki; Pesce) truly robust generalisations for strategic execution or do they reflect the biases of their creators?How could developers tap the conceptual dimensions of information technology innovation (Shasha) to create the next Facebook, MySpace or Wikipedia? Abstract:
This article investigates the possibilities for understanding waste as a resource, with a particular focus on understanding food waste as a food resource. It considers the popular yeast spread Vegemite within this frame. The spread’s origins in waste product, and how it has achieved and sustained its status as a popular symbol of Australia despite half a century of Australian gastro-multiculturalism and a marked public resistance to other recycling and reuse of food products, have not yet been a focus of study. The process of producing Vegemite from waste would seem to align with contemporary moves towards recycling food waste, and ensuring environmental sustainability and food security, yet even during times of austerity and environmental concern this has not provided the company with a viable marketing strategy. Instead, advertising copywriting and a recurrent cycle of product memorialisation have created a superbrand through focusing on Vegemite’s nutrient and nostalgic value.John Scanlan notes that producing waste is a core feature of modern life, and what we dispose of as surplus to our requirements—whether this comprises material objects or more abstract products such as knowledge—reveals much about our society. In observing this, Scanlan asks us to consider the quite radical idea that waste is central to everything of significance to us: the “possibility that the surprising core of all we value results from (and creates even more) garbage (both the material and the metaphorical)” (9). Others have noted the ambivalent relationship we have with the waste we produce. C. T. Anderson notes that we are both creator and agent of its disposal. It is our ambivalence towards waste, coupled with its ubiquity, that allows waste materials to be described so variously: negatively as garbage, trash and rubbish, or more positively as by-products, leftovers, offcuts, trimmings, and recycled.This ambivalence is also crucial to understanding the affectionate relationship the Australian public have with Vegemite, a relationship that appears to exist in spite of the product’s unpalatable origins in waste. A study of Vegemite reveals that consumers can be comfortable with waste, even to the point of eating recycled waste, as long as that fact remains hidden and unmentioned. In Vegemite’s case not only has the product’s connection to waste been rendered invisible, it has been largely kept out of sight despite considerable media and other attention focusing on the product. Recycling Food Waste into Food ProductRecent work such as Elizabeth Royte’s Garbage Land and Tristram Stuart’s Waste make waste uncomfortably visible, outlining how much waste, and food waste in particular, the Western world generates and how profligately this is disposed of. Their aim is clear: a call to less extravagant and more sustainable practices. The relatively recent interest in reducing our food waste has, of course, introduced more complexity into a simple linear movement from the creation of a food product, to its acquisition or purchase, and then to its consumption and/or its disposal. Moreover, the recycling, reuse and repurposing of what has previously been discarded as waste is reconfiguring the whole idea of what waste is, as well as what value it has. The initiatives that seem to offer the most promise are those that reconfigure the way waste is understood. However, it is not only the process of transforming waste from an abject nuisance into a valued product that is central here. It is also necessary to reconfigure people’s acculturated perceptions of, and reactions to waste. Food waste is generated during all stages of the food cycle: while the raw materials are being grown; while these are being processed; when the resulting food products are being sold; when they are prepared in the home or other kitchen; and when they are only partly consumed. Until recently, the food industry in the West almost universally produced large volumes of solid and liquid waste that not only posed problems of disposal and pollution for the companies involved, but also represented a reckless squandering of total food resources in terms of both nutrient content and valuable biomass for society at large. While this is currently changing, albeit slowly, the by-products of food processing were, and often are, dumped (Stuart). In best-case scenarios, various gardening, farming and industrial processes gather household and commercial food waste for use as animal feed or as components in fertilisers (Delgado et al; Wang et al). This might, on the surface, appear a responsible application of waste, yet the reality is that such food waste often includes perfectly good fruit and vegetables that are not quite the required size, shape or colour, meat trimmings and products (such as offal) that are completely edible but extraneous to processing need, and other high grade product that does not meet certain specifications—such as the mountains of bread crusts sandwich producers discard (Hickman), or food that is still edible but past its ‘sell by date.’ In the last few years, however, mounting public awareness over the issues of world hunger, resource conservation, and the environmental and economic costs associated with food waste has accelerated efforts to make sustainable use of available food supplies and to more efficiently recycle, recover and utilise such needlessly wasted food product. This has fed into and led to multiple new policies, instances of research into, and resultant methods for waste handling and treatment (Laufenberg et al). Most straightforwardly, this involves the use or sale of offcuts, trimmings and unwanted ingredients that are “often of prime quality and are only rejected from the production line as a result of standardisation requirements or retailer specification” from one process for use in another, in such processed foods as soups, baby food or fast food products (Henningsson et al. 505). At a higher level, such recycling seeks to reclaim any reusable substances of significant food value from what could otherwise be thought of as a non-usable waste product. Enacting this is largely dependent on two elements: an available technology and being able to obtain a price or other value for the resultant product that makes the process worthwhile for the recycler to engage in it (Laufenberg et al). An example of the latter is the use of dehydrated restaurant food waste as a feedstuff for finishing pigs, a reuse process with added value for all involved as this process produces both a nutritious food substance as well as a viable way of disposing of restaurant waste (Myer et al). In Japan, laws regarding food waste recycling, which are separate from those governing other organic waste, are ensuring that at least some of food waste is being converted into animal feed, especially for the pigs who are destined for human tables (Stuart). Other recycling/reuse is more complex and involves more lateral thinking, with the by-products from some food processing able to be utilised, for instance, in the production of dyes, toiletries and cosmetics (Henningsson et al), although many argue for the privileging of food production in the recycling of foodstuffs.Brewing is one such process that has been in the reuse spotlight recently as large companies seek to minimise their waste product so as to be able to market their processes as sustainable. In 2009, for example, the giant Foster’s Group (with over 150 brands of beer, wine, spirits and ciders) proudly claimed that it recycled or reused some 91.23% of 171,000 tonnes of operational waste, with only 8.77% of this going to landfill (Foster’s Group). The treatment and recycling of the massive amounts of water used for brewing, rinsing and cooling purposes (Braeken et al.; Fillaudeaua et al.) is of significant interest, and is leading to research into areas as diverse as the development microbial fuel cells—where added bacteria consume the water-soluble brewing wastes, thereby cleaning the water as well as releasing chemical energy that is then converted into electricity (Lagan)—to using nutrient-rich wastewater as the carbon source for creating bioplastics (Yu et al.).In order for the waste-recycling-reuse loop to be closed in the best way for securing food supplies, any new product salvaged and created from food waste has to be both usable, and used, as food (Stuart)—and preferably as a food source for people to consume. There is, however, considerable consumer resistance to such reuse. Resistance to reusing recycled water in Australia has been documented by the CSIRO, which identified negative consumer perception as one of the two primary impediments to water reuse, the other being the fundamental economics of the process (MacDonald & Dyack). This consumer aversion operates even in times of severe water shortages, and despite proof of the cleanliness and safety of the resulting treated water. There was higher consumer acceptance levels for using stormwater rather than recycled water, despite the treated stormwater being shown to have higher concentrations of contaminants (MacDonald & Dyack). This reveals the extent of public resistance to the potential consumption of recycled waste product when it is labelled as such, even when this consumption appears to benefit that public. Vegemite: From Waste Product to Australian IconIn this context, the savoury yeast spread Vegemite provides an example of how food processing waste can be repurposed into a new food product that can gain a high level of consumer acceptability. It has been able to retain this status despite half a century of Australian gastronomic multiculturalism and the wide embrace of a much broader range of foodstuffs. Indeed, Vegemite is so ubiquitous in Australian foodways that it is recognised as an international superbrand, a standing it has been able to maintain despite most consumers from outside Australasia finding it unpalatable (Rozin & Siegal). However, Vegemite’s long product history is one in which its origin as recycled waste has been omitted, or at the very least, consistently marginalised.Vegemite’s history as a consumer product is narrated in a number of accounts, including one on the Kraft website, where the apocryphal and actual blend. What all these narratives agree on is that in the early 1920s Fred Walker—of Fred Walker and Company, Melbourne, canners of meat for export and Australian manufacturers of Bonox branded beef stock beverage—asked his company chemist to emulate Marmite yeast extract (Farrer). The imitation product was based, as was Marmite, on the residue from spent brewer’s yeast. This waste was initially sourced from Melbourne-based Carlton & United Breweries, and flavoured with vegetables, spices and salt (Creswell & Trenoweth). Today, the yeast left after Foster Group’s Australian commercial beer making processes is collected, put through a sieve to remove hop resins, washed to remove any bitterness, then mixed with warm water. The yeast dies from the lack of nutrients in this environment, and enzymes then break down the yeast proteins with the effect that vitamins and minerals are released into the resulting solution. Using centrifugal force, the yeast cell walls are removed, leaving behind a nutrient-rich brown liquid, which is then concentrated into a dark, thick paste using a vacuum process. This is seasoned with significant amounts of salt—although less today than before—and flavoured with vegetable extracts (Richardson).Given its popularity—Vegemite was found in 2009 to be the third most popular brand in Australia (Brand Asset Consulting)—it is unsurprising to find that the product has a significant history as an object of study in popular culture (Fiske et al; White), as a marker of national identity (Ivory; Renne; Rozin & Siegal; Richardson; Harper & White) and as an iconic Australian food, brand and product (Cozzolino; Luck; Khamis; Symons). Jars, packaging and product advertising are collected by Australian institutions such as Sydney’s Powerhouse Museum and the National Museum of Australia in Canberra, and are regularly included in permanent and travelling exhibitions profiling Australian brands and investigating how a sense of national identity is expressed through identification with these brands. All of this significant study largely focuses on how, when and by whom the product has been taken up, and how it has been consumed, rather than its links to waste, and what this circumstance could add to current thinking about recycling of food waste into other food products.It is worth noting that Vegemite was not an initial success in the Australian marketplace, but this does not seem due to an adverse public perception to waste. Indeed, when it was first produced it was in imitation of an already popular product well-known to be made from brewery by-products, hence this origin was not an issue. It was also introduced during a time when consumer relationships to waste were quite unlike today, and thrifty re-use of was a common feature of household