This book details our implication in violence we do not directly inflict but in which we are structurally complicit: famines, civil wars, political repression in far-away places, and war, as it's classically understood. It insists on a bond between ethics and politics and attributes violence to our treatment of the two as separate spheres. We repeatedly resist the call to responsibility, as expressed by the appeal—by peoples across the world—for the care and attention that their vulnerability enjoins. But the book argues that this resistance is not ineluctable, and it searches for ways that enable us to mitigate it, through rebellion, kindness, irony, critique, and shame. In the process, it engages with a range of writers, from Camus, Sartre, and Freud, to Stefan Zweig and Karl Kraus, to Kenzaburō Ōe, Emmanuel Levinas and Judith Butler. The resulting exchange between philosophy and literature enables the book to delineate the contours of a possible/impossible ethicosmopolitics—an ethicosmopolitics to come. Pushing against the limits of liberal rationalism, the book calls for a more radical understanding of interpersonal responsibility. Not just a work of philosophy but an engagement with life as it's lived, the book works to redefine our global obligations, articulating anew what humanitarianism demands and what an ethically grounded political resistance might mean.

This chapter looks into Article 22 of the Vienna Convention on Diplomatic Relations which deals with the inviolability of the diplomatic mission premises. The Article expresses that along with the premises of mission being inviolable, the agents of the receiving State may not enter them, except with the consent of the head of the mission. Under the Article, the receiving is under a special duty to take all appropriate measures to protect the premises of the mission and to prevent any disturbance of the peace of the mission or impairment of its dignity. Lastly, the Article states that the premises of the mission, their furnishings, and other property thereon and the means of transport of the mission shall be immune from search, requisition, attachment, or execution. The chapter stresses the legal concept of inviolability given to the premises of the diplomatic mission.

Anyone who has been diagnosed with breast cancer or is acquainted with someone who has been diagnosed with breast cancer knows that cancer raises a host of questions concerning its nature, how we know it, and how we treat it. Such questions frame the difficult decisions that patients must make about their treatment, care, and mortality. Thinking Though Breast Cancer: A Philosophical Exploration of Diagnosis, Treatment, and Survival is a philosophical investigation of the second leading cause of cancer death among women. It is a study of how breast cancer is described, explained, evaluated, and socialized in medicine. Further, it is an investigation of the ethical implications of understanding breast cancer. These include the extent to which informed consent is secured, patient harms are minimized, patient benefits are maximized, and access to appropriate breast cancer care is made possible. The inquiry draws on clinical information as well as philosophical advice and provides suggestions about how to navigate the complex and, at times, uncertain terrain of breast cancer knowledge and care. In this way, the book is not simply an academic overview of what we know about breast cancer. It is a personal search for guidance about managing the complex, confusing, and scary terrain of breast cancer diagnosis, prognosis, and treatment.

Evidence-based medicine (EBM) is defined as ‘The judicious use of the best current evidence in making decisions about the care of individual patients’. Evidence-based medicine (EBM) is meant to integrate clinical expertise with the best available research evidence and patient values. The purpose of EBM is to assist clinicians in making the best decisions. Practising EBM includes asking an answerable, well-defined clinical question, searching for information, critically appraising information retrieved, extracting data, synthesizing data, and making conclusions about the overall effect. The clinical question includes information of the following elements: the population, the intervention, and the clinically relevant outcomes in focus. The clinical question is a tool to make the focus of the question clearer, and an aid to build the following search strategy. A comprehensive and reproducible literature search is essential for conducting a high-quality and up-to-date search. The search should include all relevant clinical databases. Papers retrieved after the search must be critically appraised and evaluated for the risk of bias. Evidence-based methods are used in the production of systematic reviews, and the development of clinical guidelines. Whether a meta-analysis should be performed depends on the quality and nature of the extracted data. Practising EBM may be challenged by a lack of well-performed trials, various types of bias (including publication bias), and heterogeneity between existing trials. Several tools have been constructed to help the process; examples are the CONSORT statement, the PRISMA statement, and the AGREE instrument.

Abstract The principle of non-intervention in the domestic affairs of states is one of the most venerable principles of international law but the determination of its exact content has remained an enigma that has haunted generations of international lawyers. This book solves this problem and identifies what the principle of non-intervention specifically prohibits, and what it does not. The principle in question is strictly linked to some fundamental notions of international law, such as sovereignty, use of force, and self-determination: its study, therefore, is of great significance as it offers a fascinating opportunity to explore the macrostructures of international law. Through a comprehensive survey of primary documents, as well as through an extensive evaluation of state practice and literature search, the book provides a systematic and coherent analysis of the principle of non-intervention. The first two chapters tell the story of the principle of non-intervention throughout the centuries up to the present day. Chapters III and IV focus on theory and identify what coercion of state means, what forms of coercion (armed, economic, political subversive) can constitute an unlawful intervention, and the role played by consent in this context. Chapters V, VI, and VII explore the interactions of the principle of non-intervention with other fundamental principles of contemporary international law, namely the principle of internal and external self-determination and the respect for international human rights law and international humanitarian law. Finally, Chapter VIII investigates whether and when cyber operations can constitute an unlawful intervention in the domestic affairs of other states.

In the Archaeology of his History, Thucydides traces those factors that led to the rise of the cities that face one another in the war that he records. Foremost among them is the navy. I contend that this focus on the navy as the basis of political power captures for Thucydides the connection between movement and power: possession of power is not a static condition but always entails the unending search for more power, allowing the cities who possess navies/power no respite from constant motion. In contrast to what I call the “power trap” that ultimately leads to the destruction of the city engaged in the constant motion of pursuing power after power stands the permanence of the speech, the logoi, of the historian who can offer an “everlasting possession” such as eludes the political leaders of cities such as Athens caught up as they are in the power trap.

