Abstract:
Purpose The purpose of this paper is to propose a conscious leadership competency framework to be used in business training as well as in managerial study programs. Design/methodology/approach First, using literature review, the current state of knowledge in conscious leadership competency frameworks was examined. Subsequently, a framework analysis on a specific topical book was conducted to find competencies that determine a conscious leader. The output of this analysis was compared with a comprehensive leadership competency framework to propose a conscious leadership competency framework. This conscious leadership competency framework was then verified in interviews with conscious leaders. Findings Until now, a conscious leadership competency framework has not been proposed. Yet, there are competencies specific to conscious leaders that are not included in existing leadership competency frameworks. A new conscious leadership competency framework including possible ways of how to train and develop the conscious leadership competencies is suggested for future discussion. Research limitations/implications Research limitations are discussed in this paper. More research in this area and further development of the conscious leadership competency framework are suggested. Practical implications The proposed conscious leadership competency framework can be further discussed and developed, therefore becoming an effective tool for companies as well as educational institutions. Social implications More consciousness in leadership will help tackle many current societal challenges. Originality/value To the best of the authors’ knowledge, the proposed conscious leadership competency framework is the first of its kind.

Abstract:
Introduction:This paper explores and merges two important fields of coaching; Group Coaching and Authentic Leadership Development (ALD). It develops a theory of group coaching and builds this into a conceptual and evidence-based method of ALD.Design:Four authentic leadership coaching groups were conducted over an 18-month period. Each group consisted of five or six senior leaders and were run once a month over a three-month period. After a three-month gap, recorded semi-structured interviews were conducted with all participants to capture the learning and behaviour change that these leaders had experienced as a result of the group-coaching programme.Results:A Grounded Theory approach was applied to the analysis of monthly diary and final interview data which resulted in a two-part theory. Firstly, how the process of a group-coaching approach to ALD works, and secondly, what the output of this approach is in terms of individual leadership. A model was developed comprising four core concepts of authentic leadership along with seven sub-categories of key leadership skills.Conclusion:This research brings together the two key areas of group coaching and leadership development and contributes to the field of leadership coaching by offering both amodeland amethodof ALD. It offers an underpinning theory of each and introduces a model of authentic leadership based on the core concepts of conscious, competent, confident and congruent leadership.

The topic of leadership has been relevant for many years for ordinary people, as well as for managers and entrepreneurs. Companies try to develop leadership qualities in their employees, but often face difficulties in solving this task. Leadership qualities are demonstrated in behavior, therefore, during their development it is necessary to achieve a sustainable change in behavior, which requires a special approach in training. The article offers an example of a system of organizing practical classes for students in such a way as to stimulate the development of their leadership qualities and make the demonstration of these qualities conscious and habitual behavior.

Abstract:
The International Study of Principal Preparation has made major contributions to research on novice principals across the world. The network has carried out cross-cultural research on novice principals in 15 countries on five continents since 2004. ISPP employed a mixed methods research design. The first stage was qualitative and carried out through case studies and in-depth interviews. The second stage included narrative accounts of new principals. The third stage of the study employed a survey to gauge principals’ challenges. The chief question of the study was: How can principal preparation programs be useful to novice principals? In spite of cultural differences and economic development of the countries studied, the challenges faced by novice school principals had more commonalities than differences. They included feelings of professional isolation and loneliness, the style of the previous principal, management of time, multiple tasks, and priorities, the school budget (Liang, 2011), ineffective staff, implementation of new government initiatives, and problems with school buildings and site management. Two principal preparation frameworks are presented based on the findings. They highlight the importance of context over standardization. Recommendations are made in the areas of policy, practice, and research. Formal principal preparation programs should be expanded to both developed and developing countries. Beyond basic instruction on management issues, the ISPP frameworks argue for the development of a conscious identity as a professional and an entrepreneur who is rooted in place. These roles are important, but they must be understood within the broader social, political, and economic forces that are affecting their students. Principals need to be in a position to help teachers guide students to learn to be critical of the status quo and become agents of change for a more just community.

Abstract:
Leadership in complementary schools is an under-researched area. This article aims to address this gap in the literature by reporting on a study which focused on Brazilian complementary schools in the United Kingdom. Distributed leadership was initially adopted as a theoretical framework to analyse the relationship between leadership style and professional development provision. The data were collected via an online questionnaire and individual semi-structured interviews with leaders, as well as focus group interviews with teachers and teaching assistants. We report here on one of the schools and argue that the contextual constraints in which it operates led to high levels of collaboration between leaders, teachers and teaching assistants. Consequently, a Community of Practice (CoP) has developed. We discuss the benefits this CoP brings to the school and suggest that conscious efforts be made to cultivate this social unit of learning to ensure the professional development of teachers in complementary schools.

Abstract:
The article shows the potential of a social project in the formation of leadership qualities in students. The essence of a social project is revealed, the stages of its implementation are shown. The author focuses on the concept of leadership, considers the key qualities of a leader. One of the demanded qualities of a leader in modern life is his active life position, which is expressed in the conscious realization of his social roles. Social project facilitates the development of such activity. We used social project as a technology for the development of leadership qualities in students. To that end, we have conducted a survey among the students of the faculty of service, tourism, and technology of public catering (N=69) with the aim to reveal the leadership skills. The results of testing showed insufficient development of these skills. We have assumed that the participation of students in the development and realization of the social project would foster more intensive development of leadership qualities. The realization of the social project “Supporting of persons with impaired mobility in city infrastructure” under the guidance of teachers and experts has justified the efficiency of the implemented technology. Upon the project completion the students demonstrated better results in four positions.

