AbstractIntroduced into Lake Victoria in the 1950s, the Nile perch has gained fame for prompting rapid regional economic growth and for driving scores of endemic fish species into extinction. This study uses oral and archival data to trace the historical development of the Nile perch fishery on Lake Victoria. Particular emphasis is placed on local responses and adaptations to (1) the Nile perch itself; (2) the abrupt integration of the Lake Victoria fishery with the global economy; and (3) the ecological changes that the Nile perch has precipitated. I also attempt to situate Lake Victoria's history in the larger debate about environment and African livelihoods. Because so much of Lake Victoria's species diversity has been lost within one generation – biologist E. O. Wilson (1992) has called this process ‘the most catastrophic extinction episode of recent history’ – the lake is an ideal case study with which to examine ‘local’ perceptions of biodiversity. The data suggest that species diversity is important and highly resolved in the worldviews of Lake Victoria's fishermen; yet, although the will for conservation is present, poverty obstructs its realization. These findings are discussed in relation to other work on indigenous environmental knowledge and ecological ethics. I argue that ‘intrinsic’ valuation of species diversity and ecological processes may be more widespread in rural societies than has traditionally been assumed by natural and social scientists, and that the preponderance of social studies highlighting oppositions between Western science and ethno-science, and between conservation concerns and local livelihoods, may have blinded us to synergies between them. More effort is needed to understand fully the nuances in these complex local ecological worldviews, perhaps via ‘social histories of extinction’ that explore the local consequences of species loss.

AbstractThis article opens up a new perspective on market liberalism's triumph in the late twentieth century through an examination of the political battles that were fought in Britain over the regulation of homework. Ubiquitous in the late Victorian era, this form of waged labor was curtailed by Edwardian wage regulations but resurged in the 1970s as a result of competition from low-wage economies abroad and fast-changing consumer tastes. Alongside growing use of homeworkers in consumer industries, new information technologies made it increasingly possible for some forms of professional work to move into the home. This article explores the debates that swirled around these different forms of homework, pitting antipoverty campaigners, feminists, and activists against ministers, employers, and civil servants. It shows how Conservative and New Labour governments failed to recognize the structural similarities between Victorian-style “sweated” labor and the emerging world of telework, freelancing, and self-employment, and how the intellectual excitement generated by Britain's transition toward a postindustrial future dovetailed with the New Right commitment to deregulation and the creation of “flexible” labor markets. A brief comparison with homework in the United States underlines the value of local, particular histories to our larger understanding of ideological change in modern societies.

Abstract:
As a species, humans depend heavily on their visual sense, make decisions as much from their hearts as from their heads (emotion-and value-based decisions versus analytical, logic- and knowledge-based decisions), and dislike environmental and other change. Societies in early stages of development have generally revered old people for their wisdom and experience, whereas many societies at more advanced stages of development have adopted a culture of youth. Attitudes toward forests have shown a similar trend. Respect for large and old trees was a feature of some early societies, whereas societies in and after the industrial revolution became more interested in younger, faster growing trees for technical and utilitarian reasons. However, as human population growth caused the area of unmanaged forest, old forest, and forests of large trees to decline, reverence has revived for large, old trees and for old forests. This trend has not been matched by a renewed respect for scientific knowledge about forests and for wisdom about forests based on long experience. Reflecting the pervasive effects of the culture of youth, issues in forestry, including the issue of old forests, are being judged largely on an aesthetic basis, on human emotional response to snapshot visual aspects, and on a dislike for change—the Peter Pan syndrome. "Old-growth" forest, whatever it is, has been deified as a symbol of the mythical "balance of nature," a concept discredited by ecologists as a Victorian anachronism. There are important spiritual, aesthetic, wildlife, and environmental values associated with old forests, and the area of such forests is declining. There are many valid reasons (social, scientific, and environmental) for sustaining significant and representative areas of such forests. However, conservation of such forests and ensuring a future supply of the values they provide will not be achieved unless the reverential respect for such forests is matched by another meaning of respect: understanding such forests and basing our relationship with them on that understanding. This paper challenges forest managers and forest scientists to gain a significant understanding of "old growth" to provide a logical, knowledge-based, and experience-based foundation for the identification, inventory, conservation, and management of this forest ecosystem condition, and to assert this understanding as a counterbalance to the necessary, but insufficient, value-based attitude toward old forests that arises largely from visual snapshots and the emotions they arouse. Protests struggle to gain traction in societies that are either too open (undermining the need for protest) or too closed (suppressing the possibility of protest). In the United States, there has been a sharp counter-movement responding to the election of President Donald Trump and conservative shift in ideology toward nativism. Given this shift and movement, an inquiry into the possibility of protest is both timely and critical. This ethnographic study of Camden, New Jersey, examines the ways local activists respond to oppression, finding that they use Alinsky-style community organizing that focuses on discrete, local actions and avoid direct confrontation with oppressive forces. These strategies differ from activists in adjacent communities joining in wide-scale, partisan resistance to nativism and President Donald Trump. The Camden strategy appears to be a learned response to failures in opposing wide-scale oppression and fear of loss of access and opportunity. In the face of such continued oppression, Camden activists target pragmatic urban issues to protest in the hopes of gaining small victories. Such a finding indicates that oppression may reify by making systemic changes seem unlikely or even impossible, causing activists in oppressed communities to make the strategic decision to avoid challenging oppression directly by focusing on pragmatic protest.

Shortly into his path-breaking study of The Small House in Eighteenth-Century London, Peter Guillery remarks that ‘houses are principally interesting because people live in them’ (p. 10). To urban historians the observation might seem unexceptional, even banal. To many architectural historians his comment would be incomprehensible. Therein lies the difficulty for the urban historian with a concern for housing, public buildings and planning. There is a wealth of serious academic studies of architecture, but the majority are written in a language which can seem arcane to the uninitiated and address an agenda which appears little interested in those who inhabited the buildings. At the heart of the problem lies the requirement to treat the built form primarily as a work of art, so that what is studied has to justify itself as an object worthy of aesthetic consideration, and has to relate to an established stylistic canon and chronology. Judged in this light, considerations of user and usage are largely irrelevant, and can appear an invitation to slip into the sort of popular architectural discourse, common in the Victorian and Edwardian periods, in which dwellings are valued primarily for the celebrities and anecdotes associated with them. People are germane only to the extent that they designed buildings, as architects, or commissioned them, as patrons of the arts. Among the two most influential figures in developing and in particular disseminating the art-history perspective on architecture in twentieth-century Britain were Nikolaus Pevsner and John Summerson. Today their presence is felt not only in the world of scholarship, where it has not gone unchallenged, but also and more importantly in popular perceptions of architecture, as mediated through guide literature, the amenity societies (like the National Trust, the Georgian Group and the Victorian Society) and the conservation movement. It is an influence which has been ambivalent. On the one hand, it has led to a far deeper popular understanding and appreciation of architectural form and its history, and has saved many fine buildings. On the other hand, it is has led to a dissociation of form and human usage, a devaluation of structures and traditions not defined as canonic and a blindness to the subjective and ideological nature of architectural history itself.

In contrast to the spirit of laissez-faire, the Colonial Office under Gladstone's first government served as a large-scale social engineering agency concerned with the cautious restructuring of volatile societies in the sugar-producing colonies of the West Indies and the Indian Ocean. From the perspective of the Colonial Office civilizing the barbarian made him more governable. There is a revealing paradox in the fact that so much of what Victorian Liberals did in the name of civilizing benighted natives involved active government initiatives in imperial settings. Under the banner of “peace, retrenchment, and reform” nineteenth-century British Liberals advocated cost-cutting and laissez-faire at home and non-expansion abroad. Liberal leaders' public statements in this vein helped set the historiographical stereotype of supposed Gladstonian Liberal “little Englandism” versus a dramatic imperial policy shift toward “forward movement” in the Disraelian Conservative era. Scholarship over the last thirty years has refuted this older view and has stressed the continuity of British imperialism throughout the nineteenth century. However, a careful examination of the details of policy reveals that from 1868–74 the Liberals not only valued the Empire, but were willing to sacrifice their own theories of limited government in order to strengthen the British hold—even on their bankrupt sugar colonies in the Caribbean and Indian oceans. Initiatives in colonial religion, education, health, justice, and labor regulation demonstrate a surprising Liberal bent toward government activism in the non-white Empire. Moreover, the self-conscious and energetic manipulation of such a wide range of policy tools reveals a serious Liberal commitment to empire, which further belies the old notion that from 1868–74, “little Englandism” reached its high point.

Abstract:
England’s Victorian period is marked as an era of historical, technological, economic, and social change. Although science and technological advancement was very progressive—denoted by the Industrial Revolution which took place in this era—the Victorian society’s ideal of moral values, norms, and beliefs was very conservative. Robert Louis Stevenson, a famous Victorian author, wrote The Strange Case of Dr. Jekyll and Mr. Hyde which portrays the complexity of Victorian upper class lives in dealing with the development of science yet facing the strict social norms. This research applies a sociological approach to examine the significant relations between the characterization of the three main characters in the novel—Jekyll, Hyde, and Utterson—and the social issues in the Victorian era. A library research as well as a qualitative method is applied in the process of collecting and analyzing the data. It was found that both Henry Jekyll and Edward Hyde symbolize the repressed individuals of Victorian social norms as Jekyll suppresses his inner-self and separates his dual personality apart in the form of Edward Hyde. As the representation of Jekyll’s evil side, Hyde performs violent and criminal acts which oppose the ideal of social morality. It can be concluded that Jekyll-Hyde’s characterization articulates the social criticism against the firm gentlemen image in the Victorian era. In contrast, Utterson’s characterization represents the epitome of Victorian gentleman.

Abstract This essay argues that Tennyson’s “The Princess,” frequently attacked as an anti-feminist poem, is more nuanced and potentially feminist than many critics have acknowledged. The poem’s exploration of gender roles emerges as especially challenging and thoughtful in comparison to the extreme gender conservatism of Gilbert and Sullivan’s musical parody, “Princess Ida.” Where Gilbert and Sullivan shrink all aspects of female character to sexual desire, Tennyson treats the female aspirations in his poem with considerable seriousness and respect. Ultimately, the reversion of the characters in “The Princess” to traditional gender roles seems based not upon fear of a new kind of femininity but upon fear of a new kind of masculinity. Tennyson’s poem implies that women can develop intellectually without threatening men’s stature, but men cannot develop emotionally and spiritually without losing worldly power. In that implication lies a tacit admission of the emptiness of Victorian society’s claims that women could wield power through moral authority. Moral authority, Tennyson implicitly confesses, has no real force in the world.

Abstract:
Introduction The highly contagious COVID-19 virus has presented particularly difficult public policy challenges. The relatively late emergence of an effective treatments and vaccines, the structural stresses on health care systems, the lockdowns and the economic dislocations, the evident structural inequalities in effected societies, as well as the difficulty of prevention have tested social and political cohesion. Moreover, the intrusive nature of many prophylactic measures have led to individual liberty and human rights concerns. As noted by the Victorian (Australia) Ombudsman Report on the COVID-19 lockdown in Melbourne, we may be tempted, during a crisis, to view human rights as expendable in the pursuit of saving human lives. This thinking can lead to dangerous territory. It is not unlawful to curtail fundamental rights and freedoms when there are compelling reasons for doing so; human rights are inherently and inseparably a consideration of human lives. (5) These difficulties have raised issues about the importance of social or community capital in fighting the pandemic. This article discusses the impacts of social and community capital and other factors on the governmental efforts to combat the spread of infectious disease through the maintenance of social distancing and household ‘bubbles’. It argues that the beneficial effects of social and community capital towards fighting the pandemic, such as mutual respect and empathy, which underpins such public health measures as social distancing, the use of personal protective equipment, and lockdowns in the USA, have been undermined as preventive measures because they have been transmogrified to become a salient aspect of the “culture wars” (Peters). In contrast, states that have relatively lower social capital such a China have been able to more effectively arrest transmission of the disease because the government was been able to generate and personify a nationalist response to the virus and thus generate a more robust social consensus regarding the efforts to combat the disease. Social Capital and Culture Wars The response to COVID-19 required individuals, families, communities, and other types of groups to refrain from extensive interaction – to stay in their bubble. In these situations, especially given the asymptomatic nature of many COVID-19 infections and the serious imposition lockdowns and social distancing and isolation, the temptation for individuals to breach public health rules in high. From the perspective of policymakers, the response to fighting COVID-19 is a collective action problem. In studying collective action problems, scholars have paid much attention on the role of social and community capital (Ostrom and Ahn 17-35). Ostrom and Ahn comment that social capital “provides a synthesizing approach to how cultural, social, and institutional aspects of communities of various sizes jointly affect their capacity of dealing with collective-action problems” (24). Social capital is regarded as an evolving social type of cultural trait (Fukuyama; Guiso et al.). Adger argues that social capital “captures the nature of social relations” and “provides an explanation for how individuals use their relationships to other actors in societies for their own and for the collective good” (387). The most frequently used definition of social capital is the one proffered by Putnam who regards it as “features of social organization, such as networks, norms and social trust that facilitate coordination and cooperation for mutual benefit” (Putnam, “Bowling Alone” 65). All these studies suggest that social and community capital has at least two elements: “objective associations” and subjective ties among individuals. Objective associations, or social networks, refer to both formal and informal associations that are formed and engaged in on a voluntary basis by individuals and social groups. Subjective ties or norms, on the other hand, primarily stand for trust and reciprocity (Paxton). High levels of social capital have generally been associated with democratic politics and civil societies whose institutional performance benefits from the coordinated actions and civic culture that has been facilitated by high levels of social capital (Putnam, Democracy 167-9). Alternatively, a “good and fair” state and impartial institutions are important factors in generating and preserving high levels of social capital (Offe 42-87). Yet social capital is not limited to democratic civil societies and research is mixed on whether rising social capital manifests itself in a more vigorous civil society that in turn leads to democratising impulses. Castillo argues that various trust levels for institutions that reinforce submission, hierarchy, and cultural conservatism can be high in authoritarian governments, indicating that high levels of social capital do not necessarily lead to democratic civic societies (Castillo et al.). Roßteutscher concludes after a survey of social capita indicators in authoritarian states that social capital has little effect of democratisation and may in fact reinforce authoritarian rule: in nondemocratic contexts, however, it appears to throw a spanner in the works of democratization. Trust increases the stability of nondemocratic leaderships by generating popular support, by suppressing regime threatening forms of protest activity, and by nourishing undemocratic ideals concerning governance (752). In China, there has been ongoing debate concerning the presence of civil society and the level of social capital found across Chinese society. If one defines civil society as an intermediate associational realm between the state and the family, populated by autonomous organisations which are separate from the state that are formed voluntarily by members of society to protect or extend their interests or values, it is arguable that the PRC had a significant civil society or social capital in the first few decades after its establishment (White). However, most scholars agree that nascent civil society as well as a more salient social and community capital has emerged in China’s reform era. This was evident after the 2008 Sichuan earthquake, where the government welcomed community organising and community-driven donation campaigns for a limited period of time, giving the NGO sector and bottom-up social activism a boost, as evidenced in various policy areas such as disaster relief and rural community development (F. Wu 126; Xu 9). Nevertheless, the CCP and the Chinese state have been effective in maintaining significant control over civil society and autonomous groups without attempting to completely eliminate their autonomy or existence. The dramatic economic and social changes that have occurred since the 1978 Opening have unsurprisingly engendered numerous conflicts across the society. In response, the CCP and State have adjusted political economic policies to meet the changing demands of workers, migrants, the unemployed, minorities, farmers, local artisans, entrepreneurs, and the growing middle class. Often the demands arising from these groups have resulted in policy changes, including compensation. In other circumstances, where these groups remain dissatisfied, the government will tolerate them (ignore them but allow them to continue in the advocacy), or, when the need arises, supress the disaffected groups (F. Wu 2). At the same time, social organisations and other groups in civil society have often “refrained from open and broad contestation against the regime”, thereby gaining the space and autonomy to achieve the objectives (F. Wu 2). Studies of Chinese social or community capital suggest that a form of modern social capital has gradually emerged as Chinese society has become increasingly modernised and liberalised (despite being non-democratic), and that this social capital has begun to play an important role in shaping social and economic lives at the local level. However, this more modern form of social capital, arising from developmental and social changes, competes with traditional social values and social capital, which stresses parochial and particularistic feelings among known individuals while modern social capital emphasises general trust and reciprocal feelings among both known and unknown individuals. The objective element of these traditional values are those government-sanctioned, formal mass organisations such as Communist Youth and the All-China Federation of Women's Associations, where members are obliged to obey the organisation leadership. The predominant subjective values are parochial and particularistic feelings among individuals who know one another, such as guanxi and zongzu (Chen and Lu, 426). The concept of social capital emphasises that the underlying cooperative values found in individuals and groups within a culture are an important factor in solving collective problems. In contrast, the notion of “culture war” focusses on those values and differences that divide social and cultural groups. Barry defines culture wars as increases in volatility, expansion of polarisation, and conflict between those who are passionate about religiously motivated politics, traditional morality, and anti-intellectualism, and…those who embrace progressive politics, cultural openness, and scientific and modernist orientations. (90) The contemporary culture wars across the world manifest opposition by various groups in society who hold divergent worldviews and ideological positions. Proponents of culture war understand various issues as part of a broader set of religious, political, and moral/normative positions invoked in opposition to “elite”, “liberal”, or “left” ideologies. Within this Manichean universe opposition to such issues as climate change, Black Lives Matter, same sex rights, prison reform, gun control, and immigration becomes framed in binary terms, and infused with a moral sensibility (Chapman 8-10). In many disputes, the culture war often devolves into an epistemological dispute about the efficacy of scientific knowledge and authority, or a dispute between “practical” and theoretical knowledge. In this environment, even facts can become partisan narratives. For these “cultural” disputes are often how electoral prospects (generally right-wing) are advanced; “not through policies or promises of a better life, but by fostering a sense of threat, a fantasy that something profoundly pure … is constantly at risk of extinction” (Malik). This “zero-sum” social and policy environment that makes it difficult to compromise and has serious consequences for social stability or government policy, especially in a liberal democratic society. Of course, from the perspective of cultural materialism such a reductionist approach to culture and political and social values is not unexpected. “Culture” is one of the many arenas in which dominant social groups seek to express and reproduce their interests and preferences. “Culture” from this sense is “material” and is ultimately connected to the distribution of power, wealth, and resources in society. As such, the various policy areas that are understood as part of the “culture wars” are another domain where various dominant and subordinate groups and interests engaged in conflict express their values and goals. Yet it is unexpected that despite the pervasiveness of information available to individuals the pool of information consumed by individuals who view the “culture wars” as a touchstone for political behaviour and a narrative to categorise events and facts is relatively closed. This lack of balance has been magnified by social media algorithms, conspiracy-laced talk radio, and a media ecosystem that frames and discusses issues in a manner that elides into an easily understood “culture war” narrative. From this perspective, the groups (generally right-wing or traditionalist) exist within an information bubble that reinforces political, social, and cultural predilections. American and Chinese Reponses to COVID-19 The COVID-19 pandemic first broke out in Wuhan in December 2019. Initially unprepared and unwilling to accept the seriousness of the infection, the Chinese government regrouped from early mistakes and essentially controlled transmission in about three months. This positive outcome has been messaged as an exposition of the superiority of the Chinese governmental system and society both domestically and internationally; a positive, even heroic performance that evidences the populist credentials of the Chinese political leadership and demonstrates national excellence. The recently published White Paper entitled “Fighting COVID-19: China in Action” also summarises China’s “strategic achievement” in the simple language of numbers: in a month, the rising spread was contained; in two months, the daily case increase fell to single digits; and in three months, a “decisive victory” was secured in Wuhan City and Hubei Province (Xinhua). This clear articulation of the positive results has rallied political support. Indeed, a recent survey shows that 89 percent of citizens are satisfied with the government’s information dissemination during the pandemic (C Wu). As part of the effort, the government extensively promoted the provision of “political goods”, such as law and order, national unity and pride, and shared values. For example, severe publishments were introduced for violence against medical professionals and police, producing and selling counterfeit medications, raising commodity prices, spreading ‘rumours’, and being uncooperative with quarantine measures (Xu). Additionally, as an extension the popular anti-corruption campaign, many local political leaders were disciplined or received criminal charges for inappropriate behaviour, abuse of power, and corruption during the pandemic (People.cn, 2 Feb. 2020). Chinese state media also described fighting the virus as a global “competition”. In this competition a nation’s “material power” as well as “mental strength”, that calls for the highest level of nation unity and patriotism, is put to the test. This discourse recalled the global competition in light of the national mythology related to the formation of Chinese nation, the historical “hardship”, and the “heroic Chinese people” (People.cn, 7 Apr. 2020). Moreover, as the threat of infection receded, it was emphasised that