behaviour. Despite a national competition mounted to name the product (Richardson), Marmite continued to attract more purchasers after Vegemite’s launch in 1923, so much so that in 1928, in an attempt to differentiate itself from Marmite, Vegemite was renamed “Parwill—the all Australian product” (punning on the idea that “Ma-might” but “Pa-will”) (White 16). When this campaign was unsuccessful, the original, consumer-suggested name was reinstated, but sales still lagged behind its UK-owned prototype. It was only after remaining in production for more than a decade, and after two successful marketing campaigns in the second half of the 1930s that the Vegemite brand gained some market traction. The first of these was in 1935 and 1936, when a free jar of Vegemite was offered with every sale of an item from the relatively extensive Kraft-Walker product list (after Walker’s company merged with Kraft) (White). The second was an attention-grabbing contest held in 1937, which invited consumers to compose Vegemite-inspired limericks. However, it was not the nature of the product itself or even the task set by the competition which captured mass attention, but the prize of a desirable, exotic and valuable imported Pontiac car (Richardson 61; Superbrands).Since that time, multinational media company, J Walter Thompson (now rebranded as JWT) has continued to manage Vegemite’s marketing. JWT’s marketing has never looked to Vegemite’s status as a thrifty recycler of waste as a viable marketing strategy, even in periods of austerity (such as the Depression years and the Second World War) or in more recent times of environmental concern. Instead, advertising copywriting and a recurrent cycle of cultural/media memorialisation have created a superbrand by focusing on two factors: its nutrient value and, as the brand became more established, its status as national icon. Throughout the regular noting and celebration of anniversaries of its initial invention and launch, with various commemorative events and products marking each of these product ‘birthdays,’ Vegemite’s status as recycled waste product has never been more than mentioned. Even when its 60th anniversary was marked in 1983 with the laying of a permanent plaque in Kerferd Road, South Melbourne, opposite Walker’s original factory, there was only the most passing reference to how, and from what, the product manufactured at the site was made. This remained the case when the site itself was prioritised for heritage listing almost twenty years later in 2001 (City of Port Phillip).Shying away from the reality of this successful example of recycling food waste into food was still the case in 1990, when Kraft Foods held a nationwide public campaign to recover past styles of Vegemite containers and packaging, and then donated their collection to Powerhouse Museum. The Powerhouse then held an exhibition of the receptacles and the historical promotional material in 1991, tracing the development of the product’s presentation (Powerhouse Museum), an occasion that dovetailed with other nostalgic commemorative activities around the product’s 70th birthday. Although the production process was noted in the exhibition, it is noteworthy that the possibilities for recycling a number of the styles of jars, as either containers with reusable lids or as drinking glasses, were given considerably more notice than the product’s origins as a recycled product. By this time, it seems, Vegemite had become so incorporated into Australian popular memory as a product in its own right, and with such a rich nostalgic history, that its origins were no longer of any significant interest or relevance.This disregard continued in the commemorative volume, The Vegemite Cookbook. With some ninety recipes and recipe ideas, the collection contains an almost unimaginably wide range of ways to use Vegemite as an ingredient. There are recipes on how to make the definitive Vegemite toast soldiers and Vegemite crumpets, as well as adaptations of foreign cuisines including pastas and risottos, stroganoffs, tacos, chilli con carne, frijole dip, marinated beef “souvlaki style,” “Indian-style” chicken wings, curries, Asian stir-fries, Indonesian gado-gado and a number of Chinese inspired dishes. Although the cookbook includes a timeline of product history illustrated with images from the major advertising campaigns that runs across 30 pages of the book, this timeline history emphasises the technological achievement of Vegemite’s creation, as opposed to the matter from which it orginated: “In a Spartan room in Albert Park Melbourne, 20 year-old food technologist Cyril P. Callister employed by Fred Walker, conducted initial experiments with yeast. His workplace was neither kitchen nor laboratory. … It was not long before this rather ordinary room yielded an extra-ordinary substance” (2). The Big Vegemite Party Book, described on its cover as “a great book for the Vegemite fan … with lots of old advertisements from magazines and newspapers,” is even more openly nostalgic, but similarly includes very little regarding Vegemite’s obviously potentially unpalatable genesis in waste.Such commemorations have continued into the new century, each one becoming more self-referential and more obviously a marketing strategy. In 2003, Vegemite celebrated its 80th birthday with the launch of the “Spread the Smile” campaign, seeking to record the childhood reminisces of adults who loved Vegemite. After this, the commemorative anniversaries broke free from even the date of its original invention and launch, and began to celebrate other major dates in the product’s life. In this way, Kraft made major news headlines when it announced that it was trying to locate the children who featured in the 1954 “Happy little Vegemites” campaign as part of the company’s celebrations of the 50th anniversary of the television advertisement. In October 2006, these once child actors joined a number of past and current Kraft employees to celebrate the supposed production of the one-billionth jar of Vegemite (Rood, "Vegemite Spreads" & "Vegemite Toasts") but, once again, little about the actual production process was discussed. In 2007, the then iconic marching band image was resituated into a contemporary setting—presumably to mobilise both the original messages (nutritious wholesomeness in an Australian domestic context) as well as its heritage appeal. Despite the real interest at this time in recycling and waste reduction, the silence over Vegemite’s status as recycled, repurposed food waste product continued.Concluding Remarks: Towards Considering Waste as a ResourceIn most parts of the Western world, including Australia, food waste is formally (in policy) and informally (by consumers) classified, disposed of, or otherwise treated alongside garden waste and other organic materials. Disposal by individuals, industry or local governments includes a range of options, from dumping to composting or breaking down in anaerobic digestion systems into materials for fertiliser, with food waste given no special status or priority. Despite current concerns regarding the security of food supplies in the West and decades of recognising that there are sections of all societies where people do not have enough to eat, it seems that recycling food waste into food that people can consume remains one of the last and least palatable solutions to these problems. This brief study of Vegemite has attempted to show how, despite the growing interest in recycling and sustainability, the focus in both the marketing of, and public interest in, this iconic and popular product appears to remain rooted in Vegemite’s nutrient and nostalgic value and its status as a brand, and firmly away from any suggestion of innovative and prudent reuse of waste product. That this is so for an already popular product suggests that any initiatives that wish to move in this direction must first reconfigure not only the way waste itself is seen—as a valuable product to be used, rather than as a troublesome nuisance to be disposed of—but also our own understandings of, and reactions to, waste itself.Acknowledgements Many thanks to the reviewers for their perceptive, useful, and generous comments on this article. Abstract:
The paper discusses mobility in the context of displacement. How is the mobile phone appropriated by refugees in immigration detention? What does the mobile phone, and indeed, mobility, signify in an Australian policy landscape of mandatory detention of asylum seekers and formerly prohibited access to mobile phones for detainees inside immigration detention centres? What does this intimate about the perceived dangers of “new” and mobile media? The author’s preliminary research with refugees in Australian immigration detention centres compares policy and practice. Firstly, it interrogates the unwritten policies regulating refugees’ access to media technologies when incarcerated in immigration detention. As there is no written policy on technology access and practices vary across immigration detention centres, the information in this paper has been given by detainees and has not been verified by the management of detention centres. The paper suggests that the utopian promises of mobile media echo those made about cyberspace in the 1990s. Furthermore, the residual effects of such rhetoric have infiltrated government policy in terms of perceiving mobile media as dangerous when adopted by marginalised groups such as refugees. Secondly, the research examines how and why the mobile phone has been adopted by immigration detainees despite their former prohibition. It explores the ways in which refugees practice an imagined mobility through media whilst in detention, and finds that this is critical to sustaining connection with their imagined communities. Why Refugees? In the context of increased forced migration of people due to circumstances such as political instability, war, natural disaster and famine; it is necessary to better understand how refugees mobilise and organise in situations of displacement. As new technologies encourage the capacity for borderlessness, such advantages also have to be contrasted with the potential dangers of spontaneous border crossings. The study of the behaviour and practices of refugees in relation to communication technologies offers an insight into the efficacy of immigration detention policy in filtering movement and interaction, both physical and virtual, between Australia and other countries. Although the study of refugees is a discipline in its own right, there has been minimal examination of how they appropriate technology, particularly that which facilitates and complements their mobility, to maintain connections with their diasporic networks while in situations of displacement. The studies that have been undertaken concentrate on the use of technology by refugees living in the wider community (see Glazebrook, McIver Jr. and Prokosch; Howard and Owens), rather than in the context of detention. In previous research of diasporas within the discipline of Cultural Studies, technology has been regarded as vital to subcultures and minority groups. Technology has been the tool by which such communities respond to their structural conditions (see Cunningham; Hall; Halleck). Such investigations have concentrated on the intersection of class, gender and ethnicity and how they inscribe meanings to specific technologies, which in turn, become intrinsic to the identities of the groups and communities. The research extends the work that has been done within Cultural Studies by similarly focusing on a marginalised group, refugees, and their participation in particular technologies. A review of literature across refugee studies, diaspora studies and technology studies has shown that: The study of technology use by refugees has had minimal investigation The study of diasporas has rarely included refugees The study of communities and communication practices which surround particular technologies has concentrated on groups other than refugees The escalation of issues of asylum and border control in public discourse warrant more knowledge about refugees and their networks of communication beyond the boundaries of detention and Australia The notion of “networks” refers to people, technologies, processes and practices that form the relationships between refugees in institutionalised immigration detention and the outside world. The Australian Immigration Detention Context Between 1992 and 1994, Australian law moved from permitting (but not enforcing) limited detention of asylum seekers, to a blanket policy of mandatory detention (HREOC) which, at one point, had up to 12,000 individuals in detention (Castan Centre for Human Rights Law). The detention context is particularly relevant to Australia, because its policy of mandatory detention means that refugees have restricted contact with the world outside of the detention centre. In 2005, the Migration Amendment (Detention Arrangements) Bill allowed detained families with children to live in community detention, that is, in residential accommodation outside of an immigration detention centre. Although community detention carries with it specific conditions, families are unaccompanied and have more freedom of movement. This