Case overview In about 45 years since its inception Anand Automotive Limited (AAL) has established itself as one of the premium firms in auto ancillary manufacturing and export. This case demonstrates how AAL built its leadership development programme. Further, the case elaborates on the coach/coachee mentorship programme at AAL. The case further explores the various initiatives under the broad umbrella of the Anand Leadership Development Programme (ALDP). The ALDP process has been woven into the fabric of HR practices of the organization. AAL sales turnover was USD1.2 billion in 2012 and it has a goal to achieve a turnover of USD2 billion by 2015. Mr K.C. Bhullar, the group head HR, had to plan an HR system which will embed leadership in the tapestry of AAL as an organization. Abstract:
Purpose The purpose of this paper is to understand the impact of the DeBoer fellowship, a citizen leadership development program in Myanmar. The challenge in Myanmar of catalyzing transformative change facing government and civil society cannot be overstated. Autocratic, centralized, and a traits-based approach to leadership has been, until recently, the primary way to assess leaders in Myanmar. In this dynamic civic context, new ways of leading and learning are needed. Design/methodology/approach Interviews of DeBoer fellowship alumni were analyzed using a single case study method. The project focuses on individual participants of the program as the primary unit of analysis. In addition, direct observation and contributions from DeBoer fellowship administration and faculty were used to describe this case study. Findings The DeBoer fellows understood their challenge as one of energize others, a concept of adaptive leadership. Moreover, individuals experienced deep degrees of transformational development. Civic agency was the least noticable concept that was studied. Research limitations/implications Future research could more explicitly measure and examine the degree to which civic agency is being nurtured in leadership development programs. Practical implications Civic leadership curriculum designers should be more conscious of adult development theory when choosing programming objectives and activities. Social implications Leadership development initatives in more authoritative systems can be effective developmental experiences for participants who are motivated to improve their organizations and communities. Originality/value To the authors’ knowledge, this is the first effort to analyze a citizen leadership program in Myanmar.

Purpose The purpose of this paper is to investigate the triadic relationship between project workspace (i.e. spatial context), project type and project manager’s leadership style. It develops the concept of leadership construct (i.e. mental models of leadership to predispose the way leadership is performed) to explain related preferences for workspace and behaviors. Design/methodology/approach A combination of phenomenological inquiry on preferred workspaces in different project types is combined with a conceptual study on related leadership styles in these settings. Findings Four different leadership constructs are identified, which are conditioned by workspace and project type: one-on-one, virtual, interactive and mixed leadership. Also, four leadership patterns are identified, and these are related to open office and virtual office settings in product, service, software development and infrastructure construction projects. Research limitations/implications The results show the interaction of workspace, project type and leadership styles, which extends existing leadership theory and provides more granularity in determining appropriate leadership styles for project managers. Practical implications Practitioners benefit from a more conscious selection of appropriate leadership styles, which positively impacts project results. Originality/value By linking workspace, project type and leadership styles, the study is the first of its kind and a novel contribution to theory in project leadership.

Abstract:
The leadership in many African Countries with their ethnic diversities is characterized by ethnic bias and favoritism and citizens are thus treated unequally in many respects, particularly when it comes to national resource allocation and political representation. This breads resentment and creates conditions for an ultimate rejection of the state by the frustrated and politically conscious masses. It is also a tantamount to corruption there by weakening the ability of the state to function efficiently and is therefore anti-developmental. In this paper, it argues that the socio economic crises in many African countries are aggravated by practices of ethnic Bias and favoritism that have consistently violated the principle of the impersonality of economic agents caused by resentment among the marginalized ethnic groups fuelled conflict and retarded development on the Continent. It is also recommended that a strong and credible judicial body with powers to investigate crimes against citizens and prosecute & punish offenders be established by the African Union.

Background: How do Indigenous engineering students describe their engineering leadership development? The field of engineering has made only slow and modest progress at increasing the participation of Indigenous people; an identity-conscious focus on leadership in engineering may help connect the practice of engineering with Indigenous students’ motivations and values. Methods: This study utilized a grounded theory qualitative approach to understand how Indigenous engineering students at a U.S.-based university experience engineering leadership. We explored the experiences of four Indigenous engineering students through one interview and one focus group. Results: Students pointed out how Indigenous peoples had long engaged in engineering work before contact with European settlers, and they saw an opportunity for leadership in applying their engineering knowledge in ways that uplifted their home communities. Conclusion: In addition to ways that engineering programs can better support Indigenous students who aspire to become practicing engineers, our study pointed to new directions engineering programs could take to frame engineering work as providing a toolkit to improve one’s community to leverage a wider set of motivations for entering engineering among many different communities underrepresented in engineering, including Indigenous students.

Aim/Purpose: This study aims to develop a descriptive typology to better identify leadership toward creativity in virtual work in different types of companies. Background: The study empirically explores how leadership toward creativity occurs in virtual work and uses the theoretical lenses of creativity-conducive leadership and heterarchy to generate a typology. Methodology : A multiple qualitative case study design, interpretivist approach, and abductive analysis are applied. Data is collected by interviewing 21 leaders and employees face-to-face in four companies in the ICT sector and one business advisor company. Contribution: The empirical evidence of this study enriches the understanding of leadership toward creativity in virtual work and contributes to the limited empirical knowledge on leadership that stimulates a virtual workforce to achieve creativity. Findings: The four different types of companies in the typology utilize various transitions toward leadership creativity in virtual work. The trend in leadership in the existing virtually networked business environment is toward the “collective mind” company, which is characterized by shared values, meaningful work, collective intelligence, conscious reflection, transparency, coaching, empowering leadership by example, effective multichannel interaction, and assertiveness. The findings empirically support applying a heterarchy perspective to lead a virtual workforce toward creativity and promote leaders who are genuinely interested in people, their development, collaboration, and technology. Recommendations for Practitioners: The typology helps professionals realize the need to develop leadership, communication, interaction, learning, and growth to foster creative interaction and improve productivity and competitiveness. Recommendation for Researchers: This study enables researchers to more rigorously and creatively conceptualize the conditions and relationships in leadership that facilitate creativity in virtual work. Impact on Society : The findings highlight humanistic values for developing leadership. The study strengthens the view that collective creativity in virtual work cannot emerge without virtual and physical interaction in appropriate spaces and caring for each other. Future Research: Future studies may focus on other fields, industries, networks, roles of materialities, and employees in fostering creativity and on theory development. Longitudinal studies are advisable.