China “won this competition” and the Chinese people have demonstrated the “great spirit of China” to the world: a result built upon the “heroism of the whole Party, Army, and Chinese people from all ethnic groups” (People.cn, 7 Apr. 2020). In contrast to the Chinese approach of emphasising national public goods as a justification for fighting the virus, the U.S. Trump Administration used nationalism, deflection, and “culture war” discourse to undermine health responses — an unprecedented response in American public health policy. The seriousness of the disease as well as the statistical evidence of its course through the American population was disputed. The President and various supporters raged against the COVID-19 “hoax”, social distancing, and lockdowns, disparaged public health institutions and advice, and encouraged protesters to “liberate” locked-down states (Russonello). “Our federal overlords say ‘no singing’ and ‘no shouting’ on Thanksgiving”, Representative Paul Gosar, a Republican of Arizona, wrote as he retweeted a Centers for Disease Control list of Thanksgiving safety tips (Weiner). People were encouraged, by way of the White House and Republican leadership, to ignore health regulations and not to comply with social distancing measures and the wearing of masks (Tracy). This encouragement led to threats against proponents of face masks such as Dr Anthony Fauci, one of the nation’s foremost experts on infectious diseases, who required bodyguards because of the many threats on his life. Fauci’s critics — including President Trump — countered Fauci’s promotion of mask wearing by stating accusingly that he once said mask-wearing was not necessary for ordinary people (Kelly). Conspiracy theories as to the safety of vaccinations also grew across the course of the year. As the 2020 election approached, the Administration ramped up efforts to downplay the serious of the virus by identifying it with “the media” and illegitimate “partisan” efforts to undermine the Trump presidency. It also ramped up its criticism of China as the source of the infection. This political self-centeredness undermined state and federal efforts to slow transmission (Shear et al.). At the same time, Trump chided health officials for moving too slowly on vaccine approvals, repeated charges that high infection rates were due to increased testing, and argued that COVID-19 deaths were exaggerated by medical providers for political and financial reasons. These claims were amplified by various conservative media personalities such as Rush Limbaugh, and Sean Hannity and Laura Ingraham of Fox News. The result of this “COVID-19 Denialism” and the alternative narrative of COVID-19 policy told through the lens of culture war has resulted in the United States having the highest number of COVID-19 cases, and the highest number of COVID-19 deaths. At the same time, the underlying social consensus and social capital that have historically assisted in generating positive public health outcomes has been significantly eroded. According to the Pew Research Center, the share of U.S. adults who say public health officials such as those at the Centers for Disease Control and Prevention are doing an excellent or good job responding to the outbreak decreased from 79% in March to 63% in August, with an especially sharp decrease among Republicans (Pew Research Center 2020). Social Capital and COVID-19 From the perspective of social or community capital, it could be expected that the American response to the Pandemic would be more effective than the Chinese response. Historically, the United States has had high levels of social capital, a highly developed public health system, and strong governmental capacity. In contrast, China has a relatively high level of governmental and public health capacity, but the level of social capital has been lower and there is a significant presence of traditional values which emphasise parochial and particularistic values. Moreover, the antecedent institutions of social capital, such as weak and inefficient formal institutions (Batjargal et al.), environmental turbulence and resource scarcity along with the transactional nature of guanxi (gift-giving and information exchange and relationship dependence) militate against finding a more effective social and community response to the public health emergency. Yet China’s response has been significantly more successful than the Unites States’. Paradoxically, the American response under the Trump Administration and the Chinese response both relied on an externalisation of the both the threat and the justifications for their particular response. In the American case, President Trump, while downplaying the seriousness of the virus, consistently called it the “China virus” in an effort to deflect responsibly as well as a means to avert attention away from the public health impacts. As recently as 3 January 2021, Trump tweeted that the number of “China Virus” cases and deaths in the U.S. were “far exaggerated”, while critically citing the Centers for Disease Control and Prevention's methodology: “When in doubt, call it COVID-19. Fake News!” (Bacon). The Chinese Government, meanwhile, has pursued a more aggressive foreign policy across the South China Sea, on the frontier in the Indian sub-continent, and against states such as Australia who have criticised the initial Chinese response to COVID-19. To this international criticism, the government reiterated its sovereign rights and emphasised its “victimhood” in the face of “anti-China” foreign forces. Chinese state media also highlighted China as “victim” of the coronavirus, but also as a target of Western “political manoeuvres” when investigating the beginning stages of the pandemic. The major difference, however, is that public health policy in the United States was superimposed on other more fundamental political and cultural cleavages, and part of this externalisation process included the assignation of “otherness” and demonisation of internal political opponents or characterising political opponents as bent on destroying the United States. This assignation of “otherness” to various internal groups is a crucial element in the culture wars. While this may have been inevitable given the increasingly frayed nature of American society post-2008, such a characterisation has been activity pushed by local, state, and national leadership in the Republican Party and the Trump Administration (Vogel et al.). In such circumstances, minimising health risks and highlighting civil rights concerns due to public health measures, along with assigning blame to the democratic opposition and foreign states such as China, can have a major impact of public health responses. The result has been that social trust beyond the bubble of one’s immediate circle or those who share similar beliefs is seriously compromised — and the collective action problem presented by COVID-19 remains unsolved. Daniel Aldrich’s study of disasters in Japan, India, and US demonstrates that pre-existing high levels of social capital would lead to stronger resilience and better recovery (Aldrich). Social capital helps coordinate resources and facilitate the reconstruction collectively and therefore would lead to better recovery (Alesch et al.). Yet there has not been much research on how the pool of social capital first came about and how a disaster may affect the creation and store of social capital. Rebecca Solnit has examined five major disasters and describes that after these events, survivors would reach out and work together to confront the challenges they face, therefore increasing the social capital in the community (Solnit). However, there are studies that have concluded that major disasters can damage the social fabric in local communities (Peacock et al.). The COVID-19 epidemic does not have the intensity and suddenness of other disasters but has had significant knock-on effects in increasing or decreasing social capital, depending on the institutional and social responses to the pandemic. In China, it appears that the positive social capital effects have been partially subsumed into a more generalised patriotic or nationalist affirmation of the government’s policy response. Unlike civil society responses to earlier crises, such as the 2008 Sichuan earthquake, there is less evidence of widespread community organisation and response to combat the epidemic at its initial stages. This suggests better institutional responses to the crisis by the government, but also a high degree of porosity between civil society and a national “imagined community” represented by the national state. The result has been an increased legitimacy for the Chinese government. Alternatively, in the United States the transformation of COVID-19 public health policy into a culture war issue has seriously impeded efforts to combat the epidemic in the short term by undermining the social consensus and social capital necessary to fight such a pandemic. Trust in American institutions is historically low, and President Trump’s untrue contention that President Biden’s election was due to “fraud” has further undermined the legitimacy of the American government, as evidenced by the attacks directed at Congress in the U.S. capital on 6 January 2021. As such, the lingering effects the pandemic will have on social, economic, and political institutions will likely reinforce the deep cultural and political cleavages and weaken interpersonal networks in American society. Conclusion The COVID-19 pandemic has devastated global public health and impacted deeply on the world economy. Unsurprisingly, given the serious economic, social, and political consequences, different government responses have been highly politicised. Various quarantine and infection case tracking methods have caused concern over state power intruding into private spheres. The usage of face masks, social distancing rules, and intra-state travel restrictions have aroused passionate debate over public health restrictions, individual liberty, and human rights. Yet underlying public health responses grounded in higher levels of social capital enhance the effectiveness of public health measures. In China, a country that has generally been associated with lower social capital, it is likely that the relatively strong policy response to COVID-19 will both enhance feelings of nationalism and Chinese exceptionalism and help create and increase the store of social capital. In the United States, the attribution of COVID-19 public health policy as part of the culture wars will continue to impede efforts to control the pandemic while further damaging the store of American community social capital that has assisted public health efforts over the past decades. Introduction: Technology EnthusiasmEnthusiasts are people who have a passion, keenness, dedication or zeal for a particular activity or hobby. Today, there are enthusiasts for almost everything, from genealogy, costume dramas, and country houses, to metal detectors, coin collecting, and archaeology. But to be described as an enthusiast is not necessarily a compliment. Historically, the term “enthusiasm” was first used in England in the early seventeenth century to describe “religious or prophetic frenzy among the ancient Greeks” (Hanks, n.p.). This frenzy was ascribed to being possessed by spirits sent not only by God but also the devil. During this period, those who disobeyed the powers that be or claimed to have a message from God were considered to be enthusiasts (McLoughlin).Enthusiasm retained its religious connotations throughout the eighteenth century and was also used at this time to describe “the tendency within the population to be swept by crazes” (Mee 31). However, as part of the “rehabilitation of enthusiasm,” the emerging middle-classes adopted the word to characterise the intensity of Romantic poetry. The language of enthusiasm was then used to describe the “literary ideas of affect” and “a private feeling of religious warmth” (Mee 2 and 34). While the notion of enthusiasm was embraced here in a more optimistic sense, attempts to disassociate enthusiasm from crowd-inciting fanaticism were largely unsuccessful. As such enthusiasm has never quite managed to shake off its pejorative connotations.The 'enthusiasm' discussed in this paper is essentially a personal passion for technology. It forms part of a longer tradition of historical preservation in the United Kingdom and elsewhere in the world. From preserved railways to Victorian pumping stations, people have long been fascinated by the history of technology and engineering; manifesting their enthusiasm through their nostalgic longings and emotional attachment to its enduring material culture. Moreover, enthusiasts have been central to the collection, conservation, and preservation of this particular material record. Technology enthusiasm in this instance is about having a passion for the history and material record of technological development, specifically here industrial archaeology. Despite being a pastime much participated in, technology enthusiasm is relatively under-explored within the academic literature. For the most part, scholarship has tended to focus on the intended users, formal spaces, and official narratives of science and technology (Adas, Latour, Mellström, Oldenziel). In recent years attempts have been made to remedy this imbalance, with researchers from across the social sciences examining the position of hobbyists, tinkerers and amateurs in scientific and technical culture (Ellis and Waterton, Haring, Saarikoski, Takahashi). Work from historians of technology has focussed on the computer enthusiast; for example, Saarikoski’s work on the Finnish personal computer hobby:The definition of the computer enthusiast varies historically. Personal interest, pleasure and entertainment are the most significant factors defining computing as a hobby. Despite this, the hobby may also lead to acquiring useful knowledge, skills or experience of information technology. Most often the activity takes place outside working hours but can still have links to the development of professional expertise or the pursuit of studies. In many cases it takes place in the home environment. On the other hand, it is characteristically social, and the importance of friends, clubs and other communities is greatly emphasised.In common with a number of other studies relating to technical hobbies, for example Takahashi who argues tinkerers were behind the advent of the radio and television receiver, Saarikoski’s work focuses on the role these users played in shaping the technology in question. The enthusiasts encountered in this paper are important here not for their role in shaping the technology, but keeping technological heritage alive. As historian of technology Haring reminds us, “there exist alternative ways of using and relating to technology” (18). Furthermore, the sociological literature on audiences (Abercrombie and Longhurst, Ang), fans (Hills, Jenkins, Lewis, Sandvoss) and subcultures (Hall, Hebdige, Schouten and McAlexander) has also been extended in order to account for the enthusiast. In Abercrombie and Longhurst’s Audiences, the authors locate ‘the enthusiast’ and ‘the fan’ at opposing ends of a continuum of consumption defined by questions of specialisation of interest, social organisation of interest and material productivity. Fans are described as:skilled or competent in different modes of production and consumption; active in their interactions with texts and in their production of new texts; and communal in that they construct different communities based on their links to the programmes they like. (127 emphasis in original) Based on this definition, Abercrombie and Longhurst argue that fans and enthusiasts differ in three ways: (1) enthusiasts’ activities are not based around media images and stars in the way that fans’ activities are; (2) enthusiasts can be hypothesized to be relatively light media users, particularly perhaps broadcast media, though they may be heavy users of the specialist publications which are directed towards the enthusiasm itself; (3) the enthusiasm would appear to be rather more organised than the fan activity. (132) What is striking about this attempt to differentiate between the fan and the enthusiast is that it is based on supposition rather than the actual experience and observation of enthusiasm. It is here that the ethnographic account of enthusiasm presented in this paper and elsewhere, for example works by Dannefer on vintage car culture, Moorhouse on American hot-rodding and Fuller on modified-car culture in Australia, can shed light on the subject. My own ethnographic study of groups with a passion for telecommunications heritage, early British computers and industrial archaeology takes the discussion of “technology enthusiasm” further still. Through in-depth interviews, observation and textual analysis, I have examined in detail the formation of enthusiast societies and their membership, the importance of the material record to enthusiasts (particularly at home) and the enthusiastic practices of collecting and hoarding, as well as the figure of the technology enthusiast in the public space of the museum, namely the Science Museum in London (Geoghegan). In this paper, I explore the culture of enthusiasm for the industrial past through the example of the Greater London Industrial Archaeology Society (GLIAS). Focusing on industrial sites around London, GLIAS meet five or six times a year for field visits, walks and a treasure hunt. The committee maintain a website and produce a quarterly newsletter. The title of my paper, “If you can walk down the street and recognise the difference between cast iron and wrought iron, the world is altogether a better place,” comes from an interview I conducted with the co-founder and present chairman of GLIAS. He was telling me about his fascination with the materials of industrialisation. In fact, he said even concrete is sexy. Some call it a hobby; others call it a disease. But enthusiasm for industrial archaeology is, as several respondents have themselves identified, “as insidious in its side effects as any debilitating germ. It dictates your lifestyle, organises your activity and decides who your friends are” (Frow and Frow 177, Gillespie et al.). Through the figure of the industrial archaeology enthusiast, I discuss in this paper what it means to be enthusiastic. I begin by reflecting on the development of this specialist subject area. I go on to detail the formation of the Society in the late 1960s, before exploring the Society’s fieldwork methods and some of the other activities they now engage in. I raise questions of enthusiast and professional knowledge and practice, as well as consider the future of this particular enthusiasm.Defining Industrial ArchaeologyThe practice of 'industrial archaeology' is much contested. For a long time, enthusiasts and professional archaeologists have debated the meaning and use of the term (Palmer). On the one hand, there are those interested in the history, preservation, and recording of industrial sites. For example the grandfather figures of the subject, namely Kenneth Hudson and Angus Buchanan, who both published widely in the 1960s and 1970s in order to encourage publics to get involved in recording. Many members of GLIAS refer to the books of Hudson Industrial Archaeology: an Introduction and Buchanan Industrial Archaeology in Britain with their fine descriptions and photographs as integral to their early interest in the subject. On the other hand, there are those within the academic discipline of archaeology who consider the study of remains produced by the Industrial Revolution as too modern. Moreover, they find the activities of those calling themselves industrial archaeologists as lacking sufficient attention to the understanding of past human activity to justify the name. As a result, the definition of 'industrial archaeology' is problematic for both enthusiasts and professionals. Even the early advocates of professional industrial archaeology felt uneasy about the subject’s methods and practices. In 1973, Philip Riden (described by one GLIAS member as the angry young man of industrial archaeology), the then president of the Oxford University Archaeology Society, wrote a damning article in Antiquity, calling for the subject to “shed the amateur train drivers and others who are not part of archaeology” (215-216). He decried the “appallingly low standard of some of the work done under the name of ‘industrial archaeology’” (211). He felt that if enthusiasts did not attempt to maintain high technical standards, publish their work in journals or back up their fieldwork with documentary investigation or join their county archaeological societies then there was no value in the efforts of these amateurs. During this period, enthusiasts, academics, and professionals were divided. What was wrong with doing something for the pleasure it provides the participant?Although relations today between the so-called amateur (enthusiast) and professional archaeologies are less potent, some prejudice remains. Describing them as “barrow boys”, some enthusiasts suggest that what was once their much-loved pastime has been “hijacked” by professional archaeologists who, according to one respondent,are desperate to find subjects to get degrees in. So the whole thing has been hijacked by academia as it were. Traditional professional archaeologists in London at least are running head on into things that we have been doing for decades and they still don’t appreciate that this is what we do. A lot of assessments are handed out to professional archaeology teams who don’t necessarily have any knowledge of industrial archaeology. (James, GLIAS committee member)James went on to reveal that GLIAS receives numerous enquiries from professional archaeologists, developers and town planners asking what they know about particular sites across the city. Although the Society has compiled a detailed database covering some areas of London, it is by no means comprehensive. In addition, many active members often record and monitor sites in London for their own personal enjoyment. This leaves many questioning the need to publish their results for the gain of third parties. Canadian sociologist Stebbins discusses this situation in his research on “serious leisure”. He has worked extensively with amateur archaeologists in order to understand their approach to their leisure activity. He argues that amateurs are “neither dabblers who approach the activity with little commitment or seriousness, nor professionals who make a living from that activity” (55). Rather they pursue their chosen leisure activity to professional standards. A point echoed by Fine in his study of the cultures of mushrooming. But this is to get ahead of myself. How did GLIAS begin?GLIAS: The GroupThe 1960s have been described by respondents as a frantic period of “running around like headless chickens.” Enthusiasts of London’s industrial archaeology were witnessing incredible changes to the city’s industrial landscape. Individuals and groups like the Thames Basin Archaeology Observers Group were recording what they could. Dashing around London taking photos to capture London’s industrial legacy before it was lost forever. However the final straw for many, in London at least, was the proposed and subsequent demolition of the “Euston Arch”. The Doric portico at Euston Station was completed in 1838 and stood as a symbol to the glory of railway travel. Despite strong protests from amenity societies, this Victorian symbol of progress was finally pulled down by British Railways in 1962 in order to make way for what enthusiasts have called a “monstrous concrete box”.In response to these changes, GLIAS was founded in 1968 by two engineers and a locomotive driver over afternoon tea in a suburban living room in Woodford, North-East London. They held their first meeting one Sunday afternoon in December at the Science Museum in London and attracted over 130 people. Firing the imagination of potential members with an exhibition of photographs of the industrial landscape taken by Eric de Maré, GLIAS’s first meeting was a success. Bringing together like-minded people who are motivated and enthusiastic about the subject, GLIAS currently has over 600 members in the London area and beyond. This makes it the largest industrial archaeology society in the UK and perhaps Europe. Drawing some of its membership from a series of evening classes hosted by various members of the Society’s committee, GLIAS initially had a quasi-academic approach. Although some preferred the hands-on practical element and were more, as has been described by one respondent, “your free-range enthusiast”. The society has an active committee, produces a newsletter and journal, as well as runs regular events for members. However the Society is not simply about the study of London’s industrial heritage, over time the interest in industrial archaeology has developed for some members into long-term friendships. Sociability is central to organised leisure activities. It underpins and supports the performance of enthusiasm in groups and societies. For Fine, sociability does not always equal friendship, but it is the state from which people might become friends. Some GLIAS members have taken this one step further: there have even been a couple of marriages. Although not the subject of my paper, technical culture is heavily gendered. Industrial archaeology is a rare exception attracting a mixture of male and female participants, usually retired husband and wife teams.Doing Industrial Archaeology: GLIAS’s Method and PracticeIn what has been described as GLIAS’s heyday, namely the 1970s to early 1980s, fieldwork was fundamental to the Society’s activities. The Society’s approach to fieldwork during this period was much the same as the one described by champion of industrial archaeology Arthur Raistrick in 1973:photographing, measuring, describing, and so far as possible documenting buildings, engines, machinery, lines of communication, still or recently in use, providing a satisfactory record for the future before the object may become obsolete or be demolished. (13)In the early years of GLIAS and thanks to the committed efforts of two active Society members, recording parties were organised for extended lunch hours and weekends. The majority of this early fieldwork took place at the St Katherine Docks. The Docks were constructed in the 1820s by Thomas Telford. They became home to the world’s greatest concentration of portable wealth. Here GLIAS members learnt and employed practical (also professional) skills, such as measuring, triangulations and use of a “dumpy level”. For many members this was an incredibly exciting time. It was a chance to gain hands-on experience of industrial archaeology. Having been left derelict for many years, the Docks have since been redeveloped as part of the Docklands regeneration project.At this time the Society was also compiling data for what has become known to members as “The GLIAS Book”. The book was to have separate chapters on the various industrial histories of London with contributions from Society members about specific sites. Sadly the book’s editor died and the project lost impetus. Several years ago, the committee managed to digitise the data collected for the book and began to compile a database. However, the GLIAS database has been beset by problems. Firstly, there are often questions of consistency and coherence. There is a standard datasheet for recording industrial buildings – the Index Record for Industrial Sites. However, the quality of each record is different because of the experience level of the different authors. Some authors are automatically identified as good or expert record keepers. Secondly, getting access to the database in order to upload the information has proved difficult. As one of the respondents put it: “like all computer babies [the creator of the database], is finding it hard to give birth” (Sally, GLIAS member). As we have learnt enthusiasm is integral to movements such as industrial archaeology – public historian Raphael Samuel described them as the “invisible hands” of historical enquiry. Yet, it is this very enthusiasm that has the potential to jeopardise projects such as the GLIAS book. Although