This article examines the behavioural aspects and the molecular and cellular processes in the brain associated with memory consolidation. It suggests that ruthless reduction and mechanistic reduction are both reductionist in that they recognize the importance of seeking knowledge of brain processes at different levels of organization to understand cognitive function. They are also united in standing opposed to the attempts to divorce psychology and cognitive science from being constrained by our rapidly growing knowledge of brain processes and they both agree that information about molecular and cellular processes is also of potentially great relevance to understanding memory consolidation.

‘The institutional peace’ introduces a form of peace that has been influential in the modern era, one that relies on international institutions and law to support the consolidation of a constitutional peace. This type of peace developed as the constitutional version of peace was becoming prominent during the Enlightenment. Institutional peace aims to anchor states within a specific set of values and shared legal context through which they agree on the way to behave. They also agree to police and enforce that behaviour. International law has been crucial for the institutional peace framework to produce a stable international order.

Abstract:
R2P was designed for pragmatists, not purists: to change state behaviour, not make new law or rewrite international relations theory. Since 2005 it has gathered momentum as a normative force, institutional catalyst, and framework for both preventive and reactive action. There are many grounds for optimism about its consolidation and further development in all these respects over the next decade and beyond: it is no longer possible for policy-makers to think and act as if mass atrocity crimes committed behind sovereign state borders are nobody else’s business. But, with dissension over the implementation of its Libyan intervention mandate in 2011 paralysing the Security Council’s subsequent response to atrocities in Syria, much remains to be done to recreate Council consensus over the hardest cases, those potentially requiring coercive military force. Some variation on the concept of ‘responsibility while protecting’, first advanced by Brazil in 2011, offers the most productive way forward.

Abstract:
The shifting nature of the ‘wicked problems’ that the responsibility to protect (R2P) was formulated to address requires close examination its normative elements, including assessing its status as a norm and exploring whether and to what degree it may be new. Some of the norms expressed through R2P are well established and enjoy widespread acceptance and strong compliance pull, whereas others are new, which sets the scene for norm contestation, and ambiguous and selective implementation that often characterize a norm’s journey across and within its theoretical ‘life cycle’. Moreover, the constitutive and regulative effects R2P norms have had on policy outcomes and actor behaviour remain uneven and thus deserving of further analysis. The international community’s will and ability to deliver on the promise of civilian protection in mass atrocity cases through R2P continues to face considerable challenges even as some of its component norms experience greater acceptance, institutionalization, and consolidation.

Abstract:
This article reviews comparative research on electoral systems and voting behavior, identifying analytical gaps in the tactical voting literature. It starts by examining the core assumptions underpinning the classic approach to tactical voting. It then displays some empirical data about the estimates of this behavior reported in the literature. Contrasting experiences of theoretical and methodological issues in majoritarian and non-majoritarian systems are discussed. Focusing on some difficulties in the application of the “avoiding wasted vote” motivations under PR and mixed-member rules, the article furthers the consolidation of research on tactical voting beyond FPTP systems. The last section suggests that future scholarship in this field should move beyond the “wasted vote” approach to tactical voting and distinguish between instrumental and expressive motivations, consider the long-term consequences of tactical voting, and stress the endogenous nature of tactical voting and the role of parties and media in spreading it.

This handbook examines Swedish politics as well as institutional changes, political decision-making, foreign affairs, and political behavior. It discusses political change and political mobilization in relation to society’s transition into a postindustrial economy, along with the impact of the growing international embeddedness, de jure or de facto, on policy objectives such as non-alliance and neutrality. This introduction first provides an overview of two parallel trajectories that reshaped and modernized Sweden since the 1880s: industrialization and urbanization as well as the consolidation of a capitalist economy; and democratization and the mobilization of social class. It then considers the degree of Swedish exceptionalism in areas such as welfare state politics, constitutional design, the party system, electoral behavior, public administration, subnational government, international relations, Sweden’s membership in the European Union, and the political economy of Swedish governance. It also speculates about what caused the decline in Swedish exceptionalism and concludes by outlining the book’s organization and themes.

Abstract:
For the past ten years, the prevalence of suicide completions among service members has increased, with rates greatly exceeding those seen within the US civilian population. In response, the Department of Defense, Department of Veterans Affairs, and each branch of the military collaboratively implemented strategic approaches to improving existing suicide prevention programs and invested in the development of innovative programs. These approaches include consolidating suicide event reporting into a central database, reducing the stigma associated with help-seeking behaviors, enhancing resilience among service members, improving aspects impacting service members’ overall quality of life through an expansion of benefits and services, and improving the physical, psychological, social, and spiritual well-being of service members. This article explores the evolution of these suicide risk prevention efforts in consideration of the effectiveness of different strategies used by military branches and veteran programs.