Equity minded administrators must perceive professional learning not only to focus on using strategies that promote language and literacy development for students, but also to address teachers’ deficit discourses and assumptions about their students (Molle, 2013; Kolano et al., 2014). Dual Language (DL) teachers and administrators participated in a professional learning community (PLC) to improve the instruction of DL learners by engaging in a critical examination of equity across three districts. The research used a framework to understand the cultural and linguistic assets of students by using a “learning about my students” approach with a focus on the strengths and abilities of their students––rather than deficits. Concurrently, the study examined the leadership role and collaboration of administrators in planning and implementing professional learning with their DL teachers. Results concluded key roles and supports of administrators to participants in the PLC as: 1) examining teacher’s critical consciousness, 2) leading with a cultural growth mindset, and 3) commitment to equity in capacity building.

Multidimensional scaling representing the underlying CVF dimensions in a spatial arrangement was conducted with input derived from LISREL, which was also used to test the degree‐of‐fit between the CVF roles and quadrants as well as to examine the relationships between personality traits and leadership roles.FindingsThe results produced a remarkable synthesis of two separate fields of study within a single competing quadrants grid confirming the causal paths from traits to the compressed CVF latent variables.Research limitations/implicationsThis study raises important questions about the causal effects of personality traits and situational contingencies on the choice of leadership roles.Practical implicationsThe new awareness of precursors to CVF roles calls for significantly shifting the focus of leadership training and education efforts. Leadership development strategies designed to improve current managerial strengths must also target specific weaknesses and their psychological underpinnings.Originality/valueThe paper demonstrates the efficacy of the CVF and at the same time draws more robust conclusions about how traits affect the choice of leadership roles, how they influence the extent of managerial effectiveness and to what extent managerial choice of roles is conscious or just a stimulus response.

The main goal of this research is to approach to the school’s culture and subcultures knowledge. Teachers, as learning communities’ members, should be conscious of their basic assumptions in order to accomplish effective change. Culture, as a socio-critical metaphor, includes organizational clime and goes over artefacts and values. It refers to the organizational deeper level of the unconscious assumptions constructed and shared by it members. The quantitative research uses two instruments. A cultural model including six elements (Teacher Efficacy, Teachers as Learners, Collegiality, Mutual Empowerment/Collaboration, Shared visions/School-wide Planning and Transformational Leadership) and proposes that the prevailing culture is the result of the level of development of each individual element. It assumes that in different cultures or at different times in the same culture, there would be a variation in these levels of development. The second scale help to reach two organisational constructs: ‘Transformational leadership culture’ and ‘Transactional leadership culture’. This phase of the investigation centred upon the development and administration of a survey instrument in twenty-five schools and almost eight hundred teachers. That phase of the study is followed by case studies of two schools in which there is a combination of quantitative and qualitative research strategies. Finally, main guidelines are featuring in order to orientate change and innovation for both schools.

This qualitative study utilized a grounded theory methodology to assess the conceptions about the school counselor role held by 26 administrators employed in public elementary, middle, or high schools. The study was designed to build a deeper understanding of how school administrators conceptualized the school counselor role. Four distinctive role sets were found. They were differentiated in terms of primary work activities valued, extent of counselor-staff work role coordination, and type of specialized knowledge required. Findings suggest that there is a need for a more conscious development of counselor leadership skills and role expectations by counselors themselves and by counselor preparation programs.

Although Dubai's economic development constitutes an important case, it has received hardly any academic coverage. This article explores the path taken by Dubai in its development, especially since 1990. Based on extensive fieldwork, I identify nine parameters that, through interaction, have contributed to the country's economic progress over the last two decades. I argue that the apparent developmental success of Dubai may be understood as the outcome of conscious policies conducted by a “late–late” developing state in order to “catch up” with the “developed world.” Even in a government-controlled and neopatrimonial economic environment, Dubai has created circumstances where the virtues of neoliberalism seem to coexist with state dirigism. Yet the country faces a challenge of sustainability. Certain of the Dubai's risks and vulnerabilities are unlikely to disappear in the short to medium term: the dependence on foreign workers, the asset bubbles in real estate, regional security problems, and issues related to political leadership.

Nation-building is a developmental process of constructing or re-structuring a national identity using the state power which aimed at the unification of the people within the state so that it remains politically stable and viable in the long run. Nigeria and many other African countries have consistently and persistently pursued the ideal nation building and development plan designed to integrate the citizenry both at home and in diaspora as a means of fostering unity and all round development. Nigeria as a nation, continues to develop integral policies and framework for short, medium and long term development plans of nation-building with conscious efforts to ensure peace, prosperity and security of lives and property. Against this backdrop, this review paper examined the role(s) of political elites, the academia and the collective struggle in the overall project of building the nation called Nigeria. This paper focuses on the need to ensure peace in Nigeria through conscious nation building programmes of successive administrations in Nigeria. Information were sourced from books and journal articles, and was content analyzed in relation to the scope of the paper. The paper concludes that without peace and effective leadership provision, no nation-building is achievable. The paper concluded by admonishing the government at the centre to development policies and implement programmes that would cater for all ethnic groups and her citizenry.