active in their recording practices, the GLIAS book saga reflects one of the challenges encountered by enthusiast groups and societies. In common with other researchers studying amenity societies, such as Ellis and Waterton’s work with amateur naturalists, unlike the world of work where people are paid to complete a task and are therefore meant to have a singular sense of purpose, the activities of an enthusiast group like GLIAS rely on the goodwill of their members to volunteer their time, energy and expertise. When this is lost for whatever reason, there is no requirement for any other member to take up that position. As such, levels of commitment vary between enthusiasts and can lead to the aforementioned difficulties, such as disputes between group members, the occasional miscommunication of ideas and an over-enthusiasm for some parts of the task in hand. On top of this, GLIAS and societies like it are confronted with changing health and safety policies and tightened security surrounding industrial sites. This has made the practical side of industrial archaeology increasingly difficult. As GLIAS member Bob explains:For me to go on site now I have to wear site boots and borrow a hard hat and a high visibility jacket. Now we used to do incredibly dangerous things in the seventies and nobody batted an eyelid. You know we were exploring derelict buildings, which you are virtually not allowed in now because the floor might give way. Again the world has changed a lot there. GLIAS: TodayGLIAS members continue to record sites across London. Some members are currently surveying the site chosen as the location of the Olympic Games in London in 2012 – the Lower Lea Valley. They describe their activities at this site as “rescue archaeology”. GLIAS members are working against the clock and some important structures have already been demolished. They only have time to complete a quick flash survey. Armed with the information they collated in previous years, GLIAS is currently in discussions with the developer to orchestrate a detailed recording of the site. It is important to note here that GLIAS members are less interested in campaigning for the preservation of a site or building, they appreciate that sites must change. Instead they want to ensure that large swathes of industrial London are not lost without a trace. Some members regard this as their public duty.Restricted by health and safety mandates and access disputes, GLIAS has had to adapt. The majority of practical recording sessions have given way to guided walks in the summer and public lectures in the winter. Some respondents have identified a difference between those members who call themselves “industrial archaeologists” and those who are just “ordinary members” of GLIAS. The walks are for those with a general interest, not serious members, and the talks are public lectures. Some audience researchers have used Bourdieu’s metaphor of “capital” to describe the experience, knowledge and skill required to be a fan, clubber or enthusiast. For Hills, fan status is built up through the demonstration of cultural capital: “where fans share a common interest while also competing over fan knowledge, access to the object of fandom, and status” (46). A clear membership hierarchy can be seen within GLIAS based on levels of experience, knowledge and practical skill.With a membership of over 600 and rising annually, the Society’s future is secure at present. However some of the more serious members, although retaining their membership, are pursuing their enthusiasm elsewhere: through break-away recording groups in London; active membership of other groups and societies, for example the national Association for Industrial Archaeology; as well as heading off to North Wales in the summer for practical, hands-on industrial archaeology in Snowdonia’s slate quarries – described in the Ffestiniog Railway Journal as the “annual convention of slate nutters.” ConclusionsGLIAS has changed since its foundation in the late 1960s. Its operation has been complicated by questions of health and safety, site access, an ageing membership, and the constant changes to London’s industrial archaeology. Previously rejected by professional industrial archaeology as “limited in skill and resources” (Riden), enthusiasts are now approached by professional archaeologists, developers, planners and even museums that are interested in engaging in knowledge exchange programmes. As a recent report from the British think-tank Demos has argued, enthusiasts or pro-ams – “amateurs who work to professional standards” (Leadbeater and Miller 12) – are integral to future innovation and creativity; for example computer pro-ams developed an operating system to rival Microsoft Windows. As such the specialist knowledge, skill and practice of these communities is of increasing interest to policymakers, practitioners, and business. So, the subject once described as “the ugly offspring of two parents that shouldn’t have been allowed to breed” (Hudson), the so-called “amateur” industrial archaeology offers enthusiasts and professionals alike alternative ways of knowing, seeing and being in the recent and contemporary past.Through the case study of GLIAS, I have described what it means to be enthusiastic about industrial archaeology. I have introduced a culture of collective and individual participation and friendship based on a mutual interest in and emotional attachment to industrial sites. As we have learnt in this paper, enthusiasm is about fun, pleasure and joy. The enthusiastic culture presented here advances themes such as passion in relation to less obvious communities of knowing, skilled practices, material artefacts and spaces of knowledge. Moreover, this paper has been about the affective narratives that are sometimes missing from academic accounts; overlooked for fear of sniggers at the back of a conference hall. Laughter and humour are a large part of what enthusiasm is. Enthusiastic cultures then are about the pleasure and joy experienced in doing things. Enthusiasm is clearly a potent force for active participation. I will leave the last word to GLIAS member John:One meaning of enthusiasm is as a form of possession, madness. Obsession perhaps rather than possession, which I think is entirely true. It is a pejorative term probably. The railway enthusiast. But an awful lot of energy goes into what they do and achieve. Enthusiasm to my mind is an essential ingredient. If you are not a person who can muster enthusiasm, it is very difficult, I think, to get anything out of it. On the basis of the more you put in the more you get out. In terms of what has happened with industrial archaeology in this country, I think, enthusiasm is a very important aspect of it. Abstract:
About half way through Yann Arthus-Bertrand’s film Home (2009) the narrator describes the fall of the Rapa Nui, the indigenous people of the Easter Islands. The narrator posits that the Rapa Nui culture collapsed due to extensive environmental degradation brought about by large-scale deforestation. The Rapa Nui cut down their massive native forests to clear spaces for agriculture, to heat their dwellings, to build canoes and, most importantly, to move their enormous rock sculptures—the Moai. The disappearance of their forests led to island-wide soil erosion and the gradual disappearance of arable land. Caught in the vice of overpopulation but with rapidly dwindling basic resources and no trees to build canoes, they were trapped on the island and watched helplessly as their society fell into disarray. The sequence ends with the narrator’s biting remark: “The real mystery of the Easter Islands is not how its strange statues got there, we know now; it's why the Rapa Nui didn't react in time.” In their unrelenting desire for development, the Rapa Nui appear to have overlooked the role the environment plays in maintaining a society. The island’s Moai accompanying the sequence appear as memento mori, a lesson in the mortality of human cultures brought about by their own misguided and short-sighted practices. Arthus-Bertrand’s Home, a film composed almost entirely of aerial photographs, bears witness to present-day environmental degradation and climate change, constructing society as a fragile structure built upon and sustained by the environment. Home is a call to recognise how contemporary practices of post-industrial societies have come to shape the environment and how they may impact the habitability of Earth in the near future. Through reflexivity and a ritualised structure the text invites spectators to look at themselves in a new light and remake their self-image in the wake of global environmental risk by embracing new, alternative core practices based on balance and interconnectedness. Arthus-Bertrand frames climate change not as a burden, but as a moment of profound realisation of the potential for change and humans ability to create a desirable future through hope and our innate capacity for renewal. This article examines how Arthus-Bertrand’s ritualised construction of climate change aims to remake viewers’ perception of present-day environmental degradation and investigates Home’s place in contemporary climate change communication discourse. Climate change, in its capacity to affect us globally, is considered a world risk. The most recent peer-reviewed Synthesis Report of the Intergovernmental Panel on Climate Change suggests that the concentration of atmospheric greenhouse gases has increased markedly since human industrialisation in the 18th century. Moreover, human activities, such as fossil fuel burning and agricultural practices, are “very likely” responsible for the resulting increase in temperature rise (IPPC 37). The increased global temperatures and the subsequent changing weather patterns have a direct and profound impact on the physical and biological systems of our planet, including shrinking glaciers, melting permafrost, coastal erosion, and changes in species distribution and reproduction patterns (Rosenzweig et al. 353). Studies of global security assert that these physiological changes are expected to increase the likelihood of humanitarian disasters, food and water supply shortages, and competition for resources thus resulting in a destabilisation of global safety (Boston et al. 1–2). Human behaviour and dominant practices of modernity are now on a path to materially impact the future habitability of our home, Earth. In contemporary post-industrial societies, however, climate change remains an elusive, intangible threat. Here, the Arctic-bound species forced to adapt to milder climates or the inhabitants of low-lying Pacific islands seeking refuge in mainland cities are removed from the everyday experience of the controlled and regulated environments of homes, offices, and shopping malls. Diverse research into the mediated and mediatised nature of the environment suggests that rather than from first-hand experiences and observations, the majority of our knowledge concerning the environment now comes from its representation in the mass media (Hamilton 4; Stamm et al. 220; Cox 2). Consequently the threat of climate change is communicated and constructed through the news media, entertainment and lifestyle programming, and various documentaries and fiction films. It is therefore the construction (the representation of the risk in various discourses) that shapes people’s perception and experience of the phenomenon, and ultimately influences behaviour and instigates social response (Beck 213). By drawing on and negotiating society’s dominant discourses, environmental mediation defines spectators’ perceptions of the human-nature relationship and subsequently their roles and responsibilities in the face of environmental risks. Maxwell Boykoff asserts that contemporary modern society’s mediatised representations of environmental degradation and climate change depict the phenomena as external to society’s primary social and economic concerns (449). Julia Corbett argues that this is partly because environmental protection and sustainable behaviour are often at odds with the dominant social paradigms of consumerism, economic growth, and materialism (175). Similarly, Rowan Howard-Williams suggests that most media texts, especially news, do not emphasise the link between social practices, such as consumerist behaviour, and their environmental consequences because they contradict dominant social paradigms (41). The demands contemporary post-industrial societies make on the environment to sustain economic growth, consumer culture, and citizens’ comfortable lives in air-conditioned homes and offices are often left unarticulated. While the media coverage of environmental risks may indeed have contributed to “critical misperceptions, misleading debates, and divergent understandings” (Boykoff 450) climate change possesses innate characteristics that amplify its perception in present-day post-industrial societies as a distant and impersonal threat. Climate change is characterised by temporal and spatial de-localisation. The gradual increase in global temperature and its physical and biological consequences are much less prominent than seasonal changes and hence difficult to observe on human time-scales. Moreover, while research points to the increased probability of extreme climatic events such as droughts, wild fires, and changes in weather patterns (IPCC 48), they take place over a wide range of geographical locations and no single event can be ultimately said to be the result of climate change (Maibach and Roser-Renouf 145). In addition to these observational obstacles, political partisanship, vested interests in the current status quo, and general resistance to profound change all play a part in keeping us one step removed from the phenomenon of climate change. The distant and impersonal nature of climate change coupled with the “uncertainty over consequences, diverse and multiple engaged interests, conflicting knowledge claims, and high stakes” (Lorenzoni et al. 65) often result in repression, rejection, and denial, removing the individual’s responsibility to act. Research suggests that, due to its unique observational obstacles in contemporary post-industrial societies, climate change is considered a psychologically distant event (Pawlik 559), one that is not personally salient due to the “perceived distance and remoteness [...] from one’s everyday experience” (O’Neill and Nicholson-Cole 370). In an examination of the barriers to behaviour change in the face of psychologically distant events, Robert Gifford argues that changing individuals’ perceptions of the issue-domain is one of the challenges of countering environmental inertia—the lack of initiative for environmentally sustainable social action (5). To challenge the status quo a radically different construction of the environment and the human-nature relationship is required to transform our perception of global environmental risks and ultimately result in environmentally consequential social action. Yann Arthus-Bertrand’s Home is a ritualised construction of contemporary environmental degradation and climate change which takes spectators on a rite of passage to a newfound understanding of the human-nature relationship. Transformation through re-imagining individuals’ roles, responsibilities, and practices is an intrinsic quality of rituals. A ritual charts a subjects path from one state of consciousness to the next, resulting in a meaningful change of attitudes (Deflem 8). Through a lifelong study of African rituals British cultural ethnographer Victor Turner refined his concept of rituals in a modern social context. Turner observed that rituals conform to a three-phased processural form (The Ritual Process 13–14). First, in the separation stage, the subjects are selected and removed from their fixed position in the social structure. Second, they enter an in-between and ambiguous liminal stage, characterised by a “partial or complete separation of the subject from everyday existence” (Deflem 8). Finally, imbued with a new perspective of the outside world borne out of the experience of reflexivity, liminality, and a cathartic cleansing, subjects are reintegrated into the social reality in a new, stable state. The three distinct stages make the ritual an emotionally charged, highly personal experience that “demarcates the passage from one phase to another in the individual’s life-cycle” (Turner, “Symbols” 488) and actively shapes human attitudes and behaviour. Adhering to the three-staged processural form of the ritual, Arthus-Bertrand guides spectators towards a newfound understanding of their roles and responsibilities in creating a desirable future. In the first stage—the separation—aerial photography of Home alienates viewers from their anthropocentric perspectives of the outside world. This establishes Earth as a body, and unearths spectators’ guilt and shame in relation to contemporary world risks. Aerial photography strips landscapes of their conventional qualities of horizon, scale, and human reference. As fine art photographer Emmet Gowin observes, “when one really sees an awesome, vast place, our sense of wholeness is reorganised [...] and the body seems always to diminish” (qtd. in Reynolds 4). Confronted with a seemingly infinite sublime landscape from above, the spectator’s “body diminishes” as they witness Earth’s body gradually taking shape. Home’s rushing rivers of Indonesia are akin to blood flowing through the veins and the Siberian permafrost seems like the texture of skin in extreme close-up. Arthus-Bertrand establishes a geocentric embodiment to force spectators to perceive and experience the environmental degradation brought about by the dominant social practices of contemporary post-industrial modernity. The film-maker visualises the maltreatment of the environment through suggested abuse of the Earth’s body. Images of industrial agricultural practices in the United States appear to leave scratches and scars on the landscape, and as a ship crosses the Arctic ice sheets of the Northwest Passage the boat glides like the surgeon’s knife cutting through the uppermost layer of the skin. But the deep blue water that’s revealed in the wake of the craft suggests a flesh and body now devoid of life, a suffering Earth in the wake of global climatic change. Arthus-Bertrand’s images become the sublime evidence of human intervention in the environment and the reflection of present-day industrialisation materially altering the face of Earth. The film-maker exploits spectators’ geocentric perspective and sensibility to prompt reflexivity, provide revelations about the self, and unearth the forgotten shame and guilt in having inadvertently caused excessive environmental degradation. Following the sequences establishing Earth as the body of the text Arthus-Bertrand returns spectators to their everyday “natural” environment—the city. Having witnessed and endured the pain and suffering of Earth, spectators now gaze at the skyscrapers standing bold and tall in the cityscape with disillusionment. The pinnacles of modern urban development become symbols of arrogance and exploitation: structures forced upon the landscape. Moreover, the images of contemporary cityscapes in Home serve as triggers for ritual reflexivity, allowing the spectator to “perceive the self [...] as a distanced ‘other’ and hence achieve a partial ‘self-transcendence’” (Beck, Comments 491). Arthus-Bertrand’s aerial photographs of Los Angeles, New York, and Tokyo fold these distinct urban environments into one uniform fusion of glass, metal, and concrete devoid of life. The uniformity of these cultural landscapes prompts spectators to add the missing element: the human. Suddenly, the homes and offices of desolate cityscapes are populated by none other than us, looking at ourselves from a unique vantage point. The geocentric sensibility the film-maker invoked with the images of the suffering Earth now prompt a revelation about the self as spectators see their everyday urban environments in a new light. Their homes and offices become blemishes on the face of the Earth: its inhabitants, including the spectators themselves, complicit in the excessive mistreatment of the planet. The second stage of the ritual allows Arthus-Bertrand to challenge dominant social paradigms of present day post-industrial societies and introduce new, alternative moral directives to govern our habits and attitudes. Following the separation, ritual subjects enter an in-between, threshold stage, one unencumbered by the spatial, temporal, and social boundaries of everyday existence. Turner posits that a subjects passage through this liminal stage is necessary to attain psychic maturation and successful transition to a new, stable state at the end of the ritual (The Ritual Process 97). While this “betwixt and between” (Turner, The Ritual Process 95) state may be a fleeting moment of transition, it makes for a “lived experience [that] transforms human beings cognitively, emotionally, and morally.” (Horvath et al. 3) Through a change of perceptions liminality paves the way toward meaningful social action. Home places spectators in a state of liminality to contrast geocentric and anthropocentric views. Arthus-Bertrand contrasts natural and human-made environments in terms of diversity. The narrator’s description of the “miracle of life” is followed by images of trees seemingly defying gravity, snow-covered summits among mountain ranges, and a whale in the ocean. Grandeur and variety appear to be inherent qualities of biodiversity on Earth, qualities contrasted with images of the endless, uniform rectangular greenhouses of Almeria, Spain. This contrast emphasises the loss of variety in human achievements and the monotony mass-production brings to the landscape. With the image of a fire burning atop a factory chimney, Arthus-Bertrand critiques the change of pace and distortion of time inherent in anthropocentric views, and specifically in contemporary modernity. Here, the flames appear to instantly eat away at resources that have taken millions of years to form, bringing anthropocentric and geocentric temporality into sharp contrast. A sequence showing a night time metropolis underscores this distinction. The glittering cityscape is lit by hundreds of lights in skyscrapers in an effort, it appears, to mimic and surpass daylight and thus upturn the natural rhythm of life. As the narrator remarks, in our present-day environments, “days are now the pale reflections of nights.” Arthus-Bertrand also uses ritual liminality to mark the present as a transitory, threshold moment in human civilisation. The film-maker contrasts the spectre of our past with possible visions of the future to mark the moment of now as a time when humanity is on the threshold of two distinct states of mind. The narrator’s descriptions of contemporary post-industrial society’s reliance on non-renewable resources and lack of environmentally sustainable agricultural practices condemn the past and warn viewers of the consequences of continuing such practices into the future. Exploring the liminal present Arthus-Bertrand proposes distinctive futurescapes for humankind. On the one hand, the narrator’s description of California’s “concentration camp style cattle farming” suggests that humankind will live in a future that feeds from the past, falling back on frames of horrors and past mistakes. On the other hand, the example of Costa Rica, a nation that abolished its military and dedicated the budget to environmental conservation, is recognition of our ability to re-imagine our future in the face of global risk. Home introduces myths to imbue liminality with the alternative dominant social paradigm of ecology. By calling upon deep-seated structures myths “touch the heart of society’s emotional, spiritual and intellectual consciousness” (Killingsworth and Palmer 176) and help us understand and come to terms with complex social, economic, and scientific phenomena. With the capacity to “pattern thought, beliefs and practices,” (Maier 166) myths are ideal tools in communicating ritual liminality and challenging contemporary post-industrial society’s dominant social paradigms. The opening sequence of Home, where the crescent Earth is slowly revealed in the darkness of space, is an allusion to creation: the genesis myth. Accompanied only by a gentle hum our home emerges in brilliant blue, white, and green-brown encompassing most of the screen. It is as if darkness and chaos disintegrated and order, life, and the elements were created right before our eyes. Akin to the Earthrise image taken by the astronauts of Apollo 8, Home’s opening sequence underscores the notion that our home is a unique spot in the blackness of space and is defined and circumscribed by the elements. With the opening sequence Arthus-Bertrand wishes to impart the message of interdependence and reliance on elements—core concepts of ecology. Balance, another key theme in ecology, is introduced with an allusion to the Icarus myth in a sequence depicting Dubai. The story of Icarus’s fall from the sky after flying too close to the sun is a symbolic retelling of hubris—a violent pride and arrogance punishable by nemesis—destruction, which ultimately restores balance by forcing the individual back within the limits transgressed (Littleton 712). In Arthus-Bertrand’s portrayal of Dubai, the camera slowly tilts upwards on the Burj Khalifa tower, the tallest human-made structure ever built. The construction works on the tower explicitly frame humans against the bright blue sky in their attempt to reach ever further, transgressing their limitations much like the ill-fated Icarus. Arthus-Bertrand warns that contemporary modernity does not strive for balance or moderation, and with climate change we may have brought our nemesis upon ourselves. By suggesting new dominant paradigms and providing a critique of current maxims, Home’s retelling of myths ultimately sees spectators through to the final stage of the ritual. The last phase in the rite of passage “celebrates and commemorates transcendent powers,” (Deflem 8) marking subjects’ rebirth to a new status and distinctive perception of the outside world. It is at this stage that Arthus-Bertrand resolves the emotional distress uncovered in the separation phase. The film-maker uses humanity’s innate capacity for creation and renewal as a cathartic cleansing aimed at reconciling spectators’ guilt and shame in having inadvertently exacerbated global environmental degradation. Arthus-Bertrand identifies renewable resources as the key to redeeming technology, human intervention in the landscape, and finally humanity itself. Until now, the film-maker pictured modernity and technology, evidenced in his portrayal of Dubai, as synonymous with excess and disrespect for the interconnectedness and balance of elements on Earth. The final sequence shows a very different face of technology. Here, we see a mechanical sea-snake generating electricity by riding the waves off the coast of Scotland and solar panels turning towards the sun in the Sahara desert. Technology’s redemption is evidenced in its ability to imitate nature—a move towards geocentric consciousness (a lesson learned from the ritual’s liminal stage). Moreover, these human-made structures, unlike the skyscrapers earlier in the film, appear a lot less invasive in the landscape and speak of moderation and union with nature. With the above examples Arthus-Bertrand suggests that humanity can shed the greed that drove it to dig deeper and deeper into the Earth to acquire non-renewable resources such as oil and coal, what the narrator describes as “treasures buried deep.” The incorporation of principles of ecology, such as balance and interconnectedness, into humanity’s behaviour ushers in reconciliation and ritual cleansing in Home. Following the description of the move toward renewable resources, the narrator reveals that “worldwide four children out of five attend school, never has learning been given to so many human beings” marking education, innovation, and creativity as the true inexhaustible resources on Earth. Lastly, the description of Antarctica in Home is the essence of Arthus-Bertrand’s argument for our innate capacity to create, not simply exploit and destroy. Here, the narrator describes the continent as possessing “immense natural resources that no country can claim for itself, a natural reserve devoted to peace and science, a treaty signed by 49 nations has made it a treasure shared by all humanity.” Innovation appears to fuel humankind’s transcendence to a state where it is capable of compassion, unification, sharing, and finally creating treasures. With these examples Arthus-Bertrand suggests that humanity has an innate capacity for creative energy that awaits authentic expression and can turn humankind from destroyer to creator. In recent years various risk communication texts have explicitly addressed climate change, endeavouring to instigate environmentally consequential social action. Home breaks discursive ground among them through its ritualistic construction which seeks to transform spectators’ perception, and in turn roles and responsibilities, in the face of global environmental risks. Unlike recent climate change media texts such as An Inconvenient Truth (2006), The 11th Hour (2007), The Age of Stupid (2009), Carbon Nation (2010) and Earth: The Operator’s Manual (2011), Home eludes simple genre classification. On the threshold of photography and film, documentary and fiction, Arthus-Bertrand’s work is best classified as an advocacy film promoting public debate and engagement with a universal concern—the state of the environment. The film’s website, available in multiple languages, contains educational material, resources to organise public screenings, and a link to GoodPlanet.info: a website dedicated to environmentalism, including legal tools and initiatives to take action. The film-maker’s approach to using Home as a basis for education and raising awareness corresponds to Antonio Lopez’s critique of contemporary mass-media communications of global risks. Lopez rebukes traditional forms of mediatised communication that place emphasis on the imparting of knowledge and instead calls for a participatory, discussion-driven, organic media approach, akin to a communion or a ritual (106). Moreover, while texts often place a great emphasis on the messenger, for instance Al Gore in An Inconvenient Truth, Leonardo DiCaprio in The 11th Hour, or geologist Dr. Richard Alley in Earth: The Operator’s Manual, Home’s messenger remains unseen—the narrator is only identified at the very end of the film among the credits. The film-maker’s decision to forego a central human character helps dissociate the message from the personality of the messenger which aids in establishing and maintaining the geocentric sensibility of the text. Finally, the ritual’s invocation and cathartic cleansing of emotional distress enables Home to at once acknowledge our environmentally destructive past habits and point to a hopeful, environmentally sustainable future. While The Age of Stupid mostly focuses on humanity’s present and past failures to respond to an imminent environmental catastrophe, Carbon Nation, with the tagline “A climate change solutions movie that doesn’t even care if you believe in climate change,” only explores the potential future business opportunities in turning towards renewable resources and environmentally sustainable practices. The three-phased processural form of the ritual allows for a balance of backward and forward-looking, establishing the possibility of change and renewal in the face of world risk. The ritual is a transformative experience. As Turner states, rituals “interrupt the flow of social life and force a group to take cognizance of its behaviour in relation to its own values, and even question at times the value of those values” (“Dramatic Ritual” 82). Home, a ritualised media text, is an invitation to look at our world, its dominant social paradigms, and the key element within that world—ourselves—with new eyes. It makes explicit contemporary post-industrial society’s dependence on the environment, highlights our impact on Earth, and reveals our complicity in bringing about a contemporary world risk. The ritual structure and the self-reflexivity allow Arthus-Bertrand to transform climate change into a personally salient issue. Abstract:
IntroductionI work at a regional campus of La Trobe University, Australia. More precisely, I work at the Bendigo campus of La Trobe University. At Bendigo, we are often annoyed when referred to and addressed as ‘regional’ students and staff. Really, we should not be. After all, Bendigo campus is an outpost of La Trobe’s metropolitan base. It is funded, run, and directed from Bundoora (Melbourne). The word ‘regional’ simply describes the situation. A region is an “administrative division of a city or a district [… or …] a country” (Brown 2528). And the Latin etymology of region (regio, regere) includes “direction, line”, and “rule” (Kidd 208, 589). Just as the Bendigo campus of La Trobe is a satellite of the metropolitan campus, the town of Bendigo is an outpost of Melbourne. So, when we are addressed and interpellated (Althusser 48) as regional, it is a reminder of the ongoing fact that Australia is (still) a colony, an outpost of empire, a country organised on the colonial model. From central administrative hubs, spokes of communication, and transportation spread to the outposts. When Bendigo students and staff are addressed as regional, in a way we are also being addressed as colonial.In this article, the terms ‘region’ and ‘regional’ are deployed as inextricably associated with the Australian version of colonialism. In Australia, in the central metropolitan hubs, where the colonial project is at its most comprehensive, it is hard to see what remains, to see what has escaped that project. The aim of this article is to explore how different aspects of the country escape the totalising project of Australian colonialism. This exploration is undertaken primarily through a discussion of the ways in which some places on this continent remain not regional (and thus, not colonial) how they keep the metropolis at bay, and how they, thus, keep Europe at bay. This discussion includes a general overview of the Australian colonial project, particularly as it pertains to First Nations Peoples, their knowledge and philosophies, and the continent’s unique ecologies. Then the article becomes more speculative, imagining different ways of seeing and experiencing time and place in this country, ways of seeing the remains and refuges of pre-1788, not-regional, and not-colonial Australia. In these remains and refuges, there persist the flourishing and radical difference of this continent’s ecologies and, not surprisingly, the radical suitedness of tens of thousands of years of First Nations Peoples’ culture and thinking to that ecology, as Country. In what remains not regional, I argue, are answers to the question: How will we live here in the Anthropocene?A Totalising ProjectSince 1788, in the face of the ongoing presence and resistance of First Nations cultures, and the continent’s radically unique ecologies, the Australian colonial project has been to convert the continent into a region of Europe. As such, the imposed political, administrative, scientific, and economic institutions are largely European. This is also so, to a lesser extent, of social and cultural institutions. While the continent is not Europe geologically, the notion of the Anthropocene suggests that this is changing (Crutzen and Stoermer). This article does not resummarise the vast body of scholarship on the effects of colonisation, from genocide to missionary charity, to the creation of bureaucratic and comprador classes, and so on. Suffice to say that the different valences of colonisation—from outright malevolence to misguided benevolence–produce similar and common effects. As such, what we experience in metropolitan and regional Australia, is chillingly similar to what people experience in London. Chilling, because this experience demonstrates how the effects of the project tend towards the total.To clarify, when I use the name ‘Australia’ I understand it as the continent’s European name. When I use the term ‘Europe’ or ‘European’, I refer to both the European continent and to the reach and scope of the various colonial and imperial projects of European nations. I take this approach because I think it is necessary to recognise their global effects and loads. In Australia, this load has been evident and present for more than two centuries. On one hand, it is evident in the social, cultural, and political institutions that come with colonisation. On another, it is evident in the environmental impacts of colonisation: impacts that are severely compounded in Australia. In relation to this, there is vital, ongoing scholarship that explores the fact that, ecologically, Australia is a radically different place, and which discusses the ways in which European scientific, aesthetic, and agricultural assumptions, and the associated naturalised and generic understandings of ‘nature’, have grounded activities that have radically transformed the continent’s biosphere. To name but a few, Tim Flannery (Eaters, “Ecosystems”) and Stephen Pyne, respectively, examine the radical difference of this continent’s ecology, geology, climate, and fire regimes. Sylvia Hallam, Bill Gammage, and Bruce Pascoe (“Bolt”, Emu) explore the relationships of First Nations Peoples with that ecology, climate, and fire before 1788, and the European blindness to the complexity of these relationships. For instance, William Lines quotes the strikingly contradictory observations of the colonial surveyor, Thomas Mitchell, where the land is simultaneously “populous” and “without inhabitants” and “ready for the immediate reception of civilised man” and European pastoralism (Mitchell qtd. in Lines 71). Flannery (Eaters) and Tim Low (Feral, New) discuss the impacts of introduced agricultural practices, exotic animals, and plants. Tom Griffiths tells the story of ‘Improving’ and ‘Acclimatisation Societies’, whose explicit aims were to convert Australian lands into European lands (32–48). The notion of ‘keeping Europe at bay’ is a response to the colonial assumptions, practices, and impositions highlighted by these writers.The project of converting this continent and hundreds of First Nations Countries into a region of Europe, ‘Australia’, is, in ambition, a totalising one. From the strange flag-plantings, invocations and incantations claiming ownership and dominion, to legalistic conceptions such as terra nullius, the aim has been to speak, to declare, to interpellate the country as European. What is not European, must be made European. What cannot be made European is either (un)seen in a way which diminishes or denies its existence, or must be made not to exist. These are difficult things to do: to not see, to unsee, or to eradicate.One of the first acts of administrative division (direction and rule) in the Port Phillip colony (now known as Victoria) was that of designating four regional Aboriginal Protectorates. Edward Stone Parker was appointed Assistant Protector of Aborigines for the Loddon District, a district which persists today for many state and local government instrumentalities as the Loddon-Mallee region. In the 1840s, Parker experienced the difficulty described above, in attempting to ‘make European’ the Dja Dja Wurrung people. As part of Parker’s goal of Christianising Dja Dja Wurrung people, he sought to learn their language. Bain Attwood records his frustration:[Parker] remarked in July 1842. ‘For physical objects and their attributes, the language readily supplies equivalent terms, but for the metaphysical, so far I have been able to discover scarcely any’. A few years later Parker simply despaired that this work of translation could be undertaken. ‘What can be done’, he complained, ‘with a people whose language knows no such terms as holiness, justice, righteousness, sin, guilt, repentance, redemption, pardon, peace, and c., and to whose minds the ideas conveyed by those words are utterly foreign and inexplicable?’ (Attwood 125)The assumption here is that values and concepts that are ‘untranslatable’ into European understandings mark an absence of such value and concept. Such assumptions are evident in attempts to convince, cajole, or coerce First Nations Peoples into abandoning traditional cultural and custodial relationships with Country in favour of individual private property ownership. The desire to maintain relationships with Country are described by conservative political figures such as Tony Abbott as “lifestyle choices” (Medhora), effectively declaring them non-existent. In addition, processes designed to recognise First Nations relationships to Country are procedurally frustrated. Examples of this are the bizarre decisions made in 2018 and 2019 by Nigel Scullion, the then Indigenous Affairs Minister, to fund objections to land claims from funds designated to alleviate Indigenous disadvantage and to refuse to grant land rights claims even when procedural obstacles have been cleared (Allam). In Australia, given that First Nations social, cultural, and political life is seamlessly interwoven with the environment, ecology, the land–Country, and that the colonial project has always been, and still is, a totalising one, it is a project which aims to sever the connections to place of First Nations Peoples. Concomitantly, when the connections cannot be severed, the people must be either converted, dismissed, or erased.This project, no matter how brutal and relentless, however, has not achieved totality.What Remains Not Regional? If colonisation is a totalising project, and regional Australia stands as evidence of this project’s ongoing push, then what remains not regional, or untouched by the colonial? What escapes the administrative, the institutional, the ecological, the incantatory, and the interpellative reach of the regional? I think that despite this reach, there are such remains. The frustration, the anger, and antipathy of Parker, Abbott, and Scullion bear this out. Their project is unfinished and the resistance to it infuriates. I think that, in Australia, the different ways in which pre-1788 modes of life persist are modes of life which can be said to be ‘keeping Europe at bay’.In Reports from a Wild Country: Ethics for Decolonisation, Deborah Bird Rose compares Western/European conceptualisations of time, with those of the people living in the communities around the Victoria River in the Northern Territory. Rose describes Western constructions of time as characterised by disjunction (for example, the ‘birth’ of philosophy, the beginnings of Christianity) and by irreversible sequence (for example, concepts of telos, apocalypse, and progress). These constructions have become so naturalised as to carry a “seemingly commonsensical orientation toward the future” (15). Orientation, in an Australian society “built on destruction, enables regimes of violence to continue their work while claiming the moral ground of making a better future” (15). Such an orientation “enables us to turn our backs on the current social facts of pain, damage, destruction and despair which exist in the present, but which we will only acknowledge as our past” (17).In contrast to this ‘future vision’, Rose describes what she calls the ‘canonical’ time-space conceptualisation of the Victoria River people (55). Here, rather than a temporal extension into an empty future, orientation is towards living, peopled, and grounded origins, with the emphasis on the plural, rather than a single point of origin or disjunction:We here now, meaning we here in a shared present, are distinct from the people of the early days by the fact that they preceded us and made our lives possible. We are the ‘behind mob’—those who come after. The future is the domain of those who come after us. They are referred to as […] those ‘behind us’. (55)By way of illustration, when we walk into a sheep paddock, even if we are going somewhere (even the future), we are also irrevocably walking behind ancestors, predecessor ecologies, previous effects. The paddock, is how it is, after about 65,000 years of occupation, custodianship, and management, after European surveyors, squatters, frontier conflict and violence, the radical transformation of the country, the destruction of the systems that came before. Everything there, as Freya Mathews would put it, is of “the given” (“Becoming” 254, “Old” 127). We are coming up behind. That paddock is the past and present, and what happens next is irrevocably shaped by it. We cannot walk away from it.What remains not regional is there in front of us. Country, language, and knowledge remain in the sheep paddock, coexisting with everyone and everything else that everyone in this country follows (including the colonial and the regional). It is not gone. We have to learn how to see it.By the Fox or the Little EagleFigure 1: A Scatter of Sulphur-Crested Cockatoo Feathers at Wehla. Image Credit: Terry Eyssens.As a way of elaborating on this, I will tell you about a small, eight hectare, patch of land in Dja Dja Wurrung Country. Depending on the day, or the season, or your reason, it could take fifteen minutes to walk from one end to the other or it might take four hours, from the time you start walking, to the time when you get back to where you started. At this place, I found a scatter of White Cockatoo feathers (Sulphur-Crested Cockatoo—Cacatua galerita). There was no body, just the feathers, but it was clear that the Cockatoo had died, had been caught by something, for food. The scatter was beautiful. The feathers, their sulphur highlights, were lying on yellow-brown, creamy, dry grass. I dwelled on the scatter. I looked. I looked around. I walked around. I scanned the horizon and squinted at the sky. And I wondered, what happened.This small patch of land in Dja Dja Wurrung Country is in an area now known as Wehla. In the Dja Dja Wurrung and many other Victorian languages, ‘Wehla’ (and variants of this word) is a name for the Brushtail Possum (Trichosurus vulpecula). In the time I spend there/here, I see all kinds of animals. Of these, two are particularly involved in this story. One is the Fox (Vulpes vulpes), which I usually see just the back of, going away. They are never surprised. They know, or seem to know, where everyone is. They have a trot, a purposeful, cocky trot, whether they are going away because of me or whether they are going somewhere for their own good reasons. Another animal I see often is the Little Eagle (Hieraaetus morphnoides). It is a half to two-thirds the size of a Wedge-tailed Eagle (Aquila audax). It soars impressively. Sometimes I mistake a Little Eagle for a Wedge-tail, until I get a better look and realise that it is not quite that big. I am not sure where the Little Eagle’s nest is but it must be close by.I wondered about this scatter of White Cockatoo feathers. I wondered, was the scatter of White Cockatoo feathers by the Fox or by the Little Eagle? This could be just a cute thought experiment. But I think the question matters because it provokes thinking about what is regional and what remains not regional. The Fox is absolutely imperial. It is introduced and widespread. Low describes it as among Australia’s “greatest agent[s] of extinction” (124). It is part of the colonisation of this place, down to this small patch of land in Dja Dja Wurrung Country. Where the Fox is, colonisation, and everything that goes with it, remains, and maintains. So, that scatter of feathers could be a colonial, regional happening. Or maybe it is something that remains not regional, not colonial. Maybe the scatter is something that escapes the regional. The Little Eagles and the Cockatoos, who were here before colonisation, and their dance (a dance of death for the Cockatoo, a dance of life for the Little Eagle), is maybe something that remains not regional.But, so what if the scatter of White Cockatoo feathers, this few square metres of wind-blown matter, is not regional? Well, if it is ‘not regional’, then, if Australia is to become something other than a colony, we have to look for these things that are not regional, that are not colonial, that are not imperial. Maybe if we start with a scatter of White Cockatoo feathers that was by the Little Eagle, and then build outwards again, we might start to notice more things that are not regional, that still somehow escape. For example, the persistence of First Nations modes of land custodianship and First Nations understandings of time. Then, taking care not to fetishise First Nations philosophies and cultures, take the time and care to recognise the associations of all of those things with simply, the places themselves, like a patch of land in Dja Dja Wurrung Country, which is now known as Wehla. Instead of understanding that place as something that is just part of the former Aboriginal Protectorate of Loddon or of the Loddon Mallee region of Victoria, it is Wehla.The beginning of decolonisation is deregionalisation. Every time we recognise the not regional (which is hopefully, eventually, articulated in a more positive sense than ‘not regional’), and just say something like ‘Wehla’, we can start to keep Europe at bay. Europe’s done enough.seeing and SeeingChina Miéville’s The City and The City (2009) is set in a place, in which the citizens of two cities live. The cities, Besźel and Ul Qoma, occupy the same space, are culturally and politically different. Their relationship to each other is similar to that of border-sharing Cold War states. Citizens of the two cities are forbidden to interact with each other. This prohibition is radically policed. Even though the citizens of Besźel and Ul Qoma live in adjoining buildings, share roads, and walk the same streets, they are forbidden to see each other. The populations of each city grow up learning how to see what is permitted and to not see, or unsee, the forbidden other (14).I think that seeing a scatter of White Cockatoo feathers and wondering if it was by the Fox or by the Little Eagle is akin to the different practices of seeing and not seeing in Besźel and Ul Qoma. The scatter of feathers is regional and colonial and, equally, it is not. Two countries occupy the same space. Australia and a continent with its hundreds of Countries. What remains not regional is what is given and Seen as such. Understanding ourselves as walking behind everything that has gone before us enables this. As such, it is possible to see the scatter of White Cockatoo feathers as by the Fox, as happening in ‘regional Australia’, as thus characterised by around 200 years of carnage, where the success of one species comes at the expense of countless others. On the other hand, it is possible to See the feathers as by the Little Eagles, and as happening on a small patch of land in Dja Dja Wurrung Country, as a dance that has been happening for hundreds of thousands, if not millions, of years. It is a way of keeping Europe at bay.I think these Cockatoo feathers are a form of address. They are capable of interpellating something other than the regional, the colonial, and the imperial. A story of feathers, Foxes, and Little Eagles can remind us of our ‘behindness’, and evoke, and invoke, and exemplify ways of seeing and engaging with where we live that are tens of thousands of years old. This is both an act of the imagination and a practice of Seeing what is really there. When we learn to see the remains and refuges, the persistence of the not regional, we might also begin to learn how to live here in the Anthropocene. Abstract:
IntroductionLike other forms of embodiment, pregnancy has increasingly become subject to representation and interpretation via digital technologies. Pregnancy and the unborn entity were largely private, and few people beyond the pregnant women herself had access to the foetus growing within her (Duden). Now pregnant and foetal bodies have become open to public portrayal and display (Lupton The Social Worlds of the Unborn). A plethora of online materials – websites depicting the unborn entity from the moment of conception, amateur YouTube videos of births, social media postings of ultrasounds and self-taken photos (‘selfies’) showing changes in pregnant bellies, and so on – now ensure the documentation of pregnant and unborn bodies in extensive detail, rendering them open to other people’s scrutiny. Other recent digital technologies directed at pregnancy include mobile software applications, or ‘apps’. In this article, we draw on our study involving a critical discourse analysis of a corpus of pregnancy-related apps offered in the two major app stores. In so doing, we discuss the ways in which pregnancy-related apps portray pregnant and unborn bodies. We place a particular focus on the ludification and gamification strategies employed to position pregnancy as a playful, creative and fulfilling experience that is frequently focused on consumption. As we will demonstrate, these strategies have wider implications for concepts of pregnant and foetal embodiment and subjectivity.It is important here to make a distinction between ludification and gamification. Ludification is a broader term than gamification. It is used in the academic literature on gaming (sometimes referred to as ‘ludology’) to refer to elements of games reaching into other aspects of life beyond leisure pursuits (Frissen et al. Playful Identities: The Ludification of Digital Media Cultures; Raessens). Frissen et al. (Frissen et al. "Homo Ludens 2.0: Play, Media and Identity") for example, claim that even serious pursuits such as work, politics, education and warfare have been subjected to ludification. They note that digital technologies in general tend to incorporate ludic dimensions. Gamification has been described as ‘the use of game design elements in non-game contexts’ (Deterding et al. 9). The term originated in the digital media industry to describe the incorporation of features into digital technologies that not explicitly designed as games, such as competition, badges, rewards and fun that engaged and motivated users to make them more enjoyable to use. Gamification is now often used in literatures on marketing strategies, persuasive computing or behaviour modification. It is an important element of ‘nudge’, an approach to behaviour change that involves persuasion over coercion (Jones, Pykett and Whitehead). Gamification thus differs from ludification in that the former involves applying ludic principles for reasons other than the pleasures of enjoying the game for their own sake, often to achieve objectives set by actors and agencies other than the gamer. Indeed, this is why gamification software has been described by Bogost (Bogost) as ‘exploitationware’. Analysing Pregnancy AppsMobile apps have become an important medium in contemporary digital technology use. As of May 2015, 1.5 million apps were available to download on Google Play while 1.4 million were available in the Apple App Store (Statista). Apps related to pregnancy are a popular item in app stores, frequently appearing on the Apple App Store’s list of most-downloaded apps. Google Play’s figures show that many apps directed at pregnant women have been downloaded hundreds of thousands, or even millions, of times. For example, ‘Pregnancy +’, ‘I’m Expecting - Pregnancy App’ and ‘What to Expect - Pregnancy Tracker’ have each been downloaded between one and five million times, while ‘My Pregnancy Today’ has received between five and ten million downloads. Pregnancy games for young girls are also popular. Google Play figures show that the ‘Pregnant Emergency Doctor’ game, for example, has received between one and five million downloads. Research has found that pregnant women commonly download pregnancy-related apps and find them useful sources of information and support (Hearn, Miller and Fletcher; Rodger et al.; Kraschnewski et al.; Declercq et al.; Derbyshire and Dancey; O'Higgins et al.). We conducted a comprehensive analysis of all pregnancy-related smartphone apps in the two major app stores, Apple App Store and Google Play, in late June 2015. Android and Apple’s iOS have a combined market share of 91 percent of apps installed on mobile phones (Seneviratne et al.). A search for all pregnancy-related apps offered in these stores used key terms such as pregnancy, childbirth, conception, foetus/fetus and baby. After eliminating apps listed in these searches that were clearly not human pregnancy-related, 665 apps on Google Play and 1,141 on the Apple App Store remained for inclusion in our study. (Many of these apps were shared across the stores.)We carried out a critical discourse analysis of these apps, looking closely at the app descriptions offered in the two stores. We adopted the perspective that sees apps, like any other form of media, as sociocultural artefacts that both draw on and reproduce shared norms, ideals, knowledges and beliefs (Lupton "Quantified Sex: A Critical Analysis of Sexual and Reproductive Self-Tracking Using Apps"; Millington "Smartphone Apps and the Mobile Privatization of Health and Fitness"; Lupton "Apps as Artefacts: Towards a Critical Perspective on Mobile Health and Medical Apps"). In undertaking our analysis of the app descriptions in our corpus, attention was paid to the title of each app, the textual accounts of its content and use and the images that were employed, such as the logo of the app and the screenshots that were used to illustrate its content and style. Our focus in this article is on the apps that we considered as including elements of entertainment. Pregnancy-related game apps were by far the largest category of the apps in our corpus. These included games for young girls and expectant fathers as well as apps for ultrasound manipulation, pregnancy pranks, foetal sex prediction, choosing baby names, and quizzes. Less obviously, many other apps included in our analysis offered some elements of gamification and ludification, and these were considered in our analysis. ‘Pregnant Adventures’: App Games for GirlsOne of the major genres of apps that we identified was games directed at young girls. These apps invited users to shop for clothes, dress up, give a new hair style, ‘make-over’ and otherwise beautify a pregnant woman. These activities were directed at the goal of improving the physical attractiveness and therefore (it was suggested) the confidence of the woman, who was presented as struggling with coming to terms with changes in her body during pregnancy. Other apps for this target group involved the player assuming the role of a doctor in conducting medical treatments for injured pregnant women or assisting the birth of her baby.Many of these games represented the pregnant woman visually as looking like an archetypal Barbie doll, with a wardrobe to match. One app (‘Barbara Pregnancy Shopping’) even uses the name ‘Barbara’ and the screenshots show a woman similar in appearance to the doll. Its description urges players to use the game to ‘cheer up’ an ‘unconfident’ Barbara by taking her on a ‘shopping spree’ for new, glamorous clothes ‘to make Barbara feel beautiful throughout her pregnancy’. Players may find ‘sparkly accessories’ as well for Barbara and help her find a new hairstyle so that she ‘can be her fashionable self again’ and ‘feel prepared to welcome her baby!’