paper discusses the author’s preliminary work with refugees in immigration detention, prior to the introduction of community detention. The research sought to investigate how asylum seekers use technology to sustain connections with their virtual communities in situations of displacement. Specifically, it explored how technology is appropriated to mediate communication in the context of institutionalised detention. The key research questions addressed by the research were: what kinds of technologies are available to refugees? How are these used? How are their benefits and limitations perceived? What, if any, kinds of social networks surround these technologies? How are relationships of power surrounding these technologies negotiated? Can technology assist refugees in sustaining connections with their communities of choice and reducing their sense of isolation? Can technology play a role in reducing the well-documented effects of this incarceration by providing mediated social interaction? What are the implications for policy, especially in relation to permitted technologies and surveillance of communication practices? Access to informants was gained by working with a refugee community advocacy group, which has established links with refugees in detention and experience in dealing with the management of detention centres. One such group is ChilOut, which organises visitor programs to immigration detention centres. This affiliation was important in gaining access to, and trust of, detainees who were willing to participate in the research. It presented opportunities to interact with detainees on a social basis. Semi-structured interviews with the research subjects were conducted to ascertain the strategies and resources currently utilised to counter the effects of mandatory detention. In 2005, detainees had access to a range of technology which can be broadly termed “old media”, while access to “new media” – such as the Internet and mobile phones – are prohibited. At the time of printing, detainees reported that mobile phones without cameras were only recently permitted. Detainees have access to pay phones inside the centre. Visitors are allowed to give detainees phone cards so they can use the pay phones without charge or the need for change. In addition to pay phones, detainees are provided with access to a fax and photocopier, which are generally used to liaise with and send relevant documentation to lawyers. There is distrust of using the fax machine at the detention centre because it is in a management office area and the detainees require permission to use it. It means the guards can read the faxes that are sent, as well as those that are received before notifying the detainees that they have received one. Detainees also have television, videos, DVDs and newspapers, so there is the possibility of feeling like part of an imagined community (Anderson) through these media. There are computers available, but no Internet access. Some of the children load computer games on them to play, others have Playstation in their rooms. It is noteworthy that the only technology to which detainees have access and which facilitates real-time person-to-person interaction is the telephone. The phone offers the opportunity for direct contact with the outside world without the visual and other sensory realities of detention. The telephone is able to mask the extent of imprisonment as it does not show the barbed razor wire surrounding the compound. Yet detainees were not permitted to have mobile phones for a long time. Thus, the key question remains: why were they deprived of access to mobile phones while allowed access to pay phones and landlines? What does this suggest about the perceived dangers of mobile media and the resonance of last century’s techno-utopian discourses? Given that detainees were only given access to “old media”, it seems that this tired but resolutely upbeat rhetoric about new technology which celebrates it as inherently liberating actually inflected policies determining the kinds of technologies to which detainees have access. It confirms the pessimistic assertions of media theorists such as Schiller and Mosco, that new technologies further alienate disadvantaged groups. As the Australian government attempts to regulate the physical movement of people across its borders, mantras of the dot.com era such as “everyone is a free agent” (Kumar 77) appear to undermine this agenda. The assumptions of liberty and democracy embedded in this “free agency” are implicit in policies that denied refugees access to “new media” such as the Internet and mobile phones. The “liberating” nature of such technology was regarded as unsafe in the hands of refugees, whose freedom of movement is institutionally contained by the Australian government through mandatory detention. The physical movement of refugees, as well as the agency and freedom with which they can claim asylum in a country, is actively discouraged through immigration detention policy and limitations on access to technology. The promise of self-expression afforded by mobile media seemed antithetical to the prejudicial administration of refugees, which is premised upon a distrust of their claims of identity and asylum. Subsequently, their use of mobile technology was also assumed to be suspect and therefore had to be restricted. Detained refugees serve as a reminder of the parameters of upbeat discourses about new technology. That is, the utopian possibilities of mobile media appear to be conditional such that its “power” can only be entrusted to certain groups. In policy terms, the mobile phone is a rich site of signification. Not only does the technology itself imply a way of being (that is free, mobile, always accessible and always able to access), but it also connotes an ideal type of user, one that is appropriate and deserving of such technology. It seems that refugees are not entitled to their mobility and, therefore, do not have rights to media that is considered to facilitate such mobility, in spite of their detention. Furthermore, there is a suggested dichotomy in the government’s classification of the technologies to which refugees have access. The fact of detention means refugees are surrounded by technology, held captive by it and are inevitably in close proximity to it. It is technology which is seen as antithetical to mobility and therefore could be described as “static”: phones, faxes, photocopiers, television, video – all of which may be characterised as “old media”. The binary opposite of such technology is that which can be regarded as mobile or new or interactive media; that which resonates with the residual effects of 1990s techno-utopian rhetoric; and could be considered as threatening in the hands of those who have physically made unauthorised border crossings. However, prior investigations of “mobile” technologies, demonstrates that such dualisms are flawed as the lowest technologies also have the capacity to facilitate mobility. Examples include Paul Gilroy’s work on the Black Atlantic, which notes that books and records have been vital in carrying oppositional ideologies and philosophies across the black diaspora. Within Asian diasporas, the exchange of video letters and taped Bollywood movies have been interpreted as forms of localised challenges to the centralised power of the broadcast media industries (Ang; Gillespie). These economies of exchange as facilitated by older forms of mobile media have been studied in relation to issues of migration and marginalisation. Given that refugees are also affected by such issues, their mobile media practices are a sobering reminder that mobility is not necessarily hi-tech nor confined to the realms of the affluent, educated and socio-economically advantaged. Rather, mobility can be a tenuous state of being displaced and itinerant, with technology adopted to manage and adapt to its challenges. The Mobile Media Practices of Detained Refugees The initial findings from the fieldwork indicate that for refugees, the mobile phone is not a technology of choice but instead, a technology of necessity and survival. Every technology that is available to them is used to sustain connection to their localized and globalised networks. The restriction to their physical movement of detainees is compensated through use of technology which allows any sort of interaction and communication. Being part of a technologically-mediated community appears to minimise the marginalisation and isolation they experience. Such feelings of dislocation have been well-documented in studies of the impact of incarceration on the mental health of refugees (see Mares and Jureidini; RANZCP; Hodes). It seems that the telephone and fax are the mainstays of their communication networks. However, such technologies are closely monitored, as landline phone calls can be traced or even tapped, and faxes have to be sent from an office manned by guards. An experienced visitor to detention centres commented that “most” detainees had mobile phones and when they were contraband, guards knew about them but generally ignored their use by detainees. Only mobile phones offer the potential for communication to be free from the surveillance by detention centres staff. The ways in which mobile phones are used by detainees is decidedly lo-tech, for example, for communication with family where use of a landline is impractical. One of the detainees said that he speaks to his wife and children on the centre pay phone every few days. However, the call costs are expensive as his family only has a mobile phone, not a landline, at their place of residence. For them to call him is also expensive and awkward, because they have to call the pay phone and if somebody answers, they have then to locate him somewhere within the compound. Thus, the connections between the detainees and their loved ones are very fragile in that they are almost totally dependent on the phone to maintain these relationships. In this instance, the mobile phone offers another means for managing the tenuous nature of these ties. The mobile phone, particularly SMS technology, offers a suitable alternative as the detainee can communicate with his family cheaply and quickly. It compensates for the constraints of the pay phone. The informal interactions afforded by the mobile phone also extend beyond family members of detainees to their supporters and advocates. Likewise, the mobile phone complements the communication practices facilitated through permitted technologies. For example, when detainees are liaising with the Department of Immigration (DIMIA), they will ask advice from the regular visitors to the immigration detention centre who come from an array of organizations such as churches, refugee advocacy groups, law firms and health organizations. Visitors generally offer whatever assistance they can by obtaining necessary forms from the department, searching the Internet, undertaking letter writing campaigns, and lobbying government ministers. Something worked in amongst all the network activity that took place over the course of this week. As promised to the family, I scoured the DIMIA web site for a form for applying under Section 417. While there didn’t seem to be an official form, I used the opportunity to research the section of the Migration Act. Googling turned up a 12 page “guide to section 417 applications” written by a barrister, which I printed out and faxed to them. So as to ensure that the family received the fax, I SMS-ed them to let them know a fax was on its way and how many pages to expect. They responded to me by fax, saying that they had been notified that they too were going to be released into community detention in the coming weeks. (Extract from fieldwork diary) The mobile phone serves the function of anticipating and verifying communications which may potentially be surveilled by staff of detention centres. Where detainees may not trust that they are being given all the letters or faxes that have been sent to them, the mobile phone enables a degree of privacy so that they at least know what to expect from their correspondents. Furthermore, it provides the opportunity for detainees to speak about matters related to their case for asylum that are regarded as too sensitive to risk being discussed in a public place such as on the centre pay phone. Often this involves seeking assistance with their application for asylum. He rang T on the centre pay phone and said that he would like to speak with me, but did not have my number. He didn’t have a pen and paper to jot down my details at the time, so he gave T his mobile number and asked her to pass it onto me, so I could ring him on it. When I rang, he had returned to his room where he could talk freely. He told me about the visit from the Commonwealth Ombudsman, who undertook to look into his case over the next couple of weeks. We talked about what would assist the Ombudsman in reviewing the case. I said I would write a letter or email in the first instance, and if he wanted other letters of support, I could circulate details of his case on the ChilOut newsletter. He said he didn’t want publicity at this stage. I offered to fax him a copy of my email, but he preferred that I give it to him in person as the fax machine in the