Purpose In the last 10 to 15 years, research studies have focused on the effects of differences across generations that result in differences in cultural expectations within the workplace (e.g. Arsenault, 2004). Different generations create shared attitudes to work and preferences for types of work which result in differences in their perception of, for instance, what makes a good leader or even the value of leadership within an organisation. While these generational differences are real, these analyses do not take into account differences that might result from the age, and therefore developmental stage, of the populations being assessed. The neuroscience literature clearly shows that there are maturational differences in the brain which are not complete until late teens to early 20s. It is therefore possible that some of the generational differences result from differences in processing ability resulting from structural immaturities in the brain. In particular, there are differences in the rate of maturation of areas of the brain related to reward sensitivity, threat sensitivity and regulation of behaviour which result in substantial differences in behaviour from adolescence through into adulthood. The purpose of this paper is to consider the effect of maturational changes in the brain on behaviours related to leadership and to outline ways in which these changes can be addressed in order to encourage young people to develop as leaders. This will include providing suitable experiences of leadership to encourage the faster development of the neural structures which underlie these capabilities. Design/methodology/approach Recent advances in neural imaging have resulted in a substantial increase in research investigating the development of the brain during adolescence. A literature review was conducted to find adolescent research that investigated decision making and risk taking. The data obtained were integrated and implications for leadership were drawn from an analysis of the resulting theoretical framework. Findings The research into decision-making processes in adolescents and younger adults points to a number of ways in which these differ from mature decision making. Younger people: (find it harder to inhibit behaviours) are more responsive to immediate reward; are more optimistic about the outcome of risky decisions; and are more responsive to social rewards (Jones et al., 2014). They also lack the experiences that adults use to distil the gist of a situation and therefore are more dependent on conscious, cost-benefit analysis of the outcome of decisions. Practical implications An understanding of the differences between adult and adolescent decision making points to the role of experience as a key factor in mature decision making. If adolescents are to make mature decisions, they have to be offered suitable challenges in safe environments from which they can gain expertise in leadership decision making. These can be designed to account for differences in sensitivity to reward and punishment in this group. In addition, young adults would benefit from learning the gist interpretations that have been extracted from situations by experienced leaders. This suggests that adolescents and adults would benefit from simulated leadership experiences and leadership mentoring. Social implications The Baby Boomer generation who currently hold many of the leadership positions in organisations are coming close to requirement. They will have to be replaced by members of Generation X and the Millennial Generation resulting in potentially younger leaders. In addition, flatter organisational structures that are currently being implemented in many organisations will require leadership at many more levels. Thus, we need to be able to develop leadership skills in a more diverse and younger section of society. Understanding how the brain develops can help us to design appropriate leadership experiences and training for this upcoming generation of young leaders. Originality/value Recent advances in neuroscience of adolescence provide a unique opportunity to bring new evidence to bear on our understanding of decision making in young adults. This provides practical implications for how to develop leadership within this group and to support them as they gain experience in this domain. The evidence also points to a benefit for the increased risk taking seen in adolescence since this leads to greater motivation to try new, and potentially risky, ventures. Through a better understanding of the differences in decision making, we can both help adolescents to develop more mature decision making faster while benefitting from the optimism of youth.

This paper summarises some of the findings from a Doctoral research project which profiled the personalities of successful leaders of change. The aim was to ascertain whether the personal attitudes of senior executives who are successful at leading change impact on change within their organisations through their leadership style and behaviour. The project looked at attitude formation and development within 11 successful leaders’ own psyche with regard to change through a qualitative in-depth case study approach. The main conclusion to be drawn from the project was that a high degree of self-knowledge is essential for successful leadership of change and one of the conclusions drawn from the project was that where coaching is a significant aspect of senior executives’ development, there may be a need for the coach to facilitate the coachee in recognising how the past is impacting on the present. This means that the coach would need to have an awareness of how introjects from the past may be brought to a conscious state of awareness and may well involve a need for coaches themselves to receive some kind of counselling training.

The method used in this research was "Mixed Method" (Creswell & Clark, 2007) which involved explanatory design and meta-analysis of case study in 11 state universities with legal entity (Perguruan Tinggi Negeri berbadan hukum, PTNbh). The conceptual framework of this study consists of 3 related main points, as follows: globalization, management of change, and determining factors of world class higher education. Based on research findings, generally Higher Education still required 1) graduate standard was determined by some aspects consisting of graduation timeliness and hiring period, relevant implementation and income, numbers of published international scientific research, citation of lecturer scientific publication; 2) standardized service offered by the university which fulfilled students' requirements with additional value added to obtain economic benefit, social and character; 3) commitment between lecturer and high education leader as an effort to achieve internationalized goals implemented in the general strategic plan; 4) networking development in a prospective of internationalized higher education. As an implication, there were so many ways to respond to megatrend which affects on change of development strategy of Higher Education, policy, leadership, and management. This is a longitudinal inquiry into the theory and dynamics of four group relations conferences in China from 2014 to 2019. The study triangulates field notes, document artefacts, and verbatim transcribed interviews to investigate the application of Wilfred Bion's basic assumption (BA) group theory in the context of temporary learning institutions devoted to the examination of authority, leadership, and conscious/unconscious processes in groups. Given that group relations theory and practice in the Tavistock tradition is grounded in psychoanalysis and open systems theory, the study integrates psychoanalytic and psychodynamic systems theory in the analysis and interpretation of conference dynamics. The study concludes that group relations has important implications for psychoanalysis in China in light of: 1) the "psycho boom" in contemporary China; 2) the possibilities of cross-cultural learning and knowledge transfer; 3) cross-cultural trust building; 4) professional development of human services, mental health, and organisational development professionals; and 5) the application of psychoanalytical theory and practices to the understanding of organisational development in China.