. Likewise, the game ‘Pregnant Mommy Makeover Spa’ involves players selecting clothes, applying beauty treatments and makeup and adding accessories to give a makeover to ‘Pregnant Princess’ Leila. The ‘Celebrity Mommy’s Newborn Baby Doctor’ game combines the drawcard of ‘celebrity’ with ‘mommy’. Players are invited to ‘join the celebrities in their pregnancy adventure!’ and ‘take care of Celebrity Mom during her pregnancy!’.An app by the same developer of ‘Barbara Pregnancy Shopping’ also offers ‘Barbara’s Caesarean Birth’. The app description claims that: ‘Of course her poor health doesn’t allow Barbara to give birth to her baby herself.’ It is up to players to ‘make everything perfect’ for Barbara’s caesarean birth. The screenshots show Barbara’s pregnant abdomen being slit open, retracted and a rosy, totally clean infant extracted from the incision, complete with blonde hair. Players then sew up the wound. A final screenshot displays an image of a smiling Barbara standing holding her sleeping, swaddled baby, with the words ‘You win’.Similar games involve princesses, mermaids, fairies and even monster and vampire pregnant women giving birth either vaginally or by caesarean. Despite their preternatural status, the monster and vampire women conform to the same aesthetic as the other pregnant women in these games: usually with long hair and pretty, made-up faces, wearing fashionable clothing even on the operating table. Their newborn infants are similarly uniform in their appearance as they emerge from the uterus. They are white-skinned, clean and cherubic (described in ‘Mommy’s Newborn Baby Princess’ as ‘the cutest baby you probably want’), a far cry from the squalling, squashed-faced infants smeared in birth fluids produced by the real birth process.In these pregnancy games for girls, the pain and intense bodily effort of birthing and the messiness produced by the blood and other body fluids inherent to the process of labour and birth are completely missing. The fact that caesarean birth is a major abdominal surgery requiring weeks of recovery is obviated in these games. Apart from the monsters and vampires, who may have green- or blue-hued skin, nearly all other pregnant women are portrayed as white-skinned, young, wearing makeup and slim, conforming to conventional stereotypical notions of female beauty. In these apps, the labouring women remain glamorous, usually smiling, calm and unsullied by the visceral nature of birth.‘Track Your Pregnancy Day by Day’: Self-Monitoring and Gamified PregnancyElements of gamification were evident in a large number of the apps in our corpus, including many apps that invite pregnant users to engage in self-tracking of their bodies and that of their foetuses. Users are asked to customise the apps to document their changing bodies and track their foetus’ development as part of reproducing the discourse of the miraculous nature of pregnancy and promoting the pleasures of self-tracking and self-transformation from pregnant woman to mother. When using the ‘Pregnancy+’ app, for example, users can choose to construct a ‘Personal Dashboard’ that includes details of their pregnancy. They can input their photograph, first name and their expected date of delivery so that that each daily update begins with ‘Hello [name of user], you are [ ] weeks and [ ] days pregnant’ with the users’ photograph attached to the message. The woman’s weight gain over time and a foetal kick counter are also included in this app. It provides various ways for users to mark the passage of time, observe the ways in which their foetuses change and move week by week and monitor changes in their bodies. According to the app description for ‘My Pregnancy Today’, using such features allows a pregnant woman to: ‘Track your pregnancy day by day.’ Other apps encourage women to track such aspects of physical activity, vitamin and fluid intake, diet, mood and symptoms. The capacity to visually document the pregnant user’s body is also a feature of several apps. The ‘Baby Bump Pregnancy’, ‘WebMD Pregnancy’, ‘I’m Expecting’,’iPregnant’ and ‘My Pregnancy Today’ apps, for example, all offer an album feature for pregnant bump photos taken by the user of herself (described as a ‘bumpie’ in the blurb for ‘My Pregnancy Today’). ‘Baby Buddy’ encourages women to create a pregnant avatar of themselves (looking glamorous, well-dressed and happy). Some apps even advise users on how they should feel. As a screenshot from ‘Pregnancy Tracker Week by Week’ claims: ‘Victoria, your baby is growing in your body. You should be the happiest woman in the world.’Just as pregnancy games for little girls portrayal pregnancy as a commodified and asetheticised experience, the apps directed at pregnant women themselves tend to shy away from discomforting fleshly realities of pregnant and birthing embodiment. Pregnancy is represented as an enjoyable and fashionable state of embodiment: albeit one that requires constant self-surveillance and vigilance.‘Hello Mommy!’: The Personalisation and Aestheticisation of the FoetusA dominant feature of pregnancy-related apps is the representation of the foetus as already a communicative person in its own right. For example, the ‘Pregnancy Tickers – Widget’ app features the image of a foetus (looking far more like an infant, with a full head of wavy hair and open eyes) holding a pencil and marking a tally on the walls of the uterus. The app is designed to provide various icons showing the progress of the user’s pregnancy each day on her mobile device. The ‘Hi Mommy’ app features a cartoon-like pink and cuddly foetus looking very baby-like addressing its mother from the womb, as in the following message that appears on the user’s smartphone: ‘Hi Mommy! When will I see you for the first time?’ Several pregnancy-tracking apps also allow women to input the name that they have chosen for their expected baby, to receive customised notifications of its progress (‘Justin is nine weeks and two days old today’).Many apps also incorporate images of foetuses that represent them as wondrous entities, adopting the visual style of 1960s foetal photography pioneer Lennart Nilsson, or what Stormer (Stormer) has referred to as ‘prenatal sublimity’. The ‘Pregnancy+’ app features such images. Users can choose to view foetal development week-by-week as a colourful computerised animation or 2D and 3D ultrasound scans that have been digitally manipulated to render them aesthetically appealing. These images replicate the softly pink, glowing portrayals of miraculous unborn life typical of Nilsson’s style.Other apps adopt a more contemporary aesthetic and allow parents to store and manipulate images of their foetal ultrasounds and then share them via social media. The ‘Pimp My Ultrasound’ app, for example, invites prospective parents to manipulate images of their foetal ultrasounds by adding in novelty features to the foetal image such as baseball caps, jewellery, credit cards and musical instruments. The ‘Hello Mom’ app creates a ‘fetal album’ of ultrasounds taken of the user’s foetus, while the ‘Ultrasound Viewer’ app lets users manipulate their 3/4 D foetal ultrasound images: ‘Have fun viewing it from every angle, rotating, panning and zooming to see your babies [sic] features and share with your family and friends via Facebook and Twitter! … Once uploaded, you can customise your scan with a background colour and skin colour of your choice’.DiscussionPregnancy, like any other form of embodiment, is performative. Pregnant women are expected to conform to norms and assumptions about their physical appearance and deportment of their bodies that expect them to remain well-groomed, fit and physically attractive without appearing overly sexual (Longhurst "(Ad)Dressing Pregnant Bodies in New Zealand: Clothing, Fashion, Subjectivities and Spatialities"; Longhurst "'Corporeographies’ of Pregnancy: ‘Bikini Babes'"; Nash; Littler). Simultaneously they must negotiate the burden of bodily management in the interests of risk regulation. They are expected to protect their vulnerable unborn from potential dangers by stringently disciplining their bodies and policing to what substances they allow entry (Lupton The Social Worlds of the Unborn; Lupton "'Precious Cargo': Risk and Reproductive Citizenship"). Pregnancy self-tracking apps enact the soft politics of algorithmic authority, encouraging people to conform to expectations of self-responsibility and self-management by devoting attention to monitoring their bodies and acting on the data that they generate (Whitson; Millington "Amusing Ourselves to Life: Fitness Consumerism and the Birth of Bio-Games"; Lupton The Quantified Self: A Sociology of Self-Tracking).Many commentators have remarked on the sexism inherent in digital games (e.g. Dickerman, Christensen and Kerl-McClain; Thornham). Very little research has been conducted specifically on the gendered nature of app games. However our analysis suggests that, at least in relation to the pregnant woman, reductionist heteronormative, cisgendered, patronising and paternalistic stereotypes abound. In the games for girls, pregnant women are ideally young, heterosexual, partnered, attractive, slim and well-groomed, before, during and after birth. In self-tracking apps, pregnant women are portrayed as ideally self-responsible, enthused about their pregnancy and foetus to the point that they are counting the days until the birth and enthusiastic about collecting and sharing details about themselves and their unborn (often via social media).Ambivalence about pregnancy, the foetus or impending motherhood, and lack of interest in monitoring the pregnancy or sharing details of it with others are not accommodated, acknowledged or expected by these apps. Acknowledgement of the possibility of pregnant women who are not overtly positive about their pregnancy or lack interest in it or who identify as transgender or lesbian or who are sole mothers is distinctly absent.Common practices we noted in apps – such as giving foetuses names before birth and representing them as verbally communicating with their mothers from inside the womb – underpin a growing intensification around the notion of the unborn entity as already an infant and social actor in its own right. These practices have significant implications for political agendas around the treatment of pregnant women in terms of their protection or otherwise of their unborn, and for debates about women’s reproductive rights and access to abortion (Lupton The Social Worlds of the Unborn; Taylor The Public Life of the Fetal Sonogram: Technology, Consumption and the Politics of Reproduction). Further, the gamification and ludification of pregnancy serve to further commodify the experience of pregnancy and childbirth, contributing to an already highly commercialised environment in which expectant parents, and particularly mothers, are invited to purchase many goods and services related to pregnancy and early parenthood (Taylor "Of Sonograms and Baby Prams: Prenatal Diagnosis, Pregnancy, and Consumption"; Kroløkke; Thomson et al.; Taylor The Public Life of the Fetal Sonogram: Technology, Consumption and the Politics of Reproduction; Thomas).In the games for girls we examined, the pregnant woman herself was a commodity, a selling point for the app. The foetus was also frequently commodified in its representation as an aestheticised entity and the employment of its image (either as an ultrasound or other visual representations) or identity to market apps such as the girls’ games, apps for manipulating ultrasound images, games for predicting the foetus’ sex and choosing its name, and prank apps using fake ultrasounds purporting to reveal a foetus inside a person’s body. As the pregnant user engages in apps, she becomes a commodity in yet another way: the generator of personal data that are marketable in themselves. In this era of the digital data knowledge economy, the personal information about people gathered from their online interactions and content creation has become highly profitable for third parties (Andrejevic; van Dijck). Given that pregnant women are usually in the market for many new goods and services, their personal data is a key target for data mining companies, who harvest it to sell to advertisers (Marwick).To conclude, our analysis suggests that gamification and ludification strategies directed at pregnancy and childbirth can serve to obfuscate the societal pressures that expect and seek to motivate pregnant women to maintain physical fitness and attractiveness, simultaneously ensuring that they protect their foetuses from all possible risks. In achieving both ends, women are encouraged to engage in intense self-monitoring and regulation of their bodies. These apps also reproduce concepts of the unborn entity as a precious and beautiful already-human. These types of portrayals have important implications for how young girls learn about pregnancy and childbirth, for pregnant women’s experiences and for concepts of foetal personhood that in turn may influence women’s reproductive rights and abortion politics.ReferencesAndrejevic, Mark. Abstract:
To Remember‘The central problem of today’s global interactions is the tension between cultural homogenisation and cultural heterogenisation.’ (Appadurai 49)While this statement has been made more than twenty years, it remains more relevant than ever. The current age is one of widespread global migrations and dis-placement. The phenomenon of globalisation is the first and major factor for this newly created shift of ground, of transmigration as defined by its etymological meaning. However, a growing number of migrations also result from social or political oppression and war as we witness the current flow of refugees from Africa or Syria to Europe and with growing momentum, from climate change, the people of Tokelau or Nauru migrating as a result of the rise of sea levels in their South Pacific homeland. Such global migrations lead to an intense co-habitation of various cultures, ethnicities and religions in host societies. In late twentieth century Giddens explains this complexity and discusses how globalisation requires a re-organisation of time and space in social and cultural life of both the host and the migrant (Giddens 14). In the host country, Appadurai terms the physical consequences of this phenomenon as the new ‘ethnoscape’ (Appadurai 51). This fact is particularly relevant to New Zealand, a country that is currently seeing an unprecedented level of immigration from various and numerous ethnic groups which is evidently influencing the makeup of its entire population.For the migrant, according to Xavier & Rosaldo, social life following migration re-establishes itself on two fronts: the first is the pre-modern manner of being present through participation in localised activities at specific locales; the second is about fostering relationships with absent others through media and across the world. These “settings for distanced relations – for relations at a distance, [are] stretched out across time and space” (Xavier & Rosaldo 8). Throughout the world, people in dis-placement reorganise their societies in both of these fronts.Dis-placement is ‘a potentially traumatic event that is collectively experienced" (Norris 128). Disaster and trauma related dis-placement as stressors happen to entire communities, not just individuals, families and neighbourhoods. Members are exposed together and it has been argued, must, therefore, recover together, (Norris 145). On one hand, in the situation of collective trauma some attachment to a new space ‘increases the likelihood that a community as a whole has the will to rebuild’ (Norris 145). On the other, it is suggested that for the individual, place attachment makes the necessary relocation much harder. It is in re-location however that the will to recreate or reproduce will emerge. Indeed part of the recovery in the case of relocation can be the reconstruction of place. The places of past experiences and rituals for meaning are commonly recreated or reproduced as new places of attachment abroad. The will and ability to reimagine and re-materialise (Gupta & Ferguson 70) the lost heritage is motivational and defines resilience.This is something a great deal of communities such as the displaced Coptic community in New Zealand look to achieve, re-constructing a familiar space, where rituals and meaning can reaffirm their ideal existence, the only form of existence they have ever known before relocation. In this instance it is the reconstruction and reinterpretation of a traditional Coptic Orthodox church. Resilience can be examined as a ‘sense of community’, a concept that binds people with shared values. Concern for community and respect for others can transcend the physical and can bind disparate individuals in ways that otherwise might require more formal organisations. It has been noted that trauma due to displacement and relocation can enhance a sense of closeness and stronger belonging (Norris 139). Indeed citizen participation is fundamental to community resilience (Norris 139) and it entails the engagement of community members in formal organisations, including religious congregations (Perkins et al. 2002; Norris 139) and collective gatherings around cultural rituals. However, the displacement also strengthens the emotional ties at the individual level to the homeland, to kinfolk and to the more abstract cultural mores and ideas.Commitment and AttachmentRecalling places of collective events and rituals such as assembly halls and spaces of worship is crucially important for dis-placed communities. The attachment to place exposes the challenges and opportunities for recollecting the spirit of space in the situation of a people abroad. This in turn, raises the question of memory and its representation in re-creating the architectural qualities of the cultural space from its original context. This article offers the employ of visual representation (drawings) as a strategy of recall. To explore these ideas further, the situation of the Egyptian community of Coptic Orthodox faith, relocated, displaced and living ‘abroad’ in New Zealand is being considered. This small community that emigrated to New Zealand firstly in the 1950s then in the 1970s represents in many ways the various ethnicities and religious beliefs found in New Zealand.Rituals and congregations are held in collective spaces and while the attachment to the collective is essential, the question to be addressed here relates to the role of the physical community space in forming or maintaining the attachment to community (Pretty, Chipuer, and Bramston 78). Groups or societies use systems of shared meanings to interpret and make sense of the world. However, shared meanings have traditionally been tied to the idea of a fixed territory (Manzo & Devine-Wright 335, Xavier & Rosaldo 10). Manzo and Perkins further suggest that place attachments provide stability and are integral to self-definitions (335-350). Image by Vioula Said.Stability and self-definition and ultimately identity are in turn, placed in jeopardy with the process of displacement and de-territorilisation. Shared meanings are shifted and potentially lost when the resultant instability occurs. Norris finds that in the strongest cases, individuals, neighbourhoods and communities lose their sense of identity and self-definition when displaced due to the destruction of natural and built environments (Norris 139). This comment is particularly relevant to people who are emigrating to New Zealand as refugees from climate change such as Pasifika or from wars and oppression such as the Coptic community. This loss strengthens the requirement for something greater than just a common space of congregation, something that transcends the physical. The sense of belonging and identity in the complexity of potential cultural heterogenisation is at issue. The role of architecture in dis-placement is thereby brought into question seeking answers to how it should facilitate a space of attachment for resilience, for identity and for belonging.A unity of place and people has long been assumed in the anthropological concept of culture (Gupta & Ferguson: 75). According to Xavier & Rosaldo the historical tendency has been to connect the realm of constructing meaning to the particularities of place (Xavier & Rosaldo 10). Thereby, cultural meanings are intrinsically linked to place. Therefore, place attachment to the reproduced or re-interpreted place is crucially important for dis-placed societies in re-establishing social and cultural content. Architectural spaces are the obvious holders of cultural, social and spiritual content for such enterprises. Hillier suggests that all "architecture is, in essence, the application of speculative and abstract thought to the non-discursive aspects of building, and because it is so, it is also its application to the social and cultural contents of buildings” (Hillier 3).To Re-ImagineAn attempt to reflect the history, stories and the cultural mores of the Coptic community in exile by privileging material and design authenticity, merits attention. An important aspect of the Coptic faith lies within its adherence to symbolism and rituals and strict adherence to the traditional forms and configurations of space may reflect some authenticity of the customary qualities of the space (Said 109). However, the original space is itself in flux, changing with time and environmental conditions; as are the memories of those travelling abroad as they come from different moments in time. Experience has shown that a communities’ will to re-establish social and cultural content through their traditional architecture on new sites has not always resurrected their history and reignited their original spirit. The impact of the new context’s reality on the reproduction or re interpretation of place may not fully enable its entire community’s attachment to it. There are significant implications from the displacement of site that lead to a disassociation from the former architectural language. Consequently there is a cultural imperative for an approach that entails the engagement of community in the re-making of a cultural space before responding to the demands of site. Cultures come into conflict when the new ways of knowing and acting are at odds with the old. Recreating a place without acknowledging these tensions may lead to non-attachment. Facing cultural paradox and searching for authenticity explains in part, the value of intangible heritage and the need to privilege it over its tangible counterpart.Intangible HeritageThe intangible qualities of place and the memory of them are anchors for a dis-placed community to reimagine and re-materialise its lost heritage and to recreate a new place for attachment. This brings about the notion of the authenticity of cultural heritage, it exposes the uncertain value of reconstruction and it exhibits the struggles associated with de-territorilisation in such a process.In dealing with cultural heritage and contemporary conservation practice with today’s wider understanding of the interdisciplinary field of heritage studies, several authors discuss the relevance and applicability of the 1964 Venice Charter on architectural heritage. Glendinning argues that today’s heritage practices exploit the physical remains of the past for useful modern and aesthetic purposes as they are less concerned with the history they once served (Glendinning 3). For example, the act of modernising and restoring a historic museum is counterbalanced by its ancient exhibits thereby highlighting modern progress. Others support this position by arguing that relationships, associations and meanings that contribute to the value of a site should not be dismissed in favour of physical remains (Hill 21). Smith notes that the less tangible approaches struggle to gain leverage within conventional practice, and therefore lack authenticity. This can be evidenced in so many of our reconstructed heritage sites. This leads to the importance of the intangible when dealing with architectural heritage. Image by Vioula Said.In practice, a number of different methods and approaches are employed to safeguard intangible cultural heritage. In order to provide a common platform for considering intangible heritage, UNESCO developed the 2003 ‘Convention for the Safeguarding of Intangible Cultural Heritage’. Rather than simply addressing physical heritage, this convention helped to define the intangible and served to promote its recognition. Intangible cultural heritage is defined as expressions, representations, practices, skills and knowledge that an individual a community or group recognise as their cultural heritage.Safeguarding intangible heritage requires a form of translation, for example, from the oral form into a material form, e.g. archives, inventories, museums and audio or film records. This ‘freezing’ of intangible heritage requires thoughtfulness and care in the choosing of the appropriate methods and materials. At the same time, the ephemeral aspects of intangible heritage make it vulnerable to being absorbed by the typecast cultural models predominant at any particular time. This less tangible characteristic of history and the pivotal role it plays in conveying a dialogue between the past and the present demands alternative methods. At a time when the identity of dis-placed people is in danger of being diminished by dominant host societies, the safeguarding of intangible cultural heritage is critically important in re-establishing social