office was too public and any documents received could be read. Again, the mobile seems to be the most appropriate technology for coordinating and organising privately away from centre surveillance… (Extract from fieldwork diary) Fear of breaches of confidentiality form only part of detainees’ desire for privacy from detention centre staff. There is also a need for private space away from other detainees as their imprisonment necessitates the constant use of communal facilities such as the pay phone. In addition to being used for its capacity for private communication, the mobile phone was also exploited as a broadcast technology by detained refugees. Text messages proved an effective way of providing brief updates to family and friends about the status of their case: 20 September 200510:24:07 Hi Linda. Its much better here. How a u? takecare ur health, thanks. Thursday 16 November 200618:46:23 HI There is a good news to let u know I got the decision from that I won the FC case. Thus, for detained refugees, the mobile phone has been adopted for simple, lo-tech use. None of the respondents indicated a desire for a camera function on their mobile phones. However, one detainee did suggest that she would like to use a webcam to see and hear her child in China, whom she has not seen in eight years. While she did use the Internet for this purpose when she was on the “outside”, now she can only rely on weekly telephone conversations made from inside the detention centre. Conclusion What happens when technology is placed in the hands of those for whom it was never meant? It makes explicit what is often implied in studies of adoption of new technology, that the “utopian promise” is confined to a narrow socio-economic demographic: the advantaged, the affluent and the educated. Those who fall outside these perimeters are perceived as undeserving and untrustworthy of such technology. This is exemplified in the Australian government’s policy to deny refugees access to “new” and mobile media whilst being compulsorily detained. The decision to withhold mobile technology from mobile communities who are not so materially privileged is not only ironic but unwarranted in light of the empirical data. This has since been acknowledged by allowing detainees use of mobile phones. The mobile phone practices of detained refugees show that it is being used as a complementary and alternative technology, that is, to compensate for the inadequacies of the communication media allowed by detention centres. The mobile phone is exploited for the functions that permitted technologies do not offer: firstly, the ability to communicate with friends and family more immediately and effectively; secondly, the capacity to communicate privately with less probability of surveillance; thirdly, the opportunity to broadcast content one to many. In such communications, use of the mobile phone is simple and lo-tech: it is deployed for straightforward (but improved) interaction with detainees’ imagined communities which would otherwise be possible anyway through the “old” media technologies provided in detention. In practice, there was no evidence of the use of the hi-tech functions of mobile phones; nor was there any indication, as implied by policy, of the possible dangers that may ensue if such features of mobile media were available to detained refugees. Potentially, the research can impact on immigration detention policy, particularly in terms of reviewing the conditions under which technology is made available to refugees in institutionalised detention contexts. However, further research is required, especially a comparison of the former prohibited use of mobile media in immigration detention centres with the permitted use of these in community immigration detention. Abstract:
In recent years ecological thinking has been applied to a range of social, cultural, and aesthetic systems, including performing arts as a living system of policy makers, producers, organisations, artists, and audiences. Ecological thinking is systems-based thinking which allows us to see the performing arts as a complex and protean ecosystem; to explain how elements in this system act and interact; and to evaluate its effects on Australia’s social fabric over time. According to Gallasch, ecological thinking is “what we desperately need for the arts.” It enables us to “defeat the fragmentary and utilitarian view of the arts that dominates, to make connections, to establish overviews of the arts that can be shared and debated” (Gallasch NP). The ecological metaphor has featured in debates about the performing arts in Brisbane, Australia, in the last two or three years. A growing state capital on Australia’s eastern seaboard, Brisbane is proud of its performing arts culture. Its main theatre organisations include the state flagship Queensland Theatre Company; the second major presenter of adapted and new text-based performances La Boite Theatre Company; venues which support local and touring performances such as the Judith Wright Centre for Contemporary Arts and the Brisbane Powerhouse; emerging talent incubator Metro Arts; indigenous companies like Kooemba Jdarra; independent physical theatre and circus companies such as Zen Zen Zo and Circa; and contemporary play-producing company 23rd Productions (cf. Baylis 3). Brisbane aspires to be a cultural capital in Australia, Australasia, and the Asia Pacific (Gill). Compared to Australia’s southern capitals Sydney and Melbourne, however, Brisbane does have a relatively low level of performing arts activity across traditional and contemporary theatre, contemporary performance, musicals, circus, and other genres of performance. It has at times been cast as a piecemeal, potentially unsustainable arts centre prone to losing talent to other states. In 2009, John Baylis took up these issues in Mapping Queensland Theatre, an Arts Queensland-funded survey designed to map practices in Brisbane and in Queensland more broadly, and to provide a platform to support future policy-making. This report excited debate amongst artists who, whilst accepting the tenor of Baylis’s criticisms, also lamented the lack of nuanced detail and contextualised relationships its map of Queensland theatre provided. In this paper we propose a new approach to mapping Brisbane’s and Queensland’s theatre that extends Baylis’s “value chain” into a “value ecology” that provides a more textured picture of players, patterns, relationships, and activity levels. A “value chain” approach emphasises linear relationships and gaps between production, distribution, and consumption in a specific sector of the economy. A “value ecology” approach goes further by examining a complex range of rhizomatic relationships between production, distribution, and consumption infrastructure and how they influence each other within a sector of the economy such as the performing arts. Our approach uses a “value ecology” model adapted from Hearn et al. and Cherbo et al. to map and interpret information from the AusStage performing arts database, the Australian Bureau of Statistics, and other sources such as previews, reviews, and an ongoing local blogosphere debate. Building upon Baylis’s work, our approach produces literal and conceptual maps of Queensland’s performing arts as they change over time, with analysis of support, infrastructure, and relationships amongst government, arts organisations, artists, and audiences. As debate on Mapping Queensland Theatre gives way to more considered reflection, and as Baylis develops a follow-up report, our approach captures snapshots of Queensland’s performing arts before, during, and after such policy interventions. It supports debate about how Queensland artists might manage their own sustainability, their own ability to balance artistic, cultural, and economic factors that influence their work in a way that allows them to survive long term, and allows policy makers, producers, and other players to better understand, articulate, assess, and address criticisms. The Ecological Metaphor In recent years a number of commentators have understood the performing arts as an “ecology,” a system characterised by interacting elements, engagements, flows, blockages, breaks, and breakthroughs whose “health” (synonymous in this context with sustainability) depends on relationships between players within and without the system. Traditionally, performing arts policies in Australia have concentrated on singular elements in a system. They have, as Hunt and Shaw argue, “concentrate[d] on individual companies or an individual artist’s practice rather than the sector as a whole” (5, cf. 43). The focus has been on how to structure, support, and measure the success—the aesthetic and social benefits—of individual training institutions, artists, administrators, and arts organisations. The “health” of singular elements has been taken as a sign of the “health” of the system. An ecologies approach, by contrast, concentrates on engagements, energies, and flows as signs of health, and thus sustainability, in a system. Ecological thinking enables policy makers, practitioners, and scholars to go beyond debate about the presence of activity, the volume of activity, and the fate of individual agents as signs of the health or non-health of a system. In an ecologies context, level of activity is not the only indicator of health, and low activity does not necessarily equate with instability or unsustainability. An ecological approach is critical in Brisbane, and in Queensland more broadly, where attempts to replicate the nature or level of activity in southern capitals are not necessarily the best way to shore up the “health” of our performing arts system in our own unique environment. As the locus of our study Queensland is unique. While Queensland has 20% of Australia’s population (OESR; ABS ‘ Population Projections’), and is regularly recognised as a rapidly growing “lifestyle superstate” which values innovation, creativity, and cultural infrastructure (Cunningham), it is still home to significantly less than 20% of Australia’s performing arts producers, and many talented people continue to migrate to the south to pursue career opportunities (Baylis 4, 28). An ecologies approach can break into oft-cited anxieties about artist, activity, and audience levels in Brisbane, and in Queensland, and create new ideas about what a “healthy” local performing arts sector might look like. This might start to infuse some of the social media commentary that currently tends to emphasise the gaps in the sector. Ecologies are complex systems. So, as Costanza says, when we consider ecosystem health, we must consider the overall performance of the system, including its ability to deal with “external stress” (240) from macro-level political, legal, social, cultural, economic, or technological currents that change the broader society this particular sector or ecosystem sits within. In Brisbane, there is a growing population and a desire to pursue a cultural capital tag, but the distinctive geographic, demographic, and behavioural characteristics of Brisbane’s population—and the associated ‘stresses’, conditions, or constraints—mean that striving to replicate patterns of activity seen in Sydney or Melbourne may not be the straightest path to a “healthy” or “sustainable” sector here. The attitudes of the players and the pressures influencing the system are different, so this may be like comparing rainforests with deserts (Costanza), and forgetting that different elements and engagements are in fact “healthy” in different ecosystems. From an ecologies point of view, policy makers and practitioners in Brisbane and in Queensland more broadly might be well advised to stop trying to match Sydney or Melbourne, and to instead acknowledge that a “healthy” ecosystem here may look different, and so generate policy, subsidy, and production systems to support this. An ecological approach can help determine how much activity is in fact necessary to ensure a healthy and sustainable local performing arts sector. It can, in other words, provide a fresh approach that inspires new ideas and strategies for sector sustainability. Brisbane, Baylis and the Blogosphere Debate The ecological metaphor has clearly captured the interest of policy makers as they consider how to make Queensland’s performing arts more sustainable and successful. For Arts Queensland: The view of the sector as a complex and interdependent ‘ecosystem’ is forging new thinking, new practices and new business models. Individual practitioners and organisations are rethinking where they sit within the broader ecology, and what they contribute to the health and vitality of the sector, and how they might address the gaps in services and skills (12). This view informed the commissioning of Mapping Queensland Theatre, an assessment of Queensland’s theatre sector which offers a framework for allocation of resources under the Queensland Arts & Cultural Sector Plan 2010-2013. It also offers a framework for negotiation with funded organisations to ensure “their activities and focus support a harmonious ecology” (Baylis 3) in which all types and levels of practice (emerging, established, touring, and so on) are functioning well and are well represented within the overall mix