And one of the greatest challenges facing organization is the need to develop new business models that accentuate ethical leadership, employee well-being, substantiality, and social responsibility without sacrificing profitability, revenue growth. This research suggest ‘spiritual management’ to deal with these changes. Spiritual management will enhances employee well-being, quality of life and provides employees a sense of purpose and meaning at work, a sense of interconnectedness and community. Nevertheless researches in this area are not enough and still inadequate level. In addition, there is no framework, well-defined concept and scientific diagnosis tool of spiritual management. Therefore we developed the Spiritual Management Iindex(SMI). To develop the scale we conducted researched on documentations and attended at spiritual management forum. Based on these research we developed 7 initial factors with 50items. Using these items we conducted survey, with the 261 people's survey results, we implemented the factor analysis. After validating we generated final 7 factor with 40 items. Also we conducted criterion-related validation. Spiritual management influence on happiness, organizational commitment, job engagement of employees.

Abstract This article is an institutional history of the development of race policy within the federal Cooperative Extension Service. It demonstrates that the popular belief in African-American inferiority and pragmatic political compromises aimed at creating a bureaucracy serving the nation’s agricultural constituency and ensuring its longevity, led to a conscious marginalization of African-American interests within the program. Federal extension officials not only tolerated, but actively supported, discrimination within the southern branches of the service. African-American leadership protested against the adverse effects of racial policies in the Extension Service from the very beginning. While there were some limited positive gains in the number of staff and availability of services for rural African Americans, these changes did not challenge the suzerainty of whites over the program. In the post-World War II era--especially after 1950--African Americans confronted white extension leadership. Extension officials hid behind a bureaucratic façade and a flawed interpretation of the federal-state cooperative agreement to delay institutional restructuring. Political appointees pushed the service toward policies of racial justice; however, extension leadership continued to move slowly on fundamental transformation. As a result, the adjustments did not lead to a fundamental re-thinking of race policy in the service and ultimately contributed to the disappearance of the African-American extension force to a significant degree.

This work is devoted to the study of the characteristics of the young generation’s perception of the foreign policy of the Soviet leadership in 1937–1941. The specificity of the development of the image of a foreign enemy in the minds of young people is shown. The main mechanisms of the development of patriotic sentiments of young people are investigated. As the survey of public attitudes has shown, the majority of young men and women, despite the changes in foreign policy, were preparing for war. As a result of the active work of propaganda structures, the prestige of the army service increased, and the day of conscription became one of the most long-awaited moments of adolescence. A sense of duty and personal responsibility for the future of their homeland contributed to the strengthening of the conscious patriotism of the younger generation, which testified to the high efficiency of the entire system of military and patriotic education on the eve of the Great Patriotic War.

The demand for the recognition, identification and introduction of measures aimed at improving organizational culture and the efficiency of management and leadership plays a crucial role in the life of every organization, including the law enforcement bodies as well. The tasks and responsibilities of the Hungarian Police Force have changed considerably both in terms of quantity and quality since Hungary’s accession into the European Union first, and since the country’s joining the Schengen Zone. We are now facing problems formerly unheard of (e. g. the integration of the police force and the border guard, joining the Schengen Zone, the emergence of new forms of crime). As border control within the Union stopped, organized crime has become more powerful. The changes are by no means over: in order to improve the subjective sense of security of the population and to advance organizational efficiency, a number of changes are being implemented at present. For the internal security of the member states of the Union and for the improvement of the efficiency of police work in the member states, the use of consciously coordinated management methods is indispensable. These efforts are the subject of this essay. A police force is an partially open system, the work of which is influenced by a number of external processes and factors. The organizational culture of a police force is determined by its traditions on the one hand, and by the demands to develop its functions as an authority and a service provider on the other. It is undeniable that any conscious effort in shaping and developing the organizational culture of the police requires special competences and commitment from the leaders of the organization. Furthermore, it is also necessary to modernize the management tasks. It applies to all the levels of leadership, from the head of a patrol to the supreme commander of the police force. The organizational scheme of the police force is that of a functional, linear system. Such an organization is characterized by a relatively high degree of inflexibility, a slow and cumbersome reaction to external changes. All these may adversely influence organizational efficiency. It therefore appears to be necessary to examine the present structure of police, and survey the possibilities of modernization. Modernization does not necessarily mean a change in the structure; it may be restricted to changes in organizational culture, the creation of an atmosphere favourable for reforms, and the coordination of diversified structures. In this paper I wish to demonstrate some of the possibilities of improving organizational culture and organization development, based upon the findings of a specific survey.

This paper examines China’s policy and position in relation to the evolving climate change negotiations in order to explain how China is dealing with the dilemma of meeting its growing development needs while reducing ghg emissions. It argues that global climate governance requires steering and leadership to deal with the interlocked political process; that the developing countries (dcs) right to develop is challenged by the need for ecosystemic standards especially as climate change is seen as a zero-sum game as the more one country emits the less another one can. This is especially problematic as Industrialized countries (ics) appear to be both unwilling and unable to increase growth without increasing emissions. This explains China’s policy of insisting on its right to develop, of demanding that ics reduce their emissions and that they fulfil their obligations under the fccc, while expressing its willingness to take on a voluntary target. The paper argues that China’s state-led transition has eight unique characteristics that may allow it to lead as it moves beyond a no-regrets policy to a circular and green economy, cooperating with other dcs and mobilizing conscious green values in citizens. The question remains—will the initial success and scale of state-led transition lead the global green transition to a sustainable world?