and cultural content.Recent news has shown the destruction of many Coptic churches in Egypt, through fire at increasing rates since 2011 or by bombings such as the ones witnessed in April 2017. For this particular problem of the Coptic Community, the authors propose that visual representation of spiritual spaces may aid in recollecting and re-establishing such heritage. The illustrations in this article present the personal journey of an artist of Egyptian Copt descent drawing from her memories of a place and time within the sphere of religious rituals. As Treib suggests, “Our recollections are situational and spatialised memories; they are memories attached to places and events” (Treib 22). The intertwining of real and imagined memory navigates to define the spirit of place of a lost time and community.The act of remembering is a societal ritual and in and of itself is part of the globalised world we live in today. The memories lodged in physical places range from incidents of personal biography to the highly refined and extensively interpreted segments of cultural lore (Treib 63). The act of remembering allows for our sense of identity and reflective cultural distinctiveness as well as shaping our present lives from that of our past. To remember is to celebrate or to commemorate the past (Treib 25).Memory has the aptitude to generate resilient links between self and environment, self and culture, as well as self and collective. “Our access to the past is no longer mediated by the account of a witness or a narrator, or by the eye of a photographer. We will not respond to a re-presentation of the historical event, but to a presentation or performance of it” (van Alphen 11). This statement aligns with Smith’s critical analysis of heritage and identity, not as a set of guidelines but as a performance experienced through the imagination, “experienced within a layering of performative qualities that embody remembrance and commemoration and aim to construct a sense of place and understanding within the present”(van Alphen 11). Heritage is hereby investigated as a re-constructed experience; attempting to identify a palette of memory-informed qualities that can be applied to the re-establishing of the heritage lost. Here memory will be defined as Aristotle’s Anamnesis, to identify the capacity to stimulate a range of physical and sensory experiences in the retrieval of heritage that may otherwise be forgotten (Cubitt 75; Huyssen 80). In architectural terms, Anamnesis, refers to the process of retrieval associated with intangible heritage, as a performance aimed at the recovery of memory, experienced through the imagination (Said 143). Unfortunately, when constructing an experience aimed at the recovery of memory, the conditions of a particular moment do not, once passed, move into a state of retirement from which they can be retrieved at a later date. Likewise, the conditions and occurrences of one moment can never be precisely recaptured, Treib describes memory as an interventionist:it magnifies, diminishes, adjusts, darkens, or illuminates places that are no longer extant, transforming the past anew every time it is called to mind, shorn or undesirable reminiscence embellished by wishful thinking, coloured by present concerns. (Treib 188)To remember them, Cubitt argues, we must reconstruct them; “not in the sense of reassembling something that has been taken to pieces and carefully stored, but in the sense of imaginatively configuring something that can no longer have the character of actuality” (Cubitt 77). Image by Vioula Said.Traditionally, history and past events have been put in writing to preserve their memory within the present. However, as argued by Treib, this mode of representation is inherently linear and static; contributing to a flattening of history. Similarly, Nelson states; “I consider how a visual mode of representation – as opposed to textual or oral – helps to shape memory” (Nelson 37). The unflattening of past events can occur by actively engaging with culture and tradition through the mechanism of reconstruction and representation of the intangible heritage (Said 145). As memory becomes crucial in affirming collective identity, place also becomes crucial in anchoring such experience. Interactive exhibition facilitates this act using imagery, interpretation and physical engagement while architectural place gives distinctiveness to cultural products and practices. Architectural space is always intrinsically bound with cultural practice. Appadurai says that where a groups’ past increasingly becomes part of museums, exhibits and collection, its culture becomes less a realm of reproducible practices and more an arena of choices and cultural reproduction (59). When place is shifted (de-territorilisation in migration) the loss of territorial roots brings “an erosion of the cultural distinctiveness of places, a de-territorilisation of identity” (Gupta & Ferguson 68). According to Gupta & Ferguson, “remembered places have …. often served as symbolic anchors of community for dispersed people” (Gupta & Ferguson 69).To Re-MakeIn the context of de-territorialisation the intangible qualities of the original space offer an avenue for the creation and experience of a new space in the spirit of its source. Simply reproducing a traditional building layout in the new territory or recollecting artefacts does not suffice in recalling the essence of place, nor does descriptive writing no matter how compelling. Issues of authenticity and identity underpin both of these strategies. Accepting the historical tendency to reconnect the realm of constructing meaning to the particularities of place requires an investigation on those ‘particularities of place’. Intangible heritage can bridge the problems of being out of one’s country, overseas, or ‘abroad’. While architecture can be as Hillier suggests, “in essence, the application of speculative and abstract thought to the non-discursive aspects of building” (Hillier 3). Architecture should not be reproduced but rather re-constructed as a holder or facilitator of recollection and collective performance. It is within the performance of intangible heritage in the ‘new’ architecture that a sense of belonging, identity and reconnection with home can be experienced abroad. Its visual representation takes centre stage in the process. The situation of the Egyptian community of Coptic faith in New Zealand is here looked at as an illustration. Image by Vioula Said.The concept of drawing as an anchor for memory and drawing as a method to inhabit space is exposed and this presents a situation where drawing has an experiential nature in itself.It has been argued that a drawing is simply an image that compresses an entire experience of temporality. Pallasmaa suggests that “every drawing is an excavation into the past and memory of its creator” (Pallasmaa 91). The drawing is considered as a process of both observation and expression, of receiving and giving. The imagined or the remembered space turns real and becomes part of the experiential reality of the viewer and of the image maker. The drawing as a visual representation of the remembered experience within the embrace of an interior space is drawn from the image maker’s personal experience. It is the expression of their own recollection and not necessarily the precise realityor qualities perceived or remembered by others. This does not suggest that such drawing has a limited value. This article promotes the idea that such visual representation has potentially a shared transformative role. The development of drawings in this realm of intangible heritage exposes the fact that the act of drawing memory may provide an intimate relationship between architecture, past events within the space, the beholder of the memory and eventually the viewer of the drawing. The drawings can be considered a reminder of moments past, and an alternative method to the physical reproduction or preservation of the built form. It is a way to recollect, express and give new value to the understanding of intangible heritage, and constructs meaning.From the development of a personal spatial and intuitive recall to produce visual expressions of a remembered space and time, the image author optimistically seeks others to deeply engage with these images of layered memories. They invite the viewer to re-create their own memory by engaging with the author’s own perception. Simply put, drawings of a personal memory are offered as a convincing representation of intangible heritage and as an authentic expression of the character or essence of place to its audience. This is offered as a method of reconstructing what is re-membered, as a manifestation of symbolic anchor and as a first step towards attachment to place. Abstract:
IntroductionBallarat’s Theatre Royal was the first permanent theatre built in inland Australia. Upon opening in 1858, it was acclaimed as having “the handsomest theatrical exterior in the colony” (Star, “Editorial” 7 Dec. 1889) and later acknowledged as “the grandest playhouse in all Australia” (Spielvogel, Papers Vol. 1 160). Born of Gold Rush optimism, the Royal was loved by many, yet the over-arching story of its ill-fated existence has failed to surface, in any coherent fashion, in official history. This article takes some first steps toward retrieving lost knowledge from fragmented archival records, and piecing together the story of why this purpose-built theatre ceased operation within a twenty-year period. A short history of the venue will be provided, to develop context. It will be argued that while a combination of factors, most of which were symptomatic of unfortunate timing, destroyed the longevity of the Royal, the principal problem was one of stigmatisation. This was an era in which the societal pressure to visibly conform to conservative values was intense and competition in the pursuit of profits was fierce.The cultural silence that befell the story of the Royal, after its demise, is explicable in relation to history being written by the victors and a loss of spokespeople since that time. As theatre arts historiographer McConachie (131) highlights, “Theatres, like places for worship and spectator sports, hold memories of the past in addition to providing a practical and cognitive framework for performance events in the present.” When that place, “a bounded area denoted by human agency and memory” (131), is lost in time, so too may be the socio-cultural lessons from the period, if not actively recalled and reconsidered. The purpose of this article is to present the beginning of an investigation into the disjointed narrative of Ballarat’s Theatre Royal. Its ultimate failure demonstrates how dominant community based entertainment became in Ballarat from the 1860s onwards, effectively crushing prospects for mid-range professional theatre. There is value in considering the evolution of the theatre’s lifespan and its possible legacy effects. The connection between historical consciousness and the performing arts culture of by-gone days offers potential to reveal specks of cross-relevance for regional Australian theatrical offerings today.In the BeginningThe proliferation of entertainment venues in Ballarat East during the 1850s was a consequence of the initial discovery of surface alluvial gold and the ongoing success of deep-lead mining activities in the immediate area. This attracted extraordinary numbers of people from all over the world who hoped to strike it rich. Given the tough nature of life on the early gold diggings, most disposable income was spent on evening entertainment. As a result, numerous venues sprang into operation to cater for demand. All were either canvas tents or makeshift wooden structures: vibrant in socio-cultural activity, however humble the presentation values. It is widely agreed (Withers, Bate and Brereton) that noteworthy improvements occurred from 1856 onwards in the artistry of the performers, audience tastes, the quality of theatrical structures and living standards in general. Residents began to make their exit from flood and fire prone Ballarat East, moving to Ballarat West. The Royal was the first substantial entertainment venture to be established in this new, affluent, government surveyed township area. Although the initial idea was to draw in some of the patronage which had flourished in Ballarat East, Brereton (14) believed “There can be no doubt that it was [primarily] intended to attract those with good taste and culture”. This article will contend that how society defined ‘good taste’ turned out to be problematic for the Royal.The tumultuous mid-1850s have attracted extensive academic and popular attention, primarily because they were colourful and politically significant times. The period thereafter has attracted little scholarly interest, unless tied to the history of surviving organisations. Four significant structures designed to incorporate theatrical entertainment were erected and opened in Ballarat from 1858 onwards: The Royal was swiftly followed by the Mechanics Institute 1859, Alfred Hall 1867 and Academy of Music 1874-75. As philosopher Albert Borgmann (41) highlighted, the erection of “magnificent settings in which the public could gather and enjoy itself” was the dominant urban aspiration for cultural consumption in the nineteenth century. Men of influence in Victorian cities believed strongly in progress and grand investments as a conscious demonstration of power, combined with Puritan vales, teetotalism and aggressive self-assertiveness (Briggs 287-88). At the ceremonial laying of the foundation stone for the Royal on 20 January 1858, eminent tragedian, Gustavos Brooke, announced “… may there be raised a superstructure perfect in all its parts, and honourable to the builder.” He proclaimed the memorial bottle to be “a lasting memento of the greatness of Ballarat in erecting such a theatre” and philosophised that “the stage not only refines the manners, but it is the best teacher of morals, for it is the truest and most intelligible picture of life. It stamps the image of virtue on the mind …” (Star, “Laying” 21 Jan. 1858). These initial aspirations seem somewhat ambitious when viewed with the benefit of hindsight. Ballarat’s Theatre Royal opened in December 1858, ironically with Jerrold’s comedy ‘Time Works Wonders’. The large auditorium holding around 1500 people “was crowded to overflowing and was considered altogether brilliant in its newness and beauty” by all in attendance (Star, “Local and General” 30 Dec. 1858). Generous descriptions abound of how splendid it was, in architectural terms, but also in relation to scenery, decorations and all appointments. Underneath the theatre were two shops, four bars, elegant dining rooms, a kitchen and 24 bedrooms. A large saloon was planned to be attached soon-after. The overall cost of the build was estimated at a substantial 10,000 pounds.The First Act: 1858-1864In the early years, the Royal was deemed a success. The pleasure-seeking public of Ballarat came en masse and the glory days seemed like they might continue unabated. By the early 1860s, Ballarat was known as a great theatrical centre for performing arts, its population was famous both nationally and internationally for an appreciation of good acting, and the Royal was considered the home of the best dramatic art in Ballarat (Withers 260). Like other theatres of the 1850s diggings, it had its own resident company of actors, musicians, scenic artists and backstage crew. Numerous acclaimed performers came to visit and these were prosperous and happy times for the Royal’s lively theatrical community. As early as 1859, however, there was evident rivalry between the Royal and the Mechanics Institute, as suggested on numerous occasions in the Ballarat Star. As a multi-purpose venue for education and the betterment of the working classes, the latter venue had the distinct advantage of holding the moral high ground. Over time this competition increased as audiences decreased. As people shifted to family-focussed entertainments, these absorbed their time and attention. The transformation of a transient population into a township of families ultimately suffocated prospects for professional entertainment in Ballarat. Consumer interest turned to the growth of strong amateur societies with the establishment of the Welsh Eisteddfod 1863; Harmonic Society 1864; Bell Ringers’ Club 1866 and Glee and Madrigal Union 1867 (Brereton 38). By 1863, the Royal was reported to have “scanty patronage” and Proprietor Symonds was in financial trouble (Star, “News and Notes” 15 Sep. 1864). It was announced that the theatre would open for the last time on Saturday, 29 October 1864 (Australasian). On that same date, the Royal was purchased by Rowlands & Lewis, the cordial makers. They promptly on-sold it to the Ballarat Temperance League, who soon discovered that there was a contract in place with Bouchier, the previous owner, who still held the hotel next door, stating that “all proprietors … were bound to keep it open as a theatre” (Withers 260-61). Having invested immense energy into the quest to purchase it, the Temperance League backed out of the deal. Prominent Hotelier Walter Craig bought it for less than 3,000 pounds. It is possible that this stymied effort to quell the distribution of liquor in the heart of the city evoked the ire of the Protestant community, who were on a dedicated mission “to attack widespread drunkenness, profligacy, licentiousness and agnosticism,” and forming an interdenominational Bible and Tract Society in 1866 (Bate 176). This caused a segment of the population to consider the Royal a ‘lost cause’ and steer clear of it, advising ‘respectable’ families to do the same, and so the stigma grew. Social solidarity of this type had significant impact in an era in which people openly demonstrated their morality by way of unified public actions.The Second Act: 1865-1868The Royal closed for renovations until May 1865. Of the various alterations made to the interior and its fittings, the most telling was the effort to separate the ladies from the ‘town women’, presumably to reassure ‘respectable’ female patrons. To this end, a ladies’ retiring room was added, in a position convenient to the dress circle. The architectural rejuvenation of the Royal was cited as an illustration of great progress in Sturt Street (Ballarat Star, “News and Notes” 27 May 1865). Soon after, the Royal hosted the Italian Opera Company.However, by 1866 there was speculation that the Royal may be converted into a dry goods store. References to what sort of impression the failing of theatre would convey to the “old folks at home” in relation to “progress in civilisation'' and "social habits" indicated the distress of loyal theatre-goers. Impassioned pleas were written to the press to help preserve the “Temple of Thespus” for the legitimate use for which it was intended (Ballarat Star, “Messenger” and “Letters to the Editor” 30 Aug. 1866). By late 1867, a third venue materialised. The Alfred Hall was built for the reception of Ballarat’s first Royal visitor, the Duke of Edinburgh. On the night prior to the grand day at the Alfred, following a private dinner at Craig’s Hotel, Prince Alfred was led by an escorted torchlight procession to a gala performance at Craig’s very own Theatre Royal. The Prince’s arrival caused a sensation that completely disrupted the show (Spielvogel, Papers Vol. 1 165). While visiting Ballarat, the Prince laid the stone for the new Temperance Hall (Bate 159). This would not have been required had the League secured the Royal for their use three years earlier.Thereafter, the Royal was unable to reach the heights of what Brereton (15) calls the “Golden Age of Ballarat Theatre” from 1855 to 1865. Notably, the Mechanics Institute also experienced financial constraints during the 1860s and these challenges were magnified during the 1870s (Hazelwood 89). The late sixties saw the Royal reduced to the ‘ordinary’ in terms of the calibre of productions (Brereton 15). Having done his best to improve the physical attributes and prestige of the venue, Craig may have realised he was up against a growing stigma and considerable competition. He sold the Royal to R.S. Mitchell for 5,500 pounds in 1868.Another New Owner: 1869-1873For the Saturday performance of Richard III in 1869, under the new Proprietor, it was reported that “From pit to gallery every seat was full” and for many it was standing room only (Ballarat Star, “Theatre Royal” 1 Feb. 1869). Later that year, Othello attracted people with “a critical appreciation of histrionic matters” (Ballarat Star, “News and Notes” 19 July 1869). The situation appeared briefly promising. Unfortunately, larger economic factors were soon at play. During 1869, Ballarat went ‘mad’ with mine share gambling. In 1870 the economic bubble burst, and hundreds of people in Ballarat were financially ruined. Over the next ten years the population fell from 60,000 to less than 40,000 (Spielvogel, Papers Vol. 3 39). The last surviving theatre in Ballarat East, the much-loved Charles Napier, put on its final show in September 1869 (Brereton 15). By 1870 the Royal was referred to as a “second-class theatre” and was said to be such bad repute that “it would be most difficult to draw respectable classes” (Ballarat Star, “News and Notes” 17 Jan. 1870). It seems the remaining theatre patrons from the East swung over to support the Royal, which wasn’t necessarily in the best interests of its reputation. During this same period, family-oriented crowds of “the pleasure-seeking public of Ballarat” were attending events at the newly fashionable Alfred Hall (Ballarat Courier, “Theatre Royal” June 1870). There were occasional high points still to come for the Royal. In 1872, opera drew a crowded house “even to the last night of the season” which according to the press, “gave proof, if proof were wanting, that the people of Ballarat not only appreciate, but are willing to patronise to the full any high-class entertainment” (Ballarat Courier, “Theatre Royal” 26 Aug. 1872). The difficulty, however, lay in the deterioration of the Royal’s reputation. It had developed negative connotations among local temperance and morality movements, along with their extensive family, friendship and business networks. Regarding collective consumption, sociologist John Urry wrote “for those engaged in the collective tourist gaze … congregation is paramount” (140). Applying this socio-cultural principle to the behaviour of Victorian theatre-going audiences of the 1870s, it was compelling for audiences to move with the masses and support popular events at the fresh Alfred Hall rather than the fading Royal. Large crowds jostling for elbow room was perceived as the hallmark of a successful event back then, as is most often the case now.The Third Act: 1874-1878An additional complication faced by the Royal was the long-term effect of the application of straw across the ceiling. Acoustics were initially poor, and straw was intended to rectify the problem. This caused the venue to develop a reputation for being stuffy and led to the further indignity of the Royal suffering an infestation of fleas (Jenkins 22); a misfortune which caused some to label it “The Royal Bug House” (Reid 117). Considering how much food was thrown at the stage in this era, it is not surprising that rotten debris attracted insects. In 1873, the Royal closed for another round of renovations. The interior was redesigned, and the front demolished and rebuilt. This was primarily to create retail store frontage to supplement income (Reid 117). It was reported that the best theatrical frontage in Australasia was lost, and in its place was “a modestly handsome elevation” for which all play-goers of Ballarat should be thankful, as the miracle required of the rebuild was that of “exorcising the foul smells from the old theatre and making it bright and pretty and sweet” (Ballarat Star, “News and Notes” 26 Jan. 1874). The effort at rejuvenation seemed effective for a period. A “large and respectable audience” turned out to see the Fakir of Oolu, master of the weird, mystical, and strange. The magician’s show “was received with cheers from all parts of the house, and is certainly a very attractive novelty” (Ballarat Courier, “Theatre Royal” 29 Mar. 1875). That same day, the Combination Star Company gave a concert at the Mechanics Institute. Indicating the competitive tussle, the press stated: “The attendance, however, doubtless owing to attractions elsewhere, was only moderately large” (Courier, “Concert at the Mechanics’” 29 Mar. 1875). In the early 1870s, there had been calls from sectors of society for a new venue to be built in Ballarat, consistent with its status. The developer and proprietor, Sir William Clarke, intended to offer a “higher class” of entertainment for up to 1700 people, superior to the “broad farces” at the Royal (Freund n.p.) In 1875, the Academy of Music opened, at a cost of twelve thousand pounds, just one block away from the Royal.As the decade of decreasing population wore on, it is intriguing to consider an unprecedented “riotous” incident in 1877. Levity's Original Royal Marionettes opened at the Royal with ‘Beauty and the Beast’ to calamitous response. The Company Managers, Wittington & Lovell made clear that the performance had scarcely commenced when the “storm” arose and they believed “the assault to be premeditated” (Wittington and Lovell in Argus, “The Riot” 6 Apr. 1877). Paid thuggery, with the intent of spooking regular patrons, was the implication. They pointed out that “It is evident that the ringleaders of the riot came into the theatre ready armed with every variety of missiles calculated to get a good hit at the figures and scenery, and thereby create a disturbance.” The mob assaulted the stage with “head-breaking” lemonade bottles, causing costly damage, then chased the frightened puppeteers down Sturt Street (Mount Alexander Mail, “Items of News” 4 Apr. 1877). The following night’s performance, by contrast, was perfectly calm (Ballarat Star, “News and Notes” 7 Apr. 1877). Just three months later, Webb’s Royal Marionette pantomimes appeared at the Mechanics’ Institute. The press wrote “this is not to be confounded, with the exhibition which created something like a riot at the Theatre Royal last Easter” (Ballarat Star, “News and Notes” 5 July 1877).The final performance at the Royal was the American Rockerfellers’ Minstrel Company. The last newspaper references to the Royal were placed in the context of other “treats in store” at The Academy of Music, and forthcoming offerings at the Mechanics Institute (Star, “Advertising” 3 July 1878). The Royal had experienced three re-openings and a series of short-term managements, often ending in loss or even bankruptcy. When it wound up, investors were left to cover the losses, while the owner was forced to find more profitable uses for the building (Freund n.p.). At face value, it seemed that four performing arts venues was one too many for Ballarat audiences to support. By August 1878 the Royal’s two shop fronts were up for lease. Thereafter, the building was given over entirely to retail drapery sales (Withers 260). ReflectionsThe Royal was erected, at enormous expense, in a moment of unbridled optimism, after several popular theatres in Ballarat East had burned to the ground. Ultimately the timing for such a lavish investment was poor. It suffered an inflexible old-fashioned structure, high overheads, ongoing staffing costs, changing demographics, economic crisis, increased competition, decreased population, the growth of local community-based theatre, temperance agitation and the impact of negative rumour and hear-say.The struggles endured by the various owners and managers of, and investors in, the Royal reflected broader changes within the larger community. The tension between the fixed nature of the place and the fluid needs of the public was problematic. Shifting demographics meant the Royal was negatively affected by conservative values, altered tastes and competing entertainment options. Built in the 1850s, it was sound, but structurally rigid, dated and polluted with the bacterial irritations of the times. “Resident professional companies could not compete with those touring from Melbourne” by whom it was considered “… hard to use and did not satisfy the needs of touring companies who required facilities equivalent to those in the metropolitan theatres” (Freund n.p.). Meanwhile, the prevalence of fund-raising concerts, created by charitable groups and member based community organisations, detracted from people’s interest in supporting professional performances. After-all, amateur concerts enabled families to “embrace the values of British middle class morality” (Doggett 295) at a safe distance from grog shops and saloons. Children aged 5-14 constituted only ten percent of the Ballarat population in 1857, but by 1871 settler families had created a population in which school aged children comprised twenty-five of the whole (Bate 146). This had significant ramifications for the type of theatrical entertainments required. By the late sixties, as many as 2000 children would perform at a time, and therefore entrance fees were able to be kept at affordable levels for extended family members. Just one year after the demise of the Royal, a new secular improvement society became active, holding amateur events and expanding over time to become what we now know as the Royal South Street Society. This showed that the appetite for home-grown entertainment was indeed sizeable. It was a function that the Royal was unable to service, despite several ardent attempts. Conclusion The greatest misfortune of the Royal was that it became stigmatised, from the mid 1860s onwards. In an era when people were either attempting to be pure of manners or were considered socially undesirable, it was hard for a cultural venue to survive which occupied the commercial middle ground, as the Royal did. It is also conceivable that the Royal was ‘framed’, by one or two of its competitor venues, or their allies, just one year before its closure. The Theatre Royal’s negative stigma as a venue for rough and intemperate human remnants of early Ballarat East had proven insurmountable. The Royal’s awkward position between high-class entrepreneurial culture and wholesome family-based community values, both of which were considered tasteful, left it out-of-step with the times and vulnerable to the judgement of those with either vested interests or social commitments elsewhere. This had long-term resonance for the subsequent development of entertainment options within Ballarat, placing the pendulum of favour either on elite theatre or accessible community based entertainments. The cultural middle-ground was sparse. The eventual loss of the building, the physical place of so much dramatic energy and emotion, as fondly recalled by Withers (260), inevitably contributed to the Royal fading from intergenerational memory. The telling of the ‘real story’ behind the rise and fall of the Ballarat Theatre Royal requires further exploration. If contemporary cultural industries are genuinely concerned “with the re-presentation of the supposed history and culture of a place”, as Urry believed (154), then untold stories such as that of Ballarat’s Theatre Royal require scholarly attention. This article represents the first attempt to examine its troubled history in a holistic fashion and locate it within a context ripe for cultural analysis.ReferencesBate, Weston. Abstract:
The compulsion to work has clearly become pathological in modern industrial societies. Millions of people are working long hours, devoting their lives to making or doing things that will not enrich their lives or make them happier but will add to the garbage and pollution that the earth is finding difficult to accommodate. They are so busy doing this that they have little time to spend with their family and friends, to develop other aspects of themselves, to participate in their communities as full citizens. Unless the work/consume treadmill is overcome there is little hope for the planet. The work ethic, and the corresponding respect accorded to those who accumulate wealth, are socially constructed but rapidly becoming dysfunctional for social and environmental welfare. Much has been written about the role of Protestant preachers in the rise of the work ethic but the continued reinforcement of a secular work ethic owes much to literature, particularly self-help books and children's literature of the nineteenth century, which promoted work as a route to success and a sign of good character. In the centuries following the Protestant reformation the emphasis on work as a religious calling was gradually superseded by a materialistic quest for social mobility and material success. This success-oriented work ethic encouraged ambition, hard work, self-reliance, and self-discipline and held out the promise that such effort would be materially rewarded. Through example and reiteration, the myth that any man, no matter what his origins, could become rich if he tried hard enough became firmly established. The self-made man owed his advancement to habits of industry, sobriety, moderation, self-discipline, and avoidance of debt (Beder). In early America the middle classes "controlled the major institutions of social influence" the schools, churches, factories, political offices and publishing companies and used them to propagate work values (Cherrington 32-3). Their children learned the value of hard work from their parents and this was reinforced by school teachers, classroom readers and popular books. Benjamin Franklin was one of the best-known early propagators of work values. Poor Richard and Franklin's autobiography sold millions of copies at the time and was translated into many languages for sale abroad. In his books he urged thrift, industry, pursuit of money and hard work. "Newspapers, books, interviews, speeches, and literature abounded with praise of the successful who had made it on their own" (Bernstein 141). Success was defined in terms of doing well in business and making lots of money. Owning one's own business was supposed to be a route to success that was open to all, as Abraham Lincoln explained in an 1861 speech to Congress: "The prudent, penniless beginner in the world, labors for wages awhile, saves a surplus with which to buy tools or land for himself, then labors on his own account for awhile, and at length hires another new beginner to help him. This is a just, and generous, and prosperous system; which opens the way to all gives hope to all, and consequent energy and progress, and improvement of conditions to all." (qtd. in Chinoy 4) The earliest textbooks published in America promoted work values as part of good character and the formula to success. These included the Peter Parley books first published by Samuel Goodrich during the 1820s and 30s (Peter Parley was a pseudonym). Goodrich wrote some 150 children's books beginning with Tales of Peter Parley about America. The Parley books covered geography, history, commerce and even mathematics. McGuffey's Eclectic Readers were the standard English textbooks in American schools from 1830s through to 1920s. They were first published in 1836 and became perhaps the most widely read children's books in the 19th century with 122 million copies of the six readers sold to an estimated four fifths of US school children (Cherrington 36). American children learned to read and write using these books, which also taught middle-class values including the work ethic and success through hard work: "Work, work, my boy, be not afraid; Look labor boldly in the face" (qtd. in Bernstein 161). They are again being promoted today by conservative groups in the US (see for example http://www.liberty-tree.org/ltn/mcguffeys-reader.html and http://www.aobs-store.com/reviews/mcguffey.htm). American story books also taught work values. Horatio Alger (1832-99) was one of the most prolific American writers. He wrote some 130 books that taught work values to young boys. Twenty million copies of Alger's books were sold with titles such as Strive and Succeed, Ragged Dick, Mark the Matchboy, Risen from the Ranks, Bound to Rise. They typically told of poor boys who became self-made men through their own efforts and perseverance. In the twentieth century children continued to learn at school about how various successful businessmen had started from humble origins. From the 1940s the American Schools and Colleges Association presented an annual "Horatio Alger Award" to businessmen whose "rise to success symbolizes the tradition of starting from scratch under our system of free competitive enterprise" (Chinoy 1) and there are still a range of Alger associations and awards current today (see for example http://www.ihot.com/~has/ and http://www.horatioalger.com/). Self-help books supplemented fiction in showing the way to success. Books at the turn of the 20th century with names such as The Conquest of Poverty, Pushing to the Front, Success under Difficulty, all preached the message of how any motivated, hard-working individual could overcome life's obstacles. Work as a route to success was also promoted in Britain in books, newspapers and official reports. Workers were urged to work hard towards success, to be independent and raise themselves above their lowly stations in life through saving, striving, and industriousness. Nineteenth century organisations such as the Bettering Society promoted thrift and self-improvement and criticised measures to aid the poor (Roach 69). Samuel Smiles was one of the foremost advocates of "the spirit of self-help". His 1859 book Self-Help argued: "In many walks of life drudgery and toil must be cheerfully endured as the necessary discipline of life... He who allows his application to falter, or shirks his work on frivolous pretexts, is on the sure road to ultimate failure... even men with the commonest brains and the most slender powers will accomplish much..." (qtd. in Ward 22-3) The myth of the self-made man was also evident in popular music hall songs in the 19th century, such as Work Boys Work by Harry Clifton (1824-1872): ...labour leads to wealth and will keep you in good health, so its best to be contented with your lot. Whilst it was true that some of the early English manufacturers started off as workers themselves, they tended to come from the middle classes and as time went by the opportunity for working people to become capitalists were reduced as the income gap between capitalists and workers broadened. In fact the much publicised gospel of improvement and self-help served only to obscure the very limited prospects and achievements of the self-made men within early and later Victorian society, and investigations of the steel and hosiery industries, for instance, have shown how little recruitment occurred from the ranks of the workers to those of the entrepreneurs. (Thomis 86) However, there were enough oft-repeated stories of individuals moving from poverty to wealth to keep alive, at least in the minds of the well-to-do, the idea that hard work could lead from rags-to-riches, despite this not being the case for the vast majority of people who were born in poverty and died in poverty after a life time of hard work (Furnham 198). In this way the affluent were able to feel comfortable about poverty in their midst, blaming it on individual weakness rather than societal failings. In Britain, as in America, the myth of the self-made man persisted in children's literature into the twentieth century. Academic Philip Cohen noted: When I was growing up in the early 1950s it was still possible to get given 'improving books' for one's birthday, consisting of biographies of self-made men, engineers, inventors, industrialists, entrepreneurs, philanthropists and the like. These men, and they were all men, had usually lived in the 'heroic' age of nineteenth-century capitalism and the books themselves were clearly prepared for the edification of the young. (Cohen 61) The contemporary reception by audiences of the texts discussed in this article is unknown. In particular, the degree to which children were able to resist the none too subtle moral lessons contained in their texts and stories is a question requiring empirical research that has yet to be carried out. However, it is evident that the promotion of the work ethic has been a successful enterprise and this article has shown that 19thcentury books played an active part in that. Although not everyone subscribes to the work ethic today, the myth of the self-made man remains a myth in most English speaking countries, even though the disparities between rich and poor are widening and it is becoming more and more difficult for the poor to become rich through talent, effort and opportunities. Despite the dysfunctionality of the work ethic it continues to be promoted and praised, accepted and acquiesced to. It is one of the least challenged aspects of industrial culture. Yet it is based on myths and fallacies which provide legitimacy for gross social inequalities. If we are to protect the planet and our social health we need to find new ways of judging and valuing each other which are not work and income dependent. References Beder, Sharon. Abstract:
Introduction It used to be the case that for the mass of workers, work was something that was done in order to get by. A working class was simply the sum total of all those workers and their dependents whose wages paid for the necessities of life, providing the bare minimum for family reproduction, to secure a place and a lineage within the social order. However, work has now become something else. Work has become the privileged sign of a new kind of class, whose existence is guaranteed not so much by work, but by the very fact of holding a job. Society no longer divides itself between a ruling elite and a subordinated working class, but between a job-holding, job-aspiring class, and those excluded from holding a job; those unable, by virtue of age, infirmity, education, gender, race or demographics, to participate in the rewards of work. Today, these rewards are not only a regular salary and job satisfaction (the traditional consolations of the working class), but also a certain capacity to plan ahead, to gain control of one's destiny through saving and investment, and to enjoy the pleasures of consumption through the fulfilment of self-images. What has happened to transform the worker from a subsistence labourer to an affluent consumer? In what way has the old working class now become part of the consumer society, once the privileged domain of the rich? And what effects has this transformation had on capitalism and its desire for profit? These questions take on an immediacy when we consider that, in the recent Federal election held in Australia (November 11, 2001), voters in the traditional working class areas of western Sydney deserted the Labour Party (the party of the worker) and instead voted Liberal/conservative (the party of capital and small business). The fibro worker cottage valleys of Parramatta are apparently no more, replaced by the gentrified mansions of an aspiring worker formation, in pursuit of the wealth and independence once the privilege of the educated bourgeoisie. In this brief essay, I will outline an understanding of work in terms of its changing relation to capital. My aim is to show how the terrain of work has shifted so that it no longer operates in strict subordination to capital, and has instead become an investment in capital. The worker no longer works to subsist, but does so as an investment in the future. My argument is situated in the rich theoretical field set out by Karl Marx in his critique of capitalism, which described the labour/capital relation in terms of a repressive, extractive force (the power of capital over labour) and which has since been redefined by various poststructuralist theorists including Michel Foucault and Gilles Deleuze (Anti-Oedipus) in terms of the forces of productive desire. What follows then, is not a Marxist reading of work, but a reading of the way Marx sets forth work in relation to capital, and how this can be re-read through poststructuralism, in terms of the transformation of work from subordination to capital, to investment in capital; from work as the consequence of repression, to work as the fulfilment of desire. The Discipline of Work In his major work Capital Marx sets out a theory of labour in which the task of the worker is to produce surplus value: "Capitalist production is not merely the production of commodities, it is, by its very essence, the production of surplus-value. The worker produces not for himself, but for capital. It is no longer sufficient, therefore, for him simply to produce. He must produce surplus-value." (644) For Marx, surplus-value is generated when commodities are sold in the market for a price greater than the price paid to the worker for producing it: "this increment or excess over the original value I call surplus-value" (251). In order to create surplus value, the time spent by the worker in making a commodity must be strictly controlled, so that the worker produces more than required to fulfil his subsistence needs: ". . . since it is just this excess labour that supplies [the capitalist] with the surplus value" (1011). In other words, capital production is created through a separation between labour and capital: "a division between the product of labour and labour itself, between the objective conditions of labour and the subjective labour-power, was . . . the real foundation and the starting point of the process of capital production" (716). As Michael Ryan has argued, this separation was forced , through an allegiance between capital and the state, to guarantee the conditions for capital renewal by controlling the payment of labour in the form of a wage (84). Marx's analysis of industrialised capital in Capital thus outlines the way in which human labour is transformed into a form of surplus value, by the forced extraction of labour time: "the capitalist forces the worker where possible to exceed the normal rate of intensity [of work] and he forces him as best he can to extend the process of labour beyond the time necessary to replace the amount laid out in wages" (987). For Marx, capitalism is not a voluntary system; workers are not free to enter into and out of their relation with capital, since capital itself cannot survive without the constant supply of labour from which to extract surplus value. Needs and wants can only be satisfied within the labour/capital relation which homogenises labour into exchange value in terms of a wage, pegged to subsistence levels: "the capital earmarked for wages . . . belongs to the worker as soon as it has assumed its true shape of the means of subsistence destined to be consumed by him" (984). The "true shape" of wages, and hence the single, univocal truth of the wage labourer, is that he is condemned to subsistence consumption, because his capacity to share in the surplus value extracted from his own labour is circumscribed by the alliance between capital and the state, where wages are fixed and controlled according to wage market regulations. Marx's account of the labour/capital relation is imposing in its description of the dilemma of labour under the power of capital. Capitalism appears as a thermodynamic system fuelled by labour power, where, in order to make the system homogeneous, to produce exchange value, resistance is reduced: "Because it is capital, the automatic mechanism is endowed, in the person of the capitalist, with consciousness and a will. As capital, therefore, it is animated by the drive to reduce to a minimum the resistance offered by man, that obstinate yet elastic natural barrier." (527) In the capitalist system resistance takes the form of a living residue within the system itself, acting as an "elastic natural barrier" to the extractive force of capital. Marx names this living residue "man". In offering resistance, that is, in being subjected to the force of capital, the figure of man persists as the incommensurable presence of a resistive force composed by a refusal to assimilate. (Lyotard 102) This ambivalent position (the place of many truths) which places man within/outside capital, is not fully recognised by Marx at this stage of his analysis. It suggests the presence of an immanent force, coming from the outside, yet already present in the figure of man (man as "offering" resistance). This force, the counter-force operating through man as the residue of labour, is necessarily active in its effects on the system. That is to say, resistance in the system is not resistance to the system, but the resistance which carries the system elsewhere, to another place, to another time. Unlike the force of capital which works on labour to preserve the system, the resistive force figured in man works its way through the system, transforming it as it goes, with the elusive power to refuse. The separation of labour and capital necessary to create the conditions for capitalism to flourish is achieved by the action of a force operating on labour. This force manifests itself in the strict surveillance of work, through supervisory practices: "the capitalist's ability to supervise and enforce discipline is vital" (Marx 986). Marx's formulation of supervision here and elsewhere, assumes a direct power relation between the supervisor and the supervised: a coercive power in the form of 'the person of the capitalist, with consciousness and a will'. Surplus value can only be extracted at the maximum rate when workers are entirely subjected to physical surveillance. As Foucault has shown, surveillance practices in the nineteenth century involved a panoptic principle as a form of surveillance: "Power has its principle not so much in a person as in a certain concerted distribution of bodies, surfaces, lights, gazes; an arrangement whose internal mechanisms produce the relation in which individuals get caught up." (202) Power is not power over, but a productive power involving the commingling of forces, in which the resistive force of the body does not oppose, but complies with an authoritative force: "there is not a single moment of life from which one cannot extract forces, providing one knows how to differentiate it and combine it with others" (165). This commingling of dominant and resistive forces is distributive and proliferating, allowing the spread of institutions across social terrains, producing both "docile" and "delinquent" bodies at the same time: "this production of delinquency and its investment by the penal apparatus ..." (285, emphasis added). Foucault allows us to think through the dilemma posed by Marx, where labour appears entirely subject to the power of capital, reducing the worker to subsistence levels of existence. Indeed, Foucault's work allows us to see the figure of man, briefly adumbrated in quote from Marx above as "that obstinate yet elastic natural barrier", but refigured as an active, investing, transformative force, operating within the capitalist system, yet sending it on its way to somewhere else. In Foucauldian terms, self-surveillance takes on a normative function during the nineteenth century, producing a set of disciplinary values around the concepts of duty and respectability (Childers 409). These values were not only imposed from above, through education and the state, but enacted and maintained by the workers themselves, through the myriad threads of social conformity operating in daily life, whereby people made themselves suitable to each other for membership of the imagined community of disciplined worker-citizens. In this case, the wellbeing of workers gravitated to self-awareness and self-improvement, seen for instance in the magazines circulating at the time addressed to a worker readership (e.g. The Penny Magazine published in Britain from 1832-1845; see Sinnema 15). Instead of the satisfaction of needs in subsistence consumption, the worker was possessed by a desire for self-improvement, taking place in his spare time which was in turn, consolidated into the ego-ideal of the bourgeois self as the perfected model of civilised, educated man. Here desire takes the form of a repression (Freud 355), where the resistive force of the worker is channelled into maintaining the separation between labour and capital, and where the worker is encouraged to become a little bourgeois himself. The desire for self-improvement by the worker did not lead to a shift into the capitalist classes, but was satisfied in coming to know one's place, in being satisfied with fulfilling one's duty and in living a respectable life; that is in being individuated with respect to the social domain. Each profession is assigned an individualised place in the social order. A time must come however, in the accumulation of surplus-value, in the vast accelerating machine of capitalism, when the separation between labour and capital begins to dissolve. This point is reached when the residue left by capital in extracting surplus value is sufficient for the worker to begin consuming for its own sake, to engage in "unproductive expenditure" (Bataille 117) where desire is released as an active force. At this point, workers begin to abandon the repressive disciplines of duty and respectability, and turn instead to the control mechanisms of self-transformation or the "inventing of a self as if from scratch" (Massumi 18). In advanced capitalism, where the accrued wealth has concentrated not only profit but wages as well (a rise in the "standard of living"), workers cease to behave as subordinated to the system, and through their increased spending power re-enter the system as property owners, shareholders, superannuants and debtees with the capacity to access money held in banks and other financial institutions. As investment guru Peter Drucker has pointed out, the accumulated wealth of worker-owned superannuation or "pension" funds, is the most significant driving force of global capital today (Drucker 76-8). In the superannuation fund, workers' labour is not fully expended in the production of surplus value, but re-enters the system as investment on the workers' behalf, indirectly fuelling their capacity to fulfil desires through a rapidly accelerating circulation of money. As a consequence, new consumer industries begin to emerge based on the management of investment, where money becomes a product, subject to consumer choice. The lifestyles of the old capitalist class, itself a simulacra of aristocracy which it replaced, are now reproduced by the new worker-capitalist, but in ersatz forms, proliferating as the sign of wealth and abundance (copies of palatial homes replace real palaces, look-alike Rolex watches become available at cheap prices, medium priced family sedans take on the look and feel of expensive imports, and so forth). Unable to extract the surplus value necessary to feed this new desire for money from its own workforce (which has, in effect, become the main consumer of wealth), capital moves 'offshore' in search of a new labour pool, and repeats what it did to the labour pools in the older social formations in its relentless quest to maximise surplus value. Work and Control We are now witnessing a second kind of labour taking shape out of the deformations of the disciplinary society, where surplus value is not extracted, but incorporated into the labour force itself (Mules). This takes place when the separation between labour and capital dissolves, releasing quantities of "reserve time" (the time set aside from work in order to consume), which then becomes part of the capitalising process itself. In this case workers become "investors in their own lives (conceived of as capital) concerned with obtaining a profitable behaviour through information (conceived of as a production factor) sold to them." (Alliez and Feher 347). Gilles Deleuze has identified this shift in terms of what he calls a "control society" where the individuation of workers guaranteed by the disciplinary society gives way to a cybernetic modulation of "dividuals" or cypher values regulated according to a code (180). For dividualised workers, the resource incorporated into capital is their own lived time, no longer divided between work and leisure, but entirely "consummated" in capital (Alliez and Fehrer 350). A dividualised worker will thus work in order to produce leisure, and conversely enjoy leisure as a form of work. Here we have what appears to be a complete breakdown of the separation of labour and capital instigated by the disciplinary society; a sweeping away of the