This chapter traces Hume’s search for the impression-source of the idea of necessary connection through Book 1 of the Treatise. It then sketches and evaluates the main interpretative positions concerning Hume’s account of causation. These positions characterize Hume either as a regularity theorist who thinks that causation is merely a matter of temporal priority, contiguity, and constant conjunction, a projectivist who takes causal talk to have an essential non-representational element, or a skeptical realist who believes in, and believes that we genuinely refer to, real causal powers. Finally, it briefly discusses rival interpretations of Hume’s famous “two definitions” of causation.

The gradual progression of dementia means there has to be a constant search for a reasonable balance between supporting autonomy and ensuring proper representation. ∙ Good end of life care for people with dementia depends on adequate advance care planning, startling early in the disease process ∙ Where possible, it involves striving for joint decision-making with the patient and next-of-kin about (future) medical treatment and (future) care. ∙ Written advance directives may support representatives of incompetent patients in their role of surrogate decision maker, but the contents of the directive require interpretation in the context of advance care planning. ∙ The concept of “palliative care” offers a (policy) framework for advance care planning as well as moral guideline for dealing with written advance directives of patients with dementia.

Forensic DNA evidence has helped convict the guilty, exonerate the wrongfully convicted, identify victims of genocide, and reunite families torn apart by war and repressive regimes. Yet many of the scientific, legal, and ethical concepts that underpin forensic DNA evidence remain unclear to the general public; judges; prosecutors; defense attorneys; and students of law, forensic sciences, ethics, and genetics. This book examines the history and development of DNA forensics; its applications in the courtroom and humanitarian settings; and the relevant scientific, legal, and psychosocial issues. It describes the DNA technology used to compare the genetic profile of a crime scene sample to that of a suspect, as well as the statistical interpretation of a match. It also reviews how databases can be searched to identify suspects and how DNA evidence can be used to exonerate the wrongfully convicted. Recent developments in DNA technology are reviewed, as are strategies for analyzing samples with multiple contributors. The book recounts how the Grandmothers of the Plaza de Mayo searched for children kidnapped during military rule in Argentina, as well as more recent efforts to locate missing children in El Salvador. Other chapters examine the role that DNA forensics played in the identification of victims of genocide in Bosnia and of terrorism in the post-9/11 era. Social anthropologists, legal scholars, and scientists explore current applications of DNA analysis in human trafficking and mass catastrophes; border policies affecting immigration; and the ethical issues associated with privacy, informed consent, and the potential misuse of genetic data.

The book brings together articles by 24 authors, distributed into three problematic and thematic sections: a diachronic view of the Russian estate, estates of the Russian emigration, estates of European countries. A number of constant features of the Russian literary estate and cottages (storehouse of culture, moral space, the core of national identity, the concept of “non-city” in mass society, etc.) are highlighted in a comparative and diachronic analysis. The structure-forming potential and references of the “estate-dacha topos” in the foreign culture of Russian emigrants of the ХХth century disclosed in the works by I.A. Bunin, V.V. Nabokov, B.K. Zaitsev, L.F. Zurov, I.S. Shmelev, V.A. Nikiforov-Volgin of the 1920–1960s and in the Russian-language periodicals of France, Germany, Latvia, Estonia of the 1920–1930s. The most important topic of the book is the search for the origins of the Russian estate phenomenon in world culture, along with its involvement in the spectrum of similar phenomena in other national literatures (Greek, Polish, English, Belgian). The isomorphism of the estate space in Russia and other European countries allows us to speak of the “estate topos” as a universality. The publication is addressed to humanities professionals, primarily philo- logists, and at the same time to a wide circle of students and interested readers.

The Virginia Tech Institute for Policy and Governance launched an experiment in 2011 called the Community Voices initiative. Community Voices was a student-led group devoted to bringing graduate students and faculty from diverse backgrounds into thoughtful dialogue with leaders who have devoted their professional lives to spurring or assisting with community change. This book is the product of those conversations. Conversations in Community Change features 12 interviews conducted by members of Community Voices, since renamed the Community Change Collaborative (CCC). The interviewees are leaders who have worked in many different contexts across the public, nonprofit, and for-profit sectors to instigate meaningful change (democratic social, political and economic) in their communities. The animating idea behind these interviews is that those in search of peaceful democratic social change, especially amidst ongoing economic and social dislocation, have much to learn from one another within the United States and internationally, and at all levels of governance. Despite the destabilizing potential of governing of a vast territory and a large multicultural population, the centralized government of the People’s Republic of China has held together for decades, resisting efforts at local autonomy. By analyzing Beijing’s strategies for maintaining control even in the reformist post-Mao era, Centrifugal Empire reveals the unique thinking behind China’s approach to local governance, its historical roots, and its deflection of divergent interests. Centrifugal Empire examines the logic, mode, and instrument of local governance established by the People’s Republic, and then compares the current system to the practices of its dynastic predecessors. The result is an expansive portrait of Chinese leaders’ attitudes toward regional autonomy and local challenges, one concerned with territory-specific preoccupations and manifesting in constant searches for an optimal design of control. Jae Ho Chung reveals how current communist instruments of local governance echo imperial institutions, while exposing the Leninist regime’s savvy adaptation to contemporary issues and its need for more sophisticated inter-local networks to keep its unitary rule intact. He casts the challenges to China’s central–local relations as perennial, since the dilution of the system’s “socialist” or “Communist” character will only accentuate its fundamentally Chinese—or centrifugal—nature.