The precondition of a health conscious behaviour in a community is establishing a healthy development of the community, an important part of which is the community’s attitude to sports and health. A basic manifestation of this is whether the leadership of a specific settlement is committed to developing sports facilities and, on the other hand, to what extent residents make use of these facilities. The aim of our research was to point out the number of sports facilities currently available for catering everyday physical education introduced in 2012, leisure sports and competitive sport events in two different regions of Hungary. We also examined the resources available for maintaining the facilities and the degree to which existing facilities are exploited. Existing sports halls of the Northern Great Plain and Central Transdanubia were included in the research. We wish to emphasise, in regards to the infrastructural developments of the coming few years, that it is essential to consider the fact, even in the planning phase of facilities, that sport events in themselves do not make the facilities economically sustainable. The purpose of this study, which is based on qualitative data, is to reveal the opinions of art teachers on the teacher standards set by the International Society for Technology in Education.It has been observed that the majority of participants of a study group are not aware of these standards, use social networks but do not use mobile applications, use the Internet for information-research purposes, and follow a news from the Internet. The participants think that students should be directed to conscious Internet use and must be educated accordingly.The study group is of the opinion that technology and the teachers’ field knowledge should be included in education training to facilitate the learning of students and to stimulate their creativity. Group members also believe that classical education and original activity design should be utilized in the design and development of learning experiences and evaluation activities, and the use of technology and applications that focus on students in order to be an example on studying and learning in this information age is needed. According to the participants, art teachers should inform students about conscious use of the Internet, and teach them to integrate life-long learning with real-life situations by participating in professional development-leadership activities. One of the participants thinks that excessive use of technology during classes will make students become used to excessive comfort. Another participant is of the opinion that the use of technology in the learning environment will not be useful.As a result of the study, the following suggestions are offered.Art teachers can be informed about teacher standards.Art teachers can be given training about involving technology in teaching-learning processes, about learning experiences and the design of the evaluation activities, and life-long learning and professional development.Studies that emphasize the importance of the use of technological resources in education can be conducted.Art teachers can be informed about conscious Internet use.

In heroism, leadership research has a myth that provides the basis for a deeper exploration of the characteristics of the unconscious (collective, personal) and consciousness of leaders—characteristics that can mobilize their followers. This contribution goes on to show that heroism can provide a foundation that foments the creativity of women leaders—from a sustainable standpoint—with the purpose of jointly analyzing aspects of the collective unconscious (heroism), the personal unconscious (psychological typology), and consciousness (self-descriptions, values) in a sample of women emerging as leaders. The participants in the study were 34 students following a Master’s program oriented towards training future CEOs as leaders, aged between 22 and 38 years old (M = 27.22 years old; SD = 3.77). The instruments consisted of a story that each participant wrote about herself as the main heroine; the Myers–Briggs Type Indicator (MBTI); the Twenty-Statement Test (TST); and a questionnaire on personal values. The main results show the common structure of the stories of personal heroism, as well as the characteristics (unconscious, conscious, personal, and collective) that can serve to foster the sustainable use of personal creativity. The research carried out provides knowledge that may be integrated into other perspectives of leadership analysis.

Politics is a vital aspect of Nigeria’s development from 1960s to present. It is central in any discourse on the Niger Delta. Oil has been the bane of modern Nigerian politics; and a good number of the government’s policies, programmes and interventions are interpreted as conscious move to access and control oil money. Since political power translates into automatic ownership of the oil and the soil that bears it, then the scramble for oil resources has opened a new vista in the Nigerian political calculations. This assumption is predicated upon the political dimension of some of the issues raised in the Niger Delta literature. Working within the context of ecocriticism and Rob Nixon’s idea of slow violence, the study seeks to examine the treatment of political issues in the Niger Delta novels of Kaine Agary’s Yellow-Yellow and Chimeka Garricks Tomorrow Died Yesterday, and how these issues affect developmental efforts in the region. The study concludes that political leadership can become a catalyst for national development and transformation when rightly steered.

AbstractThis article provides a normative analysis of the rationale behind the creation of the Chinese unitary multinational state. Far from being irrelevant in the face of the well-known aversion of scientific socialism for normative thinking, such analysis illuminates the Chinese Communist Party’s long-standing commitment to the unitary multinational state as the best response to the national question. It shows that the Party’s leadership, in a conscious effort to adapt Stalin’s theory of nationality to Chinese revolutionary praxis, substantially revised the standard conception of national self-determination. Relying on its own materialist logic, it made participation in the struggle against alienation the normative basis to justify granting ethnic minorities special rights of regional autonomy under a common state. The creation of the Chinese unitary multinational state appears in this light as a normatively coherent attempt to guarantee that all ethnic groups that contributed to national liberation benefit equally from their imprescriptible right to collective self-determination.

We draw on the grounded theory methodology to analyze an automation project in a global parcel delivery company, as implemented in three parcel sorting hubs in two countries, seeking to identify key factors in successful change and the role of the change leader. We show that a crucial—but often neglected—aspect of successful change is the detection and management of tensions stemming from uncertainty. By recognizing and managing uncertainty and tensions (in this case, manual vs. automated, corporate vs. site, and planned vs. emergent), the change leader, here the industrial engineering function, can orchestrate the differing views and expectations of corporate actors toward a successful implementation of a change program. In line with recent theories on paradoxes and tensions in organizational change, our empirical outcomes imply that effective leadership of change requires the conscious acceptance of uncertainty and tensions between opposite options in key decision areas.