of activities. Utilising primary and secondary survey sources, Mapping Queensland Theatre seeks: to map individuals, institutions, and organisations who have a stake in developing Queensland’s professional theatre sector; and to apply a “value chain” model of production from supply (training, creation, presentation, and distribution) to demand (audiences) to identify problems and gaps in Queensland’s professional theatre sector and recommend actions to address them. The report is critical of the sector. Baylis argues that “the context for great theatre is not yet in place in Queensland … therefore works of outstandingly high quality will be rare” (28).Whilst acknowledging a lack of ready answers about how much activity is required in a vibrant theatre culture, Baylis argues that “comparisons are possible” (27) and he uses various data sets to compare numbers of new Australian productions in different states. He finds that “despite having 20% of the Australian population, [Queensland] generates a dramatically lower amount of theatre activity” (4, cf. 28). The reason, according to Baylis (20, 23, 25, 29, 32, 40-41, 44), is that there are gaps in the “value chain” of Queensland theatre, specifically in: Support for the current wave of emerging and independent artistsSpace for experimentation Connections between artists, companies, venues and festivals, between and within regional centres, and between Queensland companies and their (inter)national peers Professional development for producers to address the issue of market distributionAudience development “Queensland lacks a critical mass of theatre activity to develop a sustainable theatre culture” (48), and the main gap is in pathways for independent artists. Quality new work does not emerge, energy dissipates, and artists move on. The solution, for Baylis, is to increase support for independent companies (especially via co-productions with mainstage companies), to improve (inter)national touring, and to encourage investment in audience development. Naturally, Queensland’s theatre makers responded to this report. Responses were given, for example, in inaugural speeches by new Queensland Theatre Company director Wesley Enoch and new La Boite Theatre Company director David Berthold, in the media, and in blogosphere commentary on a range of articles on Brisbane performing arts in 2010. The blogosphere debate in particular raged for months and warrants more detailed analysis elsewhere. For the purposes of this paper, though, it is sufficient to note that blogosphere debate about the health of Queensland theatre culture acknowledged many of the deficits Baylis identified and called for: More leadershipMore government supportMore venuesMore diversityMore audience, especially for risky work, and better audience engagementMore jobs and retention of artists Whilst these responses endorse Baylis’s findings and companies have since conceived programs that address Baylis’s criticisms (QTC’s introduction of a Studio Season and La Boite’s introduction of an Indie program in 2010 for example) a sense of frustration also emerged. Some, like former QTC Chair Kate Foy, felt that “what’s really needed in the theatre is a discussion that breaks out from the old themes and encourages fresh ideas—approaches to solving whatever problems are perceived to exist in ‘the system’.” For commentators like Foy the blogosphere debate enacted a kind of ritual rehearsal of an all-too-familiar set of concerns: inadequate and ill-deployed funding, insufficient venues, talent drain, and an impoverished local culture of theatre going. “Value Chains” versus “Value Ecologies” Why did responses to this report demand more artists, more arts organisations, more venues, and more activities? Why did they repeat demands for more government-subsidised venues, platforms, and support rather than drive toward new seed- or non- subsidised initiatives? At one level, this is to do with the report’s claims: it is natural for artists who have been told quality work is “rare” amongst them to point to lack of support to achieve success. At another level, though, this is because—as useful as it has been for local theatre makers—Baylis’s map is premised on a linear chain from training, to first productions, to further developed productions (involving established writers, directors, designers and performers), to opportunities to tour (inter)nationally, etc. It provides a linear image of a local performing arts sector in which there are individuals and institutions with potential, but specific gaps in the production-distribution-consumption chain that make it difficult to deliver work to target markets. It emphasises gaps in the linear pathway towards “stability” of financial, venue, and audience support and thus “sustainability” over a whole career for independent artists and the audiences they attract. Accordingly, asking government to plug the gaps through elements added to the system (venues, co-production platforms, producer hubs, subsidy, and entrepreneurial endeavours) seems like a logical solution. Whilst this is true, it does not tell the whole story. To generate a wider story, we need to consider: What the expected elements in a “healthy” ecosystem would be (e.g. more versus alternative activity);What other aesthetic, cultural, or economic pressures affect the “health” of an ecosystem;Why practices might need to cycle, ebb, and flow over time in a “healthy” ecosystem. A look at the way La Boite works before, during, and after Baylis’s analysis of Brisbane theatre illustrates why attention to these elements is necessary. A long-running company which has made the transition from amateur to professional to being a primary developer of new Australian work in its distinctive in-the-round space, La Boite has recently shifted its strategic position. A focus on text-based Australian plays has given way to adapted, contemporary, and new work in a range of genres; regular co-productions with companies in Brisbane and beyond; and an “Indie” program that offers other companies a venue. This could be read as a response to Baylis’s recommendation: the production-distribution-consumption chain gap for Brisbane’s independents is plugged, the problem is solved, the recommendation has led to the desired result. Such a reading might, though, overlook the range of pressures beyond Brisbane, beyond Queensland, and beyond the Baylis report that drive—and thus help, hinder, or otherwise effect—the shift in La Boite’s program strategies. The fact that La Boite recently lost its Australia Council funding, or that La Boite like all theatre companies needs co-productions to keep its venue running as costs increase, or that La Boite has rebranded to appeal to younger audiences interested in postdramatic, do-it-your-self or junkyard style aesthetics. These factors all influence what La Boite might do to sustain itself, and more importantly, what its long-term impact on Brisbane’s theatre ecology will be. To grasp what is happening here, and get beyond repetitive responses to anxieties about Brisbane’s theatre ecology, detail is required not simply on whether programs like La Boite’s “plugged the gap” for independent artists, but on how they had both predicted and unpredicted effects, and how other factors influenced the effects. What is needed is to extend mapping from a “value chain” to a full ”value ecology”? This is something Hearn et al. have called for. A value chain suggests a “single linear process with one stage leading to the next” (5). It ignores the environment and other external enablers and disregards a product’s relationship to other systems or products. In response they prefer a “value creating ecology” in which the “constellation of firms are [sic] dynamic and value flow is multi-directional and works through clusters of networks” (6). Whilst Hearn et al. emphasise “firms” or companies in their value creating ecology, a range of elements—government, arts organisations, artists, audiences, and the media as well as the aesthetic, social, and economic forces that influence them—needs to be mapped in the value creating ecology of the performing arts. Cherbo et al. provide a system of elements or components which, adapted for a local context like Brisbane or Queensland, can better form the basis of a value ecology approach to the way a specific performing arts community works, adapts, changes, breaks down, or breaks through over time. Figure 1 – Performing Arts Sector Map (adapted from Cherbo et. al. 14) Here, the performing arts sector is understood in terms of core artistic workers, companies, a constellation of generic and sector specific support systems, and wider social contexts (Cherbo et al. 15). Together, the shift from “value chain” to “value ecology” that Hearn et al. advocate, and the constellation of ecology elements that Cherbo et al. emphasise, bring a more detailed, dynamic range of relations into play. These include “upstream” production infrastructure (education, suppliers, sponsors), “downstream” distribution infrastructure (venues, outlets, agents), and overall public infrastructure. As a framework for mapping “value ecology” this model offers a more nuanced perspective on production, distribution, and consumption elements in an ecology. It allows for analysis of impact of interventions in dozens of different areas, from dozens of perspectives, and thus provides a more detailed picture of players, relationships, and results to support both practice and policy making around practice. An Aus-e-Stage Value Ecology To provide the more detailed, dynamic image of local theatre culture that a value ecology approach demands—to show players, relations between players, and context in all their complexity—we use the Aus-e-Stage Mapping Service, an online application that maps data about artists, arts organisations, and audiences across cityscapes/landscapes. We use Aus-e-Stage with data drawn from three sources: the AusStage database of over 50,000 entries on Australian performing arts venues, productions, artists, and reviews; the Australian Bureau of Statistics (ABS) data on population; and the Local Government Area (LGA) maps the ABS uses to cluster populations. Figure 2 – Using AusStage Interface Figure 3 – AusStage data on theatre venues laid over ABS Local Government Area Map Figure 4 – Using Aus-e-Stage / AusStage to zoom in on Australia, Queensland, Brisbane and La Boite Theatre Company, and generate a list of productions, dates and details Aus-e-Stage produces not just single maps, but a sequential series of snapshots of production ecologies, which visually track who does what when, where, with whom, and for whom. Its sequences can show: The way artists, companies, venues, and audiences relate to each other;The way artists’ relationship to companies, venues, and audiences changes over time;The way “external stressors” changes such as policy, industrial, or population changes affect the elements, roles, and relationships in the ecology from that point forward. Though it can be used in combination with other data sources such as interviews, the advantage of AusStage data is that maps of moving ecologies of practice are based not on descriptions coloured by memory but clear, accurate program, preview, and review data. This allows it to show how factors in the environment—population, policy, infrastructure, or program shifts—effect the ecology, effect players in the ecology, and prompt players to adapt their type, level, or intensity of practice. It extends Baylis’s value chain into a full value ecology that shows the detail on how an ecology works, going beyond demands that government plug perceived gaps and moving towards data- and history- based decisions, ideas and innovation based on what works in Brisbane’s performing arts ecology. Our Aus-e-Stage mapping shows this approach can do a number of useful things. It can create sequences showing breaks, blockages, and absences in an individual or company’s effort to move from emerging to established (e.g. in a sudden burst of activity followed by nothing). It can create sequences showing an individual or company’s moves to other parts of Australia (e.g. to tour or to pursue more permanent work). It can show surprising spaces, relations, and sources of support artists use to further their career (e.g. use of an amateur theatre outside the city such as Brisbane Arts Theatre). It can capture data about venues, programs, or co-production networks that are more or less effective in opening up new opportunities for artists (e.g. moving small-scale experiments in Metro Arts’ “Independents” program to full scale independent productions in La Boite’s “Indie” program, its mainstage program, other mainstage programs, and beyond). It can link to program information, documentation, or commentary to compare anticipated and actual effects. It can lay the map dates and movements across significant policy, infrastructure, or production climate shifts. In the example below, for instance, Aus-e-Stage represents the tour of La Boite’s popular production of a new Australian work Zig Zag Street, based on the Brisbane-focused novel by Nick Earls about a single, twentysomething man’s struggles with life, love, and work. Figure 5 – Zig Zag Street Tour Map In the example below, Aus-e-Stage