grounds on which labour once stood as a mass of individuals, conscious of their rivalry with capital over the spoils of surplus value. Here we have a situation where labour itself has become a form of capital (not just a commodity exchangeable on the market), incorporated into the temporalised body of the worker, contributing to the extraction of its own surplus value. Under the disciplinary society, the body of the worker became subject to panoptic surveillance, where "time and motion" studies enabled a more efficient control of work through the application of mathematical models. In the control society there is no need for this kind of panoptic control, since the embodiment of the panoptic principle, anticipated by Foucault and responsible for the individuation of the subject in disciplinary societies, has itself become a resource for extracting surplus value. In effect, dividualised workers survey themselves, not as a form of self-discipline, but as an investment for capitalisation. Dividuals are not motivated by guilt, conscience, duty or devotion to one's self, but by a transubjective desire for the other, the figure of a self projected into the future, and realised through their own bodily becoming. Unlike individuals who watch themselves as an already constituted self in the shadow of a super-ego, dividuals watch themselves in the image of a becoming-other. We might like to think of dividuals as self-correctors operating in teams and groups (franchises) whose "in-ness" as in-dividuals, is derived not from self-reflection, but from directiveness. Directiveness is the disposition of a habitus to find its way within programs designed to maximise performance across a territory. Following Gregory Bateson, we might say that directiveness is the pathway forged between a map and its territory (Bateson 454). A billiard ball sitting on a billiard table needs to be struck in such a way to simultaneously reduce the risk of a rival scoring from it, and maximise the score available, for instance by potting it into a pocket. The actual trajectory of the ball is governed by a logic of "restraint" (399) which sets up a number of virtual pathways, all but one of which is eliminated when the map (the rules and strategies of the game) is applied to the territory of the billiard table. If surveillance was the modus operandi of the old form of capitalism which required a strict control over labour, then directiveness is the new force of capital which wants to eliminate work in the older sense of the word, and replace it with the self-managed flow of capitalising labour. Marx's labour theory of value has led us, via a detour through Foucault and Deleuze, to the edge of the labour/capital divide, where the figure of man reappears, not as a worker subject to capital, but in some kind of partnership with it. This seems to spell the end of the old form of work, which required a strict delineation between labour and capital, where workers became rivals with capital for a share in surplus value. In the new formation of work, workers are themselves little capitalists, whose labour time is produced through their own investments back into the system. Yet, the worker is also subject to the extraction of her labour time in the necessity to submit to capital through the wage relation. This creates a reflexive snarl, embedded in the worker's own self-image, where work appears as leisure and leisure appears as work, causing labour to drift over capital and vice versa, for capital to drift over labour. This drifting, mobile relation between labour and capital cannot be secured through appeals to older forms of worker awareness (duty, responsibility, attentiveness, self-surveillance) since this would require a repression of the desire for self-transformation, and hence a fatal dampening of the dynamics of the market (anathema to the spirit of capitalism). Rather it can only be directed through control mechanisms involving a kind of forced partnership between capital and labour, where both parties recognise their mutual destinies in being "thrown" into the system. In the end, work remains subsumed under capital, but not in its alienated, disciplinary state. Rather work has become a form of capital itself, one's investment in the future, and hence as valuable now as it was before. It's just a little more difficult to see how it can be protected as a 'right' of the worker, since workers are themselves investors of their own labour, and not right-bearing individuals whose position in society has been fixed by the separation of labour from capital. Abstract:
Introduction Most developed countries, including Australia, have a strong focus on national, state and local strategies for emergency management and response in the face of disasters and crises. This framework can include coping with catastrophic dislocation, service disruption, injury or loss of life in the face of natural disasters such as major fires, floods, earthquakes or other large-impact natural events, as well as dealing with similar catastrophes resulting from human actions such as bombs, biological agents, cyber-attacks targeting essential services such as communications networks, or other crises affecting large populations. Emergency management frameworks for crisis and disaster response are distinguished by their focus on the domestic context for such events; that is, how to manage and assist the ways in which civilian populations, who are for the most part inexperienced and untrained in dealing with crises and disasters, are able to respond and behave in such situations so as to minimise the impacts of a catastrophic event. Even in countries like Australia that demonstrate a strong public commitment to cultural pluralism and social cohesion, ethno-cultural diversity can be seen as a risk or threat to national security and values at times of political, natural, economic and/or social tensions and crises. Australian government policymakers have recently focused, with increasing intensity, on “community resilience” as a key element in countering extremism and enhancing emergency preparedness and response. In some sense, this is the result of a tacit acknowledgement by government agencies that there are limits to what they can do for domestic communities should such a catastrophic event occur, and accordingly, the focus in recent times has shifted to how governments can best help people to help themselves in such situations, a key element of the contemporary “resilience” approach. Yet despite the robustly multicultural nature of Australian society, explicit engagement with Australia’s cultural diversity flickers only fleetingly on this agenda, which continues to pursue approaches to community resilience in the absence of understandings about how these terms and formations may themselves need to be diversified to maximise engagement by all citizens in a multicultural polity. There have been some recent efforts in Australia to move in this direction, for example the Australian Emergency Management Institute (AEMI)’s recent suite of projects with culturally and linguistically diverse (CALD) communities (2006-2010) and the current Australia-New Zealand Counter-Terrorism Committee-supported project on “Harnessing Resilience Capital in Culturally Diverse Communities to Counter Violent Extremism” (Grossman and Tahiri), which I discuss in a longer forthcoming version of this essay (Grossman). Yet the understanding of ethno-cultural identity and difference that underlies much policy thinking on resilience remains problematic for the way in which it invests in a view of the cultural dimensions of community resilience as relic rather than resource – valorising the preservation of and respect for cultural norms and traditions, but silent on what different ethno-cultural communities might contribute toward expanded definitions of both “community” and “resilience” by virtue of the transformative potential and existing cultural capital they bring with them into new national and also translocal settings. For example, a primary conclusion of the joint program between AEMI and the Australian Multicultural Commission is that CALD communities are largely “vulnerable” in the context of disasters and emergency management and need to be better integrated into majority-culture models of theorising and embedding community resilience. This focus on stronger national integration and the “vulnerability” of culturally diverse ethno-cultural communities in the Australian context echoes the work of scholars beyond Australia such as McGhee, Mouritsen (Reflections, Citizenship) and Joppke. They argue that the “civic turn” in debates around resurgent contemporary nationalism and multicultural immigration policies privileges civic integration over genuine two-way multiculturalism. This approach sidesteps the transculturational (Ortiz; Welsch; Mignolo; Bennesaieh; Robins; Stein) aspects of contemporary social identities and exchange by paying lip-service to cultural diversity while affirming a neo-liberal construct of civic values and principles as a universalising goal of Western democratic states within a global market economy. It also suggests a superficial tribute to cultural diversity that does not embed diversity comprehensively at the levels of either conceptualising or resourcing different elements of Australian transcultural communities within the generalised framework of “community resilience.” And by emphasising cultural difference as vulnerability rather than as resource or asset, it fails to acknowledge the varieties of resilience capital that many culturally diverse individuals and communities may bring with them when they resettle in new environments, by ignoring the question of what “resilience” actually means to those from culturally diverse communities. In so doing, it also avoids the critical task of incorporating intercultural definitional diversity around the concepts of both “community” and “resilience” used to promote social cohesion and the capacity to recover from disasters and crises. How we might do differently in thinking about the broader challenges for multiculturalism itself as a resilient transnational concept and practice? The Concept of Resilience The meanings of resilience vary by disciplinary perspective. While there is no universally accepted definition of the concept, it is widely acknowledged that resilience refers to the capacity of an individual to do well in spite of exposure to acute trauma or sustained adversity (Liebenberg 219). Originating in the Latin word resilio, meaning ‘to jump back’, there is general consensus that resilience pertains to an individual’s, community’s or system’s ability to adapt to and ‘bounce back’ from a disruptive event (Mohaupt 63, Longstaff et al. 3). Over the past decade there has been a dramatic rise in interest in the clinical, community and family sciences concerning resilience to a broad range of adversities (Weine 62). While debate continues over which discipline can be credited with first employing resilience as a concept, Mohaupt argues that most of the literature on resilience cites social psychology and psychiatry as the origin for the concept beginning in the mid-20th century. The pioneer researchers of what became known as resilience research studied the impact on children living in dysfunctional families. For example, the findings of work by Garmezy, Werner and Smith and Rutter showed that about one third of children in these studies were coping very well despite considerable adversities and traumas. In asking what it was that prevented the children in their research from being negatively influenced by their home environments, such research provided the basis for future research on resilience. Such work was also ground-breaking for identifying the so-called ‘protective factors’ or resources that individuals can operationalise when dealing with adversity. In essence, protective factors are those conditions in the individual that protect them from the risk of dysfunction and enable recovery from trauma. They mitigate the effects of stressors or risk factors, that is, those conditions that predispose one to harm (Hajek 15). Protective factors include the inborn traits or qualities within an individual, those defining an individual’s environment, and also the interaction between the two. Together, these factors give people the strength, skills and motivation to cope in difficult situations and re-establish (a version of) ‘normal’ life (Gunnestad). Identifying protective factors is important in terms of understanding the particular resources a given sociocultural group has at its disposal, but it is also vital to consider the interconnections between various protective mechanisms, how they might influence each other, and to what degree. An individual, for instance, might display resilience or adaptive functioning in a particular domain (e.g. emotional functioning) but experience significant deficits in another (e.g. academic achievement) (Hunter 2). It is also essential to scrutinise how the interaction between protective factors and risk factors creates patterns of resilience. Finally, a comprehensive understanding of the interrelated nature of protective mechanisms and risk factors is imperative for designing effective interventions and tailored preventive strategies (Weine 65). In short, contemporary thinking about resilience suggests it is neither entirely personal nor strictly social, but an interactive and iterative combination of the two. It is a quality of the environment as much as the individual. For Ungar, resilience is the complex entanglements between “individuals and their social ecologies [that] will determine the degree of positive outcomes experienced” (3). Thinking about resilience as context-dependent is important because research that is too trait-based or actor-centred risks ignoring any structural or institutional forces. A more ecological interpretation of resilience, one that takes into a person’s context and environment into account, is vital in order to avoid blaming the victim for any hardships they face, or relieving state and institutional structures from their responsibilities in addressing social adversity, which can “emphasise self-help in line with a neo-conservative agenda instead of stimulating state responsibility” (Mohaupt 67). Nevertheless, Ungar posits that a coherent definition of resilience has yet to be developed that adequately ‘captures the dual focus of the individual and the individual’s social ecology and how the two must both be accounted for when determining the criteria for judging outcomes and discerning processes associated with resilience’ (7). Recent resilience research has consequently prompted a shift away from vulnerability towards protective processes — a shift that highlights the sustained capabilities of individuals and communities under threat or at risk. Locating ‘Culture’ in the Literature on Resilience However, an understanding of the role of culture has remained elusive or marginalised within this trend; there has been comparatively little sustained investigation into the applicability of resilience constructs to non-western cultures, or how the resources available for survival might differ from those accessible to western populations (Ungar 4). As such, a growing body of researchers is calling for more rigorous inquiry into culturally determined outcomes that might be associated with resilience in non-western or multicultural cultures and contexts, for example where Indigenous and minority immigrant communities live side by side with their ‘mainstream’ neighbours in western settings (Ungar 2). ‘Cultural resilience’ considers the role that cultural background plays in determining the ability of individuals and communities to be resilient in the face of adversity. For Clauss-Ehlers, the term describes the degree to which the strengths of one’s culture promote the development of coping (198). Culturally-focused resilience suggests that people can manage and overcome stress and trauma based not on individual characteristics alone, but also from the support of broader sociocultural factors (culture, cultural values, language, customs, norms) (Clauss-Ehlers 324). The innate cultural strengths of a culture may or may not differ from the strengths of other cultures; the emphasis here is not so much comparatively inter-cultural as intensively intra-cultural (VanBreda 215). A culturally focused resilience model thus involves “a dynamic, interactive process in which the individual negotiates stress through a combination of character traits, cultural background, cultural values, and facilitating factors in the sociocultural environment” (Clauss-Ehlers 199). In understanding ways of ‘coping and hoping, surviving and thriving’, it is thus crucial to consider how culturally and linguistically diverse minorities navigate the cultural understandings and assumptions of both their countries of origin and those of their current domicile (Ungar 12). Gunnestad claims that people who master the rules and norms of their new culture without abandoning their own language, values and social support are more resilient than those who tenaciously maintain their own culture at the expense of adjusting to their new environment. They are also more resilient than those who forego their own culture and assimilate with the host society (14). Accordingly, if the combination of both valuing one’s culture as well as learning about the culture of the new system produces greater resilience and adaptive capacities, serious problems can arise when a majority tries to acculturate a minority to the mainstream by taking away or not recognising important parts of the minority culture. In terms of resilience, if cultural factors are denied or diminished in accounting for and strengthening resilience – in other words, if people are stripped of what they possess by way of resilience built through cultural knowledge, disposition and networks – they do in fact become vulnerable, because ‘they do not automatically gain those cultural strengths that the majority has acquired over generations’ (Gunnestad 14). Mobilising ‘Culture’ in Australian Approaches to Community Resilience The realpolitik of how concepts of resilience and culture are mobilised is highly relevant here. As noted above, when ethnocultural difference is positioned as a risk or a threat to national identity, security and values, this is precisely the moment when vigorously, even aggressively, nationalised definitions of ‘community’ and ‘identity’ that minoritise or disavow cultural diversities come to the fore in public discourse. The Australian evocation of nationalism and national identity, particularly in the way it has framed policy discussion on managing national responses to disasters and threats, has arguably been more muted than some of the European hysteria witnessed recently around cultural diversity and national life. Yet we still struggle with the idea that newcomers to Australia might fall on the surplus rather than the deficit side of the ledger when it comes to identifying and harnessing resilience capital. A brief example of this trend is explored here. From 2006 to 2010, the Australian Emergency Management Institute embarked on an ambitious government-funded four-year program devoted to strengthening community resilience in relation to disasters with specific reference to engaging CALD communities across Australia. The program, Inclusive Emergency Management with CALD Communities, was part of a wider Australian National Action Plan to Build Social Cohesion, Harmony and Security in the wake of the London terrorist bombings in July 2005. Involving CALD community organisations as well as various emergency and disaster management agencies, the program ran various workshops and agency-community partnership pilots, developed national school education resources, and commissioned an evaluation of the program’s effectiveness (Farrow et al.). While my critique here is certainly not aimed at emergency management or disaster response agencies and personnel themselves – dedicated professionals who often achieve remarkable results in emergency and disaster response under extraordinarily difficult circumstances – it is nevertheless important to highlight how the assumptions underlying elements of AEMI’s experience and outcomes reflect the persistent ways in which ethnocultural diversity is rendered as a problem to be surmounted or a liability to be redressed, rather than as an asset to be built upon or a resource to be valued and mobilised. AEMI’s explicit effort to engage with CALD communities in building overall community resilience was important in its tacit acknowledgement that emergency and disaster services were (and often remain) under-resourced and under-prepared in dealing with the complexities of cultural diversity in emergency situations. Despite these good intentions, however, while the program produced some positive outcomes and contributed to crucial relationship building between CALD communities and emergency services within various jurisdictions, it also continued to frame the challenge of working with cultural diversity as a problem of increased vulnerability during disasters for recently arrived and refugee background CALD individuals and communities. This highlights a common feature in community resilience-building initiatives, which is to focus on those who are already ‘robust’ versus those who are ‘vulnerable’ in relation to resilience indicators, and whose needs may require different or additional resources in order to be met. At one level, this is a pragmatic resourcing issue: national agencies understandably want to put their people, energy and dollars where they are most needed in pursuit of a steady-state unified national response at times of crisis. Nor should it be argued that at least some CALD groups, particularly those from new arrival and refugee communities, are not vulnerable in at least some of the ways and for some of the reasons suggested in the program evaluation. However, the consistent focus on CALD communities as ‘vulnerable’ and ‘in need’ is problematic, as well as partial. It casts members of these communities as structurally and inherently less able and less resilient in the context of disasters and emergencies: in some sense, as those who, already ‘victims’ of chronic social deficits such as low English proficiency, social isolation and a mysterious unidentified set of ‘cultural factors’, can become doubly victimised in acute crisis and disaster scenarios. In what is by now a familiar trope, the description of CALD communities as ‘vulnerable’ precludes asking questions about what they do have, what they do know, and what they do or can contribute to how we respond to disaster and emergency events in our communities. A more profound problem in this sphere revolves around working out how best to engage CALD communities and individuals within existing approaches to disaster and emergency preparedness and response. This reflects a fundamental but unavoidable limitation of disaster preparedness models: they are innately spatially and geographically bounded, and consequently understand ‘communities’ in these terms, rather than expanding definitions of ‘community’ to include the dimensions of community-as-social-relations. While some good engagement outcomes were achieved locally around cross-cultural knowledge for emergency services workers, the AEMI program fell short of asking some of the harder questions about how emergency and disaster service scaffolding and resilience-building approaches might themselves need to change or transform, using a cross-cutting model of ‘communities’ as both geographic places and multicultural spaces (Bartowiak-Théron and Crehan) in order to be more effective in national scenarios in which cultural diversity should be taken for granted. Toward Acknowledgement of Resilience Capital Most significantly, the AEMI program did not produce any recognition of the ways in which CALD communities already possess resilience capital, or consider how this might be drawn on in formulating stronger community initiatives around disaster and threats preparedness for the future. Of course, not all individuals within such communities, nor all communities across varying circumstances, will demonstrate resilience, and we need to be careful of either overgeneralising or romanticising the kinds and degrees of ‘resilience capital’ that may exist within them. Nevertheless, at least some have developed ways of withstanding crises and adapting to new conditions of living. This is particularly so in connection with individual and group behaviours around resource sharing, care-giving and social responsibility under adverse circumstances (Grossman and Tahiri) – all of which are directly relevant to emergency and disaster response. While some of these resilient behaviours may have been nurtured or enhanced by particular experiences and environments, they can, as the discussion of recent literature above suggests, also be rooted more deeply in cultural norms, habits and beliefs. Whatever their origins, for culturally diverse societies to achieve genuine resilience in the face of both natural and human-made disasters, it is critical to call on the ‘social memory’ (Folke et al.) of communities faced with responding to emergencies and crises. Such wellsprings of social memory ‘come from the diversity of individuals and institutions that draw on reservoirs of practices, knowledge, values, and worldviews and is crucial for preparing the system for change, building resilience, and for coping with surprise’ (Adger et al.). Consequently, if we accept the challenge of mapping an approach to cultural diversity as resource rather than relic into our thinking around strengthening community resilience, there are significant gains to be made. For a whole range of reasons, no diversity-sensitive model or measure of resilience should invest in static understandings of ethnicities and cultures; all around the world, ethnocultural identities and communities are in a constant and sometimes accelerated state of dynamism, reconfiguration and flux. But to ignore the resilience capital and potential protective factors that ethnocultural diversity can offer to the strengthening of community resilience more broadly is to miss important opportunities that can help suture the existing disconnects between proactive approaches to intercultural connectedness and social inclusion on the one hand, and reactive approaches to threats, national security and disaster response on the other, undermining the effort to advance effectively on either front. This means that dominant social institutions and structures must be willing to contemplate their own transformation as the result of transcultural engagement, rather than merely insisting, as is often the case, that ‘other’ cultures and communities conform to existing hegemonic paradigms of being and of living. In many ways, this is the most critical step of all. A resilience model and strategy that questions its own culturally informed yet taken-for-granted assumptions and premises, goes out into communities to test and refine these, and returns to redesign its approach based on the new knowledge it acquires, would reflect genuine progress toward an effective transculturational approach to community resilience in culturally diverse contexts.References Adger, W. NotesThe concept of ‘resilience capital’ I offer here is in line with one strand of contemporary theorising around resilience – that of resilience as social or socio-ecological capital – but moves beyond the idea of enhancing general social connectedness and community cohesion by emphasising the ways in which culturally diverse communities may already be robustly networked and resourceful within micro-communal settings, with new resources and knowledge both to draw on and to offer other communities or the ‘national community’ at large. In effect, ‘resilience capital’ speaks to the importance of finding ‘the communities within the community’ (Bartowiak-Théron and Crehan 11) and recognising their capacity to contribute to broad-scale resilience and recovery.I am indebted for the discussion of the literature on resilience here to Dr Peta Stephenson, Centre for Cultural Diversity and Wellbeing, Victoria University, who is working on a related project (M.