The article considers the main problems affecting the development of international tourism and predicts the further development of the situation. The growing tourist flow has contributed to the intensification of entrepreneurship in all sectors of the economy, capitalization of assets, job creation, economic and social growth. In 2019, the global tourism industry provided about 330 million jobs, equivalent to 10.3% of total employment. The COVID-19 pandemic has caused an unprecedented crisis in the tourism industry. The flow of tourists in the world has decreased by about 65%. In January-September 2020 alone, the number of international revenues decreased by 70%.This has resulted in the loss of $ 730 billion and more than 120 million jobs. It is noted that in modern conditions there are possible directions of development of inbound and domestic tourism, which are an important factor influencing the economy, but the weakening of external restrictions and lack of competitive service in the Ukrainian tourism industry will contribute to further development of international tourism. Those countries in which tourism occupies a significant share in GDP, are interested in attracting tourists as soon as possible and are ready to promptly implement all necessary anti-epidemic measures in the tourist infrastructure. For the Ukrainian government today, such a strategy is not a priority. Based on this, it is proved that the essence of the scientific and applied aspect of managing the development of international tourism is based on the theory of large business cycles and the theory of prediction. It was emphasized that the world crises ended sooner or later and a new round of development began. The task of mastering the forces of socio-economic life and subordinating them to the conscious, planned leadership of the state, as well as constructive and continuous social dialogue between the government and social partners, is the next practical transformation of today. The program of conscious organizational and regulatory steps should be knowledge, anticipation and action plan. When developing an anti-crisis plan to overcome the impact of COVID-19 on the tourism sector in Ukraine, it is necessary to take into account the recommendations of the Global Crisis Committee on Tourism, namely: crisis management and job preservation; support for self-employed workers; providing incentives and implementing appropriate state policy in the field of international tourism. In predicting the future development of the situation, more attention should be paid to the role of the tourism sector in the country's economy and the achievement of sustainable development goals; develop plans for preparedness for the challenges of the future and use this opportunity to move to sustainable development of tourism facilities.

It ensures women’s full and effective participation and equal opportunities for leadership at all levels of decision making in politics. Females have a right to vote in elections, be elected to government office, serve on boards, and make their voices heard in any process that will ultimately affect them, their families, and their communities. Investing women’s right to political participation is a necessary step to achieve global gender equality and democratic governance.The paper aims to analyze the spatio- temporal participation of women in assembly elections of 2005, 2010 and 2015 in Patna District, to find out association between women’s literacy levels and voting among women in the study area, and to identify motivational and situational constraints of women’s participation in electoral process. For the present study, Patna district has been selected as the study area. The author adopted questionnaire survey and key informant interviews as a means for data collection. The growing participation of women in elections indicates a silent movement of women empowerment. It is found that there is a rising trend in the voting participation of women in the study area. Both literate and illiterate groups are conscious about their voting rights.

This study analysed the current condition of the Muslim Ummah in the present world based on the predicaments that are bedeviling the Islamic world. The problem is the nature and situation in which all the values and promises of Islamic civilisation are not utilised by the Muslims which threw them into their current comatose condition. The research used secondary sources of data such as the Quran, Hadith, books, journals and reports and statistics from organisations and agencies. The data collected were analysed critically using statistical and descriptive-analytical method to discuss some important themes of the subject matter. The work discovered that the current state of affairs of the Muslim Ummah is undesirable. It is dominated and encircled by internal crises, leadership failure, disunity, economic, political, social, cultural, military and technological backwardness in comparison with their Western counterparts. This has not been natural. The Decline of leadership in the Muslim world, Crusades and colonialism contributed to the predicaments of the Muslim world. The work suggested that the previous generation of Muslims faced trials and tribulations but they persevered and faced the challenges until God have mercy on them and rescue their situation. The same should be adopted by the present Ummah in dealing with its problems

This study sought to establish the impact of leadership development on creating more socially just systems in which women’s rights and gender justice are realised – first by practicing the knowledge acquired as individuals and within their organisations, including movements for change within communities Specifically, the objective of the study was to explore or examine and document the extent which AWLI participants acquired new knowledge and skills and how the same manifested in the implementation of the post training activities including their community action plans, from an impact lens. The study is an exercise in feminist epistemology and ontology – analysis by doing – tracing and mapping the contributions of AWLI’s feminist movement in Uganda. The analysis comes from the ground up, reflecting the feminist commitments to self-awareness and reflexivity, generating new knowledge, building organisations and movements, and transforming society. The study conceptual framework borrows from Kirkpatrick Model (1996) four steps for evaluating learning. A mixed approach to the study was adopted where 21 AWLI participants were purposively targeted using an online self-administering survey with follow up interviews via skype calls. On knowledge acquisition, 97.0% interviewees reported that the training had imparted them with new knowledge and skills in feminist leadership. All interviewees reported that the training was useful and relevant in advancing their personal feminist development agenda while 90.9% found the training to be useful and relevant in advancing their organisation agenda. Additionally, all the interviewees reported to have implemented the training to advance their personal and organisational development agendas. Indeed, the participants acquired new knowledge and skills on transformational and feminist leadership, based on the feedback received. Evidence suggests that the AWLI participants have changed how they look at every occurrence in their life which has generally changed their perception hence becoming more optimistic in life. For young feminists, they have become more emphatic and more aware of the patriarchal social norms that exist in their societies. Additionally, there is demonstrable evidence that the participants have taken up leadership roles in championing women issues in their communities including building capacity of other women and appreciating other women. For young upcoming feminists this will go a long way in building a movement of young feminists who understand women’s human right issues, and a cadre of young feminist who can influence other young women hence building a strong movement at the community level. Evidence also suggest that some participants have gained confidence to publish feminist knowledge products. Self-awareness and instilled transformational and feminist leadership have had a direct impact in the organisations that the participants represent. Gender-focused programming has also been strengthened where gender-focused issues are integrated in programmes. For marginalised populations such as sex workers organisations, the training helped in building their capacity, especially on their rights. The mainstreaming of gender in recruitment and remuneration processes within organisations will ensure that organisations remain inclusive and gender conscious in their human resources packages. The AWLI also had an impact within the feminist ecosystem in Uganda where 8,885 were influenced.