represents the movements not of a play but of a performer—in this case Christopher Sommers—who has been able to balance employment with new work incubator Metro Arts, mainstage and indie producer La Boite, and stage theatre company QTC with his role with independent theatre company 23rd Productions to create something more protean, more portfolio-based or boundary-less than a traditional linear career trajectory. Figure 6 – Christopher Sommers Network Map and Travel Map This value of this approach, and this technology, is clear. Which independents participate in La Boite Indie (or QTC’s “Studio” or “Greenroom” new work programs, or Metro’s emerging work programs, or others)? What benefits does it bring for artists, for independent companies, or for mainstage companies like La Boite? Is this a launching pad leading to ongoing, sustainable production practices? What do artists, audiences or others say about these launching pads in previews, programs, or reviews? Using Aus-e-Stage as part of a value ecology approach answers these questions. It provides a more detailed picture of what happens, what effect it has on local theatre ecology, and exactly which influences enabled this effect: precisely the data needed to generate informed debate, ideas, and decision making. Conclusion Our ecological approach provides images of a local performing arts ecology in action, drawing out filtered data on different players, relationships, and influencing factors, and thus extending examination of Brisbane’s and Queensland’s performing arts sector into useful new areas. It offers three main advances—first, it adopts a value ecology approach (Hearn et al.), second, it adapts this value ecology approach to include not just companies by all up- and down- stream players, supporters and infrastructure (Cherbo et. al.), and, thirdly, it uses the wealth of data available via Aus-e-Stage maps to fill out and filter images of local theatre ecology. It allows us to develop detailed, meaningful data to support discussion, debate, and development of ideas that is less likely to get bogged down in old, outdated, or inaccurate assumptions about how the sector works. Indeed, our data lends itself to additional analysis in a number of ways, from economic analysis of how shifts in policy influence productivity to sociological analysis of the way practitioners or practices acquire status and cultural capital (Bourdieu) in the field. Whilst descriptions offered here demonstrate the potential of this approach, this is by no means a finished exercise. Indeed, because this approach is about analysing how elements, roles, and relationships in an ecology shift over time, it is an ever-unfinished exercise. As Fortin and Dale argue, ecological studies of this sort are necessarily iterative, with each iteration providing new insights and raising further questions into processes and patterns (3). Given the number of local performing arts producers who have changed their practices significantly since Baylis’s Mapping Queensland Theatre report, and the fact that Baylis is producing a follow-up report, the next step will be to use this approach and the Aus-e-Stage technology that supports it to trace how ongoing shifts impact on Brisbane’s ambitions to become a cultural capital. This process is underway, and promises to open still more new perspectives by understanding anxieties about local theatre culture in terms of ecologies and exploring them cartographically. Abstract:
IntroductionTraditionally, suburbs have been conceived as dormitory – in binary opposition to the inner-city (Powell). Supporting this stereotypical view have been gendered binaries between inner and outer city areas; densely populated vs. sprawl; gentrified terraces and apartment culture vs. new estates and first home buyers; zones of (male) production and creativity against (female) sedate, consumer territory. These binaries have for over a decade been thoroughly criticised by urban researchers, who have traced such representations and demonstrated how they are discriminatory and incorrect (see Powell; Mee; Dowling and Mee). And yet, such binaries persist in popular media commentaries and even in academic research (Gibson and Brennan-Horley). In creative city research, inner-city areas have been bestowed with the supposed correct mix of conditions that may lead to successful creative ventures. In part, this discursive positioning has been borne out of prior attempts to mapthe location of creativity in the city. Existing research on the geography of creativity in the city have relied on proxy data forms: mapping data on firms and/or employment in the creative industry sectors (e.g. Gibson, Murphy and Freestone; Markusen et al.; Watson). In doing so, the focus has rested on “winners” – i.e. headquarters of major arts and cultural institutions located in inner city/CBD locations, or by looking for concentrations of registered creative businesses. Such previous studies are useful because they give some indication of the geographical spread and significance of creative activities in cities, and help answer questions about the locational preferences of creative industries, including their gravitational pull towards each other in an agglomerative sense (Scott). However, such studies rely on (usually) one proxy data source to reveal the presence of creative activities, rather than detail how creativity is itself apparent in everyday working lives, or embedded in the spaces, networks and activities of the city. The latter, more qualitative aspects of the lived experience of creativity can only at best be inferred from proxy data such as employment numbers and firm location. In contrast, other researchers have promoted ethnographic methods (Drake; Shorthose; Felton, Collis and Graham) including interviewing, snowballing through contacts and participant observation, as means to get ‘inside’ creative industries and to better understand their embeddedness in place and networks of social relations. Such methods provide rich explanation of the internal dynamics and social logics of creative production, but having stemmed from text-based recorded interviews, they produce data without geographical co-ordinates necessary to be mapped in the manner of employment or business location data – and thus remain comparatively “aspatial”, with no georeferenced component. Furthermore, in such studies relational interactions with material spaces of home, work and city are at best conveyed in text form only – from recorded interviews – and thus cannot be aggregated easily as a mapped representation of city life. This analysis takes a different tack, by mapping responses from interviews, which were then analysed using methods more common in mapping and analysing proxy data sources. By taking a qualitative route toward data collection, this paper illustrates how suburbs can actually play a major role in creative city economies, expanding understandings of what constitutes a creative workplace and examining the resulting spatial distributions according to their function. Darwin and the Creative Tropical City Project This article draws on fieldwork carried out in Darwin, NT a small but important city in Australia’s tropical north. It is the government and administration capital of the sparsely populated Northern Territory and continues to grapple with its colonial past, a challenging climate, small population base and remoteness from southern centres. The city’s development pattern is relatively new, even in Australian terms, only dating back to the late 1970s. After wholesale destruction by Cyclone Tracy, Darwin was rebuilt displaying the hallmarks of post-1970 planning schemes: wide ring-roads and cul-de-sacs define its layout, its urban form dominated by stout single-story suburban dwellings built to withstand cyclonic activity. More recently, Darwin has experienced growth in residential tower block apartments, catering to the city’s high degree of fly-in, fly-out labour market of mining, military and public service workers. These high rise developments have been focussed unsurprisingly on coastal suburbs with ample sections of foreshore. Further adding to its peculiar layout, the geographic centre is occupied by Darwin Airport (a chief military base for Australia’s northern frontier) splitting the northern suburbs from those closer to its small CBD, itself jutting to the south on a peninsula. Lacking then in Darwin are those attributes so often heralded as the harbingers of a city’s creative success – density, walkability, tracts of ex-industrial brownfields sites ripe for reinvention as creative precincts. Darwin is a city dominated by its harsh tropical climate, decentralised and overtly dependant on private car transport. But, if one cares to look beyond the surface, Darwin is also a city punching above its weight on account of the unique possibilities enabled by transnational Asian proximity and its unique role as an outlet for indigenous creative work from across the top of the continent (Luckman, Gibson and Lea). Against this backdrop, Creative Tropical City: Mapping Darwin’s Creative Industries (CTC), a federally funded ARC project from 2006 to 2009, was envisaged to provide the evidential base needed to posit future directions for Darwin’s creative industries. City and Territory leaders had by 2004 become enchanted by the idea of ‘the creative city’ (Landry) – but it is questionable how well these policy discourses travel when applied to disparate examples such as Darwin (Luckman, Gibson and Lea). To provide an empirical grounding to creative city ideas and to ensure against policy fetishism the project was developed to map the nature, extent and change over time of Darwin’s creative industries and imagine alternate futures for the city based on a critical appraisal of the applicability of national and international creative industry policy frameworks to this remote, tropical location (Lea et al.). Toward a Typology of Darwin’s Creative Workplaces This article takes one data set gathered during the course of the CTC project, based around a participatory mapping exercise, where interviewees responded to questions about where creative industry activities took place in Darwin by drawing on paper maps. Known as mental maps, these were used to gather individual representations of place (Tuan), but in order to extend their applicability for spatial querying, responses were transferred to a Geographic Information System (GIS) for storage, collation and analysis (Matei et al.). During semi-structured interviews with 98 Darwin-based creative industry practitioners, participants were provided with a base map of Darwin displaying Statistical Local Area (SLA) boundaries and roads for mark up in response to specific questions about where creative activities occurred (for more in depth discussion of this method and its varied outputs, refer to Brennan-Horley and Gibson). The analysis discussed here only examines answers to one question: “Where do you work?” This question elicited a total of 473 work locations from 98 respondents – a fourfold increase over statistics gleaned from employment measures alone (Brennan-Horley). Such an increase resulted from participants identifying their everyday work practices which, by necessity, took place across multiple locations. When transferring the spatial location of workplaces into the GIS, each site was coded depending on whether it was cited by the interviewee as their “major” or primary place of work, or if the place being discussed played a secondary or “minor” role in their creative practice. For example, an artist’s studio was categorised as major, but other minor sites also featured in their mental maps, for example, galleries, supply locations and teaching sites. Each worksite was then assigned to one of four categories: Front, Back, Networking and Supply (Table 1). In a similar fashion to McCannell’s work on the “front and back regions” of tourist towns (597), the creative industries, predicated on the production and exchange of texts, objects and ideas also display front spaces of sorts – sites that facilitate interactions between practitioner and audiences, spaces for performance and consumption. Operating behind these front spaces, are sites where creative endeavours take place – perhaps not as so readily seen or engaged with by wider publics. For example, a rehearsal room, artist’s studio or a theatre company’s office may not be key sites of interaction between creator and audience but remain nonetheless important sites of creative work. However, a binary of Front versus Back could not encapsulate the variety of other everyday, prosaic work sites evident in the data. Participants indicated on their maps visits to the post office to send artworks, going to Bunnings to buy paint (and inadvertently networking with others), through to more fleeting spaces such as artist materials fossicked from parklands to photoshoot locations. These supply sites (each themselves positioned along a continuum of “creative” to “mundane”) were typified as supply locations: sites that act as places to gather inputs into the creative process. Finally, sites where meetings and networking took place (more often than not, these were indicated by participants as occurring away from their major work place) were assigned under a heading of networking spaces. First there were numerous cases where worksites fell across multiple categories. This was particularly the case with practitioners from the music and performing arts sector whose works are created and consumed at the same location, or a clothing designer whose studio is also their shopfront. To avoid double counting, these cases were assigned to one category only, usually split in favour of the site’s main function (i.e. performance sites to Front spaces). During interviews, participants were asked to locate parts of Darwin they went to for work, rather than detail the exact role or name for each of those spaces. While most participants were forthcoming and descriptive in their responses, in two percent of cases (n=11) the role of that particular space was undefined. These spaces were placed into the “back” category. Additionally, the data was coded to refer to individual location instances aggregated to the SLA level, and does not take into account the role of specific facilities within suburbs, even though certain spaces were referred to regularly in the transcripts. It was often the case that a front space for one creative industry practitioner was a key production site for another, or operated simultaneously as a networking site for both. Future disaggregated analyses will tease out the important roles that individual venues play in Darwin’s creative economy, but are beyond this article’s scope. Finally, this analysis is only a snapshot in time, and captures some of the ephemeral and seasonal aspects of creative workplaces in Darwin that occurred around the time of interviewing. To illustrate, there are instances of photographers indicating photo shoot locations, sites that may only be used once, or may be returned to on multiple occasions. As such, if this exercise were to be carried out at another time, a different geography may result. Results A cross-tabulation of the workplace typology against major and minor locations is given in Table 2. Only 20 per cent of worksites were designated as major worksites with the remaining 80 per cent falling into the minor category. There was a noticeable split between Back and Front spaces and their Major/Minor designation. 77 per cent of back spaces were major locations, while the majority of Front spaces (92 per cent) fell into the minor category. The four most frequently occurring Minor Front spaces – client location, performance space, markets and gallery – collectively comprise one third of all workplaces for participants, pointing to their important role as interfacing spaces between creative output produced or worked on elsewhere, and wider publics/audiences. Understandably, all supply sites and networking places were categorised as minor, with each making up approximately 20 per cent of all workplaces. The maps use location quotients, representing the diversion of each SLA from the city-wide average. Values below one represent a less than average result, values greater than one reflecting higher results. The City-Inner SLA maintains the highest overall percentage of Darwin’s creative worksites (35 per cent of the total) across three categories, Front, Back and especially Networking sites (60 per cent). The concentration of key arts institutions, performance spaces and CBD office space is the primary reason for this finding. Additionally, the volume of hospitality venues in the CBD made it an amenable place to conduct meetings away from major back spaces. Numerically, the vast majority (70 per cent) of Darwin’s Front spaces are peppered across the suburbs, with agglomerations occurring in The Gardens, Fannie Bay, Nightcliff and Parap. The Gardens is the location for Darwin’s biggest weekly market (Mindl Beach night market), and a performance space for festivals and events during the city’s long dry season. Mirroring more the cultures of its neighbouring SE Asian counterparts, Darwin sustains a vibrant market culture unlike that of any other Australian capital city. As the top end region is monsoonal, six months of the year is guaranteed to be virtually rain free, allowing for outdoor activities such as markets and festivals to flourish. Markets in Darwin have a distinctly suburban geography with each of the three top suburban SLAs (as measured by Front spaces) hosting a regular market, each acting as temporary sites of networking and encounter for creative producers and audiences. Importantly, over half of the city’s production sites (Back spaces) were dispersed across the suburbs in two visible arcs, one extending from the city taking in Fannie Bay and across to Winnellie via Parap, and through the northern coastal SLAs from Coconut Grove to Brinkin (Figure 1). Interestingly, 85 per cent of all supply points were also in suburban locations. Figure 4 maps this suburban specialisation, with the light industrial suburb of Winnellie being the primary location for Darwin’s creative practitioners to source supplies. First, the results show the usefulness of combining in-depth qualitative research with GIS mapping methods. Interviewing creative workers about where activities in their working days (or nights) take place, rather than defaulting to incomplete industry statistics can reveal a more comprehensive view of where creative work manifests in the city. Second, the role that multiple, decentred and often suburban facilities played as sites of supply, production and consumption in Darwin’s creative economy leads theories about the spatiality of creativity in the city in new directions. These results clearly show that the cultural binaries that theorists have assumed shape perceptions of the city and its suburbs do not appear in this instance to be infusing the everyday nature of creative work in the city. What was revealed by this data is that creative work in the city creates a variegated city produced through practitioners’ ordinary daily activities. Creative workers are not necessarily resisting or reinventing ideas of what the suburbs mean, they are getting on with creative work in ways that connect suburbs and the city centre in complex – and yet sometimes quite prosaic – ways. This is not to say that the suburbs do not present challenges for the effective conduct of creative work in Darwin – transport availability and lack of facilities were consistently cited problems by practitioners – but instead what is argued here is that ways of understanding the suburbs (in popular discourse, and in response in critical cultural theory) that emanate from Sydney or Los Angeles do not provide a universal conceptual framework for a city like Darwin. By not presuming that there is a meta-discourse of suburbs and city centres that everyone in every city is bound to, this analysis captured a different geography. In conclusion, the case of Darwin displayed decentred and dispersed sites of creativity as the norm rather than the exception. Accordingly, creative city planning strategies should take into account that decentralised and varied creative work sites exist beyond the purview of flagship institutions and visible creative precincts. Abstract:
Introduction This article explores the phenomenon of the Creative City in the context of Aberdeen, Scotland’s third-largest city. The common perception of Aberdeen is likely to revolve around its status, for the last 50 years, as Europe’s Oil & Gas Capital. However, for more than a decade Aberdeen’s city planners have sought to incorporate creativity and culture in their placemaking. The most visible expression of this was the unsuccessful 2013 bid to become the UK City of Culture 2017 (CoC), which was referred to as a “reality check” by Marie Boulton (BBC), the councillor charged with the culture portfolio. This article reviews and appraises subsequent policies and actions. It looks at Aberdeen’s history and its current Cultural Strategy and how events have supported or inhibited the reimagining of Aberdeen as a Creative and Cultural City. Landry’s “Lineages of the Creative City” tracks the rise in interest around culture and creative sectors and highlights that there is more to the creative city than economic growth, positing that a creative city is a holistic environment in which “ordinary people can make the extra-ordinary happen” (2). Comunian develops Landry’s concept of hard (infrastructural) assets and soft (people and activity) assets by introducing Complexity Theory to examine the interactions between the two. Comunian argues that a city should be understood as a complex adaptive system (CAS) and that the interconnectivity of consumption and production, micro and macro, and networks of actors must be incorporated into policy thinking. Creating physical assets without regard to what happens in and around them does not build a creative city. Aberdeen: Context and History Important when considering Aberdeen is its remoteness: 66 miles north of its closest city neighbour Dundee, 90 miles north of Edinburgh and 125 miles north-east of Glasgow. For Aberdonians travel is a necessity to connect with other cultural centres whether in Scotland, the UK, Europe, or further afield, making Aberdeen’s nearly 900-year-old port a key asset. Sitting at the mouth of the River Dee, which marks Aberdeen’s southern boundary, this key transport hub has long been central to Aberdeen’s culture giving rise to two of the oldest established businesses in the UK: the Port of Aberdeen (1136) and the Shore Porter’s Society (1498). Fishing and trade with Europe thrived and connections with the continent led to the establishment of Aberdeen’s first university: King’s College (Scotland’s third and the UK’s fifth) in 1495. A second, Marischal College, was established in 1593, joining forces with King’s in 1860 to become the University of Aberdeen. The building created in 1837 to house Marischal College is the second-largest granite building in the world (VisitAberdeenshire, Marischal) and now home to Aberdeen City Council (ACC). Robert Gordon University (RGU), awarded university status in 1992, grew out of an institution established in 1729 (RGU, Our History); this period marked the dawning of the Scottish Enlightenment when Aberdeen’s Wise Club were key to an intellectual discourse that changed western thinking (RSA). Gray’s School of Art, now part of RGU, was established in 1885, at the same time as Aberdeen Art Gallery which holds a collection of national significance (ACC, Art Gallery). Aberdeen’s northern boundary is marked by its second river, the River Don, which has also contributed to the city’s history, economics, and culture. For centuries, paper and woollen mills, including the world-famous Crombie, thrived on its banks and textile production was the city’s largest employer, with one mill employing 3,000 staff (P&J, Broadford). While the city and surrounds have been home to notable creatives, including writers Lewis Grassic Gibbon and Lord Byron; musicians Annie Lennox, Dame Evelyn Glennie, and Emeli Sandé; fashion designer Bill Gibb and dancer Michael Clark, it has struggled to attract and retain creative talent, and there is a familiar exodus of art school graduates to the larger and more accepted creative cities of Glasgow, Edinburgh, and London. In 2013, at the time of the CoC bid, ACC recognised that creative industries graduates leaving the city was “a serious issue” (ACC, Cultural Mapping 1). The City of Culture Bid This recognition came at a time when ACC acknowledged that Aberdeen, with already low unemployment, required an influx of workforce. An ACC document (Cultural Mapping) cites Richard Florida’s proposal that a strong cultural offer attracts skilled workers to a city, adding that they “look for a lively cultural life in their choice of location” (7) and quoting an oil executive: “our poor city centre is often cited as a major obstacle in attracting people” (7). Changing the image of the city to attract new residents appears to have been a key motivation for the CoC bid. The CoC assessor noted this in their review of the bid, citing a report that 120,000 recruits were required in the city and agreeing that Aberdeen needed to “change perceptions of the city to retain and attract talent” (Regeneris 1). Aberdeen’s CoC bid was rejected at the first shortlisting stage, with feedback that the artistic vision “lacked depth” and “that cultural activity in the city was weaker than in several other bidding areas” (Regeneris 3). In an exploration of the bidding process, McGillivray and Turner highlight two factors which link to other concerns and feedback about the bid. Firstly, they compare Aberdeen’s choice of a Bid Manager from the business community with Paisley’s choice of one from their local arts sector in their bid for CoC 2021, which was successful in being shortlisted, highlighting different motivators behind the bids. Secondly, Aberdeen secured a bid team member from “Pafos’s bid to be 2017 European Capital of Culture (ECC), who subsequently played an important role” for Kalamata’s 2021 ECC bid (41), showing Aberdeen’s reluctance to develop local talent. A Decade of Investment ACC responded to the “reality check” with a series of investments in the hard assets of the city. Major refurbishment of two key buildings, the Music Hall and the Art Gallery, caused