One way to solve this problem is to return national education to humanistic sources. Since the teacher is the most important figure in the education system, it is the humanistic orientation in the structure of the teacher’s personality that makes it possible to develop subject-subject relations between the participants in the educational process. The problem of subject-subject interaction is especially relevant in the system of higher education, which is the first step in the professionalization of the personality of a young person — the student. As practice shows, today’s freshmen in the vast majority of eighteen years are young men and women who have changed their social status and living conditions. It is proved that the transition to adulthood is very complex and controversial. Conflicts of personal formation are not easy, full of contradictions, search for meanings, motivated choice of profession and mastery of professional competencies. Mastering the teaching profession is determined by the student’s motivation, his psychological readiness for teaching, a conscious attempt to self-realize in the profession. To socially significant motives of pedagogical activity scientists refer: responsibility for education of children; enthusiasm and satisfaction from interaction with children; awareness of the high mission of the teacher. It should be noted that socially valuable motives for pedagogical activity are clearly expressed in the educational and professional process and cover students’ mastery of pedagogical, socio-cultural and research activities. With such motivation, the process of training a future teacher becomes the most effective and, most likely, that after gaining a professional qualification, they will implement the acquired competencies in the field of education.

Innovative processes currently constitute one of the most important alternatives for increasing organisations’ levels of competitiveness and productivity. The Colombian state (being conscious of this) has generated mechanisms aimed at encouraging technological and innovative development activities in SMEs, as was the case with the Colombian Prize for Entrepreneurial Technological Innovation for SME (Innova) 2006. The experience acquired through the technical evaluation of such prize was a valuable element for identifying Colombian MSMSC innovative characteristics and trends. The present article seeks to establish the current state of innovation in SMEs from experience gained when evaluating and awarding the Innova prize; a frame of reference concerning innovation and design, the methodology used for evaluating the prize and some general statistics regarding the results obtained in 2006 are thus presented. A future publication will give the factors influencing innovation taking geographical regions, sectors and impact as reference. This study investigates the Korean Educational Information Disclosure System (KEIDS) and suggests sustainable development policies for KEIDS to improve school-level data-based decision-making (DBDM) from the educational administration’s perspective. It also raises the following questions: What are the barriers impeding effective data use by the KEIDS? How do school teachers, who are directly involved in using data, effectively prepare for DBDM using the KEIDS? How can the KEIDS be improved for DBDM concerning quality data, school context, and institutional support? To answer these questions, the study reviewed KEIDS-related documents and interviewed 24 school teachers through an interpretive case study approach while using a research framework of data quality, school contexts, and institutional support. Its results highlight important issues with the KEIDS and sustainable DBDM, in other words, teachers and administrators are not always conscious of the need for using data; the lack of data use understanding creates issues among principal leadership and teachers’ involvement and cooperation; the quality of the student data in the Schoolinfo system is questionable; and the central education authority focuses on simply disclosing student data rather than pursuing the goal of the KEIDS. The study suggests facilitating DBDM through the KEIDS in terms of data quality, school context, and institutional support.

Green-oriented trajectory-transformed technology (GTTT) innovation is a strategic path that leads simultaneously to a comprehensive green transformation of national economic and social development and a disruption of corporate competition. However, this type of innovation is nonmarket-oriented and naturally results in a deeper and wider “chasm” more than any market-oriented innovation between the early market and the mass market, which is difficult to bridge; this leads to theoretical and practical difficulties with respect to the formulation of market strategies. To bridge such a “chasm”, this paper explores the paths that facilitate a market launch strategy that is capable of bridging the market “chasm”. The paper identifies electric vehicles as an example of a GTTT product, based on the hierarchical characteristic model, investigates the impact of lifestyle on consumers’ purchase intention, examines the mediating effect of interpersonal influence susceptibilities, uses data collected via consumer questionnaires to test the research model, and thereby identifies the various consumer groups that are present during the “chasm” period and the characteristics they exhibit. The results show that fashion consciousness, leadership consciousness, environmental consciousness, and informational interpersonal influence are the market strategy paths that lead to market disruption, and fashion leaders and price-conscious environmentalists are the key consumer groups during the “chasm” period.

The paper presents the results of the identified internal contradictions of MA and BA courses and the facts that influenced the choice of a masters program on the example of students studying at Kazan National Research Technological University, at Innovation in Chemical Technology Department. One of the features of teaching bachelors at Innovation in Chemical Technology Department was the introduction of project training in the educational programs of the department as part of the university development strategy. The introduction of the project training method affected the degree of teaching students of the department. Students project activities are aimed at revealing their mental and creative abilities, implementing personal leadership or performing skills, applying theoretical knowledge gained to solve problems related to the implementation of innovative projects, assessing their effectiveness and efficiency in practical innovative projects. This article offers a critical review of the research on moral and environmental education as a basis for building environmentalism. The review’s objective is to present an ideological and philosophical theory and research on environmentalism through moral education. The bulk of this research involves empirical research that examines the correlation between moral education and environmentalism, ideologies produced by moral education, and philosophical arguments inherent in environmental education. A deductive argument is made following the review of the existing research on moral education to highlight the educational approaches that have been hailed as effective. Some of the environmental educational approaches identified as being effective include proactive environmental education, creating an environmentally conscious environment, and real-life environmental education simulations. The research also identifies moral education whose focus is the creation of a moral consciousness among learners as being critical for the development of environmental consciousness. Inculcation of religious education, creating a moral educational atmosphere, moral leadership, moral life simulations, and use of Ubuntu and Ukamu theoretical frameworks will bolster building a moral consciousness among learners. The argument presented in this article is that despite the existence of some contrary research, moral education can act as a bolster to positive attitudes, actions, and behaviors towards the environment.