them both to be closed for several years, significantly diminishing the cultural offer in the city. The Music Hall re-opened in 2018 (Creative Scotland) and the Art Gallery in 2019 (McLean). In 2021, the extended and updated Art Gallery was named “Scotland’s building of the year” by the Royal Incorporation of Architects in Scotland (RIAS) (Museums Association). Concurrent with this was the development of “Europe’s largest new events complex, TECA [now P&J live] part financed through a £370 million stock market bond issue” (InvestAberdeen). Another cultural asset of the city which has been undergoing a facelift since 2019 is Union Terrace Gardens (UTG), the green heart of the city centre, gifted to the public in 1877. The development of this asset has had a chequered history. In 2008 it had been awarded “funding from Aberdeen Council (£3 million), the Scottish Arts Council (£4.3M) and Scottish Enterprise (£2 million)” (Aberdeenvoice) to realise a new multi-disciplinary contemporary art centre to be called ‘Northern Light’ and housed in a purpose-designed building (Brizac Gonzalez). The project, led by Peacock Visual arts, a printmaking centre of excellence and gallery founded in 1974, had secured planning permission. It would host Peacock Visual Arts, City Moves dance company, and the ACC arts development team. It echoed similar cultural partnership approaches, such as Dundee Contemporary Arts, although notably without involvement from the universities. Three months later, a counterbid to radically re-think UTG as a vast new city square was proposed by oil tycoon Sir Ian Wood, who backed the proposal with £50 million of his own funds, requiring matching finance by the city and ownership of the Gardens passing to private hands. Resistance to these plans came from ‘Friends of UTG’, and a public consultation was held. ACC voted to adopt Wood’s plans and drop those of Peacock, but a change of administration in the local authority overturned Wood’s plans in August 2012. A significant portion of the funding granted to the Northern Lights project was consumed in the heated public debate and the remainder was lost to the city, as was the Wood money, providing a highly charged backdrop to the CoC bid and an unfortunate divide created between the business and culture sectors that is arguably still discernible in the city today. According to the Aberdeen & Grampian Chamber of Commerce (AGCC) 2022 Investment Tracker, the nearly complete UTG transformation has cost £28.3m. The AGCC trackers since 2016 provide a useful reference for a wider view of investment in the region over this period. During this period, ACC commissioned two festivals: Spectra (ACC, Culture Programme 5), a festival of light curated by a Manchester-based organisation, and NuArt (VisitAberdeenshire, Nuart), a street-art festival curated by a Stavanger-based team. Both festivals deliver large-scale public spectacles but have little impact on the development of the cultural sector in the city. The drivers of footfall, income generation, and tourism are key motivators for these festivals, supporting a prevailing narrative of cultural consumption over cultural production in the city, despite Regeneris’s concerns about “importing of cultural activity, which might not leave behind a cultural sector” (1) and ACC’s own published concerns (ACC, Cultural Mapping). It is important to note that in 2014 the oil and gas industry that brought prosperity to Aberdeen was severely impacted upon by a drop in price and revenue. Many jobs were lost, people left the city, and housing prices, previously inflated, fell dramatically. The attention of the authorities turned to economic regeneration of the city and in 2015, the Aberdeen City Region Deal (UK Gov), bringing £250m to the region, (REF) was signed between the UK Government, Scottish Government, ACC, Aberdeenshire Council, and Opportunity North East (ONE). ONE “is the private sector leader and catalyst for economic diversification in northeast Scotland” with board members from industry, enterprise, AGCC, the councils, the universities, the harbour, and NHS. ONE focuses on five ‘pillars’: Digital Technology, Energy, Life Sciences, Tourism and Food, and Drink & Agriculture. A Decade of Creativity and Cultural Development Aberdeen’s ambitious cultural capital infrastructure spending of the last decade has seen the creation or refurbishment of significant hard assets in the city. The development of people (Cohendet et al.), the soft assets that Landry and Comunian agree are essential to the complex system that is a Creative City, has also seen development over this time. In 2014, RGU commissioned a review of Creative Industries in the North East of Scotland. The report notes that: the cultural sector in the region is strong at the grass roots end, but less so the higher up the scale it goes. There is no producing theatre, and no signature events or assets, although the revitalised art gallery might provide an opportunity to address this. (Ekos 2) This was followed by an international conference at which other energy cities (Calgary, Houston, Perth, and Oslo) presented their culture strategies, providing useful comparators for Aberdeen and a second RGU report (RGU, Regenerating). A third report, (RGU, New North), set out a vision for the region’s cultural future. The reports recommend strategy, leadership, and vision in the development of the cultural and creative soft assets of the region and the need to create conditions for graduate and practitioner retention. Also in 2014, RGU initiated the Look Again Festival of Art and Design, an annual festival to address a gap in the city festival roster and meet a need arising from the closure of both Art Gallery and Music Hall for refurbishment. The first festival took place in 2015 with a weekend-long public event showcasing a series of thought-provoking installations and events which demonstrated a clear appetite amongst the public and partner organisations for more activity of this type. Between 2015 and 2019, the festivals grew from strength to strength and increased in size and ambition, “carving out a new creative community in Aberdeen” (Williams). The 2019 festival involved 119 creatives, the majority from the region, and created 62 paid opportunities. Look Again expanded and became a constant presence and vehicle for sectoral and skills development, supporting students, graduates, volunteers, and new collectives, focussing on social capital and the intangible creative community assets in the city. Creative practitioners were supported with a series of programmes such as ‘Cultivate’ (2018), funded by Creative Scotland, that provided mentoring to strengthen business sustainability and networking events to improve connectivity in the sector. Cultivate also provided an opportunity to undertake further research, and a survey of over 100 small and micro creative businesses presented a view of a tenacious sector, committed to staying in the region but lacking structured and tailored support. The project report noted consistent messages about the need for “a louder voice for the sector” and concluded that further work was needed to better profile, support, and connect the sector (Cultivate 15). Comunian’s work supports this call to give greater consideration to the interplay of the agents in the creation of a strong creative city. In 2019, Look Again’s evolving role in creative sector skills development was recognised when they became part of Gray’s School of Art. A partnership quickly formed with the newly created Entrepreneurship & Innovation Group (EIG), a team formed within RGU to drive entrepreneurial thinking across all schools of the university. Together, Look Again and EIG ran a Creative Accelerator which became a prototype for a validated Creative Entrepreneurship post-graduate short-course that has supported around 120 creative graduates and practitioners with tailored business skills, contextual thinking, and extended peer networks. Meanwhile, another Look Again collaboration with the newly re-opened Art Gallery provided pop-up design events that many of these small businesses took part in, connecting them with public-facing retail opportunities and, for some, acquisitions for the Gallery’s collection. Culture Aberdeen During this time and after a period of public consultation, a new collaborative group, ‘Culture Aberdeen’, emerged. Membership of the group includes many regional cultural and arts organisations including ACC, both universities, and Aberdeen Civic Forum, which seeks “to bring the voice and views of all communities to every possible level of decision making”. The group subsequently published Culture Aberdeen: A Culture Strategy for the City of Aberdeen 2018-2028, which was endorsed by ACC in their first Cultural Investment Impact Report. The strategy sets out a series of cultural ambitions including a bid to become a UNESCO Creative City, establishing an Aberdeen Biennale, and becoming a national centre of excellence for an (unspecified) artform. This collaboration brings a uniting vision to Aberdeen’s creative activity and places of culture and presents a more compelling identity as a creative city. It also begins to map to Comunian’s concept of CAS and establish a framework for realising the potential of hard assets by strategically envisioning and leading the agents, activities, and development of the city’s creative sector. Challenges for Delivery of the Strategy In delivering a strategy based on collaborative efforts, it is essential to have shared goals and strong governance “based on characteristics such as trust, shared values, implicit standards, collaboration, and consultation” (Butcher et al. 77). Situations like Aberdeen’s tentative bid for UNESO Creative City status, which began in late 2018 but was halted in early 2019, suggest that shared goals and clear governance may not be in place. Wishing to join other UNESCO cities across Scotland – Edinburgh (Literature), Glasgow (Music), and Dundee (Design) –, Aberdeen had set its sights on ‘City of Craft and Folk Art’; that title subsequently went to the city of Perth in 2022, limiting Aberdeen’s future hopes of securing UNESCO Creative City status. In 2022, Aberdeen is nearly halfway through its strategy timeline; to achieve its vision by 2028, the leadership recommended in 2014 needs to be established and given proper authority and backing. Covid-19 has been particularly disruptive for the strategy, arriving early in its implementation and lasting for two years during which collaborators have, understandably, had to attend to core business and crisis management. Picking up the threads of collaborative activity at the same time as ‘returning to normal’ will be challenging. The financial impacts of Covid-19 have also hit arts organisations and local councils particularly hard, creating survival challenges that displace future investment plans. The devastation caused to city centres across the UK as shops close and retail moves online is keenly felt in Aberdeen. Yet the pandemic has also seen the growth of pockets of new activity. With falling demand for business space resulting in more ‘meanwhile spaces’ and lower rents, practitioners have been able to access or secure spaces that were previously prohibitive. Deemouth Artists’ Studios, an artist-run initiative, has provided a vital locus of support and connectivity for creatives in the city, doubling in size over the past two years. ‘We Are Here Scotland’ arrived in response to the resurgent Black Lives Matter movement in 2020, as a Community Interest Company initiated in Aberdeen to support black creatives and creatives of colour across Scotland. Initiatives such as EP Spaces that re-purpose empty offices as studios have created a resource, albeit precarious, for scores of recent creative graduates, supporting an emerging creative community. The consequences of the pandemic for the decade of cultural investment and creative development are yet to be understood, but disrupted strategies are hard to rekindle. Culture Aberdeen’s ability to resolve or influence these factors is unclear. As a voluntary network without a cohesive role or formal status in the provision of culture in the city, and little funding and few staff to advocate on its behalf, it probably lacks the strength of leadership required. Nevertheless, work is underway to refresh the strategy in response to the post-pandemic needs of the city and culture, and the Creative Industries more broadly, are, once again, beginning to be seen as part of the solution to recovery as new narratives emerge. There is a strong desire in the city’s and region’s creative communities to nurture, realise, and retain emerging talent to authentically enrich the city’s culture. Since the 2013 failed CoC bid, much has been done to rekindle confidence and shine a light on the rich creative culture that exists in Aberdeen, and creative communities are gaining a new voice for their work. Considerable investment has been made in hard cultural assets; however, continued investment in and commitment to the region’s soft assets is needed. This is the only way to ensure the sustainable local network of activity and practice that can provide the vibrant creative city atmosphere for which Aberdeen has the potential.
